Senate Reid for Nevada Reid, Ensign Deliver $13.5 Million for Nevada’s Local Communities Senators Harry Reid and John Ensign will help 17 counties in Nevada receive $13.5 million in federal funds under the Payment In Lieu of Taxes (PILT) program. PILT compensates counties that include significant amounts of federal land, which is exempt from property taxes. These funds are important to the budgets of local governments, which provide essential services such as law enforcement, road maintenance and search and rescue $1 Million Grant Aids UNLV Dental School UNLV’s new School of Dental Medicine is expanding its efforts to serve Nevadans, thanks in part to a $1 million federal grant secured by Senator Reid. The federal funding will be used to train students and provide low income and rural Nevadans with dental care. Reid Works for Safe Water in Small Communities Nevadans in small communities would benefit from safer drinking water under Senator Harry Reid’s legislation that won committee approval this week. Reid’s bill would provide funding to municipalities of fewer than 15,000 people to help them comply with new and existing drinking water standards. Working with Nevadans Las Vegas students Ryan Altschuler, Elizabeth Ashley and Emma Gallegos met with Senator Reid while in Washington D.C. as part of the Trial by Peers program. Senator Reid visited with Presidential Scholars Program awardees Chase Correia of Reno and Jeremee Peters of Las Vegas while they were in D.C. Week in Review Senate Approves Major Defense Measures - The Senate this week approved the two major bills that set policy and provide funding for the U.S. military. The Department of Defense Authorization bill, which passed on Wednesday night, included Senator Harry Reid's amendment to help disabled veterans by ending the ban on concurrent receipt of disability benefits and military retirement pay. Reid's measure will allow concurrent receipt immediately for totally disabled vets, instead of phasing it in over 10 years. The Department of Defense 2005 Appropriations bill, which passed Thursday night, included more than $100 million for defense projects in Nevada. These include: ***$8 million for a Henderson-based company to mask High Density Electronics ***$7 million for the Desert Research Institute’s Computer Automated Virtual Environment facility, which is used for military training ***$2 million for Nevada researchers who are working to improve battlefield blood transfusion technology ***$6 million for new research initiatives at the Hawthorne Army Depot ***$7million for the next generation of anti-terrorism communications and surveillance technology being developed in Nevada Reid Carries Torch for Special Olympics- Senator Reid joined other Senate and House leaders in introducing legislation to support the Special Olympics. Their bipartisan bill will fund organization for next five years, providing more opportunities for children and adults with disabilities. INSIDER'S CALENDAR The Senate will be in recess next week. The Senate will convene Tuesday, July 6, at 9:45 a.m. to consider the nomination of Jay Holmes to be US District Judge for the Eastern District of Arkansas. A vote on the nomination will occur at approximately 5:30 p.m. The Senate will recess from 12:30-2:15 p.m. on July 6 for the weekly party conferences. During the remainder of the week the Senate is expected to consider the Class Action Reform bill. S. Secretary of Labor, Ms. Elaine Chao, visited China from June 21 to 24 in 2004. The U. S. Secretary of Labor Elaine Chao said in Beijing on Thursday, June 24, 2004 that her visit to China was fruitful. "Chao signed four agreements during her trip to enhance cooperation in raising the living standard and working conditions for employees. She also announced the US would donate 3.5 million US dollars to China to help combat AIDS through workplace education program," reported the Xinhua News Agency on Thursday, June 24, 2004.*2 "She hoped through exchanging information, the two sides can raise living standards for workers, foster safe working environment for workers, and protect workers' rights in accordance with relevant international labor principles while respecting the national laws of both the United States and China," the Agency continued.*3 "Incentives brings us with encouragement. Encouragement brings us with good work performance. Ms. Elaine Chao, U. S. Secretary of Labor, kicked off a National Hispanic Worker initiative with a $1.9 million grant on March 16, 2004. The grant is geared to recruit and motivate workers for Southern Nevada's gaming and hospitality industry. U. S. Secretary of Labor Elaine Chao and Nevada Governor Kenny Guinn said that the new program and grants are as important to employers as they are to immigrant workers at the time when they spoke at Nevada Partners headquarters in North Las Vegas. "New York - New York President Felix Rappaport, who serves on the board of the Culinary Training Academy that will oversee the grant, said the programs will help employers recruit workers. In addition, he said the new effort will help employers better motivate employees and improve the quality of hotel service, which he called key to the gaming industry."