Meet Chief Justice A. William Maupin of the Nevada Supreme Court

"Jim Gibbons took the oath of office at midnight, becoming Nevadas 29th governor. He immediately appointed Phillip A. Galeoto director of the Department of Public Safety and announced that Lawrence J. Martines would become director of Homeland Security. Nevada Chief Justice A. William Maupin administered the oath of office in the living room of Gibbons?home in Reno, with a small gathering of Gibbons?friends, advisors and supporters looking on," released a press by the Office of Nevada Governor on January 1, 2007.*1

By the time Justice A. William Maupin was appointed to the District Court bench in Clark County in 1993, his legal career had already spanned 22 years in both the public and private sectors. While he handled murder cases as a public defender, he eventually focused on major civil litigation as a partner in the law firm of Thorndal, Backus, Maupin and Armstrong. Justice Maupin was retained as a district judge by popular election in 1994 and elected to the Supreme Court in 1996 and 2002. His term ends in January 2009.*2 Bill Maupin was one term as Chief Justice of the Nevada Supreme Court.

A graduate of the University of Nevada, Reno and University of Arizona Law School, Justice Maupin dedicated much of his professional life to improving the justice system. He was chairman of the Nevada Supreme Court committee on Alternate Dispute Resolution from 1992 to 1996, and is considered to have been a driving force behind the judicial system's successful arbitration program. He served four years on the board of governors of the State Bar of Nevada and was chairman of a Supreme Court study committee to review judicial elections. In1986-1987, he served as president of the Defense Trial Lawyer's of Nevada and on the boards of directors of Nevada Legal Services and Clark County Legal Services.*3

In 1997, Justice Maupin was honored with the Roger D. Foley Professionalism Award and was named in Who's Who in America.

In 2002, Bill Maupin was named Fellow of Public Administration Institution and Co-Chairmen of Clark County District Attorney and Police Civil Commision (CCDAPCC) of Washington Business and Technology Institute (WBTI) by WBTI.*4

The Party was held by WBTI to celebrate Chief Justice William Maupin's being appointed as its Fellow of the Public Administration Institution (PAI) and as its Honorary Chairman of the Clark County District Attorney and Police Civil Commission (CCDAPCC). "Please know that I irrevocably stand by my personal commitment to diversity issues in this state and that my sense of patriotism and faith in America stems from its embrace of that diversity." *5.

Tong Liu and Gerry Liu: cross-cultural and community service are our distinctions

The following is the interview by Tiffany Chang to Tong Liu, Senior Pastor of River of Life Christian Church (ROLCC) and Gerry Liu, Chairman of the Board of Directors of ROLCC, from Washington Business and Technology Institute (WBTI):

Q: By comparing to other Chinese Churches, what you think are the uniqueness of River of Life Christian Church?
Tong: One of the significant unique characters is our emphasis on cross-cultural. We have Chinese services and English service. We serve people from all nations. An innovation of ours is the endeavor to strengthen the united efforts of all the local churches. We're interested to do the righteous work jointly with many other churches locally. Why we have such a mission? It is because we sincerely love our God and people.

Gerry: In the first place, we have the nice plan from our God. We expect to put our efforts to make River of Life Christian Church a mega church. How? I think the most important thing is to have our Church fueled with both human and financial resources. In the second place, we endeavored to build our services as a bridge of the mutual cooperation and development between English and Chinese cultures. In the third place, we're launching our mission of integrity with the mainstream through local governments.

Q. What are your current plans for River of Life Christian Church?
Tong: Our main mission for our current plans will be the endeavor of community service. The significance of community service to our people, land, and country has been recognized by many leaders in each and every field of professionalism all around the United States . It's our pleasure to put community service as a priority in our current mission. To function it effectively, we have our cell groups as the frontiers. The whole thing is initiated by our love for God.

Gerry: The 2006 theme of this Church is "Arise & shine - Prepare the way of the Lord". Our next year's theme will be "Lighting of the Country". In the coming ten years, we'll endeavor to build love all around our neighborhoods. We have 105 cell groups and 14 zones. The grass roots of our people are numerous and sincere. Through the cooperation with the local governments, we're expecting to extend our love to the whole country.

Q. Can you tell us a little about the development of your educational leadership program?
Tong: We have a two-year educational curriculum for people who are interested in having advanced study in ministries. A program with extensive subjects has been designed for our on the job training. It's on a monthly training basis. The evening classes meet every Tuesday and Thursday.

Gerry: Our elegant plan, which will be launched for next year, is the Pastoral Leadership Program School. We'll plan it as a comprehensive study on pastoral
leadership for our future leaders in ministries.

Q. In order to develop the Church's international perspectives, what are your plans and endeavor?
Tong: On the first place, we have done many of our short term missions very successfully. We'll continue our effort to do them better. It's quite fruitful in each and every of our missionary trips. We have gone to many different places and have seen their needs. We have shared with their burdens through our brotherly love. In the second place, we'll continue our planning and implementation of our diversified ministry conferences. We'll share God's love and experience the growth of our faith through our future comprehensive conferences. In the third place, we plan to emphasize the development of the ministry faith pledge.

Gerry: My findings on the building of an international perspective for our Church are: (1) In this 21 century, an international perspective for an organization is vital to its existence and development. (2) We need to put more effort in recruiting rich human and financial resources.

Q. What's your expectation on the functions of the search engine leaders to the River of Life Christian Church?
Tong: It's our pleasure that the search engine leaders have contributed a great deal to our websites. Google did very well. We hope they can put our "Devotion Hotline" on the internet for the mass public. A cooperation and development between ROLCC and WBTI through the functions of search engine leaders such as Google.cn, Yahoo.cn, AOl.com will bring with a bright future for many individuals locally, nationally, and internationally.*2

Gerry: (1) We have good websites. In order to be more successful for our websites, we need also to be favored by the search engine leaders. (2) To win their publications of our information every week is a good accomplishment. I'm glad WBTI and ROLCC deserve the honor.*3

"We need many kinds of people in God's kindom. Some are to seize the enemy's camps; some are to hold the fields; some are to provide for the needs; and some are to produce behind the scene. Nevertheless, we are standing together to work for God's kingdom. Therefore, I want to thank everyone who faithfully support the mission work last year. Because of your support, we are able to support 34 mission organizations/missionaries and establish 43 daughter churches in the world. There are 700 people gathering together in difference locations worshiping the Lord every week. We are thankful and give God all the glory," pointed out Rev. Tong Liu at ROLCC on November 5, 2006. "This year is the 200 Anniversary when missionary Morrison entered China. We will pray for the mssion work in China. God uses many western missionaries in the past to bring gospels to China. Now is the time for Chinese churches to rise up to win nations for the Lord."

