Judge Besty Kolkoski honors Dr. and Mrs . Tony Lei with reunion dinner

On April 9, 2004, Judge Besty Kolkoski and her husband Dick honor Dr. and Mrs. Tony Lei with a nice reunion dinner. The location is at the Cheese Factory in Summerlin. The party is held by Judge Kolkoski in celebrating of Easter for the two famillies.

The Summerlin of Las Vegas has been elected as the First Place in among 12 ranking communities nationally of United States the ideal and best selling homes for big builders in 2000 again.*1 South Shores is one of the important district of Summerlin together with Desert Shores, Sun City, among others. The beautiful lakes centered in this area are one of the greatest attractive- ness of Las Vegas for millions of visitors all around the world. People would enjoy dreamly the sun rising and sun setting of the calm, clean, and nice scenes of these artificial and great work on the lilltle bridges. These bridges are built above the golden and beautiful waves of the lakes which are surounded by elegant residences. People love Summerlin. People love this Las Vegas' mighty fine! Dr. Tony Lei has been re-elected as a Director of South Shores Community Association with the highest poll by voters in December 2002.

Judge Betsy Kolkoski of Las Vegas Minicipal Court did also invite Dr. and Mrs. Tony Lei with a reunion dinner at Village Pub and Casino in Summerlin on February 28, 2001. Accompanied by her husband to the dinner, the Judge was bright and pleasent. In 1971, Judge Kolkoski graduated from the University of Cincinnati College of Law with Juris Doctorate degree. As Nevada's Elder Rights Atnorney, an Associate Fellow of the Culture Institution (CI) and Chairperson of the Aging Services Study Committee of Washington Business and Technology Institute (WBTI), she advocated statewide for the legal rights of senior and elder abuse prevention. Her research projects and papers presented together with former Attorney General Frankie Sue Del Papa to the national conferences were publicized by WBTI locally and internationally. CI has been led by Dr. Sue Fawn Chung as its Director and Fellow. She is an Associate Professor and former Chairman of the History Department at UNLV. Dr. Chung was also named one of the two Nevada advisors to the National Trust for Historic Preservation in 2000.

"PAI is exploring such themes as computer and quantitative analysis for administration, seniors power by voting, economic renewal, educational technology, elder abuse, social security and Medicare, and the important relationship between faith and public policy," Dr. Tony Lei noted. "We have worked to provide a setting of ideas in which the principles and perspective of the program come into contact with leading issues of the day in order to improve the quality of life of all our Nevadans."

The value of an academic institute should also put an eye on community service aside from its academic research. Take only one example, for the positive effort of the research and promotion of the seniors benefit, the Institute has done sizable works and received valuable results. At the end of 20th and in the very early of this 21st century, Associate Fellow of the Public Administration Institution (PAI) of WBTI, Elder Rights Attorney Besty Kolkoski of the Nevada Division for Aging Services (NDAS), with Juris Doctor degree of University of Cincinnati College of Law held the Forth Anniversary Meeting of the Nevada Elder Abuse Prevention Council (NEAPC) as Co-Chairpersons with Nevada Attorney General Frankie Sue Del Papa. Betsy did a research paper on elder abuse prevention through quantitative methodology. Both of them had received a fruitful consequence on the prevention of elder abuse with their cooperation of the NDAS and the Office of the Nevada Attorney General. Associate Fellow Sheri Vogel of PAI, a Juris Doctor degree holder of Detroit College of Law, Detroit, Michigan, has been the Project Administrator of the City of Las Vegas Senior Citizens Law Project since 1986. Sheri has obligatory assisted to and solved the concrete benefits and difficulties of seniors for many thousand cases. Her effort to help Las Vegas Seniors has won a lot of applauses. The President of Washington Business and Technology Institute (WBTI), Dr. Tony Lei, had been a member of the Las Vegas Senior Citizens' Advisory Board. He is now also a member of the Senior Advisory Committee of the U. S. Congresswoman Shelley Berkley . Dr. Tony Lei, elected as Executive Vice President of Seniors United in 2000, had been supported both by the educational and political sectors to get advance in leading the research and promotion of the seniors benefit, social security, and Medicare.*3

