PPAAIC honors Bill Young Security Counselor

Deputy Chief Bill Young was named by the Executive Director of Pan Pacific and American International Concert (PPAAIC) Steve Wark as Security Counselor of the Event. Bill was born in Yerington, Nevada and moved to Las Vegas as a child. He received Bechelor of Arts from UNLV. He was a graduate of F.B.I. National Academy - Quantico, Virginia.
He began his career with the Las Vegas Metropolitan Police Department as a patrol officer in 1979. In 1984 he was promoted to sergeant and his assignments included Patrol, Field Training, and SWAT. He was promoted to lieutenant in 1986 and served in Patrol, as Operations Manager of the Communications Center, and was assign to the Vice/Narcoties Bureau. In 1995 he was promoted to Captain of the Support Service Bureau, overseeing the Resident Officer Program, K-9, Air Support, and Search and Rescue. In January 1999 he was promoted to Deputy Chief and assigned to the Detention Services Division. Upon his return from the FBI Academy in the fall of 2000, he trasferred to the Special Operations Division where he still serves. He supervises the Organized Crime Burcau which includes Specail Investigations, Gang Crimes and Intelligence. He also supervises the Vice/Narcotics Burcau and the Support Services Bureau where he had been assigned as a captain. He is also over the Technical/Analyical Section.
A Dinner Party was held by the Asian American Community at the Am Lee Gourmet Chinese Restaurant on January 24, 2002 for Bill Young. He was the Keynote Speaker. More than 100 people participated the Party. Elected and government officials attended: Clark County Vice-chair and Commissioner Myrna Williams, District Court Judge Mark Denton, Gaming Control Board Member Bobby Siller, District Judge (Family Court) Anthony Del Vecchio, Las Vegas Metropolitan Sherrif Jerry Keller, Las Vegas Councilwoman Lynette McDonald, Assistant District Attorney Michael Davison, Chief Deputy District Attorney David Roger , among others.
Bill was very pleased to get along with those friends from Asian American communities in the Party. His good personal traits will bring him popularlity. Comparing to the example of the Shanghai Conference last year, Bill felt that the security for our Pan Pacific and Asian American International Concert this spring in Las Vegas is important and the responsibility for him as its Security Counselor is obviously an honor.

Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) was established in January 18, 2000. We have produced distinguished public servers, excellent scholars, successful entrepreneurs, and outstanding community leaders. Our vision for 2002 is to emphasize, encourage, and promote: (1) community service; (2) economic and cultural development and cooperation; and (3) academic research for Nevada. People had been inspired by U. S. Senator-elect John Ensign's sincerity, humanility, and credibility more than just his wealth and good looks one year ago. "Love must be sincere. Be devoted to one another in brotherly love. Honor one another above yourselves," says the Bible (Romans 12:9-10). In view of his admirable qualities, achieve ments, passion, and unshakable belief in building a better Nevada, WBTI honored John as Advisor and Vice Chairman of its Advisory Board on November 8, 2000. He is now U. S. Senator and Chairman of Pan Pacific and Asian American International Concert (PPAAIC).

