China offers cheaper option
BY KATHY FONG*1

LIKE many high school graduates, Alex Lim Jit Tiang was once at the crossroads when deciding on his tertiary education.

After thinking it over, the 19-year-old Malaysian decided to further his studies in the University of Nottingham.

But instead of England, Lim flew to Ningbo to enrol into the British university抯 new campus in the port city that is about 300km from Shanghai in China.

揅hina is changing fast. I think this is the place to be in, now and in the future.

揟hat抯 why I chose to study here instead of other countries, said Lim, who moved to Guangzhou in southern China when his father was posted there three years ago.

Lim considers himself lucky to be in China to witness the fast paced developments that have taught him to be broad-minded.

He said studying in China enabled him to learn about the Chinese life and culture. He reckons this would be an added advantage to build a career in China.

University of Nottingham Ningbo China (UNNC) provost professor Ian Gow said many foreign students would also be attracted to this campus because China was emerging as an economic power.

Lim and 900 other students, including 33 from 12 countries, are the first batch to begin their courses in the new 92-acre campus which has a replica of the Nottingham Trent tower with a chime bell.

UNNC is the first joint venture foreign institution to offer full British university degrees in China. It is also the University of Nottingham抯 second overseas campus, after Malaysia.

Nottingham抯 partner is an education enterprise in Zhejiang province Wanli Education Group which also owns the Zhejiang Wanli University.

UNNC now offers liberal art courses such as business management, international studies and international communication.

All courses are conducted in English by lecturers from Britain, Australia, Canada and also Malaysia.

Undergraduate students will have intensive language courses in the first year to brush up on their English. However, foreign students with a good command of English can enrol directly into the second year.

In the Zhejiang province alone, there were 320,000 students applying to enter the local universities. Only 180,000 succeeded.

Every year, about 50,000 Chinese students go abroad to study.

UNNC will be an alternative for students who cannot enter local universities.

Looking at the numbers, UNNC抯 target to have 4,000 students, including 1,000 graduate students in five years, is not a tall order at all.

Being able to complete a British degree at just a fraction of the cost in England would draw students to UNNC, said Prof Gow.

The local students are paying annual tuition fees of 50,000 yuan (RM24,000) for an undergraduate programme and 60,000 yuan to 80,000 yuan (RM28,800 to RM38,400) for postgraduate programmes.

Foreign undergraduates are charged about 80,000 yuan per year while a two-year postgraduate programme costs 60,000 yuan.

The cost is 10 times higher than that of local universities. Still, this is cheaper compared to the 11,000 (160,000 yuan or RM74,800) for overseas students keen to study in Nottingham. Besides, the cost of living is lower in Ningbo.*2

HIGH TECH TASK FORCE APPLAUDS CAFTA PASSAGE*1

Friday, July 1, 2005

Washington, D.C. Chairman John Ensign and members of the Senate Republican High Tech Task Force (HTTF) are applauding passage of the Central America Free Trade Agreement (CAFTA), which was a top HTTF priority.

揗ore than anything, passage of CAFTA is a victory for the American economy, Ensign said. 揑抦 very proud of the job the High Tech Task Force did in spreading the word about CAFTA抯 benefits.

The High Tech Task Force circulated a Dear Colleague letter touting the benefits of CAFTA and outlining the ways the trade agreement would boost the economy, particularly in the tech industry. Support of CAFTA is the latest successful Republican effort to stimulate and diversify America抯 economy.

揑n terms of our advocacy of enhanced international trade, CAFTA is an example of how the task force can take an effective leadership role and achieve results for the good of the tech industry, the economy and entrepreneurs everywhere, Ensign said.

Among the benefits of CAFTA being cheered by the High Tech Task Force are the removal of tariffs on tech products, the strengthening of intellectual property laws and the reforming of legal requirements relating to distribution agreements.*2

Dear Tony,

The Republic of Singapore announced on April 18th, 2005 that it will allow casino gaming to be legalized in the context of the development of large-scale integrated resorts at Sentosa and Marina Bay. The government has obviously taken a very careful, thoughtful, and research based approach to this issue.

Brings Nevada and Singapore Closer
The legalization of casino gaming in Singapore brings the relationship (economic & social) between Singapore and Nevada even closer. At SAN, we believe that Singaporeans living in Nevada provide a unique resource to Singapore as it continues to move forward with the development of integrated resorts at Marina Bay and Sentosa.

Click Here for Reuters Article - April 18, 2005

We believe the government approached the consideration of this issue with its heart and soul and we believe that all Singaporeans, regardless of where they stood on this issue, will do their best to ensure that Singapore maximizes the benefit of this decision. SAN looks forward to being a resource to all parties concerned moving forward.

