She originally took office in January of 1999. As the lieutenant governor, Hunt is president of the Nevada State Senate, chair of the Nevada Commission on Tourism, chair of the Nevada Commission on Economic Development (which includes the Nevada Film Office) and vice-chair of the Nevada Department of Transportation board of directors. She also sits on the governor抯 cabinet and serves as chief executive when the governor is unable to serve for any reason or is absent from the state.*2 Hunt is a member of the executive committee of the National Lieutenant Governors Association and serves as vice-chair of the National Republican Lieutenant Governors Association. It was then that Hunt first demonstrated her entrepreneurial ability by making her first real estate investment in a piece of desert land on the outskirts of Las Vegas. Gov. Hunt's relationship with Gov. Kenny Guinn. "As your lieutenant governor, I'm proud to have helped put Nevada on the path to prosperity," the 30-second ad states. "When Governor Guinn and I were elected, Nevada was Advertisement in tough times with a large deficit. We've turned things around." Hunt campaign manager Frank Roberson said the Northern Nevada blitz was intended to hit Rep. Jim Gibbons, the front-runner for the Republican nomination, where he is strongest. Hunt also has 23 billboards in the Reno area, compared with two in Las Vegas, Roberson said. Gibbons calls Reno home and has represented rural and Northern Nevada in Congress for a decade. "Gibbons country" is one of his slogans and is emblazoned on the side of his campaign RV. The ad makes Gibbons the only one of the five major gubernatorial candidates -- two Democrats and three Republicans -- not to have a television presence. Republican Bob Beers has been airing a spot portraying Gibbons as the puppet of special interests, but it is airing only on cable's Fox News, campaign manager Andy Matthews said. Democrats Jim Gibson and Dina Titus have been exchanging attack ads in Reno for two weeks and statewide since Monday. Roberson said Hunt's ads provided a contrast. "Beers' ads are negative, and Gibson and Titus are going back and forth," he said. "We have a positive message." Gibson and Titus also have aired positive ads, but Beers has not. Gibbons campaign manager Robert Uithoven said he wasn't concerned about Gibbons' low visibility. "We will be on television in the primary, perhaps by the end of this month," he said. Uithoven said few people are watching television in these dog days of summer and the campaign is reaching out to voters in other ways. According to Nielsen Media Research, the major networks set a record for their lowest viewership ever last week. Gibbons has taped three commercials, all of them with a positive message, but the campaign hasn't decided when to air them, Uithoven said. He said voters across the state, especially in Gibbons' congressional district, are well acquainted with Gibbons because of his years representing them, but he also said the campaign wasn't taking any bloc of voters for granted. To further make the point that she is the inheritor of Guinn's legacy, Hunt's commercial also displays a statement the governor gave last month, saying the state would "benefit from her continued leadership." Uithoven said while it's true that most voters would like to see a continuation of most of Guinn's policies, they know the difference between the governor and the lieutenant governor. "I think Nevada voters know that Kenny Guinn is not on the ballot in 2006," Uithoven said. "Candidates will win votes based on how they distinguish themselves from the other candidates on the 2006 ballot, not on how closely aligned they are with any particular public official." Hunt's campaign has seemed to lag in recent weeks as Beers has ridden the momentum created by his Tax and Spending Control ballot initiative. One poll showed Beers ahead of Hunt recently, while most previous polls had put him behind her. Most polls have shown Gibbons more than 30 points ahead of Beers and Hunt. Gov. Lorraine Hunt got her start in politics as a small-business advocate. Her experience as a restaurateur and developer is something she frequently refers to. She is a former chairwoman-elect of the Las Vegas Chamber of Commerce. So it must have stung when Hunt, a Republican candidate for governor, was passed over for the chamber's gubernatorial endorsement. Hunt struck back, sending a letter to the chamber's members asking them to support her instead of the candidate they endorsed, Republican Rep. Jim Gibbons. "As a small business owner and pioneer, leading the early development years of the Las Vegas Chamber of Commerce, I believe that the chamber failed their 7,000 members with this decision," the letter from Hunt stated. "I am not surprised that Jim Gibbons would make a 'back-room deal' with anyone to get elected, because that's what they do in Washington. I don't believe we need Washington-style ethics in Nevada." Kenny Guinn expressed enthusiasm for Lt. Gov. Lorraine Hunt on Wednesday in a statement that he said was not an endorsement for her gubernatorial candidacy -- but it came awfully close. Hunt, Guinn said, "has been a critical part of the economic success of our state, and Nevada