In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

Kenny spent his boyhood in the small, Central Valley town of Exeter, California where he met Dema, his wife of 49 years. Kenny Guinn believes in families.

Nevada GOVERNOR Kenny Guinn APPOINTS RENEE PARKER AS GENERAL COUNSEL

CARSON CITY Gov. Kenny Guinn announced today that he has appointed Renee Parker to fill the position of General Counsel to the Governor. Parker will assume the title vacated by the move of Keith Munro to Chief of Staff following the departure of Michael Hillerby in February 2006. Parker has been Chief Deputy Secretary of State since December 2000, where she was responsible for administering the duties of the agency and supervising office personnel.

揥e are very fortunate to be able to gain the services of a such a dedicated, experienced, and professional person as Renee Parker, Gov. Guinn said.

Parker said, 揑 am honored and thrilled to be joining Governor Guinn抯 staff. I look forward to the challenge of assisting his administration with the complex responsibilities of the office.

Before joining Secretary of State Dean Heller抯 staff in 2000, Parker served as policy advisor and assistant general counsel to the Public Utilities Commission. Previous to state employment, Parker was an associate at the law firm of Pillsbury, Madison & Sutro LLP, where she specialized in corporate and securities law.

Parker graduated Summa Cum Laude from Santa Clara University School of Law in 1996. She earned a bachelor of science degree Magna Cum Laude in Economics from Santa Clara University.

Parker will earn $108,000 in her new position.

CARSON CITY Gov. Kenny Guinn announced today the appointment of Carson City resident Tim Tetz, 35, as the new Executive Director of Nevada抯 Office of Veterans Services (NOVS). Tetz succeeds Chuck Fulkerson who is retiring at the end of March 2006.

揟im has demonstrated his commitment to veterans across the generations from WW II to Iraq and Afghanistan, Gov. Guinn said. 揌e has both the motivation and proven record to continue the outstanding service to our veterans demonstrated so ably by his predecessor Chuck Fulkerson.

Tetz, a veteran of the U.S. Coast Guard, has been active for many years in veteran organizations and efforts, including serving as the Commander for the Nevada American Legion in 2003-04. He attended public schools in Carson City, was an Eagle Scout, and attended the University of Nevada, Reno. Since 1998 he has run a private business, Fleet Feet, in the Capital City.

揑 appreciate the Governor's confidence in me and the privilege to represent Nevada veterans, Tetz said.

The NOVS provides a variety of services to veterans and their families, including benefit claim preparation and oversight of veterans nursing homes and cemeteries in Nevada. The NOVS Executive Director is responsible for: developing and administering the agency抯 budget; communicating with the governor, legislature, and state congressional representatives on veteran issues; coordinating the quarterly meetings of the nine-member Veteran Services Commission and the two seven-member cemetery committees; and representing Nevada veterans at U.S. Department of Veteran Affairs Medical Center VISN Management Assistance Council (MAC) meetings. CARSON CITY Gov. Kenny Guinn announced today that emergency regulations for a new state program designed to help homeowners pay for damages caused by a natural disaster have been completed and filed. The Homeowners Disaster Assistance Program (HDAP), approved by the Legislature and supported by Gov. Guinn during the 2005 legislative session, created a five million dollar fund that can be used to help homeowners repair or restore damage done by a natural disaster. The emergency regulations had to be completed before any funding to individual homeowners could be approved.

揊ollowing the extensive damage caused by the flooding in Northern Nevada over the New Year抯 Day weekend, we wanted to get this important program up and running as fast as possible so we could offer homeowners a helping hand, Gov. Guinn said. 揟hanks to HDAP, when the forces of nature overpower our ability to protect our homes, the state will now have the ability to step in and help out individual homeowners.

HDAP will be administered by Nevada抯 Department of Public Safety (DPS), Division of Emergency Management (DEM). DPS/Emergency Management Chief Frank Siracusa said, 揥e have been working hard to hammer out the HDAP final details so we can help the largest number of Nevadans in need.