Sincerely,

SAN Staff

Dear Tony,

The Singapore Association of Nevada (SAN), a recognized Singapore International Foundation Overseas Club, has accomplished a lot in 2004 and we plan to accomplish much more in 2005. It is with your support that a small overseas club like SAN can evolve into a non-profit organization that provides a significant enhancement to both Singapore and Nevada.

2004 in Review
In 2004, SAN held one of the most succesful U.S. based 2004 Singapore National Day celebrations. The event was attended by politicians, business people, and of course Singaporeans; almost 100 people attended. The event was further enhanced by the participation of Consul-General Jai Sohan of the San Francisco Mission of the Republic of Singapore; we look forward to welcoming the Consul-General back to Las Vegas in August 2005
SAN continued it's outreach to the business and political communities in both Singapore and Nevada. I am happy to report that many Members of Singapore's Parliament are aware of SAN and the growing number of Singaporeans residing in Nevada. In addition, Nevada political leaders continue to see how SAN supports increased ties to SE Asia.

Looking Ahead to 2005
As many of you know, I love the Republic of Singapore with all my heart. The country stands for very much the same principles that Americans hold, but with an 'Asian / Singaporean' flavor as it pertains to culture and values. As such, my wife and I are planning to begin the process of moving to Singapore which is something we have wanted to do for a long time. This will prompt the need to find a new volunteer President of SAN to manage the organization in a part-time capacity; please let us know if you are interested in serving as President (you must be a Singapore PR or Citizen).
SAN will hold it's celebration of Singapore's 40th National Day in Las Vegas in August 2005; please mark your calendars now. In addition, for Singaporeans living in Reno, NV; please proceed in marking your calendar to visit Las Vegas, NV to celebrate with your fellow Singapore Citizens and Permanent Residents. If you have any suggestions for SAN in 2005, always feel free to contact the organization via e-mail.

Thank you so much for your personal support of my effors to found SAN and develop it's capabilities over the last couple of years. The economic, political, and bilateral relationship of Singapore and Nevada will continue to grow for many years to come, and my sincere hope is that SAN, as a non-profit citizens organization, will continue to foster that positive development.

Kindest Regards,

Jonathan V. Galaviz, President
Singapore Association of Nevada (SAN)

Nancy Oesterle promotes to Associate Fellow of Public Administration Institution of WBTI
By Valorie Vega, Bill Young, and Tiffany Chang

"Through the recommendation by our faculty members including Nevada District Judge Valorie Vega and Sheriff Bill Young of Southern Nevada, Miss Nancy Oesterle has been promoted from Assistant Fellow to Associate Fellow of Public Administration Institution (PAI) by Washington Business and Technology Institute (WBTI) on December 23, 2004," announced Dr. John Wang, Spokesman of WBTI, on Friday, December 24, 2004 in Las Vegas, Nevada.

"It's a great venue for me to endeavor my effort and interest to education and community service. Through the cooperation and development among business, academic institute, and government, we're expecting to promote the quality of living conditions for all our residents and visitors of Nevada," said Nancy Oesterle after she was being promoted.

Miss Nancy Oesterle is a judge. She holds the Department 6 Justice of the Peace position.

Judge Nancy Oesterle was appointed to the Las Vegas Justice Court Bench in December of 1990 and became the first female ever appointed in its 89 year history. She has been re-elected to that position twice and has been Chief Judge of Las Vegas Justice Court twice. Judge Oesterle served eight (8) years on the Nevada Judges Association board and was president in 1995. For the past six years she has been the Chairman of the Education Committee for the Nevada Judges Association and she is an active member of the Legislative Committee, speaking frequently in Carson City on bills that affect the Nevada Judges Association. She is a member of the Nevada Supreme Court Judicial Assessment Commission and chair of the Criminal Justice Task Force Sub-committee. She is co-chair of the Nevada Supreme Court Community Relations Committee and a member of the Nevada Supreme Court Mandatory Sentencing Commission. The Nevada Judges Association honored Judge Oesterle with the Distinguished Judge of the Year Award in 1994.

Judge Oesterle moved to Las Vegas 27 years ago from South Miami, Florida. She attended the University of Nevada Las Vegas in 1978 and earned her Bachelor of Arts Degree in Criminal Justice graduating with High Distinction. She then attended California Western School of Law in San Diego and received her Juris Doctor Degree in 1981. Upon graduating from law school, Judge Oesterle was employed by the Clark County District Attorney抯 Office as a trial attorney in the criminal division for almost 10 years. During that time period she served six years on the Clark County Bar Association Board and in 1990 was President of Clark County Bar Association. In 1993 the Clark County Bar Association presented her with the Distinguished Presidential Service Award for her service to the Bar and that same year she was honored by the Chamber of Commerce with the Women of Achievement award for the legal category. In December, 2000, Judge Oesterle was named by the Clark County Law Foundation as the first ever Ambassador of the Year Award for her continued community service.

