GIBBONS COMMENDS DHS FOR THOROUGH ASSESSMENT AND EVALUATION OF RISK

Carson City, NV-- Today, Governor Jim Gibbons announced that the city of Las Vegas has returned to the list of 46 high-risk urban areas eligible for the U.S. Department of Homeland Security’s (DHS) Urban Area Security Initiative funding.

“Nearly 38.2 million tourists visit Las Vegas each year and 18 of the world’s 20 busiest hotels are located there as well. McCarran International Airport is the 5th busiest airport in North America as far as passengers served and the 5th busiest in the world for take-offs and landings. The 2000 census puts Clark County’s population at just under 1.4 million and with Nevada’s tremendous population boom, we can be sure that number has grown exponentially,” said Governor Gibbons. “I am pleased to see that Las Vegas has returned to the list and that it will once again be considered for this very important grant funding.”

As a Congressman, Gibbons was instrumental in calling on DHS Secretary Michael Chertoff to more carefully review the oversights that resulted in Las Vegas being left off the list in 2006. As a senior member of the House Homeland Security Committee, Gibbons addressed Secretary Chertoff during Committee hearings and brought the state’s concerns with the funding formulas to his attention.

In addition to questioning Chertoff, Gibbons also met with the Secretary and DHS staff behind closed doors to further review Las Vegas’ risk assessment. Following the meeting, Gibbons was assured by Chertoff that the data would be closely reevaluated.

“This is great news,” said Nevada Department of Homeland Security Director Lawrence Martines. “The federal government had looked at Las Vegas as a city with a population of a half-million, which ignored a million people in surrounding Clark County. A lot of Nevadans fought hard to correct that mistake, including Senator Harry Reid and Congressman Jim Gibbons, who demanded accuracy in the survey. Thanks to the hard work of the Las Vegas Metropolitan Police Department, and of my predecessor, Giles Vanderhoof and the people at Nevada’s Homeland Security Department, that accuracy was achieved and now Las Vegas is eligible for the security funding it deserves.”

Carson City, NV-- Today, Governor Jim Gibbons announced the appointment of Mendy K. Elliott as the Director of the Department of Business and Industry (B&I). Elliott will replace outgoing director Sydney Wickliffe.*1

Elliott’s accomplished 30-year career in the financial services industry includes an impressive 24-year tenure with Wells Fargo, where she most recently served as senior vice president and manager of the company’s store-based Private Banking team in Nevada. Prior to being named senior vice president, Elliott was head of Wells Fargo’s Nevada Community and Government Relations Department, where she oversaw the bank’s government relations program and served as the primary liaison with the Nevada State Legislature and the Nevada system of Higher Education.

Governor Gibbons Appoints Director of Department of Information and Technology

Governor Jim Gibbons today announced the appointment of Daniel H. Stockwell as Nevada’s new Director of the Department of Information Technology (DoIT) and CIO (Chief Information Officer) . Stockwell will replace outgoing director Terry Savage.*1

Prior to his appointment, Stockwell served as the Deputy Chief for the Application Design & Development group, overseeing the software development of more than 50 agency boards and commissions.

Originally from Carson City, Stockwell began his career in the information and technologies field in 1963, when he served as the Data Processing Manager for the Nevada Air National Guard. His impressive career in the IT industry includes accomplishments such a successful private business partnership with IBM, planning the computer systems of large Nevada hotels and casinos, and a nine-year career with Nevada’s DoIT. He plans to utilize those 43 years of experience by “expanding services and setting a new direction for DoIT.”

“Daniel Stockwell’s accomplished career in the information and technologies field will serve as an invaluable resource to DoIT,” said Governor Jim Gibbons. “His 43 years of experience will provide necessary leadership and direction for the department and the people of this state.”

Tuesday to be day IN HONOR AND REMEMBRANCE OF PRESIDENT FORD

Governor Jim Gibbons today proclaimed Tuesday, January 2nd, 2007 a statewide Day in Honor and Remembrance of President Gerald R. Ford.

Although this recognition is a high honor, it does not alter the schedules of state offices or schools and it does not create a state holiday.

”President Ford was a dedicated public servant who served our nation with honor and distinction,” said Governor Gibbons. “He led our nation through a difficult time and helped restore Americans’ faith in Government. Nevadans honor and remember this man for the character and values he brought to the presidency and the healing he brought to our nation.”

WHEREAS, on December 26, 2006, the United States of America suffered the loss of President Gerald R. Ford, who demonstrated compassion, leadership, and continued dedication to his country throughout his lifetime; and

WHEREAS, on August 9, 1974, Gerald Rudolph Ford became the 38th President of the United Sates of America, and began to restore faith in government by leading the United States through the tumultuous era of Vietnam, Watergate, economic uncertainty and difficult foreign policy with the Soviet Union; and

WHEREAS, Gerald R. Ford gave a life-time of public service to our nation through his service as an officer of the United States Navy during World War II, as a Congressman serving in the United States House of Representatives for 24 years, as Vice President of the United States and as President of the United States of America; and

Gibbons wins high marks for team approach
Diverse groups help with transition

CARSON CITY -- Cynics might laugh at the unwieldy size of the transition teams appointed by Republican Gov.-elect Jim Gibbons, but political scientists and even state Democratic Party Chairman Tom Collins credit him with a politically savvy move.*1

"It's like he is putting together a Rolodex of people he can call when he has a problem," Collins said. "It's a good idea. If you make people feel important, then they are going to be more willing to help you down the road. Build a rapport with people."

