A Special Tribute to Nancy Becker, Justice of the Supreme Court By Tiffany ChangWho was the most respectful person in judicail affair of the best judgment and righteous in Chinese history by novel and drama? Who was the greatest Judge of righteousness respected and loved by all the people in Chinese literature and show? Both of them was Boa Ching Tien. Who is "Boa Chin Tien" of Nevada favored by so many people? She is Nancy Becker! Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She received her B. A. degree with a major of International Relations from United States International University, San Diego, CA. in 1976. She ranked No. 1 in the graduating class. Nancy has been a Fellow of Public Administration Institution of Washington Business and Technology Institute (WBTI) since May 2, 2000. She achieved her landslide victory as a re-elected Justice of the Supreme Court last November. She is the recipient of numerous honors including the Las Vegas Chamber of Commerce Woman of Achievement Award, Jurist of the Year Award, the Liberty Bell Award from the American Bar Association, J.C. Penny Golden Rule Award and recognized as one of the top ten businesswomen in the Nation from the American Businesswomen's Association. She received Distinguished Service Award from Nevada District Judges' Association in 1997. She was Distin- guishedWomanofSouthern Nevada, 1990, 1995, 1997, 1998, 1999 and 2000. In 1985, Nancy was appointed by the Clark County Bar Association to be the president of a new program that helped people with family problems cope with the justice system. The Clark County Pro Bono Project is a nonprofit organization that provides legal assistance to people with domestic cases. She served in that capacity for ten years and during her presidency the organization helped close to 50,000 people and provided millions in free legal services. She was elected to the Las Vegas Municipal Court in 1987. That was a history to make her the first woman to serve as a Municipal Judge. In her capacity, Nancy continued to work hard for the improvement of the justice system. While maintaining the impartiality required by the Code of Judicial Conduct, she again worked closely with the Legislature to expand the powers of local judges to combat DUI's and domestic violence. She earned a fame for being a tough, but fair judge. Using common sense, compassion and commitment to tackle the growing caseload in the municipal court gained her the respect of law enforcement and the legal community. As a result of her efforts, Governor Robert Miller appointed her to the District Court bench in 1989. She was the first woman to be so honored. For ten years, she served with distinction as District Court Judge. She continually received high marks for her performance with a 90% approval rating. Judicial evaluations placed her as one of the top judges of that court. In paying a special tribute to Nancy Becker, Dr. Tony Lei has made an agreement with Dr. Peter Lok. Dr. Lok will take charge of the coordinating of an Asian Dinner Party for the event. Dr. Lok is famous as our "King of Coordinating" for Dinner Party. The party is scheduled on May 23, 2001. Judge Kolkoski honors Dr. and Mrs . The beautiful lakes centered in this area are one of the greatest attractive- ness of Las Vegas for millions of visitors all around the world. People would enjoy dreamly the sun rising and sun setting of the calm, clean, and nice scenes of these artificial and great work on the lilltle bridges. These bridges are built above the golden and beautiful waves of the lakes which are surounded by elegant residences. People love Summerlin. People love this Las Vegas' mighty fine! Dr. Tony Lei has been re-elected as a Director of South Shores Community Association with the highest poll by voters in last December. Judge Betsy Kolkoski of Las Vegas Minicipal Court invited Dr. and Mrs. Tony Lei with a reunion dinner at Village Pub and Casino in Summerlin on February 28, 2001. Accom- panied by her husband to the dinner, the Judge was bright and pleasent. In 1971, Judge Kolkoski graduated from the University of Cincinnati College of Law with Juris Doctorate degree. As Nevada's Elder Rights Atnorney, an Associate Fellow of the Culture Institution (CI) and Chairperson of the Aging Services Study Committee of Washington Business and Technology Institute (WBTI), she advocated statewide for the legal rights of senior and elder abuse prevention. Her research projects and papers presented together with Attorney General Frankie Sue Del Papa to the national conferences were publicized by WBTI locally and internationally. CI has been led by Dr. Sue Fawn Chung as its Director and Fellow. She is a professor of History at UNLV. Dr. Chung has been also named recently one of the two Nevada advisors to the National Trust for Historic Preservation. With honor as the Assistant Democratic Leader of U. S. Senate, Senator Harry Reid wrote Dr. and Mrs. Tony Lei on January 11, 2001 from his office in Washington, D. C. : "The holiday season is a time for remembering the good things that have happened during the year, for reflecting on the many blessings of our lives, and for renewing the bonds of love and friendship that make our lives special." The famous political leader from Nevada continued his literary and intimate writing that, "This year has been eventful for the Reid family. Our first child, Lana, and our three grandchildren live in the Washington area. Roary and three more of our grandchildren live in Las Vegas. Leif is in Reno with two more grandchildren and have just