One of the main three missions of Washington Business and Technology Institute (WBTI) is community service. To participate, initiate, and help promote significant programs have been some of our efforts. The following article was just one of the examples to state that Asians united means Asians power --

Asian American communitiy had been united together to hold an event and dinner party successfully to honor U. S. Senator Harry Reid. More than 384 against the 250 planned individuals of government officials, business owners and executives, organizational leaders among others attended the party at the Asia Palace Chinese Restaurant on August 24, 2001.*1

The Kenote Speaker was U. S. Senator Harry Reid. Guests of Honor presented were: U. S. Senator John Ensign (by Sonia Joya), U.S. Congresswoman Shelley Berkley, U.S. Congressman Jim Gibbons (by Judith Ray),
and Nevada Attorney General Frankie Sue Del Papa.

... "On behalf of Washington Business and Technology Institute, I'm glad to be one of the Chairmen of this Event and Dinner Party for a Special Tribute to U.S. Senator Harry Reid. Following a successful tribute party to Nevada Supreme Court Justice Nancy Becker, this Event is an united efforts of all our Asian American community. Thanks to Dr. Raj Chanderraz, Dr. R. D. Prabha, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani to join me as Chairpersons. Thanks to all our guests of honor, special guests, hosts, guests, and participants. Thanks to Dr. Peter Lok as our wonderful Coordinator and Ms. Nancy Diaz to initiate the plan of this event with me. Finnally, we, Asian Americans have put all our effort and wisdom together to have this Special Tribute to our U.S. Senator Harry Reid, because Harry is our great hero to build a community where this and future generations will have more opportunities and advantages to live a prosperous life," spoke Dr. Tony T. Lei, the Chairman of the event and dinner party.

...DR. Tony T. Lei with M.B.A. and Doctor of Education in Institutional Management degrees from Pepperdine University in 1969 and 1980, respectively. He had been an Associate Professor and a Fellow of Management of the Graduate School of Business Administration of National Chung Hsing University and Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively. ...

The highlight of the event was the presentation of a plague of Award of accomplishment to Senator Harry Reid by the Chairmen of the event and dinner party. ...Dr. Tony Lei introduced a former State Senator Mark Malone presenting an Award to Senator Harry M. Reid from the State Board of Educaton of its elected Member Theresa Malone.

Prabhu, Kate Recto, George Regner, Dr. Francisco Sanchez, Dr. Ram Singh, Richard Segerblom, Nick and Laxmi Singh, Tonie Sison, Rita Vaswani, Joey Villaflor, and Roddy Wong.

Senator and Majority Whip (now the Majority Leader) of the U.S. Senate Honorable Harry M. Reid smilled most of the time during the Party. Many of the partcipants in the Party had felt suprisingly Harry's friendship and popularity with his sociality. Harry and his wife Landra were the last two people after the accomplishment of the pleasent and successful party to leave sending by Dr. and Mrs. Tony T. Lei.*2

One of the main three missions of Washington Business and Technology Institute (WBTI) is community service. To participate, initiate, and help promote significant programs have been some of our efforts. The following article was just one of the examples to state that Asians united means Asians power:

Asian American communitiy had been united together to hold an event and dinner party successfully to honor U. S. Senator Harry Reid. More than 384 against the 250 planned individuals of government officials, business owners and executives, organizational leaders among others attended the party at the Asia Palace Chinese Restaurant on August 24, 2001.*1

The Kenote Speaker was U. S. Senator Harry Reid. Guests of Honor presented were: U. S. Senator John Ensign (by Sonia Joya), U. S. Congresswoman Shelley Berkley, U. S. Congressman Jim Gibbons (by Judith Ray),
and Nevada Attorney General Frankie Sue Del Papa.

U. S. Congresswoman Shelley Berkley introduced Senator Harry Reid to the public with his successfully story to be the greatest political leader of Nevada arsing from the son of an ordinary family of mining worker. The first time as an honorable Master of Ceremony for Asian American community, Shelley' attractiveness and talent are really professional. She has been famous of her arts of leading on social activities since her college life. "On behalf of Washington Business and Technology Institute, I'm glad to be one of the Chairmen of this Event and Dinner Party for a Special Tribute to U.S. Senator Harry Reid. Following a successful tribute party to Nevada Supreme Court Justice Nancy Becker, this Event is an united efforts of all our Asian American community. Thanks to Dr. Raj Chanderraz, Dr. R. D. Prabha, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani to join me as Chairpersons. Thanks to all our guests of honor, special guests, hosts, guests, and participants. Thanks to Dr. Peter Lok as our wonderful Coordinator and Ms. Nancy Diaz to initiate the plan of this event with me. Finnally, we, Asian Americans have put all our effort and wisdom together to have this Special Tribute to our U. S. Senator Harry Reid, because Harry is our great hero to build a community where this and future generations will have more opportunities and advantages to live a prosperous life," spoke Dr. Tony Lei, the Chairman of the event and dinner party.

