In the 140,000-attendee convention, Frink, the new federal assistant secretary of commerce for manufacturing and services, saw the combined economic might of what he said are two thriving industries: electronic products and Las Vegas tourism. Advertisement Surveying the vast expanse of gizmos on display at CES, Frink credited electronics designers and manufacturers with a share of the country's economic health. "The consumer-electronics industry is one of the hot spots for innovation, and innovation is one of the defining aspects of what will help our country grow and prosper in the future," Frink said. "(CES) showcases the best of the innovative capabilities of the American people and industry. That is where we flex our muscles and show the world why we have been the leaders in technology for so many years." New numbers from the Labor Department reveal that a variety of industries displayed their strength last month. The department's job-formation numbers, published Friday, showed that employers added 108,000 jobs in December. In addition, the unemployment rate dipped from 5 percent in November to 4.9 percent in December. The 108,000-job gain in December followed a big pickup of 305,000 positions in November, revised figures released Friday show. That was the most since April 2004 and was even stronger than the 215,000 job gains first estimated for November a month ago. The Nevada Department of Employment, Training and Rehabilitation hasn't unveiled its December statistics, but its November numbers show a 4.1 percent unemployment rate in Las Vegas and statewide. The Las Vegas Valley's job base grew by nation-leading 6 percent from November 2004 to November 2005, according to the department's data. For Frink, who worked in California's manufacturing sector until his federal appointment 15 months ago, Las Vegas' economic expansion is no surprise. He said Nevada's reputation for low taxes has driven many Golden State companies to Las Vegas, which has helped generate job growth. In addition, the nation's businesses have created 2 million jobs in 2005, and 4.6 million jobs since May 2003, he said. The national unemployment rate in 2005 averaged 5.1 percent last year, up from the 5.5 percent average in 2004. Frink said that economic performance has bolstered Las Vegas' fortunes. "When people feel good about themselves and how they view the economy, they come and celebrate," Frink said. "Las Vegas is a city of enjoyment and celebration. It's a reward destination." And like the electronics companies at CES, Frink said, Las Vegas is a paragon of American ingenuity and should continue to add jobs. "Las Vegas is inspiring because it shows how good we are when we focus our best energies into a given sector of the economy," Frink said. "Las Vegas is a point of pride as other countries attempt to replicate what has been accomplished here. Your city just continues to reinvent itself. This is a town that shows how added value is rewarded: As one project gets better than the last, that adds value and attracts consumers' dollars." As tourism expands and businesses continue to move to Nevada, Frink predicted the state's job base would diversify. "Nevada will have a more balanced economy. I think Nevada has an opportunity to be an absolute marvel of the country in terms of what innovation and lower taxes can do," he said. Analysts see continued job growth nationally as well. "We have a sturdy job market," said Mark Zandi, chief economist at Moody's Economy.com. December's gain of 108,000 jobs was about half of what economists were expecting. SMITH: Prep wrestler going to the mat with state organization about eligibility As a high school wrestler with national potential, Joey Martin never has had much trouble on the mat. He was a three-time state champion in Connecticut before moving to Las Vegas in late November. Since then he's tried to compete for Durango High's team. Advertisement He might have thought his legal match was going his way when his attorney, Jay Young, won a temporary restraining order against the Nevada Interscholastic Activities Association (NIAA) that enabled him to compete. Martin won his match Thursday morning, but then found himself booted from the team. The NIAA regulates high school athletics in Nevada and just last week declared Martin ineligible. But he isn't taking no for an answer after filing a hardship petition. He lives with family members and, according to court documents, receives no assistance from his parents back in Connecticut. With the young man's wrestling future on the line, expect his attorney and the NIAA to go overtime to resolve this issue. Amateur athletes increasingly are choosing to litigate issues with high school governing bodies, not only in Nevada but throughout the country. HELLS ANGELS, ETC.: Those following developments in the regional investigation of the Hells Angels will be interested to know that the notorious motorcycle club won a sizable victory in Arizona recently when an appellate court affirmed the suppression of two search warrants and slammed police officers for overstepping their bounds. The case is the outgrowth of a search of a Hells Angels clubhouse, which officers reportedly believed was "heavily fortified." Nearly three dozen police officers converged on the property at 2 a.m. Michael Coffelt answered the door quickly and met the no-knock surprise party with a gun. He was accused of aggravated assault on a police officer, but now it appears the tables have turned. The appeals court has raised the question of whether the key officer involved was telling the truth when she accused Coffelt of aggressive action. Coffelt didn't fire his weapon but was shot several times. Police also killed a dog on the property. There's also a civil suit against the Glendale Police Department and the officer. The civil case surely has been bolstered by the appellate court decision. Now the pressure is on the police. Although it doesn't apply directly to the ongoing Laughlin shootout case, it illustrates how far the motorcycle organization is willing to go to defend its members. Coffelt attorney Richard Schonfeld called it "good momentum." "And it could have an impact on any evidence they attempted to use from the searches," the attorney says. Consider it to be an undercard match, with the Laughlin case serving as the main event. SOUTH COAST OPENS: The $600 million South Coast opened Thursday night but was already money ahead in the estimation of some gaming analysts. Its 60-acre imprint is large enough for expansion, and with real estate at a premium on the Strip, its worth is bound to skyrocket. It also makes a statement that old friends-turned-business allies Bill Boyd and Michael Gaughan still have plenty of game. BARRY'S BOXING: There are many worthy places to send your hard-earned dollars, but don't overlook one that really packs a punch. It's Barry's Boxing, the amateur fight gym run by Pat and Dawn Barry and their family. This year saw the gym, which caters mostly to inner-city kids looking for a way to stay out of trouble, lose its longtime home and receive temporary relief from the folks at Top Rank. Then again, you don't know what you're talking about. Tuesday's column on mining engineer Flangas' thwarted plan to persuade officials to create a subway system instead of its piecemeal mass transit strategy generated a remarkable and entertaining response from a variety of locals. Some of it's even printable. Flangas spent more than three decades helping to create the tunnels that facilitated atomic testing at Mercury. He served more than two decades on the state Public Works Board, including many years as chairman. For some, the Flangas plan is refreshing and full of promise. Make that broken promise. He's been proposing the subway idea at the county level since 1974 without success. He reminds me a little of "The Man of La Mancha" with an engineering degree. Southern Nevadans have watched with varying degrees of bemusement as officials have struggled to create a comprehensive mass transit plan, only to see the latest shimmering symbol of that effort, the Las Vegas Monorail, serve Strip tourists instead of locals. Their frustration is something they share with Flangas. Weldon Jones' observation is representative. "The monorail would have been OK for the visitors, but what about the residents that depend on reliable transportation for everyday living, including to and from work," says Jones, a 35-year resident. "Tourists are fine, but locals are the work force of this town. It's about time something like a subway is done for them first, not the visitors." You don't have to live here for long to see that the transit system tilts towards the casino crowd. "The monorail may be a great idea for tourists cruising the Strip, but what about the people of Las Vegas?" three-year resident Kerry Luskin asks. "By creating a subway system, commuters could not only avoid traffic but the numerous accidents that plague our streets!" For some, the mass transit question is illustrative of greater local governmental ills. "Of course Mr. Flangas was correct," George Schadewald says. "However, Mr. Flangas missed the selling point to the politicians: jobs. Politicians love nothing else but to create empires and the jobs that go with it." Engineer Jim Scott roars, "So you really know nothing will be done right in Clark County until the self-centered, self-righteous and 'expert' political system of doing things is changed! You have people in power that have no technical expertise, refuse to take technical advice and have no understanding of the evaluation of capital projects." But the Flangas plan also has its share of critics. "Having lived through 10 years of torture while the Washington, D.C., metro construction -- mostly underground and adjacent railroad surface access, I can testify that tunneling is incredibly disruptive," Las Vegan D.J. Curcio observes. "Streets disappear, driving routes vanish, buildings have to be shored up or demolished, water and gas mains get ruptured, whole neighborhoods become impassible, businesses fail, and surface traffic goes nuts. Then stations have to be built and many air shafts have to be located back up to the surface." Along comes Regional Transportation Commission General Manager Jacob Snow to spoil everything with a reality check. Snow, who has met with Flangas, says a subway plan isn't cost-effective. "I agreed with Bill