S. A. "It's really my pleasure and honor to be named as an Associate Professor of the Graduate School of Business and Public Administration of WBTI. WBTI has a good reputation with its Advisory Board and faculty members. The Board has Governor Kenny Guinn as its Chairman; U. S. Senators Harry Reid and John Ensign as Vice Chairmen; U.S. Representatives James Gibbons and Shelley Berkley, and Las Vegas Mayor Oscar Goodman as Executive Directors. With the excellent and informative publications of 'Next Weekly' and among others, high-ranking officials of Nevada have been inspired to help realize the creed for community service and humane spirit of WBTI," expressed Justice Michael Douglas at the Event and Dinner Party in the Emperor's Garden Restaurant on February 4, 2005 in Las Vegas. It was held by the Committee to implement the ART EXHIBIT of Mr. QIN QUAN XIONG. Justice Michael Douglas, the first African American justice in Nevada’s history, was appointed to the Court in March 2004 to fill the vacancy that resulted from the death of Justice Myron E. Leavitt. Justice Douglas’s appointment to the Supreme Court is the culmination of a 22-year legal career in Nevada that began by chance when he accepted what he thought was going to be a temporary job with Nevada Legal Services. Michael was elected in November 2, 2004 as Justice of the Nevada Supreme Court. Justice Douglas, a native of Los Angeles, came to Las Vegas in 1982 from Philadelphia, Pa., where he had been working in private practice. The justice said he chose Las Vegas because he wanted to move back west and had a cousin living in the city. After two years at Nevada Legal Services, Justice Douglas was hired by the Clark County District Attorney’s Office and served in the Civil Division until 1996. In January 1996, he was appointed to the Eighth Judicial District Court bench and was retained in the election later that year, serving until his appointment to the Supreme Court. At the District Court, he served as Business Court judge along with handling a variety of civil and criminal cases. He was elected Chief District Judge in October 2003. A graduate of California State College, Long Beach, in 1971 and the University of California Hastings College of Law in 1974, Justice Douglas has been a member of the Judicial Council of the State of Nevada and Vice President of the Nevada District Judges Association. He is president of the Nevada American Inns of Court, an organization of judges, lawyers and law students that promotes excellence and civility in the legal profession. ................................... Nancy Oesterle promotes to Associate Fellow of Public Administration Institution of WBTI By Valorie Vega, Bill Young, and Tiffany Chang"Through the recommendation by our faculty members including Nevada District Judge Valorie Vega and Sheriff Bill Young of Southern Nevada, Miss Nancy Oesterle has been promoted from Assistant Fellow to Associate Fellow of Public Administration Institution (PAI) by Washington Business and Technology Institute (WBTI) on December 23, 2004," announced Dr. John Wang, Spokesman of WBTI, on Friday, December 24, 2004 in Las Vegas, Nevada. "It's a great venue for me to endeavor my effort and interest to education and community service. Through the cooperation and development among business, academic institute, and government, we're expecting to promote the quality of living conditions for all our residents and visitors of Nevada," said Nancy Oesterle after she was being promoted. Miss Nancy Oesterle is a judge. She holds the Department 6 Justice of the Peace position. Judge Nancy Oesterle was appointed to the Las Vegas Justice Court Bench in December of 1990 and became the first female ever appointed in its 89 year history. She has been re-elected to that position twice and has been Chief Judge of Las Vegas Justice Court twice. Judge Oesterle served eight (8) years on the Nevada Judges Association board and was president in 1995. For the past six years she has been the Chairman of the Education Committee for the Nevada Judges Association and she is an active member of the Legislative Committee, speaking frequently in Carson City on bills that affect the Nevada Judges Association. She is a member of the Nevada Supreme Court Judicial Assessment Commission and chair of the Criminal Justice Task Force Sub-committee. She is co-chair of the Nevada Supreme Court Community Relations Committee and a member of the Nevada Supreme Court Mandatory Sentencing Commission. The Nevada Judges Association honored Judge Oesterle with the Distinguished Judge of the Year Award in 1994. Judge Oesterle moved to Las Vegas 27 years ago from South Miami, Florida. She attended the University of Nevada Las Vegas in 1978 and earned her Bachelor of Arts Degree in Criminal Justice graduating with High Distinction. She then attended California Western School of Law in San Diego and received her Juris Doctor Degree in 1981. Upon graduating from law school, Judge Oesterle was employed by the Clark County District Attorney’s Office as a trial attorney in the criminal division for almost 10 