Maryland Parkway. The performances are at 8 p.m. on Oct. 21 and 2 p.m. and 8 p.m. on Oct. 22. Tickets cost $15 general admission and are available at the UNLV Performing Arts Center box office or by calling 895-2787. Cathy Allen will perform a new work, "Gone for a Walk," that is based on the different people one might meet while walking along a path. Music will be by Miro Magloire, pianist for the American Ballet Theatre in New York City. Guest artist Ernesta Corvino, who teaches ballet and directs her own company in New York City, will present a new ballet, "Galeria de Amor." The ballet is set to baroque music for the Spanish harp. Relationships among the four characters -- one man and three women -- are explored in the setting of a Spanish court. Richard Havey will present an untitled jazz dance piece in three sections set to the big band music of Michael Buble. "Hands," a collaboration by choreographer Carole Rae and composer and poet Beth Mehocic, is based on Mehocic's light-hearted original video poem that includes music, poetry, videography, and animation. The dance is a modern jazz piece for 13 dancers that illustrates the poem. Korean guest artist James Jeon also will perform. Harry Reid is urging President Bush to ask for voluntary gasoline price cutbacks while seeking greater oversight and limits on huge oil profits. "Three dollars-a-gallon for gasoline. How do people feel when they go to the gas pump?" Reid, D-Nev., said at a news conference Wednesday at Main Street Station Casino's parking deck, overlooking U.S. Highway 95. Advertisement "How do they feel when you understand that the oil companies are making $100 billion in profits?" Reid said. "By any standard, that's obscene." In a letter dated Oct. 6, Reid urged Bush to "call the oil and gas CEOs and tell them to cut their prices. Tell them that profiteering at a time of national need is unacceptable." Reid's hope is that the president's jawboning of oil executives "to be good corporate citizens" will result in a near-term price dip, while greater scrutiny of oil revenues -- and harsher penalties for market manipulation -- could push prices down in the long term. White House officials said they're already tackling what they believe to be the causes of gas price spikes: reliance on foreign suppliers and a lack of a comprehensive energy policy. "The fact is, we didn't get into this situation overnight, and we're not going to get out of it overnight," said Ken Lisaius, a White House spokesman. "We now have in place a policy to address the root causes of high energy prices." And oil industry representatives were nonplussed by Reid's suggestions. "The long-term energy challenges the country faces have to do with a combination of more supply and increased conservation efforts. I didn't hear anything about more supply," said Rick Carp, a spokesman for the American Petroleum Institute in Washington, D.C. "It has to be a balanced approach." On Wednesday, a gallon of regular-grade gas averaged $2.84 in the Las Vegas Valley, up 63 cents from a year ago, but 14 cents below a record high price reached Sept. 9, according to AAA. Reid said his plan is "part of a larger strategy to make America energy independent by 2020." Details unveiled this week concentrated largely on industry oversight. The plan, which Reid plans to introduce for Senate consideration in the near future, calls for federal civil and criminal penalties for petroleum product price-gouging, though Reid did not define the term. He also seeks "greater transparency" of petroleum product markets. "These big large, international companies are making a fortune," Reid said. "We want to see their books." Reid said he did not know if price spikes are due in part or whole to market manipulation, but he was suspicious that manipulation was occurring. "We want oversight hearings," Reid said. "I don't have line and verse I can say so. But I think there's something wrong when these companies are making $100 billion a year." Carp claims profits margins are not out of line with those of other industries. "A lot of people look at earnings numbers as very big. But our industry is very big," with huge revenues, he said. Reid also wants to create a "windfall profits" tax on oil companies, with those tax revenues being rebated to consumers, something Carp claimed would dissuade oil companies from investing profits into expanding gasoline supplies. Also, Reid wants to build a 47.5 million barrel reserve of refined gasoline and jet fuel. Currently, national reserves are of unrefined crude oil. Reid was dismissive of a bill that passed the House earlier this month which would make it easier for the federal government to allow oil refinery construction on federal land, regardless of local and state approval. Bush has lauded the bill. "It's not going to go anywhere. It's a sop, a sponge, to the oil industry," Reid said. "We can't produce our way out of our problems." Likewise, Reid