U. S. Congresswoman Shelley Berkley was first elected to the U. S. House of Representatives in November, 1998. She won the election continuously every two years. Shelley is a former Vice Chair of the Nevada University and Community College System Board of Regents. Appointed to the Board in 1990 by the Governor, she was then twice elected as a Regent by Las Vegas-area voters. She completed her second term on the Board in 1998. Throughout her tenure, Shelley worked to keep higher education in Nevada affordable and accessible to all qualified students.
This bright lady has devoted her energies to charitable and civic efforts ever since she was a teenager. Her work and ideas have contributed to many of Southern Nevadas successes.

BERKLEY SECURES $12 MILLION IN GRANT FUNDING TO IMPROVE NEVADA FIRST RESPONDER COMMUNICATIONS

Congresswoman Shelley Berkley announced that Nevada will receive $12 million in federal grant funding to assist with communication between police, firefighters and other first responders in Las Vegas and across the Silver State . Berkley has repeatedly called for greater federal resources to help ensure interoperability between communications systems utilized by first responders.

As we learned in the tragic aftermath of 9/11, our first responders need to be able to communicate with one another and this grant funding will help public safety agencies in Nevada achieve interoperability in their systems, said Berkley. I have met personally with first responders in the Las Vegas Valley and they have all asked for more resources to address their communication needs. Providing police, firefighters and other first responders with the ability to communicate in times of crisis can mean the difference between life and death for these heroes and the families they protect.

BERKLEY SECURES $3 MILLION FOR LAS VEGAS WASH RESTORATION AND NEW SOUTHERN NEVADA WASTEWATER RECLAMATION FACILITY

Congresswoman Shelley Berkley secured $3 million in federal funding to aid in restoration of the Las Vegas Wash and for a new wastewater reclamation facility in southern Nevada . The funding is part of the 2008 Energy and Water Appropriations package passed by the House.

Restoring the Las Vegas wash is an important part of our on-going local efforts to safeguard the water quality of Lake Mead, said Berkley . Creating and enhancing wetlands and making other improvements to the wash system will help protect Lake Mead, southern Nevada s most important water resource.

BERKLEY SECURES $1.5 MILLION FOR SOUTHERN NEVADA TRANSPORTATION NEEDS AND A NEW NORTH LV SENIOR CENTER

Congresswoman Shelley Berkley secured $1.5 million in federal funding to address southern Nevada transportation issues and to fund a new senior center in North Las Vegas . The Nevada projects were included by Berkley in a funding bill for transportation and housing passed by the U.S. House of Representatives.

Improvements to the Valleys transportation network benefit local families and businesses and enhance southern Nevada s quality of life. Funding from this bill will be used to improve the Las Vegas Beltway and for a new overpass at Craig Road, so that drivers arent left waiting on trains that pass by more than 20 times a day, said Berkley. This bill also provides $100,000 for the future downtown transportation center which will improve service for riders using the MAX and CAT systems.

BERKLEY DELIVERS $25 MILLION FOR NEW MASS TRANSIT SYSTEM TO SERVE SOUTHERN NEVADA

Congresswoman Shelley Berkley announced that she has secured $25 million in federal funding for the creation of a new fixed bus route system to carry passengers traveling north and south between Sahara Avenue and downtown Las Vegas . The project, known as a fixed guideway system, will be similar to the MAX bus system now in use in North Las Vegas .

The addition of this new bus route will give southern Nevadans a convenient and environmentally friendly option for traveling between Sahara Avenue and downtown. As we have already seen with the MAX bus in North Las Vegas , this type of system allows passengers to travel along a set route, much like they would ride a subway. Providing more mass transit options in the Valley will help address traffic concerns and aid in our battle against pollution and global warming. Because it utilizes a fleet of state-of-the-art buses that travel along existing streets, I am hopeful this system will be up and running in less time than it would take to build from the ground up. I look forward to riding these new buses and to the continued expansion of transportation options for southern Nevada residents and the nearly 40 million visitors who travel to Las Vegas each year, said Berkley .