According to the prepared introduction by Congresswoman Berkley to the Party, "Dr. Tony Lei is the President of Washington Business and Technology Institute (WBTI) and Chairman of Chinese American Academic Association of Nevada. He received his M.B.A. and Doctor of Education in Institutional Management degrees from Pepperdine University in 1969 and 1980, respectively. He had been an Associate Professor and a Fellow of Management of the Graduate School of Business Administration of National Chung Hsing University and Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively. He has completed numerou scientific papers, text books, best selling books, and research projects during past 30 years in universities and academic institutes. His famous publications Modern Business Management, Information Management, Human Behavior Science, The Arts of Leading, among others have been adopted by several universities as text books."

The highlight of the event was the presentation of a plague of Award of accomplishment to Senator Harry Reid by the Chairmen of the event and dinner party. Fowllowing to sing a happy birthday song for Governor Kenny Guinn and Judge Jessie Walsh, Dr. Lei introduced a former State Senator Mark Malone presenting an Award to Senator Harry Reid from the State Board of Educaton of its elected Member Theresa Malone.

Senator and Majority Whip of the U. S. Senate Honorable Harry Reid smilled most of the time during the Party. Many of the partcipants in the Party had felt suprisingly Harry's friendship and popularity with his sociality. Harry and his wife Landra were the last two people after the accomplishment of the pleasent and successful party to leave sending by Dr. and Mrs. Tony Lei.*2

The 2nd Edition of "Effort and cooperation will bring us a peaceful, happy, and prosperous community in Nevada" by Rory Reid, Mark Denton, and Tiffany Chang, which was posted by WBTI on September 20, 2003, stated the effort and cooperation between officials and Asian communities in Nevada.

"Our endeavor is to help Southern Nevada be a country of the people, by the people, and for the people where our and our future generations may have a better opportunity to live a happy and succeeful life," said Rory Reid, Clark County Commissioner, at the Event and Dinner Party at the Zax Restaurant of Golden Nugget Casino and Hotel on September 17, 2003 in Las Vegas.

To pay a special tribute to Nevada Chief Justice of Supreme Court Bill Maupin; Commissioner of Clark County Rory Reid; Sherif of Southern Nevada Bill Young; District Judges Mark Denton, Valorie Vega, Jessie Walsh, Jackie Glass; Nevada Controller (the late) Kathy Augustine; and Chief Judge of Las Vegas Toy Gregory; the above Event and Party was held by WBTI. The Theme was: Light Candles along the Silver Stream of Southern Nevada with Clark County District Attorney and Police Civil Commission.*3

It's my honor to join the Commission." The Dinner Party was held by WBTI to celebrate Bell as Honorary Chairman and Senior Advisor of CCDAPCC at the Steak House of Binion's Horseshoe Club on October 7, 2002.*4

Providing for our Veterans
I am offering two amendments to the Department of Defense Authorization Bill ...!

***** For Americans, “Supporting the troops," is a statement that we do not take lightly.

[[[ “Supporting the troops," ?we believe ?should not end when our brave men and women return home from combat; “Supporting the troops," should not end when those who have served so honorably are taken ill and need medical care; “Supporting the troops," should not end when, after risking life and limb, wounded soldiers are forced into medical retirement by combat related injuries. ]]]

Our soldiers, veterans, and their families deserve nothing but the best from our government. Unfortunately, the red tape of bureaucracy has long prevented these fine Americans from receiving the care and compensation they deserve. Today, I am offering two amendments to the Department of Defense Authorization Bill designed to address the inequalities U.S. veterans face in the U.S. Department of Veterans Affairs care system *2

My first amendment aims to expand Concurrent Receipt to allow disabled veterans to simultaneously collect their military retirement paycheck and VA disability compensation, reversing an unfair practice that has disadvantaged our veterans for over a century. This legislation will affect more than 500,000 disabled military retirees by allowing all veterans, regardless of their disability rating, to draw from both their retirement pay and disability compensation. In addition, it repeals the 10 year phase-in period currently imposed upon veterans that are eligible for full concurrent receipt.

The second amendment I will introduce aims to restore earned military pay for disabled retirees deemed 100 Percent Unemployable. Administrative changes to our landmark 2004 legislation created a grouping system in which veterans rated as “totally disabled," did not have to wait and get 100 percent of their benefits, while those rated as “unemployable" had a 10-year phase-in. In 2005, I introduced legislation to eliminate the 10 year phase for “Unemployable" veterans, but the conference committee chose not to enact this valuable legislation until 2009. This current legislation will amend the 2005 law with an effective date of December 31, 2004 instead of 2009, making these benefits available to current veterans as well as providing back pay to those veterans left behind in the 2005 legislation.

As part of the underlying bill, I had the Combat-Related Special Compensation Act included during the mark-up process. This legislation ensures that soldiers who are forced into medical retirement by combat injuries before attaining twenty years of service remain eligible to receive their combat-related disability and retirement benefits, proportional to their length of service. This legislation is essential for the more than 23,000 injured personnel who are returning from war. The widespread use of Improvised Explosive Devices has created numerous amputees resulting in an increase in medically discharged veterans.

