"Through the recommendations of our faculty members, including Supreme Court Justice Michael Douglas, District Court Judge Cheryl Moss, and Nevada Assemblywoman Valerie Weber, Dr. Feng-wei Lai has been appointed as Adjunct Assistant Professor of the Graduate School of Business and Public Administration (GSBPA) and Chairman of Penghu and Nevada Tourism Development Research Committee of the Washington Business and Technology Institute (WBTI) on September 6, 2005." Dr. Feng-wei Lai was born in September 20, 1953. His nationality is Penghu county, Taiwan.

He received his B.S. degree from Tunghai University. Dr. Feng-wei Lai earned his Engineering Management Doctoral degree (Ph. D.) from MISSOURI University here in the United States (USA).*3 He is now the Magistrate of Penghu County, Taiwan.

Magistrate Feng-wei Lai of Penghu County led a delegation team of about 20 high-ranking officials to visit Nevada on September 4, 2005. Valley residents blend in American melting pot
Book celebrates, studies Las Vegas' diversity

Naomi, a 10-year-old student at Nevada Chinese Academy, raised her hand in the front row of seats in a class of 21 children.

"These are all yes-or-no questions," she said, in English, to teacher Sean Lin, pointing to a series of questions written in Mandarin characters vertically lining the blackboard. Lin praised her unsolicited comment.

The scene would not have been possible a decade ago, when the Las Vegas Valley's Chinese population was too small to support such a class, academy director David Wang said.

But as of last year, according to census estimates, the Chinese population had grown to about 12,900.

And that's one of the reasons why UNLV professors Thomas C. Wright and Jerry L. Simich have edited the book "The Peoples of Las Vegas: One City, Many Faces," the first book about the history and characteristics of some of the communities that make up the valley's increasingly diverse ethnic mosaic.

Although published by the university's press in the spring, the first event devoted solely to the book will be from 3-4 p.m. today at the Vegas Valley Book Festival at the Reed Whipple Cultural Center, 821 Las Vegas Blvd. North.

At the university Thursday, Wright, a history professor, explained why it was important to put the book together, with its profiles of local communities ranging from Croats to Mexicans.

"Las Vegas has become the object of fascination nationally and internationally," he said. "But nobody had looked at the ethnic angle of the city."

The two had the idea about two decades ago, said Simich, assistant professor of political science. He drew on a few memories the two longtime colleagues share -- the first time they saw a waitress from Bolivia in a local restaurant, or African women on the streets of Las Vegas in their traditional, colorful dress.

For a long time, their thoughts on doing such a project would turn to, "What groups are there (in the valley)?" Wright said.

Then the 2000 Census came out and confirmed how diverse a metropolitan area the valley had become. And -- a key ingredient in such a project -- the university press showed interest in the book proposal.

And so, Wright said, "When we finally did it (the book), the challenge was to find out what groups aren't in the valley."

He said they didn't find an ethnic group that isn't here, but that wasn't really the purpose of the book.

The book begins with two chapters offering an overview of immigration and the growing diversification of Las Vegas -- one written by Wright and his wife, Dina Titus, who is a UNLV political science professor, a state senator and a candidate for governor.

Profiles of 13 communities follow, chosen both for their numbers -- Mexicans and blacks -- and for their unexpected presence, such as Chileans or Croats.

The choice of communities also depended on the practical matter of finding people who were experts, Simich said.

The two editors have already begun scouting potential authors for a second edition at some as yet unnamed point in the future -- for chapters on Koreans, Thai, Scandinavians and Irish.

Helen Hsueh, publisher of the Las Vegas Chinese Daily News, stood on the Spring Mountain Road office's balcony overlooking Chinatown Plaza and remembered when the lot, and the buildings, were empty.

Hsueh moved to Las Vegas with her husband from Taiwan in 1974. She said there were only four or five families valleywide with whom to speak Chinese at the time.