"WBTI is a very well respected and integral part of this community. To be an Associate Fellow of its Public Administration Institution (PAI) is a very prestigious honor for me. I am also grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community," said Judge Ann Zimmerman at the time when she was a Deputy Attorney General of Nevada.*4

In the first paragraph of the article entitled "Election Winner Judge Kolkoski Recognizes Dr. Tony Lei as a Great Leader,' it was written that, "During the congratulating conversation from Dr. Tony Lei to Judge Betsy Kolkoski for her re-elected as a Las Vegas Municipal Court Judge, she told him that Dr. Tony Lei is really a great leader.*5

U. S. Congresswoman Shelley Berkley wrote Dr. Tony Lei early April this year from her U.S. Congress Office in Washington, D. C. : "I can not thank you enough for all you do for me, my dear friend. I just read the 'Washington Business and Technology Institute' publication. It was wonderful!"*6

Seasons greetings are significant to famillies! With honor as the Assistant Democratic Leader of U. S. Senate, Senator Harry Reid wrote Dr. and Mrs. Tony Lei on January 11, 2001 from his office in Washington, D. C. : "The holiday season is a time for remembering the good things that have happened during the year, for reflecting on the many blessings of our lives, and for renewing the bonds of love and friendship that make our lives special."

The famous political leader from Nevada continued his literary and intimate writing that, "This year has been eventful for the Reid family. Our first child, Lana, and our three grandchildren live in the Washington area. Roary and three more of our grandchildren live in Las Vegas. Leif is in Reno with two more grandchildren and have just told us another is on the way.

Josh just passed the bar, is living in Reno and also has announced our new daughter-in-law is expecting. Finally, our youngest, Key, lives in the Washington DC area with our newest grandchild. So, as you can see, we have the pleasure of grandchildren in each of our frequent stops, Las Vegas, Reno and Washington."

The Bible says: "Behold the fowls of the air: for they sow not, neither do they reap, nor gather into barns, yet your heavenly Father feedeth them. Are ye not much better than they?" (Matthew 6:26) Take what the Senator says to Dr. Lei in his letter that, "On behalf of Landra and our family, I want to thank you thinking of us during this holiday season. Each holiday greeting reminds us that we are truly fortunate to have so many friends and loved ones with whom to share this special time." And if a humble individual like Dr. Lei may be treated so friendly by our Senator Reid, obviously everyone of us in Nevada would be taken care by his extended kindness. And this be our mode: "In God is our trust!"

His love to his family and his friends revealled his dignified and humane spirit through his words in the letter. For a great and powerful person like him to have such a beautiful and kind heart is really the glory of God. "Love must be sincere. Hate what is evil, cling to what is good. Be devoted to one another in brotherly love. Honor one another above yourselves," says the Bible. (Romans 12:9-10) At the end of the letter, the famous U.S. Senator says that, "The Reid family has been richly blessed and we look forward to the years ahead. I hope that the season brings happiness and good fortune to you and your loved ones. With warmest regards."*7

"Through the recommendations of our faculty members, including Supreme Court Justice Michael Douglas, District Court Judge Cheryl Moss, and Nevada Assemblywoman Valerie Weber, Dr. Feng-wei Lai has been appointed as an Adjunct Assistant Professor of the Graduate School of Business and Public Administration (GSBPA) and Chairman of Penghu and Nevada Tourism Development Research Committee of the Washington Business and Technology Institute (WBTI) on September 6, 2005." The announcement was made by Dr. John Wang, Spokesman for WBTI, on September 7, 2005 in Las Vegas, Nevada.*2

Dr. Feng-wei Lai was born in September 20, 1953. His nationality is Penghu county, Taiwan.