opposed Bush's call for gas conservation, fearing it would hurt Southern Nevada's tourist-based economy. "A lot of people around the country are saying, 'Should we drive to Las Vegas?' That's not the way we need to conserve," Reid said. He also favors dialogue with Venezuela, whose president has had a strained relationship with the Bush administration. "We should do what we can to work things out with Venezuela," Reid said. "They're one of our largest suppliers of oil." All vote was 78-22, with all 55 of the Senate's Republicans and half of the Democrats voting in favor of Roberts, who will succeed the late William Rehnquist. Independent James Jeffords of Vermont also voted for Roberts. Advertisement Roberts' supporters lauded his legal background and his ability to fairly interpret the law and the Constitution. "I believe he is temperamentally and intellectually inclined to stick to the facts and the law in cases that will come before him on the high court, and that he will refrain from attempting to legislate from the bench," said Sen. Call it their Sin City comeuppance: a video slot machine featuring the band's hit song "Rock and Roll All Nite" and the members' famous mugs in full makeup. The game was unveiled by Progressive Gaming International Corporation Tuesday at the Global Gaming Expo with founding members Paul Stanley and Gene Simmons on hand. The band was in good company; across the convention center, actress Morgan Fairchild was launching International Game Technology's Penny Megabucks game featuring her likeness. And Don Cornelius was also at the Expo to introduce IGT's Soul Train game. The celebrity slot machine is nothing new. A slew of famous people have paired their names and likenesses with gaming machines at past expos, including Pamela Anderson, Clint Eastwood and others. It's a formula that apparently works well for gaming companies. And the celebrities. "Well, we try to get ourselves involved in every aspect of the American culture," Paul Stanley said. "And this is just another way" to do that. Morgan Fairchild thought it would "be a hoot" to have her name and face on Penny Megabucks machines. Surrounded by fans wanting to get a look at her and the machines, Fairchild likened her association with the game to playing a role. "I'm always looking for great parts, unexpected roles," she said. And the thought that she might make someone a millionaire is fun, she added. Don Cornelius got involved with IGT's Soul Train slot machine because it was flattering to the show. "I thought it was a fun idea and I was invited, of course," Cornelius said. "I think it will appeal to fans of the show, fans of soul music crowd that likes to dance." The celebrities have their reasons for lending their names to the machines. But fans don't really care; they were just glad for the chance to meet their favorite stars. "It's past due," said Kiss fan Thomas Denison, an expo attendee from Las Vegas. He was filming Stanley and Simmons as they greeted a long line of fans next to their game. With the giant Kiss sign hanging above the machines, it will stand out in casinos, he said, and even draw players of all ages, just because they're Kiss fans. "I first saw them in concert in 1976 and I was 5. They kind of bridge the age gap. It's the makeup," he explained. "I tinkered with the idea of bringing their action figures and having them sign them but that might have been too geeky." Looking at the line of fans waiting to get their photos taken with the two rock stars told Rachel Duarte, a representative of Cliff Castle Casino in Camp Verde, Arizona, everything she needed to know about the game itself. "I can tell it's popular," she said. Today we celebrate that stirring day in history, July 4, 1812, when the first president of the United States, Benjamin Franklin, emerged from the old State House in Boston, held up the new Constitution freshly penned by Thomas Jefferson of New York, and announced to the cheers of the gathered throng that, "These United Colonies are, and of right ought to be, free and independent of the crown of Spain!" Who would not wish to have been there, joining in the joyous tumult, as the commander of the Continental Army, Ulysses S. Grant, promptly ordered his men to board the waiting steamships and set sail for San Juan Hill? Well, no ... actually, that's not the way it went. But today's question is, how many young Americans, be they eighth graders or high school seniors -- even college students at our best universities -- could correct even half a dozen errors in the paragraph above? Advertisement In May 2002, Education Week magazine reported that of 11,300 high school seniors tested, 57 percent did not have even a "basic" knowledge of American history. Only 39 percent could adequately describe two advantages the South had over the Union Army during the Civil War. When Rep. Roger Wicker recently asked high school seniors in his Mississippi district to name some of the