"Through the recommendations by our faculty members including Nevada Assemblywoman Valerie Weber, Dr. Archibald Chang, and District Court Judge of Nevada Cheryl Moss, Dr. Walter C. Chen has been appointed Assistant Fellow and Deputy Director of Asian Marketing Institution(AMI) by Washington Business and Technology Institute (WBTI) on May 31, 2005," announced Dr. John Wang, Spokesman of WBTI, on Wednesday, June 1, 2005 in Las Vegas, Nevada, U. S. A.*2

"It's really a challenge to me. My endeavor for this position is to implement the practical and effective programs for the mutual cooperation and development in business and education among California, Nevada, and Asian countries for Washington Business and Technology Institute. I'll leave San Francisco for Taiwan and China on June 6, 2005 to begin the missions for about two months," said Dr. Walter Chen on May 31, 2005 in San Francisco at the time when he was informed by WBTI about his appoinment.

Dr. Walter Chen is the founder of Marshall Investment & Development Inc. (MIDI) and P.R.C. Historical Education (Holdings) Co., Ltd. (PRCHE) and has extensive experience in international business environment and financial management. MIDI and PRCHE were created to open it's Asian, European and American clients. The intent is to bring to the Asian clients a selected group of the best performance. MIDI and PRCHE are involved petrochemical construction, education, financing and land developing industries.*3

Dr. Chen has extensive experience in international business development, third world countriesˇ economic stratagem and international construction projects.

Walter is the Chief Economic Advisor to the East China Operation International Department , United Nations Development Programme (UNDP). His other professional endeavors including Economic Councilor of City of Marianna, State of Arkansas; Lincoln University - Associate Director of International Programm; Chairman of Marshall Investment & Development Inc. and P.R.C. Historical Education (Holdings) Co., Ltd.; Economic Consultant to the Republic of the Marshall Islands; Consultant to the Tractebel Gas Engineering GMBH, Belgium based international construction firm; Foreign Economic and Trade Consultant to the Shenyang City Government, China; and Consultant for China region of Pfliderer Infrastrukturtechnik GmbH & Co., KG and BWG Gesellschaft mbH & Co., KG (Germany).

During the period 1996 through 2000, he participated as both a consultant and a member of the project team that constructed the second largest LPG Terminal in Asia (two 50,000 cubic meters refrigerated tanks) known as the Golden Conti LPG Terminal Project in Jinshan, Shanghai, China.

Walter Chen received Ph. D. degree in Information Technologies and Business Administration from University of Latvia.*4

The Second 27th Director and Advisory Boards Meeting of the Taiwan Benevolent Association of America (TBAA) was chaired and led by its President Wendy Yu-Ping Wu. It was a very successful event and was held on April 23, 2005 in Las Vegas, Nevada. With her distinguished leadership and outstanding talents, Wendy Wu is widely known as a teacher, advisor, social service volunteer, business person, and community leader. President Wu has contributed immensely to our people, our community, our businesses, our government, and to this great nation.

During her term of leadership as the Chairperson of the 26th Taiwan Benevolent Association of America Conference/ Convention in 2003 (held at San Jose, California), her superb managerial skills and vast experience were prominent as she orchestrated one of the most successful National Convention in recent years.

In addition, Ms. Wendy Wu is also a well-respected contributor in another non-profit organization, which is knownn as one of the largest Asian American service groups, serving as the 17th president -- the Taiwanese American Chamber of Commerce - North California (TACC-NC).

Ms. Wendy Wu plans to complete her term as President of the Taiwan Benevolent Association of America (TBAA) on July 30, 2005. As a local resident, Charlyne attended Orr Jr. High School and Valley High school. After graduating, she attended UNLV for my freshmen and sophomore years and Cal State Fullerton in California.

Miss Charlyne Chen (陳思庭) is the 亚洲总裁 (Asian President) of Info21 Data Media Group. In 2003 the Nevada Commission on Economic Development appointed Charlyne Chen (陳思庭) as a representative in Taiwan to further the trade and investment relationships between Nevada and Taiwan. In 2004, she was appointed as the representative in Shanghai by the Commission.*3

Charlyne has been instrumental in the process to have United Commercial Bank (a Chinese-owned bank with 45 U.S. branches in California and New York) establish the first branches of a Chinese Bank in Nevada (Las Vegas). A Chinese bank in Texas will also open a branch here with an investment of U. S. $20 millions.

In anticipation of the potential for increased tourism in Penghu, Taiwan, at least one Nevada casino enterprise has already purchase a significant piece of property in Penghu. At the request of Charlyne Chen, NCED has contacted several Nevada cities about establishing a sister-city relationship with Penghu. A Team of delegation organized by the high-ranking officials of Penghu will come to Las Vegas in August, 2005 for further plan in tourism and business cooperation and development.*5

The Second 27th Directors and Advisory Board Meeting of the Taiwan Benevolent Association of America (TBAA) was presided over by its Chairperson Wendy Yu-ping Wu on April 23, 2005 in Las Vegas, Nevada. The meeting was quite productive. Ms. Wu has an excellent educational background, and she is very talented. She is also a reknowned teacher, advisor, and community leader who has contributed significantly to our people, businesses, government, community, and country.

