Graphic by Mike Johnson.]]] In a race that appeared to be tightening, a new poll shows that Republican gubernatorial contender Bob Beers is 20 percentage points behind front-runner Jim Gibbons. The Gibbons campaign surveyed 500 Republicans who said they usually vote in primaries. It found that 48 percent said they would definitely or probably vote for Gibbons, while 28 percent said they would definitely or probably vote for Beers. Lt. Gov. Lorraine Hunt trailed with 13 points. Polling done by the Gibbons camp -- conducted by national pollster Glen Bolger's Public Opinion Strategies firm -- has put Beers within 15 points of Gibbons, a congressman from Reno. Beers came closest at the end of July, according to the campaign, when the Las Vegas state senator had 29 percent of the vote compared to Gibbons' 44 percent. "This shows that consistently, Jim Gibbons is running ahead of the pack," Gibbons campaign adviser Sig Rogich said Tuesday. "Any election cycle is going to have little peaks and valleys, but at the end of the day, it comes back to Jim Gibbons." The margin was narrower when only those who had definitely decided for whom to vote were considered. In the most recent poll, conducted Saturday and Sunday, 33 percent said they would definitely vote for Gibbons, 22 percent for Beers and 7 percent for Hunt. But Gibbons' 11-point lead in terms of definite voters was still an improvement from just 8 points in Bolger's July 30 poll, when 29 percent said they would definitely vote for Gibbons, 21 percent said they would definitely vote for Beers and 6 percent were definitely for Hunt. The Beers campaign surprised many watchers when a mid-July poll, conducted by Washington, D.C.-based Peter Hart for Nevada gaming companies, put him only 8 points behind Gibbons, considered within striking distance. It was a strong uptick for a candidate who had been as far as 30 points behind in earlier surveys. The Hart poll of 506 very likely Republican primary voters put 28 percent in Beers' camp and 36 percent for Gibbons. Another recent poll showed Beers even closer. Commissioned by Carson City conservative activist Chuck Muth and released Tuesday, it put Gibbons at 31 percent, Beers at 29 percent and Hunt at 18 percent. Analysts often take Muth's polls with a grain of salt because they are conducted by automatic dialing. Muth said Tuesday he believed his poll reflected the candidates' performances in Friday night's televised debate. Bolger, Gibbons' pollster, said he believed the voters he surveyed more accurately reflected people who are voting in the primary. Bolger has polled numerous Nevada races for Republican candidates, including Gov. Kenny Guinn, Rep. Jon Porter and Sen. John Ensign. Beers campaign manager Andy Matthews said he put more stock in the Muth poll because it wasn't commissioned by a campaign. "It's more credible, and it makes sense," Matthews said of the Muth poll. "It's in line with the movement we've been seeing." Political observers have attributed any Beers' headway to public support for the Tax and Spending Control ballot initiative he favors and to his militant anti-tax message, which appeals to conservative Republicans who vote in primary elections. Beers also has attacked Gibbons for months while Gibbons, until recently declined to respond. "Voters started to understand more and more the difference between Bob Beers and Jim Gibbons, and that's not going to change," Matthews said. "We're continuing to tell our story and get out our message. We've changed a lot of minds." Rogich said the new poll was proof that Beers' appeal had hit its peak and has begun to decline. "If you look at the issues they're hitting us with, they're not resonating," he said. Gibbons' mistakes were magnified, but ultimately voters will see past them, he said. "So he (Gibbons) made a gaffe or two along the way," Rogich said. "The only reason there was so much focus on it is that he's the front-runner." Bolger has been polling for the Gibbons camp for more than a year. In April 2005, the pollster put Gibbons at 53 percent and Beers at only 7, while Hunt was in second with 11 percent, counting both definite and probable supporters. By this April, Gibbons was holding steady with 52 percent, but Beers had begun to gain support. Beers and Hunt were virtually tied, with 16 and 17 percent, respectively. The Gibbons-Beers margin was 48-28 in a July 17 poll but 44-29 by July 30. The new Gibbons poll has a margin of error of 4.4 percentage points. "The race did get tighter, but it has opened back up as the Gibbons campaign has gotten more aggressive about responding to Beers' attacks," Bolger, the pollster, said. Despite poll numbers that have lingered in the teens for months, Hunt's campaign manager, Frank Roberson, said he was optimistic. "I know we have a tough last week