Gibbons on Wednesday finished naming the last of his 10 transition teams, or working groups. In all, he named 197 people to serve on the teams.

He takes the oath of office Jan. 1 before Supreme Court Chief Justice Bill Maupin.

Key team members include former Republican Gov. Bob List and former Democratic Gov. Richard Bryan, who beat List in the 1982 governor's race.

Former gaming executive Mike Sloan, a key member of the committee that proposed $1 billion in tax increases in 2003, is in one working group. George Harris, the arch-conservative publisher of Liberty Watch magazine, is in another. Perry Comeaux, who prepared state budgets for Govs. Bob Miller and Kenny Guinn, was coaxed out of retirement to share his views with Gibbons as part of another team.

The gaming work group leader is Bill Weidner, president of Las Vegas Sands Corp. and owner of the nonunion Venetian and other properties. One of the members of that committee is D. Taylor, secretary-treasurer of Culinary Local 226.

In naming the transition teams, Gibbons said Friday that he wanted to get past the negativity of the election campaign and move forward in a bipartisan manner.

"It is time we bridged the differences," Gibbons said. "The election is over. There are a lot of good ideas outside the political arena that never come to light. I see it as an opportunity to hear from whose who often are on the sidelines, but should have their voices heard. Hopefully, it is going to help me to be a better governor, and the state will be a better place for the people who live in it."

Gibbons said the transition team concept has been used in other states, and the public tends to appreciate the chance to be heard.

"Who else ever got D. Taylor and Bill Weidner to serve together on anything?" Harris said. "If that doesn't show he is reaching out, then what would?"

Finding anyone to publicly criticize Gibbons' plan is difficult. As one legislative insider said, "It would be crazy to criticize Gibbons on anything if you have dealings with the Legislature or the administration."

Longtime legislative lobbyist and Las Vegas advertising agency owner Billy Vassiliadis said people should give Gibbons a chance and see if the transition team concept brings positive results.

"If nothing comes out of it, he is open for criticism," Vassiliadis said. "It is smart because he is building a support group for his legislation. Part of the problem is we are too skeptical when something new comes along. This is really unique for Nevada."

Brent Boynton, director of communications for Gibbons, said the incoming governor does not expect lengthy reports or recommendations from the committees. What he wants is their analysis by Jan. 15 of what they view as the problems and potential solutions in the subject areas to which they have been assigned.

Gibbons expects contrasting views in those analyses, Boynton said.

"It may not be even in written form. The governor-elect may come to them and ask them what they have found. He wants frank discussions. He has made it clear that the buck stops in the governor's chair. He makes the final decisions."

Members receive no pay. They interact in person, through telephone calls or by e-mail.

Some teams will continue to meet periodically even after the legislative session begins on Feb. 5, Boynton said. Individual members might continue to serve as advisers to Gibbons, he added.

Harris said his committee meets by conference call. Each member receives a code and joins the others in telephone discussions.

"These are busy people," he said. "You don't need to go to a meeting (in person). This is the 21st century."

State Archivist Guy Rocha said all incoming governors have had advisers to assist them in the transition, but he found in researching the topic that there has never been such a large group of them.

"It's unprecedented," Rocha said.

Fred Lokken, a political science professor at Truckee Meadows Community College, said Gibbons only gains by the appointments.

"We all joke about the size, but it is not a joke," Lokken said. "It mirrors what goes on at the national level. He is giving a little thanks for those who worked on his campaign. You need a reward system. People can say, 'I served on the transition team.' And he is mending some fences and creating a spirit of bipartisanship by appointing Democrats and potential opponents. He is signaling it is time to bury the hatchet."

University of Nevada, Reno political science professor Eric Herzik shares that view.

"Look, he has (university system Chancellor) Jim Rogers on a committee," Herzik said. "He at least is creating a potential for dialogue. It looks like he is reaching out to the D's. I have been impressed by the Gibbons' transition."

Rogers was one of the harshest critics of Gibbons during the gubernatorial campaign.

Collins served with Gibbons in the state Legislature in the early 1990s. He said the governor-elect needed to identify and listen to experts on issues facing the state after largely being away from Nevada for 10 years. Gibbons has been the 2nd Congressional District representative since 1996.

Although he credits Gibbons with political smarts, Collins also has a warning for the governor-elect. Collins predicts the good will Gibbons has created will vanish if the transition teams are all for show and he doesn't listen to their views.

"It won't be any good if you don't listen to them," Collins said.

Gibbons realizes the potential of upsetting team members if he ignores their ideas.

"A lot of good ideas will come out of this," he said. "Some we won't be able to implement. But you want to hear them. There may be a nugget that will save democracy. Democracy is not going to be saved in Washington, but in the Carson Cities of this country." *2

Today, the Las Vegas Review Journal endorsed Jim Gibbons for governor, noting that "Rep. Gibbons was the author of the constitutional amendment mandating a two-thirds majority vote in the Legislature for any tax hikes. He earned the wrath of the Guinn administration when he criticized the governor's record tax package in 2003. And -- in stark contrast to his opponent, a public employee -- Rep. Gibbons vows to tackle the vital issue of the state's unfunded liability surrounding government worker pensions and retirement health benefits."