On each side of the river stood the tree of life, bearing twelve crops of fruit, yielding its fruit every month. And the leaves of the tree are for the healing of the nations." Through the recommendations of our faculty members, including Supreme Court of Nevada Michael Douglas, District Judge Jessie Walsh, Clark County Commissioner Lynette McDonald, Nevada Assemblywoman Valerie Weber, District Court Judge Cheryl Moss, and Southern Nevada Sheriff Bill Young; Congressman James Gibbons will be invited Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI) if he is elected as Governor of Nevada in January 2007." Born and raised in Sparks, Nevada, United States Congressman Jim Gibbons was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Congressman Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons remains an active alumnus of his alma mater and received the MacKay School of Mines Alumnus of the Year Award in 1999. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California.*3

In the 109th Congress, Gibbons serves on three committees: The House Resources Committee (Chairman of the Energy and Mineral Resources Subcommittee), the Armed Services Committee, and the Committee on Homeland Security. Congressman Gibbons' committee assignments place him in a prime position to represent the varied interests of Nevadans, including water, mining, energy, ranching and grazing issues, as well as the future of the nation's premier military training bases, Fallon NAS and Nellis AFB. Since the terrorist attacks of September 11, 2001, Gibbons has also taken a leading role in securing our homeland by introducing legislation in October 2001 which would become the basis for the Homeland Security Act that created the Department of Homeland Security.

Gibbons also serves on several Congressional Caucuses. He is the founding member and Co-Chairman of the Congressional Mining Caucus and Co-Chairman of the Gaming Caucus. He also is an active member on: Congressional Sportsmen's Caucus, the Western Caucus, Rural Caucus, Air Force Caucus, National Guard and Reserve Components Caucus, Travel and Tourism Caucus, Caucus on Community Health Centers, Cancer Caucus, the Caucus to Fight and Control Methamphetamine, and the Automotive Performance and Motorsports Caucus.

Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Congressman Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996.

Throughout his military service, Gibbons received 19 service medals, including the Legion of Merit, Distinguished Flying Cross, Air Medal with Two Oak Leaf Clusters, Aerial Achievement Medal and Air Force Commendation Medal with One Oak Leaf Cluster. He was also awarded the Distinguished Flying Cross for his extraordinary achievement while participating as an RF-4C Flight Leader in the Gulf War. On this mission, Gibbons flew his unarmed aircraft on a vital reconnaissance mission to acquire politically sensitive imagery of enemy targets in Kuwait.

Mr. Gibbons was also a commercial pilot for Western Airlines where he was employed from 1979 to 1987, and Delta Airlines where he worked from 1987 to 1997. His extensive resume also includes working as a hydrologist for the Federal Water Master, a mining and exploration geologist, a mining and water rights attorney in Nevada, and a state legislator.

Mr. Gibbons served three terms in the Nevada State Assembly. In 1988, his first year as a state legislator, he was named "Outstanding Freshman Legislator." Five days after earning another term to serve in the Nevada State Legislature, Mr. Gibbons received the call to report for active combat duty in the Persian Gulf War. He returned home in April of 1991 to a thunderous welcome from the people of Nevada and soon resumed his fight for his constituents in the State Legislature. In 1993, Mr. Gibbons rose to Republican Whip in the State Assembly, and in 1994, he was the Republican nominee for Governor. In 1998, his wife, Dawn Gibbons ran successfully for the Nevada State Assembly.

In 1994, Gibbons authored the Gibbons Tax Restraint Initiative. As a private citizen, he collected 85,000 signatures from residents across Nevada to place a ballot question before the voters to amend the State Constitution. An overwhelming majority of Nevada voters (78% in 1994 and 71% in 1996) supported the amendment to the Nevada Constitution which requires a 2/3 super-majority to increase any state tax.

Congressman Gibbons resides in Reno with his wife, Dawn. They have three children, Christopher, Jennifer, and Jimmy, and two grandchildren.*4

William Maupin, Chief Justice of Nevada Supreme Court in an event and dinner party held at the Steak House of Binion's Horseshoe Club, Las Vegas on October 10, 2002. The Party was held by Washington Business and Technology Institute (WBTI) to celebrate Justice William Maupin's being appointed as its Fellow of the Public Administration Institution (PAI) and as its Honorary Chairman of the Clark County District Attorney and Police Civil Commission (CCDAPCC).*5

"As the Director of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI), I've shared a pleasant leadership with Dr. Tony Lei cooperated by all the Faculty members of this Institution since it's establishment on January 18, 2000. Innovated in integreting his expertise in institutional management and spiritual value in education, Dr. Lei's effort and wisdom for the community service in Nevada in the recent eight years have been very valuable. We expect Pan Pacific and Asian American Forum (PPAAF) founded by this Institute in September 28, 2001 will contribute to improve the quality of life of the people and the prosperity of this State of Nevada," said Dr. William Thompson, former Chairman and now Professor of the Department of Public Administration of UNLV, at a Party held by WBTI in the Gee Joon Chinese Restaurant of Horseshoe Club on January 28, 2002 in Las Vegas, Nevada.*6

Business Bank parent slates annual meeting

Business Bank Corp., the parent company of Business Bank of Nevada, said it will hold its annual shareholders meeting at 8 a.m. April 25 at its headquarters at 6085 W. Twain Ave.

McCarran International fifth-busiest U.S. airport in '05

Las Vegas' McCarran International climbed one spot to become the nation's fifth-busiest passenger airport last year on the Airports Council International-North America's annual traffic ranking.

Southern Nevada's primary air gateway soared past Denver International, which ranked fifth in 2004.

McCarran also bested busy big-city airports including Phoenix's Sky Harbor, New York's Kennedy, Houston's Bush Intercontinental and San Francisco International, the council said Wednesday.

The Washington, D.C.-based trade group credited McCarran with 44,280,190 passengers, or approximately 13,000 more than the Clark County Aviation Department reported in its 2005 year-end report.

A McCarran spokeswoman said Wednesday that the variation resulted from the airport's ability to obtain updated statistics from airlines. The discrepancy was not large enough to affect the 2005 rankings.

Hartsfield-Jackson Atlanta International, the largest hub for Delta Air Lines and a key gateway to Europe and South America, topped last year's list with 85.9 million passengers.