Judge Oesterle believes strongly in the importance of educating the public in all aspects regarding the law. She is the creator, producer and co-host of a weekly TV show, Law For The Layman, which has been airing in Clark County for the past thirteen (13) years. She also volunteers her time to a program she initiated entitled Keys to the Courthouse in which she visits elementary schools on a weekly basis and brings the elementary class to her courtroom to educate them regarding the criminal justice process. She has been the organizer of the Doctor v. Lawyer volleyball tournaments and softball games for charity for the past fourteen (14) years. But her real claim to fame was being a UNLV cheerleader throughout her years at UNLV.

In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. It has Dr. Thompson as its Fellow and Director; and Nevada State Senator and Professor of UNLV Dina Titus, Justice of the Supreme Court Nancy Becker, Former Attorney General Frankie Sue Del Papa, and Dr. Achie Chang as its Fellows; and District Judges Mark Denton, Valorie Vega, Michelle Leavitt, Jennifer Togliatti, and Jessie Walsh as its Associate Fellows.

"As the Director of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI), I've shared a pleasant leadership with Dr. Tony Lei cooperated by all the Faculty members of this Institution since it's establishment on January 18, 2000. Innovated in integreting his expertise in institutional management and spiritual value in education, Dr. Tony Lei's effort and wisdom for the community service in Nevada in the recent eight years have been very valuable. We expect Pan Pacific and Asian American Forum (PPAAF) founded by this Institute in September 28, 2001 will contribute to improve the quality of life of the people and the prosperity of this State of Nevada," said Dr. William Thompson, UNLV Professor of Public Administration and former Chairman of Department of Public Administration, at the Gee Joon Chinese Restaurant of Horseshoe Club on January 28, 2002 in Las Vegas.

Nevada STATE RECOMMENDS EPA OVERSIGHT
OF ANACONDA COPPER MINE
By Dr. Kenny C. Guinn*1

Nevada抯 rich mining history, coupled with its large percentage of federally owned land, presents a complex challenge to state regulators who oversee reclamation of closed mines. The Anaconda copper mine site in Yerington is an example of this. The State of Nevada, the U.S. Bureau of Land Management, and the U.S. Environmental Protection Agency (EPA), working in concert through a Memorandum of Understanding (MOU) agreement, are endeavoring to clean up and reclaim the old mine site. To ensure that all available resources are used in this effort, the State of Nevada has requested that the EPA serve as the lead regulatory agency, under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA 106).

Throughout the reclamation process, the Nevada Division of Environmental Protection (NDEP) has and will remain focused on its regulatory duty and will continue to make every effort to address immediate threats to human health and the environment. Significant progress has been made by the three agencies involved with the MOU and each step thus far has led to an evolving environmental understanding of the site. The MOU process provided a forum to develop a broad scope of scientific-based plans for remediation.

Atlantic Richfield Company has cooperated with MOU agencies in the site抯 cleanup throughout the process. In the past few months, progress has been made in finalizing a work plan for the location of monitoring wells, air-monitoring locations and soil testing. It is the State抯 understanding that EPA will use its CERCLA 106 authority to continue this work progress without losing ground or starting over.

I applaud the efforts of Lyon County, the City of Yerington, and the Yerington Paiute Tribe for working together with our state regulators for the common benefit of the community and the environment. As with the cleanup of the Sparks Tank Farm and the subsequent creation of the Sparks Marina, I anticipate that EPA will continue to work closely with NDEP to remediate and reclaim the former mine site. This cooperative effort will not only restore the land but will improve the overall environment for the Yerington community.

Dear Tony,

The Las Vegas, Nevada celebration of Singapore's National Day on August 14, 2004 (organized by the Singapore Association of Nevada) was a great success. We had over 65 guests; many Americans attended and showed their support for the further development of economic and political relations between the State of Nevada and the Republic of Singapore. The Honorable Mr. Jai S. Sohan, the Consul-General of Singapore (San Francisco Mission), was the guest-of-honor and gave a wonderful speech outlining his agenda for substantial increases in economic and cultural ties between Nevada and Singapore.*2

I would like to thank the Singaporeans who worked so hard on August 14th to ensure that a favorable impression of Singapore was presented to guests and governmental officials on our celebration of Singapore's 39th National Day. In addition, I would like to thank the governmental representatives and political candidates that attended the event and who showed their support of Singapore.

Local U.S. federal governmental representatives presented the Consul-General with congressional certificates to honor Singapore's 39th National Day. In addition, the Governor of Nevada (The Honorable Kenny Guinn) issued an official state proclamation honoring Singapore on it's 39th National Day and expressed the value that Nevada places in its developing relationship with Singapore (click on link below to view it online).
