Seven world champs back to defend titles in 47th annual event

Most livestock selected for the National Finals Rodeo are hunkered down in temporary stalls on UNLV grounds, and contestants have started arriving for the $5.26 million rodeo that begins its 10-day run Friday at the Thomas & Mack Center.

The 47th annual NFR, in its 21st year in Las Vegas, will start one week after Las Vegas Events and the Professional Rodeo Cowboys Association agreed to a five-year contract extension that will keep the world's largest rodeo here through 2014.

The NFR will host 119 contestants, all of whom are within range of winning coveted world PRCA season titles and the world championship gold buckles that go to the year's best eight rodeo athletes competing in seven events, including individual awards for header and heeler on the top team roping duo. ...............................

Senate OKs Sandoval for federal bench
Nomination approved in 89-0 vote; state attorney general to become judge in Reno Reno

WASHINGTON -- The U.S. Senate on Monday by an 89-0 vote approved the nomination of Nevada Attorney General Brian Sandoval to become a federal judge in Reno.

President Bush still must sign a commission before Sandoval can be sworn in, which Sandoval thought would take only a couple of weeks. Until then, he will continue serving as attorney general.

A former state assemblyman, chairman of the Nevada Gaming Commission and the first Hispanic elected statewide in Nevada, Sandoval will serve as a judge at the courthouse where he once bused tables and washed dishes.

"That was my first job. I was 13," Sandoval, 42, said in a phone interview from Carson City. "It's the dream of a lifetime for me to serve in this capacity."

Sandoval will succeed U.S. District Judge Howard McKibben, who assumed senior status in April.

As a federal judge, Sandoval will earn $162,100 per year. He currently earns $110,000 as attorney general.

Monday's vote concluded a seemingly effortless confirmation process for Sandoval. During his Sept. 29 confirmation hearing, Sandoval faced one question regarding his experience for the job. On Thursday, the Senate Judiciary Committee approved his nomination by a unanimous vote without discussion.

But Sandoval said his confirmation was "the most difficult, challenging process I have ever undergone, from a personal perspective. I have a profound respect for the confirmation process because of how thorough the vetting is."

Sandoval, who was elected attorney general in 2002, said he does not have any second thoughts about giving up his political career for a lifetime appointment on the federal bench.

"Put it this way: I have been given an opportunity of a lifetime to engage in public service for the rest of my life," he said.

Bush nominated Republican Sandoval in March after receiving a recommendation from Senate Democratic Leader Harry Reid of Nevada. Reid recommends every fourth federal judicial nominee from Nevada, according to an agreement with Sen. John Ensign, R-Nev.

"Brian has the qualities I always hoped for in a judge when I was a trial lawyer -- a commitment to fairness and rule of law," Reid said in a statement.

Ensign also issued a statement saying Sandoval is "a man of integrity who will work tirelessly on the federal bench."

Gov. Kenny Guinn announced Sept. 22 that Las Vegas lawyer George Chanos, 47, was his choice to replace Sandoval. Sandoval's four-year term as attorney general expires in January 2007. Under the state constitution, Guinn names the person to fill out the remainder of his term.

"I am very excited and very honored," Chanos said. "My primary goal is to make the attorney general's office the best law office in the state."

Chanos, a Republican, already has announced he will run for a full term in the 2006 election. Catherine Cortez Masto, also a Las Vegas lawyer, has announced she will run as a Democrat for attorney general.

Unlike his predecessors, Chanos does not plan to make Carson City his primary residence. He plans to continue to live with his family in Las Vegas and rent an apartment in Carson City.

"It makes no sense to force my family to move when so much of the work is in Las Vegas," he said.

His wife, Adriana Escobar Chanos, is the chief deputy attorney general in charge of the Bureau of Consumer Protection -- the state's consumer advocate. She has announced she will quit the post when her husband becomes attorney general to avoid the perception of a conflict of interest.

A construction trade group's luncheon Wednesday provided an early look at the different philosophies driving the four declared candidates for governor.

The quarterly luncheon of the Associated General Contractors also highlighted the infancy of the 2006 governor's race, as the candidates struggled with facts and saw certain applause lines fall flat.

But it was the first time Republicans Jim Gibbons, Lorraine Hunt and Bob Beers and Democrat Dina Titus shared a stage to talk about the state's issues. And, with fundraising and party primaries expected to consume most of the candidates' time until next summer, the event at the Rio hotel-casino might be the only substantive look at issues from both sides of the aisle until next year's general election is set.