The American public’s outrage over the deplorable conditions at Walter Reed, alongside their cry for better physical and mental health care for veterans returning home from Iraq and Afghanistan proves that when the American people say, “Support the troops," they mean it. It is time for politicians in Washington to put an end to the lip service and begin to enact real changes that address the inequalities our U.S. veterans face at home in regards to retirement benefits and disability compensation. American veterans have put their lives on the line fighting for us; it is time that we stand up and fight for them.*3

Reid is a tireless worker, and it isn¡¯t unusual for him to be the first Senator of either party to arrive at the Capitol in the morning and the last to go home at night.

Senate Majority Leader Harry Reid of Nevada announced Wednesday he is working on a book about his life to be published in spring 2008," reported Tony Batt on March 15, 2007 at Las Vegas Review-Journal. "Reid said his advance and proceeds from book sales will go to a three-member foundation he established for his hometown of Searchlight." *3 Searchlight is a town in Nevada.

The following introduction about Senator Harry Reid was a concise one by the Editor of a flier for his statement at March 27, 2007 on this Section: 'Harry M. (Former) Governor Kenny Guinn of Nevada expressed that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*8

U. S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to inspire and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*9

On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Decade Award to U. S. Senator Harry Reid by the President of PDCLV, John Ponticello.*10

Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader.

His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. Under current policy, a service member with a combat-related disability who served 20 years and 1 day receives full earned retirement pay, but a member injured in combat and medically retired with a 100% disability rating at 19 years and 11 months must forfeit most or all military retirement pay. As a result, seriously injured veterans are forced to deduct the amount of any disability compensation they receive ?dollar for dollar ?from their retirement pay.

For more than a decade, I have led the fight to end this practice. Today, I am proud to announce the introduction of The Combat Related Special Compensation Act of 2007, which will allow disabled veterans to collect both their military retirement pay and disability compensation.

This legislation is essential for the more than 23,000 injured personnel who are returning from Afghanistan, Iraq, and other parts of the world. The widespread use of Improvised Explosive Devices in Afghanistan, and Iraq has created numerous amputees and increased the number of combat-related injured members who must be medically retired.

Some of these veterans have served 10 or 15 years, and had planned to keep serving until retirement. Now they cannot. That means they lose their retirement pay, and that is absolutely unconscionable.

I am proud of the legislation we introduced today because I believe we should do everything we can to give back to the men and women who have put their lives on the line to serve our country.

WASHINGTON -- Senate Majority Leader Harry Reid of Nevada announced Wednesday he is working on a book about his life to be published in spring 2008.

Reid, 67, declined to disclose how much money he will receive from the as-yet-untitled book, which will be published by G.P. Putnam's Sons.

Reid said his advance and proceeds from book sales will go to a three-member foundation he established for his hometown of Searchlight.

"I'm not doing this for money. I don't get any money from it," Reid said.

This will be Reid's second book. It will be co-authored by Mark Warren, executive editor of Esquire Magazine.

Reid said his former chief of staff, Susan McCue, talked him into doing the book.

After writing "Searchlight: The Camp that Didn't Fail," which was published in 1998, Reid said he realized he didn't have time to write another one by himself.

"His life has been about a series of things that he was not supposed to do, and yet he has done them," said Warren in a phone interview from New York.

Warren was a former chief legislative aide to Rep. Gene Green, D-Texas, when Green was a state senator.

Since beginning research for the book, Warren has traveled to Searchlight and visited Reid in Washington, D.C.

He said he has not yet begun writing the book.

"The book will be a parallel narrative back and forth between Searchlight and his years in Washington, D.C.," Warren said. "When I first became involved in this project, we didn't even think there was a prospect that he would become majority leader."

Reid said he doubts this book will be his definitive memoir.

"I'll still be around in 20, 25 years. Maybe I'll do something later on." Reid said.

In my continuing effort to fight for Nevada veterans, we achieved a huge victory last week with the reinstatement of the traditional joint hearings process in which veterans and military service organizations can appear before the Veterans’ Affairs Committees.

These hearings are an imperative forum for veterans to voice their concerns and express their needs while simultaneously providing the House and Senate the opportunity to learn how to best provide for our nation’s veterans.

This choice reverses the decision from the other side of the aisle in the House of Representatives last Congress which stopped the hearings and suspended this vital symposium on veteran needs. The new leadership of the 110th Congress believes that veterans deserve to be heard and I am pleased to be a part of this effort.

I have always been a strong advocate for our men and women in uniform. In addition to reinstating the traditional joint hearings process, I also introduced a bill last year called the “Combat-Related Special Compensation Act of 2006” which provides pro-rated retirement benefits to military personnel who are forced into early retirement. In 2004, I also proposed legislation to provide full concurrent receipt of military and disability pay to veterans with 100 percent service-related disability.

Our veterans have served this nation honorably. The time has come for this nation to serve them. I am proud to be an advocate for the thousands of veterans throughout the state of Nevada who have dedicated their lives to protecting our citizens and preserving our way of life.

