Governor to be the keynote speaker. Among 46 VIP guests were Steve Marin, CCRP Treasurer, Paul Adams, Chairman of NV Republican Party, John Hambrick, Chairman of Clark Co., Francis Allen, Valerie Weber, both Assemblywomen, and NV Supreme Ct. Justice, Michael Douglas. Photo by John Gurzinski. Most college students are worrying about getting good grades and, maybe, earning money to pay their tuition. That's mundane for Chris Brooks, 23, a local college student who also mentors teens in foster care as they near the age when they'll be turned out on their own. He works for an agency, the Nevada Partnership for Homeless Youth, that finds and serves teens who are living on the street. He also serves on two national committees within the Child Welfare League of America. In 2005, Brooks helped the Nevada Community Foundation develop a handbook, "Into the World, a Life Book," to help new foster-care alumni navigate the adult world. "He was central" to developing the book, says Bret Bicoy, foundation director. The foundation administers the Ritter Charitable Trust, which funded the project to create a manual. "If he were a guy in jail, nobody would think anything of it," Bicoy says of Brooks' adverse childhood. "He was able to channel that energy, that could have been turned into anger, instead into enthusiasm so other children don't have to go through the same thing he did." Brooks knows both foster care and homelessness first-hand. From age 5 until 19, when he "aged out" of the Nevada foster care system, he lived in at least 35 foster placements. Along the way, the system split him from his younger brother. When Brooks was 9, the brothers "got moved into an adoptive house. Then on my 10th birthday, the adoptive parents kicked me out." The family ended up adopting only the younger brother and told Brooks not to phone. "They said, 'He has a family. You're no longer his family,' " Brooks recalls. It took him more than 10 years to relocate that brother, Jason Wadleigh, who later dropped off Brooks' radar again. "You kind of become numb to relationships because you lose so many people," Brooks says of his string of placements, which meant he continually was moving, learning new family rules and trying to make friends at each new school. After losing his brother, Brooks began what he now calls a dysfunctional phase of his life. As a juvenile he committed crimes, including breaking and entering and assault, then served time in Nevada juvenile penal facilities. At about age 16, he decided to change for the better and finished out his foster years uneventfully in group homes. When Brooks aged out of foster care, the system provided him no funds to start on his own. As a result, not long after when he got laid off from a casino restaurant job, he lost his housing and spent about three months cadging a place to sleep from friends. Today the system sends off transitioning foster youths with a modest sum of money loaded onto a debit card. The first group of teens who received the cards, however, didn't know how to use them, according to Bicoy. The life manual teaches the kind of practical information that parents normally would convey to a young adult about signing apartment eases, banking or starting a household. Brooks improved the manual by telling the designers to make it look like a conventional personal planner. "He said, 'We don't want to be labeled foster care children. We'd use it even more'" if it didn't have a stigmatizing cover, Bicoy remembers. The book recently came out and is distributed through local social agencies, but Brooks isn't letting up on improving it. He likens it to a "Schwarzenegger encyclopedia" that teaches body-building without a hands-on demo of the material. Unless a mentor can make the "Life Book" real through activities, the knowledge might go wasted. To that end, Brooks last year piloted a mentoring program for the partnership in which he personally mentored 20 older foster children. He is expanding the pilot program by recruiting other adults to serve as mentors. In the long term, Brooks intends to earn a degree in business management and perhaps seek political office. He has held jobs in photography and sales, but he prefers his current employment even if the money is less. "I ate good, but I didn't sleep good. I decided I'd rather sleep good," he says of his job-satisfaction priorities. Adams, 51, of Las Vegas, was approved to fill the role previously held by Earlene Forsythe. Forsythe, of Reno, stepped down from the position, and Adams was selected by acclamation. Adams, an Army veteran and business consultant, has lived in Las Vegas for five years. Previously he worked as a lawyer with business start-ups in California's Silicon Valley. "I'll be focusing on building the party," Adams said Sunday. "I'll be focusing on voter identification and getting voters to the polls and, of course, raising the money that makes that possible." The meeting of the state's GOP featured a dinner Saturday at which all three of the party's gubernatorial candidates spoke to attendees about their vision for the state. State Sen. Bob Beers, U.S. Rep. Jim Gibbons and Lt. Gov. Lorraine Hunt offered their positions on a variety of topics, Adams said. "They each talked about what was important to them without any mudslinging," Adams said. "We're very united as we go into the election knowing that any of our three candidates are better than any of the Democrats." State Sen. Dina Titus and Henderson Mayor Jim Gibson are running as Democrats. The event, at John Ascauga's Nugget, was closed to the media. Nevada Governor Kenny Guinn: 2005 BUDGET OFFERS ROADMAP TO PROSPEROUS FUTURE FOR NEVADA By Dr. Kenny C. Guinn*1 The efforts of a good number of legislators, department heads, staff members and citizens culminated on Tuesday, June 7, with the final