As a local resident, Charlyne attended Orr Jr. High School and Valley High school. After graduating, she attended UNLV for my freshmen and sophomore years and Cal State Fullerton in California.

Miss Charlyne Chen (˼ͥ) is the 亚洲总裁 (Asian President) of Info21 Data Media Group. In 2003 the Nevada Commission on Economic Development appointed Charlyne Chen (˼ͥ) as a representative in Taiwan to further the trade and investment relationships between Nevada and Taiwan. In 2004, she was appointed as the representative in Shanghai by the Commission.*3

As the CEO of Info21 Data Media Group with operation in Shanghai, Taiwan, and Hong Kong which provides trade intelligence, Charlyne has achieved a great deal to be the Representative of State Nevada on Economic Development for Shanghai and Taiwan. She was invited by Governor of Ponghu as an official advisor on tourism and legalized gaming of the County Government.

Charlyne has been instrumental in the process to have United Commercial Bank (a Chinese-owned bank with 45 U.S. branches in California and New York) establish the first branches of a Chinese Bank in Nevada (Las Vegas). A Chinese bank in Texas will also open a branch here with an investment of U. S. $20 millions.

Charlyne Chen (˼ͥ) was awarded "Outstanding Chinese Young Entrepreneur of 2003" by "Asia Week" magazine in HK. On May 17, 2005 NCED, together with Charlyne Chen, held a seminar in Las Vegas for approximately 100 Taiwanese business owners, assembled for the Hardware Association exhibition, on investing in Nevada.

In anticipation of the potential for increased tourism in Penghu, Taiwan, at least one Nevada casino enterprise has already purchase a significant piece of property in Penghu. At the request of Charlyne Chen, NCED has contacted several Nevada cities about establishing a sister-city relationship with Penghu. A Team of delegation organized by the high-ranking officials of Penghu will come to Las Vegas in September, 2005 for further plan in tourism and business cooperation and development.*5

The 28th Annual Convention of Taiwan Benevolent Association of America was held in Las Vegas

Senator John Ensign to Taiwan Benevolent Association of America.*2

The grand opening of the 28th Annual Convention of Taiwan Benevolent Association of America (TBAA) was held by its Chairperson Wendy Yu-ping Wu*3 at the Paris Hotel on July 30, 2005 in Las Vegas, Nevada. The Concode C Room was full with participants from all around the world. Dr. Fu-Mei Chang, Overseas Chinese Affair Commission of the Republic of China; Mark W. P. Liao, Director General of the Taipei Economic and Cultural Office in San; Francisco; Lagislators of ROC S. C. Ting, Y. Y. Wu, S. H. Chou, W. C. Shieh, J. L Lin, among others presented at the Conference. Justice of the Supreme Court of Nevada Michael Douglas and Nevada Asemblywoman Valerie Weber each dilivered a nice and significant welcome speech. The Declaration was passed through the Meeting. During the meeting, Miss Sue Phelps was elected as the Vice Chairperson of TBAA.

The "Fomosa Night" was held at a grand ballroom in Paris Hotel on July 30, 2005 in Las Vegas, Nevada. Lt. Governor delivered a welcome speech to the crowded attendents in the Hall. She wishes Navada be the great door opened for the international business and trade between the silver state and Asian countries. A Letter of Greeting was granted by her to TBAA.

Dr. Lei presented also a Certificate of Recognition from U. S. Congressman Jon Porter to the President of Taiwan Benevolent Association of Las Vegas Sue Phelps. Sixteen original hard copeis of the RC 25 Resolution by Nevada Assembly and Senate were also presented by Dr. Tony Lei to each president of the 16 Chapters of TBAA through their Chaiperson Wendy Wu.

Proclamations from the Board Commissioners of Clark County of Nevada and the State of Nevada (through Assemblywoman Valerie Weber) were presented to Washington Business and Technology Institute (WBTI) and Dr. Tony Tung-tien Lei by both of the parties on July 30, 2005 in Las Vegas, Nevada.*7

Ms. Wendy Yu-ping Wu completed successfully her term as the Chairperson of TBAA in the evening of July 30, 2005. The Chairmanship was transfered by her to Mr. I-Ta Liang at the "Fomosa Night" in Las Vegas, Nevda. Liang is now the 28th Chairman of TBAA.

