Nevada Governor Jim Gibbons Encourages High School Marching Bands to Join in Nevada Day Celebration - August 15, 2007
Nevada Day is the State's opportunity to celebrate its rich history!

Carson City – Governor Jim Gibbons*1 urges each and every high school marching band in Nevada to join in the celebration of Nevada Day in Carson City. This year, Carson City will host the first annual Nevada Day Battle of the Bands—USSBA (U.S. Scholastic Band Association) Reno/Tahoe Marching Band Competition. This competition will feature both a parade and a field element, the overall winner of both events being awarded the Governor’s Grand Champion Trophy.*2

Governor Gibbons recognizes the great tradition of the Nevada Day Parade and the benefits of celebrating our state’s heritage. To revitalize the Nevada Day celebration, the Governor has worked with Nevada Day officials to create a new high school marching band competition, adding a traditional field band competition to the parade. The Governor will be highlighting this new tradition with the awarding of the Governor’s Grand Champion Trophy to the best overall marching band.

Nevada Day is the State’s opportunity to celebrate its rich history. Nevada was admitted to the Union on October 31, 1864, making Nevada Day officially October 31st of each year. However, the Nevada State Legislature approved the celebration of Nevada Day on the last Friday in October, beginning in 2000. This year, Nevada Day will be observed on Friday, October 26th, with the parade being held on Saturday, October 27th, beginning at 10:00 a.m. Following the parade, a field competition will begin at 4:00 p.m. at the Carson High School stadium.

The Nevada Day celebration is more than a century old. Nevada Day activities include numerous contests, arts, music, and other family-oriented activities. The theme for this year’s Nevada Day Parade will be "Mysteries of Nevada - AREA 51". The First Annual Nevada Day Battle of the Bands / USSBA Reno/Tahoe Marching Band Competition will surely add an exciting element to the festivities and enjoyment to all who attend.

Public Works has an important responsibility to the people of Nevada!

Governor Jim Gibbons*1 today announced the appointment of five new members of the Nevada Public Works Board, which approves and oversees state building projects. Governor Gibbons recently signed legislation requiring the Board¡¯s seven members to have expertise in the construction industry, thereby increasing its efficiency and saving Nevada taxpayers money.*2

Under the revised statute, the governor appoints five of the Board¡¯s members, each of whom now must have experience in a field related to construction, specifically:

Engineering or architecture (one member)
Financing or managing construction projects (one member)
Construction law (one member)
General building contracting or general engineering contracting (two members)
The Majority Leader of the Senate and the Speaker of the Assembly each appoint one member, who must also be a licensed general building or engineering contractor.

Governor Gibbons¡¯ appointees and their qualifying areas of construction expertise are:

Roy Walker, president of WES Construction, Reno¡ªengineering
Phil Peckman, CEO, Peckman Sign Company, Las Vegas¡ªfinance
Ivan ¡°Renny¡± Ashleman, I.R. Ashleman, II, Ltd., Las Vegas¡ªlaw (reappointment)
Tito Tiberti, president, JA Tiberti Construction, Las Vegas¡ªgeneral contracting
Tom Metcalf, Metcalf Builders, Carson City¡ªgeneral contracting

Carson City ¨C Carson City ¨C Governor Jim Gibbons*1 today named three new members to the Nevada Department of Transportation (NDOT) Board of Directors. They are entrepreneur Paul Morabito of Reno, businessman Frank Martin of Las Vegas and Humboldt County Commissioner Tom Fransway of Winnemucca.

¡°Nevada faces tremendous transportation challenges in the years to come as we build highways to keep pace with our state¡¯s growth. These people will provide innovative ideas to meet those challenges. Paul Morabito has experience ranging from being CEO of the largest petroleum company in Nevada to being chairman of one of the largest environmental preservation agencies in America. His unique perspective will help us protect the environment that we are entrusted to safeguard while building roadways with the efficiency of a business. Frank Martin also brings the entrepreneurial perspective of efficiency and customer service to state government, and he¡¯s built a successful construction business on the principle of ¡®telling it like it is.¡¯ Tom Fransway is a consensus builder who has experience bridging the gap between government and private enterprise, an important skill as we explore public-private partnerships on transportation projects. These men all care a great deal about their communities and about Nevada. I know they will join me and the other Board members in giving NDOT clear direction,¡± said Governor Gibbons.*2

Paul Morabito was Chairman and CEO of Berry-Hinckley Industries, then Nevada¡¯s largest transportation fuel supplier. He has served on the California High Speed Rail Authority governing board. He also served as senior policy advisor to the Los Angeles County Sheriff¡¯s Department and as chairman of the California State Coastal Conservancy. He is an honorary chief deputy of the Washoe County Sheriff¡¯s Office and plays a major role in the Washoe County Sheriff¡¯s Foundation.

