Greetings from Carson City where it was sputtering snow early this morning. It's days like these where I really miss being home in Las Vegas! We have about one month left of work here in the Capitol city finishing up our legislative work.

The World Health Organization (WHO) website is reporting 291 laboratory confirmed human cases of avian influenza (H5N1) as of April 11, 2007. The countries reporting are: Azerbaijan, Cambodia, China, Djibouti, Egypt, Indonesia, Iraq, Lao People~{!/~}s Democratic Republic, Nigeria, Thailand, Turkey, and Viet Nam.

FDA: The FDA has added two websites that provide useful information about consumer health topics.

FDA Launches New Web Page, E-newsletter to Enhance Online Consumer Health Information ( May 3, 2007)

Keeping up with the latest consumer health information from the U.S. Food and Drug Administration (FDA) just got easier. FDA today announced two new initiatives to enhance online communications. A Web page, "Consumer Health Information for You and Your Family" (www.fda.gov/consumer), provides comprehensive and timely consumer information. A free monthly e-newsletter, "FDA Consumer Health Information" (www.fda.gov/consumer/consumerenews.html), will alert consumers to content contained on the page.

"The Web page and e-newsletter are important new consumer resources that will feature timely stories on pressing FDA topics, provide links to our most requested information, and include interactive content," says Andrew C. von Eschenbach, M.D., Commissioner of Food and Drugs.

The new consumer Web page will present important public health developments clearly and accurately in easy-to-read language. A current article describes FDA's ongoing investigation of the recent recall of more than 100 brands of pet food due to potential contamination. Other current articles discuss the benefits and risks of pain relievers, facts about generic drugs, and what FDA is doing to keep produce safe.

The page also provides links to useful information about the various products that FDA regulates, including food, human and animal drugs, medical devices, and vaccines and other biologics. The page also links to health information available from other U.S. government sources, and provides essential health information in Spanish.

The e-newsletter replaces the agency's print magazine and is expected to reach far more people. Subscribers will receive notice of product approvals, safety warnings, and other health news.

Pandemic Influenza Preparedness for Schools - a multi-media training program

Launches: May 17, 2007

Live Broadcast: 9:00 - 10:30am PT (Tabletop Exercise to follow)

The California Department of Health Services Immunization Branch and Emergency Preparedness Office, the California Department of Education, and the California Distance Learning Health Network are partnering to create a comprehensive multi-media training program to prepare local health department personnel and county and district school administrators for a possible influenza pandemic.

Pandemic Influenza Preparedness for Schools, a broadcast, a tabletop exercise, and an online toolkit, will launch May 17, 2007. The broadcast will also be available by webcast and shortly thereafter on DVD, so that local health departments, county offices of education, school districts, and schools can all leverage the tools and information for their own planning efforts.

Topics that will be covered in the training include school closure, continuity of education, average daily attendance (ADA), issues specific to certain populations such as preschools and students living in dormitories, and how schools can incorporate pandemic flu planning into their existing safe school plans.

Week Ending April 21, 2007

Summary

This week, Nevada~{!/~}s influenza level returned to sporadic activity. The Influenza-Like Illness (ILI) rate in all regions of the state is declining. Overall, the statewide ILI rate was at 1.9%. This week, there were five laboratory confirmed influenza cases in our state, the same number as reported in the previous week.

Nationally, the ILI rate continued its decline, and is currently at 1.2%, which is below the national baseline of 2.1%. In the ~{!0~}Mountain Region~{!1~} of the United States (which includes Nevada), the ILI rate remained at 1.1% which is below the regional baseline of 1.7%. Like Nevada, most of the nation reported sporadic influenza activity.

Data for the graph/table below are provisional and may be updated as additional information becomes available.

Influenza-Like Illness (ILI) Cases

Over 600 statewide

For the week ending April 21, 2007: 200 cases statewide, in one week.

There are typically three scenarios in which people who are ill belong:

1) Individuals that become ill, seek medical care and the medical professional takes specimens in order to lab confirm a case of seasonal influenza;

2) Individuals that become ill, seek medical care and the medical professional does not take specimens in order to lab-confirm a cases of seasonal influenza. These people experience Influenza-Like Illness (ILI), and some may actually have seasonal influenza, but are not lab confirmed cases;

3) Individuals that become ill, purchase over-the-counter medication, stay home until they feel better, never see a medical professional. Some of these individuals may also have seasonal influenza, but are not lab confirmed cases. There is not a mechanism available to estimate how many people are included in this category.

It is important that sick individuals stay home in order to decrease the chance of infecting others.

Ms. Weber was selected to fill this position which was previously held by Nevada State Controller, Kathy Augustine, following Kathy's untimely passing away on July 11, 2006." I attended the presentation and discussion of demographic information on Asian American & Pacific Islanders at the E Flamingo Library on July 10, 2006.*2

Please find attached the complete 84 page report that describes the largest US AAPI communities but focuses on five emerging communities, one of which is our own Las Vegas.

Las Vegas demographics and highlights are featured on pages 46-53. Educational attainment is the most enlightening showing that Chinese, Filipino and Asian Indians hold the highest percentage of post secondary education experiences, including Associate, Bachelors and advanced degrees.

The report states that Nevada has the third highest concentration of Pacific Islanders and sixth highest concentrations of Asian Americans in the United States.