approval of the budget for the 2005-2007 biennium. I am eternally grateful to all of the individuals who were part of this process. In January, during my State of the State address, I asked our legislators to look beyond party lines and to work together in order to better the future for all Nevadans. I believe that the 2005 Legislature has accomplished this goal. The next two years promises to be one of the most productive in our state抯 history, as we continue to benefit from a strong economy, great population growth and a strong feeling of optimism about the future among our citizens. I would like to highlight a few of the more important pieces of legislation that are contained within the budget. I believe these items clearly reflect a shared sense of responsibility by our legislators over the past 121 days, and will serve in the coming months and years as excellent building blocks for continued prosperity and opportunity for the people of Nevada. n I went on record early, even before the session began, that a $300 million rebate to the citizens of Nevada, along with a plan to address rising property taxes in the state, would be the most important work of the 2005 Legislature. I am happy to report that both the Senate and Assembly had rigorous and lively debate regarding the $300 million rebate. The bottom line: Nevadans will benefit from this unprecedented windfall that the state has experienced, and that checks, administered through the Department of Motor Vehicles, will soon be arriving in the mail. Individuals eligible for the rebate can receive a minimum of $75 and up to a $275 cap. n The passage of Assembly Bill 489, which offered the citizens of Nevada property tax relief, was important for two reasons. First, it came in time to have an immediate impact. Second, in what has been called its 揾ybrid form, it offers tax relief for three important segments of our population businesses, homeowners, and renters. I said publicly that AB 489 is not perfect, but it is an important and timely first step in offering the people of Nevada relief from rising property taxes. n Thanks to a bipartisan effort among leadership in both the Senate and the Assembly, it was announced early in the session that a plan to save the Millennium Scholarship had been reached. Some fine-tuning of the program抯 requirements occurred early Tuesday morning, with a 12-credit cap established, as well as a 2.75 grade point average requirement for a student抯 second year in college. Also under the agreement, record-setting revenues generated by the state, coupled with reallocation in several budgetary areas as well as money from abandoned property, will be appropriated for the Millennium Scholarship. The families of Nevada can rest assured that the Millennium Scholarship will have a life well into the next decade, if not further. n During my State of the State Address, I stressed that an initiative to set aside $100 million in remediation funding would give our troubled schools greater flexibility in meeting goals they have set for themselves and for meeting goals under No Child Left Behind. I purposely left this initiative open-ended, with the hope that the $100 million could be used in a variety of ways. Already, with at least $22 million of this fund earmarked for all-day kindergarten, we are moving into an era of stricter accountability and strategically targeted funding initiatives to meet the needs of our troubled schools. n Classified and unclassified employees will be granted a 2 percent COLA effective July 1, 2005 and an additional 4 percent COLA effective July 1, 2006. Perhaps even more importantly, classes that have experienced a significant market pay disparity, have high turnover, and recruitment difficulty, will be granted a 2-grade increase. Groups receiving the grade increase include: peace officers, nurses, dispatchers and correctional classes. n The approved 2005 Capital Improvement Program (CIP) included funding for 26 new construction projects, 43 maintenance projects, and seven statewide projects in the amount of more than $419 million. This represents the largest CIP ever approved by the Legislature. Included in the record CIP is a substantial and record-setting investment in higher education, with $200 million in new buildings. n The budget represents the largest investment the State of Nevada has ever made in the areas of human resources and mental health, totaling more than $4.7 billion in the 2006-2007 biennium. The budget is some $814 million more than the current biennium, and some $316 million of this budget is from general fund dollars. New initiatives include the new psychiatric hospital in Las Vegas, scheduled to open in May 2006; staffing to operate 217 psychiatric beds; funding to address mental health caseload growth; increases for medication clinics, establishment of the first-ever Suicide Prevention Office; expanded services for people with disabilities; funding to cover waiting lists for Early Childhood Services; reduced foster care case management workloads; a new automated system for Child Care. n State matching funds for construction of new southern Nevada Readiness Center for the Nevada Office of the Military. Legislature also made permanent the Board of Regents waiver of tuition for National Guard members attending Nevada抯 colleges. n The budget for the Nevada Department of Transportation includes nearly $1 billion in capital outlay for highway improvements and preservation, and is supported by $400 million in bonds. It represents the most ambitious highway project in the state抯 history. NDOT抯 only bill, AB 82, which allows the designation and penalties for high occupancy vehicle (HOV) lands, and regulates oversized farm equipment on interstate highways was approved unanimously by both houses. AB 82 will help improve traffic