that a subway would be a great way to go for all the reasons you wrote in your article and more, but only if you can afford all the costs and the problems associated with building a subway in today's urban environment ..." Snow writes. "If you want to tunnel underground, it will cost you five to 10 times more than an at-grade system. This is based on actual cost data from recent subway systems that have been built or extended vs. light rail systems." Snow also notes that right-of-way issues are complex and insurance on subways is prohibitive. "These days, no one wants to go underground unless there is no other viable alternative," Snow writes. "Quite simply, Mr. Flangas has a good idea if you make your career out of tilting at windmills, but he does not have sound cost or construction management data to back up his idea in the real world." Photo by THE ASSOCIATED PRESS]]] In a week and a half, the Miss Rodeo America competition comes to Las Vegas with a bevy of Wrangler jeans, spurs, cowboy hats and big hair in tow. The 51st annual, weeklong event -- which continues the tradition of the professional rodeo and promoting the "Western way of life" -- features numerous activities, including competitions on horsemanship, public speaking, rodeo knowledge and Western fashion. I met Kimberly Downs, Miss Rodeo Nevada and a contestant for Miss Rodeo America 2006, at her Las Vegas home last week. She welcomed me into her space, where we chose clothing and accessories for our Nov. 24 cover shoot. As petite and hospitable as you'd expect any accomplished rodeo queen to be, Downs showed me numerous selections from her pageantry wear. There were formal leather dresses in red and pink leather; custom-made cowboy boots in red, white and blue; gem-studded jewelry and brightly colored shirts with Wrangler jeans dyed to match. Not to mention the intricate detailing in hand painted murals, cattle branded leathers and embellished silver belt buckles. Though many of us will never boast a rodeo title and some of us lack even the courage and fortitude to mount (or stay on) a horse, we can agree on one thing: Western is in. Runway shows herald the "Best of the West" with updated cowboy boots made of haircalf, python and tooled leather fabrics; prairie skirts in neutral prints and bright colors; straw hats interpreted from the buckskin cowboy models; and, of course, lots and lots of denim. In next week's image, you'll meet Downs and get a look at the wardrobe she takes with her to the finals. We'll also talk to Monty Lewis, the 2004 Tie-Down World Champion, who still says "yes ma'am" in response to a question, and talks about the evolution of Western wear. So the Smithsonian magazine ad proposing 14 trips was worth reading, only if to fantasize about someday seeing Antarctica or the Galapagos Islands. Then I spied a trip called "Las Vegas Art and Architecture." "Explore the history, art, and fabulous architecture of this unique American city, and enjoy accommodations at the elegant Bellagio. $2,475." We had made the big time. We were up there with a Civil War tour of Kentucky and a tour of the whales in Baja. This was no bus tour for slot players; this was for the world of art and architecture. The Smithsonian ad somehow gave my city a touch of legitimacy. The respected magazine thought it was worth a trip to showcase our art and architecture, which some mock. (A lot more than "some" mock if you count just about every newspaper and magazine writer profiling the city I love, despite its flaws.) Definitely this was column fodder. Maybe I could attach myself to the five-day tour scheduled to start Nov. 15 and see how sophisticated travelers from elsewhere reacted to the art and architecture of Las Vegas that we take for granted. The trip would be led by art historian Fred Sigman, an instructor at the Community College of Southern Nevada and a resident of Las Vegas since 1968. For a practically paltry $2,475, the upscale traveler who reads the Smithsonian would have a private tour of the Steve Wynn art collection at Wynn Las Vegas, walk through The Venetian with an architect who would explain the challenges of re-creating Venice, and enjoy a bus tour of the Strip to talk about architecture and neon art. And they wouldn't even make you ride on a public bus; it would be a private coach tour. As a bonus, a backstage tour of "Jubilee!" was part of the package. It would allow the tourist who "loves to travel and loves to learn" to check out the costumes, sans showgirls, however. And a dinner in the Picasso Restaurant at the Bellagio would give this urbane traveler the chance to wander around the restaurant and look at Picasso's art. Not one word in the information provided on the Smithsonian Journeys Web site included the word "gambling" or our peculiarly more positive word "gaming," which somehow sounds less compulsive and degenerate. This was pitched as purely highbrow, aimed at readers with an interest in learning. A lot of the Smithsonian tours sell out six months in advance, and it's "pretty rare" to have one canceled for lack of interest, I was told by Smithsonian Journeys. This one couldn't get the requisite 12 people to sign up. Among the Smithsonian's readers, art and