Chicago's O'Hare International, United Airlines' largest hub, ranked second with nearly 76.8 million.

Los Angeles International, which connects the United States with destinations throughout the Pacific Rim, finished third with 61.5 million passengers.

American Airlines' Dallas/Fort Worth stronghold, which handled slightly more than 59 million travelers, ranked fourth.

As recently as 2001, McCarran handled just 35.2 million passengers, good enough for seventh place on a list that ranked Atlanta No. 1 with more than 75.8 million passengers that year.

But recent growth in U.S. and international air travel, coupled with Las Vegas' burgeoning leisure and trade show industries, raised demand for flights here. Likewise, new security checkpoints, gates and other capital improvements enabled more travelers to fly through McCarran.

More growth should follow. Clark County has committed to spend $2.4 billion to expand and improve McCarran over the next five years, thereby raising its capacity to roughly 53 million passengers a year.

Space constraints within terminals and on runways -- as well as McCarran's business model, which favors travelers headed to or from Las Vegas rather than those simply passing through -- make it unlikely Las Vegas will ever crack the nation's top four.

Las Vegas' largest carrier, Dallas-based Southwest Airlines, thrives on point-to-point service rather than hubs.

Second-place US Airways, formerly America West, offers a mix of point-to-point and hubbing, while several smaller airlines, particularly Allegiant Air, have gained market share offering leisure travelers direct service between Las Vegas and their hometowns.

Southern Nevada's sparse population and limited economic base also hurt McCarran's ability to surpass those in larger metropolitan regions like Atlanta, Chicago, Los Angeles or the Dallas Metroplex.

Clark County Aviation Director Randall Walker downplayed McCarran's new ranking, adding he doesn't want the airport to handle more passengers unless their presence would benefit the city's travel industry.

"We're not really fixated on these numbers like some other communities," said Walker, who fielded calls from Denver after McCarran moved ahead of that city's airport in a recent quarterly ranking.

(Sandra) Tiffany faces ethics hearing

CARSON CITY -- An Ethics Commission panel voted Tuesday to hold an inquiry into whether state Sen. Sandra Tiffany improperly used her position to gain information about Internet auctions in other states that allowed her to obtain a contract with the Nevada Purchasing Division for her own auction business.

The commission's two-member panel said there was sufficient evidence to take the matter to the full Ethics Commission for a hearing on Sept. 13.

The panel cited numerous potential violations of three sections of state law.

If found guilty of just one willful violation of the law, Tiffany's case must be referred to the Legislature for impeachment proceedings.

She could also face thousands of dollars in civil fines if found guilty of one or more willful violations of state ethics laws.

Tiffany, R-Henderson, who listened in on Tuesday's panel discussion by telephone but could not participate, said she was blindsided by what she called new and one-sided allegations.

One of the original elements of the complaint -- that the contracts Tiffany had with the state and the city of North Las Vegas were ethics violations -- was dismissed and found not to be substantiated, she said.

But Ethics Commission staff did more investigation and raised new allegations regarding improper contacts with out-of-state officials, Tiffany said.

It was these allegations that the panel voted unanimously to move forward on, she said.

"I was stunned at the one-sided information gathering," Tiffany said.

The staff report from the Ethics Commission said Tiffany was informed of the further questions raised by the investigation and that she was given a chance to reply.

The report said Tiffany chose not to reply to the additional issues.

Tiffany said she has always conducted her business openly and did so when she contacted officials in other states to gain information about Internet auctions of surplus property.

"I feel real comfortable with my good faith intentions in how I do my business," she said.

Tiffany said she expects to be vindicated.

Questions about Tiffany's business dealings as Stockdales Property Auctions emerged in the 2005 legislative session, when it was learned she had obtained a sole-source contract with the state to advertise the sale of unclaimed and surplus property, including vehicles, on eBay.

Concerns were raised that a measure Tiffany had introduced, Senate Bill 55, easing requirements for advertisers to hold a broker or dealer's license to sell cars under certain circumstances, would improperly benefit the lawmaker. Tiffany did not hold a dealer's license when she won the purchasing division contract.

After the concerns were raised, Tiffany severed the $10,000 state contract that allowed her to sell the Nevada surplus government vehicles.

The Ethics Commission investigation found that beyond the original complaint, "additional instances emerged which appeared to indicate a pattern of conduct ... in which she (Tiffany) likely used her position in government for personal or financial gain."

One example was a December 2003 visit Tiffany made to the Pennsylvania Treasury Department, where she met with Division Manager Lori Hetrick.

Hetrick told the ethics investigator that after the initial inquiries on behalf of Nevada, Tiffany sought information to use in her personal business.

At one point, Tiffany offered Hetrick employment with Stockdales, which Hetrick declined. Hetrick then broke off contact with Tiffany.

Tiffany, who is up for re-election this year, said she wants the matter settled as quickly as possible.

As for the possibility of impeachment, she said: "I don't expect it to go that far. I would like to see a resolution."

ECONOMIC OUTLOOK 2006 : LV businesses optimistic
Vast majority of owners expect strength shown in 2005 to carry over to 2006

The Las Vegas economy was strong in 2005, with nation-leading job growth and below-average unemployment.

And business owners and managers expect Southern Nevada's economy to remain fundamentally strong through 2006, despite concerns about taxes, regulation and competition, according to results from a mail-in survey conducted in December and January by the Review-Journal and local research firm MRC Group.

Nearly all respondents -- 94.2 percent -- said their outlook for 2006 is excellent or good. The remaining 5.8 percent said they expect a fair economic climate in 2006.

In addition, 84.1 percent of participants said they expect their company to make a bigger profit in 2006 than in 2005. Seventy percent said they planned to add employees in 2006, and 87.1 percent said they do not plan to scale back purchases or payroll in the coming year.

Kara Kelley, president and chief executive officer of the Las Vegas Chamber of Commerce, said the survey's upbeat results did not surprise her.

"Businesspeople know Las Vegas is a great place to do business," Kelley said. "The city has great economic vitality, and there's a dynamic quality to our economy and community that generates excitement about the future."

Specific survey results varied by industry.

The most optimistic respondents were in banking and finance, where 98 percent of decision makers expect an excellent or good 2006 and 93 percent look forward to higher profits. Seventy-two percent plan to add workers this year, and 91 percent said they will not cut purchasing or payrolls.

Mark Daigle, a member of the board of directors of the Nevada Bankers Association and Nevada chief executive officer of Colonial Bank, said the survey's results match the feedback he hears from industry members.