operations and safety on Nevada抯 highways. n About $10 million in economic development money has been made available to the primary economic development entities of southern Nevada and northern Nevada the Nevada Development Authority and the Economic Development Authority of Western Nevada. n Excellent progress was made regarding my affordable housing initiative. Positive dialogue with local government and federal officials has begun, support is evident in both houses, and I am optimistic that soon affordable housing will be made available to the citizens of Clark County through the Southern Nevada Public Land Management Act. n The passage of AB 458 authorizes the issuance of general obligation bonds for the state to continue to carry out the Environmental Improvement Program at Lake Tahoe, in areas such as forest restoration, creation of hiking trails and habitat enhancement. n The Department of Cultural Affairs will receive an increase of $400,000 per biennium for Arts Council Grants Programs the first significant increase to deal with population growth since 1997. Also, SB 4 reauthorizes and increases annual grants to be awarded under the Commission for Cultural Affairs program from $2 million to $3 million. A new building was included in the CIP to connect the Nevada State Museum Mint building to the new North building. All of this would not have been possible without the bipartisan efforts of the Senate and Assembly. A year ago, given some of the fracture that had occurred during the last legislative session, many wondered if we could have a productive 2005 session. The work of the members of the Senate and Assembly has proven the doubters wrong; together, we have created a formidable roadmap for our state抯 future. This was my fourth and final legislative session, and I am eternally grateful to all of the members of our Legislature for their hard work. I believe the members of our Legislature are diligent, thoughtful and talented people. It has been a distinct pleasure to work with all of you. I believe each and every one of you has helped lay before the people of Nevada an exciting and bold roadmap to the future. I would also like to highlight the work of a host of department heads, individual staff, and all of the members of the Legislative Counsel Bureau, who as always proved to be an invaluable resource during the budget proceedings. Thanks to the work of these people and scores of others over the past 121 days, the future for Nevada is very bright indeed. Subject: RE ARCC today's (6/22/2005) meeting By Julie C. Hereford Dear All, as I am preparing for the meeting today. I would like to share the following key points with everyone (since some of the members had not been to some of the meetings) RE: ARCC current status: As everyone knows that ARCC E-board was able to pass motions and bring the issues regarding Treasurer's Report on Induction Ball to a closure on 6/10. Other necessary steps were also taken as followed: 1. A new By-law was adopted also on 6/10, 2. Treasurer & Vice President were removed. 3. Old bank account was closed and a new one was opened on 6/13. 4. ARCC will be able to reimburse Tess Smith for the bills she paid almost 2 months ago. 5. Planning a membership drive mixer on 7/16 (5-7pm, location to be announced) In as far as the issues might be raised at today's meeting by non-members, following is an up date for everyone's reference. RE: Membership status - Refund checks will be issued to the members who wish to withdraw. 1. Jasmine Guo - Not qualified as member due to no voter registration found. Will refund the membership payment. 2. Dolly De Leon - Not qualified as member due to no voter registration found. Will refund the membership payment 3. Frances - No membership payment check record. 4. Mike - Never paid to join. 5. Tess Smith - Membership payment received & will be refunded upon request. 6. Vivienne Kern - No membership payment check record. RE: Treasurer's report. a. The report submitted by Ziser on behalf of our Treasurer can not be accepted as a standard Treasurer's report. A sample of ARW's monthly Treasurer's report was given to our Treasurer to use as a reference to prepare her report. It is now 8 weeks passed that the Treasurer is refusing to comply with the duties called for as specified in the by-law (old one). b. R. Ziser's report did not reflect the full accounting of the tickets sale, additionally, the monies in the bank also are co-mingled with the membership fees (see below). c. Full accounting of the tickets sale- Here is a simple math question to help everyone to understand what is the central issue: Total bank deposits done by J. Guo was $4,185, minus $380 checks from membership folder =$3,805 (actual amount deposited by the Treasurer for the 4/24 ticket sales). $3,805/$35 per ticket=109 guests, add 30 VIP Free tickets= 139 guests (or 14 tables). Using Wellington's receipt of 190-200 guest count, there are 50 to 60 guests payments missing which is about $1,750 - $2,100 cash missing. I only Used ARCC RSVP record of 178 guests. Not to be redudent, I recap the "INTERNAL" issues ARCC had to address as following: 1. A standard Treasurer's report is still not in compliance. 2. Full accounting of the tickets sales from the Treasurer for the Induction Ball is still missing. 3. Membership folder is not handed over for no reasons. 4. Due to the aboves, payment to T. Smith could not be issued. As a conclusion, the behavior of the Jasmine Guo can not be accepted not just by ARCC, but by any "professional" organization. I have been bewildered by how many peoples involved in this situation for the past 2 months can not see the "Truth". This is the reason I have been working hard to help bring "Truth" & "Justice" to this situation in the name of the GOP & ASIAN community. See you all at the meeting!