unalienable rights our forefathers died defending in the Revolution of 1776, he got ... "silence," The Associated Press reports. "Among these are life," Rep. Wicker said, "and ..." "Death?" one student asked. Sadly, this is nothing new. Surveys of high school seniors dating all the way back to 1955 have shown sizable portions of young American students in good standing are unable to identify the decade in which the Civil War took place. At least, back in 1955, a clear majority could name the nation against which the War of 1812 was fought, and rattle off the names of 20 American presidents. In 1994, the National Assessment of Educational Progress found only 11 percent of 12th graders were "proficient'' in American history. If our youth cannot answer basic questions about the nation's history and the meaning behind important documents such as the Constitution, then what are all today's marching bands and waving flags and fireworks about, really? In 1776, there was no president of the United States -- though Franklin later served as president of the governing body of the independent Commonwealth of Pennsylvania. The redhead who penned the Declaration hailed from Virginia. The army commander was, of course, Washington, "the indispensable man" ... though arguably the most important victory of the Revolution was won in the autumn of 1777, on a farm in upstate New York, by a storekeeper from New Haven who was offered no official command, and so galloped onto the field of battle without anyone's permission, waving his hat and shouting, "Follow me, men!" Who was that great general, who rose again and again despite his serious wounds -- even after his horse was shot from beneath him? Who was that great American hero, to whom in large measure we owe whatever remaining freedoms we have not yet allowed to slip through our fingers? You know his name. It's in all the history books. Pao The China Post Wulai is located in the mountains about 25 kilometers south of Taipei City. For centuries the mountain township was a settlement of the Atayal aboriginal tribe, one of the 12 aboriginal tribes of Taiwan. Today it is one of the most popular tourist destinations in northern Taiwan. Restaurants, recreational parks, aboriginal souvenir shops and hot spring resorts in the area draw large crowds of local and overseas tourists every day, especially during weekends. Historical records and tribal folklore suggest that the Atayal began to migrate northward from their ancestral home of Pinsebukan -- roughly today's Renai Township, Nantou County -- after it became overcrowded. They began to settle in what is Wulai today -- a large area along Nanshih River in northern Taiwan -- during the reign of Emperor Dao Guang of the Cing Dynasty, in the first half of the 1800s. At one point the Atayal migrated further north to what is today Sindian City, Taipei County. They retreated to the Wulai and Jhongjhih areas after an increasing number of the Han mainland Chinese occupied Sindian. The Atayal since then established nine related tribes in Wulai. During the Japanese occupation, Wulai was designated as an aboriginal village under Taipei County and was divided into five sub-tribes -- Wulai, Tongbi, Nasiao, Ayu and Limaoan -- each headed by a tribal head. In 1946, the year after Taiwan restoration, Wulai was officially designated a township, with an area of 321 square kilometers, under Taipei County, and was divided into five villages -- Wulai, Sinsian, Jhongjhih, Siaoyi and Fushan -- which have remained till this day. The Township Office of Wulai was also established. Tourist and scenic spots in Greater Wulai include Neidong (Inner Cave) Recreation Park and Wuchongsi Fall, both in Sinsian Village. Yet Wulai Village is definitely the best-known tourist attraction at Wulai. During weekends, Highway 9A leading up to Wulai Village sees heavy traffic volume, with crowds of local and international visitors -- notably from Japan -- packing the streets of the village. Taking a walk along the Old Street of the village is a must for first-time visitors to Wulai. It is pretty much a narrow alleyway full of gift shops, food vendors and hot spring hotels. Atayal-themed souvenir stores selling items such as clothes, crafts, decorations and woodcarving objects are frequented by multitudes of shoppers looking for something to take home to remember their visits to Wulai. Renowned traditional Taiwanese and Atayal foods and snacks -- including stir-fried rice noodles, meatball soup and "muaji," or sticky rice dumplings -- can be found at food vendors and restaurants, where visitors may take a break from all the walking they have done and grab a bite to eat. Wulai is also home to plenty of hot springs. In fact, the name "Wulai" was derived from the Atayal word of "Urai," which means hot spring. The place has become a major destination for hot spring lovers in Taiwan, with dozens of large and small hot spring facilities offering visitors