Jim Gibbons, R-Nev., on Wednesday joined a growing chorus of critics of an Internal Revenue Service rule change loosening privacy protections of federal income tax returns. Gibbons sent a letter to IRS Commissioner Mark Everson opposing the change, which allows the sale of tax data to third parties with the signed consent of the taxpayer. "American citizens do not deserve to have the most intimate details of their lives sold to the highest bidder," wrote Gibbons, who is running for governor. Gibbons said in a statement he also is calling on the House Ways and Means Committee to hold an oversight hearing. IRS officials have said the change, proposed in December, is needed to update regulations in an electronic age. Rather, Gibbons will be at the Stead Army Aviation Support Facility to help Nevadans welcome home about 150 Nevada Army Guard soldiers from Company D, 113th Aviation Company. HOWARD REVIEW-JOURNAL Republican governor candidate Bob Beers was inspired Tuesday to quote from the Biblical story of David and Goliath after learning his opponent, Jim Gibbons, has raised six times the money he has. "And David put his hand in his bag, and took thence a stone, and slang it, and smote the Philistine in his forehead. The stone sunk into his forehead; and he fell upon his face to the earth," said Beers, a state senator from Las Vegas. Beers and other gubernatorial candidates might need a little divine intervention if they are to beat front-running Gibbons, a longtime representative in Congress, in the coming election. Gibbons reported to the secretary of state's office that he raised $2,651,547 in 2005 for his campaign for governor. That compares with just $396,970 for Beers and only $122,156 for the other major Republican candidate, Lt. Gov. Lorraine Hunt. On the Democratic side, Henderson Mayor Jim Gibson reported he has raised $1,801,125, while Senate Minority Leader Dina Titus, D-Las Vegas, put her contribution total at $1,146,576. "It's going to be a very expensive campaign and we need to be able to get our message out," Gibbons said during an appearance by all five major candidates in Las Vegas. He noted he had just completed a 1,600-mile tour into rural Nevada to visit with average folks. A poll commissioned by the Review-Journal in October found Gibbons, who was trounced by Democrat Bob Miller in the 1994 governor's race, is the pace setter in the race. The poll found he would beat Titus by 9 percentage points and Gibson by 15 percentage points. Gibson said his goal is to raise more money than his opponents because resources are needed to get messages to the public. "Finances are going to be critical," he added. Titus said her fundraising exceeded her goal and that 62 percent of the contributions were from people who gave $100 or less. She took the unusual step of listing her contributors alphabetically by their first names on her campaign report. "This truly shows me there is a grass-roots effort out there to get me elected," Titus said. She also reported receiving $75,000 from EMILY's List, a national pro-choice women's group. Titus received $10,000 each from KRNV-TV, KVBC-TV and Sunbelt Broadcasting, owned by University system Chancellor Jim Rogers. Rogers has been outspoken in his desire to elect a candidate who will support adequate funding for education and has been critical of Gibbons. Among Gibson's contributors were former gaming executive Jack Binion and ex-Clark County Commissioner Jay Bingham, each who gave $10,000. Hunt said she just has begun to raise funds and in the past she has won statewide elections in which she had a third of her opponent's money. "We expect to have more than enough to have a good campaign," Hunt said. "I don't think it's going to be money that's going to run this campaign. "It's going to be the people." In the attorney general's race, Republican George Chanos reported he had taken in $1,149,000 in contributions, compared with $269,041 by Democrat Catherine Cortez Masto. Chanos' contributions included $5,000 from Gov. Kenny Guinn, the man who appointed him to his job in October after Attorney General Brian Sandoval became a federal judge. All candidates who raised at least $100 in contributions were required by law to submit reports on their campaign contributions and expenditures by 5 p.m. Tuesday. They will be fined $25 a day for turning in reports late. As of Tuesday afternoon many reports still had not been received at the secretary of state's office in Carson City. Deputy Secretary of State Renee Parker said candidates who sent in reports by certified mail that were postmarked Tuesday will not be considered late. Nevada's Seniors Can Sign Up for New Medicare Prescription Drug Benefit Starting November 15th By Office of Congressman Jim GibbonsCongressman Gibbons is committed to reducing the costs seniors pay for their prescription drugs. He and his staff are working to provide information to Nevadas seniors about the new Medicare prescription drug benefit which starting January 1, 2006, will provide Nevadas seniors with a new way to save money on their medications. On November 14th, Congressman Gibbons joined with Medicare experts for workshops in Reno and Carson City to answer seniors' questions about the new drug benefit.