As the Chairperson of the 26th Taiwan Benevolent Association of America Conference and Convention in 2003, Ms. Wu's outstanding leadership brought success to the annual meeting and gathering nationally in California for TBAA.

Ms. Wu is also a distinguished leader as the President of the Taiwanese American Chamber of Commerce - Northern California. Ms. Wu is going to complete her term as the Chairperson of the Taiwan Benevolent Association of America on July 30, 2005.

Whereas, Washington Business and Technology Institute (WBTI) and its Advisory Board and Faculty Members established the Pan Pacific and Asian American Forum (PPAAF) in September 28, 2001 to pay a special tribute to U. S. Secretary of Labor Elaine Chao. It has operated the Literature and Academic Forum (LAF) since 1999. Thank you for taking time to answer my email. I don't have a problem with the name being changed, although, I much preferred to use ASIAN-AMERICAN, instead of just plain ASIAN ( as we are really now, Asian-Americans), ( Asian-American Republicans of Clark County sounds better, in my opinion, than Asian Republicans of Clark County).

Yes, I was in that meeting and I did the motion to adopt the new name, and I also stepped out about five times because of my bad allergy and coughing at the time. Therefore, I must have missed bits and pieces of the entire meeting. I don't have any problem about the name.

HERE'S MY ANSWER IN GREEN TEXT:

Dolly I am completely puzzled by your email. ( Paul, you are smarter than that).You sat next to me in the meeting regarding the naming of the Clark County organization. ( Yes, I did) You heard Jasmine and I and others at the meeting discuss how the ARCC would still affiliate with the AARCN. You heard all the reasons behind naming the organization and then made the motion to adopt the name ARCC. ( I was glad I did) After that meeting, you immediately called Elena and it was that phone call that started the entire controversy. ( Calling Elena is a normal thing I do since she recruited me to join the group in May 2004. Calling Elena "started the entire controversy? Paul, you got to be kidding. If you really think this is the case, you are really taking sides. I emailed Jasmine Brooks and asked her why my name was taken off the list, why was I not notified of meetings and why was I not informed that they removed me from being the secretary , a position I really never wanted to do, nor any position in that respect why I gave up being the Interim President. I never received a response from J Brooks nor anyone from ARCC. I have always promoted cohesiveness; ( It doesn't look like it) others are inciting dissension by calling urgent meetings to raise unspecified charges from unidentified persons. (Name these people and how many times did this happen) The continual calls for special meetings to confront the ARCC President before the ARCC Treasurer submits a financial report are what are divisive. ( Reports I heard from several people ... the first meeting held after the Induction, in which I did not know about as I have been deleted on the ARCC list, was that J Brooks advised Jasmine Guo to meet with her at Wells Fargo Bank. Saturday came,Jasmine Guo and Tess Smith waited at the bank for J Brooks who did not show up. Report was also made that Brooks gave the money back to Hui Ling. (sorry, I accidentally deleted some words following). ute鈥 is about and what needs to be arbitrated. This is how I see it. The ARCC Treasurer needs to provide the ARCC President with a report on the induction ball. Once that report is provided and discussed by the E-Board, the ARCC President will call a general meeting to explain the financial situation. ( No, report should be made to the Body not to the President, the President does not explain the financial situation, after the Treasurer made her report, discussion or question and answer follow. The President continues to oversee the discussion )I have already offered to attend a properly called meeting to discuss the naming situation. The ARCC President has already said that anyone who wanted their money to go to the AARCN would be able to make that selection, once a report is complete. So Dolly, please tell me, what is the problem and who has a problem? (Paul, you don't know the problem because you only hear the other side and you only want to attend the meeting of the other side, I for one has a problem, ask Julie Hereford why she referred to me as "the fired member for non-performance", where in the world any person who from the bottom of her heart donated her time, money, energy and her facilities to accomodate meetings of the Republican Party she loves dearly be FIRED from WHAT ? AND FIRED BY WHOM ? BY HER? BY JASMINE BROOKS. PAUL, FOR YOUR INFORMATION THE VERY FIRST MEETING OF THIS GROUP WAS HELD IN ONE OF MY BANQUET FACILITIES. Originally from California, Valerie moved to Nevada in 1990 after transferring with her former company, United Blood Services (UBS). She served there as the Technical Director for 10 years. Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships.

She is a 1998 graduate of the Chamber of Commerce抯 Leadership Las Vegas program, participated in the Leadership Las Vegas Youth Program, served as a Board member of Habitat for Humanity, working with families that qualified in building their own homes and just completed a four-year term as a member of the Board of Displaced Homemakers, appointed by Governor Guinn in 2000, examining programs and training that reenter women back into the workplace.