would certainly benefit from her continued leadership." The statement appeared to be aimed at rebutting critics who have questioned Hunt's claims that she was an integral part of the state's economic success during her two terms as lieutenant governor. The lieutenant governor chairs the state's commissions on economic development and tourism. Hunt has said that, in those posts, she guided Nevada's economic diversification and spearheaded the recovery of the tourist industry after the Sept. 11, 2001, terrorist attacks. "Some people have questioned her performance as lieutenant governor," Guinn spokesman Steve George said. "He wants to make it clear that she's partnered with him and done an excellent job." Given that Hunt is running for governor, the words "continued leadership" in the statement suggest that Guinn would like to see her win. "It's not an endorsement," George said. "He (Guinn) will not endorse anyone in the primary election." Hunt said Guinn's statement on Hunt's behalf, which was distributed by her campaign, came out of the budget work the two have been doing in recent weeks. "We've been working together closely on the budget, and he says to me, 'You've really done a good job,' " Hunt said. "We both want this prosperity to continue." Hunt said Guinn has always complimented her privately on the job she's done with the state's economy. "I think he's just making his private feelings more public right now," she said. Guinn's statement says Hunt's "leadership in the areas of economic development and tourism have been impressive and exceeded my expectations." Hunt's main opponents in the Republican gubernatorial primary, Rep. Jim Gibbons and state Sen. Bob Beers, expressed no anguish over the governor's near-endorsement. "Jim Gibbons agrees with the governor that she (Hunt) has done a fine job for the citizens of Nevada," Gibbons campaign manager Robert Uithoven said. "Our campaign looks forward to winning the Republican primary in August and having her support heading into this year's general election." Gibbons, widely seen as the favorite in August and November, is more than 30 percentage points ahead of Hunt and Beers in most polls. Beers said in a statement that Hunt's association with Guinn is precisely why people shouldn't vote for her. "I agree with Governor Guinn that Lorraine Hunt is the most likely candidate to continue his fiscal management of our bureaucracy," Beers said. "But I'm running because politics as usual has failed us." University of Nevada, Las Vegas political scientist David Damore said Guinn's dislike for Gibbons and Beers is well known. For previous installments, go to www.reviewjournal.com/news/govprofiles. When Lt. Gov. Lorraine Hunt is not in Carson City, she often can be found holding court at her restaurant south of the Strip, the Bootlegger. Her "swinging song stylings," the Review-Journal's John L. Smith once wrote, "are a reminder that some entertainment never goes out of style." As a hostess and master of ceremonies, she's known for showcasing the Vegas acts of yesteryear, such as the late Sonny King and her late husband, Charles "Blackie" Hunt. As a former professional singer, she still occasionally takes the stage, even sometimes bursting into song at political functions, such as when she introduced President Bush at a 2004 speech. But while Hunt's ability to entertain is well-known, singing doesn't count for much in a gubernatorial primary. As she faces off against Rep. Jim Gibbons and state Sen. Bob Beers for the Republican nomination for the state's top office, the question is whether the 67-year-old show-business businesswoman can pull off a political feat widely seen as impossible. Hunt is either an unlikely candidate or an obvious one. She does not have a college education, and her part-time elected office is seen as largely ceremonial. But put another way, she is a wealthy, successful woman who never has lost a political race and is the only one of the five gubernatorial candidates to have won a statewide contest. And, as she never tires of reminding audiences, she has been "a heartbeat away from the governorship" for 7 1/2 years. "My qualifications and experience will prevail," says Hunt, whose stump speeches have consisted largely of a recitation of her extensive resume -- reminding people that, although she might not have gotten the headlines or the credit, she's been a politician for more than a decade. But it will take a lot of reminding and convincing for the electorate to see Hunt as experienced, said University of Nevada, Reno political scientist Eric Herzik. "She tells people about accomplishments that nobody knows about," Herzik said. "Much of what she has done is pretty invisible. People say, 'Oh, Lorraine Hunt was on the (Clark) County Commission?' " GUINN'S COATTAILS Hunt's two terms as lieutenant governor have coincided with the governorship of Kenny Guinn. The two were elected and re-elected separately in 1998 and 2002. Hunt suggests that makes her the inheritor of Guinn's legacy. "He's been a mentor to me," she said. "He put me on his Cabinet, sitting by his side. Kenny Guinn has set a course and a template that's been good for Nevada, and I am very much in sync with Kenny Guinn's vision." Hunt argues