One of the earliest attendants of the convention this year was the Representative of Taipei Economic and Cultural Representative Office in the United States David Tawei Lee(Embassador of the Republic of China) on July 28, 2005.

Mr. Lo-Yu Sun, Board Advisor of Taiwan Benevolent Association of America (TBAA), held and host a farewell lunch party for the 28th Annual Confernce of TBAA at the Harbor Palace Seafood Restaurant on August 1, 2005 in Las Vegas.*8

GRADING THE LEGISLATORS: Buckley, Raggio top rankings
Angle, Tiffany voted worst members of Assembly, Senate

CARSON CITY -- Assembly Majority Leader Barbara Buckley has been selected as the best Assembly member for the fourth consecutive legislative session, while Senate Majority Leader Bill Raggio was picked as the best senator at the 2005 Legislature.

"I guess they took pity on an old guy," quipped Raggio, R-Reno, who is 78 and has been a state senator since 1973, the longest tenure in legislative history.

He last was selected best senator during the 1997 session but has ranked near the top in every poll conducted since then by the Review-Journal.

"It is a tremendous honor to be named best Assembly person, especially four (sessions) in a row," Buckley said. "My philosophy is to work hard, be fair to everyone and look out for what is the best for the state as a whole. If you do that, people respect you."

Buckley, D-Las Vegas, is noted for her consumer protection bills. She was the primary author of the laws that regulate the payday loan industry and outlaw "yo-yo car deals," or situations where car dealers con buyers into paying high interest rates.

In addition, she authored the bill to assist Nevadans who want to purchase lower-cost prescription drugs from Canada.

A total of 130 lobbyists, press members and legislators were given ballots and asked to make their choices. Fifty responded. Review-Journal reporters did not vote. More than half of those surveyed selected Buckley and Raggio as the best legislators in their respective houses.

Eric Herzik, interim dean of the College of Liberal Arts at the University of Nevada, Reno, agreed with the selections.

"Raggio got business done," he said. "If Buckley is a liberal, she hides it well. She is best at working the caucus and the rules."

Named as worst Assembly member was Assemblywoman Sharron Angle, R-Reno, who announced her candidacy last week for the Congressional District 2 seat being vacated by Rep. Jim Gibbons, R-Nev.

Selected as the worst senator was Sandra Tiffany, R-Henderson.

Angle was the only Assembly member to vote against the bill that lowered tax increases on owner-operated residential property to 3 percent and 8 percent on commercial property.

Tiffany's ethics were questioned by several voters. To end a growing controversy, Tiffany severed a $10,000 state contract in March that allowed her to sell surplus government vehicles on eBay.

A state law forbids legislators from holding contracts with state government unless they are the sole source for a service or product. Tiffany had been designated by the state Purchasing Division as the sole source for Internet auto sales, although many people sell vehicles on eBay.

Buckley, 44, is a Philadelphia native, a lawyer and has served as executive director of Clark County Legal Services since 1996. She was elected to the Legislature in 1994 and became the first female majority leader in 2001.

With Assembly Speaker Richard Perkins, D-Henderson, leaving his position to run for governor, Buckley is in line to become the first female speaker in 2007. Perkins himself tabbed Buckley as his replacement in a speech just before the Legislature adjourned.

Raggio is a Reno native, a Marine Corps veteran who served in World War II and a lawyer. He spent 12 years as Washoe County district attorney before being elected to the Legislature. He has been the Senate majority leader in nine different sessions and the minority leader in five sessions.

Neither Perkins nor Senate Minority Leader Dina Titus, D-Las Vegas, fared well in the poll. Both are candidates for governor in 2006. Each ranked among the five best legislators in 2003.

Titus conjectured people who back Perkins in the governor's race deliberately graded her low. Her supporters also may have decided against ranking Perkins high, she added.

"Perkins' rating makes sense," Herzik said. "He didn't have a bad session or a good session. His power faded as the session went on."

Titus might have been hurt because of her "acerbic comments in poking fun at Perkins," Herzik added. "They both spent too much time working on how they looked with thoughts to the governor's race."

Boosting the number of tourists coming to Las Vegas from Asia

Andrew Lai, a managing partner in Dragon City, said he's met with state and local tourism officials to discuss boosting the number of tourists coming to Las Vegas from Asia.*1

"We could have 3 (million) to 5 million Chinese tourists coming to Las Vegas in three to five years," Lai said. "More than 50 million Chinese have enough money to come here. China has 1.4 billion people. If just 1 percent of them eventually come here, it would be 14 million visitors."

