"Through the recommendation by our faculty members including Nevada District Judges Mark Denton and Valoria Vega, Dr. Michael Douglas has been appointed Associate Professor of the Graduate School of Business and Public Administration by Washington Business and Technology Institute (WBTI) on February 3, 2005," announced Dr. John Wang, Spokesman of WBTI, on Monday, February 7, 2005 in Las Vegas, Nevada, U. S. A.*1

"It's really my pleasure and honor to be named as an Associate Professor of the Graduate School of Business and Public Administration of WBTI. WBTI has a good reputation with its Advisory Board and faculty members. The Board has Governor Kenny Guinn as its Chairman; U. S. Senators Harry Reid and John Ensign as Vice Chairmen; U.S. Representatives James Gibbons and Shelley Berkley, and Las Vegas Mayor Oscar Goodman as Executive Directors. With the excellent and informative publication of 'Next Weekly', high-ranking officials of Nevada have been inspired to help realize the creed for community service and humane spirit of WBTI," expressed Justice Michael Douglas at the Event and Dinner Party in the Emperor's Garden Restaurant on February 4, 2005 in Las Vegas. It was held by the Committee to implement the ART EXHIBIT of Mr. QIN QUAN XIONG.

Justice Michael Douglas, the first African American justice in Nevada’s history, was appointed to the Court in March 2004 to fill the vacancy that resulted from the death of Justice Myron E. Leavitt. Justice Douglas’s appointment to the Supreme Court is the culmination of a 22-year legal career in Nevada that began by chance when he accepted what he thought was going to be a temporary job with Nevada Legal Services.*2 Michael was elected in November 2, 2004 as Justice of the Nevada Supreme Coutr.

Justice Douglas, a native of Los Angeles, came to Las Vegas in 1982 from Philadelphia, Pa., where he had been working in private practice. The justice said he chose Las Vegas because he wanted to move back west and had a cousin living in the city. After two years at Nevada Legal Services, Justice Douglas was hired by the Clark County District Attorney’s Office and served in the Civil Division until 1996. In January 1996, he was appointed to the Eighth Judicial District Court bench and was retained in the election later that year, serving until his appointment to the Supreme Court. At the District Court, he served as Business Court judge along with handling a variety of civil and criminal cases. He was elected Chief District Judge in October 2003.

A graduate of California State College, Long Beach, in 1971 and the University of California Hastings College of Law in 1974, Justice Douglas has been a member of the Judicial Council of the State of Nevada and Vice President of the Nevada District Judges Association. He is president-elect of the Nevada American Inns of Court, an organization of judges, lawyers and law students to promote excellence and civility in the legal profession.

He has been active in groups fighting domestic violence and also has served on a variety of law-related groups, including two years on the Nevada Law Foundation Board and seven years on the State Bar of Nevada, Southern Disciplinary Board.

Justice Douglas, who is married and has a daughter and two grandchildren, has been a longtime supporter of the youth in California and Las Vegas. He was a sports volunteer and coach and has been a frequent speaker at Las Vegas area schools. From 1996 to 2003, he was the judicial sponsor of the annual Spirit of the Arts Contest, a competition for student artwork emphasizing Nevada themes and spirit. Many of the winning pieces still hang in the Clark County Courthouse.*3

Linda Shyr, esq., earned her Bachelor of Arts degree at the University of California at Irvine and her Juris Doctor degree at the University of Maryland at Baltimore School of Law.

She believes that an attorney should act with integrity and a conscience and hopes that her presence in the Asian communities will assist those looking for truth, reliability and professionalism in representation. She carries this hope also to Las Vegas, Nevada, where she has set up an office with Mr. Phil Abramowitz of Korenberg, Abramowitz & Feldun, the largest immigration law firm in the Los Angeles area, to provide honest representation and service to the Las Vegas community.

Linda is a native Taiwanese. She was born in Tainan, Taiwan. At the age of 7, she came to the United States of America with her parents. Ms. Shyr is an immigrant and was raised in the southern California area. She is a Christian. She speaks Chinese, Taiwanese, and English.

