"America is a stronger and better nation because of the hard work and the faith and the entrepreneurial spirit of immigrants," said President Bush of the United States of America on Wendesday, January 7, 2004. "Our nation needs an immigration system that serves the American economy and reflets the American dream." *2

"Elaine Chao and John Ensign are two of the most comtemporary heroes who have realized the Ameican Dream which was encouraged for a long time by U. S. Senator Harry Reid. Under the spiritual leadership of them, WBTI has a bright endeavor for its proclamation and creed on the belief that the encouragement and promotion of academic research, community service, and humane spirit will bring our effort for a peaceful and prosperous community," said Christine Hu, Esq. at the time when she was informed of her appointment as an Assistant Fellow of the Public Administration Institution (PAI) by WBTI on December 16, 2003.*3

People are interested in having a little more understanding about the successful story of U. S. Senator John Ensign after they read the above expression by Christine. It's our pleasure to offer our viewers more about it by reprinting the following two articles:

John Ensign honored as Vice Chairman of the Advisory Board of WBTI

North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.

People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U. S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect.

In community service, Dr. Tony Lei's hero is the great servant who has given all for the betterment of others' lives. Let our candles fuel a fire that will fan out an ever-lasting circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy. The Bible teaches: "...let us not love with words or tongue but with actions and in truth (1 John 3:18)." District (Family) Court Judge-elect Cheryl Moss wrote Dr. Tony Lei, "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Thank you for this opportunity to serve, and I hope to gain more knowledge, insight and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom and guidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishments and achievements have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support and encouragement." Power in politics should have a direction that the power based on knowledge is the power of righteousness. We wish that a pure fountain may prosper and enrich our spendid and golden country through the spirit that knowledge calls, ultimately, for a life of service. "In God we trust. Life is for the purpose to serve our lovely society," Dr. Tony Lei stated.

John Ensign: a born-again Christian

It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end.

John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. People came to here even not being able for all of them to realize their American dream but eventurely they could teach and help their children accomplish their contributions for our country.

John's wife, Darlene, encouraged him into his first political race for Congress. Earned a Doctor of Veterinary Medicine degree from Colorado State University in 1995, his scholarstic and gentle appearance has won lots of applause and respect from knowledgeable ladies in social activities. It was when he was attending veterinarian school that John became a born-again Christian. He was urging by Darlene to become involved in a men's Christian group.

U S Secretary of Labor Elaine Chao praises Asian American workforce

U.S. Labor Secretary Elaine Chao, a Taiwanese-born immigrant, encouraged Asian-Americans to speak up, and to work on their communication skills during a summit hosted by the Asian Pacific Americans Federal Career Advancement.*1

While speaking at the career advancement summit dedicated to Asian-American federal workers, the U.S. Labor Secretary Elaine Chao said that it is vital for Asian Americans to acquire the skills of marketing, human relations and report briefing in order to advance in their career with the federal government. Chao also praised the Asian-American work force for its contribution to the development of the U.S. economy.

At the same time, Chao emphasized that it is important for Asian-Americans to improve both their verbal and written communications skills. Chao says that Asian-Americans must learn about the American ideology of team-spirit in the work environment, while also participating in meaningful community work.

The latest statistics show that Asian-Americans currently make up 4.8% of all federal employees. Chao is hoping that the career advancement summit will help Asian-Americans improve upon their career skills, while also furthering their understanding of the different methods for advancing into high positions within the government.

Ever since Chao took office with the advent of the Bush administration, she has dedicated herself to raising public awareness of the minority Asian workforce struggling to advance in the American society.*2

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

"With the excellency of knowledge, humanity, and patriotism inspired by Elaine Chao, Washington Business and Technology Institute (WBTI) has continued its many years effort to community service and spiritual belief. Nevada is honor to have WBTI under her spiritual Chairpersonship and I am especially honor to be a M.I.S. Manager of the Graduate School of Business and Public Administration of WBTI," humble as he is, River Sun chatted excitedly during the celebration dinner party at the Gee Joon Chinese Restaurant of Horseshoe Club. The Moon Festival of Midautumn has been many thousand years celebrated as a day for patriotism by the Chinese people in the Far East and Southeastern Asia. The party was held by WBTI in Las Vegas on September 11, 2003.

Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. If a coolie and hard woker like him could dedicate to eduction by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? *3

"The mission of this School [Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI)] will emphasize the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of this School for the community service based on humane spirit, led by Chairperson Elaine Chao*4 of WBTI," said Dr. Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA. Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B.. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of Nevada Senate. Dina is also a professor of Political Science in UNLV.*5

My trip to HK is sort of like ‘Sex and the City’

ON LOCATION: HK, summer of 2005

My trip to HK is sort of like ‘Sex and the City’ combined with ‘4 weddings & a funeral’.*2

I was born and raised in HK. March 2005 was a very intense month for me. However, God turn the disaster into my advantage. There are people to see and family matter to take care of. Finally I have time to accomplish them all.

Chee, my best friend who works for HK Times and Fuzi, my big brother’s college friend who married to an Italian jeweler, are my unofficial social directors in HK. Every morning I either had breakfast prepared by my aunt or had dim-sum with my uncle. The rest of the day, I got to explore the City with 2 trendy, independent, and professional women.

So, what to do and where to go when the HK weather was hot and drizzling thru out the day? A lot because the Smart Card can take you everywhere! To name a few as follows:

Admiralty Centre /Time Square, there is this one-of- a-kind Chinese restaurant that serves unique northern style cuisine. The décor is a mix of modern oriental with Euro furnishing. Food is excellent and there are 5 well-trained servers stand-by all time.

Luk Yu Tea House on Stanley Street off Theatre Lane, is the Who’s Who place where PLU (people-like-us) are often turned away because they do not take new customers. Fortunately, Billy (Chee’s former associate) is a regular and has his own table so we got to enjoy the old charm tea house 3 times in a role. We even made it our routine to browse around the closed by Shanghai Tang Tailor Shop where we could take a tea break served by Ah Ma (old-fashion servant) and glanced at the movie stars trying out their ready-made.

Then, the Secret Society Hideout where is for members only. My favorite is Chinese Tee Club in Central District. Overlooking those commercial buildings and having our high tea while we were served by professional butlers in a Casablanca surrounding. Imagine those multimillion dollars business deals were in the making at the moment…. So much for high tea, let’s talk about lunch in the very exclusive HK Jockey Club, Happy Valley. A family friend took me there for Chinese dim-sum along with his 83 years old mother who lives in a mansion on Jardin Hill. The food was excellent. I found out later that the Club had an award winning world famous chef.

The first time I met Chee’s boyfriend was at the Foreign Correspondents’ Club. The menu is a combination of traditional Chinese and 50’s American. After the doorman let us in, the manager asked us to show our membership card prior to be seated. Similar to all other private clubs, they are computer accessible in the dining room hallway. Down below is a cozy jazz club. Of course, we just had to drop by for some fine music.

Among all these private clubs, my least favorite was the Charter Club where Fuzi picked out for her college reunion. All dishes were tasteless and there was a long wait in between them. The dinner was a disappointment but the company was fun. Afterwards Marco, Fuzi’s husband, treated us saki in Lan Kwai Fong. None of us was driving that night so we emptied out several big bottles and laughed till the end of dawn inside the private room.

Since Fuzi is a fashion police and Chee is a high tea frantic, we spent days window shopping and had high tea in Causeway Bay, Cheung Chau, Soho, Repulse Bay, and Clear Water Bay.

One final note, those people that my late mother asked me to contact and I did. I also met up with a special long time friend, Frank. All IN all, you can say that this trip is mission accomplished.*3

Republican accused challenger of dirty politics while easily winning third term

North Las Vegas Mayor Michael Montandon on Tuesday claimed victory over challenger Andres Ramirez, after a campaign marked on both sides by accusations of dirty politics.

Montandon, a Republican, won a third term with 59 percent of the vote, according to unofficial results from the Clark County Elections Department.

"I felt really confident all along, but that doesn't take away from the high," Montandon said as he celebrated his win at Jerry's Nugget Casino with friends and family.