The DPS/Emergency Management will conduct two meetings on Tuesday, February 21, 2006, to discuss HDAP and the qualifications for receiving assistance:

In accordance with established Federal Emergency Management Agency (FEMA) Individual Assistance Program guidelines, the maximum amount any homeowner can apply for is $5,400.

Applications forms will be available at the meetings on February 21, or homeowners can download an application (DEM FORM LOI 2/2006) from the Division of Emergency Management抯 website (http://dem.state.nv.us) beginning February 21.

Lambert will complete the term of former Nevada Attorney General Brian McKay, who recently resigned from the Commission.

揓oan Lambert抯 wealth of experience, including her time on the Committee on High-Level Radioactive Waste during her tenure as an assemblywoman, prepares her to make a substantial contribution to the important work of the Commission on Nuclear Projects, Gov. Guinn said.

Lambert said she is honored by Gov. Guinn抯 appointment, adding, 揈ver since I served on the Legislature抯 Committee on High-Level Radioactive Waste in the 1990s, I have followed the Yucca Mountain repository project and nuclear waste issues with interest. I am very flattered to be considered for the commission and am pleased to serve.

揊ormer Assemblywoman Lambert will be a fine addition to this board, said Bob Loux, executive director of the Agency for Nuclear Projects. 揥e look forward to working with her as we continue our efforts to make sure Nevada is not used as a federal dumping ground.

Lambert currently serves as government affairs director for Carrara Nevada. She served seven terms in the state Assembly from 1984-1998, representing Assembly District 29 in Reno. CARSON CITY Gov. Kenny Guinn announced today that the state has received approval from President Bush for a Federal Disaster Declaration. The approval came after the Gov. Guinn抯 request to the President in a letter dated January 17, 2006, for federal assistance in responding to and recovering from the damages that were incurred as a result of severe flooding in January.

揥hile the costs and resources expended in responding to the flooding were of significant magnitude to the state and affected local governments, the priority must now be placed on restoring the communities to their pre-disaster condition, Gov. Guinn said. 揥e must now take the necessary steps to restore public facilities and assist individuals in their efforts of recovery.

The federal disaster declaration provides financial assistance for reimbursement of costs associated with response efforts provided by the state and local governments, as well as restoration of damaged public facilities and infrastructure. Further assistance to individuals who experienced damage to property will be explored through other federal and state programs.

The Department of Public Safety, Division of Emergency Management in cooperation with FEMA will be establishing a Disaster Recovery Center within the next few days to provide a single point of coordination for all available federal and state disaster recovery programs. The Governor has appointed Frank Siracusa, Chief of the Department of Public Safety, Division of Emergency Management, as the Governor抯 Authorized Representative who will oversee the implementation of these programs.

The State抯 original request for assistance was estimated at $17 million. The actual costs eligible for reimbursement will now be determined by FEMA and state officials through Project Work Sheets. The federal government would then cover 75% of the approved costs.

Gov. Guinn immediately named Keith Munro, his General Counsel and Deputy Chief of Staff, to fill the void left by Hillerby抯 departure.

揗ichael has been an important part of my administration since joining the cabinet in 1999, and has been a terrific Chief of Staff since assuming the post more than two years ago, Gov. Guinn said. 揌e has worked on all of the major issues we have faced and been instrumental in guiding our legislative agendas since the 2001 session.

The Governor said fortunately a worthy replacement was close by: 揔eith Munro has an important background in state government that has earned him tremendous respect from everyone he deals with. His valued tenure in my office makes him perfectly suited to become Chief of Staff, and I know he will do a great job.

Hillerby joined Guinn's cabinet in 1999 as Director of the Department of Cultural Affairs. He was named Deputy Chief of Staff in March 2001, where he was responsible for legislative affairs and advising the Governor in areas such as education and health care. Hillerby was named Chief of Staff in November 2003. His responsibilities included overseeing the development and implementation of Gov. Guinn抯 administration policy, guiding the budget process, and overseeing the legislative agenda.

揑t has been an incredible privilege to serve a governor so devoted to helping all Nevadans succeed and prosper, Hillerby stated. 揑 am very proud to have helped advance the Governor抯 agenda and to have worked with the terrific staff in our office.

