Who is "Boa Chin Tien" of Nevada favored by so many people? She is our Justice Nancy Becker! Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She received her B. A. degree with a major of International Relations from United States International University, San Diego, CA. in 1976. She ranked No. 1 in the graduating class. Nancy has been a Fellow of Public Administration Institution of Washington Business and Technology Institute (WBTI) since May 2, 2000. She achieved her landslide victory as a re-elected Justice of the Supreme Court last November. She is the recipient of numerous honors including the Las Vegas Chamber of Commerce Woman of Achievement Award, Jurist of the Year Award, the Liberty Bell Award from the American Bar Association, J.C. Penny Golden Rule Award and recognized as one of the top ten businesswomen in the Nation from the American Businesswomen's Association. She received Distinguished Service Award from Nevada District Judges' Association in 1997. She was Distin- guishedWomanofSouthern Nevada, 1990, 1995, 1997, 1998, 1999 and 2000. "Throughout her distinguished career, she has accomplished a great deal of judicial practices as well as social services and has earned a good reputation as a conscientious and dedicated professional."*1 In 1985, Nancy was appointed by the Clark County Bar Association to be the president of a new program that helped people with family problems cope with the justice system. The Clark County Pro Bono Project is a nonprofit organization that provides legal assistance to people with domestic cases. She served in that capacity for ten years and during her presidency the organization helped close to 50,000 people and provided millions in free legal services. She was elected to the Las Vegas Municipal Court in 1987. That was a history to make her the first woman to serve as a Municipal Judge. In her capacity, Nancy continued to work hard for the improvement of the justice system. While maintaining the impartiality required by the Code of Judicial Conduct, she again worked closely with the Legislature to expand the powers of local judges to combat DUI's and domestic violence. She earned a fame for being a tough, but fair judge. Using common sense, compassion and commitment to tackle the growing caseload in the municipal court gained her the respect of law enforcement and the legal community. As a result of her efforts, Governor Robert Miller appointed her to the District Court bench in 1989. She was the first woman to be so honored. For ten years, she served with distinction as District Court Judge. She continually received high marks for her performance with a 90% approval rating. Judicial evaluations placed her as one of the top judges of that court. *2 In paying a special tribute to Nancy Becker, Dr. Tony Lei has made an agreement with Dr. Peter Lok. Chief Justice Nancy A. Becker*1 Justice Nancy Becker is a native Las Vegan and the youngest of the seven members of the Supreme Court. And, like the other justices, she brought a wealth of experience and a long list of accomplishments with her to the high court. She was the top student in her class at United States International University in San Diego and then attended George Washington University National Law Center, where she earned her law degree in 1979 while working for then-U.S. Senator Howard Cannon. Her return to Nevada and a job at the Las Vegas City Attorney's Office ignited a desire to become a judge. Her election in 1987 to a seat on the Las Vegas Municipal Court bench made her the first woman to preside in that city court. In 1989, she was named to a vacant seat at the Eighth Judicial District Court, making her the first woman appointed as a district judge in Nevada. She was unopposed in the 1990 and 1996 elections and served as chief judge in 1993 and 1994. As district judge, she was one of the driving forces for the new Regional Justice Center under construction in downtown Las Vegas, consolidating the four levels of courts in one building. In 1993, Justice Becker was named Jurist of the Year by the Clark County Bar Association. During the week, courts around the state will be celebrating the participation of citizens in the jury process. “This will be a special Law Day for Nevada because the state has been recognized and praised by American Bar Association President Robert Grey Jr. for its recent jury service improvements and reforms,” Chief Justice Becker said. “Jury service is not only a responsibility of citizenship, but also a privilege,” she said. “It is a cornerstone of our democracy. Photo by CATHLEEN ALLISON/THE ASSOCIATED PRESS] CARSON CITY -- Chief Justice Nancy Becker had some humorous asides in her State of the Judiciary speech to the Nevada Legislature on Wednesday but her bottom-line message was serious: Nevada judges need lawmakers' help in keeping up with ever-increasing caseloads. Over the last four years, court caseloads in the Reno and Las Vegas areas have grown by more than 40 percent, Becker said, adding that cases are getting