The paper also cited strong concerns about a potential Titus governorship, stating that she is a "...liberal lawmaker hoping to re-position herself as a fiscal watchdog. There is simply no question that Dina Titus would be more inclined than Jim Gibbons to embrace massive increases in spending and the size of state government -- all of which will eventually require higher taxes."

Jim Gibbons On the Road to Victory

An energized Jim Gibbons has climbed aboard Nevada One for another statewide campaign tour.

Jim started the trip on Wednesday with campaign events in Mesquite and Laughlin. He gained further momentum after his victory over Dina Titus in the final debate of the campaign Friday night in Elko. Great Basin College and the Nevada Mining Association hosted the first gubernatorial debate in Elko’s recent history.

The tour got off to a running start, because polls show Jim maintains his statewide lead in the race for governor. New data released this week show Jim with a nearly double-digit advantage over Dina Titus.

Romney Headlining Fundraiser for Gibbons Tuesday

Popular G.O.P. leader Massachusetts governor Mitt Romney is coming to Nevada this week to help raise money for the Gibbons campaign. Romney is also the Chairman of the Republican Governors Association, and he has continued to win respect for his leadership in Massachusetts.

Bill and Cindy Brady are hosting the fundraiser, along with honorary hosts Senator John Ensign and Congressman Jon Porter of Nevada. It’s coming up Tuesday, October 24th at the Red Rock Country Club in Summerlin. The VIP reception begins with a photo opportunity from 5:30-6:15 p.m. The fundraiser continues with a general reception from 6:15-7:00 p.m.

Dina and the Great Divide

Governors across the state have expressed concern about Dina Titus’s statement in the Las Vegas Review Journal that, “My one mayor trumps all of [Jim Gibbons] mayors” (Las Vegas Review-Journal 10/16/06). Titus made that statement after receiving the endorsement of Oscar Goodman and was a reference to the 15 mayors across Nevada who have endorsed Jim Gibbons for Governor.

Comments from mayors from all corners of Nevada include:

Jim Gibbons has represented all 17 Nevada counties as a member of Congress.

Who’s Funding Titus?

As he promised voters early in his campaign, Jim Gibbons released his list of campaign contributions Friday—the day before early voting. Dina Titus has yet to show the voters her list of contributors and dollar amounts.

“Voters have a right to know who’s contributing to which candidate,” Gibbons said. “It’s a matter of transparency, of earning the trust of the voters.” His early disclosure of campaign finance information is just one way Jim Gibbons has consistently earned that trust over 16 years of public service.

The deadline for contribution disclosure is October 31st. Titus isn’t late according to the law, but once again she’s missed the opportunity to meet Jim Gibbons’ challenge of early disclosure—and to meet his higher standards.

Gibbons Ground Crew Covers More Ground

While Jim and the bus were criss- crossing the state, the Gibbons Ground Crew was also busy representing him all around Nevada.

We cheered Jim when he arrived at the Nevada Broadcasters Association debate in Las Vegas.

We treated Jim’s backers with a free barbecue outside the KLVX studios.

We talked with voters about Jim at candidate forums in Fernley, Sun Valley, Reno, Eureka, Battle Mountain, Las Vegas Lovelock, and Sun City. And we walked to cure Diabetes in the Juvenile Diabetes Research Foundation fundraiser at UNLV.

We should also mention that our very own James Campos, Hispanic outreach coordinator for the Gibbons for Governor campaign, was named Professional of the Year by the Latin Chamber of Commerce. Congratulations, James!

The last southern Nevada debate between Jim Gibbons and Dina Titus is scheduled for this Tuesday, October 17th at the studios of Vegas PBS, KLVX, Channel 10. We’re looking for a Gibbons Ground Crew Groundswell at a rally before the debate outside the KLVX building.

More Nevadans are likely to see and hear this debate than any of the other three debates planned before the election, thanks to the sponsor, the Nevada Broadcasters Association. Member stations throughout Nevada are joining in the interest of public service to broadcast the debate live on 52 radio and television stations. That includes major network affiliate TV stations in both Las Vegas and Reno. For a complete list of stations carrying the program, log onto the NBA web site.

. The debate starts at 7:00 p.m.

Longtime Las Vegas newsman and Vegas PBS programming director Mitch Fox will moderate the hour-long discussion of Nevada issues and candidate platforms. The questions for the candidates will come from people all over the state of Nevada, videotaped by NBA member stations. The questioners will include four former Nevada Governors.

We’re inviting friends and backers to cheer Jim on at the rally, which starts at 5:30 in front of the KLVX building. Although the only people permitted in the studio will be campaign staffers and journalists, we’re setting up a big-screen TV on the lawn, so if you come to the rally you won’t miss the debate—you’ll be watching it with friends. We want to give Jim and Dawn a Las Vegas-sized welcome when they arrive for the debate. If you can join us, please call Brittney Evans at (702) 987-3279. Elko Debate Friday

The final debate before the election is scheduled for Friday, October 20th at Great Basin College in Elko. This debate will be hosted by the Nevada Mining Association and Great Basin College. Doctors Prescribe Gibbons for Nevadans

The Nevada State Medical Association’s political action committee has endorsed Jim Gibbons for governor. The committee makes its recommendations based on stances and histories on issues important to physicians and their patients (all of us!) in Nevada.