As Executive Vice president of the Wingfield Nevada Group, Hillerby抯 responsibilities will include work in government relations; the Chronic Fatigue Syndrome Institute, a collaboration of the Nevada Cancer Institute and the University of Nevada School of Medicine; and other executive management functions for the diversified company. Hillerby said he will not appear before Executive Branch regulatory agencies during the remainder of Guinn抯 term.

Munro became General Counsel to Gov. Guinn in January 2000. In November 2003, he was promoted to Deputy Chief of Staff and General Counsel. Munro previously spent more than six years (1993-2000) in the Litigation and Criminal Divisions of the Office of the Attorney General.

CARSON CITY Gov. Kenny Guinn announced today that he is reappointing Paul Cary Fisher Jr., Deborah Pierce and William Martin to serve as his appointees to the state Economic Forum. Fisher is the owner of the Fisher Pen Company; Pierce is employed by Hooters Hotel and Casino as Vice President of Finance; and Martin is president and Chief Executive Officer of Nevada State Bank.

揑 have been very satisfied with the tireless efforts of these individuals in providing the state with realistic estimates that have helped keep Nevada in the black, Gov. Guinn said. 揟he Economic Forum has a very difficult task and must weigh many factors in determining a roadmap for state spending. Their thoughtful review and deliberation has certainly been a key component in my ability as Governor to determine a sound financial course of action.

Created by the Legislature during the 1993 legislative session (NRS 353.228),

the Economic Forum is responsible for providing forecasts of the state抯 general fund revenues for each biennium budget period. The Governor uses the December 1st Economic Forum estimates to develop the budget recommendations presented to the legislature, which in turn must use the May 1st forecast in balancing general fund appropriations with anticipated general fund revenues for the next biennium.

In determining the general fund revenue forecasts, the Economic Forum reviews individual forecasts prepared by state government and private entities for seven of the state抯 major revenue sources: sales and use tax, percentage fee tax on gaming revenues, insurance premium tax, modified business tax, cigarette tax, live entertainment tax and real property transfer tax. For each of these revenue sources, the Economic Forum is presented with separate forecasts prepared by the Legislature抯 Fiscal Analysis Division staff, the Governor抯 Budget Division staff, and staff from the specific agencies responsible for collecting each of these revenues. The state also contracts with a national forecasting firm, GLOBAL INSIGHT, to produce forecasts for the sales and use tax and percentage fee tax, which are considered by the Economic Forum. The members of the Economic Forum arrive at a consensus forecast for each of these major revenue sources after reviewing and discussing the separate forecasts made available to them.

The Economic Forum consists of five appointed members who cannot be employees of state government, including publicly supported institutions of higher education. The Governor appoints three of the members, one member is appointed by the Senate Majority Leader, and one member is appointed by the Speaker of the Assembly to serve for a two-year term.

CARSON CITY Gov. Kenny Guinn today issued a proclamation to coincide with the United Nations first-ever Holocaust Remembrance Day, January 27, 2006. It will mark the first time the United Nations has formally recognized a specific day in remembrance of the millions of people who lost their lives or were held captive by German forces in concentration camps during World War II.

揟his special day to call attention to the plight of millions of people of the Jewish faith and many others is long overdue by the United Nations, Gov. Guinn said. 揟he unspeakable crimes that were committed during the reign of terror in the Nazi concentration camps is something people around the world need to remember so history does not repeat itself.

WHEREAS, January 27, 2006, marks the first observance of Holocaust Remembrance at the United Nations, and Gerda Weissmann Klein will address the United Nations General Assembly; and

WHEREAS, on November 1, 2005, the United Nations General Assembly adopted a Resolution, designating January 27th as an annual International Day in Commemoration of the Victims of the Holocaust; and

WHEREAS, the Holocaust was the effort of Adolf Hitler and the Nazi Party to exterminate Jews and other people that they considered inferior, which resulted in six million Jews being murdered between 1933 and 1945; and

WHEREAS, the history of the Holocaust offers an opportunity to reflect on the moral responsibilities of individuals, societies, and governments; and

WHEREAS, it is important for the citizens of the State of Nevada to remember the terrible events of the Holocaust and remain vigilant against hatred, persecution, and tyranny; and

WHEREAS, we, the people of the State of Nevada should actively rededicate ourselves to the principles of individual freedom in a just society;

CARSON CITY Gov. Kenny Guinn announced today that Chuck Fulkerson is resigning his position as Executive Director of the Nevada Office of Veterans Services (NOVS), effective March 31, 2006. Fulkerson has served as Executive Director since November 2000.