Hunt-Krygiell said Dragon City would create a significant demand for "services that cater to tourists," so a commercial-tourism designation would "make sense."

"We're going to have more tourism along the (Spring Mountain) corridor because we'll actually have places for them to stay," Hunt-Krygiell said. "It could increase a wider variety of tourism uses."*2

The Clark County Comprehensive Planning Department is in the midst of a series of open houses and town-hall meetings to gather public comments on land use in the Winchester and Paradise townships.

The unincorporated areas are bordered by Sahara Avenue and Silverado Ranch Boulevard to the north and south, and Decatur and Nellis boulevards to the west and east. Las Vegas' Chinatown, which runs along Spring Mountain Road between Valley View and Decatur boulevards, is at the area's core.

The project is one of Lynette's effort to make her administrative sovereignty a difference. It is our pleasure to post her concise Biography:

Lynette Boggs McDonald was elected to the Board of County Commissioners on November 2, 2004. Boggs McDonald comes to Clark County from the city of Las Vegas, where she was the first woman to lead a City Council ward in the history of that city. She represented Ward 2 on the City Council from 1999 to 2004. From 1994 to 1997, Boggs McDonald served as assistant city manager for the city of Las Vegas.*3

Commissioner McDonald was appointed in 2004 by President George W. Bush to the national Commission on the Abraham Lincoln Study Abroad Fellowship Program, established to consider and recommend to the President and the U.S. Congress a national policy and program to greatly expand study-abroad opportunities for U.S. college and university students.

PARADISE DEMOCRATIC CLUB OF LAS VEGAS' "OUTSTANDING DEMOCRAT OF THE YEAR RECEPTION" was HONORING U. S. Senator Harry Reid as "THE OUT STANDING DEMOCRAT OF THE YEAR" 2004. This year's event was held on Monday May 2, 2005. 6:30 to 8:45 Cocktails and Photos 6:30 programs started at 7:30 Bally's Grand Ball Room.

In the beginning of the Event, U. S. Senator Harry Reid took pictures and chatted with many of the attendents including Justice of the Supreme Court Michael Douglas, District Judges Valorie Vega and Michael Cherry, District Judge of Family Court Cheryl Moss, North Las Vegas Judge Natalie Tyrrell, Washington Business and Technology Institute President Dr. Tony Lei, among others.

John Ponticello, President of Paradise Democratic Club Las Vegas, announced the Co-sponsors of this Event and Champagne Party:

The following is a part of the article written for Senator Harry Reid being awarded "Outstanding Democrat of the Decade," by Tiffany Chang.

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were former U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, among others. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

The heightlight of the Event was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI).

Harry Reid was born in the mining town of Serchlight, Nevada where he was raised in a small cabin without indoor plumbing. He attended a two-room elementary school. His father was a hard rock miner with an 6th grade education. His mother helped the family make ends meet by taking in laundry.

Serchlight had no high school, so he had to attend Basic High School in Henderson where he met Landra Gould, who became his high-school sweetheart. In 1959 they were married. In 1961, their first child and only daughter Lana was born. Son Rory was born in 1962, and three more brothers followed -
Leif, Josh, and Key. Basic High was also where Reid met a teacher named Mike O'Callaghan who would play many roled in his life: teacher, boxing coach, political mentor, trusted advisor and best friend.

After completing law school, Harry returned to Henderson to serve as City Attorney. In 1968, he was elected to the Nevada Assembly, 1970 Harry was elected Lieutenant Governor. In 1977, he was appointed Chairman of the Nevada Gaming Commission. In 1983, he won the first of two terms in the United States House of Representatives.

He was elected to the Senate in 1986. In 1998, Harry was elected to his third term as US Senator and his colleagues selected him as Assistant Democratic Leader - the second highest post among Democrats in the Senate.

After he won a fourth term in 2004 by a wide margin, he was unanimously elected Senate Democratic Leader. This position, combined with his reputation for integrity and fairness, has given the small state of Nevada a uniquely influential voice in Washington. Harry Reid isn't afraid to speak his mind - but he isn't afraid to listen, either. Like the desert country that formed him, he doesn't cry out for attention. He's soft spoken-but when hw talks, people listen. He has earned the trust of both Democrats and Republicans, and his reputation for integrity and fairness has given the small state of Nevada a powerful voice in Congress.