He received his B.S. degree from Tunghai University. Dr. Feng-wei Lai earned his Engineering Management Doctoral degree (Ph. D.) from MISSOURI University here in the United States (USA).*3 He is now the Magistrate of Penghu County, Taiwan.

The following is a list of some Dr. Lai's publications:

During his many years public service, he received the following honors:

(2) Fourth place in the policy satisfaction investigation done by ETTV and China Times

(3) First place in the policy satisfaction investigation done by National Cheng Kung University

(4) Second place in the policy satisfaction investigation done by Common Health Magazine

(5) Third place in the policy satisfaction investigation done by Common Health Magazine

(6) Second place in the policy satisfaction investigation done by CW Magazine.*4

On his Policy, Establishment, and Visions as the Magistrate of Penghu County, Dr. Lai set his goal "to develop Penghu into 'an International isle, A Pearl in the Ocean' since accession. Furthermore, Dr. Lai set two major policy guidelines for the people: 'Improve the Environment, and Inspire Energy'. By aggressively improving the life quality and industry environment, we try to pursuit stability under growth. In this pursuit, we hold the faith to help ourselves and people will help us in return."*5

Magistrate Feng-wei Lai of Penghu County led a delegation team of about 20 high-ranking officials to visit Nevada on September 4, 2005. A welcome dinner party was held for him and his wife on September 5, 2005 at the Sky Room of Stratosphere Casino and Hotel in Las Vegas, Nevada. He and his delegation team visited the Office of Nevada Governor Kenny Guinn in Las Vegas on September 6, 2005. A welcome confernce was held by the Office in its Meeting room. A gifts exchange between Governor Kenny Guinn and Magistrate Feng-wei Lai was also held.*6

"Dr. Tony Lei is one of the most respected first class alumni of Tunghai University. We have had several distingueshed alumni like him among our first four classes. It's my interest to join WBTI with my knowledge, wisdom, and talent for the promotion and cooperation of academic and tourism development between Nevada and Penghu. This is a great challenge, but a worthy and honorable effort. Of international importance, Penghu's relationship and ties with Nevada has become a valuable asset. We hope that a modern public administration strategy will be formed and based on mutual cooperation and development among the international cities. In meeting with the large and growing population of public employees, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach.*2

"Mark Denton has been appointed Adjunct Associate Professor of Business Law of the Graduate School of Business and Public Administration on September 18, 2003," announced Dr. John Wang, Spokeman of WBTI, on September 19, 2003 in Las Vegas.

Mark R. Denton*3 received his law degree from Georgetown University Law Center in Washington, D.C. in1970. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduate with distinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U. S. Army as a reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.
Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge.

Currently site as a civil judge on the Eighth Judicial District Court, Mark Denton has been re-elected in the general election of November 5, 2002.

At the dawn of this new era, the emphasis has shifted from the physical and mechanical labor required by the Industrial Revolution to the mental labor needed to sustain the new Information Revoluation. In an organization, the people and minds have become the most precious assets for its development, innovation, and prosperity.

Since the beginning in the fall of 1937, Pepperdine University has experienced remarkable progress and achievement the realm of higher education. The faculty of the University seek to instill not only a will to achieve excellence, but also a spirit of philanthrophy and servanhood. Designed nicely, the Malibu campus of Pepperdine has frequently been described as the most beautiful one in the world. Community participation is an asset for enhancing public service. True leadership comes from knowing when one needs to depend on other's knowledge. Leaders are individuals who help people understand their motivations for doing things. They set the direction and understand why the direction is important. Dr. Tony Lei believes that in education leadership is a call to help others. He has the quality that inspires people to do what needs to be done and to feel good about doing it. Balanced with his outstanding academic expertise, he is a servant of God for community service, sincere and humble but not weak.*3

By loving, we are enriched. Love in action is service above self. Make service a part of character and experience the abundant reward that comes from serving others. District Judge of the Family Court Cheryl Moss said that, "I've remained dedicated to serving the community, and I've been inspired by the leadership, wisdom, and guidance of WBTI's Prsident Dr. Tony Lei. I recognized that Dr. Tony Lei's accomplishments have demonstrated that taking part in the community with ones kindness and selfless service can contribute excellence as well as make a difference in the society."

