Guinn’s current Chief of Staff, Keith Munro, was also named to the Gaming Control Board, while James Todd Russell was appointed to fill the First Judicial District Court vacancy, and Charles Howard Bowling was named to the Nevada Commission on Tourism. Neilander has been a member of the Gaming Control Board since 1998. He was reappointed in 2002 to another four-year term, and named Chairman of the Gaming Control Board in 2003. His current salary is $134,554. “Dennis has done an outstanding job of working with gaming officials to insure that Nevada remains the global leader in this critical industry to our state,” Gov. Guinn said. Neilander said, “I’m extremely honored that the Governor has reappointed me to the board at a time when the state is dealing with an array of critical decisions related to gaming. His trust in my performance is a true testament to the dedicated and capable employees that do a superior job of regulating the gaming industry in Nevada.” Munro, 41, has been with the Governor’s office since 2000, serving as General Counsel, Deputy Chief of Staff, and presently as Chief of Staff. Previously, he was a Senior Deputy Attorney General in the Nevada Office of the Attorney General. Munro, who will fill the seat being vacated by Bobby Siller, will join the Gaming Control Board on January 1, 2007. His salary will be $125,112. “Keith has been a tremendous asset to me and the state of Nevada,” Gov Guinn said. “His legal knowledge, proven experience, and good judgment will provide great insight as he joins the Gaming Control Board as a valuable member of that important entity.” Munro said, “I truly appreciate Governor Guinn’s confidence in my ability to complete the duties of this position. The Gaming Control Board is an exceptional agency and I am honored to have the opportunity to work with them.” Russell, 59, was selected to fill the First Judicial District Court (Carson City) vacancy created by the retirement of Judge Michael Griffin. A 1969 graduate of the University of Nevada, Reno, who earned his Degree of Juris Doctorate from the University of Pacific, McGeorge School of Law, Russell has been a member of the Allison, MacKenzie, Russell, Pavlakis, Wright, and Fagan law firm since 1976. Her plan has taken a burden away from many patients whose only option had been to travel outside the state for cancer treatment. Since the grand opening of the 142,000 square foot flagship research and care facility in August of 2005, this vision has expanded to one day become a National Cancer Institute-designated cancer center and to grow it’s presence in the state through satellite offices. More than $100,000 million has been raised in donations for the Institute, in a state where cancer is estimated to afflict 11,000 residents in 2006. Says Lori Goodwine: “Heather understands the communitarian view of volunteer service: she recognizes that all of us are members of Nevada’s statewide communities and that the rights that we cherish can only be sustained by the citizens who work each day to ensure a better future.” INDIVIDUAL – NORTHERN NEVADA Daniel Kage: of Reno, is a retired elementary school teacher and principal. He faithfully and tirelessly volunteers in the Washoe County School District’s Volunteer Services program. He was instrumental in filling the critical educational need of screening volunteers at a time when that program was in its infancy. Dan determinedly helps with the Read and Succeed program, the Crayons to Computers Teachers’ Warehouse, and the local Care Chest. They have secured and provided more than 750,000 books to over 50,000 students in 12 elementary schools in southern Nevada during the past five years. The books given out by Kids to Kids are the first that many at-risk children own. Their “Books from Badges” program partners with local law enforcement to distribute books to children in areas with particularly high crime rates. Kenny Guinn has sent a letter to United States Forest Service (USFS) Supervisor Ed Monnig offering the state’s ongoing participation in the USFS’s efforts to comply with the federal government’s Roadless Area Conservation Rule, adopted in 2000 during President Bill Clinton’s administration to conserve large portions of unprotected areas of National Forest primarily in the western United States. President Bush established new criteria in 2005 for management of National Forests—the State Petitions of Inventoried Roadless Area Management Rule—after consulting with western-state governors, state agencies, private industry, and the general public. But the U.S. District Court Northern District of California, recently said that the original rule had been improperly repealed, thus setting aside the State Petitions Rule and re-establishing the rule adopted during the Clinton administration, except for Alaska’s Tongass National Forest. Steve Robinson, Deputy Chief of Staff to Gov. Guinn, who authored the letter to Monnig, said, “We feel it is imperative that Nevada’s state agencies, who possess a wealth of information about the wildlife, water, ecology, and other resources that are part of Nevada’s abundant federal lands and National Forests, are an integral partner in planning for the future of these valuable lands to our state’s present and future generations. By establishing a seat at the table as the U.S. Forest Service’s Forest Management Plan evolves, our state agencies can have a direct impact in analyzing various alternatives designed to manage roadless areas of National Forest in Nevada. Monnig, Supervisor of the Humboldt-Toiyabe National Forest, said he is appreciative of the state’s continued involvement with the process: “Gov. Guinn’s support and cooperation with our efforts to establish new guidelines revolving around National Forest in Nevada has been very appreciated. Nevada Governor Guinn Receives Response Regarding Disaster Designation for Wildfire Affected Counties in Nevada By Office of the GovernorFOR IMMEDIATE RELEASE: CONTACT: Ed Foster, Regional Manager, Department of Agriculture 688-1180 CARSON CITY – In September, after reviewing Disaster Assessment Reports for three Nevada counties affected by wildfire, Governor Kenny Guinn requested a disaster designation from the United States Department of Agriculture’s (USDA) Secretary Mike Johanns. The three counties are Elko, Humboldt, and Lincoln. The USDA has reviewed the Damage Assessment Reports, along with additional information submitted by Federal and State agencies. Based on this review, USDA has determined that there were sufficient production losses in agriculture in all three counties, to warrant a Secretarial disaster designation. USDA Secretary Mike Johanns said, “I am designating Elko, Humboldt, and Lincoln counties in Nevada as primary natural disaster areas.” In accordance with the Consolidated Farm and Rural Development Act, counties that are contiguous to declared