BERKLEY BACKS BILL TO GIVE HEALTH CARE TO MORE NEVADA CHILDREN

Congresswoman Shelley Berkley expressed her support for The Childrens Health and Medicare Protection (CHAMP) Act. This legislation provides health care to millions of low-income children and improves Medicare for seniors in Nevada and nationwide.

Nevada has 70,000 children who are eligible for insurance coverage through the federal SCHIP Program, but who are currently not enrolled. My hope is that when The CHAMP Act becomes law, that even more eligible families can receive coverage through the Nevada Check Up program, said Berkley .

BERKLEY DISAPPOINTED IN BUSH VETO OF EMBRYONIC STEM CELL BILL

Congresswoman Shelley Berkley stated that she is disappointed in President Bush's decision to veto stem cell legislation that could bring new hope to patients and their families. Berkley voted in favor of The Stem Cell Research Enhancement Act which lifts current restrictions on the embryonic stem cell lines that can be used for federally-funded research. The White Houses action marks the second time President Bush has vetoed bipartisan stem cell legislation presented to him by Congress.

"Stem cell research continues to hold the promise of new life saving medical breakthroughs and I am disappointed that President Bush has now chosen to veto this critical legislation a second time," said Berkley . "Families in Nevada and nationwide strongly support embryonic stem cell research and they are joined by more than 500 organizations, including the American Medical Association, AARP and many faith-based organizations. As a result of this veto, Americans who have been diagnosed with Parkinson's, Alzheimer's, diabetes and other debilitating diseases and going to have to wait even longer for research that could unlock effective new treatments or provide the breakthroughs needed to find a cure," Berkley said.

BERKLEY SUPPORTS VOTE FOR HOMELAND SECURITY PACKAGE THAT STRENGTHENS BORDER SECURITY

Congresswoman Shelley Berkley voted to increase homeland security resources to protect America 's families and communities. The FY 2008 Homeland Security Appropriations bill passed the House this afternoon on a vote of 268-150. The legislative package prioritizes border security, funds more border patrol agents, provides first responders with additional training and equipment, improves aviation and port security, and puts in place strong accountability measures in order to ensure that taxpayer dollars are being spent wisely.

"As a Congresswoman I have a responsibility to help protect Las Vegas and communities all across the U.S. from terrorism and other security risks," said Berkley . "This legislation makes increased border security a top priority and provides paramedics, police, firefighters and other first responders the tools and resources they need to keep us safe from harm. Providing extra homeland security resources at the federal level will aid on-going efforts to protect our many visitors and those families that call Nevada home," said Berkley .

Nevada has held presidential caucuses for decades to help narrow down the choices for each partys presidential nominee. This year, however, Nevada will hold the second caucus in the nation after the Jan. 14 Iowa caucuses and early enough to have a major impact on the next Democratic presidential nominee.

The Nevada Democratic Party will hold mockuses mock caucuses around the state through Jan. 19 to help educate Nevadans on the caucus process, which is different than a primary. In each mockus, participants will caucus for their favorite type of pizza, instead of their favorite presidential candidate. Each mockus is open to the general public.

In our last newsletter we asked you tell us what issues you would like to see the presidential candidates address when they visit Nevada . The war in Iraq , minimum wage, the environment and healthcare were the top responses.

BERKLEY VOTES YES ON RESOLUTION OPPOSING "SURGE" IN IRAQ

Congresswoman Shelley Berkley (D-NV) voted in favor of a Democratic resolution that praises the efforts of American troops fighting in Iraq, but also condemned the President's plan for a so-called "surge" in Iraq. The non-binding resolution passed the U.S. House of Representatives on a vote of 246-182.