Our veterans deserve the very best benefits and health care, and the reinstatement of the traditional joint hearings process will be a very important step in recognizing these brave men and women for their service.

Reid going to pay final respects to Ford

WASHINGTON -- Sen. Harry Reid, D-Nev., is to travel to Michigan on Wednesday to pay final respects to President Ford, his office said Monday.

Reid, the incoming Senate majority leader, and five other senators are to return to Washington this evening after a seven-day trip to Bolivia, Ecuador and Peru. The senators met with the presidents of the three nations. In Peru, they also were to tour Incan ruins at Machu Picchu.

The trip began Dec. 27, the day after Ford died.

Reid, the delegation leader, was criticized by conservative bloggers and talk show hosts for not attending Ford ceremonies in the Capitol Rotunda over the weekend and the state funeral scheduled for today at Washington National Cathedral.

Reid and Sen. Richard Durbin, D-Ill., the incoming majority whip, will travel to Grand Rapids, Mich., on Wednesday, Reid spokesman Jon Summers said Monday.

"This was a good way for him to honor President Ford while still being able to meet with the South American presidents," Summers said. "No matter what he does, the right-wing bloggers are going to criticize him. That did not play into the decision that he made."

Ford's remains are to be flown from Washington to Grand Rapids today, and his casket will be on display in his presidential museum until a funeral service slated for 2 p.m. Wednesday at Grace Episcopal Church in the city.

Reid is scheduled to return to Washington for the opening of the Senate session on Thursday.

Under President Bush, American life is growing more expensive

Since President Bush took office, the price of gas has increased 104 percent [Energy Information Administration, 8/28/06], the cost of health insurance premiums has increased 71 percent [Kaiser Family Foundation, 9/05], and the cost of attending a four-year public college has increased 44 percent [College Board, 10/05].
Unfortunately, family income is not keeping up with the increased costs.

The real earnings of men who work full-time declined from 2004 to 2005 by 1.8 percent, and the real earnings of women who work full-time declined last year by 1.3 percent. Real median household income has declined $1,273 or 3 percent since 2000, and about 37 million Americans continue to live in poverty—a 17 percent increase since 2000. Modern “Do Nothing Congress” has only eight weeks remaining

Washington, DC—Senate Democratic Leader Harry Reid today delivered the following speech on the floor of the U.S. Senate, urging Bush Republicans to put aside their politically motivated agenda to address the real challenges the American people face every day. With the Senate rapidly running out of legislative days to tackle serious issues like gas prices, health care costs, and the minimum wage, there is no time left to spare.*1

The text of Senator Reid’s remarks, as prepared, is below.

The lead story in Roll Call today has the headline “Senate Plans Earlier Recess.” The article reports that the Majority Leader and the Majority Whip have:

“scrapped plans to keep the Senate in session through the beginning of October, and will instead look to wrap up work on as many appropriations bills and other must pass measures before September 27.”

Mr. President, this new adjournment date means the Senate has only 8 more weeks in which it will be session.

Eight weeks is 40 business days.

Subtract Labor Day, and there are only 39 days.

Subtract Mondays and Fridays – which aren’t real work days in this Republican Congress – and there are just 23 legislative days left in the 109th Congress.

23 days, and so much work to do!

For months, this “Do Nothing Republican Congress” has wasted time on issues like the nuclear option, the marriage amendment, drilling in the Artic Wildlife Refuge, flag burning, bankruptcy, class action and the Estate tax.

As a result, here we are, with only a handful of weeks remaining, and the Senate hasn’t done a thing to address the priorities of the American people.

I was in Nevada last week, and the concerns I heard from my constituents are the same concerns this Republican Congress has been ignoring for the last 18 months.

Today in Nevada, the average price of a gallon of gas is $3.02—more than 50 cents above the price a year ago. Families are pouring their savings into their gas tanks.

But has this Republican Congress done anything to help? No.

While they’ve been quick to address non-issues like Flag Burning, the Majority has rejected efforts by Democrats that would bring down prices at the pump, and opposed efforts to inject billions into the research and development of alternative fuels.

It’s the same with tough issues like global warming.

Today in Nevada and across the West, people are talking about this year’s early wildfires. New research seems to link these to changing climate patterns.

But has the Administration or the Republican Congress taken steps to reduce the risks of global climate change? No.

They're more than willing to debate the pet-issues of the far-right, like the definition of marriage, but afraid of angering the White House and their political base by investigating and taking action on tough issues like global warming.

Health care? It’s the same story. Today in Nevada, there are almost 450,000 individuals without health insurance—more than 100,000 of them children.

Has this Republican Congress done anything in the last 18 months to help? No. The Majority instead spent its “health care week” handing favors to their special interests friends.

And what about the minimum wage? Today in Nevada, there are 56,000 workers who could benefit from an increase in the federal minimum wage.

But has this Republican Congress done anything in the last 18 months to help? No. The Majority has so far refused to give workers a meaningful raise.