"The dynamics of growth in this market continue to be strong," Daigle said. "We still have a lot of in-migration from outside the market. We've typically relied on California (for new residents), but we're seeing folks from other markets as well who are attracted to the economic climate here."

Daigle said national speculation that the local high-rise market is deflating doesn't affect local banks because the city's homegrown financial institutions generally don't make loans for the construction of luxury towers. And although the rate of housing appreciation has slowed, local home values continue to rise at healthy levels, he added.

"There's plenty of reason for optimism," Daigle said. "From a business standpoint, this market continues to grow, and from a retail and consumer standpoint, it continues to grow. Construction jobs continue to be created and gaming and residential growth are helping support growth in the market."

Population expansion is also driving demand for additional bank branches and loan officers -- one reason so many companies in the finance sector plan to hire, Daigle said.

Diane Dutton, treasurer of the Nevada Society of Certified Public Accountants, said members of the finance field were the most optimistic because they focus on "real economic indicators" rather than analysis of subjective expectations such as consumer-confidence surveys, which have posted uneven results over the last year.

"Housing starts, visitor numbers, business startups and investment in new development in our community are all good," Dutton said. "People are optimistic because all the indicators they see in the market are positive."

In retailing, sustained population and visitor growth led 94 percent of respondents to expect an excellent or good 2006. Eighty-four percent predicted higher profits in 2006, while 77 percent said they'll boost staff numbers. Also, 88 percent said they will not reduce purchases or payrolls.

In the service category, which includes companies in landscaping, architecture and advertising, among other fields, 94 percent of survey participants said they look forward to a stronger year ahead, with 84 percent forecasting higher profits and 77 percent aiming to hire more workers. As in other sectors, the vast majority -- 88 percent -- said they will not drop purchases or payroll in 2006.

Among respondents in gaming and tourism, 87 percent said they believe 2006 will be an excellent or good year for their business. The same number predicted they would have both higher profits and more workers in 2006, while 80 percent said they will not slash purchases or payrolls.

Bill Bible, president of the Nevada Resort Association, said the positive outlook in his industry comes in part from a solid 2005.

"2005 was a very good year, especially in Southern Nevada, with record-breaking (gaming wins)," Bible said. "The results reflect optimism that the industry's strength will continue in 2006. The year is off to a good start in the first two months."

The restaurant sector posted the lowest expectations, with 82 percent anticipating an excellent or good year, and the same number forecasting higher profits, more hiring and sustained levels of purchases and payrolls.

Businesses varied by sector in the problems they said they might face in the next two years.

Decision makers in both restaurants and retail said they are most concerned about state and local taxes, while those in finance pointed to regulatory issues as their biggest hurdle. Companies in gaming and tourism are focused on competition as a key concern. Among small businesses in all categories, 51.6 percent said taxes are the most important issue for the 2007 Legislature to address.

Carole Vilardo, president of the Nevada Taxpayers Association, said retailers are especially concerned about taxes because they experience state and local levies in two phases of operation: First, like any other commercial entity, they pay taxes as businesses. But their customers also pay sales taxes, and rising sales taxes could influence consumers' buying decisions.

"People might not spend what they normally would on a product if sales taxes are too costly," Vilardo said.

Kelley said small companies are especially sensitive to any increase in taxes.

"For small businesses, the cost of doing business is so much more of an issue on a daily basis than it is for a larger company with wider resources," Kelley said. "So many small-business owners have gotten a loan or taken out a second mortgage to invest in their company, so they look at every added cost pretty significantly."

For banks and financial companies, concerns about regulation involve the effects red tape has on clientele.

"We're mostly concerned with regulatory issues that will constrain the entrepreneurial spirit, that will put an undue burden of reporting to government agents or that would do anything to dampen or restrict opportunity," Dutton said.

She added that she didn't foresee any specific new regulatory constraints in 2006, but she said it's "inherent in (the financial sector's) nature to be concerned about regulatory issues more than the burdens of taxes or competition."

Competition is the main issue for respondents in gaming and tourism.

Bible said Nevada's tourism market has a distinctive challenge: It's a substantial distance from many of its major feeder markets, so gaming operations that develop closer to those markets could leach customers away from Nevada. Also, industry members worry about tax advantages some of their competitors might have.

"There's concern about competition developing, particularly in California, with tribal gaming," Bible said. "The concern is that gaming conducted by tribal governments doesn't have a tax impact. Gaming that is operated in tribal environments is essentially tax free, other than minor taxes paid to states for regulation."

Bible said industry members are somewhat divided about tribal gaming, since several local operators have management agreements to run tribal casinos. Some of the profits from those contracts are reinvested in Nevada.

"From a Nevada perspective, that (reinvestment) is good, but there's still concern that there might not be a level playing field in terms of the way gaming is regulated and taxed in other jurisdictions," Bible said.

Bible said solutions to concerns about competition from tribal casinos would come from Congress rather than state governments. Congress is considering revisions to the Indian Gaming Regulatory Act, the 1988 bill that established the National Indian Gaming Commission. Updates to the law could include limits on the ability to locate tribal casinos outside reservations, Bible said.

Despite the myriad issues that confront Las Vegas businesses, local leaders are confident that economic growth will characterize 2006.

"What's really great about optimism among local businesses is that it looks like that optimism will transfer itself into economic expansion and job growth," Kelley said. "And when business is good, life is good. People who have jobs and disposable income have a good quality of life."

Youve heard the old adage that good things come to those who wait. Well, the Beers for Governor campaign recently learned that even better things come to those who are persistent.*1

After several weeks of calling out Congressman Gibbons on his refusal to debate, it seems Beers finally succeeded in getting Gibbons to break. A producer for Bill Manders NewsTalk KOH 780 AM confirmed that Gibbons, while on Manders live call-in show last Friday, agreed to debate Beers on the program.

Beers quickly responded, saying he looks forward to debating on Manders show as well as in other forums. He also encouraged other media outlets to contact the congressman to schedule their own debates. Well be sure to let you know when we have a date set for this and any future debates.

Now its time to find out if the congressman is a man of his word. Nevada voters deserve to know where the candidates stand on the issues. Maybe now theyll have the chance to find out.