Judge Natalie Tyrrell believes that WBTI has built a sound foundation with its excellent and achieved faculty members. She says that we have been encouraged to better our endeavor for we have Dr. Kenny Guinn, Governor of Nevada as our Chairman of the Advisory Board; U. S. Senators Harry Reid and John Ensign as Vice Chairmen; and U. S. Congress Representatives James Gibbons and Shelley Berkley, and Las Vegas Mayor Oscar Goodman as Executive Advisors.
Judge Jessie Walsh was impressed to share with District Judge Valorie Vega's idea on having the honor to be a Fellow of PAI. "This position will undoubtedly provide me with avenues for explorng improvements in public services to which I am most dedicated," Judge Vega wrote. Judge Walsh felt honor to be Associate Director of Pan Pacific and American Asian Forum (PPAAF) when she was informed by WBTI with the recommendation.
"Even with the constancy of his presidential responsibilities, Tony carved out time and energy during the past three years with wisdom and knowledge through the cooperation of Dr. William Thompson to create the blueprint for the Institution that ultimately paved the way for the 2000 openning of our Public Administration Institution of WBTI," said Justice of the Supreme Court of Nevada Nancy Becker to Nevada Examiner on June 30, 2000.
Professor Dina Titus was honored Fellow of PAI on August 15, 2001. She is Nevada State Senator and Professor of Political science of the University of Nevada, Las vegas. "It's my pleasure to present myself at the concert and it's my appreciation to be honored in the Event," said the achieved statewoman and scholar who was also elected as the Democratic National Committeewoman last November.
"With the spirit of innovation and entreneurship, WBTI has achieved holding several significant and contributing events during past years. The ones for U. S. Senator Harry Reid and for Justice of the Nevada Supreme Court Nancy Becker were among the milestones," wrote Dr. Kenny Guinn, Governor of Navada and Chairman of Pan Pacific and Asian American Forum (PPAAF). Once again the First Prize winner Champion Columnist of Nevada John Smith sent his E-mail to Dr. Lei on August 28, after he was invited by Dr. Lei to attend the Dinner Party to pay a tribute to U. S. Senator Harry Reid. It was held by the Asian American Community at the Asia Palace Chinese Restaurant on August 24, 2001. He stated that , "Dear Tony, Thank you. That was a turnout of Sen. Reid. A real statement to the growth of your group."
Dr. John Ensign, U. S. Senator, also wrote in his greeting to PPAAIC, "Pan Pacific and Asian American International Concert (PPAAIC) is for a special tribute to U. S. Secretary of Labor Elaine Chao. It is creative. It is paramount. Congratulations! Our Chairperson Elaine Chao of WBTI. This Institute has accomplished a valuable contribution to the academic research and community service for Nevada. This Event of legacy will include building a community where our and future generations will have even more opportunities and advantantages to live a prosperous life."

A dinner was held at the Horseshoe Club Gee Joon Chinese Restaurant for the reunion of the families of Dr. William Thompson and Dr. Tony Lei by WBTI on January 28, 2002. Mrs. Thompson was very pleased at the party which was also held for a celebration of her husband's second anniversary as the Director and Fellow of PAI.
Pastor Paul and Denise Goulet were invited by Dr. and Mrs. Lei to have a reunion dinner party at the Gee Joon Chinese Restaurant of the Horseshoe Club on January 25, 2002. President of the 1NetBroadcast Inc. Dallas Tanner and its Vice President Margie Dikit were also invited. Bob Jose, Editor-in-Chief of the Las Vegas Star Magazine accompanied. "It's really a significant contribution to our conmunnity for WBTI to initial PPAAF and PPAAIC in Nevada. The responsibility for Denise, me, and my Church to create the international event and concert with the State of Nevada and WBTI will be a milestone of accomplishment for the prosperous development of International Church of Las Vegas (ICLV), " said Pastor Paul Goulet. Promotion of Tourism and Business for Our Quality of Life in Nevada

Mandalay Resort Group executives are apparently committed to an effort to persuade Chinese and U. S. government leaders to loan a pair of giant panda to Mandalay Bay for at least ten years.
"I write today to bring to your attention an exciting project in my home state of Nevada that will greatly enhance the city of Las Vegas, the relationship between our two countries, and the zoological research community," U. S. Senator Harry Reid wrote the Chinese Ambassador to the United States Li Zhao Xing in December. "If granted this privilege and opportunity, Mandalay Resort group will build a multimillion-dollar facility in Las Vegas designed specifically for the pandas with state-of-the-art conservation and research capabilities."
Four consulors of the Office of the Consulor General in San Francisco of the People's Republic of China are coming to visit Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) on July 20, 2002. A Dinner Party will be held on the Saturday by the Office at the Harbor Palace Seafood Chinese Restaurant for the Chinese Community from Taiwan in Las Vegas leading by Dr. Lei. "They've agreed with me to have the Consulor General to hold a friendly dinner party with WBTI in meeting our four representatives form the State of Nevada in the Washington Scene. We'll have the faculty of Public Administration Institution (PAI) of WBTI to advance the pioneering idea of this objective of business and research with a spirit of American entrepreneuship," said Dr. Lei.
The estalishment of the relationship of between Nevada and Quinghai as sisters states is contributing significantly to the promotion of the quility of life of all our resident and visitors of Nevada.