told us another is on the way. Josh just passed the bar, is living in Reno and also has announced our new daughter-in-law is expecting. Finally, our youngest, Key, lives in the Washington DC area with our newest grandchild. So, as you can see, we have the pleasure of grandchildren in each of our frequent stops, Las Vegas, Reno and Washington." Shelley Berkley honored with the establishment of LA Forum by WBTI* By Tiffany ChangOn February 8, 2001, it was disclosed by the Las Vegas Review-Joural that Congresswoman Shelley Berkley had been elected as a Member of International Relatons Committee of the Congress in Washington D.C. She expressed that she has received an excellent status as a member of the Committee to advance our economy and trade internationally. The most interesting area for her will be to put emphasis on the promotion of immigration, Asian and Pacific economy and trade, international enterprises, etc. Berkley had big winning as a re-elected Representative of the U.S. Congress last November. Dr. Tony Lei has been also re-elected as a Member of her Senior Advisory Committee. Her achievement, in working to promote the quality of life of Nevadans at the time as a powerful voice in the Congress for Nevadans, has earned her a good reputation of conscientious and dedicated politician. Shelley received her Juris Doctorate degree from the University of San Diego School of Law in 1976. She graduated in 1972 with honors from the University of Nevada, Las Vegas with a bachelor of arts degree in political science. She has served as Member of American Bar Association, Nevada State Bar Association , Nevada Gaming Attorneys Association, etc. She served as Regent of Nevada's University and Community College Systems Board and Lagislator of Nevada State Assembly. As a legislator, she was recognized by the National Manufacturers Recreational Vehicle as the recipient of the Golden Telephone Award. Shelley's noble and lovely personal traits together with her good human relations skills has made her a successful leader respected and followed by people in working for and with her since she has been an Executive Advisor of Washington Business and Technology Institute (WBTI). Chief Justice of Supreme Court William Maupin Presides District Court Institure Ceremony By Tiffany ChangThe Eighth Judicial Disrict Court investiture ceremony was held on February 15, 2001, at Cashman Center Theater. Allan Earl, Cheryl Moss, Lisa Brown, and Anthony Del Vecchio had been robed as District Justices (Family Division) after their oathes. Congratulations! Nevada Supreme Court Chief Justice William Maupin presiding the ceremony successfully. "Bill, I was impressed by the event under your leadership for its dignity, elegancy, and unitiveness, " Dr. Tony Lei chatted with Chief Justice Maupin in the reception at the Cashman Center Club Level Restaurant after the ceremony. The judicial procession openned by the Honorable Chief Justice William Maupin. He presided the event and called order and welcome remarks. Desert Chorale and Sign Design Theater sang the "Star Spangled Banner". Pledge of Allegiance was done together with the Girl Scouts of Frontier Council with Brownie and Junior Troop #230, Daisy Troop #459, and Cadette Troop # 463. Gary Earl praised with the Invocation. A welcome to District Court was presented by the Chief Judge Hon. Gene Porter. Catie Black and Kim Ryan did the interpretation. Guest Speakers were Neil Galatz, Esq. for Judge Earl; William Henderson, Esq. and Dr. Rena Nora for Judge Moss; Hon. Mark Denton, District Court Judge, La Deana Gamble, and Delois Williams for Judge Brown; and Thomas Del Vecchio, Dr. Dennis Lachary, James Del Vecchio, Esq., and Hon. William Voy, District Court Judge for Judge Del Vecchio. Administration of Oathes were held by Hon. Lloyd George, U.S. District Court Judge, Hon. Robert Rose, Nevada Supreme Court Justice, Hon. Gerald Hardcastle, District Court Judge, and Chief Justice William Maupin for each of the four Judges respectivelly. The Assistings were played by Rulon Earl, Dr. Rena Nora, Lachary Brown, and Officer Richard Tamex, respectivelly. The Desert Chorale presented the beautiful song named "This Is My Country" in the middle of the event. Judges' Responses were spoken by the four installed Hon. District Judges with good performance. The Concluding Remarks was brought by Chief Judge Maufin with a period of significance and success. Her Campaign kick-off Celebration party with Special Guest appearance from Mayor Oscar Goodman, won thunders of applause from a great deal of very important persons who presented in the Grand Ballroom at the Suncoast Hotel and Casino. She continued in her letter that, "Becuase of the enormous support and confidence I have received from you and the citizens of Las Vegas, I will serve as Judge in Las Vegas Municipal Court, Department 6 for the next two years. The Win Win Game for Casino Management By Tiffany ChangGaming industry has long time being one of the famous and effective contributors to our economy in Nevada, especially for Clark County, Las Vegas, and Reno. People have an impression that gambling and Las Vegas are similar meaning words. Traditionally, gambling is not a good thing. Sometimes, it had been viewed as an action closing to the shame of a crime. Therefore, it is not easy for our people to sustain casino operating for a long time to make it as an effective function of production__ gaming business. The economy is heading downward, nationally and internationally, but executives and specialists in casino management are still in