that she represents continuity at a time when there is reason to be optimistic about the course the state is already on -- a time when, she says, there's no reason to disrupt a governing team that has been popular and successful. "I feel that I have contributed to this path of prosperity we're on now," she said. "New people in this state don't realize that in 1999, we inherited a mess. We had a budget deficit, and workers' compensation was going down the drain. The governor said, 'Lorraine, you're an entrepreneur -- take economic development, take tourism, and make it work.' " The governor declined comment on Hunt's claims of credit for the state's economic recovery. He is not endorsing a successor. "Today in 2006, we've got a budget surplus," Hunt continued. "Why in the world would you not want to promote from within? Why would you want someone totally untested who's never been in the executive branch? If I'm governor, I will be there to stay this course of prosperity." Indeed, Guinn is a popular figure, with a poll last month giving him a 55 percent approval rating. But it's far from obvious that Guinn, a centrist politician reviled by the far right as a sell-out, has a legacy to inherit, Herzik said. "Kenny Guinn is an individual character in Nevada politics," Herzik said. "Guinn was the product of power brokers who got together and took a qualified guy with no political experience and made him governor. He's had a pretty individual agenda," including the record 2003 tax increase and the Millennium Scholarship program. Guinn tends to work on his own, Herzik said. "Are her (Hunt's) fingerprints on any of the major accomplishments of the Guinn administration?" he asked. "I don't think a lot of people are buying her credit-claiming story." BUSINESS ADVOCATE Hunt's message has been consistent over the years. Before she ever was elected to office, she was a vocal proponent of the needs of small business. A 1989 profile of her in the Review-Journal supplement "The Nevadan" -- headlined "Bootlegger's granddaughter" -- called Hunt "an advocate for the rights of small business people." Hunt was a state tourism commissioner at the time. Hunt's story is a classic one -- the granddaughter of immigrants who sought opportunities on the frontier. The bootlegger in question, Hunt's great-grandfather Louigi Zoia, served homemade alcohol at his boarding house just across the Canadian border from Niagara Falls, N.Y., in the Prohibition era. Although alcohol wasn't banned in Canada, homemade liquor was still illegal there. Hunt's parents moved to Henderson for their health in 1943, when Hunt was 4 years old. Her father, Albert Perry, worked in a chemical plant, while her mother, Maria, waited tables to supplement the family's income. But her boss found out she was an accomplished Italian cook and put her to work as a chef. Eventually Maria and Albert opened a restaurant. Hunt describes herself as an "artsy" child whose parents worried that she didn't have a head for practical things. From an early age, she played the piano, sang and arranged her own songs. After graduating from Las Vegas High School, she attended the prestigious, now-defunct Westlake College of Music in Los Angeles for a year before leaving school to be a full-time singer. It's no surprise that Hunt is nostalgic for a bygone Las Vegas. She knew the Rat Pack and was mentored by Sarah Vaughan. She worked at the Hilton opposite Peggy Lee, Kenny Rogers and Liberace. As a young singer, the performer known as Lauri Perry was a favorite of the many entertainers on the lounge circuit at the time. They could tell she had great potential, said country singer Lee Greenwood, who worked Nevada casino lounges in the 1960s. "We became friends right away," said Greenwood, the man behind "God Bless the U.S.A.," whose daughter, Kelly Center, is Hunt's campaign communications director. "She was very sharp. I knew she had a lot more in her than just being a singer and dancer," Greenwood added. Hunt proved early on that she was more than a singer when, as a teenager, she parlayed money she earned with her voice into buying and developing property. First, she brought her mother out of retirement to cook at the restaurant that would be the centerpiece of the shopping center at Tropicana and Eastern avenues, a piece of land that was "the middle of nowhere" when Hunt bought it. Soon it filled up with other tenants as well. In the early 1980s, Hunt's service on a bank's board of directors led to work with the Small Business Administration giving speeches and coaching entrepreneurs. Her concern with business regulation led her to found the Las Vegas Restaurant Association, which eventually became the Nevada Restaurant Association. "There were so many rules and laws coming on the books that made it so hard for small businesses," Hunt said. "I got very angry about it, very passionate about it. We needed to have a voice in Carson City." In 1994, Hunt ran for Clark County Commission, motivated by the same concerns. Despite being a Republican in a predominantly Democratic district, she defeated incumbent Karen Hayes in an 18-point landslide. "She had all the money, but I had a lot of ideas for things I wanted to do to improve the district," Hunt