"During this past legislative session, Governor Gibbons made it clear that transportation was a high priority and he went a long way towards crafting solutions. I hope to contribute even more new ideas and to help tackle many of the complicated issues facing all areas of the state,¡± said Morabito.

Frank Martin is president and CEO of Martin-Harris Construction of Las Vegas, general contractors specializing in industrial, commercial, public works and school construction. His company has completed transportation projects in the Las Vegas Valley, and Martin has served on local task forces studying water and transportation issues. He is active in the Las Vegas community, serving on the boards of Associated General Contractors and Opportunity Village as well as the UNLV Foundation Corporate Academic Council and the U.S. Bank Advisory Board.

¡°I have been very fortunate to live in Nevada since 1961,¡± said Martin. ¡°I believe in giving something back to this great state. I may not know how to be politically correct, but I know a little about construction, and I know how to treat customers. Nevada taxpayers are the Transportation Board¡¯s customers. They pay good money for roads. I intend to see to it that they get the good roads they deserve in return.¡±

A lifelong Nevadan, Tom Fransway is currently serving his fourth term as a Humboldt County commissioner. After a 30-year career with Nevada Bell, Fransway owns and operates West Wind, LLC., which leases and manages commercial properties in Winnemucca. He chairs the Regional Transportation Commission of Humboldt County and has worked with the Nevada Department of Transportation on several road projects involving both the state and the county. He has served on the Nevada Legislature¡¯s Interim Committee on Public Lands and is active in community events.

¡°Whether you live in Las Vegas or Winnemucca, safe, efficient transportation is a major factor in determining your quality of life. It¡¯s also the lifeblood of the state¡¯s economy. I am honored to bring my common-sense approach to problem solving to bear on some of our state¡¯s biggest challenges,¡± said Fransway.

The NDOT Board is comprised of the governor, lieutenant governor, attorney general, controller and three members appointed by the governor. Terms of current appointed members expire on June 30th. The new members¡¯ appointments take effect July 1st.*3

Carson City ?Governor Jim Gibbons will kick off Nevada’s Wildland Fire Awareness Week (May 19th-25th) this Friday with a proclamation and news conference. Representatives of several state and federal agencies that work together to combat destructive fires in Nevada will join the governor to discuss the potential for a severe wildfire season as well as the state’s preparedness and ways in which individual homeowners can protect their lives and property.

ON TOUR OF CORRECTIONAL CENTER

Carson City – Department of Corrections Director Howard Skolnik will lead Governor Jim Gibbons and members of the media on a tour of the Warm Springs Correctional Center on Thursday, May 3, 2007. The tour will provide a firsthand look at the severe overcrowding crisis facing Nevada’s correctional facilities.*1

“There will be severe consequences if we fail to address the issue of overcrowding. Turning our heads and ignoring the existence of this growing problem would be irresponsible,” said Governor Gibbons. “Our state has experienced unprecedented growth in recent years, and as a result, the number of inmates has increased as well.”

Warm Springs Correctional Center (WSCC) was authorized by and constructed through appropriations from the 1961 Legislative session. The institution has been remodeled and expanded four times over the past 39 years. The most recent expansion, completed in July 1998, brought the budgeted capacity of WSCC from 260 to 510 inmates. WSCC is expected to fill 603 beds by the end of May 2007.

My Statement on Tragedy at Virginia Tech - April ...

Dawn and I extend our heartfelt condolences to the students, faculty, and families affected by the senseless acts of violence, and I commend those heroes who selflessly took action to save lives and evacuate victims.

School violence should not be a reality that we as a nation accept. Instead, these incidents serve as a reminder that we must make every effort to ensure that such events do not occur here in Nevada or at any other school across the nation.