Valerie is the owner of Collaborating Solutions, an organizational development (OD) company in Las Vegas, Nevada, creating solid solutions for business improvement. Her greatest strengths are tackling complex problems, determining 搑oot causes and 揵lind spots by offering solutions to improve people and the bottom line. She is accredited in Dr Daniel Goleman抯 360-competency assessment instrument in Emotional Intelligence (ECI).

One of Valerie抯 proudest accomplishments was earning her Master抯 degree in Organizational Management in 2001. Valerie believes strongly that people in any organization long for positive, constructive feedback and coaching on individual performance and continued development for organizational success.

She currently serves in the Assembly of the Nevada State Legislature representing her constituents in southwest Las Vegas. Valerie has lived in Las Vegas for 15 years and considers it the greatest place on earth to live, work and play.

Taiwan and its people hold a special place in my heart.

I was invited like so many (at least 20 over the years) from both of our houses in the Legislature and from the Executive branch to visit Taiwan. In October 2003, I was part of an eight member delegation lead by our colleague from District 41.

Before our plane left for those long hours in the air, we were met at the San Francisco Airport by our hosts from the Taipei Economic and Cultural Office in SF who made our arrangements.
Our seven day journey included meeting with high ranking officials in the Executive Yuan including the Ministers of Foreign Affairs and Mainland Affairs. We met with the Vice-President, (Mrs) Miss Annette Lu (who is Harvard educated). We heard an address by President Chen at the annual Double 10 celebration along with viewing its fabulous pageantry; we even visited the Legislative Yuan and watched a debate on the floor.

On the cultural side, we toured Taipei, Taiwan抯 capital city on this miracle green island of 23M citizens; we were treated to a plane trip to Haulien, known for its gorgeous marble and visited the breathtaking Taroko Gorge, one of their many national parks.

Our hosts in Taipei, including Charlyne Chen from the NV Economic Development office located in the Taipai World Trade Center arranged for us to meet with businessmen and women to discuss various issues business issues, to tour a state-of-the-art software park, and to explore the Taipai World Trade Center; it was non stop, action packed and we ate until we couldn抰 breathe! The entire trip was first class.

In summary, I am grateful for these new friends I made while visiting Taiwan, Republic of China and their love of democracy, prosperity and peace. Some day I hope to return to see continuation of their economic development and see other beautiful parts of the island including a tour of the gorgeous Penghu Islands on the west side of Taiwan.
I urge my colleagues support of this resolution.

Mr Speaker, may I present to our house at this time to receive these resolutions our very special guests, the new incoming Director General, Mr Mark Liao and Consular Officer, Ms Jenny Kuo. I KNOW WE ARE ALL GRATEFUL FOR THE ENDURING BOND HE HAS FACILITATED BETWEEN THE STATE OF NEVADA AND THE REPUBLIC OF CHINA ON TAIWAN. WE WISH MR. LEE WELL AS HE BEGINS HIS NEW DUTIES AS REPRESENTATIVE OF THE TAIPEI MISSION TO LATVIA.

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were former U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, among others. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI).

Harry Reid was born in the mining town of Serchlight, Nevada where he was raised in a small cabin without indoor plumbing. He attended a two-room elementary school. His father was a hard rock miner with an 6th grade education. His mother helped the family make ends meet by taking in laundry.

Serchlight had no high school, so he had to attend Basic High School in Henderson where he met Landra Gould, who became his high-school sweetheart. In 1959 they were married. In 1961, their first child and only daughter Lana was born. Son Rory was born in 1962, and three more brothers followed -
Leif, Josh, and Key. Basic High was also where Reid met a teacher named Mike O'Callaghan who would play many roled in his life: teacher, boxing coach, political mentor, trusted advisor and best friend.

After completing law school, Harry returned to Henderson to serve as City Attorney. In 1968, he was elected to the Nevada Assembly, 1970 Harry was elected Lieutenant Governor. In 1977, he was appointed Chairman of the Nevada Gaming Commission. In 1983, he won the first of two terms in the United States House of Representatives.

He was elected to the Senate in 1986. In 1998, Harry was elected to his third term as US Senator and his colleagues selected him as Assistant Democratic Leader - the second highest post among Democrats in the Senate.

After he won a fourth term in 2004 by a wide margin, he was unanimously elected Senate Democratic Leader. This position, combined with his reputation for integrity and fairness, has given the small state of Nevada a uniquely influential voice in Washington. Harry Reid isn't afraid to speak his mind - but he isn't afraid to listen, either. Like the desert country that formed him, he doesn't cry out for attention. He's soft spoken-but when hw talks, people listen. He has earned the trust of both Democrats and Republicans, and his reputation for integrity and fairness has given the small state of Nevada a powerful voice in Congress.

Andrew Lai, a managing partner in Dragon City, said he's met with state and local tourism officials to discuss boosting the number of tourists coming to Las Vegas from Asia.

"We could have 3 (million) to 5 million Chinese tourists coming to Las Vegas in three to five years," Lai said. "More than 50 million Chinese have enough money to come here. China has 1.4 billion people. If just 1 percent of them eventually come here, it would be 14 million visitors."