architecture in Las Vegas didn't draw. "Sorry, this trip has been canceled." With this crowd, even the offer of a tour of a topless club with a free lap dance thrown in probably wouldn't have done the trick. No longer feeling hoity-toity about living in a town viewed as a desirable destination by the Smithsonian, I became bitter. Not toward the Smithsonian, whose marketing department ignored my calls all week before leaving a message saying a representative would be available to talk next Thursday (ah, the leisurely pace of a monthly magazine), but toward its readers, who couldn't see that Las Vegas has something to teach about art and architecture. Among the Bellagio, Venetian, Wynn Las Vegas (unless its gallery closes as rumored), the homegrown Las Vegas Art Museum, which is gaining in credibility every year, and the various other galleries around the city, there is great art worth seeing. And anybody who doesn't want to know more about our architecture, although it might be a wee bit derivative, is missing a great opportunity. Las Vegas is like the school's bad girl who puts out and then wants to be liked for her sterling qualities (or so I hear, having limited experience in the bad-girl arena). She wants respect for her mind, not just her body. And the Smithsonian was fully prepared to bestow that respect on the little tramp. John Ensign, R-Nev., has shifted his stance on splitting up the 9th U.S. Circuit Court of Appeals. Ensign had advocated dividing the 9th Circuit, which spans nine states and two Pacific territories, into three parts. He said it would reduce caseloads and make judicial rulings more compatible with public opinion in the states. Advertisement Sen. Lisa Murkowski, R-Alaska, announced Tuesday that she and Ensign had agreed on a compromise that abandons the three-way split and instead would break the circuit into two parts, similar to a bill she had proposed. Their new bill, introduced last week, would retain California, Hawaii and the Pacific territories of Guam and the Northern Mariana Islands in the 9th Circuit. A new 12th Circuit would consist of Alaska, Washington, Oregon, Idaho, Montana, Nevada and Arizona, with its headquarters in Phoenix. Spokesman Jack Finn confirmed Ensign's involvement but said Ensign was busy and not available Thursday to talk about the issue. The senators formed a new bill in an attempt to build consensus, aides said. Congress and the legal community have debated the contentious issue for more than 20 years. The 9th Circuit is the largest of the 13 federal circuit courts, with 28 active judgeships. An additional 23 judges are on senior status, where they hear reduced caseloads. "This new proposal still takes Nevada out of the jurisdiction of the 9th Circuit, and that was the senator's goal," Finn said. "It also does not preclude a further split down the road if necessary." The new bill also requires that judges in the new 12th Circuit hear cases in Las Vegas, along with Seattle, he said. Ensign has said the 9th Circuit is unwieldy and out-of-touch with "the views and values of the people of Nevada." The issue of splitting up the 9th U.S. Circuit has been debated in several congressional hearings in recent years. The House passed legislation last year reorganizing the circuit into three jurisdictions, but it did not advance further. In 2003, 12,632 appeals were filed in the 9th Circuit, more than double the average of other circuits, Circuit Judge Diarmuid O'Scannlain told the Senate Judiciary Committee in April 2004. The court serves 57 million people, 20 percent of the U.S. population, said O'Scannlain, a proponent of reorganization. But at the same hearing, Chief Judge Mary Schroeder said the large court runs efficiently thanks to extra administrative offices and added technology such as videoconferencing and automated case tracking. Although the 9th Circuit is large, its states share a good many interests dealing with land and economic issues, Schroeder said. Creating a new court would be costly and "wasteful," she said. "Our court is overwhelmingly opposed to any split, with only three of our 24 active judges in favor of a restructuring," Schroeder said in a September statement. The court has four vacancies. With the Senate Judiciary Committee expected to devote its time this fall to the nomination of Supreme Court nominee Harriet Miers, Murkowski spokesman Elliott Bundy said any new push on court reorganization won't come until later this year or next year. Las Vegas law associate professor Tuan Samahon said growth in the Western states may make a three-part split of the 9th Circuit a more sensible approach in the long run. Individual honorees included photographer John Locher, who won photo of the year, and longtime Review-Journal sportswriter Royce Feour, who was inducted into the association's Hall of Fame. The newspaper took home an additional 35 awards in editorial and advertising categories. In giving the newspaper the freedom of the press award, the judges praised the Review-Journal's scrutiny of government officials. "Between columns, editorials and day-to-day reporting work, the R-J has done a stellar job of keeping governing bodies accountable to those who elect them. Excellent