Berkley Warns GOP Budget Will Slash Vital Services For Nevada Families Funds for Special Education, Medicaid, Child Support Collection on Chopping Block(Washington, DC -- November 2, 2005) Congresswoman Shelley Berkley (D-NV) today warned that new Republican budget cuts being pushed in Congress will slash funding for services in Nevada like Medicaid, special education and child support collection, while raising fees on student loans.*1 "Republicans claim that these cuts will pay for Hurricane Katrina relief, but, in fact, these dollars will be used to pay for more tax cuts that we cannot afford. The Republican plan actually increases the deficit by more than $100 billion, even as it cuts services vitally important to the families I represent in Las Vegas, said Berkley. "One in every five Nevadans lacks health insurance, yet the Republican budget slashes $10 billion from Medicaid. Cutting these funds will impact more than 200,000 children, seniors and disabled in Nevada who rely solely on Medicaid for their health care. This budget also allows Nevada and other states, for the first time, to charge some Medicaid-eligible children premiums and co-payments -- further reducing their access to health care and driving up the cost to their families, said Berkley. Shockingly, the Republican budget cuts federal funding for child support enforcement, which will result in a reduction of $180 million in child support collections over the next 10 years, slashing child support payments to single parents who are struggling to provide for their children. Berkley also expressed concerns about the impact on education in southern Nevada, should the GOP cuts pass. Republicans claim that their policies leave no child behind, but then they want to slash more than $6.8 million in funding to help disadvantaged students with reading and math, to improve our classrooms, and to fund special education needs in Nevada. If theyre successful, another $2.4 million will be taken from Nevada Head Start programs, denying even more of our children a chance at early education, said Berkley. At a time when college tuition continues to skyrocket, Berkley noted that the Republican budget slashes student loans by more than $14 billion - increasing the costs for more than 18,250 student borrowers in Nevada. Berkley Votes Against Latest GOP Special Interest Energy Bill Package Lacks Tough Price Gouging Protections, Will Keep Gas Prices High By Office of the Congresswoman Shelley Berkley(Washington, DC -- October 7, 2005) Congresswoman Shelley Berkley (D-NV) today voted against Republican legislation that fails to protect Nevada families against price gouging, provides costly incentives to oil companies and refiners at a time of record earnings, and does little to address the steep jump in gas prices that have left Las Vegas drivers feeling the pinch at the pump. Despite unanimous Democratic opposition, the GOP bill passed on a party line vote of 212-210. Republican leaders bent House rules to hold the vote open for 45 minutes, rather than the standard 5 minutes, in order to twist the arms needed for their partisan victory.*1 While Republicans are busy patting themselves on the back for providing oil companies with even more tax breaks, Las Vegas drivers are still struggling with near record gas prices. This bill will not save Nevadans pennies at the pump, but it will boost the bottom line for ExxonMobil and other oil companies already racking up record profits at the expense of consumers, said Berkley, who pointed to an increase this year of more than 70% in oil company earnings. Berkley noted that the GOP GAS bill fails to give State Attorneys General the ability to enforce the price gouging provisions, does not impose tough new penalties for price gouging and applies only when a national disaster disrupts the energy supply and only in areas hit by that disaster. Berkley did vote in favor of Democratic legislation that would have given the Federal Trace Commission (FTC) explicit authority to combat price gouging, but the package was defeated by Republicans on a party-line vote. Rather than creating stiff penalties, the GOP bill does little to protect drivers left at the mercy of rich oil barons and it blocks Nevada's Attorney General from enforcing price gouging provisions. We need strong regulations that will punish those who break the law, not regulations designed to let big oil off the hook when crimes are committed. And the price gouging provisions only apply when and where a natural disaster disrupts energy supplies, even though we know that this rip-off occurs rain or shine, Berkley said. According to the National Energy Assistance Survey report, in fiscal year 2005, the typical household spent an average of 14% of their annual income on residential energy. This year, with record high gas prices and no relief in sight, energy bills are expected to increase by approximately 71%. The GOP energy bill passed today will do next to nothing to address this growing burden on Nevada households. With oil industry earnings expected to leap 73 percent next quarter, the Republican cronies in the oil and gas industry dont need a hand out from Congress -- its Southern Nevada families who are in need of real relief at the gas pump, said Berkley. Berkley is also opposed to provisions in the Republican bill creating a fund to pay oil companies if they are sued, even when they lose in court, and which preempt state and local zoning regulations related to the siting of oil refineries.*2 --------------------------------------------- References *1. Important Update on Yucca Mountain EPA to Hold Hearings on new radiation standard By Office of the U. S. Next month, the Environmental Protection Agency (EPA) will be holding a series of public hearings concerning amended radiation standards. Last year, a federal appeals court struck down the previous radiation standard for the proposed nuclear waste repository at Yucca Mountain. In response, last month, the EPA put forward a new amended standard.