said. "Doesn't that sound familiar?" UP-AND-COMER Hunt was seen as a Republican up-and-comer, said Senate Majority Leader Bill Raggio, R-Reno. "Before she ran for commission, we encouraged her to run for state Senate," he said. "I'm very high on Lorraine. She's a very bright lady with a great personality and a great record in business. She's a quick learner who does her homework and is always prepared." Raggio noted that he also thinks highly of the other Republican gubernatorial candidates and is not endorsing a candidate in the primary. Similarly, Berlyn Miller, a consultant and lobbyist who serves as vice chairman of the Nevada Commission on Economic Development, likes Hunt but isn't supporting her. Hunt chairs that commission as one of the lieutenant governor's main responsibilities and is the third lieutenant governor with whom Miller has worked on the commission. Miller described Hunt as diligent, effective and a hard worker and said she would be a good governor. But he said he is supporting his longtime friend Jim Gibson, the Democratic mayor of Henderson. The problem for Hunt, Miller said, is that "lieutenant governor is just not a high-profile job in this state. There's not a great deal of responsibility; it's not one of the stronger political offices because of the structure of our state government." And no matter how many times Hunt refers to being a heartbeat away from the job, it doesn't mean she's next in line to be governor based on historical precedent, state Archivist Guy Rocha said. "The lieutenant governor's office in Nevada has not traditionally been a stepping-stone to the governorship," he said. One factor might be that the governor and lieutenant governor are elected separately, not as a ticket, meaning the lieutenant governor doesn't represent the governor's choice of successor. In Nevada history, 10 sitting lieutenant governors have run for the top job. Only one lost in the primary, Lonnie Hammargren in 1998. Of the nine lieutenant governors who got the party nomination for governor, five won and four lost. The most recent, Democrat Bob Miller, had the advantage of being acting governor for two years, a practical if not technical incumbency. IN BETWEEN Hunt might be well-liked, but it's hard to find anyone influential who wants her to be governor. Gibbons has the support of power brokers such as Sig Rogich, and Beers has the backing of conservatives such as activist George Harris. But not one of the state's political movers and shakers is publicly onboard with Hunt. Hunt recently said she had put $800,000 of her own money into her campaign. Her campaign officials said the contribution was proof that she was a serious contender and would encourage others to come out of the woodwork and contribute to her. But to her doubters, it was just another sign of desperation from a campaign that, as of January, was trailing badly in the money race. As of Jan. 1, Hunt had raised only $120,000 compared to Gibbons' $2.65 million and Beers' $400,000. Herzik uses a football metaphor to describe Hunt, calling her "the classic 'tweener,' not big enough to be a linebacker, too big and not fast enough to be a defensive back." Hunt has political talent, he said, but he contends that there's no clear role for her outside the lieutenant governor's post, which was a uniquely perfect fit. "She's skilled, but she doesn't lead any given group," he said. "In all these different areas -- political experience, (Republican) party connections, even policy connections in the Guinn administration -- she's always in between being a player and just being there," Herzik added. "Rightly or wrongly, she is seen as just being there, which is why her campaign is kind of stalled." On paper, it might seem that Hunt has an opening in a Republican field made up of a doctrinaire ultra-conservative, Beers, and another conservative, Gibbons. She could present herself as a moderate and sensible alternative to a couple of right-wingers. Gibbons has alienated some of the biggest behind-the-scenes names in politics over the years, including Guinn, who has said he won't endorse a candidate but whose actions and off-the-cuff comments have led some pundits to believe he favors Hunt and Gibson over the other three major candidates. On the Reno television show "Nevada Newsmakers" in February, Guinn said he thought Hunt would "surprise a lot of people." But Hunt positioning herself as the moderate will be a tough sell with Republican primary voters, who tend to represent the most conservative wing of the party, Herzik said. In addition, Gibbons has tacked to the center with such stances as favoring an increase in the minimum wage, making him more difficult to caricature as too conservative for Nevada. In the past month, Hunt has gone on the offensive, criticizing Gibbons on his approach to education and homeland security. At the state Republican convention recently, she offered her harshest words yet, saying Gibbons' refusal to debate until just before the primary was "a slap in the face to the voters." Hunt says it would be a mistake to count her out. "When I ran for County Commission against a 12-year incumbent, I was a Republican in a Democratic district," she said. "I won in a landslide. ... They