Hunt-Krygiell said Dragon City would create a significant demand for "services that cater to tourists," so a commercial-tourism designation would "make sense."

"We're going to have more tourism along the (Spring Mountain) corridor because we'll actually have places for them to stay," Hunt-Krygiell said. "It could increase a wider variety of tourism uses."

The Clark County Comprehensive Planning Department is in the midst of a series of open houses and town-hall meetings to gather public comments on land use in the Winchester and Paradise townships.

The unincorporated areas are bordered by Sahara Avenue and Silverado Ranch Boulevard to the north and south, and Decatur and Nellis boulevards to the west and east. Las Vegas' Chinatown, which runs along Spring Mountain Road between Valley View and Decatur boulevards, is at the area's core.

Quickly, you got involved but was not a smooth beginning. During an AARCN general meeting, (January 16, 2005), we discussed whether to have an election or not, and also discussed about the bylaws which I said repeatedly need a lot of work. We reached a compromise anyway, held an election and decided to fix bylaws later. Officers were elected and I was delighted that you were elected as President, so was Dolly who nominated you.

What transpired from that moment to present - I have not a clue except the clues I get from the emails I received that things are not good. I GATHERED FROM THESE EMAIL MESSAGES THAT SOMETHING IS SERIOUSLY WRONG. THE NAME CALLING AND MISREPRESENTATIONS WERE VERY HURTFUL. I wish you would tell me personally what I have done wrong or what went wrong? I am only a phone call away and I am always visiting Las Vegas.

I never claimed to be an expert in putting together an organization, nor perfect in responding to the needs of the organization. But, I am comforted to know from history, that the Mayflower voyage did not bring an organized group when they come to America. They did not have bylaws and/or supreme court to hold themselves accountable to. They worked hard to put together a country that we now call our own and enjoying the fruits of their sacrifices. We as a new group should do the same thing. We should help each other, hold each others hands, and together we bring a united effort to reach a common goal.

I think I am a fair and forgiving person. I am willing to let go and let bygones be bygones and start all over again, this time we will hopefully be smarter.

I have been a member since this group started meeting way back in January'05. I have never seen your face at the ARCC meetings except one time when you came per invitation by the president to clarify why AARCN-CC was changed to ARCC. I am glad you do agree with me that the AARCN constitution and by-laws is not appropriate for the ARCC. This is the reason I resigned as executive director because I was elected as such under this AARCN Constitution and by-laws. I have asked the president to convene a constitution committee to draft a constitution for ARCC but it fell on deaf ears. As a grassroots organizer you should help bring the members together. Correction please, the agenda item, resolution and request for this meeting was submitted to the president more than two weeks ago, NOT 24 HOURS NOTICE! This email, along with another email regarding ARCC members being volunteers are two of the most ridiculous emails I have read in a long time.

The ARCC is not the AARCN. No one can actually say what the AARCN is does the C stand for Club or Coalition? Let抯 assume for a moment that the AARCN, an unincorporated entity, is a valid organization.

If it is a Coalition, why is the checking account in the name of a Club?

If it is a Club, what is the relationship between the Club and the Coalition with which the ARCC seeks an affiliation and which is described in the By-Laws?

Why has it existed for three years without incorporation, when the ARCC was able to incorporate in one day, once a name was selected?

There are state and federal laws governing political organizations; the ARCC is attempting to follow those laws, the AARCN is ignoring those laws.

Why are unnamed 揷oncerned members so insistent on an immediate financial report on the ARCC, but willing to not ask the same questions of the AARCN?

How much money has the unincorporated AARCN raised and spent over the past three years and have all of its activities complied with applicable laws?

Will the AARCN conduct a public meeting of its finances with any interested members?

I did one time say that an organization should not be consumed with the By-Laws. By-Laws provide a structure for accomplishing an organizational goal. When an organization engages in endless discussion of the finer points of the By-Laws, it is wasting time that could otherwise be spent on achieving the organizational goal. That is the case here, where people are calling silly 搖rgent meetings and wasting time on something that should be handled first by the Executive Board rather than focusing on how the ARCC can reach out to Asians in Clark County to spread Republican Values. Since you raised the issue of By-Laws, let me explain why the AARCN By-Laws are not appropriate for the ARCC.

The AARCN By-Laws call for a principle office in Washoe County (Article 1, Section B). The ARCC is based in Clark County.

The AARCN By-Laws define a coalition as a state level organization. (Article IV, Section B.) The ARCC is a county based organization

The AARCN By-Laws define eligibility as any resident of the State of Nevada (Article V, Section A). The ARCC is a county based organization.

The AARCN By-Laws include provisions to establish County Chapters (Article VII). The ARCC is a potential county chapter, once the AARCN is properly formed and demonstrates compliance with applicable laws and regulations over the past three years.

The ARCC needs to adopt its own set of tailored By-Laws, such as those used by the Clark County Republican Party. If interested, you can find the CCRP By-Laws at http://www.clarkgop.org/bylaws.htm.