"It gives me great pleasure to welcome you to Las Vegas for the 28th Annual Convention of the Taiwan Benevolent Association of America. I hope that, during your time here, you will be able to experience some of the many attractions that our beautiful city has to offer. .....," wrote U. S. Senator John Ensign to Taiwan Benevolent Association of America.*3

The grand opening of the 28th Annual Convention of Taiwan Benevolent Association of America (TBAA) was held by its Chairperson Wendy Yu-ping Wu*4 at the Paris Hotel on July 30, 2005 in Las Vegas, Nevada. The Concode C Room was full with participants from all around the world. Dr. Fu-Mei Chang, Overseas Chinese Affair Commission of the Republic of China; Ssu-yin Ho, Kuomintang Oversea Director; Mark W. P. Liao, Director General of the Taipei Economic and Cultural Office in San Francisco; Lagislators of ROC S. C. Ting, Y. Y. Wu, S. H. Chou, W. C. Shieh, J. L Lin, among others presented at the Conference. Justice of the Supreme Court of Nevada Michael Douglas and Nevada Asemblywoman Valerie Weber each dilivered a nice and significant welcome speech. Greeting Letters and Cetificates were presented by Mr. Matthew McBride (for U. S. Senator John Ensign), Ms. Judith Ray (for U. S. Congressman James Gibbons), Ms. Gerri Schroder (for U. S. A Welcome Party and Preliminary 28th Board Directors and Advisors Meeting were held on July 29, 2005 at the Paris Hotel in Las Vegas, Nevada. To pay a special tribute to his great contribution to the 28th Convention and TBAA, Dr. Tony Tung-tien Lei was nominated by Chairperson Wendy Wu of TBAA as an Advisor of Taiwan Benevolent Association of America. The nomination was seconded and unanimously voted by all the presented Directors and Advisors. The Declaration of the 28th Conference of TBAA was written by five members. The five members, including Kent Wang, De-yu Lang, Dr. Tony Tung-tien Lei, Dr. Wayne J. Horng, and Leo Huang, were all elected by the Board Directors and Advisors. The theme of the Declaration was how to strengthen the unity and harmony of Chinese in America. During the meeting, Miss Sue Phelps was elected as the Vice Chairperson of TBAA.

"It is a pleasure and privilege to welcome the Taiwan Benevolent Association of America and its international convention to Las Vegas and the Paris Hotel. .....Please let us know if there is anything we can do to help make your visit a more pleasant and productive experience. .....," wrote U. The "Fomosa Night" was held at a grand ballroom in Paris Hotel on July 30, 2005 in Las Vegas, Nevada. Lt. Governor Lorraine Hunt delivered a welcome speech to the crowded attendents in the Hall. She wishes Navada be the great door opened for the international business and trade between the silver state and Asian countries. A Letter of Greeting was granted by her to TBAA.

President Dr. Tony Tung-tien Lei presented the Certificates of Recognition from Nevada Governor Kenny Guinn and U. S. Congressman Jon Porter and Greeting Letters of U. S. Senator John Ensign and U. S. Congressman James Gibbons to the Chairperson of TBAA Wendy Yu-ping Wu.

"The State of Nevada congratulates you on your extensive assistance to the Taiwan Benevolent Association of America, and commends you for your dedicated service to the citizens of our Silver State," Nevada Governor Kenny Guinn granted a Certificate of Recognition to Wendy Wu dated May 23, 2005.*6

United States Congressman Jon C. Porter granted a Certificate of Recognition to
recognize and honor Wendy Wu, "FOR YOUR DEDICATED SERVICE AND PROFOUND COMMITMENT TO THE COMMUNITY AND TO THE TAIWAN BENEVOLENT ASSOCIATION OF AMERICA."*7

Dr. Lei presented also a Certificate of Recognition from U. S. Congressman Jon Porter to the President of Taiwan Benevolent Association of Las Vegas Sue Phelps. Sixteen original hard copeis of the RC 25 Resolution by Nevada Assembly and Senate were presented by Dr. Tony Lei to each president of the 16 Chapters of TBAA through their Chaiperson Wendy Wu.

Proclamations from the Board Commissioners of Clark County of Nevada and the State of Nevada (through Assemblywoman Valerie Weber) were presented to Washington Business and Technology Institute (WBTI) and Dr. Tony Tung-tien Lei by both of the parties on July 30, 2005 in Las Vegas, Nevada.*8

Ms. Wendy Yu-ping Wu completed successfully her term as the Chairperson of TBAA in the evening of July 30, 2005. The Chairmanship was transfered by her to Mr. I-Ta Liang at the "Fomosa Night" in Las Vegas, Nevda. Mr. Liang is now the 28th Chairman of TBAA. The Formosa Night?featured a delegation of 28 people from Taiwan and a chorus from New York City. It was a great performance with dance troupe of Taiwan Culture Delegation.

One of the earliest attendants of the convention this year was the Representative of Taipei Economic and Cultural Representative Office in the United States David Tawei Lee on July 28, 2005.

Mr. Lo-Yu Sun, Board Advisor of Taiwan Benevolent Association of America (TBAA), held and host a farewell lunch party for the 28th Annual Confernce of TBAA at the Harbor Palace Seafood Restaurant on August 1, 2005 in Las Vegas.*9 Jennifer Lin, President of Taiwan Benevolent Association of New Jersey, welcomed everybody and their friends to attend the convention next year held in New jersey. President of Taiwan Benevolent Association of California Amber Sun spoke for the main association to thank Mr. Lo-Yu Sun's generosity for hosting the dinner party.

In this 21th Century new era and society, we need economic growth, but we also need to establish and promote creativity, fairness and Justice, serve and love, educational knowledge, and spirit engineering.