As for his plans for the upcoming term, Montandon said, "Nothing really changes from this point forward. We're just going ahead like we've been doing."

Those voting for Montandon said they either didn't like Ramirez's campaign tactics or they felt Montandon was doing a good job.

After conceding defeat about 8:30 p.m., when nearly complete results had him trailing Montandon by 17 percentage points, Ramirez said he was proud of his campaign.

"We wanted to give voters an opportunity to chose, to give them an option, and to hold the mayor accountable," Ramirez said. "I think we did that. We just didn't have enough voters turn out for us."

Bill Beatty, 65, who was only the ninth voter to cast a ballot at Squires Elementary School, said he was drawn to the polls to vote for mayor.

"I'm a Democrat, but I didn't vote for the Democrat," he said. "I voted for Montandon, mainly because I didn't like a lot of the political crap the other guy was pulling."

Toni Lopez, a 40-year-old Democrat voting at Lincoln-Edison Elementary, said although she liked Ramirez personally, she still felt Montandon should stay in office.

"The mayor's race isn't just about the mayor," Lopez said. "He's part of the City Council, part of the team. I think Montandon should stay with the team."

Even with substantially lighter campaign coffers than the incumbent, Ramirez riled the mayor by purchasing Internet domain names Montandon could have used for his campaign Web site. Ramirez also accused the mayor of illegally placing political signs on public property.

Then, as the campaign season started winding down in May, Montandon filed a criminal complaint alleging Ramirez stole Montandon campaign signs and replaced them with Ramirez signs. Police later recovered 48 signs from Ramirez's campaign headquarters.

Those who supported Ramirez, a Democrat, said they either felt the establishment needed some new blood or that they wanted a Hispanic in office so the fastest growing and largest minority group in the community would have a voice in city government.

Salvador Romero, a 44-year-old voter who said he is nonpartisan, said Ramirez won his vote largely because he appealed to Hispanics.

"I wanted someone who might start to give us Hispanics a voice," Romero said in Spanish. "There's hardly anyone out there advocating for us, and there are a lot of us out here in North Las Vegas now."

In North Las Vegas, the second fastest-growing large city in the country, Hispanics represent about 38 percent of the population and blacks about 19 percent.

Eddie Flores, a 31-year-old Democrat voting at Tom Williams Elementary School, said Ramirez's being Hispanic helped sway his vote toward the challenger. But, he added, "I'm always for the underdog."*2

JOHN L. SMITH: Efforts to save wild horses should target what's killing them

We love our wild horses in Nevada. We love them so much, we'll probably put their likeness on a commemorative quarter.

An artist's rendering of the new two-bit piece depicts the horses galloping free. It's a handsome coin.

And now we know why they're running:

To get away from all the people coming out from under every rock to help them.

Nevada is home to almost half the nation's wild horses, you see, and despite the fact almost no person lives on the vast majority of land inside our borders, they are in trouble.

Why they're in trouble is somewhat complex, but the in simplest terms, they're beleaguered because so many people talk about easing their plight and so few people back up their talk with action.

In the name of saving their hides, the wild horses have been rounded up, adopted, herded and fretted over.

They've also been harassed by ATVs, run over by automobiles on unfenced highways, scared off their water holes by idiot campers, tormented by ranchers and shoved aside by development.

We love them, all right. Just not enough to step up and pay to protect them.

On Tuesday morning, our wild horses were praised aplenty and promised once more to be preserved, this time by a gathering of conservation-minded members of Nevada's congressional delegation, officials from the Bureau of Land Management, horse help groups and the Ford Motor Co.

I know what you're thinking: Nothing shouts "Save the Mustangs" like an endorsement from the company famous for its juiced-up muscle car with the bitchin' spoiler.

In exchange for being linked to the official congressional fight to save the wild horses, the people who make the Mustang have promised to provide transportation for 2,000 of the bedraggled beasts.

Hopefully, not in the back of a Mustang. Those back seats have terrible leg room.

Skeptics should be assured Tuesday's gathering wasn't a dog-and-pony show. No, sir.

First, there was no dog.

