U.S. Department of Labor to Provide 26 States Nearly $8.8 Million in Unemployment Insurance Information Technology Security Grants

WASHINGTON The U.S. Department of Labor today announced grants to 26 states and the Virgin Islands totaling $8,797,186 to enhance unemployment insurance (UI) information technology security.*1

"Unemployment insurance can be a lifeline to workers during difficult times," said Secretary of Labor Elaine L. Chao. "These grants will fund improvements in state unemployment insurance programs to make them more secure, helping to ensure that workers can get help when they need it most."

The awards will encourage states to use the National Institute of Standards and Technology's guidelines to enhance, augment and further secure state UI systems. They also will address information technology (IT) security weaknesses identified in Federal Information Security Management Act security audits conducted by the Office of Inspector General in several states. Today's announcement marks the third year unemployment insurance information technology security grants have been awarded.

Among other activities, these grants specifically will fund critical IT security projects in risk management, contingency planning, incident response capability, data center security, security awareness and training, data integrity, hardware and systems software security, system security planning, and IT security documentation.

"These projects will raise the bar among state unemployment compensation systems to safeguard the resources that workers sometimes draw on," said Assistant Secretary of Labor for Employment and Training Emily Stover DeRocco.

Americas Workforce: Strong, Competitive and Growing
U.S. Department of Labor Releases Report on State of the U.S. Workforce Labor Day 2006

WASHINGTON The U.S. Department of Labor today released America's Dynamic Workforce 2006, a new report highlighting major trends in the American labor market and the importance of education and skills training to maintaining the competitiveness of America's workforce.*1

"The American economy is strong and growing, unemployment is low and more than 5.4 million new jobs were created from August 2003 through the first half of 2006," U.S. Secretary of Labor Elaine L. Chao said. "More Americans are working now than ever. The majority of new jobs created over the next decade will require some kind of post-secondary education. The Department of Labor is committed to providing American workers with the tools and protections they need to succeed in the 21st century economy, including a stronger pension system."

Highlights of America's Workforce: Labor Day 2006

Overall

In the first half of 2006, the national unemployment rate averaged 4.7 percent. That's a full point lower than the average 5.7 percent unemployment rate of the 1990s.
As of June 2006, more than 5.4 million net new jobs were created in the United States since August 2003.
By June 2006, total jobs reached an all-time high of 135.2 million nearly 2.7 million more jobs than the previous record set in 2001.
In 2005, real hourly wages were 1.9 percent higher than in 2000, compared to the 1.1 percent rise in wages between 1990 and 1995. This means that wages are increasing at a rate that's more than 1 times faster than that of the early '90s.
The average level of compensation in 2005 was 7 percent higher than in 2000.
From 2003 to 2005, the total number of displaced workers dropped by nearly 30 percent compared to the previous two-year period for which data were collected.
Working Women

During the first half of 2006, the unemployment rate for women averaged 4.7 percent versus 5.5 percent for the same period 10 years earlier.
Over the past year, employment growth among women nearly doubled the rate for men.
More women than ever are in higher-paying jobs: women held 56.3 percent of all professional and related jobs and 42.5 percent of management-related, business and finance positions in 2005.
Earnings potential for women is expected to continue to rise because education has proven to be a key factor in increased earnings, and more than 50 percent of bachelor's degrees over the last five years have been earned by women.
In addition, over 50 percent of workers who have benefited from services offered through the Department of Labor's Adult and Dislocated Worker programs at One-Stop Career Centers are women.
Although women, on average, may earn less than men for a variety of reasons, including differences in work schedules and career decisions to accommodate raising their families or taking care of loved ones, education is a great equalizer, accounting for more favorable changes in real earnings for women than for men over the last 25 years.
What has been called the "pay gap" is shrinking and is now the smallest it has ever been since the Bureau of Labor Statistics (BLS) began tracking this data.
Minority Workers