Even if the AARCN By-Laws are considered as a framework for the ARCC, the nature of the meeting being called is improper.

The Executive Board is responsible for managing the affairs of the organization. (Article VI, Section B 1.) Special meetings of the Executive Board can only be called by the President, or by 4 members of the Executive Board. (Article VI, Section B 5). The President called a meeting of the E-Board to discuss finances, but the Treasurer did not attend. Instead, the Treasurer apparently attended some other meeting and provided information to others that she did not transmit to the President. In order for the E-Board to function, the elected officers must exchange information in order to be prepared for the ultimate presentation to the general membership. Your statement that the Treasurers report must be presented to the President in the presence of the general membership is simply false. That is NOT a requirement of any By-Laws and has never been a requirement of any organization I have ever belonged to or advised. Not only is it false, it is ridiculous and contrary to the parliamentary procedure you claim to cherish.

The meeting today is alleged to be the result of an earlier meeting in which a resolution was passed. You have never shown that the earlier meeting was properly noticed, never shown who made the motion, what the motion was, and what was the agenda for today抯 meeting. Since the time of the resolution and today, you have resigned your position as the ARCC Executive Director.

How can someone properly prepare for and conduct, or decide whether or not to even attend, a meeting with no stated purpose other than to discuss concerns about finances?

Why would anyone waste the precious time of volunteer members to ask them to spend time attending a discussion of finances when one knows that the Treasurer has not yet provided a report to the President?

Regarding the earlier meeting and today抯 meeting, what notice has been provided? Was anything mailed to individuals who do not have email addresses? Did anyone call any members who do not have email addresses? In what capacity are you sending emails: normally that is a function of an organization secretary (See Article VI, Section A 1 (c). I do not recall ever receiving an email from the ARCC Secretary regarding any of these meetings. Perhaps that is because these are not properly called meetings, are invalid and any action is improper.

You have proposed meetings in the past where unnamed individuals were intending to present unspecified charges and asked individuals to attend without notice of either the names of the accusers or the charges. When you proposed those meetings, you specifically refused to identify the charges or the individuals making the charges. In this instance, you are asking the President to attend a meeting so that the Treasurer can deliver a report in public that the Treasurer has refused to produce directly to the President. Why is that? What is your real agenda here? I can only speculate, but in nearly all such speculation, the purpose is something other than helping to build an organization or follow any rules, be those rules by-laws, Roberts Rules or rules of common courtesy and decency.

In another meeting you note that ARCC members are volunteers. Everyone involved in the Clark County Grassroots organization is a volunteer, including me. I find volunteer time to be a very precious commodity and do not desire to see it wasted in attending silly, improper meetings with no purpose other than to generate divisiveness in a new organization. I have spent more time dealing with nonsense raised by individuals relating to the ARCC than with any other element of the grassroots organization. I have heard more people spreading more misinformation regarding this matter than with any other organization with which I have dealt in my entire professional career. Someone, who does not even have the courage to come out of the shadows, is trying to disrupt the organization of the ARCC and prevent it from becoming an effective political organization. I know this is the case, because someone caused the ARCC President to be uninvited to a local event for no reason than petty personal bickering. I repeat what I said in my earlier email; such conduct is despicable. I add; such conduct is also cowardly.

In addition to my involvement in the grassroots organization and my business concerns, I have a life. Too much time has been wasted in meetings to advance someone抯 secret agenda rather than on activities to support and promote Republican values. I have no interest in continuing to exchange emails with you about your meeting and the reasons you think people should attend, so this will be my last email on the subject.

You are no longer on the Executive Board; you resigned. Let the ARCC Executive Board obtain the information on the finances, prepare a report for the general membership and deliver that at a regularly scheduled meeting. THAT is the way organizations run. There is nothing urgent requiring a meeting and there is no need to waste ARCC member抯 time in attending a meeting today. I do not know what your real agenda is, but despite what you say, I do not believe you are acting in the best interests of the ARCC.

Hello, Folks. Being a member of the ARCC is volunteer work! I am sure many of us are thinking we can spend our time and effort in a positive way to support the Republican Party and not entertain divisive innuendos. People who do not give due credence to parliamentary procedures and to the constitution and by-laws are contributing to the problem and divisiveness among members. An invited speaker told members at a previous meeting "not to be consumed by the by-laws". Folks, to refer to the by-laws when things are not clear is not being consumed by the by-laws. Otherwise, any organization that doesn't adhere to the by-laws becomes dysfunctional. Do you agree?