Second, Democratic Sen. Harry Reid's pandering for the ponies was surely sincere -- even Rush Limbaugh wouldn't rip him for attempting to save wild horses. And Republican Rep. Jon Porter wasn't just in it for the positive ink -- even though a junior congressman from Nevada needs all the sizzle he can get. No, these two equine enthusiasts care deeply about the animals' futures.

Members from both political parties promised to do their best to enact legislation that protects the wild horses.

"People in Nevada, throughout the West and across the country feel so strongly about protecting wild horses," Reid said in a news release. "This effort is an ideal way to combine private and public resources to help care for these animals."

One way we like to prove our deep love and abiding respect for these great creatures is to sell off thousands of acres of their rangeland and build houses, strip malls and neighborhood casinos right up to their water holes and habitat.

Then we love them some more by sending them away in the name of protecting them from the speeding Mustangs, Cadillacs and so forth.

Of late, we've shown our affection by failing to guard against those who would adopt the wild horses and send them to dog food factories and the like. Talk about tough love.

Now Ford has stepped into the photo-op to join forces in the cause.

That's great, but do I spot a trend?

Perhaps this is next: "Nevada's endangered desert tortoises brought to you by Turtle Wax."

And don't think for a minute Ford's competition won't get into the act.

I can see it now: Dodge emerges to "Save the Ram" and Mercury shouts "Save the Cougar."

It's too late to "Save the Firebird," so I guess Pontiac is out of luck.

Here's a little horse sense: Mandate a "no eating, no glue products" policy for the equine adoptees, and then fund the BLM at a level that enables its personnel to police the law.

Short of actually giving the agency the tools -- not just the rules -- with which to succeed, our delegation is just toying with an image many Nevadans hold dear.

Time will tell whether our congressional cowpokes really care, or were just putting on a dog-and-pony show -- but couldn't find a mutt to sit still for the picture.

MINUTES

Special General Meeting – Financial Reports disclosure from Induction Ball and Membership funds report

I. Madam President called the meeting to order at 4:35 pm.

II. Review of the minutes from the last general meeting (4-18-05) was motioned by Pete Rinato to

table the minutes for approval in the next general meeting.

- Julie Hereford seconded the motion and the motion was carried.

III. Rules and Order

Madam President made a declaration that Asian Republicans of Clark County (ARCC) was incorporated on April 22, 2005 and registered with the Secretary of State and the IRS under Chapter 527. Furthermore, she stated that we will attempt to perform according to the “Sarbanes Oxley” standards which was put into law in 2002. We will also institute the whistle blowers policy. Notwithstanding the prior, Madam President stated that she does not support unsubstantiated allegations especially when it is generated by individuals in an attempt to defame the integrity of ARCC, its officers and members.

In addition, Madam President encouraged the ARCC members to endorse the code of ethics and

proper business conduct, and represent ARCC in an honest and ethical manner.

IV. Financial Reports from the Induction Ball – Treasurer, Jasmine Guo

Treasurer - Jasmine Guo was not present at this meeting, May 9th, 2004 to give her report. Formal requests for the Induction Ball Financial Report were issued since May 2, 2005. To this date, Jasmine Guo has not responded nor submitted any financial reports to ARCC.

In the absence of ARCC Treasurer - Jasmine Guo, the co-chair for the Auditing Committee - Julie

Hereford, presented the Induction Ball Audit results. This information was based on a very conservative count of the reservation list ( see attached).

Julie Hereford again stated that the Induction Ball Audit information was obtained from the conservative count of the reservation list. It is conservative because the actual amount of guests from the main guest list were not taken into consideration. ARCC were given a complementary count by Wellington Place of approximately 30 guests (which were subtracted from the main guest list. The actual amount and its unaccounted cash based on the main guest list, which presented a closer guestimation of the numbers, will also be provided in the audit).

And according to the cash and checks deposit into the ARCC checking account, ARCC is missing approximately $1,260.00 in cash (again, this was based on a very conservative figure). The cash deposit was $295 (of which only $185 cash is from the Induction Ball that was deposited by the ARCC Treasurer – Jasmine Guo).