years. During that time period she served six years on the Clark County Bar Association Board and in 1990 was President of Clark County Bar Association. In 1993 the Clark County Bar Association presented her with the Distinguished Presidential Service Award for her service to the Bar and that same year she was honored by the Chamber of Commerce with the Women of Achievement award for the legal category. In December, 2000, Judge Oesterle was named by the Clark County Law Foundation as the first ever Ambassador of the Year Award for her continued community service. Judge Oesterle believes strongly in the importance of educating the public in all aspects regarding the law. She is the creator, producer and co-host of a weekly TV show, Law For The Layman, which has been airing in Clark County for the past thirteen (13) years. She also volunteers her time to a program she initiated entitled Keys to the Courthouse in which she visits elementary schools on a weekly basis and brings the elementary class to her courtroom to educate them regarding the criminal justice process. She has been the organizer of the Doctor v. Lawyer volleyball tournaments and softball games for charity for the past fourteen (14) years. But her real claim to fame was being a UNLV cheerleader throughout her years at UNLV. In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. It has Dr. Thompson as its Fellow and Director; and Nevada State Senator and Professor of UNLV Dina Titus, Justice of the Supreme Court Nancy Becker, Former Attorney General Frankie Sue Del Papa, and Dr. Achie Chang as its Fellows; and District Judges Mark Denton, Valorie Vega, Michelle Leavitt, Jennifer Togliatti, and Jessie Walsh as its Associate Fellows. Dr. William N. Thompson was appointed by WBTI as Fellow and Director of its Public Administration Institution (PAI) on January 18, 2000. "It has been an honorable gratifying to invite a famous professor of Dr. Bill Thompson's expertise, integrity, and good personal traits with highly international perspective to this Institute," Said President Dr. Tony Lei of WBTI on January 21, 2000. "Throughout Dr. Thompson's distinguished career and publication, he has been earned a good reputation as a conscientious and dedicated professional." On March 3, 2000, Dr. Roy J. Adamson was appointed Fellow of PAI. "It's our gratifying honor to have Dr. Adamson, a famous Emeritus Professor from Pepperdine University to join us as one of our faculty member. The fellowship of Dr. Adamson with both of his expertise and integrity has brought PAI the milestone to an interstate research institution in the United States," said Dr. Tony Lei. Nancy A. Becker was appointed by WBTI as Fellow of PAI on May 2, 2000. Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She is now a Justice of Nevada Supreme Court. She is the recipient of numerous honors. "It's our honor to invite a famous person of Justice Nancy Becker's excellenct caliber whose expertise, integrity, and good personal traits will bring this Institute wih a perspective of millennium," said Dr. Tony Lei on May 18, 2000. "Throughout her distinguished career, she has accomplished a great deal of judicial practices together with social services and has earned a good reputation of conscientious and dedicated professionalism." The event was held in the Harbor Palace Seafood Restaurant in Chinatown Plaza on October 17, 2000. The dinner party was crowded with more than 200 participants included Justices of the Supreme Court Myron Leavitt, Nancy Becker; District Judge Mark Denton; Las Vegas Municipal Court Judges Michelle Fitzpatric, Jessie Walsh, Besty Kolkoski, Clark County School Board Trustee Lois Tarkanian, government officials, community leaders, business owners, professionals, among others. Dr. R. D. Prabhu, Chairman of CAN-DO, chaired the event. Dr. Peter Lok was the Event Coordinator. The Hosts included: David Amesbury, Anil Batra, Henda Chau, Steven Kwon, Dolly DeLeon, Leonie Domingo, Larry Espinueva, Clyde Hogan, Michael Khanna, Ben Kim, Sae Eun Lee, Steven Lee, Ann Melton, R. The Mayor was born in Philadephia and received his Juris Doctor degree from the University of Pennsylvania Law School. He has an extensive Record of defending the Constitutional rights of all citizens. The driving forces of his legal career are the principles of freedom and justice. He has spent his entire career assuring that government action is just. He has been recognized for his distinguished legal career by being named one of the "Fifteen Best Trial Lawyers in America" by the National Law Journal and listed annually in the "Best Lawyer in America." His leadership styles and skills impressed his peers and scholars who selected him to serve as past President of the National Association of Criminal Defense Lawyers, a Fellow of the American Board of Criminal Lawyers, Executive Advisor of Washington Business and Technology Institute (WBTI), among others. His extensive knowledge of the law, brilliant legal strategies and charisma were profiled in a British documentary on his life as well as in numerous television programs, books, and films.