good confidence that Las Vegas' gaming industry will remain as a good resource to the financial stability for our state, county, and city. There are many good idea on how to develop our Las Vegas casino management, but no one can beat Dr. William Thompson's doctrine. The main idea of Dr. Thompson's advice to casino management is stated on one of his famous book written with Michele Comeau, Casino Customer Service-- The Win Win Game. A Professor in the Department of Public Administration of UNLV, Dr. Thompson is also Director of Public Administration Institution and Chairman of Gaming Study Committee of Washington Business and Technology Institute (WBTI). He has published numerical books and articles on casino law and gaming. His achievement in the study of gambology for many years had made him a famous consultant for several large casinos. He has enjoyed a long time of authority as a professor in successful management of gaming and entertainment industries as well as skillful gambology of players and gaming practioners. The heighlight of Casino Customer Service-- The Win Win Game is to emphaize that customers or players are important to the prosperity of casino industries. Treating customers like guests is a win-win game for management of casinos. In these worldwide democratic societies, instead of autocratic management, democratic management is popular and encouragng in most organizations, especially in business to customers. There are many executives in casinos with good knowledge and skills in customer relations. These people have for a long time being one of the important contributors to the casino business profits. Some of the people in casino management are overbearing. They are contributors to the traditionally practical ethics, because they have frighten away from the casino lots of gaming players with rich financial resorces. People may thank these casino supervisors or managers for saving a great deal of money from spending on the tables. On the other side, experienced observers found out that these overbearing people in casino management have frighten away lots of players and money from casino for their owners. If we need gamig as one of our main resources for Nevada, we need to develop it as an industry business. We need to let people know that casino is also one kind of business. In practice, we need also to operate casino like a business in order to convince people that gaming casino is a kind of industry. It is a kind of business just like restaurants, tourism, malls, or supermarkets. It is not funny to say that an owner or the management of a casino does not need to be a gambler. Owning or managing a casino, you do not need to gamble. Use effectively the seven functions of management (planning, organizing, staffing, directing, coordinating, representing, budgeting, and systematizing), and you will be sure to win and make a sizable profit. Theoretics and practice in these bright and effective bases of casino management, may carry our gaming industry all the way over the present downward economy and bring us to a more prosperous industry future in Nevada. On January 23, 2001, an Asian dinner party was held by CAN-DO for the function of induction of the new President, Ann Melton, and officers of the Thai Association of Las Vegas. The event was also for the Asian community to pay a tribute to U.S. Congresswoman Shelley Berkley. Everyone sang the "Happy Birthday" song for Shelley at the beginging of the dinner. Dr. R. D. Prabhu, Chairman of CAN-DO, was introduced as a newly appointed Commissioner of the Nevada Gaming Commission. Radha Chanderraj, an Associate Fellow of WBTI, has been a Commisioner since August 31, 1999. Congratulations! Dr. Prabhu is one of our WBTI Advisors. The Chinese dinner party was held at the Am Lee Gourmet Chinese Restaurant with Hosts of Kay & Bashir Chowdry, Remeo Jurani, Ben Kim, Steven Kwon, Steven Lee, Dolly de Leon, Pannee McMackin, R. D. Prabhu, Tonie Sison, Master Toddy, Dzung Tran, Rita Vaswani, Joey Villaflor, Jerry Wang, and Roddy Wong. More than 100 people were presented at the event including many high rank officials, like Shelley Berkley, Justice of the Supreme Court Nancy Becker, Las Vegas Councilwoman Lynette McDonald, among others; organizational leaders; business exeucutive and owners; among others in Nevada. On January 11, 2001, Elaine Chao, a Chinese American at 47, was nominated by President-elect Bush as Secretary of the U. S. Department of Labor. In 1975, she received her B.A. degree in Economics with straight A for all the four years from the famous Mount Holyoke College in New England. She received her M.B.A. degree from Harvard University in 1979. She was married to Senator Mitch McConnell (R-Ky.) in 1993. Plus the earlier appointment of Norman Mineta as Transportation Secretary, President Bush has been commended by Asian Pacific American groups for becoming the first president to ever nominate two Asian Pacific American candidates for cabinet positions. We are pleased that more Asian Americans are now in the local and national political authority, but we should remind ourselves that it is not just because of the ethnic or sex differences. For example, the nomination of Chao is based on the emphasis of her expertise and experience. Adding to her professional knowledge and experience, she has contributed many years a great deal of love and effort to our community service and charity endevors. These included the organizations such as Peace Corps, United Way, and Heritage Foundation. Without opponent, Michelle Leavitt-Fitzpatrick, Cedric