Establishment of CCDAPCC by WBTI for Our Residents and Visitors in Southern Nevada

Most high ranking officials, famous profesionals, and achieved scholars in Nevada with Washington Business and Technology Institute (WBTI) have many years endeavored the American entrepreneur spirit in promoting the quality of life of all the residents and visitors of the State of Nevada.
"I'm glad to be an advisor of Pan Pacific and Asian American Forum (PPAAF) of WBTI, where Governor Kenny Guinn is Chairman and Bud Cranor is Executive Director. We all endeavor to promote the quality of life of all our Nevadans," said Brian Sandoval on March 8, 2002 at the Event and Dinner Party held by the Asian American Community.
The urgent need for a bridge of mutual cooperation and understanding in between the people and government through the District Attorney and police officials for the residents and visitors of Clark County has been expected for a long time. After carefully design and planning, Dr. Lei's proposal to form a civil society between the Offices and our community has been welcomed by several executive community and media leaders. The plan was successfully designed and modified by leaders at the pioneering endeavor dinner party held by Dr. Lei at the Gee Joon Chinese Restaurant of Horseshoe Club on August 3, 2002.
On August 5, 2002, Michael Davidson was appointed by Washington Business and Technology Institute (WBTI) as its Chairman of Clark County District Attorney and Police Civil Commission (CCDAPCC). Having it as a breakthrough of his capability lauching for the road to entrepreneurship in public service here in Clark County, Mike responsed with a letter from his Office to Dr. Lei for his acceptance of the appointment:
"I very much enjoyed and appreciated your invitation to dinner the other night. I look forward to serving as an advisor to and as the Chairman of the Clark County District Attorney and Police Office Civil Commission for the Washington Business & Technology Institute in furthering the goal of improving the quality of life for Southern Nevadans." They will have seventeen advisors under appointment by Michael Davidson. At this time, the following responsible advisors have been already named by Michael: Senior Advisor Dr. Tony Lei, Media Advisor William Yuen, Financial Advisor Teresa Woo, Coordinating Advisor Raymond Lam, and Functional Advisor Patty Blakeman.
On August 21, 2002, Robert Gronauer and Bill Young were appointed by WBTI as Vice Chairmen of CCDAPCC. Bobert Gronauer is the Constable of Las Vegas Township. Bill Young is the Deputy Chief of Las Vegas Metropolitan Police Department in charge of the Special Operation Division.
"It's been a valuable endeavor to join Drs. Tony Lei and William Thompson in having Washington Business and Technology Institute (WBTI) to launch it's objective of academic research and community service for improving the quality of life of all our
residents and visitors of Southern Nevada with its Public Administration Institution (PAI)," said Mayor Michael Montandon of North Las Vegas on July 12, 2002 at his Office. "The Outstanding Performance Award given by U. S. Congresswoman Shelley Berkley to WBTI for its endeavor to Pan Pacific and Asian American Forum (PPAAF) has no doubt brought us all together to have more confidence and enthusiam that we can certainly make a difference with our effort and wisdom for the people and country of our North Las Vegas. It's my honor to be the Advisor of the Forum."
Mayor Montandon held the celebration party, lucheon, and activities to welcome the establishment of the sisters relatonship of North Las Vegas and Jaiyuguan of China on September 4, 2002. Lieutenant Governor of Nevada Lorraine Hunt had been invited by Dr. Tony Lei as the Award Kenote Speaker where TV Channel 8 had a nice program for the event. A lunch party was held by Mayor Montandon to welcome the Chairman of the People's Congress of Jiayuguan City Zhang Kaixiong and the other nine members of the delegation from China at the Library of the City in the same day.
Agreement of the relations of sisters city was signed by Mayor Montandon and Chairman Zhang Kaixiong at the Event. The Mayor dilivered a welcome speech. Liutenent Governor's Chief of Staff Rennie Schreibner presented the L.G. Lorranine Hunt's State Proclamation to the the city of Jiayuguan and delegaton from China.
On September 9, 2002, Dr. Tony Lei President of WBTI held a Dinner and Celebration Party for this significant event to promote the cooperation of the business, culture, trade, tourism, and education between Noth Las Vegas of Nevada and Jiayuguan of China. Chairman Zhang Kaiziong, Mayor Yang Lin, Secretary-General Zhou Degui, and Presidentt Sally Yu of JSAJVA presented as the special guests of Dr. and Mrs. Lei. The Dinner Party was celebrated at the Gee Joon Chinease Restaurant of the Houseshoe Club in Las Vegas.