Justice A. William Maupin of the Nevda Supreme Court

By the time Justice A. William Maupin was appointed to the District Court bench in Clark County in 1993, his legal career had already spanned 22 years in both the public and private sectors. While he handled murder cases as a public defender, he eventually focused on major civil litigation as a partner in the law firm of Thorndal, Backus, Maupin and Armstrong. Justice Maupin was retained as a district judge by popular election in 1994 and elected to the Supreme Court in 1996 and 2002. His term ends in January 2009.*1 Bill Maupin was one term as Chief Justice of the Nevada Supreme Court.

A graduate of the University of Nevada, Reno and University of Arizona Law School, Justice Maupin dedicated much of his professional life to improving the justice system. He was chairman of the Nevada Supreme Court committee on Alternate Dispute Resolution from 1992 to 1996, and is considered to have been a driving force behind the judicial system's successful arbitration program. He served four years on the board of governors of the State Bar of Nevada and was chairman of a Supreme Court study committee to review judicial elections. In1986-1987, he served as president of the Defense Trial Lawyer's of Nevada and on the boards of directors of Nevada Legal Services and Clark County Legal Services.*2

In 1997, Justice Maupin was honored with the Roger D. Foley Professionalism Award and was named in Who's Who in America.

In 2002, Bill Maupin was named Fellow of Public Administration Institution and Co-Chairmen of Clark County District Attorney and Police Civil Commision (CCDAPCC) of Washington Business and Technology Institute (WBTI) by President Dr. Tony Tung-tien Lei of WBTI.*3

Home builders group plans Housing Day

The Southern Nevada Home Builders Association will hold its annual Housing Day featuring its Builders Show and the Las Vegas Housing Outlook Feb. 28 at the Las Vegas Convention Center.

The association said it expects about 1,500 real estate, building and development professionals to attend the events.

The Housing Outlook forecast will feature commentary from Home Builders Research President Dennis Smith, First American Title Co. public relations director Richard Lee and Southern Nevada Water Authority general manager Pat Mulroy.

The association said the builders show will feature displays by more than 100 building industry manufacturers, suppliers and distributors.

On June 29, 2004, U.S. Commerce Secretary Donald L. Evans wrapped up his eleven-day trip to China and Ireland with a visit to Mexico where he continued to stress the Bush Administration's commitment to grow American jobs through free and fair trade.

"In China, Evans stressed the importance of Chinas compliance with WTO obligations and called on senior Chinese government officials to eliminate trade barriers hindering U.S.-China trade relations. He was joined by Secretary of Labor Elaine L. Chao to participate in several of these events," the Press Release on its website by the Department of Commerce pointed out on June 28, 2004.*1

"Secretary Evans cited the many positive strides that were made during his visit in advancing Chinas economic engagement with the United States which included the announcement of a United States Patent and Trademark Office lawyer that will be stationed in the American embassy who speaks fluent Chinese and will focus full-time on advancing the U.S. intellectual property agenda in China. Evans also witnessed the signing of three U.S.-China business agreements in Beijing that will help grow American jobs."*2

"Throughout his visit to China, Evans called for China to significantly reduce government micromanagement of the economy and introduce a far higher level of transparency before it can achieve a full transition to a market-driven economy," the report continued.*3

Global competition is mounting. Because the huge increase in import penetration plus the massive amounts of overseas investment, firms of all sizes now face competitors from everywhere in this world. The trend of the increasing internationalization of business and enterprise is requiring managers and executives to have a global business perspective gained through experience, education, or both.

In the recent years, it is apparently that American managements want their top executives at company headquarters to have years of foreign experience, and they are sending young executives abroad to acquire that experience. "There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*4

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.*5

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is promoting the cooperation and development of international trade, investment, and business. To contribute the Asian countries with the spirit of innovation and entrpreneurship, we need to emphasize our programs with our global e-business technology managemnt. We are surrounded by lots of e-business entreprises in this 21th Century era of businees world. An e-busineess entreprise is a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners.

Dr. Tony Lei was glad to know that Dr. Terry Young, a professor of economics, had been appointed by Pepperdine University as interim Associate Dean of Academic Programs for its Graziadio School of Business and Management. "We are fortunate to leaverage Dr. Young's international expertise to enhance and strengthen our MBA curriculum for a glabal economy," said Dr. Linda Livingstone, Dean of the Graziadio School.*6 Dr. Young served as director of the school's professional MBA and BSM programs for seven years prior to overseeing its global programs. She has an extensive background in finance, with consulting expertise in global soucing and business start-ups.

"Globalization and innovations in technology are changing the way we teach today's business leaders," said Dr. Terry Young.*7 "Just as economists must be equipped to forecast and regulate impending changes, so, too, must educators."

Here in the Graduate School of Business and Public Administration (GSBPA) of WBTI, one of our purposes for the future development is to strenghten our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*8

Computer and technology are as natural as the air for the people in today's workplace which is teeming wih individuals who have terrific idea and a great deal to contribute. Las Vegas is a famous international city. Las Vegas has good international environment. The international environment is the internatctions between the domestic environmental forces and the foreign environmental forces. It is also the interactions between the foreign environmental forces of two countires when an affiliate in one country does business with customes in another.

The recent delegation of trade and investment to China led by Lt. Governor of Nevada Lorraine Hunt has launched a milestone for our cooperation and development of internatonal business ---business that involvesthe crossing of natinal boarders. People are interested in having programs cooperated by Pepperdine University's Graziadio School of Business and Mangement and WBTI that will enhance the multual cooperation in investment, trade, and global business among China, Malaysia, Singapore, Taiwan, and Nevada.

Justice Michael Douglas, the first African American justice in Nevadas history, was appointed to the Court in March 2004 to fill the vacancy that resulted from the death of Justice Myron E. Leavitt. Justice Douglass appointment to the Supreme Court is the culmination of a 22-year legal career in Nevada that began by chance when he accepted what he thought was going to be a temporary job with Nevada Legal Services.*2 Michael was elected in November 2, 2004 as Justice of the Nevada Supreme Court.

Justice Douglas, a native of Los Angeles, came to Las Vegas in 1982 from Philadelphia, Pa., where he had been working in private practice. The justice said he chose Las Vegas because he wanted to move back west and had a cousin living in the city. After two years at Nevada Legal Services, Justice Douglas was hired by the Clark County District Attorneys Office and served in the Civil Division until 1996. In January 1996, he was appointed to the Eighth Judicial District Court bench and was retained in the election later that year, serving until his appointment to the Supreme Court. At the District Court, he served as Business Court judge along with handling a variety of civil and criminal cases. He was elected Chief District Judge in October 2003.