Hello, everyone. This is to remind you of our special urgent meeting to be held tomorrow, Saturday, May 21, 2005 at the Nevada Republican Party headquarters on 8625 W. Sahara, southwest corner of W. Sahara and Durango, by the Seven Eleven and Charlie Restaurant, at 4:00 p.m. The purpose of this meeting is to have the financial affairs of ARCC clarified by the president. This meeting was based on the resolution passed by concerned members of the ARCC (formerly the AARCN) and based on the moral and civic obligation of members present. This resolution on May 6, 2005 and request for a meeting were forwarded to the president. Furthermore, the meeting tomorrow is based on the constitution and by-laws, (AARCN By-laws, adopted by the ARCC) specifically Article VI, Sections A and B, Article VIII - Sections C, F, and G, Article XIII Sections A. and B. I would like to point out that the Treasurer's Report is not just to the president; it has to be presented to the executive board in the presence of the general membership. The treasurer gave her report at the meeting held after the induction ball. All the executive board members and some members except the vice president heard the report. The treasurer asked several times what to do with checks addressed to AARCN. The president emphatically told the treasurer that both of them must go to the bank the following day to deposit the monies and checks. What happened next is what we need to know not by hearsay but directly from the treasurer and the president. The person who paid for the induction place, the DJ, etc. has not been reimbursed. I believe, and I strongly feel that many of you share the belief, that the leadership of any organization, be it a coalition, a charter or precinct organization, has the moral responsibility to bring members together, to inspire and motivate them, not to pull members apart or encourage pettiness or threaten members of legal innuendos. 1) There is no agenda. You have not presented to me any agenda pertaining to this 搖rgent meeting nor have you submitted the requested items, which are:
a) have the referenced members submit their concerns in writing.
b) Provide me with names of the concerned members.

Contrary to your email stating that 搕he names of the people bringing the issue is immaterial, I strongly disagree. To be credible, one must have the ability to stand behind his/her words and substantiate the allegations with facts and documentations. Further, I am unable to oblige without proper paperwork.

Again, I will not entertain hearsay nor third party report. More importantly, I will not call an 搖rgent meeting for a secret agenda.

I have an OPEN BOOK policy (please refer to the meeting minutes). The members who do not want to disclose their identity while they make false allegations are deemed NOT credible and with questionable intent.

Everyone must be held accountable for their actions!

The issues that will be addressed at ARCC meetings, will only be pertaining to credible issues presented by credible members, supported by credible documentations!

2) I have not receive the Treasurer抯 report
I have requested the Treasurer Jasmine Guo to provide me copies of the checks deposited, copies of the cash deposit slip, financial report, income statement and cash flow statement (copy attached).

Until I receive the full and complete financial report from our Treasurer Jasmine
Guo, to call a meeting at this time to discuss the finances would be premature.

3) As for you, you wanted to know 搃f the money is already deposited and if the people that need to be reimbursed have been reimbursed, and what steps were taken to deposit checks payable to AARCN厰

I strongly feel that it would behoove us to have the full financial report from the ARCC Treasurer Jasmine Guo, to answer all these questions, prior to calling a meeting.

4) The members who have issued the checks to Asian American Republican of Nevada (AARCN), shall have an option to donate their money to either:
- the Asian American Republican of Nevada (AARCN) or to
- the Asian Republicans of Clark County (ARCC)

The ARCC membership committee will be reviewing the membership checks (attached is a copy of the request for the membership folder).

The members will have the option to donate their money to AARCN or ARCC.
a) If they choose to donate their money to AARCN: we will issue reimbursement checks - if their checks were deposited into ARCC bank account. If the checks were not deposited, then the checks will be returned to the appropriate members.

b) Their desires regarding which organization that they want to donate their money to, must be submitted in writing for proper accounting and record keeping.

The ARCC finances is primary on my agenda. I will have a meeting in the near future to address this matter. I am anxiously awaiting the full financial report from our Treasurer Jasmine Guo. The meeting shall be called immediately after the receipt to the full financial report. Other unrelated matters will only be addressed on a priority basis.

As the President for ARCC, I will do what ever it takes to preserve the credibility of ARCC and its officers. Please be advised that if there are disparaging remarks without foundations to compromise the integrity and reputation of ARCC and its officers, the responsible party will be held accountable and all legal actions will be taken to the maximum extent of the law to preserve the good name of ARCC and its officers.

The longer you hold on the checks, the longer it will take the checks to clear. And as stated at the meetings, you must deposit the checks to allow time for them to clear to pay for Wellington, DJ, or Tess (since I believe that she had paid for Wellington and the DJ).

Again, please be advised that you must deposit ALL the funds (all checks and all cash received at the Induction Ball) immediately into the ARCC checking account set up at Wells Fargo Bank.

Please provide me with the report for the funds received from the Induction Ball on 4-24-05 including the following:

Valerie E Weber -Biography

Originally from California, Valerie moved to Nevada in 1990 after transferring with her former company, United Blood Services (UBS). She served there as the Technical Director for 10 years. Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships.

She is a 1998 graduate of the Chamber of Commerce抯 Leadership Las Vegas program, participated in the Leadership Las Vegas Youth Program, served as a Board member of Habitat for Humanity, working with families that qualified in building their own homes and just completed a four-year term as a member of the Board of Displaced Homemakers, appointed by Governor Guinn in 2000, examining programs and training that reenter women back into the workplace.