*2 The revised standards suggested by the EPA are meant to protect humans and the environment from radiation released by the repository. However, serious questions have been raised about the level of protection that has been proposed. Shelley Berkley, D-Nev., remained home this week in Las Vegas. Berkley said she was on doctor's orders following cosmetic surgery on her neck Aug. 15. "I gave myself three weeks to recover, and the doctor recommended I give myself another week," Berkley said. "I don't want to make it sound like anything more than it is. I am just not quite ready for prime time yet. I am black and blue turning to yellow and green, which are certainly not my colors. "In the overall scheme of things it is minor, but it still is surgery and there are still stitches and it still hurts," Berkley said. In Berkley's absence, the House is passing Hurricane Katrina bills by wide margins. Lawmakers voted unanimously Wednesday to allow displaced students who have had to withdraw from college to be given waivers on their Pell grants. Without dissent, they also passed a bill for emergency operations of federal courts in the storm-battered area. Before the end of the week, Congress is expected to pass a $52 billion hurricane aid bill, again by a large margin. "When we are in session, I like to be in Washington," Berkley said. Referring to the lopsided votes, she added, "Do I think anything would be different with me being there? Obviously not." Berkley said Hurricane Katrina raised a host of questions for Congress to address. She questioned whether federal money is being allocated appropriately and spent effectively on emergency preparedness, such as ensuring that rescue workers can communicate during a crisis. That has been cited as one of the shortcomings of the response to the hurricane that battered the Gulf Coast. "We were supposed to be spending billions of dollars to take care of that problem," Berkley said. "How much safer are we as a homeland for having spent that money?" Shelley Berkley, D-Nev., and a California congressman. From now on, servicemen and women will be required to designate who should be responsible for their remains if they die -- a morbid decision for members of the Armed Forces to contemplate, but a sensible policy nonetheless. Advertisement Rep. Berkley was instrumental in ensuring the change was implemented, acting on behalf of Eleanor Dachtler of Las Vegas, whose son, Lance Cpl. Nicholas H. Anderson, a Bonanza High School graduate, was killed in Iraq last November. Ms. Dachtler was divorced and wanted her son buried in Las Vegas. But a Navy judge gave deference to the father's wishes, and Lance Cpl. Anderson was laid to rest in California afer his remains were held by the military until the situation was resolved. Congresswoman Shelley Berkley Succeeds In Giving Military Service Members The Right To Designate Who Handles Funeral Arrangements By Office of Congresswoman Shelley Berkley*1Effort Prompted by Case of Las Vegas Mother Eleanor Dachtler Who Lost Son in Iraq Responding to the request of Congresswoman Shelley Berkley, the Department of Defense (DOD) has announced that it will change the current next of kin form for military service members so that troops can designate an individual of their choosing to handle their burial arrangements. Berkleys effort to require the military to solicit the designation from all personnel grew out of her work to assist Las Vegas resident Eleanor Dachtler, whose son, Marine Corporal Nicholas Anderson, was killed in action in Iraq late last year. "This simple change will prevent heartache for military families and will give our service men and women the final say in who determines their funeral arrangements. This is a common sense solution that will allow us to honor the wishes of our fallen heroes. Rather than leave this decision to chance, the new form will have a specific line where soldiers can clearly designate the person they want to be in charge of their final remains," said Berkley. "This is a bittersweet victory for all those who have worked to change our current policy, as we also remember the sacrifices of those whose loss prompted this effort. I only hope that with this new change in effect, we will never again see a repeat of the story of Eleanor Dachtler and others like her who have suffered even more as a result of our current policy following the loss of a loved one in the service of our nation." Deputy Under Secretary of Defense John Molino notified the Congresswoman of the change in policy and noted that the new requirements follow the recommendations made by Berkley to DOD in May of this year. In his letter, Molino stated that the policy change reflected Berkleys written request that a new, separate line be added to the current form collected from service members. "You will be pleased to know that we are in the process of modifying the Record of Emergency Data Form to accomplish exactly what your letter recommends. A separate line will be added to the form to require all service members to designate a PADD instead of the optional listing of such information in the general remarks section," Molino wrote. When issued, the new form will require service members to specify a PADD (Person Authorized to Direct Disposition) to handle their final arrangements. Absent such a designation, current policy relies on a series of criteria to determine who receives custody of a service members remains. In the case of Nicholas Anderson, the eldest parent was awarded custody of the fallen Marine. Anderson was buried by his father in California, over the objections of his mother who had sought to have her son buried in Las Vegas, where he grew up. A provision authored by Berkley that would have directed the Department of Defense to make the changes announced this week was included in the FY 2006 Defense Authorization bill, which was approved by the House in May. Rather than wait for Congress to act, the DOD used the criteria included in the Berkley provision to formulate a change in its own policy which will soon be revised to reflect the requirement that the name of a PADD be collected from all service members. The art of management brought U. S. prosperity By Tiffany Chang--- There are also some skills of Managing Up and Modern Stratagem in the American and Asian worlds. ***Jesus said, "Everyone who bears these words of mine and puts them into practice is like a wise man who built his house on the rock. The rain came down, the streams rose, and the winds blew and beat against that house; yet it did not fall, because it had its foundation on the rock." --- Matthew 7:24-25 of the "Bible" "The art of management has made the United States a paradise of richfulness and prosperity. On the very top floor of the mansion at the Graduate School of New York University, I was impressed by the crowded traffic and the brilliant night scenes down on the ground. And looking at the groups of mensions standing under the heavenly sky at this Fifth Street reminded me that: All these golden Squares and proserity at the time of the May Flower period was nothing but an empty land. For our Las Vegas, we've realized the same story of development and prosperity," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), on the Grand Openning of the Las Vegas City Park. "It made me remember the story of the next dynasty King after the Emperor Ching. Nowaday, the entrepreneurship made America great is not just important for individuals, but it is also critical for a company or a country."