The group Keep Our Doctors In Nevada has also endorsed Jim, as have many other Nevada organizations. For a more complete listing of the organizations supporting Jim Gibbons for Governor, look on our website.

Latino Police Officers Endorse Gibbons for Governor

The Nevada Latino Police Officers Association is backing Jim Gibbons because he has “demonstrated the highest ideals of honor, integrity and truth. Gibbons believes in the safety and security of our communities. Jim Gibbons is committed to bridging the gap between law enforcement and our local communities.”

The NLPOA is made up of federal, state and local law enforcement officers and has 80 chapters in 28 states, including two chapters in Nevada – in both Clark County and Washoe County. They have 450 Nevada members across our state.

“I am honored to have the endorsement of the NLPOA,” stated Jim Gibbons. “This organization of Latino police officers from around the nation has worked hard to protect our communities. I am pleased to have earned their trust and confidence in my campaign, and I look forward to working with their Nevada members as our next Governor.”

Throughout his 10 years serving Nevadans in Congress, Jim Gibbons (R-Nevada) has consistently funded important law enforcement programs. He has also helped obtain grants and other federal funding for Nevada police departments and sponsored crime-fighting legislation, including recent bills aimed at fighting Nevada's methamphetamine epidemic. Just recently, Jim Gibbons was instrumental in getting tourist population updates included in Homeland Security grant funding.

Ground Crew Covers Nevada

The Gibbons Ground Crew spread the good word about Jim Gibbons to valley voters at Bally’s candidate forum in Las Vegas. But Jim did a better job of winning the hearts and votes of the people at the following debate. We had four former Titus supporters in full Titus attire tell us Jim won them over during the debate!

The Gibbons Ground Crew and Nevada One appeared before thousands of southern voters at the 44th annual Art in the Park festival in Boulder City. We went to the American Legion Hall to carry the message to the Retired Public Employees of Nevada. And we mingled with a diverse group of voters at the joint Asian, Latin and Urban Chamber Breakfast at the MGM Grand conference center.

The Italian Festival in downtown Reno allowed Jan Brase and Shanna Hoffman to show their true colors—purple. They formed our lean, mean Gibbons Grape Stomping Machine. They came in fourth. Thanks to our volunteers who handed out brochures and stickers all weekend as well.

The Ground Crew also met potential voters in Reno at the West Truckee Meadows Citizens Advisory Board, the Reno/Sparks Chamber of Commerce Candidates’ Forum, and the Republican Women’s breakfast. We also met with Lyon County Republican Women in Yerington, with Douglas County Republicans and with voters in Tonopah.

Winnemucca Fire Department
Wins Grant

The Winnemucca Volunteer Fire Department will receive $30,400 in federal funds under the Assistance to Firefighters Grant (AFG) program administered by the Department of Homeland Security and the U.S. Fire Administration. Congressman Jim Gibbons announced the grant this week.

"The federal government's overwhelming land ownership within the state has resulted in a lack of local tax revenue, which would otherwise provide funding for our rural firefighters. As a result, volunteer fire departments in towns like Winnemucca often fall short of the financial assistance they need to protect not only the federal government's land, but the families and homes in our local communities. The AFG grant program provides additional support to our fire departments and helps ensure the safety of our state's firefighters and citizens."

The Assistance for Firefighters Grant Program awards one-year grants directly to fire departments to enhance the safety of the public and firefighters.

Gibbons Ground Crew on the Road!

The Gibbons Ground Crew was on the road this week! 20 UNR College Republican's loaded Nevada One last weekend to tell people across Nevada that they want Jim Gibbons as their next governor of Nevada.

The adventure started last Friday at the Reno campaign office. The Ground Crew made stops in Fallon, Schurz, Hawthorne, Mina, Tonopah, Goldfield, and Beatty to deliver yard signs and literature.

"It is great to see young men and women get involved in politics!" -Wendy Scarborough, Beatty Nevada.

"Jim has the best Grassroots team in the state! It says a lot when 20 young college students will load a bus and give up their weekend to support Jim- I just know he will be our next governor!" -Grammy Maria, Beatty Nevada.

Out in full force the next morning, the Ground Crew moved on to the Pahrump for the Fall Festival. Over 20 people walked in the parade to support Jim and Dawn. Nevada One joined in the festivities too!

Everyone at the Pahrump Fall Festival welcomed the Ground Crew with open arms. Over 500 brochures were handed out for Jim Gibbons, and t-shirts were worn as a badge of honor!

"Jim is such an amazing candidate- Not many people would extend an invite for 20 college kids to represent them for the weekend. This has been such an amazing experience! I have gotten the chance to visit places in Nevada that I would not have ever gotten the chance to visit, and I have gotten to take part in activities that I never thought I would ever do. It is great that we have a candidate like Jim Gibbons running for governor- It is nice to know as a student I have his help and support, and that is why he has mine!" - Matt Welborne

After the parade everyone loaded up on the bus and was off to Las Vegas! Once they arrived, they went straight to the Victory Center where they helped stamp mailers and made phone calls.