On this issue, Democrats have decided enough is enough. We’ve decided to block any attempt to raise Congressional pay until the minimum wage is raised. From now on, it’s a raise for America’s workers before a raise for Congress. Time will tell if this is enough to finally get the Majority’s attention.

Mr. President, with only 23 real legislative days remaining and a list of things we need to accomplish that’s a mile long, we need to get to work. It is my hope the Majority will make time for these important issues before we adjourn.

But this afternoon, I’d like to focus on two issues that must come to the Floor this month—the Voting Rights Act and stem cell.

Really, there is no reason why we haven’t dealt with these issues already. The original timetable for extending the Voting Rights Act was May. The Majority leader’s promise to consider the House-passed stem cell bill (HR810) came nearly a year ago.

But here we are – with only 8 weeks remaining – and there is still no specific date set for debate on either issue.

I understand that we left for recess with a Stem Cell agreement, and the Judiciary Committee is scheduled to mark-up the Voting Rights legislation on Thursday.

It’s progress, but it’s not enough.

We need the Majority Leader to schedule a specific date – in July – for each issue to come to the Floor.

Each day these bills are delayed, the Majority is withholding hope from the American people.

The Voting Rights Act of 1965 is the most significant pieces of legislation ever passed by Congress. Reauthorizing it will help ensure that every American citizen has the ability to cast their ballot regardless of the language they speak or the color of their skin.

This legislation is above politics and partisanship. It’s about living up to our founding creed of equality and justice for all. The Voting Rights Act needs to be extended, and there is no reason for us to wait.

And there’s no reason for us to wait on stem cells either.

Stem cell research holds so much promise for medical breakthroughs, if only we’ll give our scientists the freedom and resources they need.

All of us know someone who suffers from a disease like diabetes, Lou Gehrig’s, Parkinson’s or paralysis. These are afflictions stem cells could possible cure.

On each of these issues, we cannot – we must not – wait another month.

Mr. President, it is time for the Senate to stop stalling on the Voting Rights Act and the House’s Stem Cell legislation.

I know the Majority Leader considers both of these bills top priorities. Today, I ask him to publicly commit to a date – this month – when he will bring these issues to the floor.

With only 23 days remaining, we don’t have a single one to waste.*2

Strategic Move Aims to Bring Legislation Closer to Passage

Washington, D.C. – Continuing to live up to his vows of bringing fair compensation for Nevada Test Site workers, U.S. Senator Harry Reid today introduced his bill, the Nevada Test Site Veterans’ Compensation Act, as an amendment to the Defense Authorization Bill now under debate on the Senate floor.*1

“These men and women are our atomic energy veterans,” said Reid. “They helped this country win the Cold War, sacrificing their personal health in the process. After decades of waiting and suffering, it is time that we honored these sacrifices.”

Reid’s bill would cover all Nevada Test Site workers who were employed at the site between 1950 and 1993 if they were present during an atmospheric or underground nuclear test or performed certain work immediately after a test. It would also cover workers who were present at an episodic event involving radiation releases, such as an atomic blast, or worked at the Nevada Test Site for at least 250 days in a job that was – or should have been – monitored for exposure to ionizing radiation.

The U.S. held 100 above-ground nuclear tests and 828 underground tests at the site between 1951 an 1993. Many people at the Test Site worked with significant amounts of radioactive materials without knowledge of the risks. Some of those workers have been waiting for decades for the government to acknowledge the sacrifices they made for their country. Many have been waiting for compensation while they suffer from life-threatening cancers, and others have already died.

The National Institute for Occupational Safety and Health is recommending that Nevada Test Site Cold War veterans who worked for at least 250 days between 1951 and 1962 be designated as a Special Exposure Cohort (SEC) -- a legal designation that already applies to workers at some other atomic sites. The SEC designation expedites the compensation process for workers exposed to radiation, and makes the compensation process fair and equitable. Reid’s bill would expand the SEC designation to cover more Nevada Test Site veterans.

Today, the Presidential Advisory Board on Radiation and Worker Health Advisory Board held a hearing on the issue in Washington D.C. Reid submitted a statement, which is attached below.

The Presidential Advisory Board is recommending compensation for employees who worked at the site for more than 250 days from 1951 – 1962. Senator Reid is urging NIOSH to expand that group.

Nevadan Lori Hunton also testified at the hearing today, and read testimony from former Test Site workers and their surviving family members. Hunton is the surviving daughter of Oral Triplett, who was employed with the Nevada Test Site during the cold war.

“During the years that he was employed he was vented on,” said Hunton. “As a child I can remember that after one incident, when he was sent home after a post-shot drilling operation, he had little red cheerios on the side of his face. We have been seeking compensation for over 28 years.”

The Presidential Advisory Board on Radiation and Worker Health
Thursday, June 15 2006

I am sorry that I could not be with you today, but want to thank the Advisory Board for moving forward on a Special Exposure Cohort for some Nevada Test Site workers employed at the site from 1951 through 1962, and I want to speak to the breadth of that compensation.

As you are meeting here today, I will be addressing this issue on the Floor of the Senate, urging my Congressional colleagues to support compensation for the Test Site’s atomic energy veterans who valiantly served their country during the above-ground tests.