"It is indeed an honor for me to become a Fellow of PAI. This position will undoubtedly provide me with new avenues for exploring improvements in public services to which I am most dedicated. Nevada State Senator Dina Titus was appointed by Washington Business and Technology Institute as a Fellow of its Public Administration Institution (PAI) on August 15, 2001. She was very pleased to receive the congratulations call from Dr. Tony Lei early that morning. Having out of town for a couple of days, the call reminded her that at the suggestion of U. S. Senator Harry Reid, former Las Vegas Mayor Jan Jones had offered to step down as Nevada's Democatic National Committeewoman, and Dina Titus would seek that job. This would give her some Washington, D. C., connections and enhance her political profile. With four trips a year to Washington, D. C., the committeewoman and committeeman from each state are expected to speak on party issues, raise money, and help recruit candidates.

As a Professor of Political Science of UNLV , Dina Titus is now a famous Senator of the State Nevada. She is also a State Senator Democratic Leader. On August 14, 2001, she said that she would run for Lieutenant Govenor if Las Vegas Mayor Oscar Goodman ran for Nevada Governor. "She's brilliant, and she would be a great governor," Mayor Goodman siad of Senator Titus.

To her new honor and appointment as a Fellow of Public Administration Institution (PAI) of WBTI on August 15, 2001, Senator Titus agreed with District Judge Valorie Vega on "This position will undoubtedly provide me with avenues for exploring improvements in public services to which I'm most dedicated." It is really a valuable advancement that we may have such an appropriate and achieved individual like Dina as a colleague to our Institution. Senator Titus' expertise and good reputation in political science has been known locally and nationally. With her outstanding professional expertise and practical public administration experience, Senator Titus' acceptance as a fellow of PAI evidenced that in supporting Director Dr. William Thompason with Fellows Former Attorney General Frankie Sue Del Papa, Justices of the Supreme Court William Maupin and Nancy Becker, District Judges Mark Denton, Valorie Vega, Nancy Saitta, Jackie Glass, Michelle Leavitt, Jennifer Togliatti, Jessie Walsh, among others, they would form an excellent leadership team launching PAI into the next milleunnium for academic excellence and administrative practicality.

Dina Titus is now a famous Adjunct Professor of Administrative Strategies in the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute.

Professor Dina Titus, a native of Georgia, was educated at William and Mary, University of Georgia and received her Ph. D. from Florida State University. She currently teaches Political Science at the University of Nevada at Las Vegas, and, in addition to these responsibilities, she is also a Nevada State Senator from District 7 in Clark County. She is on the Board of Directors of the Nevada Test Site Foundation and is a member of the Nevada-California Super Speed Ground Transportation Commission, Clark country Women’s Democratic Club, Education Commission of the States and the Nevada Commission on Participatory Democracy. Se was named the Spanos Outstanding Teacher at UNLV in 1985, was the Chairman of the Nevada Humanities Committee from 1984-19865 and in 1999 was the Nevada Arts Advocate of the Year.

Her most recent publication is Bombs in the Backyard: Atomic Testing and American Politics. The title of Dr. Titus’ Convocation lecture, “The Mushroom Cloud as an American Symbol,” attests to the extensive knowledge she has concerning America’s nuclear testing at the Nevada Test Site and the impact it has had on that region.

A good public intellectual interates peoples' opinion, analyze rationally, and points out wise perspectives and notice. "Through the recommendation by our faculty members including Nevada District Judge Valorie Vega and Sheriff Bill Young of Southern Nevada, Miss Nancy Oesterle has been promoted from Assistant Fellow to Associate Fellow of Public Administration Institution (PAI) by Washington Business and Technology Institute (WBTI) on December 23, 2004," announced Dr. John Wang, Spokesman of WBTI, on Friday, December 24, 2004 in Las Vegas, Nevada.

"It's a great venue for me to endeavor my effort and interest to education and community service. Through the cooperation and development among business, academic institute, and government, we're expecting to promote the quality of living conditions for all our residents and visitors of Nevada," said Nancy Oesterle after she was being promoted.

Miss Nancy Oesterle is a judge. She holds the Department 6 Justice of the Peace position.

Judge Nancy Oesterle was appointed to the Las Vegas Justice Court Bench in December of 1990 and became the first female ever appointed in its 89 year history. She has been re-elected to that position twice and has been Chief Judge of Las Vegas Justice Court twice. Judge Oesterle served eight (8) years on the Nevada Judges Association board and was president in 1995. For the past six years she has been the Chairman of the Education Committee for the Nevada Judges Association and she is an active member of the Legislative Committee, speaking frequently in Carson City on bills that affect the Nevada Judges Association. She is a member of the Nevada Supreme Court Judicial Assessment Commission and chair of the Criminal Justice Task Force Sub-committee. She is co-chair of the Nevada Supreme Court Community Relations Committee and a member of the Nevada Supreme Court Mandatory Sentencing Commission. The Nevada Judges Association honored Judge Oesterle with the Distinguished Judge of the Year Award in 1994.