Then it was off to the main event, the UNR UNLV tailgate party. Whether you were from the North or the South hundreds of people put their rivalry aside to support Jim. The Wolf Pack and the Rebels joined together to throw Jim Gibbons a tailgate party to tell him they were going to join together as one state and get him elected! Thank you so much to everyone who came out to support Jim!

After all was said and done, the Wolf Pack was victorious! UNR won over the Rebels and the cannon was returned back home to the University of Nevada Reno. Congrats to the Pack for their Victory!

Thank you to all of the UNR College Republicans who came out to support Jim last weekend! Your time and effort was greatly appreciated! Keep up the good work! It is great students like you who make everyone confident that we will have a bright future for years to come!

With an "A" and an endorsement from the NRA, hunters welcomed the Gibbons Ground Crew with open arms on opening day of hunting season in Northern Nevada at the Eureka Owl Club.
The Ground Crew explored Latin culture during Hispanic Heritage Month and focused on health in the Hispanic community at the Ventanas de Salud health fair at Hollingsworth Elementary School.
the Ground Crew even had a team at the 10K and 5K Run for Foster Children at Hidden Valley School in Reno.
The Ground Crew helped keep Nevada beautiful as they took part in the Reno Clean and Green Fall City- Wide Clean Up.
In Dayton the Ground Crew helped support the Citizens for Affordable Housing.

Come Tailgate With Jim Gibbons

UNR College Republicans at the Gibbons Ground Crew Tailgate Party at UNR last Friday

Red and blue will both be welcome at the tailgate party hosted by Jim Gibbons this Saturday, September 30th at the big football game between The University of Nevada, Reno and UNLV. Join us from 3:00 p.m. until the game starts at Sam Boyd Stadium in Las Vegas. You’ll see Nevada One and can shake hands with Jim, Dawn and the Gibbons Ground Crew. Enjoy free barbecue, drinks and fun. Look for us in Spot 46 (the bus will be in a different location at the stadium).

You can also catch Jim, Dawn and the Ground Crew Saturday morning at Pahrump Fall Festival Parade. We’ll start decorating cars at 8:00 am and the parade starts at 9:00. We need lots of volunteers for our balloon brigade as well as volunteers to help pass out candy to the kids.

Clark County Sheriff Bill Young Endorses Gibbons

“Jim Gibbons is a friend of law enforcement and an advocate for the safety and security of Nevadans,” says Clark County Sheriff Bill Young. “His record in Congress has proven his commitment to public safety, and I believe we can expect that same commitment from Jim Gibbons as Governor.”

The Week in Ground Crewmanship

UNR Tailgate Party: A special thank-you to the UNR College Republicans for all of their help at the tailgate last Friday. We had a great turnout as Gibbons supporters backed the Pack against Northwestern University (the Pack won!). Make sure to join us at the next UNR Tailgate party for the Homecoming Game against San Jose State on October 21 from 2:00 to 5:00 p.m.!

The Greek Food Festival in Las Vegas wound down Sunday. Hundreds of kids were spotted sporting Jim Gibbons balloons at various times during the festival, while Gibbons Ground Crew members enjoyed souvlakia, gyros and baklava.

The Candy Dance Fair and Genoa Celebration at Genoa also brought out the Ground Crew, which helped local Republicans register to vote and spread the word about Jim Gibbons. Nevada One was there, too

Team Gibbons helped support the Nevada Heart Association by running in the Northern Nevada Heart Walk & 5K Run in Reno. A walking team also helped the cause.

With the help of Gibbons Ground Crew member Ellen Korchek, attendees of Nevada Power’s candidate forum in Las Vegas learned more about Jim Gibbons’ positions on numerous issues. Volunteers and staff also attended the monthly meetings of the Asian Chamber of Commerce and Business Women for Christ, as well as events sponsored by the Spring Mountain Republican Women, the NRA Institute for Legislative Action, the Republican Jewish Coalition, and the Clark County sheriff’s debate sponsored by CAAN and IMPACTO.

In the north, the Ground Crew participated in the 13th Annual Critical Issues Conference sponsored by Business Council of Douglas County, the Health Care Candidates Meet and Greet in Reno, the Mount Rose Republican Women’s Club meeting in Reno, the last farmers’ market of the year in Gardnerville and the LEAD 2006 Candidate Meet and Greet in Reno. We were also on hand at the South County Candidates Night at the Douglas County Park Building in Gardnerville and the meet- and-greet hosted by the Tonopah Chamber of Commerce.

Fraternity Brothers supported Brother Jim at the Sigma Nu house in Reno Monday the 25th. Jim Gibbons joined Sigma Nu as he learned geology at the University of Nevada. Pledges, alumni and current fraternity members all enjoyed lunch with Jim and talked about how they’ll help him become the first Sigma Nu member to serve as Nevada’s Governor.

The brothers also were on hand to support Jim in his debate with Democrat Dina Titus at UNR. Jim Gibbons won support through his statesmanlike demeanor as well as his command of the issues.

The UNR College Republicans were there, too. They welcomed Jim with a rally outside the Church Fine Arts building. Thank you to everyone who showed their support for Jim in the rally, in the auditorium, and at home watching the debate.

Two weeks ago, in an interview on Nevada Newsmakers, gubernatorial candidate Jim Gibbons announced his support of reforming the Public Employees Retirement System (PERS) and the Public Employees Benefits Program (PEBP).