more complex and require more hours of a judge's time. Becker said the American Bar Association says a court should be able to get through all its criminal cases within one year, but in Las Vegas, judges can get through less than two-thirds of such cases and are falling further behind. Family courts in Reno and Las Vegas are meeting standards for handling domestic cases in a timely manner, but "the increased caseloads make it impossible to maintain those standards," the chief justice added. "Percentages alone do not give an adequate picture," she said. "We are talking about delays in thousands of cases." Becker also said the National Center for State Courts figures a trial judge's caseload should be about 1,400 cases, but in Reno it's 1,800 cases and in Las Vegas it's 2,400 cases. For appellate courts, the standard is 100 cases per justice but the Nevada Supreme Court's average is 246 cases per justice, she said. Becker said the court system is asking the 2005 Legislature to fund several new judges and provide money to bring back more retired judges on senior status to help deal with caseload growth. Other bills will seek improvements in Nevada's rural courts, she said, adding that those proposals include construction of a new courthouse in Ely and establishment of a rural court coordinator. Becker also said she's proud that Nevada's judicial system has achieved "a level of diversity unparalleled in the state's history." The chief justice said she's a good example because of her family background, not just because she's a woman. Becker recalled seeing her Irish grandmother and a Russian great-aunt cheering and swearing, one in Gaelic and the other in Yiddish, while they watched a TV wrestling match in the 1950s. "Our melting pot culture, combined with our unique governmental system, is what distinguishes us from other nations," Becker said. Who is "Boa Chin Tien" of Nevada favored by so many people? She is our Justice Nancy Becker! Nancy received her Juris Doctorate degree from George Washington University National Law Center in 1979. She received her B. A. degree with a major of International Relations from United States International University, San Diego, CA. in 1976. She ranked No. 1 in the graduating class. Nancy has been a Fellow of Public Administration Institution of Washington Business and Technology Institute (WBTI) since May 2, 2000. She achieved her landslide victory as a re-elected Justice of the Supreme Court last November. She is the recipient of numerous honors including the Las Vegas Chamber of Commerce Woman of Achievement Award, Jurist of the Year Award, the Liberty Bell Award from the American Bar Association, J.C. Penny Golden Rule Award and recognized as one of the top ten businesswomen in the Nation from the American Businesswomen's Association. She received Distinguished Service Award from Nevada District Judges' Association in 1997. She was Distin- guishedWomanofSouthern Nevada, 1990, 1995, 1997, 1998, 1999 and 2000. On a column published by "Nevada Examiner", it stated that: "It is our honor to invited a famous person of Justice Nancy Becker's excellent caliber whose expertise, integrity, and good personal traits will be an added asset to the Institute," said President Dr. Tony Lei of WBTI. "Throughout her distinguished career, she has accomplished a great deal of judicial practices as well as social services and has earned a good reputation as a conscientious and dedicated professional."*1 In 1985, Nancy was appointed by the Clark County Bar Association to be the president of a new program that helped people with family problems cope with the justice system. The Clark County Pro Bono Project is a nonprofit organization that provides legal assistance to people with domestic cases. She served in that capacity for ten years and during her presidency the organization helped close to 50,000 people and provided millions in free legal services. She was elected to the Las Vegas Municipal Court in 1987. That was a history to make her the first woman to serve as a Municipal Judge. In her capacity, Nancy continued to work hard for the improvement of the justice system. While maintaining the impartiality required by the Code of Judicial Conduct, she again worked closely with the Legislature to expand the powers of local judges to combat DUI's and domestic violence. She earned a fame for being a tough, but fair judge. Using common sense, compassion and commitment to tackle the growing caseload in the municipal court gained her the respect of law enforcement and the legal community. As a result of her efforts, Governor Robert Miller appointed her to the District Court bench in 1989. She was the first woman to be so honored. For ten years, she served with distinction as District Court Judge. She continually received high marks for her performance with a 90% approval rating. Judicial evaluations placed her as one of the top judges of that court. *2 In paying a special tribute to Nancy Becker, Dr. Tony Lei has made an agreement with Dr. Peter Lok.