ARCC Induction Ball Ticket Sale

The tickets sold by members were based on the tickets distributed to the members before the gala/event.

We confirmed with the members regarding the tickets that they had sold, amounts paid, and method of payment whether it was paid by cash or check. This included single ticket sales.

Julie Hereford - ARCC Audit Committee preliminary audit report findings:

Based on her report of funds, approximately$1,260cash is reported missing and unaccounted for. (this is a conservative number. The exact amount is unverified until the Audit Committee receives the financial records from Jasmine Guo (still held by Jasmine Guo.)

ARCC will proceed with the internal audit and will also obtain an external audit. ARCC will investigate for the full accounting of all checks and cash received to this date.

B. Fundraising Accounting – Hui Lim Ang, co-chair

1. Fundraising Financial Report (see attached)

Fundraising amount of $2,625. will be deposited in ARCC Wells Fargo Savings account to keep separate from the Induction Ball funds until the missing cash can be recovered and/or determined otherwise from Jasmine Guo, Treasurer and holder of all cash and checks received from the Induction Ball (4-24-05).

C. Membership Records – Treasurer, Jasmine Guo

For the records, the membership folder is in the possession of Jasmine Guo (per Edgar Guo).

Madam President stated that ARCC Membership Committee will need membership folder to communicate with the Members. We need to confirm their membership with ARCC and to allow them the option to choose the organization that they want to donate their money to.

ARCC will give the members the option of choosing to join Elena’s group or stay with ARCC. In the event, a member chooses to join AARCN (Elena Brady group):

ARCC will issue a reimbursement. For this reason, we must have the membership folder to verify all the members and who paid with checks or with cash.

Julie Hereford comments on the checks that were made-out to AARCN (Elena Brady’s group) should not have been deposited into ARCC’s bank account. Jasmine Guo deposited those membership checks that were in the name of AARCN into ARCC’s account without authorization from ARCC or any of its officers. Jasmine Guo had acted independently on this matter.

Jasmine Guo made an improper and unlawful deposit into ARCC’s checking account.

Madam President reiterates the importance of conducting an internal audit to find resolution to:

1. Unaccounted cash from the Induction Ball on 4-24-05

2. Membership disposition

For the record, based on rumors founded on incorrect information, Madam President states for the

record that she never received any cash from ARCC Treasurer - Jasmine Guo. Madam President Dr. Brooks was only given the unsold tickets (to cross check with the reported cash received by the Treasurer.) The receipt of only the unsold tickets and no cash from the Treasurer – Jasmine Guo to Madam President was witnessed by 3 independents members present at the meeting (more have came forward).

V. Payment for incurred debts

Outstanding debts due – Tess Smith $3875.00 (Wellington Place)

DJ 300.00

VI. Victory Party for Honorable Cedric Kerns

Madam President needs to verify with Mrs. Kerns about the date scheduled for May 28, 2005.

VII. New Business

Dr. Frances Ridgley resigns her position as Executive Director. Madam President accepts her

resignation. The position for Executive Director is now open. We will address this matter on the next agenda.

Valerie E Weber -Biography

Originally from California, Valerie moved to Nevada in 1990 after transferring with her former company, United Blood Services (UBS). She served there as the Technical Director for 10 years. Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships.

She is a 1998 graduate of the Chamber of Commerce’s Leadership Las Vegas program, participated in the Leadership Las Vegas Youth Program, served as a Board member of Habitat for Humanity, working with families that qualified in building their own homes and just completed a four-year term as a member of the Board of Displaced Homemakers, appointed by Governor Guinn in 2000, examining programs and training that reenter women back into the workplace.

Valerie is the owner of Collaborating Solutions, an organizational development (OD) company in Las Vegas, Nevada, creating solid solutions for business improvement. Her greatest strengths are tackling complex problems, determining “root causes” and “blind spots” by offering solutions to improve people and the bottom line. She is accredited in Dr Daniel Goleman’s 360-competency assessment instrument in Emotional Intelligence (ECI).

One of Valerie’s proudest accomplishments was earning her Master’s degree in Organizational Management in 2001. Valerie believes strongly that people in any organization long for positive, constructive feedback and coaching on individual performance and continued development for organizational success.