In the interview, Congressman Gibbons stated, “I stand solidly on the side of changing that plan (PERS) to a defined contribution. If we don’t, we’re never going to be able to save the state from an enormous cost.”

The Las Vegas Chamber of Commerce cannot agree more with Jim Gibbons and we applaud his political courage for taking a strong stance on reforming the PERS and PEBP systems in a way that protects Nevada taxpayers. The current PERS and PEBP plans have created an enormous taxpayer liability that is likely to cost taxpayers billions and undermine future funding for education and infrastructure. It is important to note that the reforms that the Chamber is proposing are for new hires only. They would not affect any current employee who has been promised benefits under the existing PERS/PEBP plans.

So what exactly are PERS and PEBP and why are they so important?

With almost 40 percent of Nevada state employees eligible for retirement in the next ten years, the unfunded liabilities of the Public Employees Retirement System (PERS) and the Public Employees Benefit Program (PEBP) could lead to government insolvency or a threat of increased taxes or fees to taxpayers. Currently, the combined liability could be more than $10 billion, and this amount does not account for the cost of adding future employees into the system. Meeting this obligation could also result in less funding for other priorities such as infrastructure and education.

Quickly, here’s how the PERS system works: employees receive a guaranteed flat percentage of their three highest years salary when they retire. For example, a public employee earning $72,000 a year with 25 years of service will retire with a $45,600 per year pension for the remainder of that employee’s life. The plan leaves you, the taxpayer, responsible for paying a guaranteed fixed amount irrespective of how long an employee lives or the growth of the investments made by the employer. In fact, these plans are growing more expensive as Americans live longer and spend more years in retirement.

The Chamber supports making this system for all future government hires more like the private sector style 401(k) that you probably have with your company. This would create more equity between public and private sector employment compensation and lessen the burden to taxpayers.

On the health care side, the Public Employees Benefits Program (PEBP) subsidizes retiree health care by giving the average retired public employee more than $300 per month to purchase health care, a benefit that you and I will likely never get working in the private sector.

In 2005, Governor Kenny Guinn proposed to eliminate the retiree health care subsidy for new hires only. Despite Chamber efforts, Guinn’s proposal was not approved by the legislature due to strong opposition from state employee representatives and some lawmakers.

Nevada is not alone; many other states have faced serious financial challenges as a result of a growing pension liability, notably New Jersey. But, unlike those states and local governments, Nevada’s pension fund managers have worked to ensure the financial integrity of the funds. The Las Vegas Chamber of Commerce is not suggesting these funds have been mismanaged. In fact, the accounting standards on the PERS funds have been improved over the last several years. The fact remains, however, that Nevada public employees have a rich benefit package not found in the private the sector, and the responsibility of funding these benefits falls squarely on you the taxpayer.

We appreciate Congressman Gibbons moving this issue forward. His strong stance on this issue demonstrates why he is pro-business and why the Las Vegas Chamber of Commerce believes he is the best choice for Nevada’s next governor. I do not have to tell you that the PERS and PEBP issues are not popular among politicians, particularly in an election year. Taking a strong position on PERS and PEBP takes political courage and shows that Gibbons is a leader with foresight who is not afraid of proactively taking on big issues.

In the coming months, you will hear and see the Chamber focus a great deal of time and energy on the PERS and PEBP issues. We believe there is no other issue more important to the long- term economic health of our state, as well as our ability to adequately fund other priorities such as education and infrastructure. We need reform, and we need to do it in a manner that is fair to everyone, taxpayers and public employees alike.

Senator Bob Beers Gets On the Bus

Las Vegas—Senator Bob Beers (R-Las Vegas) has given Jim Gibbons more than a handshake and an endorsement in his race for governor. Saturday, Beers turned over the keys to his former campaign headquarters at Alta and Decatur. The event drew dozens of volunteers and supporters to an open house at what is now the Gibbons Las Vegas West office. Two other Gibbons supporters, Nevada System of Higher Education Regent Stavros Anthony and Clark County Republican Party Chairman John Hambrick, held the ribbon for cutting.

New Role for Bob Beers

Senator Beers is helping the Gibbons for Governor and other GOP campaigns in a new role. He’s agreed to become the Victory 2006 Chairman for the Nevada Republican Party. State Party Chairman Paul Adams made the announcement last Tuesday, and major Republican candidates supported the decision unanimously.

“Bob Beers has proven to be an effective legislator and communicator for our Republican Party and the principles we share,” stated Adams. “His efforts will help lead our Party to victory this November. Senator Beers will be a tremendous asset to our Party and to our Republican candidates in the weeks ahead.”

Senator Beers has served Nevadans three terms in the State Assembly and is in the middle of his first term as a State Senator. One of his leading responsibilities as our Party’s Victory 2006 Chairman will be communicating to the media and public the importance of electing Republicans this November, particularly Jim Gibbons as Governor.

“Serving the best interests of the people of Nevada is what I have always tried to do through my participation in politics,” said Senator Beers. “I believe that by taking on this role as Victory Chairman for this year’s important election, I can continue to do that. I look forward to working with Jim Gibbons and our other Republican candidates to help see them to victory this November.”