The strong labor market in 2005 benefited American workers across all categories of race and ethnicity. Average annual employment of black, Asian, and Hispanic workers rose in numbers and as a percent of the total employed.
In 2005, unemployment rates fell across all racial and ethnic categories.
The unemployment rate for Hispanic workers averaged 5.4 percent in the first half of 2006 compared to 9.4 percent during the same period ten years ago that's a significant drop.
The number of minority workers employed in professional and managerial jobs higher-paying jobs requiring higher levels of education has steadily increased in recent years.
Working Veterans

While the national unemployment rate for non-veterans averaged 4.6 percent in the first half of 2006, the rate for veterans averaged 4 percent 0.6 percent lower than the non-veteran average during this period.
A 37 percent drop in the rate of complaints under the Uniformed Services Employment and Reemployment Rights Act (USERRA) between two major mobilization efforts Desert Storm in 1991 and today's larger Global War on Terror underscores the effectiveness of both the Labor Department's first-ever regulations implementing the act and outreach activities to employers and service members.*2

U.S. Secretary of Labor Announces $768,761 Grant to Assist Dislocated Workers in Iowa

WASHINGTON U.S. Secretary of Labor Elaine L. Chao today announced a grant of $768,761, with an initial release of $281,721, to provide employment and training related assistance to approximately 120 workers affected by the closure of Verizon Business Services MCI Call Center, located in Sergeant Bluff, Iowa.*1

"Iowa workers transitioning into new careers as a result of this closure need access to assistance as they work to upgrade their skills to remain competitive in the 21st century economy," said Secretary Chao. "This grant will help provide these individuals with training and other assistance that will help prepare them for careers in industries experiencing high growth."

The grant, awarded to Iowa Workforce Development, will provide affected workers with career and occupational skills training and job placement, case management, and employment readiness services. The grants project operator will be the Western Iowa Technical Community College. Training classes may lead to certifications or a degree.

National Emergency Grants are part of the secretary's discretionary fund and are awarded based on a state's ability to meet specific guidelines. Lauds Union's Skills Training "A Safe Bet"

LAS VEGAS U.S. Secretary of Labor Elaine L. Chao today addressed the attendees of the 37th General Convention of the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada. The secretary noted the commitment of the United Association (UA) to provide training and educational opportunities to their members, and for helping to rebuild the Gulf Coast devastated by last year's hurricanes and recruiting veterans. She thanked the union, which represents over 300,000 plumbers and pipe fitters, for joining with the U.S. Department of Labor in helping to keep America's workplaces drug-free.*1

"A clear trend is emerging in our workforce. The majority of new jobs being created require higher skills and more educational attainment than before," said Secretary Chao. "Some of the strongest demand is for workers with specialized training in the skilled trades like the UA provides in its apprenticeship program.

"The UA is placing its bet on the future by investing over $120 million a year to train approximately 100,000 apprentices and journeymen in over 400 local training facilities at any given time. As they say in Las Vegas, that's a safe bet," said Secretary Chao. "Our country is experiencing a skills gap the growing mismatch between the skills required for the new jobs being created and the skills of our workforce. That's why the Department of Labor invests the largest part of its budget in apprenticeship and other training programs."

Secretary Chao also thanked UA members for their continuing efforts to ensure safe and healthy conditions for workers. In July 2006, the UA, along with three other unions and five contractor associations, joined the Department of Labor in signing the Drug-Free Workplace Alliance. This agreement brings together labor, management, and government to help prevent alcohol and drug use on the job, and to encourage a drug-free culture at work.

"All of us here share a commitment to ensuring that our nation's workers remain the safest and healthiest in the world. That's why I recently invited the UA to become a member of the Department of Labor's Alliance for a Drug-Free Workplace," said Secretary Chao. "Last month, the UA, three other unions and five contractor associations joined us in an unprecedented expansion of this alliance. This fall, the alliance will conduct the first-ever 'Drug-Free Work Week' campaign to further heighten awareness of the benefits of drug-free workplace programs."