said I couldn't win lieutenant governor. My opponent was backed by (U.S. Sen. Harry) Reid and (then-Gov.) Bob Miller. I had less money, and I won by double digits." It was the same story in the 2002 lieutenant governor race, when Hunt, despite being the incumbent, was not necessarily seen as the favorite against then-County Commissioner Erin Kenny. In that race, debates were the chance Hunt needed to show her stuff. Those debates became snipefests. Kenny accused Hunt of taking credit for things she didn't do, while Hunt called Kenny a liar and a failed businesswoman. Hunt was tough and relentless as she bashed Kenny for what she said were deceptive campaign ads. At one point, an exasperated Kenny said, "You've done nothing but yell at me and call me a liar." The project is slated to finish in 2008. Photos by ISAAC BREKKEN/REVIEW-JOURNAL Perini Building Co. broke ground on the Trump International Hotel & Tower, shown Friday, last summer. The project is now on its sixth floor. Perini said it expects to complete one new floor every six days.]]] New York developer Donald Trump doesn't like to do anything small. Take, for example, the task of completing the largest level of the $500 million Trump International Hotel & Tower, now under construction behind the New Frontier. Perini Building Co., the project's general contractor, is overseeing a two-day placement of approximately 2,100 cubic yards of concrete that will form the tower's sixth-floor recreational deck. It isn't the largest single concrete pour the company has accomplished -- the basement levels of several Strip casinos were a greater magnitude -- but the challenge is the area of the building. "It's a little more difficult because it's vertical," Perini Chairman Dick Rizzo said of the sixth-floor location. "What's most significant is the size of this building. For now, other than the Stratosphere, nothing will be taller." Trump, builder of Manhattan skyscrapers and developer of prime New York real estate and star of NBC's "The Apprentice," said his first Las Vegas project was 20 years in the making. "It's exciting to see this building take shape because I always thought it would be a total winner," said Trump, whose name had been rumored concerning the purchase of various Strip casinos and Las Vegas real estate over two decades. "It's going to be an amazing building in a great location. The Trump brand is good for the city." The concrete pour began at 1 a.m. Friday and went for four hours with nonstop delivery of materials by more than two dozen trucks. The pour is scheduled to finish Monday with a second four-hour early-morning effort. The recreational deck, the elevated public level of the 64-story, 1,282-unit project, will eventually encompass 36,000 square feet for the tower's pool area, spa, gym, meeting rooms, salon and a snack bar. A five-story parking garage and Trump International management offices will be below the recreation deck. Once the level is completed, the 620-foot tower will begin to take shape. Perini, which broke ground on the project last summer, said it expects to complete one floor every six days with a total construction period of 72 weeks. The first residents are expected to move into Trump International in early 2008. Trump said his Las Vegas project has not been beset by factors that have hampered other proposed Las Vegas high-rise developments, mainly the growing cost of construction. Trump said he locked in 90 percent of his construction costs when he first announced plans for the development in 2004. "Las Vegas has become a very expensive place to build," Trump said. "As soon as I finished my plans, I bought my construction. The elevated construction costs have hurt a lot people here." Perini Building is also the general contractor on MGM Mirage's $7 billion Project CityCenter and the $1.8 billion Cosmopolitan. Trump, he said, had perfect timing for building his tower. "He was out of the blocks first, which was important because his price was guaranteed," Rizzo said. "He'd done extremely well." Rising fuel costs have driven up the price of building materials throughout the country, said Trump, who is developing residential projects in New York City and West Palm Beach, Fla., a 92-story tower in Chicago and a golf course and residential development outside Los Angeles. "Concrete and steel prices have gone through the roof," Trump said. "A large part of construction is dictated by fuel costs. Construction costs have got to be the highest I've seen in years." Labor issues, Trump said, haven't been a factor in construction of Trump International. A recent study by Deutsche Bank found that lack of qualified labor in Las Vegas is threatening the development of new casinos and high-rise condominiums. "The advantage I have is that people want to work for me," Trump said. "I've had a good relationship with the contractors in Las Vegas." Before groundbreaking, Trump International had been 100 percent reserved. The Trump sales force has been converting the reservations into actual sales for the studio, one-, two- and three bedroom condominiums that range in size from 635 square feet to 3,530 square feet. As of early this week, about 100 units were still available. "Perspective buyers drop out