Valerie is the owner of Collaborating Solutions, an organizational development (OD) company in Las Vegas, Nevada, creating solid solutions for business improvement. Her greatest strengths are tackling complex problems, determining 搑oot causes and 揵lind spots by offering solutions to improve people and the bottom line. She is accredited in Dr Daniel Goleman抯 360-competency assessment instrument in Emotional Intelligence (ECI).

One of Valerie抯 proudest accomplishments was earning her Master抯 degree in Organizational Management in 2001. Valerie believes strongly that people in any organization long for positive, constructive feedback and coaching on individual performance and continued development for organizational success.

She currently serves in the Assembly of the Nevada State Legislature representing her constituents in southwest Las Vegas. Valerie has lived in Las Vegas for 15 years and considers it the greatest place on earth to live, work and play.

Taiwan and its people hold a special place in my heart.

I was invited like so many (at least 20 over the years) from both of our houses in the Legislature and from the Executive branch to visit Taiwan. In October 2003, I was part of an eight member delegation lead by our colleague from District 41.

Before our plane left for those long hours in the air, we were met at the San Francisco Airport by our hosts from the Taipei Economic and Cultural Office in SF who made our arrangements.
Our seven day journey included meeting with high ranking officials in the Executive Yuan including the Ministers of Foreign Affairs and Mainland Affairs. We met with the Vice-President, Mrs Annette Lu (who is Harvard educated). We heard an address by President Chen at the annual Double 10 celebration along with viewing its fabulous pageantry; we even visited the Legislative Yuan and watched a debate on the floor.

On the cultural side, we toured Taipei, Taiwan抯 capital city on this miracle green island of 23M citizens; we were treated to a plane trip to Haulien, known for its gorgeous marble and visited the breathtaking Taroko Gorge, one of their many national parks.

Our hosts in Taipei, including Charlyne Chen from the NV Economic Development office located in the Taipai World Trade Center arranged for us to meet with businessmen and women to discuss various issues business issues, to tour a state-of-the-art software park, and to explore the Taipai World Trade Center; it was non stop, action packed and we ate until we couldn抰 breathe! The entire trip was first class.

In summary, I am grateful for these new friends I made while visiting Taiwan, Republic of China and their love of democracy, prosperity and peace. Some day I hope to return to see continuation of their economic development and see other beautiful parts of the island including a tour of the gorgeous Penghu Islands on the west side of Taiwan.
I urge my colleagues support of this resolution.

Mr Speaker, may I present to our house at this time to receive these resolutions our very special guests, the new incoming Director General, Mr Mark Liao and Consular Officer, Ms Jenny Kuo. Please accept these resolutions in appreciation of our thanks and for a long continuing friendship. Please feel welcomed in our house.

BRIEF REMARKS REGARDING DIRECTORS GENERAL
FOR TAIWAN IN SAN FRANCISCO
APRIL 28, 2005

AS THE RESOLUTION INDICATED, DIRECTOR GENERAL MATTHEW LEE HAS EFFECTIVELY OVERSEEN THE OPERATIONS OF THE TAIPEI ECONOMIC AND CULTURAL OFFICE IN SAN FRANCISCO. I KNOW WE ARE ALL GRATEFUL FOR THE ENDURING BOND HE HAS FACILITATED BETWEEN THE STATE OF NEVADA AND THE REPUBLIC OF CHINA ON TAIWAN. WE WISH MR. LEE WELL AS HE BEGINS HIS NEW DUTIES AS REPRESENTATIVE OF THE TAIPEI MISSION TO LATVIA.

I ALSO WANT TO WELCOME MARK LIAO WHO WILL TAKE OVER AS DIRECTOR GENERAL AT THE SAN FRANCISCO OFFICE IN JUNE. MR. LIAO HAS A VERY DISTINGUISHED RESUME, AND I AM SURE HE WILL CONTINUE TO FOSTER THE EXCELLENT RELATIONS THAT HAVE BEEN BUILT BETWEEN NEVADA AND THE REPUBLIC OF CHINA ON TAIWAN. I LOOK FORWARD TO WORKING WITH MR. LIAO AS WE CONTINUE TO STRENGTHEN THE RELATIONSHIP BETWEEN THE REPUBLIC OF CHINA ON TAIWAN AND THE STATE OF NEVADA.