During his term as Executive Director, Fulkerson has overseen the construction of a Nevada Veterans Nursing Home in Boulder City, and the continued improvement of the Veterans Cemeteries in Fernley and Boulder City.

揤eterans living in Nevada have certainly benefited from the work Chuck Fulkerson has spearheaded during his tenure as Executive Director, Gov. Guinn said. 揅huck has been a strong advocate for increased benefits and funding for programs aimed at assisting our veterans. It has been my privilege to work alongside Chuck, and I have appreciated his dedication to our veterans living in Nevada.

Fulkerson said, 揑抦 honored and blessed to have been a part of the effort to provide increased quality of life for America抯 Heroes, our veterans. Governor Guinn has been sensitive and very supportive of veteran抯 needs in Nevada.

The NOVS provides a variety of services to veterans and their families, including benefit claim preparation and oversight of veterans nursing homes and cemeteries in Nevada. The NOVS Executive Director is responsible for: developing and administering the agency抯 budget; communicating with the governor, legislature, and state congressional representatives on veteran issues; coordinating the quarterly meetings of the nine-member Veteran Services Commission and the two seven-member cemetery committees; and representing Nevada veterans at U.S. Department of Veteran Affairs Medical Center VISN Management Assistance Council (MAC) meetings.

Fulkerson served two tours of duty in Vietnam during the Vietnam War. He has been involved with the nation抯 military since 1955, when he joined the Army Reserve as a University of Nevada, Reno student. After serving in the Army Reserve, Active Army and the Nevada Army National Guard, Fulkerson retired from active service in 1991.

GOVERNOR SEEKS PRESIDENTIAL DISASTER DECLARATION
Damage estimates set at approximately $17 million

CARSON CITY Gov. Kenny Guinn today announced he has requested that President Bush declare a Presidential Disaster Declaration to help the state and local government agencies recover some of the costs associated with flooding damage caused during storms throughout Northern Nevada over the New Year抯 weekend.

Following an evaluation of damages by a joint federal, state and local Preliminary Damage Assessment Team, it was determined that the state of Nevada is justified in this request as a result of the extensive damages caused by the flooding.

揝tate and local agencies are working diligently to recover as quickly as possible from the extensive damage caused by the severe flooding throughout Northern Nevada, Gov. Guinn said. 揟his request for a Presidential Disaster Declaration will help those agencies recoup a good portion of the money they spent to get Northern Nevada roads, bridges, and other infrastructure back in working order. Based on the preliminary damage assessment of the situation, I believe Nevada will be granted its request for financial assistance from the federal government.

If the State抯 request for a Presidential Disaster Declaration is approved, the federal government would provide a 75 percent reimbursement for costs incurred as a result of responding to and recovering from the flood damage. Gov. Guinn has designated Frank Siracusa, Chief of the Nevada Division of Emergency Management, as the State Coordinating Officer for this request.

Dear Mr. President:

Under the provisions of Section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. Ё 5121-5206 (Stafford Act), and implemented by 44 CFR 206.36, I request that you declare a major disaster in the state of Nevada as a result of intense rain storms that caused severe flooding beginning on December 31, 2005, and continuing until January 4, 2006. These storms caused damage and flooding in Carson City, and counties of Douglas, Lyon, Storey, and Washoe.

In response to this disaster, I have taken appropriate action under state law and directed the execution of the State Emergency Plan on December 31, 2005, in accordance with Section 401 of the Stafford Act. The State Emergency Plan was invoked in response to the severe storm and flooding that impacted northern Nevada.