A graduate of California State College, Long Beach, in 1971 and the University of California Hastings College of Law in 1974, Justice Douglas has been a member of the Judicial Council of the State of Nevada and Vice President of the Nevada District Judges Association. He is president*3 of the Nevada American Inns of Court, an organization of judges, lawyers and law students that promotes*4 excellence and civility in the legal profession.

He has been active in groups fighting domestic violence and also has served on a variety of law-related groups, including two years on the Nevada Law Foundation Board and seven years on the State Bar of Nevada, Southern Disciplinary Board.

Justice Douglas, who is married and has a daughter and two grandchildren, has been a longtime supporter of the youth in California and Las Vegas. He was a sports volunteer and coach and has been a frequent speaker at Las Vegas area schools. From 1996 to 2003, he was the judicial sponsor of the annual Spirit of the Arts Contest, a competition for student artwork emphasizing Nevada themes and spirit. Many of the winning pieces still hang in the Clark County Courthouse.*5

---Bell, Earl, Herndon, Wall lead pack in biennial survey" was written by JOAN WHITELY. It was published by LAS VEGAS REVIEW-JOURNAL on April 30, 2006:

"Overlooking the foyer of the new Regional Justice Center are District Court Judges Stewart Bell, from left, David Wall, Allan Earl and Douglas Herndon. Each earned retention ratings of 90 percent or better.

On a 2006 report card for judges in District Court's criminal and civil divisions, a quartet of judges emerged with top scores. Judges Stewart Bell, Allan Earl, Douglas Herndon and David Wall each earned retention ratings of 90 percent or better. ....." *1

On September 23, 2002, District Attorney Stewart Bell wrote President Dr. Tony Tung-tien Lei that "Dear Dr. Lei, I am honor and prviledged to accept your appointment as Honorary Chairman and Senior Advisor of the Clark County Distrct Attorney and Police Civil Commission (CCDAPCC) of the Washington Business and Technology Institute. I look forward to meeting on October 7th." *2 [The two original letters that signed by Stewart from his Office were shown on the Section of "Photos & Pictures" at May 1, 2006.]

Judge Stewart Bell was elected to the Department 7 bench in November 2002 and was sworn in as a District Court Judge in January 2003. Prior to becoming a judge, he served as Clark County District Attorney from 1995 to 2002. As District Attorney, Judge Bell was responsible for managing a staff of nearly 700 people and supervised the prosecution of nearly 700,000 felonies, misdemeanors and juvenile matters. He also administered his own law firm in Las Vegas from 1973 to 1994, specializing in criminal, business and domestic law. From 1971 to 1972 he served as a Clark County Public Defender. He also served as a legal assistant to District Court Judge Howard W. Babcock from 1970 to 1971.*3

Judge Bell earned a bachelors of science degree in accounting and economics from University of Nevada Las Vegas in 1967. He earned his juris doctorate in 1970, graduating in the top 15 percent of his class, from the University of California Los Angeles Law School. Known for his acute analytical skills, Judge Bell was the Nevada State High School Mathematics Champion in 1963 and was named to the Phi Kappa Phi National Collegiate Academic Honor Society when he attended UNLV.

Judge Bell served as president of the Clark County Bar Association in 1980 and as president of the State Bar of Nevada from 1991 to 1992. He has been a member of the State Bar since 1971. He was named as an Outstanding Member of the Clark County Bar Association in 1993. Judge Bell has received the highest possible rating, "AV," by Martindale-Hubbell. His prior judicial experience includes serving as an Alternate Municipal Judge, a Coroners Inquest Hearing Officer and as a Clark County Juvenile Court Referee.

A graduate of Leadership Las Vegas, Judge Bell has served as a volunteer and leader for many local charities and programs. He was named to Whos Who in America, Men of Achievement, in 1980. He is married to Jeanne D. Bell and the couple has four children, Linda, Kristin, Stephen and Greg, and one grandchild, Kyle. Judge Bell has served as a manager and coach for the Spring Valley Little League and in 1993 he managed the Little League Championship Team. He has been a resident of Nevada since 1954.*4

Outstanding accomplishment of community involvement

The campaign event and dinner party for Kenny Guinn to be the Governor of Nevada in 1998 was a big success with Dr. Tony Lei's invitation of 100 guests including business owners, community leaders, professional executives, educational administrators, and multimedia representatives. In order to advance the proclamation and creed of Washington Business and Technology Institute (WBTI), it has also launched and participated a series of event and dinner parties for a special tribute to the people who contribute to the peomotion of the quality of life of all our residents and visitors of Nevada. WBTI emphasizes the encouragement and promotion of academic research, community service, and humane spirit since its establishment in January 8, 1996. Feature articles had published by "Nevada Examiner", "Seniors United Highlights Maganzine", among others for many times to unite all the Asian American communities for the event and party to pay a special tribute to Harry Reid as U. S. Senator and Majority Whip of the Senate initiated by WBTI. In perspective, we need to follow the above two examples of the united forces of all our Asian Americans to win the recognition by the Mainstream of our efforts and wisdom for our community involvement in Nevada. Viewing the following record, it is encouraged that we all the Asian Americans did build our "Great Wall" in this Silver State for community involvement:

Programs initiated by the cooperation of the Graziadio School of Pepperdine University and the Graduate School of Business and Public Administration of Washington Business and Technology Institute will help bring prosperity of business and trade in Nevada

On June 29, 2004, U.S. Commerce Secretary Donald L. Evans wrapped up his eleven-day trip to China and Ireland with a visit to Mexico where he continued to stress the Bush Administration's commitment to grow American jobs through free and fair trade.

"In China, Evans stressed the importance of Chinas compliance with WTO obligations and called on senior Chinese government officials to eliminate trade barriers hindering U.S.-China trade relations. He was joined by Secretary of Labor Elaine L. Chao to participate in several of these events," the Press Release on its website by the Department of Commerce pointed out on June 28, 2004.*1

"Secretary Evans cited the many positive strides that were made during his visit in advancing Chinas economic engagement with the United States which included the announcement of a United States Patent and Trademark Office lawyer that will be stationed in the American embassy who speaks fluent Chinese and will focus full-time on advancing the U.S. intellectual property agenda in China. Evans also witnessed the signing of three U.S.-China business agreements in Beijing that will help grow American jobs."*2

"Throughout his visit to China, Evans called for China to significantly reduce government micromanagement of the economy and introduce a far higher level of transparency before it can achieve a full transition to a market-driven economy," the report continued.*3

Global competition is mounting. Because the huge increase in import penetration plus the massive amounts of overseas investment, firms of all sizes now face competitors from everywhere in this world. The trend of the increasing internationalization of business and enterprise is requiring managers and executives to have a global business perspective gained through experience, education, or both.