SUITLAND, Md. U.S. Secretary of Labor Elaine L. Chao today was joined by leaders from five labor unions and five contractor associations at the new headquarters of the U.S. Census Bureau for a signing ceremony to further expand the existing multi-union Drug-Free Workplace Alliance. Established in October 2004, the Drug-Free Workplace Alliance is the Department of Labor's first-ever cooperative agreement focusing exclusively on improving worker safety in the construction industry through drug-free workplace programs.*1

"Workers benefit when unions and management combine forces to improve workplace safety and that's what this Drug-Free Workplace Alliance is all about," said Secretary Chao. "Unions, employers, and associations who have joined in this alliance are committed to preventing on-the-job drug or alcohol use and making safety a core value at the worksite."

The labor secretary was joined by leaders from five unions: the International Union of Operating Engineers, the Laborers' International Union of North America, the International Union of Painters and Allied Trades, the United Association of Journeyman and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada, and the International Association of Heat and Frost Insulators and Asbestos Workers.

Participating contractor organizations are the Associated General Contractors, the American Road and Transportation Builders Association, the National Asphalt Pavement Association, NEA The Association of Union Constructors, and the Specialized Carriers and Rigging Association.

"The new members of the alliance will more than double the number of workers covered by the alliance to over 2.4 million workers," said Secretary Chao. "This is the first time that employers have joined the alliance and that is a great step forward in advancing worker safety."

The alliance agreement highlights the secretary's commitment to working cooperatively with unions and contractor associations on the shared goals of protecting worker safety and health. Since its inception, founding members of the alliance have facilitated the delivery of the drug-free workplace message to many individuals working in or with the construction industry. In addition, participation in the alliance has helped build trust and cooperation between government, industry and labor.

U.S. Department of Labor Announces $443,081 Grant to Aid Massachusetts Workers

WASHINGTON The U.S. Department of Labor's Employment and Training Administration (ETA) today announced a $443,081 grant to assist approximately 125 workers in Massachusetts affected by downsizings at the Lucent Technologies Inc. facilities in North Andover and Westford, Mass.*1

"Former Lucent workers will be able to use re-employment and other services to prepare themselves for good jobs in growing industries," said Assistant Secretary of Labor for Employment and Training Emily Stover DeRocco. "Through this grant, affected workers can access the workforce investment system to find solid employment opportunities in the Commonwealth."

The grant, awarded to the Massachusetts Department of Labor and Workforce Development, will provide affected workers with an array of re-employment services. Services may include skills assessment, individual counseling, case management, and job search and relocation assistance.

Lucent Technologies notified the Commonwealth of the planned downsizing on Jan. 26, 2006. The company plans to shift its focus from manufacturing telecommunications equipment to providing converged network maintenance services.

National Emergency Grants are part of the Secretary's discretionary fund and are awarded based on a state's ability to meet specific guidelines. "Every Saturday morning when we were growing up, my father would rouse the children out of bed and we would be given our Saturday cleaning chores. In the afternoon, he would arround the house, fixing the plumbing, pipes, or other odds and ends. One of his daughters would acompany him, ostensibly to be his assistant. We held the flashlight or handed him his tools as he worked on the pipes. During these chores, he would tell us about his childhood and what China was like when he was growing up. Later in life, I found his stories empowering and inspiring."

"I hope people take the time to be mentors, to share themselves with others. It will be one of the most fulfilling and enriching experience of their lives, and our communities and country will ultimately be bette for their participation."*2

When President George W. Bush nominated Elaine L. Chao, the first Asian American woman appointed to a President's cabinet in U. WASHINGTON U.S. Secretary of Labor Elaine L. Chao*1 issued the following statement on the April employment situation released today:

"Today's report shows our economy continues to grow and steadily produce new jobs. For the first four months of 2006, 692,000 net new jobs were created for a total of 5.3 million net new jobs since August 2003. The unemployment rate remains low at 4.7 percent, which is below the 5.7 percent average of the 1990s. And average hourly earnings in April were better than consensus forecasts, which is good news for America's workers." *2

MSHA Approves Hand-Held Radios for Underground Mine Use

ARLINGTON, Va. The U.S. Department of Labor's Mine Safety and Health Administration (MSHA) has issued approval of two hand-held, portable radios for use in underground mines. These are the first two-way radios to be submitted to and approved by the agency in 10 years. The only other permissible radio currently being used underground hasn't been sold by its manufacturer since 2004.