Bill Maupin Appointed Fellow of PAI by WBTI

"On September 10, 2002, A. William "Bill" Maupin was appointed Fellow of the Public Administration Institution (PAI) and Honorary Chairman of the Clark County District and Police Civil Commission (CCDAPCC) of Washington Business and Technology Institute (WBTI)," Dr. John Wang, Spokesman of WBTI announced on September 12, 2002.
Bill attended UNR and graduated in 1968. He received his J. D. from the University of Arizona Law School in 197. He was the 9th in his class. Bill was first elected to the Supreme Court in 1996. He has served as Chief Justice since January 2001.
Chief Justice Bill Maupin has been an attorney for over thirty years with twenty two years of litigating experience and five years experience in all types of criminial litigation. He has served as Chief Justice since January 2001.
"It's our honor to invite an outstanding individual of Chief Justice A. William "Bill" Maupin's excellent caliber whose expertise, integrity, and good personal traits will bring to this Institute with a righteousness for advancement of WBTI for all our residents and visitors of Nevada," said Dr. Tony Lei, President of WBTI. "Throughout his distingueshed career, he has accomplished a great deal of judicial practices together with social and community services. Justice Maupin has earned a good reputation of conscientious and dedicated professionalism."

Chief Justice Maupin has lectured on several topics such as civil discovery, uninsured motorist, tort reform, arbitration practice, product liability and many more subjects. He was a participant in legal study tours of the Soviet Unionin in 1986 and Mainland China in 1991.
Under the spiritual and practical leadership of Bill Maupin and Mike Davidson, we look for a team work with both scientific mangement and human relations to promote the quality of life of all our residents and visitors of Nevada through the effective communication and cooperation between the officials of the District Attorney and Las Vegas Metropolitan Police Department and the people of Nevada. "WHEREAS, it is an honor and privileg for the Board of County Commissioners to recognize those extraordinary individuals, groups, or programs which enrich the lives of many in our community; and
WHEREAS, Dr. Tony T. Lei, Ed. D., a famous resident of Clark County for more than nine years, has served the community through a variety of venues including: President of Washington Business and Technology Institute; Senior Advisor for Congresswoman Shelley Berkley, Office of Clark County District Attorney, and Constanble's Office of Las Vegas Township; Director and Secretary of South Shores Community Association; Honorary President of Great Wall College and Shiemen Foreign Language College; Chairman of Chinese American Academic Association of Nevada; Contributing Editor and Columnist of Nevada Examiner ; and
WHEREAS, Dr. Lei received his M.B.A. and Doctor of Education in Institutional Management degrees from Pepperdine University in 1969 and 1980, respectively. He has been honored by China Business Chain, Inc., Shanghai People's Municipal Government Cooperation, and China State Development and Planning Commission as Chairman of Nevada Expo Mission to China to attend the Annual International Mayors
for City Development Forum and the Shanghai International Industrial Fair and Yangtze Investment Project Expo 2003. WBTI Encourages a Life of Service
WBTI was founded January 8, 1996. Dr. Kenny Guinn, Governor of Nevada is Chairman of its Advisory Board. U. S. Senetor Honorable Harry Reid is Vice Chairman of the Board. U.S. Congresswoman Honorable Shelley Berkley is Executive Advisor.
"Even with the constancy of his presidential responsibilities, Dr. Tony Lei carved out time and energy during the past three years with wisdom and knowledge through the cooperation of Dr. William Thompson to create the blueprint for the institution that ultimately pave the way for the 2000 opening of our Public Administration Institution (PAI)," said Justice of the Supreme court Nancy Becker.
The first Director of the PAI of Washington Business and Technology Institute (WBTI), Dr. William Thompson, who is the Chairman and Professor of the Department of Public Administration of UNLV, has numerous academic publication with excellent teaching and administrative qualifications. His leadership in this Institution since January 18, 2000 has been appauded by both the political and educational professionals.
"It's indeed an honor for me to become a Fellow of PAI. This position will undoubtedly provide me with new avenues for exploring improvement in public services to which I am most dedicated. I look forward to working together with Dr. Lei in these endeavors," said District Judge Valorie Vega.