In the recent years, it is apparently that American managements want their top executives at company headquarters to have years of foreign experience, and they are sending young executives abroad to acquire that experience. "There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*4

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.*5

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is promoting the cooperation and development of international trade, investment, and business. To contribute the Asian countries with the spirit of innovation and entrpreneurship, we need to emphasize our programs with our global e-business technology managemnt. We are surrounded by lots of e-business entreprises in this 21th Century era of businees world. An e-busineess entreprise is a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners.

Dr. Tony Lei was glad to know that Dr. Terry Young, a professor of economics, had been appointed by Pepperdine University as interim Associate Dean of Academic Programs for its Graziadio School of Business and Management. "We are fortunate to leaverage Dr. Young's international expertise to enhance and strengthen our MBA curriculum for a glabal economy," said Dr. Linda Livingstone, Dean of the Graziadio School.*6 Dr. Young served as director of the school's professional MBA and BSM programs for seven years prior to overseeing its global programs. She has an extensive background in finance, with consulting expertise in global soucing and business start-ups.

"Globalization and innovations in technology are changing the way we teach today's business leaders," said Dr. Terry Young.*7 "Just as economists must be equipped to forecast and regulate impending changes, so, too, must educators."

Here in the Graduate School of Business and Public Administration (GSBPA) of WBTI, one of our purposes for the future development is to strenghten our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*8

Computer and technology are as natural as the air for the people in today's workplace which is teeming wih individuals who have terrific idea and a great deal to contribute. Las Vegas is a famous international city. Las Vegas has good international environment. The international environment is the internatctions between the domestic environmental forces and the foreign environmental forces. It is also the interactions between the foreign environmental forces of two countires when an affiliate in one country does business with customes in another.

The recent delegation of trade and investment to China led by Lt. Governor of Nevada Lorraine Hunt has launched a milestone for our cooperation and development of internatonal business ---business that involvesthe crossing of natinal boarders. People are interested in having programs cooperated by Pepperdine University's Graziadio School of Business and Mangement and WBTI that will enhance the multual cooperation in investment, trade, and global business among China, Malaysia, Singapore, Taiwan, and Nevada.

"Dear friends: It gives me great pleasure to welcome each and every one of you to our 'Outstanding Democrat of the Year' award ceremony tonight," wrote John Ponticello, President of the Paradise Democratic Club of Las Vegas on its commenmorative Journal. The Journal was published by the Club on April 8, 2004 in Las Vegas, Nevada.

This year's event was held on Thursday April 8, 2004, 7 to 9 PM at Bally's hotel Skyview room on its 26th floor in Las Vegas.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) was established early in 2003. Drs. E. Lee Bernick and Keong Leong were appointed as Deans of the School by WBTI on March 11, 2003. "The mission of this School will emphasize the humanitarian orientation of public administration adn social responsibility of business management . Throuugh academic entrepreneurship, we may expect the endeavor of this school for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA. Dina is a Senator of Nevada Senate and Adjunct Professor of Political Science of UNLV.*1

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*2

Barbara E. Buckley was born in November 23, 1960; Philadelphia, Pennsylvania. She received her B. A. with honors from University of Nevada, Las Vega. Her education has enhanced with University of Arizona, J.D., Summa Cum Laude.*3

Barbara's Legislative Service include: Nevada Assembly, 1995-2003 -- two special and five regular sessions; Majority Floor Leader, 2001; Assistant Majority Floor Leader, 1997-1999. She is now the Majority Leader of Nevada Assembly.

The following is a part of the article written, for Senator Harry Reid's being awarded "Outstanding Democrat of the Decade," by Tiffany Chang.*8

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO. Remarks were deliverred by past Honorees (who were in attendance): Charlie Waterman, 1980's; A.G. Frankie Sue Del Papa, 1990 (with a letter); Hon James H. Bilbray, M.C. Ret., 1991 (with response); U. S. Senator Richard Bryan, 1992; U.S. Senator Harry Reid, 1993; D.A. Stewart Bell, 1994 (with response); Congresswoman Shelley Berkley, 1995; County Commissioner Yvonne Akinson Gates, 1996; Senator Dina Titus (with response), 1997; Jan Laverty Jones, 1998 (with response); Mayor Oscar Goodman, 1999 (with a letter).

The heightlight of the Event was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute.*9

This School, the Graduate School of Business and Public Administration (GSBPA) of WBTI, is proud to have Harry's acceptance as its Adjunct Professor of Administrative Strategies on May 31, 2003 at the Tea Party by many and most of the community and association leaders of the Asian American Community of Nevada (most of them in Las Vegas).*10

With many business executives, career professionals, elected officials, high-ranking officers, community and organizational leaders, among others crowded as enthusiastic participants in the 26th floor of the Bally's Hall--Skyview Room, the event and party were highlighted by John Ponticello's presenting the awards to Barbara Buckley among others.

A speciality of the Program was the complimentary -- Photo taking with Barbara Buckley during cocktail hour 7-7:30.*12 The Chinese publicity for the Event and Party was featured by the presence and presentation from Raymond Lam of "Next Weekly", Helen Hsueh of "Las Vegas Chinese Daily News", and Mindy Gao of "World Journal (Chinese Daily News)". Dr. Tony Lei extended his appreciation for WBTI to Attorney Benson Lee, Esq. for the lawyer's generosity in buying one table for ten guests of our Chinese participants the third time of this annually big event and party.

In receiving the certificate of appointment as an Adjunct Associate Professor of the Graduate School of Business and Public Administration of Washington Business and Technology Institute from Dr. Tony Lei, Ms. Barbara Buckley took pictures happily with the American and Chinese Communities and professionals by the mutiple media and professional photographers.

Advancing to its 11th year, Thai Cultural Arts Association of Las Vegas has held the Performing Arts very successfully every year. During the Performing Arts Appreciation Day 2002, Dr. Tony Lei was very pleased to welcome so many government officials, community leaders, business owners, among others. High-ranking government officials who participated the party included: Lorraine Hunt, Kathy Augustine, Erin Kenny, Bill Maupin, Stewart Bell, Mark Denton, Valorie Vega, Jennifer Elliotts, Valorie Adair, Dianne Steel, Lisa Brown, Cheryl Moss, Anthony Del Vecchio, Natalie Tyrrell, Mike Davidson, David Roger, David Wall, Bobby Gronauer, Herb Brown, among others. Dr. Tony Lei believed that all of us share a sense of cooperation for the supporting of cultural richness. He pointed out that the Performing Arts Appreciation Day was a significant milestone of the contribution for the mutual cooperation of cultural and social service between American and Asian communities.