"MSHA's approval of these two models fills a void that currently exists in underground mining," said MSHA Acting Administrator David G. Dye. "It gives mine operators yet another option for communicating underground and ensuring the safety and well-being of their workers."

The newly approved Kenwood Series 90 conventional transceivers offer up to160 channels and operate on VHF (Model TK-290) or UHF (Model TK-390) frequencies. The units are powered by a rechargeable battery pack which attaches to the back of the radios to form part of the radio housing. The radios come with approved accessories including a speaker microphone, headset and earphone.

MSHA's Approval and Certification Center tests a wide range of mining equipment, components, instruments and materials submitted by commercial manufacturers to ensure they meet government standards for safe design and construction. Once a product has been successfully tested and evaluated, a license is issued authorizing the manufacturer to produce and distribute its product for use in mines. The center is located in Triadelphia, W.Va.

Meanwhile, MSHA's Emergency Communications and Tracking Technology Committee is expected to complete testing of new communication and tracking system technology at Consol Energy's McElroy Mine in Marshall County, W.Va., next week.

Women's Entrepreneurship in the 21st Century Initiative: During Elaine L. Chao's tenure as Secretary of Labor, she has sponsored a series of conferences focusing on the needs of and issues concerning women entrepreneurs today. Women entrepreneurs are shaping and redefining the workplace, business networks, financial institutions, and our culture. They are concerned about roadblocks to growth, long-term viability and financial health. Conferences have been held in Washington, D.C., Connecticut, Pennsylvania, Florida and Ohio. .....

U.S. Department of Labor Awards $4.9 Million in Grants To Improve English Language Skills in the Workplace
Grants Will Train Workers in California, Minnesota, Nebraska, New York and Texas

WASHINGTON The U.S. Department of Labor today announced five grants totaling more than $4.9 million to improve English language skills in the workplace. The grants will train approximately 4,400 individuals in California, Minnesota, Nebraska, New York and Texas.*1

To succeed in the workplace, workers must know how to communicate in English, said Secretary of Labor Elaine L. Chao. These $4.9 million in English skills training grants will help thousands of workers realize the American dream for themselves and their families.

In California, San Diegos Imperial Counties Labor Council was awarded a $1 million grant to increase the workplace literacy of 150 incumbent Hispanic workers in the steel and shipbuilding sector of the construction industry. Participants will obtain an apprentice level entry into the industry after completing training.

The Career Launch! project will use its $1 million grant to deliver customer service and health care industry training to approximately 200 Somali, Ethiopian, Southeast Asian and Hispanic participants in Minnesota.

Through a grant of over $800,000 awarded to Nebraskas Metropolitan Community College, approximately 1,389 individuals will receive English language training for careers in the construction, healthcare and transportation industries.

A $1 million grant will allow City University of New York Research Foundation to use cutting-edge instructional technologies to train approximately 240 persons in skills sought after by New York retail and food employers.

In Texas, a $1.1 million grant to SER-Jobs for Progress National Inc. will fund a work-based English skills program in four cities to prepare approximately 2,430 Hispanic workers for careers in the hospitality industry.

Growing industries constantly seek out workers taking action to enhance their skills, said Assistant Secretary of Labor for Employment and Training Emily Stover DeRocco. Developing English language skills will enable workers associated with these five projects to compete for sought-after jobs in growing industries.

The grants awarded today are the result of a competitive Solicitation for Grant Applications aimed at seeking strategies to address challenges and increase rates of English proficiency and high school graduation. Labor Secretary Elaine L. Chao Unveils Budget for FY 2007
Announces Job Training Innovations and More Resources for Worker Protection

WASHINGTON U.S. Secretary of Labor Elaine L. Chao today outlined the President's Fiscal Year (FY) 2007 Labor Department budget, which provides added resources for enforcement and compliance assistance to protect workers' health, safety, pay and benefits; and for updating key economic data. The budget also proposes new job training reforms to make federal-state training programs more flexible and effective, and calls for passage of several legislative initiatives related to the department's agencies and programs.*1

"The President's budget protects worker safety, health and long term retirement security while striving to be fiscally responsible with taxpayers' dollars to optimize and provide effective programs. This has been a hallmark of the Department of Labor in this Administration," said Secretary Chao. "Additional resources are directed to job training initiatives that deliver results for workers; and we will continueour aggressive, record-breaking enforcement of federal laws protecting workers' wages, benefits, health and safety."