Between December 30, 2005, and January 4, 2006 a severe storm caused widespread flooding throughout northern Nevada. The relentless storm crippled travel on major highways and access roads, created power outages, and forced evacuations of homes. On January 3, 2006, I declared a State of Emergency for Carson City and the affected counties.

Preliminary estimates indicate the most severe impacts occurred within the cities of Reno and Sparks (Washoe County), where the Truckee River crested on Sunday, January 1, 2006, submerging portions of both cities and outlying areas. Mudslides resulting from the storms also closed Interstate 80, a major east-west traffic route in Nevada. At the same time, the Carson River overflowed its banks and submerged parts of several cities and towns throughout the region and closed parts of Interstate 395, a major north-south traffic route in Nevada. Fast moving water and heavy debris flows caused significant damage throughout the affected areas.

I have determined that this incident is of such severity and magnitude that effective response is beyond the capabilities of the state and the affected local governments. I have concluded that supplemental federal assistance is necessary. I am specifically requesting Individual Assistance, including the Individuals and Households Program (IHP), Disaster Unemployment Assistance, Crisis Counseling, Public Assistance, Hazard Mitigation and Small Business Administration disaster loans for the affected areas.

Preliminary estimates of the types and amounts of assistance needed under the Stafford Act are tabulated in Enclosures A and B. Estimated requirements for assistance from certain federal agencies under other statutory authorities are tabulated in Enclosure C.

I certify that for this major disaster, the state and local governments will assume all applicable non-federal costs shares as required by the Stafford Act. Total expenditures are expected to exceed $16,957,959, in accordance with the table in Enclosure D.

I have designated Frank Siracusa, Chief of the Nevada Division of Emergency Management as the Governor抯 Authorized Representative (GAR) and the State Coordinating Officer (SCO) for this request. He will continue working with the Federal Emergency Management Agency (FEMA) on damage assessments and may provide further information or justification on my behalf.

CARSON CITY Gov. Kenny Guinn today announced he has issued a proclamation in honor of National AMBER Alert Day, January 13. Gov. Guinn said the program has saved the lives of many abducted, endangered children across the United States, and in Nevada specifically.

揟he AMBER Alert system has made a dramatic impact in the ability of law enforcement to locate and secure children who are victims of an abduction, Gov. Guinn said. 揟hrough Nevada抯 participation, twenty-five children have been rescued since the system was first activated in our state in 2001. I am proud of the efforts of law enforcement, broadcasters and the community at-large in making the AMBER Alert system such a successful program.

Originated in Arlington, Texas, in 1997 following the 1996 abduction and murder of nine-year-old Amber Hagerman, the system utilizes the Emergency Alert System to broadcast information about abducted, endangered children on local radio and television stations to alert the public in the event of a specific type of abduction (the child must be the victim of a confirmed abduction; under 18 and in danger of physical harm; and sufficient information about child and abductor must be available to believe immediate public broadcast will assist in a safe recovery). Nevada抯 first AMBER Alert program began in 2001 and was named the Krystal Alert system in honor of Krystal Steadman, a nine-year-old child abducted from Stateline who was beaten, raped, tortured and murdered. The Nevada program became part of the national AMBER Alert system in 2003 and is dedicated to the memory of Krystal Steadman.

Since 2001, Nevada has activated the system nineteen times. Those cases involved a total of twenty-seven children. In all, twenty-five of those children were safely recovered. The other two children are believed be in Mexico with the family of the non-custodial parent who abducted them.

WHEREAS, the AMBER Alert program was created in 1997 when Dallas/Fort Worth broadcasters teamed with local police to develop an early warning system as a legacy to 9 year-old Amber Hagerman, who was kidnapped while riding her bicycle and then murdered in Arlington, Texas; and

WHEREAS, on March 9, 2001, northern Nevada broadcasters teamed with local law enforcement agencies and adopted the Krystal Child Abduction Alert Program based on the standards developed for the Texas AMBER Alert program; and

WHEREAS, on September 3, 2002, legislation was introduced to establish a nationwide communications-warning network in child abduction cases, and was signed into law by President George W. Bush on April 20, 2003; and

