Kenny Guinn today was pleased to announce the award of $3,040,000 in funding for economic improvement in Mineral County through the U.S. Department of Commerce’s Economic Development Administration (EDA). The funding is designed to upgrade water and sewer infrastructure so a large tract of industrial land adjacent to Hawthorne Army Depot and the Mineral County Airport can be developed into an economic center. It is estimated this will create some 650 plus jobs in Mineral County, along with generating $20 million in private investment in the community. “This funding is a tremendous shot in the arm for Mineral County and will certainly provide a gigantic boost to the economic vitality of Hawthorne and other nearby communities,” Gov. Guinn said. “President Bush has given the EDA the directive to provide financial assistance to meet the economic development needs of rural communities throughout the United States. We are very pleased that Mineral County was included as one of the communities receiving funding.” Guinn noted the EDA grant has a 20 percent local match requirement and that more than $383,000 of that match came from the state Community Development Block Grant program, a division of the Nevada Commission on Economic Development. Additional match funding will come from local sources and in-kind investments. “By making these state financial resources available, local governments, businesses, and non-profit organizations can collaborate and build healthy, viable communities,” Gov. Guinn said. Planning for the economic center in Hawthorne began almost six years ago and came together when businesses committed to locate in the center when improvements were complete. Kenny Guinn announced today that Elko County has been added to the list of counties eligible for federal and state aid to pay for certain damages caused by flooding over the New Year’s weekend. A special meeting is scheduled for 9a.m., Tuesday, March 21, 2006, at the Elko County Courthouse, 571 Idaho Street in Elko, Nevada. Representatives from Nevada’s Department of Public Safety’s Division of Emergency Management (DPS/EM) and the Federal Emergency Management Agency (FEMA) will be on hand to help local governments and homeowners who were impacted by the flooding. Affected local governments in Elko County are eligible to apply for federal funds to pay 75 percent of the approved cost for debris removal, emergency services related to the disaster, and repairing or replacing damaged public facilities such as roads, buildings, and utilities. The funds were authorized under a major disaster declaration issued by President Bush on February 3, 2006, and made available through FEMA’s public assistance program for state and local governments. In addition, homeowners in Elko County are eligible for a new state program designed to help homeowners pay for flood damage. The Homeowners Disaster Assistance Program (HDAP), approved by the Legislature and supported by Governor Guinn during the 2005 legislative session, created a $5 million fund that can be used to help homeowners repair or restore damage done by a natural disaster. “It’s great news that federal funds will be available to assist the citizens of Elko County,” Gov. Guinn said. “We also have some state assistance available. I encourage all those impacted by the storm to apply.” HDAP is administered by the DPS/EM. WHEREAS, National Safe Place Week highlights the Safe Place program Ż an essential program that provides help and safety to children and teens facing abuse, neglect, or serious family problems; and WHEREAS, this invaluable program began in November of 2003, and is supported by businesses and volunteers who deem the safety and security of our children of paramount importance in our communities; and WHEREAS, numerous businesses, including fast food restaurants, churches, police sub-stations, etc., are designated as Safe Places, and can be identified by the diamond-shaped, yellow and black Safe Place signs that are placed in prominent, visible places; and WHEREAS, the Safe Place signs are conveniently located in areas where the need is greatest, and any young person in a crisis situation can walk in and ask for help; at which time the local Safe Place agency will be contacted, and representatives will immediately be dispatched to meet with the youth; and WHEREAS, counseling and shelter is made available if needed and distressed children and families are connected with resources to keep them safe, where support and guidance can be provided; and WHEREAS, Safe Place is currently in over 700 communities, located in 41 states, and has helped over 87,000 young people in crisis using 14,671 businesses and thousands of volunteers nationally who give their time, resources, and energy to make our country a safer place for young people; and WHEREAS, the State of Nevada commends all those involved in this magnificent effort to provide the young people of Nevada, and our nation, with sensitive assistance at times in their lives when they may be struggling and in crisis; NOW, THEREFORE, I, KENNY C. Kenny Guinn announced today the impending retirement of Nevada’s Department of Corrections Medical Director Dr. Ted D’Amico, effective April 1, 2006. D’Amico has served in that capacity since January 1998. “The state of Nevada has truly been fortunate to have someone of Dr. D’Amico’s skills, experience, and knowledge serve in the position of Medical Director for our corrections facilities,” Gov. Guinn said. “He has guided his department through a period of tremendous growth, improved the medical care provided to prisoners, and done so while still keeping the cost of prisoner care below the national medical inflation rate.” As Medical Director, Dr. D’Amico was responsible for a large and complex division with statewide responsibilities for multiple programs, services, and activities. These responsibilities include management of a $30,000,000 budget, administrative oversight of approximately 325 employees, provision of medical services to an inmate population of approximately 9,000, and supervision of clinical and administrative services at seven facilities and 10 camps located throughout the state. During his tenure, three new correction facilities—High Desert State Prison, Casa Grande Transitional Center, and the Southern Nevada Women’s Correctional Center—have been added. Dr. D’Amico is a veteran of the Korean War as a member of the U.S. Army. He later joined the U.S. Navy, where he served as a Naval Reserve Captain during the first Gulf War and also saw action during the Operation Desert Storm. No replacement has been named to fill the Medical Director’s position. Kenny Guinn today sadly accepted the resignation of Chuck Chinnock, executive director of the Department of Taxation. In a letter to Gov. Guinn, Chinnock, 60, said he wanted to retire “to take advantage of all I have planned and worked for.” Chinnock was appointed executive director in July 2002. “The state of Nevada is losing an incredibly valuable public servant who has truly been an asset to my administration and the people of this great state,” Gov. Guinn said. “Chuck Chinnock has served our state and nation with distinction and honor during his 30-year career in the Nevada Air National Guard, rising to the rank of Brigadier General, along with more than a decade of excellent management with the Department of Taxation. Chuck will be missed, but we wish him as his lovely wife, Birgit, who also recently retired from state employment after many exemplary years of service, the very best in their next adventures.” Chinnock said, “Serving the citizens of Nevada as a member of Governor Guinn’s cabinet has been the highlight of my career.