She currently serves in the Assembly of the Nevada State Legislature representing her constituents in southwest Las Vegas. Valerie has lived in Las Vegas for 15 years and considers it the greatest place on earth to live, work and play.

Taiwan and its people hold a special place in my heart.

I was invited like so many (at least 20 over the years) from both of our houses in the Legislature and from the Executive branch to visit Taiwan. In October 2003, I was part of an eight member delegation lead by our colleague from District 41.

Before our plane left for those long hours in the air, we were met at the San Francisco Airport by our hosts from the Taipei Economic and Cultural Office in SF who made our arrangements.
Our seven day journey included meeting with high ranking officials in the Executive Yuan including the Ministers of Foreign Affairs and Mainland Affairs. We met with the Vice-President, (Mrs) Miss Annette Lu (who is Harvard educated). We heard an address by President Chen at the annual Double 10 celebration along with viewing its fabulous pageantry; we even visited the Legislative Yuan and watched a debate on the floor.

On the cultural side, we toured Taipei, Taiwan’s capital city on this miracle green island of 23M citizens; we were treated to a plane trip to Haulien, known for its gorgeous marble and visited the breathtaking Taroko Gorge, one of their many national parks.

Our hosts in Taipei, including Charlyne Chen from the NV Economic Development office located in the Taipai World Trade Center arranged for us to meet with businessmen and women to discuss various issues business issues, to tour a state-of-the-art software park, and to explore the Taipai World Trade Center; it was non stop, action packed and we ate until we couldn’t breathe! The entire trip was first class.

In summary, I am grateful for these new friends I made while visiting Taiwan, Republic of China and their love of democracy, prosperity and peace. Some day I hope to return to see continuation of their economic development and see other beautiful parts of the island including a tour of the gorgeous Penghu Islands on the west side of Taiwan.
I urge my colleagues’ support of this resolution.

Assistant to Judge Jessie Walsh, Dept. 10.*1 Judge Jessie Walsh attended the Induction Ball held by Asian American Republican Coalition of Nevada-CC on April 24, 2005 in Las Vegas. She was honored as a Special Guest of the Dinner and Party. She was accompanied by her Judicial Exec. Assistant Jerri Winter and Courtroom Deputy Matt Diamond.

During the Event, Dr. Tony Lei received a Proclamation of the Board of County Commissioners of Clark County. It was presented to him by Commissioner Lynette McDonald on the Event and Dinner Party after she delivered her kenote speech.*2

Judge Jessie Walsh has been honored Associate Executive Director of Pan Pacific and Asian American Forum (PPAAF) by Washington Business and Technology Institute (WBTI) on January 16, 2002.

Jessie graduate from the University of Arizona College of Law in 1992. She ran unopposed in 2001 to retain her seat in Las Vegas Municipal Court. By unanimous vote, the Mayor and City Council appointed Judge Walsh to fill a vacancy in October 1999.

Active in her profession and community, she is an elected member of the Judicial Council of the State of Nevada. She is also an Advisory Board Member of the Police Athletic League. Jessie is a member of the Southern Nevada Association of Woman Attorneys, and is the conservation chairperson for the Daughters of the American Revoluntion. In 1999, she was recognized by the Clark County Bar Association for her hard work and dedication to the Trial By Peers program.

At the dinner event and party for Mayor Goodman by the Asian American Community closing to the end of 2000, Jessie was a special guest invited by Dr. Tony Lei accompanied by Justice of the Nevada Supreme Court Honorable Nancy Becker. She was clever to share some significant acquaintanceship on both the philosophic and methodological skills in modern administration with him sitting together on the main table during the dinner.*3

Winning the election without any opponent, Judge Jessie Walsh*4 is now on her second term of her position in the Las Vegas Municipal Court. She wrote Dr. Tony Lei on February 7, 2001: "Thank you for the lovely congratulatory letter. I am fortunate and honored to have the support of people like you." At the same time, she told him that because of the enormous support and confidence she had received from him and the citizens of Las Vegas, she is honored to serve in this capacity and is dedicated to administer justice in a fair and expeditious fashion.