     我论华人律师和白人律师

  《世界日报》在美国的华人中发行量很大,我很尊重,但历来该报上的一些文字,颇让我反感。看它的移民律师广告,大多标榜美国白人律师主理, 这明显就是华人自己瞧不起自己,跟最近广东深圳出现的坚决打击河南藉盗窃犯罪团伙 如出一辙,法律上是歧视,情理上是自卑,处理方法是棗立即摘除,否则起诉。
  有些河南人参与盗窃,当然应予打击,但浙江人、北京人偷东西就可温柔相待吗?去年,一个上海人在北方大街上抢劫孕妇并将其残忍杀害,这个上海人就可以被宽大处理吗?我自己作为一个河南人,谈不上骄傲,也谈不上气短,我只力求一个平常心,因为我相信,人虽然出生在不同的地域里,但实质上都是澡堂子里脱光衣服的动物,何不持一个身处澡堂子里的平常心,真实不辱呢?
  我也反感大陆新闻界不把美国兵称作美国兵,而叫美国大兵,这是误翻,不少美国兵个头小得很!我浏览过华人的性趣十足之类的网站,偶尔会看到东方人阴茎短之类的议论,我就禁不住刷上一贴:中国男人的阴茎并不一定短,而且肯定很硬!
  其实细想想,中国人的仰视或歧视思想很重,在国内是上海人瞧不起外地人,城里人瞧不起乡下人,到美国是他乡人看不起上海人,中国人看不起自己的同胞。
回到移民法的话题,《世界日报》给华人读者的印象是,美国白人律师比华人律师好。我于是就不明白,堂堂一个华文大报,如何做出来这样的结论?也许其主编从国外移民美国时聘到一个了不起的白人律师,或者,他(她)雇了一个非常糟糕的华人律师,或者被一个非律师的华人骗了一把,于是在美利坚的土地上,用中华的文字,来树立白人律师的牌坊,诋毁其同胞的职业水准。
  可恨我现在身处美国,无法回郑州代表河南人加入状告广东省深圳市公安局的行列,而我每天看到《世界日报》上的广告,我就愤然准备起诉了。
虽然我不能完全肯定,但大致来讲,在移民法的执业上,从国外来的、在美国注册的律师肯定比一些美国白人律师办的好,因为生在养在这个与亚非拉世界隔绝的肥土上,到世界各地基本上畅通无阻,很多白人律师连护照、签证和入境卡都分不清楚,那敢和含辛茹苦度爬雪山过草地杀到美丽坚的新生代华人律师比?我们没有老本,没有依靠,没有退路,只有把法律吃透搞细,才会赢得客户的信任。我们是拿出当年在北京新东方攻托(托福)克揋(GRE)的精神来深钻博研移民法的,谁敢和我们比?
我的建议是,选择一位律师如同到市场上买一匹马,切不可光看肤色,更要注重能力与品性,否则就找不到一位守人之托,忠人之事,仁信诚义的律师。
  最近一个白人律师和我冲突了一次,我是绝对不客气的。
  我的业务很忙,客户见我一般要提前三天预约。但我学会忙中偷闲,时而听听音乐,时而和同事玩玩飞标,乐在其中。那天我正在欣赏刚刚从国内带回来的流行新歌《老鼠爱大米》,一位新客户有急事找我。
  案情很简单,让我在第二天早上8点20分到移民局为她办事。她说,事先花了很多钱请一位白人律师,那个白人只是填了一个表,但不愿陪她去移民局。我们这位同胞英语不太好,法律更是不懂,只好另找其他律师。
  我给她解释了法律问题,认定是移民局搞错了,而且移民局肯定会免费纠错,第二天早上我又有时间,就签了合同,收了律师费,约好一同前往。我想这是个再简单不过的案子。
  可第二天早上发生的事真不简单。那个案子明显是移民局的错误,我们很快就乐呵呵地办好了。但当我准备和客户离开办事窗口时,那位白人律师绷着脸上来了,恶狠狠地对我说:你越线了!她是我的客户,你不能代表她!他几乎在咆哮,引起警卫都让他小声点。
  我很诧异,大厅里很多人,而且大部分拉斯韦加斯的移民局官员都认识我,这太扫我的面子了。我低声但坚定地说:她到我的办公室雇用了我,我没有偷你的客户。那位客户用中文道:因为你说过你要陪我来移民局,后来你又说你不能来,我早把你解雇了。可惜那个白人律师听不懂。
  实际上,白人律师当天早上同一时间有另一个客户要面谈,他去煎大鱼去了。
第二天,我收到客户给这位白人律师的一封信,实抄如下:
揦X律师,我不得不告诉你,你的法律服务实在让我十分失望,原因如下:1、你做了很少的事,却要我很多的钱;2、我刚来美国,英语不好,法律知识为零,你在我困难的时候作为我的律师却甩掉我。你收钱时,许诺要陪我去移民局,后来突然通知我,你去不了;3、你当天的确去了,那是因为你在陪另一个客户。所以,我要求你悉数退钱给我,否则我会向有关州的律师协会举报,并探求其他法律手段保护我的利益。
  写得好啊!
作为一个堂堂正正的中国人,我也咽不下这口气。我立即给这位白人律师写信,内容如下:
  揦X律师,那天你在移民局大厅里对我吼叫是非常不得体的,你必须向我道歉。这是一个自由国家,客户可以聘请也可以解雇她的律师,我可以接受也可以拒绝一个案子。客户有难,来请我,作为律师,她是我的一个新客户;作为拉斯韦加斯华人协会会长,我视她为华人同胞中的一员,初来乍到,语言不通,法律又生疏,我自然义不容辞;作为同行和校友,我试图忘却这个不快,但我的职业道德,同时作为社区侨领和随之而生的责任,我劝告你,今后你对待我们华人客户要做到合理和公平。