Details of the department's FY 2007 budget include the following:

Worker Protections

The department will spend $771.5 million to strengthen workplace safety and health, including innovative partnerships and cooperative agreements with employers. These partnerships will be complemented by strong, fair enforcement; outreach; education, and compliance assistance. This balanced approach is producing notable outcomes. Since 2000, the fatality rate has declined by 4.9 percent, and the fatality rate of Hispanic workers has fallen by 12.5 percent. Injury and illness rates have also declined, down 9.4 percent since 2002.

A portion of the FY 2007 increase of $11.2 million for the Occupational Safety and Health Administration (OSHA) will support additional compliance assistance targeted to Hispanic and non-English speaking workers and the development of an improved system for data analysis, targeting and performance measurement.

Building on the agency's success in collecting back wages in previous years, the Wage and Hour Division is requesting an additional $6.0 million to sustain a proactive enforcement program of directed investigations in low-wage industries and to continue to meet its goals for investigating complaints in a timely manner.

An additional $4.5 million for the Office of Labor Management Standards (OLMS) will strengthen union financial integrity protections and Labor Management Reporting and Disclosure Act compliance.

The FY 2007 budget includes $12.0 million for the Employee Benefits Security Administration (EBSA) to launch a new data system that will electronically process annual reports of employee benefit plan information. This technology will provide workers timely and accurate information about their employee benefit plans and help them make informed decisions about their retirement. When fully implemented, the new system will provide comprehensive data on employee benefits and will support the President's plan to ensure the transparency of retirement information for workers, investors and retirees. The system also will help EBSA, the Pension Benefit Guaranty Corporation (PBGC) and other federal agencies effectively target enforcement efforts and strengthen compliance with the law. Funds for this system are included in both the request for EBSA and PBGC.

An increase in civil monetary penalties for violations of laws administered by the Mine Safety and Health Administration is among the legislative initiatives in the FY 2007 budget. The proposal would raise the maximum penalty for egregious violations from $60,000 to $220,000. In addition, a $1.0 million increase is included for mine rescue technology.

The 2007 budget also proposes legislation designed to further strengthen worker rights and protect families by increasing the amount of civil monetary penalties that can be assessed against employers who willfully violate child labor laws.

Job Training Innovations

The FY 2007 budget includes $3.4 billion for the Administration's new Career Advancement Accounts job training proposal. Funds for these self-directed accounts would be targeted toward individuals in need of employment assistance primarily out-of-school youth, low-income adults and dislocated workers but could be used by others as well, for example, current workers and part-time students. This funding also would be used by states to provide basic employment services to job seekers and employers either through a network of community-based career centers or in partnership with the private sector.

This reform, along with a $150 million request for the President's Community-Based Job Training Grants initiative, continues to build on efforts to offer flexible, effective training options to educate and prepare workers for the competitive global economy.

The FY 2007 budget transfers the $50 million YouthBuild program, which targets 16-24 year olds for training for construction jobs, from the Department of Housing and Urban Development to the Department of Labor. In addition, the budget includes $19.6 million for the department's portion of the Prisoner Re-entry Initiative, which is administered jointly with the Departments of Justice and Housing and Urban Development.

Updating Key Economic Data

Because the Consumer Price Index (CPI) has a major effect on the nation's economy, including consumers, financial markets and government benefit programs, the Bureau of Labor Statistics (BLS) must ensure that its data is accurate and up-to-date. The 2007 Budget includes $8.0 million to update housing and geographic area samples for the CPI, improving accuracy by incorporating recent demographic and geographic trends and changes in the nation's housing stock.

The balance of the department's FY 2007 budget is comprised of benefits payments, including unemployment insurance and workers' compensation. Under the President's budget, total Department of Labor budget authority (discretionary and mandatory) for FY 2007 would be $54.1 billion, up from $51.3 billion in FY 2006.*2
