Natalie Tyrrell's foreshghtness of being an Associate Fellowof WBTI By Tiffany Chang Ms. Natalie Tyrrell was appointed by Washington Business and Technology Institute (WBTI) as Associate Fellow of Public Administration Institution (PAI) on June 1, 2000. Natalie received her Juris Doctor degree from theUniversi- ty of Minnesota Law School, Minneapolis, Minnesota, in 1989 with an honor of the Dean's List. In 1986, she received her B.A. Magna Cum Laude with a major of Political Science and a minor of Spanish from the Mankato State University, Mankato, Minnesota, where she was student body president her senior year. Natalie has been Staff Attorney of the Senior Citizens Law Project of the city of Las Vegas since February 1992. She was with the Clark County District Attorney from November 1990 through October 1991. She was a Broker licensed in Securities and Insurance at the Tyrrell financial Services (TFS) from June 1986 through July 1989. She was admitted to the United States Supreme Court on March 1995, to U.S. District Court (District of Nevada) in November 1992, and to Nevada Supreme Court in October 1991. She is a member of American Bar Association, State Bar of Nevada, and Clark County Bar Association. With honors on the list of Who's Who Among Rising Young Americans, 2000 Notable American Women, The World Who's Who of Women, etc., Natalie's community involvement include : (1) North Las Vegas (NLV) Chamber of Commerce Member and Voluntary Counsel for the Board. (2) NLV police Department Citizens Police Academy - Ninth Class. (3) NLV Library District - Friends of the Library Attorney Board Member. WBTI encourages a life of service By Tiffany Chang Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) was established on January 18, 2000 based on the following reasons: (1) To upgrade the quality of the public services through academic research and experiental practice. (2) To promote the knowledge, technical application, and science of the executive public administration. (3) To upgrade the talents and skills for the Nevadan public administration practicians on the background with modern management and educational technology. "Even with the constancy of his presidential responsibilities, Dr. Tony Lei carved out time and energy during the past three years with wisdom and knowledge through the cooperation of Dr. William Thompson to create the blueprint for the institution that ultimately paved the way for the 2000 opening of our PAI," said Jusitce of the Supreme Court Nancy Becker. The first Director of PAI, Dr. William Thompson, who is the chair and professor of the Department of Public Administration of UNLV, has numerous academic publications with excellent teaching and administrative qualifications. His leadership in this Institution since January 18, 2000 has been applauded by both the political and educational professionals. On March 3, 2000, Emeritus Professor Dr. Roy Adamson of the famous Pepperdine University in California joined the Institution as a Fellow. His experiences as a superintendent in Southern California and an Associate Dean of USC and CSU have been a good background for him to merge for an orientation with both of academic research and executive administration for PAI. Justice of the Supreme Court Nancy Becker has also felt the honor to be a Fellow of PAI since her appointment by WBTI on May 2, 2000. With Juris Doctor degree from George Washington University National Law Center, she was an outstanding District Judge for ten years. She received numerous awardsfor her accomplishment and social service. Herexcellent ex-pertise and professional integrity have added a valuableasset to PAI. Associate Fellow of WBTI, Elder Rights Attorney Besty Kolkoski of the Nevada Division for Aging Services (NDAS), with Juris Doctor degree of University of Cincinnati College of Law held the Forth Anniversary Meeting of the Nevada Elder Abuse Prevention Council (NEAPC) as Co-Chairpersons with Nevada Attorney General Frankie Sue Del Papa. She did a research paper on elder abuse prevention through quantitative methodology. Both of them have received a fruitful consequence on the prevention of elder abuse with their cooperation of the NDAS and the Office of the Nevada Attorney General. Associate Fellow Sheri Vogel of PAI, a Juris Doctor degree holder of Detroit College of Law, Detroit, Michigan, has been the Project Administrator of the City of Las Vegas Senior Citizens Law Project since 1986. Sheri has obligatory assisted to and solved the concrete benefits and difficulties of seniors for many thousand cases. Her effort to help Las Vegas Seniors has won a lot of applauses. The Center was filled with many hundred of government officials, scholars and experts, and business owners and executives. A famous professor Dr. Tony Lei was introduced as the Executive Vice President of Seniors United among the first several characters with a great deal of applauses from the participants. Senator Reid delivered a significant speech. He loves the people and country very much. His bright leadership full with