Gibbons Endorsed by Clark County Medical Association

The doctors of the Clark County Medical Association have endorsed Jim Gibbons for governor. The Association cited Democrat Dina Titus’ opposition to tort reform and Jim Gibbons’ commitment to fighting for better access to health care for Nevadans.

Truckee Meadows Community College~ Several Political Science Students from TMCC have decided to learn first-hand what politics is all about. Remembering September 11th

Nevadans joined Americans everywhere in remembering the terror attacks of September 11th, 2001, and in marking their fifth anniversary.

A Little Family Pride

Meet the U.S. Merchant Marine’s newest Plebe, Jimmy Gibbons! Dawn and I recently returned from the Merchant Marine Academy at Kings Point, New York, where we saw our youngest son for the first time in two months. Since July 6th, Jimmy had been going through “N-Doc,” the Academy’s Indoctrination program. (Read: “basic training.”)

I won’t bore you with all the pictures, but I will show just one. Think we’re proud parents? You bet!

While I’m bragging, I will also show off the newest addition to the Gibbons family:

Riley Rai Rich was born August 25th in Henderson, weighing six pounds, 14 ounces and measuring 19-1/2”. Riley and her parents--our daughter, Jennifer, and her husband, Ryan Rich--are all doing well. For all of you who sent good wishes and prayers, thank you.

Since our trip to Kings Point this past weekend, I’ve been back at work in the House of Representatives, and I’ve had the pleasure of hitting the campaign trail again. Because I’m working for Nevadans in Congress every week, I’m only getting home to Nevada on weekends, but I hope to see you soon. We’re trying to cover most of the state again before November.

In less than two months, the election will be over. We’ll be working hard between now and then, getting our message out to the voters, pitting my record against Dina Titus’ record, comparing our plans for Nevada against hers. Nevada Democratic Party- Swing and a miss!

Once again, the Nevada Democratic Party has misfired in a desperate attack on Jim Gibbons. This trend should have the media second- guessing these baseless, political attacks rather than taking the bait and running with it.

Earlier in the campaign, the Nevada Democratic Party sent out a missive attacking Jim Gibbons – suggesting he filmed a video message for the Las Vegas Chamber of Commerce in his congressional office. They made a bunch of bogus claims that Gibbons was illegally taping campaign messages in his taxpayer-funded official office.

Problem is, they lied.

The Gibbons message was filmed at the RNC building in Washington, DC, not in his congressional office. The egg on their faces came with no apology for attempting to mislead the voters and the media. But that's not surprising, is it?

The Nevada Democratic Party also attacked Gibbons last November for voting to limit the growth of the federal government. Makes sense, doesn’t it? Their Party makes a living off attacking people who actually believe taxpayers should keep most of their money rather than government taking more and more so it can grow out of control.

Of course, they also like to have it both ways, and the Nevada Democratic Party and their candidate for Governor, Dina Taxes, er, uh, Titus, continue to attack Jim Gibbons for the level of federal spending and the national debt. On one day, they suggest he has voted to spend too much. On the next day, he’s not spending enough of our tax dollars.

Confused? Yes, I know. I think that is their objective...confusing voters.

Then, just this past week, they dug up a story about a federal bureaucrat who was awarded money in a grievance about a personnel decision made by the BLM in Nevada. The Nevada Democratic Party complained that Gibbons had this man fired.

This may shock you, but again, they lied.

Jim Gibbons, along with Bob Abbey (former state director of the BLM), Governor Kenny Guinn and the State of Nevada, as well as others in Nevada’s congressional delegation, asked that the issue of the Anaconda mine clean-up in Yerington be handled directly out of the state director’s office of the BLM in Reno, rather than in a field office in Carson City. Is that irresponsible?

Along with other well-informed Nevadans, Gibbons also fought to maintain state and local control over the issue of cleaning up the Anaconda mine. The residents of Yerington and Lyon County were disturbed that the federal government wanted to turn their communities into an EPA Superfund site. The Lyon County Commission was very concerned, and they turned to their Congressman, Jim Gibbons, for assistance. Congressman Gibbons shared their concern, and he worked with the parties involved to resolve the issue in a way that benefits the state, the communities affected and the residents.

Fortunately, two good things have come of Jim Gibbons' work. One, Lyon County continues to prosper and recently was named one of the fastest growing counties in America. This would not be the case had the county been designated an EPA Superfund site. Two, effective clean-up efforts continue to this day at the old mine site – with many individuals and agencies working together to ensure the communities affected remain safe.

This specific attack by the political hacks within the Nevada Democratic Party makes us think of a bigger picture here. Currently, the federal government owns and regulates 7 of every 8 acres in Nevada. That means our state and local governments, as well as our residents, have very little say in how the lands around us are managed. Decisions about our state are often made by bureaucrats sitting in cubicles 2,500 miles away in Washington, DC. Perhaps 7 of 8 acres isn’t enough for the Democratic Party? Somebody please remind these individuals that the reason we have Yucca Mountain designated to be a nuclear waste dump is because of the massive federal land ownership and control of our state.

It is truly unfortunate that the Nevada Democratic Party celebrates the fact that the feds have so much control over Nevada and Nevadans. They do not trust us to make decisions for ourselves. Just as they do not trust us with our own money when it comes to tax policy, they do not trust us to solve our own problems when it comes to issues of how our lands are managed. This is too bad for them. After all, there are many registered Democrats in Nevada who have voted for Jim Gibbons in overwhelming numbers over the years because of his independence and hard work on behalf of Nevada landowners. They, too, would sharply disagree with their Party’s mantra of never enough government land, and never enough of our tax dollars to pay the government’s bills to own and regulate it.