ahead of us," Roberson said. Senator John Ensign Recipient of Humane Legislator of the Year Award By The Humane Society of the United States and Jennifer KungJanuary 19, 2006 The Humane Society of the United States Honors Ensign and Other Members of Congress for Animal Welfare Work in 2005*1 WASHINGTON As Congress returns for the 2nd Session of the 109th Congress, The Humane Society of the United States (HSUS) announces that U.S. Sen. John Ensign (R-Nev.) is recognized as its "Humane Legislator of the Year" for his effective work to advance animal protection policies at the national level. Sen. Ensign, a veterinarian by profession, was the author of two major animal protection bills in 2005, and he helped to secure Senate passage, in some form, of both measures. He is the author of the Animal Fighting Prohibition Enforcement Act, S. 382, which creates felony-level penalties for illegal dogfighting and cockfighting activities and bans the interstate and foreign commerce in cockfighting implements, and the Virgie S. Arden American Horse Slaughter Prevention Act, S. 1915, which seeks to stop the slaughter of American horses by banning interstate or foreign commerce in horse meat. The animal fighting legislation passed unanimously in April, and is now pending in the House. The horse slaughter authorizing legislation has not passed yet, but Sen. Ensign offered an amendment to the Fiscal Year 2006 Agriculture Appropriations bill to de-fund the federal inspections of horse meat and horses for slaughter, as a means of stopping the practice. The amendment passed 69-28 in September; identical legislation passed the House and was included in the final spending bill. Sen. Ensign is also a co-sponsor of bills to crack down on puppy mills and end the primate pet trade, and has supported increased funding for animal welfare programs. "Senator Ensign has exhibited leadership and effectiveness on animal protection issues, by shepherding two priority measures through the Senate in 2005," said Wayne Pacelle, president and CEO of The HSUS. "His work has brought us two steps closer to national policies that will help eradicate animal fighting and horse slaughter in this country." During the aftermath of Hurricanes Katrina and Rita, Sen. Ensign personally visited the emergency animal shelters set up by The HSUS and other groups to rescue lost pets in the devastated Gulf Coast. At a press conference in Baton Rouge, Ensign noted, "As a veterinarian, I want to make sure the pet rescue efforts are being well coordinated for the sake of the people in that region as well as the animals." Sen. Ensign and Sen. Rick Santorum (R-Pa.) urged President Bush to appoint an individual to coordinate the federal government's response to animal rescue efforts, a move which helped facilitate the rescue of pets and reunification with their families. While Sen. Ensign received the top honor, The HSUS also recognized 117 other federal lawmakers who either received a perfect score on the Humane Scorecard or provided important leadership on an animal welfare issue. For 2005the first half of the 109th CongressThe HSUS has scored members of the U.S. Senate and U.S. House of Representatives on their votes on horse slaughter; their co-sponsorship of bills to crack down on animal fighting, provide better oversight at mass dog breeding "puppy mills," and stop the sale of "downed" livestock who are too sick or injured to walk; their signing of a letter requesting funding for enforcement of animal welfare laws; and their leadership on animal legislation. Fourteen legislators were given the "Humane Champion" award for receiving a perfect score on the Humane Scorecard and taking the lead on an animal welfare issue in 2005. An additional 30 lawmakers were recipients of the "Legislative Leader" award for their leadership as a prime sponsor of pro-animal legislation, and 73 elected officials were given the "Humane Advocate" award for scoring 100 on the report card. "An important day has come for the humane movement when more than one-fifth of the entire Senate and House of Representatives can be considered leaders for the protection of animals," added Pacelle. "In 2005, animal welfare issues were part of our national public discourse at a higher level than ever before, and our elected officials are taking notice that the American people want stronger laws for animals." The average score on the Humane Scorecard was 44 in the Senate and 45 in the House of Representatives. Senate Democrats averaged a 62 while Senate Republicans averaged 29. House Democrats scored a 66 while House Republicans came in at 26. Lawmakers in New England led the pack with an average score of 86, followed by the Mid-Atlantic with 69, the West with 57, the Midwest with 40, the Southeast with 29, and the Rocky Mountains/Southwest with 20.