"This resolution says thank you to our troops, but it also clearly says no to a surge in Iraq. The President wants to send 20,000 more U.S. troops into a civil war with an open-ended mission and a bulls-eye on their back and I do not support his policy. President Bush has yet to put forth a strategy that outlines where we're going, how we're going to get there, how long it's going to take, how much it's going to cost and at what sacrifice to the American people," Berkley said. "The bottom line remains that I will not give this President a blank check for a surge when he has yet to provide us a clear understanding of why such an increase is needed or how it will help us to succeed." *2

Yucca Mountain Costs Continue To Soar As Berkley Questions Growing Price Tag For Proposed Nuke Dump
DOE Secretary Says $20 Billion Now Projected in Construction Costs Alone

(Washington, DC -- February 9, 2007) In response to an admission by Secretary of Energy Samuel Bodman that the cost of building the proposed Yucca Mountain repository has now ballooned to $20 billion, and that the total price tag for the project will exceed existing projections in the $60 billion range, Congresswoman Shelley Berkley (D-NV) today issued the following statement:

"When it comes to Yucca Mountain two things are certain: the price tag only grows larger and the delays only grow longer. Now President Bushs Secretary of Energy is admitting that the cost to build Yucca Mountain has increased to more than $20 billion, and thats without a single penny to operate the dump once its open. Will Yucca Mountains total cost exceed $100 billion, $200 billion? The skys the limit when it comes to building Yucca Mountain. Secretary Bodman freely admits he has no idea what the final cost for Yucca Mountain will actually be. At the same time, the supposed date by which Yucca Mountain will open has again been pushed back, this time to 2020 or beyond. As a nation, we have already spent more than $10 billion on a hole in the Nevada desert and it is long past time we quit shoveling bundles of cash into this fiscal abyss. On-site storage of nuclear waste is safe for the next 100 years, costs a small fraction of what we could spend at Yucca Mountain and avoids the danger of an accident or terrorist incident involving shipments of radioactive waste. *1

Berkleys statement comes in response to reports by the Dow Jones News Service and other media outlets that Energy Secretary Bodman informed Members of Congress Thursday that the costs for construction of Yucca Mountain will reach $20 billion, up from the previously estimated $12-13 billion. Bodman also acknowledged the fact that cost estimates for the project are badly outdated, saying, Frankly, I think that all of the numbers that have been around for five years are going to increase because we've had delays, while adding, it's going to be more costly to accomplish what we want to accomplish. Response to the State of the Union

I appreciate the presidents cordial and bipartisan tone and a number of his stated goals make sense, including getting rid of secret pork barrel projects that cost billions, and balancing the budget. I share these goals, and others such as improving education, securing our borders, and promoting alternative energy resources. But the president has stated these goals many times in the past, and has not drafted a budget or put forth the bipartisan effort to significantly achieve them.

So the proof, again, will be in how the president actually performs over the next year, and whether he will work on practical solutions or fall back to the narrow ideological approach that has marked his first six years. I am willing to work to achieve shared goals, and hope the president will live up to his cooperative tone. In particular, there are some areas that the president will need to reconsider, if we are to make real progress.

President Bush should support Democratic-led efforts in Congress to promote stem cell research, lower the cost of Medicare prescription drugs, to slash student loan rates in half, to boost clean energy production and to raise the minimum wage for millions of hardworking Americans. The House of Representatives under Speaker Nancy Pelosi passed all of these measures within recent days.

Southern Nevada families also know that I support a balanced budget, higher gas mileage standards for cars and trucks and policies that will keep Las Vegas and other cities across the country safe from terrorist threats. The president said this evening that he wants to save Social-Security, but he should know that I will not support any effort to privatize a program that gives millions of Americans dignity and piece of mind.

While the president identified a wide range of problems that we all face, the answers must come from working with Congress to pass legislation that addresses these challenges and moves our nation forward.