Okay, and because we can’t help ourselves- isn’t it the Democratic Party in Nevada and Ms. Taxes herself the ones who suggest that Gibbons is powerless and ineffective? Yet, in this case and others, when he stands up to do what is right for the people of Nevada in a effective and productive manner, they call it “abuse” and cry foul for his being so, uh, effective?

Jim Gibbons Congratulates Outstanding Teacher

Congressman Jim Gibbons joined with the U.S. Department of Education in recognizing Tammy White of Reno’s Hug High School as one of America’s outstanding teachers. White was chosen as one of only 51 teachers in the nation awarded the No Child Left Behind 2006 American Star of Teaching. Four thousand teachers had been nominated.

“It was her energetic and creative approach to teaching that set her aside from all the rest,” Gibbons said at a surprise assembly held in her honor Friday. “She has not only made a difference in the lives of her students, but has served as an inspiration for others.”

“I believe that every student deserves a first-class education that will fully prepare them for the challenges of the 21st century,” Gibbons told the assembled students and teachers of Hug. “Many students don’t yet realize what those challenges might be, but thanks to the efforts of teachers like Ms. White, who have taken an active interest in the success of her students, we can rest assured that their education is in good hands.”

For the third year, the Department of Education is recognizing one teacher from every state and the District of Columbia as an American Star of Teaching. A committee of former teachers at the U.S. Department of Education selected the American Stars from among 4,000 nominations based on their success and efforts to improve the academic performance of students.

Every year, Dawn and I look forward to joining you for the Hearts O’ Gold Cantaloupe Festival, the Elko Labor Day Parade, and the Tri- County Fair and Stampede. Unfortunately, this year we missed seeing you.

Our son, Jimmy, is completing his indoctrination at the United States Merchant Marine Academy at Kings Point, New York. It’s “basic training” for the Merchant Marine, and it’s intense.

Jimmy began “N-Doc” on July 6th and we haven’t been able to see him since then. Our first opportunity is the Academy’s parents’ weekend, which just happens to fall on Labor Day this year. We’re sure you’ll understand our need to spend this weekend with Jimmy. But please also know that we were thinking of you here in Nevada.

We wish you a safe and joyous Labor Day weekend—and think of us as you enjoy your Holiday Weekend!

Gibbons joins fellow veterans to honor our military

This morning, Jim Gibbons attended the 107th Veterans of Foreign Wars (VFW) national convention, being held in Reno, Nevada, and was the keynote speaker at the Memorial Service.

Gibbons, a highly-decorated veteran combat pilot of the Vietnam and Persian Gulf Wars as well as a member of the local VFW chapter, addressed the group at the Reno/Sparks Convention Center.

“We, and our nation, must support our men and women in uniform as they continue to make great sacrifices to fight for the security of America.

“And today, as we join together, we remember all those who gave their lives so that we can live in a more free and safe world.”

Dina Titus and Jim Gibbons are not only two very different candidates for Governor; they have two very different philosophies.

Jim Gibbons supports a smaller government which requires less of your tax dollars to fund it. Dina Titus consistently supports increasing our taxes so that she can grow government at an unaffordable rate.

Jim Gibbons is the author of the Gibbons Tax Restraint Initiative, the constitutional amendment that requires a 2/3 supermajority vote of politicians to raise our taxes. Dina Titus opposed the Gibbons Tax Restraint Initiative, though it received support from over 75 percent of Nevada’s voters. She even celebrated the outrageous 2003 ruling by our Supreme Court to set the tax restraint initiative aside to force the largest tax increase in Nevada’s history.

Jim Gibbons supports Nevada’s Right- to-Work law so that individuals and businesses are not forced to join a union against their will. Dina Titus opposes current Nevada state law and believes that we should simply throw out this important worker protection.

Jim Gibbons supports the Education First Initiative, so lawmakers like Dina Titus can never again leave our K-12 education budget unfunded – thus holding our kids and their education needs hostage to a tax increase. Dina Titus - you guessed it -opposes Education First because she knows she will no longer be able to keep the education budget unfunded as a pawn to raising our taxes.

The bottom line, Dina Titus has a nearly two-decade record of supporting more spending than any lawmaker in Nevada history. She has a nearly two-decade record of supporting higher and higher taxes to fund a government the size of which none of us can afford. She knows that the more she can tax us, the more money she has to grow government.

That is wrong.

Jim Gibbons has voted over 250 times in Congress to reduce our taxes. With his support, we have witnessed tax reductions for every single Nevadan paying federal taxes, reductions in marginal tax rates, reductions in capital gains taxes, the elimination of the Marriage Penalty tax, reductions in the Death Tax, increases in the per-child tax credit, deductibility of our sales taxes, and many, many more.

When it comes to keeping more of your hard-earned money to invest in your family’s needs - on your home, the education of your kids, a car payment, groceries, gas, or on your retirement, the choice is clear. Jim Gibbons understands that it is your money first, not government’s. Dina Titus, on the other hand, doesn’t seem to care. And she has the record to prove it.