*5 Secretary Chao said that they looked at the need of Hispanic workers to access an array of programs when U. S. President Bush took office. "We looked at clusters where we could be of great service. We started a dialogue with (HERE) President (John) Willhelm. I came here and was very impressed with the programs he had put together. And really a confluence of factors and events (led to the program and grant) we announced today," Ms. Chao said.*6 "Getting people back to work is what this Department does. Giving people hope in their future is our job," said Secretary Elaine L. Chao. Ms. Elaine Chao, the bright executive administrator of Bush's Reign, told the audience of several hundred Culinary workers that she remembers comings to the United States at her age of eight. She could not speak any English at that time. Secretary Chao said mastering the language was key to her success as a Peace Corps volunteer, head of United Way, and government service. "She said the new program is designed to support immigrants with the same skills, help workers advance professionally and assist employers in matching placement needs with prospective workers." *7 Governor Guinn said the new programs will help employers find workers and help the employees quality for new jobs and advancement. He told the audience that the grant recognizes the success of the effective training programs that has been practiced and enjoyed here in Nevada. He learned about a special program at his local community college that partnered with a top Fortune 500 information technology company to train workers with skills in short supply. Today, thanks to that program, he is working for that company," said the Secretary. The goal is to bring this program into the 21st century so workers can be trained for real jobs in the real world."*9 At the age of 19, Elaine Chao was elected as a Scholar of the U. S. White House. U. S. Labor Secretary Chao was Chairperson of Federal Air Transportation and Vice President of Bank of American Main Office. In addition, she has contributed many years of community service and charity endeavor notably, as President of United Way, President of Peace Corps, and Senior Fellow of Heritage Foundation.*10 Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University. At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". The national storyline for Nevada centers on job creation and low unemployment, and how our state continues to outpace most of the nation in these vital economic indicators.*2 According to the latest figures released June 18, Nevada's unemployment rate continued its downward trend in May, falling two-tenths of a percentage point over the month to 4.1 percent. Also in May, the state's four major labor markets recorded their lowest unemployment rates since 2000. This steady decline in rates over the past year confirms the strength of our state¡¦s economy. Overall, the statewide unemployment rate ranks us 12th-best, and is well below the national average of 5.6 percent. Our neighbors in California, in figures released earlier this month, are currently at a 6.2 percent unemployment rate. The business community also continues to expand the job market for citizens. More than 8,200 new jobs were created in May. Remarkably, the employment market has increased by 47,600 positions in the past 12 months and by more than 112,000 since January 2002. Overall, through the first five months of 2004, Nevada's annualized job growth rate is about two percentage points higher than any other state in the country. Further, another aspect of Nevada's employment market is also trending in a positive direction, toward higher-paying rather than lower-paying industries. As the nation's eyes continue to look to Nevada in the coming weeks and months, our economy will place us in a unique position on the national stage: our state will be seen as a leader in the nation's economic recovery. Stephen Tong led a team to have his "Dr. Stephen Tong USA/Canada Gospel Rally" in Las vegas on June 21, 2004. He had his speeches for the public and welcomed by overseas Chinese people on Monday and Tuesday. Rev. Tong will continue his final speech on "Wisdom of Life" today at the convention room of China Town. Before came to Las Vega, he had completed his Gospel Rally in Toronto, Canada and Atlanta, U. S. A. on 6/11-13 and 6/18-20, respectively. He will also have the Gospel Rally in New York, Vancouver, and Los Angeles on 6/25-27, 7/2-4, 9/20-22, respectively. The Rev. Dr. Stephen Tong is an evangelist and a theology lecturer. He is also the founder of the Stephen Tong Evangelistic Ministeies International(STEMI) and the Reformed Institute of Christianity and the 21th Century. At the age of 17, Rev. Tong gave of himself to the Lord to serve Him in evangelism. To date, his ministry has lasted more than four decades, and he continues to travel widely, preaching for the sake of the name of the Lord, His Word and His church. By the power of the Lord, he has been fighting the good fight, battling with the fallen reason and corrupted souls of men, all in the hope to bring them back to Jesus Christ. Despite his age, his perseverance and tenacity are reasons why we often give thanks to God for him.