On Healthcare
If you have health insurance through your job, look out! The president has laid out a plan that robs Peter to pay Paul, as a leading business organization (the National Retail Federation) describes it. And labor organizations agree. This plan will increase taxes on millions of middle class families who have health insurance while only helping a relatively small number of lower income workers. Its a complicated, piecemeal scheme that that refuses to recognize that hundreds of thousands of Nevadans and nearly 50 million other Americans will be uninsured this year. Worse yet, President is playing a shell game with the tax code that creates a lot of losers and a few winners at best. This is hardly the comprehensive solution we needa solution born of health care professionals, insurers, and federal, state, and local governments working together to roll back medical cost inflation and provide cost-effective care emphasizing prevention and wellness.

On Energy
I agree with President Bush that we need to invest more in renewable energy and alternative fuels, but there is no way that I can support his call for more nuclear power. Building more Nuclear power plants will only create more nuclear waste with no where to go, and in turn, that will increase pressure to open Yucca Mountain. Wind, solar, geothermal and other forms of clean power are the future for Nevada and our nation. We need energy independence, not more toxic nuclear waste waiting to be dumped in Nevada.

Once again President Bush has acknowledged that America is dangerously dependent on foreign oil, but in his six years in his office, his only answer to this critical issue has been to give taxpayer dollars to oil companies already making record profits. I recently voted for legislation that repeals these subsidies to big oil in order can fund new energy breakthroughs and President Bush should support our efforts in Congress to promote energy independence.

On Iraq Troop Surge
As I have stated over recent weeks, I oppose the presidents troop surge. It is not a substitute or a clear plan for victory in Iraq. And while I agree that we all wish this war was over and won, the President has failed to define what victory is and what the conditions for bringing our troops home would be. The time is past due to apply serious pressure on the Iraqi government to take over the hazardous duty of fighting terrorists on the streets of Baghdad and in the deserts of Anbar Province. I do not see in the presidents comments a plan that will reduce our casualties and set the stage for stability in Iraq and the redeployment of our troops. The president also ignored the increased violence and chaos in Afghanistan. This is a major omission and it raises questions about just how well the president has thought out his plans for the broader war on terror. I do support the presidents proposal to increase the size of our Army and Marine combat forces.

On Iran
The president spoke numerous times about extremists and radical elements supported by Iran and about Iran's pursuit of weapons of mass destruction. However, much like Iraq, he failed to outline a plan to contain Iran, to reduce the influence of radical elements, to contain their nuclear program, and to prevent their acquisition of weapons of mass destruction.

Dear Mr. Speaker,

I wrote to you this past September urging Congressional action to protect Medicare beneficiaries from looming cuts. Without intervention, payment under the Medicare sustainable growth formula (SGR) for physician services and health care professionals will be cut by 5.1 percent as of January 1, 2007. The 109th Congress will soon end and I am very concerned that this serious problem has not been addressed.

These cuts destabilize Medicare and put millions of Medicare beneficiariesincluding the frail, elderly, and infirmat risk of losing their coverage. If these cuts are not reversed before the end of this Congress, the 2007 Medicare physician rates will have fallen 20 percent below increases in physicians costs since 2001. At the same time that Medicare payments go down, physician practice costs are increasing. The American Medical Association estimates that these costs will increase over 20 percent by 2015. These cuts are especially glaring when compared to other medical providers who have received consistent updates that keep pace with increasing costs. Hospital and nursing home payments are slated to continue to rise by more than 3 percent annually and payments to Medicare Advantage plans are estimated to increase by 7.1 percent in 2007.

Continued uncertainty about Medicare reimbursements or a reduction in Medicare payments discourages physicians from entering specialties that primarily treat Medicare patients. Nevadas 273,448 Medicare beneficiaries comprised 11 percent of the states population in 2005. Failing to adjust the physician reimbursement schedule restricts access to quality healthcare for those who need it most.

I urge you to please schedule floor activity to address this critical issue and avert cuts to Medicare physician payments before the end of the 109th Congress.

Pundits predicted a walkaway Democratic primary win for incumbent Congresswoman Shelley Berkley in District 1.

Election results on Tuesday gave her that and more. By the time returns were tallied, Berkley trounced challenger Asimo "Silver" Lawlor with 90 percent of the vote.