Kerns, and Jessie Walsh, the outstanding individuals whom WBTI honored, won the election automatically as municipal judges of Las Vegas. Faculty joined President Dr. Tony Lei of WBTI pay high tribute to the expertise and integrity of these three judges for whom judicial practices together with community participation have earned them a good reputation of conscientious and dedicated professionalism. Michelle and Cedric were honored as advisors of WBTI on March 15, 1999 and on October 1, 1998, respectively. A creative congratulations card was designed and sent by Dr. Lei to the three judges early on last Saturday morning after he read Las Vegas Reviw Journal of their winning. Shelley Berkley's Senior Advisory Committee Is Leading in Seniors Topics By Tiffany ChangOn January 17, 2001, Member of Congress of the United States, Shelley Berkley, wrote Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) that, "Dear Tony, I am writng to notify you of our next Senior Advisory Committee meeting, which will be held on Thurday, January 25th. The meeting will begin at 9:30 a.m. at the Cannon Senior Center, 340 North 11th Street, in the AARP Community Room. "At that time I will outline legislation I plan on introducing during the current Congress which will affect seniors. On the opening day of the 107th Congress, I introduced, along with several of my colleagues, legislation that will increase Social Security benifits for millions of Americans who fall within the 'notch' years. This issue has been a suject of disagreement for years, and we need to correct the mistake. "Of course, I will continue to fight for a prescription drug benefit. With the fastest growing senior population in the county, this is a vital issue for our community. "If you have anything you wish to place on the agenda, please call Jan Churchill at 220-9823. as a member of this communittee, your input is vital to me. I will look forward to seeing you on the 25th." The letter was sent by Congresswoman Berkley from U.S. House of Representatives, Washington, DC as a Public Document of Official Business. I appreciate your attention and I am grateful for your support. "I wish you much success in this exciting New Year." God Creats People with Intelligence to Serve our Community for His Glory By Tiffany Chang On January 5, 2001, U.S. Senator Harry Reid faxed his "WHIP ROUND - UP" to Dr. Tony Lei, President of Washhington Business and Technology Institute (WBTI) to state his Hot News. The first one states that Senator Reid became Assistant Majority Leader and Democratic Whip of the Senate on January 3, 2001. He will hold this position until January 20 of this year. The second one states that Senaotor Reid would serve initally as the Chairman and then as the Ranking Member of the Powerful Senate Environment and Public Works Committee during the 107th Congress. With broad jurisdictional authority , this commitee is responsible for the reauthorization of such important laws as the Safe Drinking Water Act and the Highway Spending Bill. In the coming two years, he expects to begin doing some heavy lifting on this committee for Nevada because of water and transportation as two key challenges confronting this state. The third one states Rep. John Ensign was sworn in to office as Nevada's new Senator on January 3, 2001. "I'm looking forward to working closely with this new colleague on a number of matters important to the Silve State," said Senator Reid. The forth one states that Senator Reid was paid a courtesy visit last week by President-elect Bush's nominee for the Environment Protection Agency Governor Christine Todd Whitman to discuss her nomination. Her nomination must be approved by the Environment and Public Works Committee. As the Chairman of this committee, he announced earlier last week that hearings on Governor Whitman's nomination would begin on January 16, 2001. P.A.J. Famous Myron Leavett, Justice of the Supreme Court, has been honored as an Executive Advisor of WBTI since the first of October in 1998. District Judge Mark Denton was appointed as a Fellow of the Financial Management Institution of WBTI on November 19, 1999. Las Vegas City Judge Betsy Kolkoski was appointed as an Associate Fellow of the Culture Institution of WBTI on October 28, 1999. Qualified articles, literatures, photos, campaigning speeches, etc. are welcomed. They should be based on the righteousness of contributing to make Nevada a wonderful place for home living and business development. We hope our efforts together may improve the quality of life of all our Nevadans! The spirit of both the innovation and pioneers has motivated United States to be a leading and prosperous country. It is because that the broadband technology such as Digital Subscriber Line (DSL) has been more and more developed. Moreover, because of the popular building of radio communication networks, wireless techniques may access important information from the web and condense it to be appeared on the small web connecting machines such as a hand-held screen. The open free software LINUX operating system can even connect various stations very easilly. All these advancement in science and technology, should be used to inspire the promotion of the quality of our daily life. In this new era of information and web works, we should add humanity concern into our thinking structures. God created the world. Everything can be decided by Him. We people with intelligence in technology, science, and administration should enjoy a valuable and joyful life to serve the society with our efforts. | |