I extend my support to Governor Tim Kaine and the people of Virginia at this difficult time. By order of President George W. Bush, the United States flag shall be flown at half-staff until sunset, Sunday, April 22, 2007 at all public office buildings, public grounds and military posts. I also encourage all Nevadans to lower their flags to half-staff out of respect for the victims of this tragic event.

Carson City – Following an extensive selection process, Governor Jim Gibbons today announced the appointment of Donna Rise as Director of the Nevada Department of Agriculture.*1

“This appointment will provide strong direction to the Department of Agriculture and the State Board of Agriculture. Donna's proven leadership will benefit Nevada’s agricultural community and related industries, ensuring that their unique needs and interests are understood and met. I look forward to working with her to guarantee that Nevada’s ranchers and farmers continue to have a voice in the policies and regulations that affect their industry,” said Governor Jim Gibbons.

For the past 15 years, Donna Rise has served in a number of different capacities within the Montana Department of Agriculture. She began with the department in 1992, and served as an agriculture specialist. She later went on to serve as a groundwater specialist, groundwater specialist III, programs manager, and, most recently, the commodity services bureau chief. She earned a Bachelor of Science degree in Horticulture from Montana State University, Bozeman.

"I am honored to have been selected as the new Director for the Nevada Department of Agriculture. I am looking forward to working as a team with the department, the Nevada Board of Agriculture and the agricultural industries to protect and enhance agriculture in the state of Nevada. Throughout her 15 years with the Montana Department of Agriculture, Donna Rise’s career includes several industry-related accomplishments, including authoring the Montana Generic Management Plan, co-authoring the Montana General Agricultural Chemical Groundwater Management Plan, drafting the administrative rules for the State’s first Agricultural Chemical Groundwater Management Plan, establishing quality control/quality assurance policies and standard operating procedures for the groundwater program, establishing an employee recognition and appreciation program, the development of enforcement case development procedures for apiary and nursery programs and standardizing case development procedures for all regulatory programs.*2 [April 16, 2007]

Protecting our Safety, Security and Future

Three weeks into my term as governor, in the State of the State address, I committed myself to a number of issues important to Nevadans. This coming week, three of those issues face their first legislative trials as three separate bills are heard in state Senate committees:

Senate Bill 542 improves the homestead exemption by raising the amount of equity protected from $350,000 to $550,000. We have all watched the prices of our homes rise drastically in recent years. This increase is long overdue to allow thousands of Nevadans whose home is valued over the current limit to protect one of their most valuable investments.

Senate Bill 471 will protect all Nevadans by imposing more stringent registration requirements on sex offenders. It will require out-of-state sex offenders to submit DNA samples when they register as sex offenders in Nevada. And it will require all sex offenders to register before they are released from Nevada prisons.

Senate Bill 469 protects the Millennium Scholarship. Currently, $7.6 million from the Abandoned Property Trust Fund, commonly known as the unclaimed property fund, is transferred to the Millennium Scholarship Trust Fund each year. SB 469 will increase that yearly transfer to $10.4 million, assuring that the Guinn Millennium Scholarship will be available to students for years to come.

These bills are important to my legislative agenda because they improve our safety, our security and our future. I am looking forward to working with the Legislature on these issues and others that will benefit you. [March 30, 2007]

GOVERNOR GIBBONS APPOINTS TWO DISTRICT JUDGES

Carson City – Governor Jim Gibbons today appointed two experienced Las Vegas attorneys to fill two vacancies in the Clark County bench. Michael Villani and David Barker will serve, respectively, as state district court judges in Departments 17 and 18 of Nevada’s Eighth Judicial District Court. The district court positions were vacated by Judges Michael Cherry and Nancy Saitta when they were invested as justices of the Nevada Supreme Court.

“A district court judgeship is one of the most important appointments a governor can make, and its impact can last for decades. David Barker and Michael Villani are experienced attorneys with significant courtroom experience. I have the highest confidence that, as judges, they will be a credit to the bench and the legal profession as a whole, providing fair treatment to anyone who may appear in their courtrooms,” said Governor Gibbons.

Michael Villani practices family law, civil litigation and criminal defense and owns his own practice, Michael P. Villani & Associates. He has lived in Nevada for 46 years and has practiced law since 1982, when he earned his law degree from California Western School of Law. In addition to his civil and courtroom experience, Villani has been a certified arbitrator since 1993 and served as Justice of the Peace pro tem from 1994-1998.