Dr. Jasmine Brooks, the President of Asian American Republican Coalition of Nevada-Clark County Chapter (AARCN-CC), held a General Meeting on April 9, 2005 in Las Vegas. Dr. Frances Ridgley, Mr. Mike Vaswani, Ms. Julie Chen Hereford, Ms. Hui-lim Ang, Ms. Wendy Warcup (Mrs. Stevan Warcup), Miss Jasmine Guo, Mr. Travis Lu, Miss Mae Cruz, Miss Kamal Asnani, Miss Cassandra Cheung, Mrs. Judy Lei, Dr. Tony Lei, among others attended the meeting.

"I'm glad to learn from Dr. Tony Lei that 'Our invitations to high-ranking officials are in progress successfully. Dr. Brooks reported that our Chairperson of the Fundraising Committe, Ms. Hui-lim Ang, has had a good work performance in having about 11 contributions and donations from individuals and companies already. She is going to get 15 or more of them.

Dr. Jasmine Brooks was pleased to tell the participants of Meeting that one of her relatives has donated $1,000.00 to this coming Event and Party.

During the meeting, Ms. Mae Cruz was elected as the Secretary and Ms. Cassandra Cheung the Assistant Secretary. Ms. Julie Hereford was named as the Chairperson of Membership Committee; Miss Jasmine Guo was assigned to be the Treasurer.

The Las Vegas-Clark County Library District will feature free public events again this year that highlight Asian and Pacific Cultures in celebration of Asian/Pacific American Heritage Month throughout the month of May. We invite you to participate with us our largest event, the "Asian Pacific American Culture Fair & Food festival". It will be held on Saturday, April 30th from 11 a.m. - 4 p.m. at Sahara West Library. Over 2500 people are expected to attend the event this year. In April of 2001, Judge Betsy Kolkoski was elected to a four-year term. She handled the courts traffic cases until May of 2002, when she began overseeing Department 3, where she handles a criminal calendar. She earned a Juris Doctor degree in 1971 from the University of Cincinnati College of Law and a bachelor of arts in economics from Waterloo Lutheran University in Ontario, Canada in 1968.

I believe in freedom. I believe in the constitution. I believe in an independent judiciary, Judge Betsy Kolkoski declared Friday night at the Italian American Club.

A heavy downpour of rain did not stop an outpouring of support for Judge Kolkoskis kickoff. Over two hundred people, many from the senior and legal communities, joined forces to support Judge Kolkoskis reelection and to celebrate her succesful four and half years on the bench.

Supporters for Judge Kolkoski now include former Governor Bob Miller, State Senators Dennis Nolan and Sandra Tiffany as well as Assembly Majority Leader Barbara Buckley and Assemblywoman Valerie Weber. 116 attorneys have publicly endorsed Judge Kolkoski.

WASHINGTON -- Sen. Harry Reid, D-Nev., took office on Tuesday as the Senate's top Democrat, proposing to work with President Bush and Republicans "to make this country a better place," but readying to fight on matters where the offer may fall flat.

"There are bipartisan opportunities for us," Reid said in his maiden speech as Senate minority leader. "I speak on behalf of 45 Democrats. We are here with our arms open to work with the administration, the (House) speaker and the (Senate) Republican leader to accomplish things for this country."

Reid said he and Majority Leader Bill Frist, R-Tenn., were working to identify issues on which the parties might cooperate, such as renewal of highway legislation that would distribute billions of dollars to the states.

But, Reid said, "I also understand there will be times when we will not agree, and each of us will have to stand up for what we believe." Democrats and Republicans were scheduled to convene separate conferences today to strategize on divisive issues such as Social Security overhaul and confirmations for some of the president's more conservative judicial nominees.

As Congress convened for a new two-year session, Reid, 65, renewed his oath of office for a fourth six-year term, with 33 other senators who were elected in November. Escorted by Sen. John Ensign, R-Nev., in a Senate ceremony, Reid was sworn in by Vice President Dick Cheney.

Nevada's three U.S. House members, Republicans Jim Gibbons and Jon Porter and Democrat Shelley Berkley, also were installed for new office terms during a separate House ceremony.

In his speech afterwards, Reid said, "Americans are counting on us to make the right decisions" on health care, Social Security, education and the environment.