One of the important accomplishment of Dr. Tony Lei as a famous Professor of Management is the research and findings on computer education, institutional management, and the art of leading of his three notable books entitled "Information Management", "Business Management", and " Management Behavior". "A good leader should acquire the ability of and execute the following seven management functions: 1. Planning: to plan important task project of this unit; 2. Organizing; to master the organoizational system of this unit; 3. Staffing: to recruit the appropriate staff members; 4. Directing: to direct the people on the staff of this unit; 5. Coodinating: to coordinate the benefits and conflicts of this unit in order to attain sound cooperation; 6. Representing: to reprent this unit in order to coordinate outside concerns and relationships; 7. Budgeting: to establish and control the budget of this unit; 8. Systematizing: to use management information system throuh computers and multimedia for our modern business," says Dr. Tony Lei.

"There are three models of leadership that a good leader, especially the leader of an association, may emphasize: A. "C. Democratic Leadership: The leader respects humanity and allows individual development to make his or her group members cooperate and work by division of labor with self-motion and self-revelation. Its specialties are:

1. The leader endeavors to win followers by himself or herself with good personality and emphasizes knowledge and experience as the foundation of leading. 2. Subordinates have a full opportunity to participate decisionmaking and to suggest good idea. 3. The leader puts attention to the benefit of the subordinates, understand their needs, focuses the importance of the people. 4. The leader gives only some direction on the work planning, and leave the details of the work processing to the subordinates. 5. The leader has full opportunity to participate in employees activities, and they get along with each other very well. 6. The communication between the leader and subordinates is fully in good condition, and they enjoy fruitful accomplishment with good understanding. 7. The division of labor is decided by the group and the subordinates have the right selecting their work accompanists with the direction and coordination of their leader by their side. 8. The leader evaluates the performance of his or her subordinates objectively and renders fair judgement in giving prize or punishment."

"Through the recommendation by our faculty members including District Judge Cheryl Moss and Las Vegas Constable Bobby Gronauer, Miss Yi Li has been appointed Assistant President of Clark County District Attorney and Police Civil Commission (CCDAPCC) of Washington Business and Technology Institute (WBTI) on November 15, 2004," announced Dr. John Wang, Spokesman of WBTI, on Tuesday, November 16, 2004 in Las Vegas, Nevada.

"Our Vice President Kathy Augustine may have no extra time to take care of the Commission in the coming few months. I'm honor to be named as an Assistant President of CCDACC. I'm challenged to take the acting responsibility temporarily (about one month)for the Vice President," said Yi Li at the time when she was informed by WBTI about the appointment.

Yi Li received her M. B. A. degree from National University, San Diego, California in 2000. She had B. A. degree in English Literature in June 1995 from Central China Normal University, Wuhai, Hubei, China. She is now the Marketing Manager of FiberTel Inc. in Las Vegas, Nevada.

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

On Wendesday, January 4, 2004, the Asian American Group of Asian American Community in Nevada will hold an event and dinner party.*12 At 7:00 - 9:30 p. m., the location will be at the Harbor Palace Restaurant , China Town, Las Vegas. The Event is for a Special Tribute to Justice Myron Leavitt.

It planned to invite Chief Justice Debra Agosti of the Nevada Supreme Court and District Judge of Nevada Michelle Leavitt as Keynote Speakers.