“I was honored to receive the governor’s consideration and selection,” said Villani. “I look forward to maintaining the same high standards that Judge Cherry was known for. The legal profession has been very good to me and my family, and I look forward to continuing to give something back to that profession. I will work hard and will try to render the best decisions possible.”

David Barker currently serves as Chief Deputy District Attorney in the Clark County District Attorney’s office, where he leads the criminal trial team. He came to Nevada to begin his law practice after he earned his law degree from Pepperdine University in 1984. His practice consists entirely of criminal prosecution, and he has handled many significant cases, including capital murder cases.

“I am honored to be chosen for this important position in our legal system. For 22 years, I’ve dedicated myself to public service as deputy district attorney, and I am absolutely committed to serving the cause of justice and the people of Clark County as judge,” said Barker.

Governor Gibbons made his selection from a pool of judicial candidates nominated by Nevada’s Judicial Selection Commission. Judges Villani and Barker will serve until the next general election, in November 2008, when they must run for election to their posts.

Carson City, NV – Noting the importance of pro-growth energy policy throughout the state, Governor Jim Gibbons appointed Hatice Gecol (hah-TEE-chay GET-chull) as Director of the Nevada State Office of Energy and Energy/Science Advisor to the Governor. Gecol will serve on the Governor’s executive staff and will advise the Governor on all aspects of energy policy and development. She will also work closely with the Nevada Department of Energy to address the needs of our growing state and promote greater energy independence.

“Alternative energy development and energy independence has been a priority of mine since entering public service and I intend to continue fostering pro-growth polices as Governor,” said Governor Gibbons. “I am confident that Hatice Gecol’s extensive experience will provide an invaluable resource to our state’s ongoing efforts to increase our alternative energy capabilities.”

"I am honored by the appointment and looking forward to serving the people of this great State. Nevada is at a crossroads when it comes to energy. We have an opportunity to develop and implement clean energy technologies such as Coal to Clean Fuel, Geothermal, Wind, Solar, and Biofuels. Prior to her appointment, Gecol served as Associate Professor in the Chemical and Metallurgical Engineering Department at the University of Nevada, Reno. She also served as Assistant Professor to that department from August 2000-July 2006.

A recipient of 10 research grants, Gecol has extensive knowledge in alternative energy development. In Nevada, a predominant number of the grants she received focused on developing and implementing a novel biodiesel production technology and biodiesel feedstocks, studies for NOx emission reduction and the conversion of the campus fleet at the University of Nevada, Reno from Petroleum Diesel to B20 Biodiesel.

Additionally, Gecol was the primary or co-author of over 24 publications in scholarly journals, conference proceedings, and a book as well as 39 invited and conference presentations.

Gecol’s extensive educational background includes a Bachelor of Science degree in Chemical Engineering from the Istanbul Technical University in Istanbul, Turkey; Master of Science degree in Chemical Engineering from the University of Colorado, Boulder, CO and a Ph. D. in Chemical Engineering from the University of Oklahoma, Norman , OK.

Remarks by Governor Jim Gibbons to the 74th Session of the Nevada Legislature

Speaker Buckley, Majority Leader Raggio, Lieutenant Governor Krolicki, members of the Senate and Assembly, honorable Justices of the Supreme Court, constitutional officers, distinguished guests, and my fellow citizens: It is indeed a pleasure to be here. As the 29th Governor of Nevada, I am humbled and privileged to appear before you tonight and excited to share my vision with you for the future of our great state of Nevada.

Before I do, I would like to thank my wife, Dawn, for her love, insight, guidance and support. As a former member of this Assembly, she’s no stranger to this process, and as First Lady she has already shown her effectiveness, particularly in raising public awareness of the dangers of methamphetamine use. I also want to extend my heartfelt gratitude to my entire family for their many sacrifices and total dedication throughout my 18 years of public life. Thank you.

On this historic occasion, I would like to recognize a remarkable Nevadan who has persevered every day since arriving in Las Vegas in 1980. Please join me in saluting Barbara Buckley as the first female speaker in Nevada history. She and I have proven we can effectively work together, as we did in suspending the nurses’ strike in Las Vegas last month, and I am confident we can build upon our past success by mutually rejecting the counterproductive tug and pull of partisan politics. Please rise as I become the first Nevada Governor to say these words: Madame Speaker, I congratulate you and look forward to working with you to create long-term, meaningful results for all Nevadans.