Over the next 15 years, as she raised her children, she "tried to explain to them our culture, but it wasn't easy," she said.

When Chinatown got off the ground about a decade ago, "I felt so happy -- finally, some culture, some food," she said.

Now she looks forward to her grandchildren becoming bilingual through programs such as those at the Nevada Chinese Academy.

"With our grandchildren, it's easier."

As for the book, she said it was "a great idea."

If the valley is to be "like a community, we should know each other better. This book is like a bridge."

The Titus 2:7-8 of Bible tells us that, "In everything set ...an example by doing what is good. In your teaching show integrity, seriousness and soundness of speech that cannot be condemmed."*2

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*3

"Through the recommendations by our several faculty members including District Judge Valorie Vega, Ms. Jackie Glass has been appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on March 9, 2004," announced Dr. John Wang, Spokesman of WBTI, on March 10, 2004 in Las Vegas, Nevada.

Following the spirit of entrepreneurship, Jackie Glass has always been willing to take a challenge head on. Now she is on her challenge!

While still in high school, Jackie worked as a waitress to help buy her school supplies and school clothes. When she decided to attend the University of Georgia, she continued as a waitress and worked her way through college. She took on extracurricular assignments, and earned a degree in journalism.

Her journalism career brought Jackie to Las Vegas in 1978 where she began as a radio news reporter. She moved quickly to television and served as both a morning anchor and crime beat reporter. As she followed the course of the trials she covered, she watched attorneys in action, and knew she could do as well. A new challenge lay before her.

Once again, she worked her way through college, graduating from the University of San Diego School of Law. In 1984, Jackie passed the Nevada Bar exam before graduation, received her Juris Doctor Degree,*4 was admitted to the Nevada Bar, and married her husband, Steve Wolfson.

With her husband, Jackie worked to build their successful law practice while helping at her daughters' school, chaperoning field trips to Washington, DC, supporting the Girl Scouts and projects such as Nevada Reading Week.

On the professional side, Jackie has lectured at the UNLV Boyd School of Law, spoke on law topics at local high schools, and appeared on the KLVX show, "Law for the Layman". She has devoted years as a hearing master to juvenile, domestic and paternity issues as well as criminal law.

She credits her seventeen years of legal experience and her work as a journalist on the crime beat for giving her an insight for the law, the role of the judiciary, the needs of victims, and for ways to make our system work better.

She served as a member of the Las Vegas Housing Authority Board and spent six years as a Board Member of the Senior Citizens Law Project.

As a District Court Judge of Department 5, Nevada, Jackie Glass is part of a new generation involved with her family, her profession and her community to make a difference for all of us here in our Silver State.

On March 9, 2004 at the Event and Dinner Party held by the Asian American Community for Ms. Ellen Knowlton, Special Agent in Charge, FBI, as the Speaker; Jackie was very pleased to learn from Dr. Tony Lei, President of WBTI, that she was challenged with a teaching professionalism in the Graduate School of Business and Public Administration of WBTI for our community at an adjucnt capacity.*7

In 2003 the Nevada Commission on Economic Development appointed Charlyne Chen (陳思庭) as a representative in Taiwan to further the trade and investment relationships between Nevada and Taiwan. In 2004, she was appointed as the representative in Shanghai by the Commission.*3

As the CEO of Info21 Data Media Group with operation in Shanghai, Taiwan, and Hong Kong which provides trade intelligence, Charlyne has achieved a great deal to be the Representative of State Nevada on Economic Development for Shanghai and Taiwan. She was invited by Governor of Ponghu as an official advisor on tourism and legalized gaming of the County Government.

Charlyne has been instrumental in the process to have United Commercial Bank (a Chinese-owned bank with 45 U.S. branches in California and New York) establish the first branches of a Chinese Bank in Nevada (Las Vegas). A Chinese bank in Texas will also open a branch here with an investment of U. S. $20 millions.