for various reasons, but we have a solid list of people who are interested in the building," said Jack Christie, vice president of sales and marketing for Trump International. "People are cautious, but there's a lot of demand to be part of the Trump project." As reservations have fallen through, prices have gone up, about 15 percent overall. Today, the smallest unit sells for $755,000, Christie said. The failures of competitors have also helped the project, he added. Trump International will allow its condominium owners to lease their units as hotel rooms, and Christie said there not many condo-hotels coming to fruition. "There are probably only 5,800 condo-hotel units that are going to be built, so that has helped our sales," Christie said. Trump said he was the first developer in Las Vegas to sell residential units for $1,000 a square foot. He said the prices have risen to now average $1,200 a square foot. Trump is planning an identical second tower for the Trump International site, but by the time he's ready to release the building for sales -- possibly by year's end -- prices could increase 30 percent to 35 percent per unit. "Where I come from (New York), prices are around $4,000 a square foot on Park Avenue, so it's all relative," Trump said, adding that rising construction costs will impact the overall price tag of the second tower. The only question surrounding the project is the fate of neighboring New Frontier. Trump said he expects owner Phil Ruffin to shortly announce a redevelopment for the hotel-casino. Lorraine Hunt, a former lounge singer, real estate developer and restaurateur, formally announced her candidacy in the race for governor during a news conference Thursday at UNLV. But some experts say she's behind in terms of timing, finances and organization. Photo by John Gurzinski. The first Republican to go public with her gubernatorial campaign was the last to kick it off. On Thursday, Lt. Gov. Lorraine Hunt, who told reporters in March 2004 that she planned to run, began her campaign with an official announcement at the University of Nevada, Las Vegas. Advertisement Hunt, a former lounge singer, real estate developer and restaurateur, is taking on state Sen. Bob Beers of Las Vegas and Congressman Jim Gibbons in the Republican primary. State Sen. Dina Titus of Las Vegas and Henderson Mayor Jim Gibson have announced on the Democratic side. "I do things on my own time," Hunt said. "I'm a business woman. I don't open my restaurant doors until I know my restaurant is ready to open." In her campaign speech, Hunt, chairwoman of the economic diversification and tourism commissions, emphasized increasing opportunities for entrepreneurs, promoting tourism on a global scale, enhancing renewable energy and creating a world-class "K-Ph.D." education system. An October Review-Journal poll showed that Hunt would be a formidable opponent to either Democrat in the general election, but political experts say she's unlikely to survive the primary. Hunt said she's hitting the campaign trail hard and expects to see her numbers rise in polls and in her campaign war chest. "You're going to find I have a significant amount of support statewide. I'm the only candidate to have ever won a statewide election," she said. "I will not focus on problems. I will focus on potential -- potential for our future in a dynamic global economy," she said. "My vision is for prosperity -- prosperity for all Nevadans." UNLV political science professor David Damore said Hunt is behind in fundraising and, as a moderate, will have a tough time beating Gibbons and Beers, who are more conservative. "The question for her will obviously be being able to raise money and also somehow being able to differentiate herself from the other people in the race on the Republican side," Damore said. She has been quiet and has not been able to separate herself from the pack so far, he said. "She has an opportunity because you figure Beers and Gibbons are going to try and out-conservative each other," he said. "If she can somehow position herself as some sort of alternative there, drawing on her experience and knowledge of Nevada, I think it will ultimately be a pretty tough sell for herself." The room in UNLV's Stan Fulton building where Hunt kicked off her campaign was packed with about 75 supporters, including her fiance, radio personality Dennis Bono. "She has a lot of family values, and we can stand behind that," said Roy June Hamilton, who sings at Hunt's family restaurant, the Bootlegger Bistro. Now that's she hitting the campaign trail, supporters expect her stock in the race will rise. "When people listen to Lorraine and realize the depth of (knowledge) she has on every issue that affects the state of Nevada, people will begin to realize experience in Washington, D.C., doesn't compare to eight years as lieutenant governor," said Isabel Pfeifer, a member of the Hispanic Chamber of Commerce, referring to Gibbons. But Gibbons is ahead of the game, with a strong showing in the 16 rural and northern counties, said Erik Herzik, a University of Nevada, Reno, political science professor. "I was a little baffled that she took so long to announce," he said. "She's behind in terms of time, money and organization.