I was first elected to the Nevada Assembly in 1989 and I am especially delighted to work again in this chamber. Tonight I would like to recognize my colleagues from that 1989 Assembly, who continue to devote countless hours working for the citizens of Nevada. Mr. Marvel, Mr. Carpenter, Mr. Arberry and Senator McGinness, it’s a pleasure to work with you again.

I want to also welcome incoming freshmen legislators Senator Joyce Woodhouse and Assembly members Bob Beers, David Bobzien, Ty Cobb, Ed Goedhart, Ruben Kihuen, James Ohrenschall, Tick Segerblom, James Settlemeyer, Lynn Stewart and Rosemary Womack. Welcome, and I look forward to working with you.

Lastly, I want to thank all of those people who agreed to serve on my transition team, especially former Governors List and Bryan and Lieutenant Governor Hunt. I value your input and support. And, as my friends in the press have pointed out, for the handful of you who are not on my transition team, I value your input, too.

As many of you know, I grew up in the railroad town of Sparks, Nevada, where I was raised by hard-working parents, Matilda and Leonard. My parents instilled in me the core values that have contributed greatly to my ability to fly a jet, become a lawyer, serve in Congress and now be a governor. They taught me at an early age about the power of partnership and the can-do pioneer attitude that makes us Nevadans different.

Nevada has changed so much since my childhood years in Sparks. I remember as a kid we would joke that there is one person for each of our 110,000 square miles in Nevada. Today, that ratio would be 22 times greater. When I graduated from Sparks High School in 1962, Washoe County had a population of 85,000, Clark County had 127,000, and Ormsby County had about 8,000.

By the year 2010, Clark County will have nearly two million residents and 170,000 hotel rooms--nearly as many rooms as in the combined cities of New York and Chicago. In that same period, Washoe County will grow to 500,000 residents and Carson City will have nearly 65,000.

It’s hard to believe that in less than 50 years our state has grown tenfold and Clark County 15-fold. These statistics force us to think differently, to adjust our mindset and become more innovative, especially when it applies to government. We simply cannot run the government the same way we’ve been doing it.

As I said in my inaugural speech, we now have a unique opportunity and challenge – to take the 143 years of growth and progress that has created the Nevada of today, and set a course for the future. A future that brings together the diverse communities and citizens of this great state into a common cause – One Nevada.

As a fighter pilot in Viet Nam and the Gulf War and former Vice Commander of the Nevada Air National Guard, I want to salute the men and women serving in our military around the globe. Nevada has one of the highest percentages of National Guard members serving in foreign lands, and a large number of them are engaged in the fight on terror in Iraq. On behalf of a profoundly grateful State, we appreciate everything they do to continue to defend our liberty.

At this time I would ask for a moment of silence for the 48 fallen Nevadans who, since 2001, have given their lives to protect ours.

On March 23, 2003, Nevada lost Marine Lance Corporal Donald J. Cline in Iraq, but his memory continues to live on through his family who joins us this evening. We must always remember those who have fallen for our freedom and we express our gratitude by recognizing Lance Corporal Cline’s two sons, Dillon and Dakota, and his loving wife, Tina. Thank you for being here. I also want to thank the Nevada Patriot Fund for raising private funds to support families like the Clines who have lost loved ones in war.

Because I have such confidence in the Guard and the lessons associated with military service, I am including in this budget $1.7 million to the Nevada National Guard Youth Challenge Program, where troubled youth can be educated and given the ability to start over.

My fellow Nevadans, our economy is robust, our workforce is teeming, our job growth is healthy and the unemployment rate is low; and for the first time as Governor, I am proud to announce that the state of our state is strong.

Over the past biennium, Nevada has once again exceeded the nation in economic growth. While Arizona has moved ahead of Nevada as the fastest growing state in the U.S., we’ve added more than 100,000 residents annually since 2004. Both personal income and employment have continued to grow at rates far above the national average.

While our state economy has greatly diversified over the past decade, gaming remains a driving force behind our revenue base. Several large new gaming projects are underway in Clark County and promise to further strengthen Nevada’s economic status. In this 75th year of legalized gaming in Nevada, optimism in the tourism markets remains high. It is estimated more than 41 million people will visit Las Vegas in 2009 – up from 35 million at the beginning of the decade.