work," the judges said. The judges also praised the paper's general excellence, noting its strong visual design and editorial content. "We get the feeling Las Vegas' biggest stories will be covered well here," the judges said. Editor Thomas Mitchell said that although the general excellence award is the top award of the year, he was equally proud of the freedom of the press award. "We take seriously our First Amendment role, and that award is confirming," he said. Feour was recognized for his more than 40 years of sports writing, including 37 with the Review-Journal before he retired last year. During his career, Feour covered everything from high school track meets to the biggest professional boxing bouts. "I am really pleased Royce Feour was recognized for his four decades in sports writing by being inducted into the Hall of Fame. It is a much-deserved award," Mitchell said. Locher's award-winning photo showed a grieving father being comforted by a Marine during a funeral for his son, also a Marine, who was killed in Iraq. "A great photo of a tough situation," the judges said. The award for story of the year went to Alison Bath of the Reno Gazette-Journal for her article, "Registered sex offenders! Do you know who's living next door?" Review-Journal medical reporter Paul Harasim won best feature story for a piece about a Las Vegas woman caring for her sick husband and the challenges facing family caregivers like her. "The lead is so gripping that the reader wants to continue," the judges said. "Vivid description, wonderful writing and detailed reporting make this article stand out above many quality entries." Police reporter Frank Geary's tale of the Ballarat Bandit won best news feature story. Authorities in California and Nevada hunted the mystery man as he roamed isolated areas of both states, committing burglaries along the way. He later was found dead, but his true identity remained a mystery. Best business story went to Rod Smith for his chronicle of MGM Mirage majority owner Kirk Kerkorian's continuing influence in transforming Las Vegas' hotel-casino business. Columnist John L. Smith's "great story-telling" helped him win for best local column, the judges said. In the best critical writing category, food critic Heidi Knapp Rinella took home the cake. "She can dish out compliments and zingers with equal aplomb," the judges said. Editorial page editor John Kerr won for best editorial writing. "I have no doubt where you stand. Wonderfully written; no jarred words; great local topics," the judges said. The Review-Journal won best Page One design, one of several awards for visual excellence. Mal Van Valkenburg and Melissa Nunnery tied for first in the best page designer category, and Mark Antonuccio won for best illustration. Photographer Ronda Churchill won best illustrated photo. The Review-Journal's Wesley Cortes also won for ad of the year. Other first-place advertising winners were: Mike Miller and Julie Meyer for best large space ad; Olivia Kuntz for best black-and-white ad; Sheila Pollet for best spot color ad; and Miller and Jim Decker for best in-house advertising promotion. CASEY REVIEW-JOURNAL Fernando Romero, a home loan consultant and community activist, on Tuesday shared his vision for a Mexican Chamber of Commerce with about 35 Mexican business owners and community activist. "Mexico is within close proximity to us with 170 chambers of commerce throughout that republic," Romero said. "We hope to work with Mexico to bring more business to Nevada. We don't want to be exclusively for Mexican-owned business, but for anyone who wants to join us and network with us." Ethnic Data Services, a company that identifies Hispanic registered voters, homeowners and business owners for political campaigns, tallied at least 2,200 Hispanic-owned businesses in Las Vegas. But some at the meeting at a downtown Mexican restaurant questioned whether Romero's move to start a separate chamber is really about helping Mexican-owned businesses or about a conflict he might have had as a member of the existing Latin Chamber of Commerce. Romero said the Latin Chamber, on whose board he served for more than a decade, hasn't been effective in reaching out to Mexican businesses and doesn't have their specific interest in mind. Romero also defended his idea against the competing concept of Alan Torres, president of Durango Association of Nevada, who wants a chamber that functions as a limited liability corporation, rather than a nonprofit. Romero's idea also has met with criticism from the Latin Chamber of Commerce, a 25-year-old institution that bills its mission as one to "develop, advance and promote Hispanic business and to enhance economic, political, social, educational and cultural interests of Hispanics in Nevada." "I think it's a very wrong thing to do," said Otto Merida, executive director of the Latin Chamber of Commerce in Las Vegas. "Why do we want to divide the Hispanic community by targeting just Mexicans? The connotation is that we're not a united community moving together on issues related to social and economic concerns." But Romero doesn't believe his idea will be divisive. "This isn't to slam any of the other ethnic chambers," he said.