*1 The following is the first song chosen by Rev. Tong for his Gospel Rally. It is entitled "We're Marching to Zion": 1. He is a very famous music director with performances and grand prizes from many countries all around the world. His name in Chinese is Lin Wong Hja (by Chinese pronounciation). "I'd experience to invite him to peformance on our Gospel Rally at U. S. $20. 000.00 for just one night," said Rev. Tong in his speech on June 21, 2004 in Las Vegas. Jahia is now the Music Director of Copley Symphony Hall in San Diego, U. S. A. "It also positions us in one of the key gaming markets anywhere in the world. Macau is big now and promises to be bigger, and we plan to be part of the reason for that growth." MGM Mirage has made no secret of its interest in developing a hotel-casino in the former Portuguese colony off the coast of China. It has been working to break into the market since 2002, when it lost out to Las Vegas developers Sheldon Adelson and Steve Wynn in bidding on a license concession to operate a casino in the Chinese enclave. In February, MGM Mirage confirmed it still had its sights on developing a new casino in Macau, but said reports of an imminent deal between Stanley Ho and the Las Vegas gaming giant were premature. Feldman said at the time that the company had made no secret of its interest in Macau but confirmed it was involved in ongoing conversations with Stanley Ho's daughter, Pansy, concerning a possible casino development in Macau. MGM Mirage Chairman Terry Lanni said in a statement Monday that his company has always said it would like to participate in Macau under the right circumstances. Hal Rothman, chairman of the history department at the University of Nevada, Las Vegas, who has raised questions about the political stability of China, said the partnership with Ho's daughter insulates MGM Mirage compared with other Las Vegas operators that are moving into Macau. Until Adelson opened his $240 million, 1-million-square-foot Sands Macau casino and entertainment complex in May, Stanley Ho had maintained a 40-year casino monopoly in Macau. Wynn is planning to break ground later this month on a $705 million, 600-room hotel-casino. The MGM Mirage development, set to open in 2006, will use the "MGM Grand" name and will be located on a waterfront site next to the planned Wynn Resorts hotel casino and near the Lisboa hotel-casino. It will be built on the so-called Cotai Strip, where Adelson plans a $5 billion to $10 billion project that will turn a strip of reclaimed land into a huge resort complex of several hotels and casinos that will be patterned after the Las Vegas Strip.*4 The design and planning work is already under way for the MGM Mirage Macau project, half of which will be owned by each of the joint venture partners. MGM Mirage declined to discuss details of the development, but Wall Street analysts estimated the hotel-casino will cost between $400 million and $500 million. Deutsche Bank analyst Marc Falcone called the announcement "long anticipated," but said Macau represents a great opportunity for Las Vegas operators. However, University of Nevada, Las Vegas professor and casino industry expert Bill Thompson said it "seems premature for (MGM Mirage) to be trying to flex its muscles overseas." "They have a lot on their plate here. I hate to use the word 'greedy,' but they need to wrap up what they did (last week). This makes it look like they're on a feeding frenzy," he said. The joint venture will operate in Macau as an independent entity under the terms of a subconcession. The agreement is subject to the approval of the government of Macau and other regulatory approvals, as well as the entry into a subconcession agreement with Sociedade de Jogos de Macau, the holder of the concession. Pansy Ho is managing director of Shun Tak Holdings Ltd., a leading Hong Kong-based conglomerate operating four core businesses -- shipping, property, hospitality and investments.*5 MGM Mirage closed Monday at $47.88, up 33 cents, or 0.69 percent, on normal trading volume. -------------------------------------------------------------------------------- References *1. Try and visit the beautiful Cactus Garden in front of the chocolate factory. Begin the day by pick everyone up from the hotel at noon for lunch.