Charlyne Chen (陳思庭) was awarded "Outstanding Chinese Young Entrepreneur of 2003" by "Asia Week" magazine in HK. In anticipation of the potential for increased tourism in Penghu, Taiwan, at least one Nevada casino enterprise has already purchase a significant piece of property in Penghu. At the request of Charlyne Chen, NCED has contacted several Nevada cities about establishing a sister-city relationship with Penghu. A Team of delegation organized by the high-ranking officials of Penghu will come to Las Vegas in September, 2005 for further plan in tourism and business cooperation and development.*5

"Through the recommendations by our faculty members including Justice of the Supreme Court Michael Douglas, District Judge Jessie Walsh, Clark County Commissioner Lynette McDonald, Nevada Assemblywoman Valerie Weber; Miss Charlyne Chen (陳思庭) has been appointed Acting Chairperson of the Intercity Business Council of Nevada (IBCN) of Washington Business and Technology Institute (WBTI) on July 15, 2005," announced Dr. John Wang, Spokesman of WBTI, on Monday July 18, 2005 in Las Vegas, Nevada, U. S. A.*2

"I'm so excited about the appointment since lots of my job are related to have a function on the basis of international perspective. Through this professional and practical venue, I'll put all my efforts to implement the missions for the promotion of the economic and trade development among Nevada, Taiwan, and Shanghai," said Miss Charlyne Chen (陳思庭) after she was informed by WBTI about her appointment on July 16, 2005 in Las Vegas.

Charlyne is a first generation immigrant from the Republic of China. Her family owns a motel on Las Vegas Boulevard that she helped operate from the time she was 14 years old. As a local resident, Charlyne attended Orr Jr. High School and Valley High school. After graduating, she attended UNLV for my freshmen and sophomore years and Cal State Fullerton in California.

Miss Charlyne Chen (陳思庭) is the 亚洲总裁 (Asian President) of Info21 Data Media Group. In 2003 the Nevada Commission on Economic Development appointed Charlyne Chen (陳思庭) as a representative in Taiwan to further the trade and investment relationships between Nevada and Taiwan. In 2004, she was appointed as the representative in Shanghai by the Commission.*3

As the CEO of Info21 Data Media Group with operation in Shanghai, Taiwan and Hong Kong which provide trade intelligence, Charlyne has achieved a great deal to be the Representative of State Nevada on Economic Development for Shanghai and Taiwan. She has been invited by Governor of Ponghu as an official advisor on tourism and legalized gaming.

Charlyne has been instrumental in the process to have United Commercial Bank (a Chinese-owned bank with 45 U.S. branches in California and New York) establish the first branches of a Chinese Bank in Nevada (Las Vegas). A Chinese bank in Texas will also open a branch here with an investment of U. S. $20 millions.

Charlyne Chen (陳思庭) was awarded "Outstanding Chinese Young Entrepreneur of 2003" by "Asia Week" magazine in HK. On May 17, 2005 NCED, together with Charlyne Chen, held a seminar in Las Vegas for approximately 100 Taiwanese business owners, assembled for the Hardware Association exhibition, on investing in Nevada.

In anticipation of the potential for increased tourism in Penghu, Taiwan, at least one Nevada casino enterprise has already purchase a significant piece of property in Penghu. At the request of Charlyne Chen, NCED has contacted several Nevada cities about establishing a sister-city relationship with Penghu. A Team of delegation organized by the high-ranking officials of Penghu will come to Las Vegas in August, 2005 for further plan in tourism and business cooperation and development.*5

In order to build an association among important cities nationally and internationally for: (1) Mutual cooperation and development of business, trade, and tourism; (2) Social and public relations among business and professionals; and (3) Event and dinner parties for our community in an atmosphere of friendly and mutual cooperation. Only God may create an indivivual with both of natual beauty and brilliant talent. I (Bobby Gronauer) may not understand Chinese language, but I could enjoy Nancy's talent in paintings. How wonderful! To encourage and promote community service and humane spirit have been two of the missions of Washington Business and technology Institute (WBTI) since its establishment in January 8, 1996. As a faculty member of this Institute, it is my great pleasure to offer my effort for the implementation of its missions in the adjunct level. The following article in Chinese is written by Miss Nancy Nan Jiang (江 南):