*1 November 15, 2005 is the first day seniors can sign up for the new prescription drug program under Medicare. Enrollment in this benefit is 100% voluntary, but by enrolling, seniors could see significant savings on prescription drug costs. Anyone who is eligible for Medicare is also eligible for the Prescription Drug Benefit. Also, people with Medicare and full Medicaid coverage should have already received an auto-enrollment notice to inform them about the change in their drug coverage from Medicaid to Medicare. Seniors currently enrolled in Medicare will receive information about their new prescription drug coverage options in the mail soon. Nevadans can also call 1-800-MEDICARE for information, to verify your eligibility, and to enroll. Additionally, seniors can go to www.medicare.gov for personalized assistance. Seniors can enter the prescriptions they regularly take, any current drug coverage they have, as well as their preferences about pharmacies, and the website will help them to decide what plan is best for their specific needs. In Nevada, there are 18 different programs offering Medicare prescription drug coverage. Extra help is available for those with limited income and resources. Seven of the programs in Nevada will have prescription drug plans available with no premium to beneficiaries who qualify for extra help. Congressman James Gibbons By Office of Congressman Jim GibbonsBorn and raised in Sparks, Nevada, United States Congressman Jim Gibbons was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Congressman Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons remains an active alumnus of his alma mater and received the MacKay School of Mines Alumnus of the Year Award in 1999. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California.*1 In the 109th Congress, Gibbons serves on three committees: The House Resources Committee (Chairman of the Energy and Mineral Resources Subcommittee), the Armed Services Committee, and the Committee on Homeland Security. Congressman Gibbons' committee assignments place him in a prime position to represent the varied interests of Nevadans, including water, mining, energy, ranching and grazing issues, as well as the future of the nation's premier military training bases, Fallon NAS and Nellis AFB. Since the terrorist attacks of September 11, 2001, Gibbons has also taken a leading role in securing our homeland by introducing legislation in October 2001 which would become the basis for the Homeland Security Act that created the Department of Homeland Security. Gibbons also serves on several Congressional Caucuses. He is the founding member and Co-Chairman of the Congressional Mining Caucus and Co-Chairman of the Gaming Caucus. He also is an active member on: Congressional Sportsmen's Caucus, the Western Caucus, Rural Caucus, Air Force Caucus, National Guard and Reserve Components Caucus, Travel and Tourism Caucus, Caucus on Community Health Centers, Cancer Caucus, the Caucus to Fight and Control Methamphetamine, and the Automotive Performance and Motorsports Caucus. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Congressman Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Throughout his military service, Gibbons received 19 service medals, including the Legion of Merit, Distinguished Flying Cross, Air Medal with Two Oak Leaf Clusters, Aerial Achievement Medal and Air Force Commendation Medal with One Oak Leaf Cluster. He was also awarded the Distinguished Flying Cross for his extraordinary achievement while participating as an RF-4C Flight Leader in the Gulf War. On this mission, Gibbons flew his unarmed aircraft on a vital reconnaissance mission to acquire politically sensitive imagery of enemy targets in Kuwait. Mr. Gibbons was also a commercial pilot for Western Airlines where he was employed from 1979 to 1987, and Delta Airlines where he worked from 1987 to 1997. His extensive resume also includes working as a hydrologist for the Federal Water Master, a mining and exploration geologist, a mining and water rights attorney in Nevada, and a state legislator. Mr. Gibbons served three terms in the Nevada State Assembly. In 1988, his first year as a state legislator, he was named "Outstanding Freshman Legislator." Five days after earning another term to serve in the Nevada State Legislature, Mr. Gibbons received the call to report for active combat duty in the Persian Gulf War. He returned home in April of 1991 to a thunderous welcome from the people of Nevada and soon resumed his fight for his constituents in the State Legislature. In 1993, Mr. Gibbons rose to Republican Whip in the State Assembly, and in 1994, he was the Republican nominee for Governor. In 1998, his wife, Dawn Gibbons ran successfully for the Nevada State Assembly. In 1994, Gibbons authored the Gibbons Tax Restraint Initiative. As a private citizen, he collected 85,000 signatures from residents across Nevada to place a ballot question before the voters to amend the State Constitution. An overwhelming majority of Nevada voters (78% in 1994 and 71% in 1996) supported the amendment to the Nevada Constitution which requires a 2/3 super-majority to increase any state tax. Congressman Gibbons resides in Reno with his wife, Dawn.
