U. S. Senator John ENSIGN: BRAC REPORT REAFFIRMS NEVADA’S IMPORTANCE TO U.S. MILITARY By A Press Release of Senator Ensign Friday, May 13, 2005 Washington, D.C. – Senator John Ensign, a member of the Senate Armed Services Committee, said today that the Base Realignment and Closure (BRAC) report released this morning reaffirms the crucial role Nevada has in the United States military and the defense of America.*1 “Our military installations are a source of great pride for all Nevadans, and I’m pleased to see their importance recognized by the BRAC Commission,” Ensign said. “Nevada’s role in our national defense is crucial and should continue to grow.” Although the U.S. Army depot in Hawthorne has been recommended for closure by the commission, Nellis Air Force Base has been expanded by more than 1,400 military and civilian personnel. The number of people assigned to the Naval Air Station in Fallon and the Air National Guard station at Reno/Tahoe International Airport will be reduced slightly if the BRAC Commission’s recommendations are approved. “Nellis has become one of the premiere fighter pilot training centers in the world and is also playing a vital role in counterterrorism and other important aspects of national defense,” Ensign said. “As a member of the Armed Services Committee, I am committed to making sure our military has the training and resources it needs while we continue to be good stewards of the taxpayers’ money.” All the recommendations included in the BRAC Commission report must eventually be approved by Congress.*2 --------------------------------------------- References *1. C. on Thursday, March 10, 2005: Washington, D.C. – Senator John Ensign today received the “Spirit of Enterprise” award from the United States Chamber of Commerce for his voting record during the 2nd session of the 108th Congress.*2 “For America’s economic future to remain prosperous, we must encourage pro-growth policies so that we continue to be the leader in innovation and entrepreneurship,” Ensign said. “I am honored to be recognized by the Chamber.” The U.S. Chamber of Commerce gives out the award based on key business votes by Congressional members and ranks them in its annual publication, How They Voted. Members of Congress who support pro-business positions on at least 70 percent of the key votes receive the award. Senator Ensign was raised in northern Nevada and moved to southern Nevada where he graduated from Clark High School. He attended UNLV and earned a Bachelor’s degree from Oregon State University. He received his Doctor of Veterinary Medicine degree from Colorado State University in 1985. John Ensign on Tuesday was named chairman of a new Senate subcommittee that will develop bills on science and technology. Ensign, R-Nev., was handed the position as Senate leaders reorganized the Senate Commerce Committee. He will lead a new Subcommittee on Technology, Innovation and Competitiveness. Ensign said the panel's scope has not been set but he is planning hearings on issues involving the U.S. high-tech industry. The Nevadan has been the leader of a Republican high-tech task force. He said he also plans to use the panel to promote continued use of stock options, a method of executive compensation that has been popular among high-tech companies, but that a federal accounting board has ordered curtailed. "This gives more of a platform to explore new technologies and emerging technologies," Ensign said of the new assignment. "I've long believed that American workers can outcompete workers in the world if we understand what allows us to stay on a level playing field." The new subcommittee also has jurisdiction over the National Science Foundation, the federal agency that spends a major portion of its $5.5 billion budget funding math and science research at U.S. universities. U. S. Senator John ENSIGN ANNOUNCES MAJOR WATER CONSERVATION PROPOSAL By PAI of WBTI*1Thursday, December 16, 2004 Las Vegas, NV – Senator John Ensign announced a major water conservation initiative today at the annual conference of the Colorado River Water Users Association. Ensign told attendees he will introduce legislation to utilize funds from the Southern Nevada Public Lands Management Act (SNPLMA) in order to expand the popular “cash for grass” program to public institutions. “It is critical to the continued growth and success of southern Nevada that we continue to be innovative when it comes to water conservation,” Ensign said. “This money is exactly what we need to help reduce our dependence on limited water resources.” Ensign’s legislation would direct $200 million in proceeds from SNPLMA into a Southern Nevada Water Authority program that would provide a financial incentive for public institutions to remove unnecessary turf. Participants, such as the Clark County School District and area parks, would be encouraged to remove peripheral turf that is not critical to sports and recreation. Estimates indicate that as much as 247 million square feet of turf would be removed, permanently saving 42,000 acre feet of water per year, the average consumed annually by 63,000 households in the Las Vegas Valley. “This $200 million is priceless in terms of southern Nevada’s future and our continued need for water,” Ensign said. “It will also save our schools and parks a great deal of money that can be better used for educating our children and creating safe spaces for them. I look forward to working with the rest of Nevada’s Congressional Delegation to make this major water conservation step a reality.” SNPLMA required that a disposal boundary be drawn around the valley and that the disposable land be auctioned to the highest bidder. The proceeds of those land auctions, which have generated almost $1.4 billion, go into a fund to build parks and trails, acquire environmentally sensitive land, maintain the Clark County Multi-Species Habitat Conservation Plan and improve the clarity of Lake Tahoe. Bush has signed into law a bill authored by Senators John Ensign and Harry Reid that will allow for the sale of federally owned land in Lincoln County and establish protections for environmentally sensitive lands there. The House version of the bill was authored by Rep. Jim Gibbons. The President signed the Lincoln County Conservation, Recreation, and Development Act of 2004 last night. “A lot of people with varying interests and priorities came together to forge a compromise that will benefit the people of Lincoln County for generations,” Senator Ensign said. “We’ve created a boost for Lincoln County’s economy while protecting environmentally sensitive areas and allowing for the development of new water resources. It is very gratifying to see this bill become law.” “This bill creates opportunities for conservation, recreation and development in Lincoln County,” Senator Reid said. “It is a good compromise that ensures that our public lands will be used for the public good. It’s a great example of what we can accomplish when we work together in a bipartisan manner.” "This bill was the epitome of compromise and responsible public lands policy. It is good for Lincoln County and all of Nevada,” Rep. Gibbons said. “The final product not only protects sensitive lands but also increases, albeit by only a modest amount, the level of private property in a county where the federal government controls 98 percent of the land. I am pleased that we were able to pass this legislation before the close of the 108th Congress and am glad President Bush signed it into law." The Lincoln County Conservation, Recreation, and Development Act of 2004 will distribute the funds from Lincoln County land sales, which will be set at 85 percent for the Bureau of Land Management, 10 percent for Lincoln County, and 5 percent for the state education fund. The county will now be eligible to receive special account dollars through the 1998 Southern Nevada Public Land Management Act for parks, trails, conservation projects and capital improvements on federal land. The legislation also establishes a corridor for the possible future transport of water to Clark County, while allowing Lincoln County to develop new water resources for future growth.