一次偶然的机会,经友人介绍我被邀作为首届拉斯韦加斯儿童书画比赛的评委而抛头露面。从而结识了一群有识之士。介于友人的支持和要求写一篇关于我自身对绘画感受及认识的文章。我出生在一个艺术之家,从小就受到艺术的熏陶,自然就对绘画有着不同的感情。可是对绘画谈不上什么深刻地认识,只能粗浅的谈谈对绘画的感受。
绘画功能只能靠绘画自身的语言来表述,既绘画图式。作为画作必须把握绘画的本体语言,固然我们要强调修养、学识、阅历等等诸多因素对绘画的影响,但决定性的因素却是画家的天质中对绘画有没有直觉悟性。如果一个画家缺乏绘画的灵气和才能,那它将无法将自身对事物的感受在方寸之间表达出来。绘画是一个画家的人格、精神内涵的外在的表述,画家作画并非一般意义上对生活的感受、再现,在一个画家的眼里,生活,仅仅作精神的参照物,客观物象必须促动画家的内心那不可名状的情绪,而这不可名状的情绪冲动在画家的笔下赋予了强有力的线条、色彩及绘画的整体结构表现出来,真实的画面充满着宇宙的哲理,开合呼应、疏密虚实、若即若离等等,那行而上的真实。并不是一般意上的生活的真实。
绘画的表达又是朦胧的,绘画给人得的审美感受只是在一种意义让观者根据自己的经验去体会从而使观者有视觉触动深层的审美冲动,这种审美冲动有时和画家的绘画冲动相吻合,这就产生了共鸣。有时不尽然,欣赏者自觉或不自觉地对一件艺术作品根据自己的经验在创造。画家的作品要给欣赏者在创造的空间,这个空间就是绘画的朦胧。故人家喜欢你的画,画家的画就具备了感染力和生命力。不可想象,一幅画仅仅只告诉人们我们画的是什么!那么作品定然是淡而无味的。
我不觉得绘画一定要将雅和俗参到一块,,雅和俗是两种绝然不同的东西,雅、俗各归其位,雅的东西必定由高人去做,去玩味。曲高和寡,人数虽少,但代表人类文化的优秀和精华;俗的东西由里巷云云之众去做,去热闹,牡丹之爱宜乎众唉
总之,绘画乃是人类生命的需要,也就体现着生命的本质。乃是对生命自由抒发永无休止地追求,生命对于来自任何方面的压力都会感到不适,而生命的拚搏又不能完全摆脱由种种压力所带来的不适,而在方寸之间则可抒志达情,可以释放压力带来的不适,有时一幅得意之作完成之后画家如释重负,会有一挣脱苦役后的快意。中国文化崇尚超然物外的玄远精神,因为现实中有诸多卑琐的东西困扰着人们,阻碍着人们对自身生存的文化环境和自然环境作终极思考,绘画之功能可以使人精神得以净化释放;一壶苦茗,可以清心明目,一幅好画,那是肩着自由苦役的人们的精神振奋剂。

The Second 27th Director and Advosory Boards Meeting of Taiwan Benevolent of America (TBAA) was held by Chairperson of TBAA Wendy Yu-ping Wu on April 23, 2005 in Las Vegas, Nevada. The draft of the Declaration of TBAA was written by DE-Yu LANG (朗 德 渝), ROBERT LU (盧 景 林), and TUNG-TIEN LEI (雷 動 天). TUNG-TIEN LEI, DE-Yu LANG, and ROBERT LU were the three members nominated and elected as the writers of the Declaration by the whole members and participants of the Second 27th Director and Advosory Boards Meeting of TBAA.