"I am very gratified to know that the people I represent have enough confidence in me to renominate me," Berkley said.

Berkley's opponent, Lawlor, claimed to be the heiress to the Romanov dynasty when she was asked about her reasons for running.

Berkley was able to maintain her overwhelming lead over Lawlor throughout the night.

With 100 percent of the precincts reporting, Berkley maintained a 90 percent share of the vote.

On the Republican side of the primary, Kenneth Wegner won the right to challenge Berkley in the general election.

With 100 percent of precincts reporting, Wegner had 51 percent of the party vote. Russ Mickelson received 38 percent of the vote.

Michael Ace Monroe earned 11 percent of the vote.

"I'm so happy that tomorrow morning, I'm going out early to put up signs," Wegner said.

Wegner, 50, a military veteran and a bail enforcement agent, has pledged to win the race without any support from special interests.

Wegner lists his political goals as supporting U.S. troops abroad and lobbying for a flat tax formula that impacts all people equally.

Berkley and Wegner will compete in the general election with Independent American candidate Darnell Roberts, Libertarian candidate Jim Duensing and Reform Party candidate Bruce Westcott.

Shelley Berkley has shown a lifetime of commitment to serving the needs of southern Nevada's families. From her high school days as a volunteer at a local hospital, through her terms as a Nevada State Assemblywoman and member of Nevadas University and Community College System Board of Regents, and now as a member of the United States House of Representatives, Shelley Berkley has been a passionate advocate for southern Nevadas working families.*2

Shelleys family first came to Las Vegas almost 40 years ago, looking for new opportunities and a better way of life. These same dreams are now bringing 5,000 additional people a month to the Las Vegas Valley. This population boom has made her district one of the fastest growing in the country and presents unique challenges for the area, all of which Shelley has tackled head on.

The Las Vegas Valley has the fastest growing school-age population in the country. Providing a high-quality public education for our children is a priority for Shelley. During her tenure in Congress, she secured substantial funding for Clark County Schools, enabling them to hire hundreds of additional new teachers. She is the author of pending legislation that will reduce red tape for doctors treating Medicare patients and will improve health care access for seniors.

Shelley has introduced legislation to spur development of technological solutions to the enormous threat caused by nuclear waste across this country. Her breakthrough proposal would make the transportation of over 100,000 shipments of deadly nuclear waste across the U.S. to Nevada to unnecessary. Shelley is a champion of alternative energy development. She supports policies to spur expansion of wind, solar, geothermal, bio fuels and other renewable resources so the United States can become independent of foreign oil and phase out radioactive waste producing nuclear power plants.

Since the Congresswoman has lived in Las Vegas for over four decades, she has a deep sense of commitment to give back to the community that opened the doors of opportunity for her. She also has never forgotten that her family headed west seeking a better life, and found it in Las Vegas.

She attended John C. Fremont Jr. High School and Valley High School. She became the first person in her family to go to college, graduating from UNLV with honors in 1972. Elected Student Body President, 1971-1972, she graduated with honors and a B.A. in Political Science from UNLV in 1972. After earning her law degree at the University of San Diego School of Law in 1976, Shelley returned to Las Vegas to begin her career.

Congresswoman Shelley Berkley began serving in the U.S. House of Representatives in January, 1999. Shelley represents constituents living in the First Congressional District of Nevada, including residents of Las Vegas, North Las Vegas, and unincorporated areas in Clark County.

Previous Public Offices

Shelley is a former Vice Chair of the Nevada University and Community College System Board of Regents. Appointed to the Board in 1990 by the Governor, she subsequently served two terms. She completed her second term on the Board in 1998. Throughout her tenure, Shelley worked to keep higher education in Nevada affordable and accessible to all qualified students.

Serving in the Nevada State Assembly from 1982 through 1984, Shelley championed consumer protection for car buyers and mobile home owners, fought for tougher drunk driving laws, and founded the Senior Law Project.