The total number of jobs in Nevada grew by 58,000 between November 2005 and 2006 and job gains in Nevada continue to outpace the nation as a whole.

In order to sustain this economic strength, I firmly believe we need to form a new kind of government; one that is leaner, more responsive, a combine for new ideas, and most of all, a government that gives Nevadans the tools they need to make the most of their lives. This is my vision for Nevada.

I have submitted to you a seven-billion-dollar budget that does not include new or increased taxes, but squarely focuses attention on innovation and new thinking. During the campaign, I met with thousands and thousands of Nevadans, who think as I do, that we must streamline our government and make it more responsive –all while living within our means. I respectfully submit to you a budget that meets those objectives.

Additionally, this budget is $158 million below the spending cap that was first enacted in 1979, but has not affected the budget process until now. For the first time in our state’s history, a spending cap will govern how we build budgets and how we spend money. This is the new budget reality in Nevada, and I believe we should embrace it.

My budget also includes one-time appropriations to support vital areas of statewide community interest, including Opportunity Village in Las Vegas for $12 million; $10 million for the Nevada Cancer Institute; $10 million for the Lou Ruvo Brain Institute in Las Vegas; $6.5 million for courthouse improvements in White Pine County, $3.5 million for the Institute for Neuro-Immune Disease at the School of Medicine and $2 million for the Nevada Discovery Museum in Reno. These are critical Nevada assets, and I urge your approval.

Exercising fiscal discipline demands more than a promise of no new taxes; it requires having the willpower to save in good times for those downturns and unexpected hardships that will inevitably come.

We all recall the financial impacts our state absorbed after 9/11. To protect ourselves from man-made or natural catastrophes in the future, we must set aside money to shield our citizens from harm. My budget includes an additional $36 million to the rainy day fund for a total of $303 million. Some will argue it is not enough or too much, but nary a person can say this is not prudent planning.

The 9/11 Commission made many recommendations to promote the security of the nation. One of its findings concluded that the nation and the states are vulnerable because public safety responders cannot communicate as one entity in a time of crisis. We need to address our lack of radio capability among all first responders. I will work with the Legislature to find the necessary funds to construct the Nevada Four Core Public Safety Radio Network. The security of Nevadans, our tourists, and our economy demand this action.

During the campaign I promised Nevadans I would save them money. I will stand by my word. Tonight, I am proud to announce that I will be seeking a 4.6 percent decrease in the modified business tax, from .65 to .62 percent, resulting in $28 million in tax relief for 55,748 Nevada businesses. In addition, I am proposing to eliminate the $1,750 per branch excise tax for banks.

Key among the Nevada workforce are dedicated public employees, including state employees, university employees and teachers. We must continue to invest in this important group of workers, and I am proposing a six percent increase in pay for these hardworking individuals. I propose a two percent increase in the first year and a four percent increase in the second year, which will free up an additional $31 million in funds, which I will reallocate to cover future pension and health care costs for retired public employees.

If we don’t address the multi-billion-dollar health care liability today, we will be sticking our heads in the sand and pretending this serious issue doesn’t exist. As Nevada government leaders, we cannot afford to pretend. ...

NEVADA MEDIATOR NAMED TO OVERSEE NURSING TALKS

Carson City--The elected officials who encouraged southern Nevada nurses and hospital administrators to go back to the bargaining table a month ago have announced their selection of Phil Satre to serve as mediator in the next round of contract talks. Governor Jim Gibbons, Assembly Speaker Barbara Buckley, Clark County Commissioner Rory Reid and Las Vegas Mayor Oscar B. Goodman made the announcement jointly today.

Satre is well known as the former Chairman of the Board and CEO of Harrah’s Entertainment, Inc. and as a community leader. Among his extensive community involvement are his service on the board of the Nevada Cancer Institute, the Business Roundtable and the UNLV Foundation. He was been awarded numerous honors within the gaming industry, as well as being named "Distinguished Nevadan" by the University of Nevada Board of Regents and "Humanitarian of the Year" by the National Conference of Christians and Jews for the Northern Nevada Region.

“A settlement between the union and the hospital administration is important to all southern Nevadans,” said Governor Gibbons. “We have the utmost confidence in Phil Satre to bring his experience from management and labor relations and his genuine concern about Nevadans to the table.”