a place to stay overnight or take one-hour hot spring baths. The Old Street leads to Lansheng Bridge over the Nanshih River. After crossing the bridge one will come to a flight of stairs that lead to one of the most famous Wulai attractions -- the Wulai tramway, a 1.6-kilometer rail linking Lansheng Bridge and the Wulai waterfall. The trams are light vehicles that were once manually operated. They were used to carry timber and occasionally to transport tourists. Thanks to booming tourism, the trams officially began to carry passengers in 1963. Today, Wulai trams are among the dwindling few of such vehicles left in Taiwan. For those who wish to walk to the waterfall, they may do so on a hiking trail that runs parallel to the railway. The platform in front of the Yun Sian Park sky tram station is one of the two best spots for viewing the Wulai waterfall. The other spot is inside the sky tram. Restaurants, souvenir shops and many Atayal statues are in the sky tram station area. One of the best-known statues is that of an Atayal warrior, reminding visitors of the fighting spirit of the tribe. Visitors looking for a great hiking experience in the mountains must visit the mountain resort of Yun Sian. Wulai is about 17 kilometers south of Sindian. Those interested in visiting Wulai should take Route 9A, which branches off from Route 9, the Taipei-Yilan Highway. The winding road running in the mountains will take visitors all the way up to Wulai Village. Several bus companies operate routes to Wulai. The Taiwan Tour Bus program operated by the Tourism Bureau has a Wulai line that leaves from Songshan Airport, Taipei Railway Station and major hotels in Taipei. Cooley School of Law, Lansing, Mich. The race for the Las Vegas Municipal Court Department 5 judgeship pits a two-term incumbent against a perennial challenger. Judge Cedric Kerns, first elected in 1997, is being challenged by attorney Mathew Harter. Because there are only two candidates, the nonpartisan race will be settled in the April 5 primary. Kerns said his record speaks for itself. He has been instrumental in helping remove repeat offenders from the system through the Habitual Offender Prevention and Education program, commonly called the HOPE Court, he said. "I love this job," he said. "It is one of the most rewarding jobs I've ever had." He said law enforcement endorsements and what he calls strong backing by attorneys and other judges should help voters decide. Harter criticized the judge for not vowing to refuse campaign contributions from strip club owners and for not refusing a recent $11,000-a-year pay increase. The position pays just over $128,000 a year. "That money should be going toward improving the system, not in the judge's pocket," Harter said. He vowed to give the $11,000 to charity if he wins. He also said judges, especially, should not take campaign contributions from strip clubs. "I have a problem with it because judges are supposed to be held to a lot higher standard than most politicians," he said. Kerns said he has taken contributions from strip club owners and he would do it again. "These are legitimate businesses," he said. He added that if there were any questions about his credibility, he wouldn't have been elected president of the Nevada Judges Association. Kerns criticized Harter for trying nine times to become a judge, five through election and four through the appointment process. Harter said he has wanted to be a judge since law school and saw nothing wrong with persistence. Kerns touted the HOPE program, which targets serial repeat offenders for rehabilitation. He said the 27 people involved in it had a total of 8,000 violations against them when they entered the program. To date, he said, their arrest rate has been reduced 74 percent. Harter said he was not familiar enough with the program to comment on it. He said, however, that he believes too often people are led into programs for rehabilitation instead of simply punished because of a lack of jail space or something similar. Kerns has criticized Harter because Harter was sued for malpractice. Reid said he and Majority Leader Bill Frist, R-Tenn., were working to identify issues on which the parties might cooperate, such as renewal of highway legislation that would distribute billions of dollars to the states. But, Reid said, "I also understand there will be times when we will not agree, and each of us will have to stand up for what we believe." Democrats and Republicans were scheduled to convene separate conferences today to strategize on divisive issues such as Social Security overhaul and confirmations for some of the president's more conservative judicial nominees. As Congress convened for a new two-year session, Reid, 65, renewed his oath of office for a fourth six-year term, with 33 other senators who were elected in November. Escorted by Sen. John Ensign, R-Nev., in a Senate ceremony, Reid was sworn in by Vice President Dick Cheney.