Judge Oesterle moved to Las Vegas 27 years ago from South Miami, Florida. She attended the University of Nevada Las Vegas in 1978 and earned her Bachelor of Arts Degree in Criminal Justice graduating with High Distinction. She then attended California Western School of Law in San Diego and received her Juris Doctor Degree in 1981. Upon graduating from law school, Judge Oesterle was employed by the Clark County District Attorney’s Office as a trial attorney in the criminal division for almost 10 years. During that time period she served six years on the Clark County Bar Association Board and in 1990 was President of Clark County Bar Association. In 1993 the Clark County Bar Association presented her with the Distinguished Presidential Service Award for her service to the Bar and that same year she was honored by the Chamber of Commerce with the Women of Achievement award for the legal category. In December, 2000, Judge Oesterle was named by the Clark County Law Foundation as the first ever Ambassador of the Year Award for her continued community service.

Judge Oesterle believes strongly in the importance of educating the public in all aspects regarding the law. She is the creator, producer and co-host of a weekly TV show, Law For The Layman, which has been airing in Clark County for the past thirteen (13) years. She also volunteers her time to a program she initiated entitled Keys to the Courthouse in which she visits elementary schools on a weekly basis and brings the elementary class to her courtroom to educate them regarding the criminal justice process. She has been the organizer of the Doctor v. Lawyer volleyball tournaments and softball games for charity for the past fourteen (14) years. But her real claim to fame was being a UNLV cheerleader throughout her years at UNLV.

In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. It has Dr. Thompson as its Fellow and Director; and Nevada State Senator and Professor of UNLV Dina Titus, Justice of the Supreme Court Nancy Becker, Former Attorney General Frankie Sue Del Papa, and Dr. Achie Chang as its Fellows; and District Judges Mark Denton, Valorie Vega, Michelle Leavitt, Jennifer Togliatti, and Jessie Walsh as its Associate Fellows.

Clark County Commissioner Rory Reid was raised in the Las Vegas Valley. After growing up in Las Vegas, he attended Brigham Young University, where he earned his B.A. in International Relations and Spanish in 1985. Rory continued at BYU, attending the J. Reuben Clark Law School earning a J.D. in 1988. Rory returned to Nevada and began the practice of law. At the age of thirty, he became the Senior Vice President and General Counsel of a local company. After his tenure as corporate counsel, he went on to become a partner at Lionel Sawyer & Collins (lasvegas@lionelsawyer.com), a famous Nevada law firm.

Additionally, Las Vegas Life Magazine recently named Rory “Best Up and Coming Politician” in Southern Nevada. On the basis at an adjunct level, his teaching subject in business law will be good for a graduate school in business.

I'd like to suggest eight courses for our China Certificate Program in Management: Financial Analysis, Managerial Accounting, Quality Management, Just-in-Time & Lean Operations, Supply Chain Management, Information Technology, Applied Economic Analysis, and Strategy Formulation and Implementation," said Dean Dr. Keong Leong of GSBPA, who is professor and Chairman of the Department of Business of UNLV, for a Symposium.

The Summer 2003 Symposium of WBTI was held at Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of this mini symposium is: The Entrepreneurship of MPA/SME and MBA/PKE Certificates Program for the people of English and Chinese Speaking.

Commissioner Reid was sworn into office as County Commissioner on January 6, 2003, to Commission District "G". That term expires the first Monday in January 2007.

Rory Reid is one of the sons of U. S. Senator Harry Reid, D-Nev. As his father has become the most powerful Democratic senator in Washington D.C., Clark County Commissioner Rory Reid is moving up in the local political ranks and is expected to be named board chairman in the coming January.

Rory said on Monday, November 15 that he had enough support from fellow commissioners to be voted chairman, a largely ceremonial position.

"I'm honored my colleagues have confidence in my abilities, and I look forward to our continued collegial relationship," Reid, 42, said.