disaster counties are included in the designation. “In addition to Elko, Humboldt, and Lincoln counties, seven other counties will benefit from this disaster designation,” said Governor Guinn. Those counties are Clark, Eureka, Lander, Nye, Pershing, Washoe, and White Pine. “This is welcome news for areas so hard hit by a devastating fire season,” Guinn added. A designation of disaster makes all farmers and ranchers who meet the criteria in these ten counties eligible to apply for USDA assistance. The three main USDA programs that will apply to Nevada producers are the Emergency Conservation, Emergency Loan Assistance, and the Emergency Watershed Protection programs. United States Senator John Ensign added: “Nevada had an extremely devastating fire season, so I am grateful that Agriculture Secretary Johanns has made impacted individuals who live in seven Nevada counties eligible for low-interest emergency loans. Kenny Guinn, a meeting among local, state, and federal officials to develop a coordinated response to the devastating 2006 fire season, including discussion of rehabilitation efforts of the burned areas and ways to reduce wildfires in the future, took place yesterday in the Capitol Building. The northern range is decimated; wildlife face a devastating winter, and some of our ranchers may not survive in business. The loss truly impacts all of Nevada.” Gov. Guinn is calling on the Department of Conservation and Natural Resources to spearhead these efforts in cooperation with the Bureau of Land Management, the U. S. Forest Service, and Eureka and Elko counties, the two areas hardest hit by this summer’s fires. Nevada spent nearly $10 million on wildfire suppression this summer. Federal agencies estimate costs to exceed $50 million. More than 1.3 million acres were burned. Critical wildlife habitat, as well as agricultural rangelands and watersheds, have been adversely impacted. In addition, wildland fires encourage the spread of invasive plant species, such as cheatgrass, which has a devastating impact on future native plant growth in charred areas. Among agreed upon objectives of the group to be headed by Allen Biaggi, Director, Department of Conservation and Natural Resources, were: 1. Streamline and expand training and equipment for rural volunteer fire fighters. 2. Concentrate efforts by all agencies for rehabilitation and request immediate help from Congress to meet these needs. 3. Develop a long-range plan to break the fire cycle that threatens the existence of sagebrush habitat in the Great Basin. 4. Increase awareness of the fire devastation to all of Nevada through a public awareness effort. Washington Business and Technology Institute (WBTI) pays a special tribute to him and wishes him A VERY HAPPY BIRTHDAY! Governor Guinn believes in families. It is our pleasure to post the biography (personal) of Governor Kenny Guinn: Kenny C. Guinn, 69, was first elected Governor of Nevada in 1998. He was re-elected in 2002, capturing 68% of the vote, one of the widest margins of victory in a gubernatorial race in the state’s history. By Nevada law, he is term-limited and will leave office in January 2007.*1 Born in Arkansas, Guinn and his family moved to the small Central Valley community of Exeter, California at an early age. The son of migrant farm workers, Guinn was encouraged and prompted by his parents to get a good education. Helped along by many encouraging teachers and coaches, Guinn took this advice to heart and worked to prepare himself for the possibility of attending college. Another thing he took to heart in high school was his wife of now 49 years, Dema. Kenny and Dema began dating in high school, got married while he was in college, and have been together ever since. While attending Exeter High School, Guinn excelled at several sports: football, basketball, track, and swimming. He was good enough in the decathlon—a test of ten various track events—that he made it to the California AAU Championships his junior year. The young man he lost to, Rafer Johnson, went on to win the Gold Medal in the decathlon in the 1960 Rome Olympics. Although he enjoyed all sports, football was his love and Guinn also realized it was his best ticket to earn a college scholarship. In his senior year, a scout from the University of Southern California (USC) attended a game to check out the young running back. That day, Guinn ran for 280 yards and scored five touchdowns. USC soon came calling and offered Guinn a scholarship to the prestigious university. His parents’ dream would soon be fulfilled; their son, Kenny, would be the first in their family to attend college. After being told by legendary USC football coach Jess Hill that he would have to focus on football and give up basketball, Guinn decided to transfer back home to Fresno City College and later to Fresno State University, where he was named senior back of the year in 1958. Guinn earned his undergraduate and graduate degrees in Physical Education from Fresno State University. He later obtained a doctorate in Education from Utah State University. Upon graduation and after four years of teaching in high school, the family Guinn—Kenny, Dema and their first son, Jeff—moved to Las Vegas where Guinn went from central office administration to Clark County School District Superintendent in just five years. During that time, the couple’s second son, Steve, was born. In 1978, Guinn began applying his management skills in the private sector as Administrative Vice President for Nevada Savings and Loan, which later became PriMerit Bank. Once again, he quickly advanced through the management ranks and, in 1987, was appointed Chairman of the Board of Directors. His success did not go unnoticed in the business community. In 1988, Southwest Gas Corporation made Guinn an offer he couldn’t refuse: President of the giant company. His involvement with the Southwest Gas culminated with him being named Chairman of the Board in 1993. Education had played a prominent role in Guinn’s life, providing him opportunities and opening doors that he had never imagined as a young boy growing up poor. So when the University of Nevada-Las Vegas (UNLV) sought his assistance in righting the university, Guinn accepted the position. However, he refused to take the salary, except for one dollar; the rest was donated to UNLV’s scholarship program and other activities. Guinn instituted administrative and policy changes that helped the university regain its momentum as an ever-expanding urban college. The Governor and First Lady continue to volunteer their time and effort on behalf of countless organization, commissions, and charities, something that has always played an important role in their professional lives. The Guinns reside in Carson City at the Governor’s Mansion and have another home in Las Vegas. They are in the process of building a second home in northern Nevada.
