Congratulations! Congresswoman Shelley Berkley's Birthday!

"Look at me! I'm 53!!" Kidding! The lady on the face page of the invitation card is probably at her youth. You got to believe it's U. S. Congresswoman Shelley Berkley's present photo -- "smart" like a cow girl!

On January 14, 2004, Dr. Tony Lei received the invitation card to attend the Party for Shelley's Birthday.

"Please join all of Congresswoman Shelley Berkley's friends and supports as we celebrate her 53rd Birthday!" states the invitation card. "(It will be held on) Monday January 26th, 2004 at the Orleans Hotel and Casino in the 2nd floor Convention Complex (at) 5:30 - 7:30 p. m."

Shelley Berkley, the famous U. S. Congresswoman, has been honored by Washington Business and Technology Institute (WBTI) with Literature and Academic Forum (LAF) and
Chairperson of Nevada Expo Mission to China.

"Dear Dr. and Mrs. Tony Lei, it is with great pride, pleasure, gratitude and relief that I write this letter of thanks to you for your support in the 2002 election, " a letter was sent to them on November 25, 2002 by U. S. Congresswoman Shelley Berkley. She said that she owed that substantial victory to them for their overwhelming support of her efforts. She told them that she will endeavor to conduct herself and this nation's business in a manner that will make them proud that their supported her in the election. Shelley wants to extend her family's warmest good wishes as the holiday season approaches to them and theirs and hope them for a happy, healthy, and prosperous New Year.*1

Shelley Berkley is a borned leader. Shelley is an educated leader. Shelley is a prctical leader since her college life. She received her juris doctorate degree from San Deigo Law School. She was the former Regent of University and Colleges of Nevada. She has been Executive Advisor for Washington Business and Technology Institute (WBTI) since 1996. Her successful leadership both good in work performance and human relations has won all her assistants' and followers' full and sincere respect. In order to celebrate her winning as Congresswoman and elected as a member of the International Relations Committee (IRC) of the Congress and Dr. Lei as her Senior Advisor, WBTI and Chinese American Academic Association of Nevada (CAAAN) established the "Literature and Academic Forum" ("LAF") in 1999. (CBCI), Shangshai People's Municipal Goverment Cooperation Office (SPMGCO), and China State Development and Planning Commission as Chairman of Nevada Expo Mission to China to attend the Annual International Mayors for City Development Forum and Shanghai International Industrial Fair and Yangtze Investment Project Expo. Joined with the invitation by Xiemen, Fukien, China for the cooperation of education and business between Fukien and Nevada, Dr. Lei will organize a sound team joined by many high-ranking officials both of Nevada and California. U. S. Congresswoman Shelley Berkley, Nevada Lt. Governor Lorranine Hunt, and Las Vegas City Mayor Oscar Goodman have been honored by WBTI, CBCI, and SPMGCO as Honoray Chairpersons of Nevada Expo Mission to China.*2

On March 11, 2003, Dr. John Wang, Spokesman of WBTI announced WBTI's appointment of Dr. E. Lee Bernick and Dr. G Keong Leong as deans of its Graduate School of Business and Public Administration. Faculty members of the Graduate School include U. S. Senator Harry Reid, U. S. Cogresswoman Shelley Berkley, and UNLV Professor of Political Science and Nevada Senator Dina Titus as Adjunct Professor of Administrative Strategies.

"The Mission of this School will emphasize the humanized orientation of public administration and social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of ths School for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," Said Dr. Dina Titus, Professor of Administrtive Strategies in GSBPA.*3

"To encourage he cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasizes the value of humane and administrative orientation. The creed of this School is both on the spirit of educational excellence and academic entrepreneurship. We're forecasting the smoth and efficient growth of this School together with the growth of the tourism industry and the economy of Nevada after the 911 and SARS," Dr. E. Lee Bernick, Dean of GSBPA and Professor and Chair of the Public Administration Department of UNLV said at the Summer 2003 Symposium and Dinner Party held by WBTI at the Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas.*4

Neveda Governor Kenny Guinn announces Florence¡¦s retirement from DETR
Birgit Baker will succeed Florence as Director

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is pleased to release the following Press Release from the Office of Nevada Governor Kenny Guinn by Ms. Susan Coates*1:

Governor Kenny Guinn of Nevada announced today that Myla Florence will retire from the Department of Employment, Training and Rehabilitation (DETR), effective April 2. Birgit Baker, administrator of the Employment Security Division, will succeed Florence as Director of DETR. Baker, 50, will earn $107,433.

"I want to thank Myla for her more than 30 years of outstanding public service that began in Clark County," Gov. Guinn said. "Birgit has been a key member of Myla¡¦s team and I¡¦m confident she will continue to find new and innovative ways to help our citizens."

Governor Guinn appointed Florence the director at DETR in May 2000. During her tenure, Florence has overseen the implementation of the workforce system ¡V Nevada JobConnect, an overhaul of the job training and employment programs. While previously working in the Department of Human Resources, Florence oversaw welfare reform and created the Aging Services Community Home-based Initiatives Program (CHIP), which assists seniors to remain in their own homes rather than being forced to move into a nursing facility.

Baker, who has been in Nevada government for 24 years, has been an administrator at DETR since January 2000. Previously she was a program analyst in the fiscal analysis division of the Legislative Counsel Bureau. Baker received a degree in economics from the University of Nevada, Reno in 1987.

