Nevada Postmasters Marsha Holden of Goldfield, Frances Sullivan of Beatty, Barbara Lewis of Moapa, and Margaret Daniels of Gardnerville visited with Senator Reid to discuss retirement fund issues for postmasters.

Nevada School Boards Association members Joan Westover of Battle Mountain and Denise Brodsky of Las Vegas, along with executive director Randy Robison, met with Senator Reid to discuss the No Child Left Behind law and its implications for teachers.

The Senate will convene Monday, February 9, and resume consideration of S. 1072, the surface transportation reauthorization bill.
No roll call votes will occur on Monday.
The Senate is expected to work on the transportation bill throughout the week in an attempt to complete action prior to the Presidents' Day recess.

Senator Reid meets with Clark County Sheriff Bill Young. They discussed Homeland Security issues, including Senator Reid's work to secure more resources for first responders in Nevada.

UN Secretary General Briefs Senate Leadership - UN Secretary General Kofi Annan briefed Senator Reid and other members of the Senate leadership Tuesday regarding reconstruction efforts in Iraq. Annan said the security situation in Iraq remains precarious and presents a major obstacle to the planned transfer to Iraqi sovereignty, now scheduled for July. The Secretary General's assessment came as President Bush announced the formation of a commission to evaluate Iraqi pre-war intelligence. The panel will be chaired by former Virginia Governor and Senator Chuck Robb and retired federal judge Laurence Silberman.

Ricin Scare Doesn't Stop Transportation Bil- Senate office buildings were closed for most of the week following the discovery of the toxin ricin in Senator Bill Frist's personal office. The Senate remained open for business, however, as members and staff crowded into makeshift offices in the Capitol in order to keep the surface transportation bill moving forward and on schedule.

"Reid Addresses Financial Roundtable"-- Senator Reid spoke at the winter meeting of the Financial Roundtable, which represents the financial services industry. He talked about the need for compromise and bipartisan consensus to enact important legislation such as the Fair Credit Reporting Act, which he was instrumental in passing last year.

PAL to open Las Vegas flights

Philippine Airlines recently announced the coming arrival of Asia's premier airlines to Las Vegas, Nevada this coming March.*2

Philippine Airlines and Department of Tourism flew the Philippine flag at the recent American Express Travel Fair held at New Orleans Hotel in Las Vegas, Nevada.

DOT Director Annie Cuevas and PAL Sales Manager Maricel Wall was assisted by Manny Paez of Manila Forwarders TravelPH.Com in the promotion of Philippines as a top tourist destination as well as announcing the arrival of Philippine Airlines to Las Vegas this coming Spring.

Philippine Airlines will be serving Las Vegas four times a week via Vancouver, Canada.

Folipino community in Las Vegas welcomes this flight with enthusiasm as this shows that their growth in the area is beeing recognized by the Philippine Government and Philippine Airlines.

The maiden flight will be this coming March.

Our State works to protect our citizen's health care needs

It has been almost two years since I directed our state's Division of Insurance to establish the Medical Liability Association of Nevada,*2 which is now more popularly known as "MLAN". As most of you remember, MLAN was created in record time 45 days to respond to the public health crisis that was brewing in southern Nevada because of skyrocketing costs for doctors' medical malpractice coverage.

MLAN was originally funded with $250,000 from state emergency funds for start‑up costs, and its first board was appointed by Nevada's Commissioner of Insurance, Alice Molasky-Arman. This swift action helped stabilize the state's medical liability insurance market because doctors soon had the opportunity to obtain affordable medical liability insurance. MLAN has grown steadily since that time and now serves over 700 physicians and generates more than $17 million in annual premiums. It has also repaid the state's initial investment, removed all liability claims from the state, and is now independent of state management or financial obligation.

MLAN has since continued to evolve to meet the needs of the medical community it serves. It has made refinements in its classification rate structure, revised its policy language to avoid coverage gaps, and has made a commitment to allow doctors' input into settlement offers. Last week I learned that MLAN has begun offering coverage to certified registered nurse anesthetists who, like physicians, have experienced difficulty in finding coverage. In addition, MLAN has announced plans to offer coverage to employed ancillary medical professionals, such as nurses and technicians.

MLAN is now one of seven insurance providers available to health care professionals in our state. As MLAN's two-year anniversary approaches, it is good to look back and see that this process has furnished an option to health care professionals and helped to stabilize the medical malpractice insurance market, thereby assisting in the protection of our citizen's health care needs.

An Event and Dinner Party will be held by the Asian American Group
to pay a special tribute to Justice Myron Leavitt

On Wendesday, January 4, 2004, the Asian American Group of Asian American Community in Nevada will hold an event and dinner party.*1 At 7:00 - 9:30 p. m., the location will be at the Harbor Palace Restaurant , China Town, Las Vegas. The Event is for a Special Tribute to Justice Myron Leavitt.

It planned to invite Chief Justice Debra Agosti of the Nevada Supreme Court and District Judge of Nevada Michelle Leavitt as Keynote Speakers.

The following individuals had been planned as Event Chairpersons: David Amesbury, Esq., General Counsel --- CAN-DO; Benson Lee, Esq., President, Chinese American Citizens Alliance of Las Vegas; Raj Chanderraj, MD, Founder, Friends of India; R. D. Prabhu, MD, Chairperson, CAN-DO; among others. It planned to have Event Hosts: Dolly DeLeon, Past President, Philippine Chamber of Commerce, and Editor-in-Chief, "US Asian Chronicle"; Romeo Jurani, Past President, Philippines Bisayans Society of Nevada; Steven Kwon, Past President & Founder, Asian Chamber of Commerce; Vimla Lendway, Exceptional Travel Service; L. Kristopher Raft, Esq.; Rita Vaswani; Joey Villaflor, MD, Chairman, Board of Health; among others.

All of the guests will be about 200 people. Attire for the event and party is business. Guests who invited by Dr. Tony Lei, Chairman of Chinese American Academic Association of Nevada and his wife Judy are: Miss Agnas Chan, Ms. Helen Hsueh, Mr. Jimmy Hsu, Miss Christine Hu, Mr. Xiao-sheng Huang , Mr. Reymond Lam, Mr. Mark Meng, Mr. Ja Pu, Dr. An-pyng Sun, and Mr. Yuan Chuan Tsai.

It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials, but most of them were civil administratives or civic representatives.
Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to pay a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*2

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*3

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*4 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*5