*1 The above initiative spirit of the United States is originated from the first paragraph of the Preface of a text book written by Tony Tung-tien Lei entitled "Managemnt Behavior" published by Buffalo Publishing Inc. in 1989 (2nd Edition). Together with his text book "Business Management", "Management Behavior" had been used by Dr. Tony Lei as a reference book in National Taiwan University, National Chengchi University, and National Chungshsing University from 1975 through 1990. "MANAGING UP shows what you can learn when you keep your eyes and ears open and happen to work for/with a terrif boss. Great lessons for leaders here, managing up, down, and sideways," said Warren Bennis, Distinguished Professor of Business at the University of South Carolina about the book written by Rosanne Badowski in 2003. The book is entitled "How to Forge an Effective Relationship with Those Above You." The Chairman of Chinese American Academic Association of Nevada, Dr. Tony Lei, received by air mail on February 22, 1997 a book named "Modern Stratagem" The book was written and sent by Professor Tu Lin. In the preface, Dr. Ko-wang Mei pointed out that: It is the person who uses stratagem to face problem and chellenge and to integrate a project or principle for processing of problem solving. Most of famous stratagems in the human history were used on politics and military. From its broad significance, in order for a person to successful both in production and human relations, he or she needs stratagem to attain his or her objectives. The Chinese idiom of "Action after taking stratagem" may show the good understanding of the above meaning. The book entitled "Modern Stratagem" was written by a Chinese, while the book entitled "How to Forge an Effective Relationship with Those Above You" is written by an American. The latter talks about "Managing Up" in a business. The following are some of its principles: Principles of Managing Up "* Managing is not the exclusive property of MBA grads. * At times we are all managers, and we are all support staff; managers have to roll up their sleeves and get in the trenches. * Those who manage up have to think--and act-- like managers. * A good managers is a student of cause and effect. * It's not good enough to be aware of what's happening around you; you have to know why it's happening. * If you're not helping, you're hindering. * Ask yourself: Did the work I performed today help achieve a goal? Common Sense Takeaways * Your boss's agenda comes first. Period. * When those above you win, you win. * It's people! Organizations don't run on money, products, or procedures. * Trust your instincts-- they are based on a lot of experience. Then again, don't always trust instincts. * Go ahead, take a swing: Better to be too bold than too timid."*2 The first of the above two books was prefaced by Dr. Ko-wang Mei, the former President of Tunghai University and now the President of Taiwan Regional Development Institute. Dr. Mei believed that: The successful degree of a stratagem can not be depended only on individual's wisdom, knowledge,and experience. It has its team works, integrity, scientific background, and philosophic thought. Therefore, there never appears a stratagem in an emptiness. It needs deliberate planning and logic thinking. The large the area of stratagem and the deeper of the degree of a stratagem, the large and deeper the need for information collection and analysis. In the recent half of the century, it is one of the most important subject in 'The study of Administration'. In a practical and general speaking, 'stratagem' is 'decision making' in a promotional sense. In order to have a stratagem effective, efficient, and perfect, the conclusion of a stratagem should be attained through scientific collection, analysis, judgment, study of information. It is why the 'Stratagem' is an important and useful study. Its good to have some inspiration on the findings of some of the chapters of the second book: "Preparedness Takeaways * By seeing thing from someone else's perspective, you'll be better able anticipate what will be needed in the future. * Share what you know. This was the centerpiece of Jack Welch's GE. We shared ideas, best practices, and information. People who hoard knowledge hunt the company. *Be ready to improvise. *Stay on top of current events, not just concerning your company but the international business community. It will help give context to what you do, and it's a good conversation starter. Communication Takeaways *Communication is more than a management tool--it is a catalyst for change. *Don't be afraid to ask. And then ask again. *Question yourself constantly; if you don't like your answers, do something about it. *Be a loudmouth--one whose ideas and messages get spread through every level of your business. *Nagging doesn't mean you have to be a pain in the neck--but timed correctly, it's very effective. It is 'individual strategy' when a stratagem is used by personal affairs. It is 'business strategy' when a stratagem is used by business management. After the second half of 20 century, business management played a very important role around the world. The study of management emphasizes very much the importance of stratagem. Therefore, the world business is now full of the actions of 'Business Stratagem'," said Dr. Mei.*4 As a conclusion on her book, Rosanne summerized it in the following: The Fun of Managing Up "Over the years, people have approached me wanting to know what it was like to work for Jack Welch. Did he have some secret to success? And that's why I've tried hard to keep the "bow" of this book pointed into the wind of real life. Was it a smooth fourteen years? No way. Was it interesting, exhilarating, and rewarding?