“We gave both parties 30 days to work this out with the federal mediator,” said Assembly Speaker Buckley, “but we also made sure we could keep the talks on track beyond that time. Phil Satre has our complete confidence and authority to oversee a settlement.”

Of Satre, Clark County Commissioner Rory Reid stated: "He's very capable and has experience with complex negotiations. I'm hopeful that the parties will allow him to lead them to a resolution for the benefit of the entire community."

Mayor Goodman added, "Phil is very bright and has an intimate familiarity with our community. He's a gentleman who should have a big impact on resolving this issue."

Universal Health Services, known in Las Vegas as Valley Health System, the management group representing Desert Springs and Valley View Hospitals and the Service Employees International Union began contract negotiations last April, but reached an impasse late in the year with the announcement of a strike and a lockout. On December 5, 2006, Gibbons, Buckley, Reid and Goodman met to encourage both sides to adopt a “cooling off” period. They forged a two-stage agreement in which both the nurses and UHS agreed to resume talks with a federal negotiator for up to 30 days. If 30 days transpired without an agreement, both parties agreed to continue their negotiations under the supervision of an independent negotiator to be named by the elected officials.

The first 30-day negotiating period ended Saturday, January 6th. This final period, under Satre’s supervision, continues through February 3, 2007. The elected officials have all expressed their desire to see a lasting settlement emerge before that deadline.

Governor Gibbons Appoints Director of Department of Cultural Affairs

Carson City, Nevada –Today, Governor Jim Gibbons announced the appointment of Michael Fischer to serve as Director of the Department of Cultural Affairs. Fischer replaces outgoing Director, Scott K. Sisco.*1

“Nevada’s rich history and heritage continues to garner worldwide recognition, largely because of the work of the Department of Cultural Affairs. Our libraries, museums and art serve as valuable resources that enrich the lives of Nevadans and all those who visit the Silver State,” said Governor Gibbons. “Mike Fischer is well known and respected for his knowledge of our state and its unique history. I am confident that his commitment to the preservation of our state’s western heritage will provide the Department of Cultural Affairs with exceptional leadership.”

Born and raised in Reno, Nevada, Fischer is a member of a number of local organizations, such as the Western Folk life Center, Elko Cowboy Poetry Gathering, where he served 10 years on the Board of Directors and four as Chairman; the Douglas County Historical Society, of which he is a life member and served two years as President; the University of Nevada Alumni Capitol Chapter, of which he served as President from 1984-1985; the University of Nevada Alumni Council Board of Directors; and the H.F. Dangberg Home Ranch State Park Steering Committee for master planning and building restoration.

“I’m honored by Governor Gibbons’ appointment and humbled by my duty to the people of Nevada. I look forward to working with the Department’s excellent staff and bringing my own experience to help this department serve people even better. I’ve been involved in the pursuit of history and art all my adult life and I relish the opportunity to make them come alive for all Nevadans,” said Michael Fischer.

Fischer graduated from Reno High School and The University of Nevada, Reno. He received his dental degree ( D.D.S., 1975) from the University of Southern California. On being appointed Director Fischer said, “It’s something that I’ve looked forward to doing my entire life and a job that will become a labor of love for me.” *2

GOVERNOR GIBBONS REAPPOINTS DIRECTOR OF EMPLOYMENT, TRAINING & REHABILITATION

Carson City, NV-- Governor Jim Gibbons today reappointed Terry Johnson as director of the Nevada Department of Employment, Training and Rehabilitation (DETR). Johnson has served as director for more than a year, overseeing a department of 750 employees and a budget of $150 million.

“Nevada’s economy is strong because qualified workers and businesses work with each other,” said Governor Gibbons. “Director Johnson will continue to boost our workforce and be sure it serves the needs of business.”

“It’s an honor and a privilege to continue to serve the people of Nevada and to serve Governor Gibbons,” replied Johnson. “I’m looking forward to helping the governor assure that Nevada workers can meet the challenges of tomorrow’s marketplace. We will see to it that industry continues to find what it needs—a skilled and willing workforce—in Nevada.”

Johnson worked in management in the private sector before beginning his work for the state in 1996 as Assistant Business Advocate in the Department of Business and Industry. Since then, he has served as state labor commissioner and as deputy director for DETR before being named director in 2005.