WHEREAS, on May 6, 2003, Nevada抯 Governor Kenny C. Guinn signed Assembly Bill 322, creating a statewide AMBER Alert system in Nevada dedicated to the memory of Krystal Steadman, for the safe return of abducted children, and it was fully implemented on July 1, 2003; and

WHEREAS, the AMBER Alert program has been embraced by the citizenry of Nevada in a concentrated effort to protect our children from abduction and endangerment; and

WHEREAS, the SBC Foundation has provided a $77,000 grant to improve Nevada抯 AMBER Alert program, and will be used to support technology upgrades to the Emergency Alert System; and

WHEREAS, these invaluable upgrades will allow law enforcement personnel to activate an AMBER Alert from a cell phone in the field, or a landline phone, providing immediate information that can be routed to local primary stations, which can then be sent to all participating radio, television and cable operators in the Emergency Alert System; and

WHEREAS, the memory of Amber Hagerman continues to inspire countless people, and the outstanding generosity and commitment to protect our children and help in finding abducted children by all state entities and individuals, including radio and television stations, cable operators, law enforcement, the SBC Foundation and alert citizens are recognized and commended by the State of Nevada;

NEVADA PATRIOT FUND ANNOUNCES PARTNERSHIP WITH THE COMMUNITY FOUNDATION OF WESTERN NEVADA

The Board of Directors of the Nevada Patriot Fund announced today that administration of the Fund抯 donations is being placed under the umbrella of the Community Foundation of Western Nevada.

When the Fund was initially created it was thought it would fulfill a short-term need. That has not turned out to be the case. Up to this point, donations have been sent to a Wells Fargo account for the benefit of the Fund. The board of directors emphasized that the partnership with Wells Fargo has been a strong one, and that this is just the next step. The Community Foundation offers online donations and donations by credit card梠ptions not available previously梫ia their website (www.cfwnv.org). The Foundation will also assist in the maintenance of donor recordkeeping.

揥e are glad to help to ensure that the families of fallen Nevadans receive the additional support the Nevada Patriot Fund provides, said Chris Askin, Executive Director of the Community Foundation of Western Nevada. 揟he Community Foundation will help make the administration of the Nevada Patriot Fund easier, so the focus stays on helping the families in their time of need.

The Fund抯 board of directors unanimously approved the transfer. The board will continue to direct the Fund.

Since its inception in 2003, Nevadans have generously donated over $265,000 to the Fund, with $191,000 having been distributed to the families of 22 Nevada Patriots.

The award is based on national Malcolm Baldrige Quality Award Criteria, the nation抯 highest honor for quality and organizational performance excellence.

In 2005, organizations applied using either business, modified business for casinos, healthcare, or education criteria in one of four levels: Silver State (level 4), Pioneer (Level 3), Prospector (Level 2), or Trailblazer (Level 1). Given the high quality gaming and hospitality industry in Nevada, the NvQA adapted the business criteria to create opportunities for gaming. The Peppermill Hotel and Casino is the first recipient of the APEX based on the new criteria, and only the second applicant in the history of the program to earn the Level 4, Silver State Award.

Each applicant was rigorously evaluated by an independent board of examiners in seven areas: leadership; strategic planning; customer and market focus; measurement, analysis and knowledge management; human resource focus; and process management and results. The evaluation process included hundreds of hours of review. Level 3 and 4 applicants also received a site visit to clarify questions and verify information on applications.

Sage Grouse Conservation Plans Implemented
Work continues in Nevada on sage grouse conservation, even though the U.S. Fish and Wildlife Service (USFWS) recommended that the sage grouse does not warrant listing under the Endangered Species Act. The USFWS is relying on governmental agencies and local working groups to continue efforts to conserve sage grouse and sagebrush habitat on a long-term basis. Learn More.