"Birgit brings strong fiscal and administrative skills to this position," Gov. Guinn said. "Like Myla Florence, Birgit Baker is respected by her peers and is a very capable and effective administrator."

DETR oversees a wide variety of employment-related programs including services for people with disabilities, the unemployment insurance compensation program and a trust fund with a balance of about $430 million. DETR has 850 employees with an annual operating budget of $136.4 million. About 95 percent of DETR¡¦s budget comes from outside the state¡¦s general fund.

The wisdom of happiness and success

We were told that they remember that the following words by Dr. Sun Yet Sien when they were chidren: There are three kind of people --- (1)The people who know earlier; (2)The people who know latter; and (3)The people who do not like to know at all. For the truth, the most important thing in this world is for any of the above people to recgnize and realize it:

A positive thinking: With love we'll be like in the heaven

As a sincere believer of God, we found that we can even live as in the heaven in this World at the present. Whether people is living in the Heaven or in the Hell is up to his or her selection. With sincere love, you are likely to live in the Heaven. With cruel hate, you are likely live in the Hell. To fight and destroy each others for property and fame is where the place called Hell. To cooperate with each others to promote our quality of life will be the place where we people may make it as a Heaven.

Therfore, the Heaven is where the place full of love while the Hell is where the place full of hate. It is all depending on your heart to see whether you are in the Heaven or in the Hell. By using this standard, you may measure the quality or depth of yours in the Heaven or your in the Hell.

According to the oriental (not Asian) ways of life, people would suspect the one who always find out and praise the good characters and accomplishment of others. In the
many thousand years of the past, it was one of the factor that hurt the encouragement for innovation and science development for the Asian people and countries.

After a full applause by the audience at his speech, a professor automatically spoke his mind: "The people who enthusiastically give a hand to others, will certainly one day get a lot of more applauses!"

Everytime when he was encouraged and praised by an individual, Dr. Tony Lei used to remind: "The one who knows how to praise other people, is the one herself or himself having certainly lots of more goodness which are worth for us to praise for!"

"I agree with Judge Valorie Vega's idea to be honored as a Fellow of the Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI). She wrote: 'It will undoubtedly provide me with avenuess for exploring improvements in public services to which I am most dedicated.' I'm glad also to share the similar position as its faculty member--- Obligatory Legal Counselor of Pan Pacific and Asian American Forum (PPAAF).

"It's significant. Dr. Tony Lei told me that for community service --- that based on 'love in action is service above self' --- the abundanct reward from one's humune love, spiritual excellence, and professionalism of expert are far more greater than solely his or her title," said Jackie Glass, Esq. on April 18, 2002. Jackie is now a famous District Judge of Nevada.*1

People asked another professor whether his speech was wonderful or not. He felt that sometime it was wonderful but sometime not. It all depended on luck. "Only if I've wonderful audience, my speech would be definitely wonderful!" he said.

"It's my good experience, like Senator John Ensign's, to be introduced by Dr. Tony Lei to deliver a speech to our Nevadan seniors in the election year of 2000. I'm glad to have a friend like Tony who can merge the modern scientific methodology of management philosophy with the humane spirit and charitable love to the value and belief of the religion. Intelectuals like Nancy Becker, I, Michelle Leavitt, Jessie Walsh, Lisa Brown, Cheryl Moss, Cedric Kerns, Besty Kolkoski, Ann Zimmerman, Natalie Tyrrell, among others in joing with this idea all won in the last election with highest votes within the juridical area. To add to the list including Dr. William Thompson, Dina Titus, and Mark Denton, they are all excellent faculty members of the Public Administraton Institution (PAI) of Washington Business and Technology Institute (WBTI)," said District Court Judge Valorie Vega on the event and dinner party held by Asian American Community on April 19, 2002 at the Harbor Palace Seafood Chinese Restaurant in Las Vegas.*2

On May 17, 2002, a dinner party was held by Asian American Community for a special tribute to Las Vegas Municipal Court Judge Michelle Leavitt and Justice of Peace Jennifer Togliatti. It was at the Harbor Palace Chinese Restaurant in China Town, Las Vegas. Kenote Speakers were Michelle and Jennifer. Guest of Honor was District Court (family) Judge Cythia Dianne Steel. Dr. Tony Lei, Chairman of Chinese American Academic Association of Nevada (CAAAN), and Dr. R. D. Prabhu, Chairperson of CAN-DO were Chairmen of the Event and Dinner Party. Hosts were: David Amebury, Steve Kwon, Tonnie Sison, Mike and Rita Vaswani, among others.

"In this generation and society, we need economic growth, but we need also growth in rich ideals, in justice and compassion, in service above self, and in action of love and moral courage. There are two princeples athe the heart of the positive thinking road map: (1) the first principle is the truth in thinking. (2) The second principle is the 12 positive thinking traits," says Dr. Tony Lei.

"The following are 12 traits that charaterize a positive thinker: Optimism. Enthusiam, Belief, Intelligence, Courage, Integrity, Confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel. Each trait, when leveraged properly, produces powerful results to achieve our goals. These traits, when diligently and wisely applied together with the truh in thinking, allow us to ovecome obtacles and challenges in a positive manner in our lives for accomplishment."

"Develop a clear vision of our prefered future, then get forcused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful life. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of live," Dr. Tony Lei points out.