Lt. Governor Hunt was introduced by Dr. Tony Lei to the public to deliver her greeting speech to all the audiences and participants. Acting YMT Suthida Yalprachum was promoted by the Chair/President of TCAA-LV Sapatra Chemprachum as Young Miss Thailand LV-2002.

The enthusianstic attendances were overwhelming including important officials, leaders, and media executives; Brian Sandoval, John Hunt, Nancy Wong, Tim Wong, Nancy Diaz, Kathie Ambrosio, Judy Ray, Gerri Schroder, Francis Allen, Mike Malone, Geny Del Rosario, Teresa Woo, Richard Dennison, Mike Vaswani, Patty Blakeman, Aldo Aguirre, Aurora Maskall, Raymond Lam, Jessica Hwang, among others.

Full with enthusianstic attendances in the Hall of the Arts Center, all of them enjoyed a big night out with many elected officials and appointed officers through the atmosphere of elegant and classic dance and music from Thailand.

The 11th Appreciation Day this year will feature: Thai food Dinner-Buffet; No-host beer-wine bar; Thai classical and folk dances performed by the local Thai and American performers; Presentation of Awards, Winner of the Lady in Thai Costume, 3 Door prizes, Learning of Thai folk Dance, and the Social Dance with Super D. J. Mariah until Midnight.

Dr. Tony Lei has innovated and encouraged good idea for progects and events to improve the quality of life of all our residents and visitors of Nevada. United we stand, not just for our Asian Community only but for all our people and nation as a whole. Asian Community has won recognition for contribution to Nevada by American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that the Asian communities have continuously participated and offered to the mainstream society.*3

U. S. Senators Harry Reid and John Ensign had been invited to attend the Event and Party as the Guests of Honor. Kathie Ambrosio reprented U. S. Senator John Ensign to offer Washington Business and Technology Institute and Thai Cultural Arts Association of Las Vegas the Senatorial Recognition Awards. Nancy Diaz represented Senator Harry Reid.

Special Guests by Washington Business and Technology Institute to present including U. S. Senator John Ensign(represented by Kathie Ambrosio), Supreme Court Justice Michael Douglas, Distrct (Family Court) Judge Cheryl Moss, Las Vegas Township Constable Bobby G. Gronauer, Nevada Assemblywoman Valerie Weber, District Judge Mark Denton (represented by Agnas Chan), District Judge Valorie Vega (reprented by Gloria Wong), business executives, among others.

All the traditional arts dancing perfomances were wondeful. Two M. C. Jheri Psmyth and D. J. Mariah were outstanding. We are pleased to know that all our attendants and participants enjoyed a beautiful night!

***** Dr. Andrew K. Benton has served in higher education for nearly 30 years. He planned for a career as an attorney or probate judge in his hometown, and focused his education toward those interests. The desire to work with young people in their own pursuit of higher education was strong and he, instead, followed a career path that led to his current role as the seventh president of Pepperdine University. He assumed that position on June 16, 2000.*4

Benton received his bachelor of science in American Studies from Oklahoma Christian University and went on to earn the juris doctor degree from Oklahoma City University School of Law. He was admitted to the Oklahoma State Bar in 1979 and later to practice before Federal Courts. For ten years, Benton served in various administrative roles at his undergraduate alma mater. From 1979 until 1983 he also maintained a private law practice in the State of Oklahoma.*5

During the past eleven years, Summerlin has been the fastest growing Master Planned Community in the country. Located along the western rim of the Las Vegas valley, this community offers a unique lifestyle to its residents. Surrounded by the Red Rock Canyon National Conservation Area, Summerlin consists of several villages of residential properties, schools cultural centers, shopping, parks, trails, professional and medical facilities and golf courses. More than one-third of Summerlin's acreage is designated as open space, which includes parks, trails, golf courses and nature trails. Ours in Summerlin is something good for many people!

"The enormous Summerlin community is the most celebrated development in the northwest region of Las Vegas. South Shores is one of the most important community in Summerlin. Dr. Tony Lei has been elected to the Board of the South Shores Community Association since 1993. The follwoing is a sample of his literature for the election in 2003:*4

"I wish to serve as a delegate because": I (Dr. Tony Lei) will offer my endeavor, knowledge, and ability to carry out the duties for the rights and benefits of the homeowners and residents here in our community. I'll work to motivate both the good production and human relations on the work performance of our Association and the Management Company which we, the homeowners, are paying service fees to support.

"Qualifications I feel will benefit the community": Delegates who are good in managemt knowledge and experience will do better with the Home Association Company to promote the work performance for the rights and benefits of our homeowners. Many years as an Associate Professor and Fellow of Management of the Graduate School of Business Administration of National Chung Hsing University and Pepperdine University, I may use my knowledge to serve our community. Many institutions such as Nevadan U. S. Representative of the Congress, District Attorney Office of Clark County, Constable's Office of Las Vegas Township, among others invited me as the Senior Advisor. I may use my experience to work for our homeowners and residents. I received my M.B.A. and Ed.D. in Institutional Management from Pepperdine University, Malibu, California, but my knowledge and experience will be also important for me to service our community together with my sincere and humble personal traits.

"Other information I wish to share": "Dr. Tony Lei has worked for our community in Southern Nevada more than ten years based on his belief that 'By the act of love itself, we are enriched. Love in action is service above self. Make service a part of our character and experience the abundant reward that comes from serving others. Let our heroes be the great servants who have given all for the betterment of others' lives. Let our candle fuel a fire that will fan out an ever-increasing circles. With these circles together we can close our eyes and evision a community that is safe, peaceful, and healthy.' We need such a people like him to work for our community," said a District Judge of our Family Court. I love the atmosphere here, I love the environment here, and especially I love the people here in our community. We should expect both of our Association and Management Company put effort to help our community be of our homeowners, by our homeowners , and for our homeowners. It's a good thing by working for you at the same time working for our families also because both of us are homeowners.*5

Without any opponent, Dr. Tony Lei won the election!*6

Dr. Tony Lei has served as a delegate and Director for South Shores Community Association since 1993.