Commissioner Reid was chosen by his fellow commissioners in the current term to serve in the following capacities: Nevada Development Authority; Metropolitan Police Committee on Fiscal Affairs; Regional Jail Commission; Clark County District Board of Health; and Southern Nevada Water Authority.

As a Clark County Commissioner, Rory also serves on the following boards/committees: Boards of Trustees – Clark County Water Reclamation District; Board of Trustees – Big Bend Water District; Board of Trustees – Kyle Canyon Water District; Board of Directors – Las Vegas Valley Water District; Liquor and Gaming Licensing Board; and Vice Chair – Local Law Enforcement Advisory Committee.

Rory has served as the Chairman of the Nevada Democratic Party. After his election to that post, he instituted significant and meaningful changes in the party structure that resulted in a more stable, cohesive and effective organization.

Rory and his wife Cindy are the proud parents of three children.

Rory has long been active in his community. He has donated his time to numerous local, state and national political campaigns. He co-founded Nevadans for Public Awareness. He also has donated his time as a Cub Scout Leader.

at 7:00 p. m. - 9:30 p. m. at the Harbor Palace Restaurant in Las Vegas, Nevada.

Commissioner Lynette McDonald spoke for a big plan of the Dragon City Hotel & Resort and the Dragon City Tower. The large constructions will be built by Andrew Lai and Susan Keygiell near China Town, Las Vegas

During the event and party, a small choir from Valley View high school was brought by Commissioner Lynette McDonald. They presented several songs for season greetings. Their presentation was applauded. Donations from the tables were collected at about $500.00 for them.

"It's my great pleasure to accept the task, responsibility, and practice," said Lynette McDonald at the time when she was informed by President of WBTI Dr. Tony Lei for the appointment. "With the capacity on adjunct basis, it's good for me to develop my entrepreneurial spirit by utilizing both my advanced education in public adminstration and practical experience in managerial responsibilities at UNLV."

A self-described "Army brat," Boggs McDonald spent her childhood on American Army bases in Germany and Italy, and has lived in Las Vegas for the last 13 years. She is a business graduate of the University of Notre Dame, attended the University of Oregon Graduate School of Journalism and received a Master's of Public Administration degree from UNLV.*2

From 1994 to 1997 Lynette served as the Assistant City Manager for the City of Las Vegas. She was the first woman to lead a city council ward in the history of the city of Las Vegas, receiving 70 percent of the vote in Ward 2 during the 2001 election. In April of 2004 she was appointed by Governor Guinn to serve as County Commissioner in District F. Having served over the past decade in local government makes her uniquely prepared to deal with the challenges facing her district and our community.

As our County Commissioner, Lynette is working with community stakeholders to update neighborhood master plans so that responsible and predictable land-use decisions can be made. She negotiated a land exchange with the BLM and a local developer to preserve Red Rock Canyon. When a developer failed to keep his commitment to donate land for a new school, she blocked his building permits until he made good on that promise. Lynette will continue fighting to ensure developers live up to their agreements with Clark County residents, especially on the issue of identifying sites for schools, fire stations, police substations and parks.*3

Clark County Commissioner Lynette Boggs McDonald was appointed by President Bush to serve on a national commission related to international study programs.

Boggs McDonald, a Republican appointed to the County Commission in March, said she is "honored and humbled" to be one of four people chosen by Bush for the Commission on the Abraham Lincoln Study Abroad Fellowship Program.*4

The commission will launch the new program, which is designed to expose Americans to international cultures, governments and economic systems, and which will probably work with the U.S. State Department.

"To encourage the cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasizes the value of humane and administrative orientation. The creed of this School is both on the spirit of educational excellence and academic entrepreneurship. We're forecasting the smoth and efficient growth of this School together with the growth of the tourism industry and the economy of Nevada after the 911 and SARS," Dr. E. After nearly three decades in police work, Robert A. Gronauer, better known by his friends as "Bobby G" has been our Las Vegas Township Constable since the January of 1999. His endeavor for Las Vegas as a constable is remarkable with his popularity, integrity, and professionalism.*3

The International Association of Chiefs of Police chose Gronauer as one of the top police officers in America for using innovative and progress techniques to solve problems in one of the most crime ridden areas of Las Vegas, "Gerson Park", one of those places where they said it couldn't be done. Dedication to his country and community brought "Bobby G" a Purple Heart and a Bronze Star with a V for Valor in Vietnam, and the Marine Corps looked to Robert Gronauer to teach its young officers to be leaders. "Bobby G" has been presented with the following awards: "Humanitarian Award" - presented in March 2002 by the Seniors' United Organization, "Elected Official of the Year" - presented in April 2001 by the Asian Chamber of Commerce, "Constable of the Year 2001" - presented on April 7, 2002, by the National Constables' Association, the "Citizen of the Month Award-June 2002" - presented on June 5, 2002, by the Las Vegas City Council and "Proclamation Award" - presented on July 16, 2002, by the Clark County Board of Commissioners for serving his country and the Clark County community with dedication and pride.