The following individuals had been planned as Event Chairpersons: David Amesbury, Esq., General Counsel --- CAN-DO; Raj Chanderraj, MD, Founder, Friends of India; Benson Lee, Esq., President, Chinese American Citizens Alliance of Las Vegas; R. D. Prabhu, MD, Chairperson, CAN-DO; among others. It planned to have Event Hosts: Dolly DeLeon, Past President, Philippine Chamber of Commerce, and Editor-in-Chief, "US Asian Chronicle"; Romeo Jurani, Past President, Philippines Bisayans Society of Nevada; Steven Kwon, Past President & Founder, Asian Chamber of Commerce; Vimla Lendway, Exceptional Travel Service; L. Kristopher Raft, Esq.; Rita Vaswani; Joey Villaflor, MD, Chairman, Board of Health; among others.

It is our regret not being able to post the names and titles of many important and special guests including some more hosts, because we could not get an update of the above list since January 20, 2004.

All of the guests will be about 200 people. Attire for the event and party is business. It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials, but most of them were civil administrators or civic representatives. Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to be paid a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*13

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*16

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) was established early in 2003. Drs. E. Lee Bernick and G. Keong Leong were appointed as Deans of the School by WBTI on March 11, 2003. "The mission of this School will emphasize the humanitarian orientation of public administration adn social responsibility of business management . Throuugh academic entrepreneurship, we may expect the endeavor of this school for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA. Dina is a Senator of Nevada Senate and Adjunct Professor of Political Science of UNLV.*3

"Through the recommendations by our faculty members including District Judge Jessie Walsh and Clak County Sheriff Bill Young, Ms. Lynette Boggs McDonald has been appointed Adjunct Assistant Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on October 21, 2004," announced Dr. John Wang, Spokesman of WBTI, on Friday, October 22, 2004 in Las Vegas, Nevada.

"It's my great pleasure to accept the task, responsibility, and practice," said Lynette McDonald at the time when she was informed by President Dr. Tony Lei of WBTI for the appointment. "With the capacity on adjunct basis, it's good for me to develop my entrepreneurial spirit by utilizing both my advanced education in public adminstration and practical experience in managerial responsibilities at UNLV."

A self-described "Army brat," Boggs McDonald spent her childhood on American Army bases in Germany and Italy, and has lived in Las Vegas for the last 13 years. She is a business graduate of the University of Notre Dame, attended the University of Oregon Graduate School of Journalism and received a Master's of Public Administration degree from UNLV.*4

From 1994 to 1997 Lynette served as the Assistant City Manager for the City of Las Vegas. She was the first woman to lead a city council ward in the history of the city of Las Vegas, receiving 70 percent of the vote in Ward 2 during the 2001 election. In April of 2004 she was appointed by Governor Guinn to serve as County Commissioner in District F. Having served over the past decade in local government makes her uniquely prepared to deal with the challenges facing her district and our community.

As our County Commissioner, Lynette is working with community stakeholders to update neighborhood master plans so that responsible and predictable land-use decisions can be made. She negotiated a land exchange with the BLM and a local developer to preserve Red Rock Canyon. When a developer failed to keep his commitment to donate land for a new school, she blocked his building permits until he made good on that promise. Lynette will continue fighting to ensure developers live up to their agreements with Clark County residents, especially on the issue of identifying sites for schools, fire stations, police substations and parks.*5

Clark County Commissioner Lynette Boggs McDonald was appointed by President Bush to serve on a national commission related to international study programs.

Boggs McDonald, a Republican appointed to the County Commission in March, said she is "honored and humbled" to be one of four people chosen by Bush for the Commission on the Abraham Lincoln Study Abroad Fellowship Program.*6

The commission will launch the new program, which is designed to expose Americans to international cultures, governments and economic systems, and which will probably work with the U.S. State Department.