As you all know, I support a broader SEC than is going forward, including for below-ground workers. However, the discussion today is whether workers employed at the site less than 250 days deserve compensation. Clearly, they do.

Five years ago I worked with then-President Bill Clinton to ensure that Department of Energy workers and contractors who were exposed to radiation, beryllium or silica received compensation. Unfortunately, five years later, very few Test Site workers who have cancer have received compensation. As you know, Test Site workers are receiving compensation at a rate lower than the national average and many who have waited decades are being told that they have to wait longer. Many have already died while waiting for their compensation, stuck in a bureaucratic nightmare of obstruction and delay.

Congress and NIOSH have already designated classes of atomic energy veterans at many sites as members of the Special Exposure Cohort under EEOICPA. They have even provided compensation for workers employed less than 250 days.

Nevada Test Site workers deserve the same designation.

The contribution of the State of Nevada to the security of the United States throughout the Cold War and since is unparalleled. The United States conducted 100 aboveground and 828 underground nuclear tests at the Nevada Test Site from 1951 – 1992. That is 88 percent of the nuclear tests conducted in the United States.

Unfortunately, Nevada Test Site workers, despite performing this service for their country, having worked with significant amounts of radioactive materials and having known exposures leading to cancer, have been denied compensation under EEOICPA as a result of flawed calculations based on records that are incomplete or in error as well as the use of faulty assumptions and incorrect models.

NIOSH itself acknowledges that it cannot estimate the internal radiation dose received by employees at the Nevada Test Site from 1951 through 1962, yet is arguing that many Test Site workers, including those present for the atmospheric tests do not deserve compensation.

There are many reasons that NIOSH cannot estimate dose, including inadequate monitoring, incomplete radionuclide lists, and NIOSH’s ignoring significant data on the Site and the tests.

We also know that DOE and its contractors did not monitor for beta radiation before 1966, that there were significant efforts to prevent badges from registering dose, that DOE ignored voluminous evidence and never even spoke with the lead health physicist at the site during both the above and below ground test (although the auditors did), that Nevada Test Site workers frequently worked greater than eight hour days, and that DOE claims to have dosimeter readings for workers when they were no longer employed at the site.

In addition, there is voluminous anecdotal information about the severe acute effects that many workers present during the tests suffered, workers that would not be covered within this cohort. I cannot tell you the number of stories that my staff has been told outlining these effects, many of which have been transmitted to the agencies. Lori Hunton, whose father, Oral Triplett, worked at the site, is here to share some of these stories with you.

Further, Under NIOSH’s reasoning is in direct contravention of Congress’ intention in passing the Energy Employees Occupational Illness Compensation Program Act of 2000. Under this rationale, someone who was present for all 100 above-ground tests would be denied compensation, even if they were on the front lines. This is not what Congress intended.

And, it is unfair.

These men and women, our atomic energy veterans, helped this country win the Cold War, sacrificing their personal health in the process. After decades of waiting and suffering, it is time that we honored these sacrifices.

I urge this Advisory Board to do the right thing and grant an SEC for workers employed at the site less than 250 days. All workers present at the atmospheric test should be granted compensation.

Washington, DC — A year after the House of Representative passed legislation (H.R. 810) that would expand the President’s stem cell research policy, Senate Democratic Leader Harry Reid delivered the following Floor remarks to urge Senate Majority Leader Bill Frist to bring that House-passed stem cell legislation to the Senate Floor. Despite the promise such research offers to millions and the repeated promises to consider this bill, Senator Frist has so far failed to include it in his planned “health” week next week.*1

The text of Senator Reid’s remarks, as prepared, follows below. Like all members of Congress, I receive hundreds of letters each day. Among these letters are some truly remarkable stories. Among the most remarkable letters are those from families with loved ones who are suffering and who believe stem cell research offers the only hope to ease this suffering.

Here’s one such letter, which I recently received from mother in Henderson, Nevada. She wrote:

- “….My son 22 year-old son was in a diving accident just two weeks after graduating from high school and is now a quadriplegic. So instead of heading off to college on a soccer scholarship that autumn, he found himself being fitted for a wheelchair and a life of total dependency on others…..while they [stem cells] may not cure him to the point of walking again, they will certainly provide him with an opportunity to improve the quality of his life. He wants to be able to feed himself, brush his own teeth, wash his hands and face when he wants to…I know you support stem cell research but I just wanted to give you my support and the support of our entire family as you fight the fight for those who can’t fight for themselves….”

Here’s another, from a father from Yerington, Nevada. He wrote:

- “I am asking you again to do your best for my son and the millions of others that need a cure for diabetes….My son was in the hospital yesterday… I can’t tell you how hard and painful it is to see your son like that…..my wife and I would give our lives to ensure that our son can beat diabetes…..The Senate will soon vote on the stem cell bill that you support. Please try to change the minds of those that are not for it.”