Some of Bobby's objectives are to help preserve and clearly define the significant role of the constable in the delivery of justice system in the United States, train, educate and upgrade the quality of performance of the constable, provide membership benefits which will contribute to the general welfare and quality of the constables, continue to carry court orders from the court offices and be available to assist the needs of the office of the county sheriff and local police departments.*4

Asian American Community Honors U. S. Senator Honorable Harry Reid By Tiffany Chang

Asian American communitiy had been united together to hold an event and dinner party successfully to honor U. S. Senator Harry Reid. More than 384 against the 250 planned individuals of government officials, business owners and executives, organizational leaders among others attended the party at the Asia Palace Chinese Restaurant on August 24, 2001. Kenote Speaker was U.S. Senator Harry Reid. Guests of Honor presented were: U. S. Senator John Ensign (by Sonia Joya), U. S. Congresswoman Shelley Berkley, U. S. Congressman Jim Gibbons (by Judith Ray),
and Nevada Attorney General Frankie Sue Del Papa.

U. S. Congresswoman Shelley Berkley introduced Senator Harry Reid to the public with his successfully story to be the greatest political leader of Nevada arsing from the son of an ordinary family of mining worker. The first time as an honorable Master of Ceremony for Asian American community, Shelley' attractiveness and talent are really professional. She has been famous of her arts of leading on social activities since her college life.

"On behalf of Washington Business and Technology Institute, I'm glad to be one of the Chairmen of this Event and Dinner Party for a Special Tribute to U.S. Senator Harry Reid. Following a successful tribute party to Nevada Supreme Court Justice Nancy Becker, this Event is an united efforts of all our Asian American Community. Thanks to Dr. Raj Chanderraz, Dr. R. D. Prabha, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani to join me as Chairpersons. Thanks to all our guests of honor, special guests, hosts, guests, and participants. Thanks to Dr. Peter Lok as our wonderful Coordinator and Ms. Nancy Diaz to initiate the plan of this event with me. Finnally, we, Asian Americans have put all our effort and wisdom together to have this Special Tribute to our U. S. Senator Harry Reid, because Harry is our great hero to build a community where this and future generations will have more opportunities and advantages to live a prosperous life," spoke Dr. Tony Lei, the Chairman of the event and dinner party.

According to the prepared introduction by Congresswoman Shelley Berkley to the Party, "Dr. Tony Lei is the President of Washington Business and Technology Institute (WBTI) and Chairman of Chinese American Academic Association of Nevada (CAAAN). He received his M.B.A. and Doctor of Education in Institutional Management degrees from Pepperdine University in 1969 and 1980, respectively. He had been an Associate Professor of Information Management and a Fellow of Management of the Graduate School of Business Administration of National Chung Hsing University and Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively. He has completed numerous scientific papers, text books, best selling books, and research projects during past 30 years in universities and academic institutes. Dr. Tony Lei's famous publications "Modern Business Management", "Information Management", "Management Behavior Science", "The Art of Leading", among others have been adopted by several universities as text books."

The highlight of the event was the presentation of a plague of Award of accomplishment to Senator Harry Reid by the Chairmen of the event and dinner party. Fowllowing to sing a happy birthday song for Governor Kenny Guinn and Judge Jessie Walsh, Dr. Tony Lei introduced a former State Senator Mark Malone presenting an Award to Senator Harry Reid from the State Board of Educaton of its elected Member Theresa Malone.

Senator and Majority Whip of the U. S. Senate Honorable Harry Reid smilled most of the time during the Party. Many of the partcipants in the Party had felt suprisingly Harry's friendship and popularity with his sociality. Harry and his wife Landra were the last two people after the accomplishment of the pleasent and successful party to leave sending by Dr. and Mrs. Tony Lei.