In May 2001, she was appointed Associate Fellow of Public Administration Institution (PAI) of WBTI. As a bright and future star in Juridical and administrative study, she is leading a group of intellectuals to enhance Dr. Tony Lei's scholarly belief that "Our knowledge, wisdom, and professionalism are all achieved by our sincere love to God!"

"I agree with District Judge Valorie Vega's idea to be honored as a Fellow of the Public Administration of Washington Business and Technology Institute. She said that, 'It will undoubtedly provide me with avenues for exploring improvements in public services to which I am most dedicated,'" said Jessie Walsh. "I'm glad also to share the similar position as one of its faculty member. It's significant, as Dr. Tony Lei told me that for community service--- that based on 'love in action is service above self'--- the abundant reward from one's humune love, spiritual excellence, and professionalism of expert are far more greater than solely her or his title."*5

Intellectuals were encouraged to attend a dinner party for Brian Sandoval, Bill Young, and David Roger by the Asian American Community. It was held on March 8, 2002 at Mike and Rita Vaswani's residence. Chairpersons were: Tony Lei, Ed. D., Ram Singh, M. D., Rita and Mike Vaswani, and Steve Wolfson, Esq. Hosts were: David Amesbury, Esq., Jal Daulat, Larry Espinueva, Azam Hakim, Basil Hamika, Sam Hamika, Greg Hartline, Bettina Ho, Tri Hua, Romeo Jurani, Steven Kwon, Vimla Lendway, Raymond Leung, Carrie Liu, Ann Melton, Raja Mourey, Richard Naft, Edmund Pasimio, Tonie Sison, Tony Smith, Ben Torres, Joey Villaflor, and Mohammed Zoubi. "Seats are very limited. Please call Dr. Peter Lok at 732-0178 before 12 noon Friday, March 1st, and gave your number of guests and their names. The following is the most recent BIOGRAPHY of JUDGE JESSIE WALSH:

Judge Walsh is one of 33 judges serving in the 8th Judicial District Court. She was elected in November, 2002 and currently hears an all civil calendar. She began her judicial career in Municipal Court where she served from 1999-2002.*7

In December 1992, Judge Walsh graduated from the University of Arizona College of Law and subsequently joined the Las Vegas City Attorney*s Office as a Deputy City Attorney in the criminal division. As one of 6 prosecutors, she managed a heavy criminal misdemeanor caseload. She has also served as a Deputy Public Defender in the Clark County Public Defender*s Office.

In June 1996, Judge Walsh opened her own general private law practice that consisted of wills, trusts, civil and family law, criminal misdemeanor and felony cases, and probate and estate planning. She also represented indigent clients through a contract with Clark County, Nevada and was a special prosecutor for the City of Las Vegas.

Judge Walsh began her career in 1980 as a regional aide for U.S. Senator Paul Laxalt. She worked for U.S. Congresswoman Barbara Vucanovich from 1983-1989 as her regional representative.

Judge Walsh worked as a development officer for the City of Las Vegas, Department of Economic and Urban Development, from 1989-1990. She was responsible for real estate operations for City business parks, including lease negotiations and sale agreements. Judge Walsh also served as a federal legislative liaison for department projects and was the point of contact between the City and foreign dignitaries.

Active in her profession and community, she is an elected member of the Judicial Council of the State of Nevada and a former co-chair of the "Trial by Peers" program. Judge Walsh is a member and former director of the Southern Nevada Association of Women Attorneys, and is the Conservation Chairperson for the Daughters of the American Revolution. In 1999, she was recognized as the Volunteer of the Year by the Clark County Bar Association for her hard work and dedication to the Trial By Peers program. Judge Walsh served as a volunteer judge in the UNLV Law School Client Counseling Competition, Spring 2001; a volunteer judge in the "We the People...the Citizens & the Constitution" high school competition in 1999, 2000, and 2001; and a volunteer judge in the Annual Moot Court Competition in 2001 and 2002.

In 2004 Judge Walsh led the court with the highest number of days in civil jury trials.*8