And then there’s this, from a man from Las Vegas:

- “I have amyotrophic lateral sclerosis (ALS)….. my family doesn't want me to leave them. At the least, my family wants some hope that science will be allowed to use all means available to them, to try to find some treatment that will extend life until a cure is found. I would like to have those people who are opposed to federal assistance for embryonic stem cell research for therapeutic purposes, explain to my family why they are being denied hope that might be available if the federal government funds all reasonable medical research for my illness and those other illnesses that today provide no hope for the future.”

Mr. President, these families are not asking a lot, simply for the Senate to act on the issue of stem cell research and in doing so, give hope to the 100 million Americans suffering from cancer, Alzheimer’s, diabetes, Parkinson’s, spinal cord injuries, heart disease, and ALS.

Stem cell research holds so much promise for medical breakthroughs. As Nancy Reagan—who watched with great courage as Alzheimer’s took her husband—said, “I just don’t see how we can turn our backs on this…We have lost so much time already. I just really can’t bear to lose any more.”

Nancy Reagan said that in 2004.

Unfortunately, two more years have passed and this Republican-controlled Congress has been unable to reach agreement on how to expand the President’s restrictive stem cell policy that is hindering scientific progress toward possible cures and treatments for a wide range of diseases and conditions.

We are rapidly approaching the one-year anniversary of the date the House of Representatives passed H.R .810, The Stem Cell Research Enhancement Act. This act would expand President Bush’s 2001 policy for federal funding for stem cell research and permit federal researchers at the National Institutes of Health (NIH) – with the strongest oversight in the world - to finally explore the many possibilities stem cell research holds.

Over the past year, I have repeatedly asked the Senate Majority Leader to find time to consider this bill, which a bipartisan majority of Senators support.

My requests for action have been met by delay and inaction.

One year may not seem like a lot of time around here, but one year is an eternity if you or someone you love is suffering from a condition where stem cell research could help.

I understand that there are a number of very important issues this body ought to consider this session, but few are as important to the American people as legislation that could provide medical breakthroughs that would benefit hundreds of millions of people.

We can do better. We can do better for the Nevadans I talked about earlier, and for every other American counting on the promise of this ground breaking research.

The passage of the House stem cell bill on May 24, 2005 was a rare victory for bipartisanship.

It was my hope that we would embrace the same spirit of bipartisanship in the Senate and pass this legislation as well.

Immediately after the House passed the stem cell bill, I spoke with Majority Leader Frist about the need to take up this crucial legislation as soon as possible. At that time, Dr. Frist assured me that we would consider the stem cell bill in the Senate by July.

By the end of July, the Majority Leader still hadn’t found time to schedule debate on the stem cell bill, so I moved to take up and pass the House bill. Dr. Frist objected to this request, but delivered a courageous speech the next day in which he expressed support for federal funding for expanded embryonic stem cell research. In that speech, Dr. Frist said that the potential of stem cell research to save lives and ease human suffering "deserves our increased energy and focus."

Yet, when we returned from the August recess, the Majority Leader still could not seem to find time to debate this important legislation. He found time for the Republican’s immoral budget… He found time for drilling in the Artic Wildlife Refuge… but he couldn’t find time to keep hope alive for the millions of Americans counting on the promise of stem cell research.

In December, the Majority Leader asked consent to take up and pass a House-passed cord blood bill. Some proponents of embryonic stem cell research initially objected to this request, because they felt strongly that we should take up the cord blood bill and the stem cell bill together. That is what the House did.

While Senator Frist expressed his commitment to the stem cell bill, once again he refused to permit the Senate to consider it. Instead, he asked the proponents of stem cell research to support his request to take up and pass the cord blood bill in exchange for a commitment to consider the stem cell bill early in the 2006 session.

Three months after Dr. Frist made this commitment, I raised the issue again. I asked that he schedule time for the Senate to consider this issue prior to the one-year anniversary of the passage of the House bill. Unfortunately, this request met the same fate as my previous requests.

Two months have passed since my last exchange with Senator Frist and he has yet to provide the Senate with an opportunity to pass this important legislation. Even as he announced his plans for a “Health Week” in the U.S. Senate sometime this month, he made clear stem cell research would not be part of his plan.

Today is May 4th and we are fast approaching the one year anniversary of the House passage of H.R. 810 and the start of “Health Week”. We still don’t have a commitment to take up this critical stem cell legislation and all those who could benefit from this research have waited long enough.

That is why I am sending the Majority Leader a letter signed by 40 Democrats asking him to make H.R. 810 a priority during health week. I ask unanimous consent that this letter be included in the record.

If we are truly committed to lowering the cost of health care and improving the quality of health care in our nation, then we need invest in medical research that has the potential to combat life-threatening and chronic diseases.

Stem cell research shows tremendous promise. Federal funding of embryonic research will allow our nation to lead the world in this research and will ensure that stem cell research is conducted with the strongest oversight in the world at the National Institutes of Health.

When it comes to the possibility of finding cures, we cannot leave our best and brightest researchers with their hands tied behind their backs. And we cannot deny 100 million Americans the hope of eventually finding a cure for a wide range of illnesses and conditions.