WHEREAS, the University of Nevada Wolf Pack will make the sixth bowl appearance in school history today in the Sheraton Hawaii Bowl against the University of Central Florida Golden Knights; and

WHEREAS, Coach Chris Ault instilled what he calls a 揘evadatude in leading the Wolf Pack to an 8-3 record, a Western Athletic Conference championship and Nevada抯 first bowl appearance in nine years; and

WHEREAS, Coach Ault, a member of the College Football Hall of Fame, who inherited a program in 2004 that had not had a winning season since 1998, was named the WAC Coach of the Year and ran his career coaching record to 176-73-1; and

WHEREAS, Nevada stunned the nation with a 38-35 upset victory over sixteenth-ranked Fresno State, just one week after the Bulldogs nearly upset top-ranked Southern California; and

WHEREAS, Nevada brought national attention to the university with 10 television appearances this season and votes in both the Associated Press and USA Today Top 25 polls; and

WHEREAS, B. J. Mitchell led his conference in rushing with 111 yards per game and was named the WAC Offensive Player-of-the-Year; and

Nevada GOVERNOR Kenny Guinn NAMES NEW DIRECTOR OF DEPARTMENT OF ADMINISTRATION

CARSON CITY Gov. Kenny Guinn today named Andrew Clinger as Director of the Department of Administration. Clinger, who has worked for the state since 1997, has been serving as the agency抯 Deputy Director since July 2002. Clinger is filling the void left by the retirement of long-time Director Perry Comeaux, who has served in that capacity since 1993.

The Department of Administration is comprised of nine Divisions and includes 352 employees. Besides overseeing the agency, the Director also serves as the State Budget Director, Clerk of the Board of Examiners, and is a member of the State Public Works Board.

The State Budget Director oversees the preparation and presentation of the Governor抯 Executive Budget, has financial oversight of executive agencies, evaluates executive agency policies, monitors and forecasts state revenues, and coordinates all Board of Examiner activities.

揂ndrew has proven himself to be a valuable asset to the State of Nevada, and I抦 quite certain he will do an outstanding job, Gov. Guinn said. 揊ortunately, Andrew has had the advantage of working on a daily basis with Perry for several years, something that has helped to prepare him for this vital position.

Gov. Guinn added, 揚erry Comeaux has provided Nevada with more than twenty years of high quality service. He is one of the most respected individuals in state government. Perry抯 ability to work closely with executive agency staff and members of the Legislature has been a tremendous benefit to the people of Nevada.

Clinger is a 1995 graduate of the University of Nevada, Reno where he earned a Bachelor of Science degree in Business Administration. His salary is $115,770.

TO TRANSPORTATION SERVICES AUTHORITY

CARSON CITY -- Gov. Kenny Guinn today announced the appointment of former judge and current Las Vegas resident Samuel 揝am A. Thompson to the Transportation Services Authority (TSA). Thompson, 57, will begin his term Jan. 2, 2006. His salary will be $97,103.

揝am Thompson will bring a unique perspective to the TSA, Gov. Guinn said. 揂s a former judge, Sam has a wealth of experience with listening to facts and determining a just result. His background will help the TSA arrive at decisions that are fair to all the parties concerned.

Thompson said, 揑 am honored by Governor Guinn抯 trust in appointing me to this position. I抳e spent most of my life in public service, and I抦 very excited to be a part of Nevada state government.

Thomson received his B.A. in English from the University of Memphis and his J. D. from the Humphrey School of Law in Memphis, Tennessee. He was elected to an 8-year term in Division VI of the Shelby County General Sessions Court in Memphis. He retired after serving

25 years with Shelby County government where he also served as a juvenile court judicial referee, correctional facility administrator, and deputy sheriff.

Thompson currently works as an arbitrator/mediator panelist for JAMS: The Resolution Experts in Las Vegas. In February 2005, Governor Guinn appointed Judge Thompson to the Standing Committee on Judicial Ethics and Election Practices. His term as a member of this Committee expires in December 2006.

Thompson has held memberships and offices in numerous organizations, including the Clark County and American Bar Associations. The governor of Tennessee appointed him to the State Advisory Committee on Corrections and Law Enforcement Training and Technical Assistance.

TSA licenses and regulates limousines, buses, tow companies, and intrastate movers of household goods throughout Nevada, as well as taxicabs outside of Clark County.