"To encourage the cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasizes the value of humane and administrative orientation. The creed of this School is both on the spirit of educational excellence and academic entrepreneurship. We're forecasting the smoth and efficient growth of this School together with the growth of the tourism industry and the economy of Nevada after the 911 and SARS," Dr. E. Lee Bernick, Dean of GSBPA, who is Professor and Chairman of the Department of Public Administration of UNLV, said at the Summer 2003 Symposium and Dinner Party. It was held by WBTI at the Zax Restaurant of Golden Nugget Hotel and Casino on May 19, 2003 in Las Vegas, Nevada.*7

It is with great pleasure to recognize that Judge Mark Denton and Judge Valorie Vega were appointed Vice-Presidents of the Washington Business Technology Institute. Both judges have long-standing careers in the field of law and jurisprudence, and they have distinguished themselves within the Nevada community through their dedication, hard work, integrity, and professionalism as Judges of the Eighth Judicial District Court, Clark County, State of Nevada.

"On December 3, 2003, Drs. Mark R. Denton and Valorie J. Vega were appointed Vice Presidents of Washington Business and Technology Institute (WBTI) by our President Dr. Tony Lei. The new appointments were made in anticipation of the retirement of our previous Vice Presidents, Drs. Sherman Wu and Robert Ni," said Dr. John Wang, Spokesman for WBTI.

Judge Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduated with distinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U.S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City, Nevada for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge. Currently, Mark sits as a judge on the Eighth Judicial District Court, handling civil cases. Mark was re-elected in November 2002.*1

Judge Denton and his wife of 29 years, Alice, have four children: Leslie Marie, 26, Marianne Yvette, 22, Jacqueline, 18, and Patrick, 13.*2

Judge Valorie J. Vega holds a Juris Doctorate (J.D.) degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in Interpretation/Translation from UC Santa Barbara.

Judge Vega was appointed to District Court抯 Department 2 on February 21, 1999 by Governor Kenny Guinn. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, prosecuting felony cases, and was instrumental in implementing the office抯 first Sexual Assault and Child Abuse team. She was an associate attorney with the law firm of Sully and Lenhard from 1983 to 1984 and clerked for District Court Judge Carl Christensen from 1982 to 1983 and also clerked for the law firm of Brandenberg, Torribio and Brazelton in Los Angeles in 1982. Before attending law school, Judge Vega, fluent in Spanish, supervised interpreters for the Eighth Judicial District Court in Las Vegas from 1978 to 1979, where she set up testing and certification for court interpreters and did Spanish-English interpretation and translation.

Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce. She is also a volunteer speaker for D.A.R.E. and the Clark County School District抯 PAYBACK Program. Judge Vega is a member of the American Judges Association, the Nevada District Court Judges Association, the National Association of Women Judges, the Southern Nevada Association of Women Attorneys, the Clark County Bar Association, the Latino Bar Association, Hispanics in Politics, and the National Association of Latino Elected Officials. Judge Vega is a member of the Nevada Supreme Court抯 Committees on Public Trust and Confidence, Certification of Court Interpreters, and Judicial Ethics. She was honored with the 1992 "Women of Achievement Award" from the Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995 and recipient of the 2001 Community Pride Portraits of Success Award from KLAS-TV and its Community Partners. Judge Vega is married, has one child and has been a resident of Southern Nevada since 1978.*4

A celebration Dinner Party was held by President Dr. Tony Lei of WBTI to welcome Judges Mark Denton and Valorie Vega as Vice Presidents of the Institute on December 8, 2003 at the Steak House, Binion's Horseshoe Club in Las Vegas. "Washington Business and Technology Institute has contributed substantially and significantly to help improve the quality of life for the residents and visitors of Nevada since its establishment on January 8, 1996. As one of the Vice President of this Institute, I intend to promote and enhance the development and prosperity of Nevada. I greatly appreciate the opportunity to serve in this position through the appointment by Dr. Tony Lei. This will undoubtedly provide me with avenues for exploring improvements in community services provided to the public at large. The steadily increasing number of faculty and advisory members serving in WBTI demonstrates WBTI's efforts and goals to promote what is best for the community," said Judge Vega as the celebration Party was taking place on the 26th floor of the Club with a vivid bird's-eye view of the beautiful City of Las Vegas at night.

Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of the Nevada Senate. Dina is also a professor of Political Science at UNLV.*6