The House dealt with this issue. We should do the same. I hope that the Majority Leader will find this legislation important enough to consider as part of “Health Week” and will work with me to schedule time to consider this legislation before May 24th—the one-year anniversary of the House passage of this bill.*2

IMMIGRATION OVERHAUL: Bush boosts immigration bill
President meets with Reid, other senators on proposal

WASHINGTON -- Two weeks of finger-pointing ended in just under an hour of backslapping Tuesday as Senate Minority Leader Harry Reid, D-Nev., and President Bush found common ground on immigration overhaul.

In a meeting at the White House with Reid and other lawmakers, Bush spoke favorably of a Senate measure that would overhaul immigration laws and strengthen border security.

Though Bush stopped short of endorsing the bill, his words were the clearest sign yet that Bush, a supporter of a guest worker program, would be willing to sign off on allowing at least some of the nation's 11 million illegal immigrants to earn citizenship.

The gathering was heralded as a major step toward breaking the stalemate over immigration changes.

It also signaled a truce between Reid and Bush, who had each blamed the other for the collapse of the bill earlier this month.

Reid faulted the president for sitting on the sidelines as Congress debated different approaches for dealing with illegal immigrants.

Bush, meanwhile, accused Reid of scuttling a vote on the bill for political purposes.

Despite the bill's bipartisan support, Reid and Senate Majority Leader Bill Frist, R-Tenn., have been unable to reach agreement on procedures for considering the bill.

Both men joined Bush in striking a happier tone Tuesday.

"I want to thank both Republicans and Democrats for taking on this really hard, hard assignment," Bush said. "I assured the members that I look forward to working with them as they try to get a bill out of the Senate by Memorial Day."

"I'm not in the habit of patting the president on the back," Reid said. But he added, "I have to pat the president on the back. This was really a good, good meeting."

Frist said there was "general recognition" at the meeting of the need for passing immigration changes that went beyond shoring up the borders.

"We will pass a bill that will be comprehensive," Frist said.

Sen. Arlen Specter, R-Pa., chairman of the Senate Judiciary Committee, added, "I think we had a definitive statement that he wants a comprehensive bill that's beyond border enforcement and interior enforcement."

Lawmakers said that the support of the Bush administration returns the immigration debate to Congress, where both Frist and Reid pledged to find a way to bring the bill to a vote.

But getting the bill to the Senate floor could be stymied by the opposition of conservatives, including Sen. John Ensign, R-Nev, who equate citizenship for illegal immigrants as amnesty for lawbreakers.

Ensign favors strengthening the borders and offering work visas, but not citizenship, to immigrant workers.

The compromise bill was intended to appease conservatives by dividing illegal immigrants into three categories.

Those in the country five years or longer could start a path to citizenship if they learned English and paid back taxes and fines.

Those in the country two to four years would be required to check in at a border crossing before applying for legal status.

The others would be subject to deportation.

The bill would strengthen enforcement and border security by adding 12,000 border patrol agents over the next five years and boosting fines on employers of illegal immigrants.

A vote on the bill was scuttled when Frist and Reid could not agree on how many amendments should be offered to the bill.

Frist opposed Reid's demand that Judiciary Committee members be appointed to a panel to hammer out differences between the Senate bill and a get-tough approach approved in the House.

Reid feared that the legislation would be gutted either through amendments or in talks with House lawmakers.

The House bill, approved in December, focuses on strengthening the border and making illegal immigrants felons.

The worries of Reid and others took on added weight with comments Tuesday by House Majority Leader John Boehner, R-Ohio.

"This idea that was being kicked around the Senate about providing some sort of amnesty for those who have been here five years or more, I just think it was a very big mistake," he said. "You are just inviting more people to come. Until you strengthen the borders and begin to enforce the laws, we're not making any progress."

But one GOP conservative, former House speaker Newt Gingrich, said in a report to be released today that he supports granting visas to illegal immigrants working in the United States and in some cases offering them a path to citizenship.

Gingrich said that with improving border controls and stiffening punishments on those who employ people illegally, "we must have a humanitarian period of transition as we replace an illegal pattern of immigration with a legal one."

But unlike the Senate compromise, Gingrich's plan would make all workers return to their home countries before applying for work visas.

"Anything less than requiring people who are working here illegally to return home to apply for a worker visa is amnesty," he said.

Senators came away from Tuesday's meeting convinced that Bush favored their approach.

"The president is talking about a guest worker program, and he's talking about a way to take the undocumented immigrants who are here in the United States today to get in line," Specter said.

That line could be shortened, with Bush leaving open the possibility of increasing the number of green cards available to immigrants, Sen. Mel Martinez, R-Fla., said.

Bush told legislators that "if the line's too long and it takes too many years, you can shorten the line by issuing more green cards," Martinez said.

A vote on immigration changes will have to wait until the Senate finishes work on a must-pass spending bill for hurricane relief and the wars in Iraq and Afghanistan.

Senators are likely to add about $2 billion in new border security money that lawmakers said could help appease conservatives.