practical knowledge and diligent efforts. The senior U.S. Senator of Nevada won the third times to the Senate in 1998. He was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader. He is now the Vice-Chairman of the Senate Ethics Committee. Senator Reid has achieved many years accomplishments to improve the quality of life of all Nevadans and help people realize the American dream. The Dinner Party was successfully completed under pleasant and fruitful atmophere. Professional photographers were arranged to take pictures for Senator Reid and important presenters including Dr. and Mrs. Lei. She is a holder of Juris Doctorate degree from the University of Southern California's Law Center. She received Bachelor of Arts degree from CSU Northridge. She got a graduate studies certificate in Interpretation/Translation from UC Santa Barbara. On May 3, 2000, Judge Valorie J. Vega was appointed by WBTI Fellow of PAI. Incumbent District Judge Valorie Vega got no opponent and won the election. Appointed by Governor Kenny Guinn, she has been a DistrictJudgesince February 21, 1999. She wasappointedto Mu-nicipalCourt in 1989 and was retained and reelectedby the voters. Valorie is a Board Member of the Consumer Credit Counseling Services of Southern Nevada and the Latin Chamber of Commerce. She is a member of the American Judges Association, the Nevada District Court Judges Association, the National Association of Women Judges, the Southern Nevada Association of Women Attorneys, the Clark County Bar Association, the Latino Bar Association, Hispanics in Politics, and the National Association of Latino Elected Officials. She has involved in her profession and community with her efforts. She is a former Clark County Deputy District Attorney from 1984 through 1989, prosecuting felony cases, and was instrumental in implementing the office's first Sexual Assault and Child Abuse team. WBTI appoints Nancy Becker Fellow of PAI By Tiffany Chang Ms. Nancy A. Becker was appointed by Washington Business and Technology Institute (WBTI) as Fellow of Public Administration Institution (PAI) on May 2, 2000. Nancy received her Juris Doctor degree from George Washington University National Law Center in 1979. She received her B. A. degree with a major of International Relations from United States International University, San Diego, CA. in 1976. She ranked No. 1 in the graduating class. Nancy is now a Justice of Nevada Supreme Court. She is the recipient of numerous honors including the Las Vegas Chamber of Commerce Woman of Achievement Award, Jurist of the Year Award, the Liberty Bell Award from the American Bar Association, J.C. Penny Golden Rule Award and recognized as one of the top ten businesswomen in the Nation from the American Businesswomen's Association. She received Distinguished Service Award from Nevada District Judges' Association in 1997. She was Distin- guishedWomanofSouthern Nevada, 1990, 1995, 1997, 1998,and 1999. "It is our honor to invite a famous person of Justice Nancy Becker's excellent caliber whose expertise, integrity, and good personal traits will bring to this Institute with a perspective of millennium," said President Dr. Tony Lei of WBTI. "Throughout her distinguished career, she has accomplished a great deal of judicial practices together with social services and has earned a good reputation of conscientious and dedicated professionalism." In 1985, Nancy was appointed by the Clark County Bar Association to be the president of a new program that helped people with family problems cope with the justice system. The Clark County Pro Bono Project is a nonprofit organization that provides legal assistance to people with domestic cases. She served in that capacity for ten years and during her presidency the organization helped close to 50,000 people and provided millions in free legal services. She was elected to the Las Vegas Municipal Court in 1987. That was a history to make her the first woman to serve as a Municipal Judge. In her capacity, Nancy continued to work hard for the improvement of the justice system. While maintaining the impartiality required by the Code of Judicial Conduct, she again worked closely with the Legislature to expand the powers of local judges to combat DUI's and domestic violence. She earned a fame for being a tough, but fair judge. Using common sense, compassion and commitment to tackle the growing caseload in the municipal court gained her the respect of law enforcement and the legal community. As a result of her efforts, Governor Robert Miller appointed her to the District Court bench in 1989. She was the first woman to be so honored. For ten years, she served with distinction as District Court Judge. She continually received high marks for her performance with a 90% approval rating. Judicial evaluations placed her as one of the top judges of that court. Justice Becker has been very happy that she was invited by Dr. and Mrs. Tony Lei for a dinner party at the Center Stage Restaurant of Plaza Hotel in congratulating her birthday (5/23) and appointment (5/02) on May 22, 2000.
