Governor Guinn names Burdette energy advisor

Governor Kenny Guinn of Nevada announced today the appointment of Richard Burdette as his energy advisor and director of Nevada's Office of Energy.*2

"With Dick's background as an economist, engineer and his experience in the regulatory process, he will serve the citizens of Nevada well," Governor Guinn said. "I am looking forward to working with Dick on addressing the state's energy issues."

Burdette, 60, will earn $93,331.93. He replaces Carl Linvill, who was appointed by Governor Guinn to the Public Utilities Commission (PUC).

"It is a privilege to serve Governor Guinn," Burdette said. "I will work with the Governor to ensure that Nevada makes the right energy policy decisions."

Burdette comes to the Governor's office from the PUC staff, where he was the manager of resource and market analysis. He was responsible for review of electric utility resource planning, electric and natural gas purchasing practices, rate proposals and financial matters; telecommunications regulations; and the supervision of professional engineers and regulatory economists.

Prior to working for the PUC, Burdette was a consultant to several regulated industries and served as a Legislative Assistant in the U.S. Senate and as a public affairs officer and Acting Deputy Assistant Secretary in the U.S. Department of Transportation.

Burdette served in the U.S. Navy aboard the nuclear submarine Guardfish (SSN-612) and as an instructor and administrator at the Naval Nuclear Power School. He graduated from the U.S. Naval Academy, with merit, and completed graduate level training for his nuclear assignments. He also graduated from the University of Delaware with a Master of Arts degree in Quantitative Economics.

In 2001 the Nevada State Legislature created the Office of Energy (NSOE), including the naming of a Director. The legislation, when combined with earlier statutes, provided for general duties including: energy and energy conservation, preparation of petroleum allocation and rationing plans (including administration of federal allocation programs), authorization to create regulations regarding energy conservation in buildings, administration of federal energy grant programs, and general provisions related to conflicts of interest. During the past session, the Legislature authorized the NSOE to develop a program and distribute funds to install or improve net metering installations. The 2003 Legislature also created the Task Force for Renewable Energy and Energy Conservation.*3

A Heritage of Faith for Our Pepperdine University

"Pepperdine People" is great! The Fall 2003 issue of "Pepperdine People" is here. "This brings to my mind the urgency of our times. We note the vanishing of a heroic generation that rebuilt the world after World War II. But the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of character, the courage, the determination, the selflessness to adress the challenges that still lay before us. It is most appropriate to consider these thoughts within the context of our yearly theme, 'A Heritage of Faith,'" pointed out Dr. Andrew Benton, President of Pepperdine University, at the first page of the beautiful magazine with elegant standard of publication.*1 The magazine, "Pepperdine People," is published to inform donors and friends of the development and accomplishments of Pepperdine University and its people. A copy was sent to Dr. Tony Tung-tien Lei, President of Washington Business and Technology Institute by Pepperdine University in Malibu, California.

"Young men and women of vision, tenacity, and generosity are already taking their places in the work of continuing the legacy of those vanishing giants. But more heroes are needed in order to advance our mission into the future," continued the President*2

"The question is: How can we leave the world in a better condition than we found it ? There may be many answers to that, but only a few make much sense. Near the top of such answers is this: Build a teaching institution that is grounded in timeless truths, that makes it its business to offer solutions to the puzzles that young people ponder. Or, as our mission statement expresses it, 'Pepperdine is a Christian university committed to the hightest standards of academic excellence and Christian values, where students are strenghtened for lives of purpose, service, and leadership.' that is a mission worth investing a life in," concluded Dr. Benton.*3

At the beginging of this Message, Dr. Andrew Benton stated that, "We have completed an academic year that included notable successes." He is the seventh President of Pepperdine University. He is making the most impressive music of his life. He is a different kind of leader who harmonizes and improvises and leads a variety of wonderful "instruments" in an intricate and soaring symphony...whihc is Pepperdine University.*4 In the meantime, Dr. Tony Lei received a nice Christmas card from Dr. Andy Benton and his wife Debby stating that, "May the warmth of this special season fill your heart with joy and hope. We wish you and all those whom you love the very best in this holiday season and the coming year." *5

Resume the booming tourism for our Silver State through educational, economic, and cultural cooperation and development with foreign countries

"The Executive Meeting of Clark County District Attorney and Police Civil Commission (CCDPACC) of Washington Business and Technology Institute (WBTI) was held at the Zax Restaurant of Golden Nugget Casino and Hotel in Las Vegas on July 9, 2003. As Secretary General of this Commission, I'm challenged to have good work performance on its creed to better the quality of life of all our residents and visitors of Nevada," said Cheryl Moss, Distrct Judge of Family Court of Nevada.

We are endeavoring to resume the booming tourism for our Silver State through educational, economic, and cultural cooperation and development with foreign countries after the 911 and SARS. Under the supports from the administrative, juridical, and legislative authorities of this State, Deans of Graduate School of Business and Public Administration Dr. E. Lee Bernick and Dr. G. Keong Leong, Director of Public Administration Institution Dr. William N. Thompson, and Director of Culture Institution Dr. Sue Fawn Chung together with all the faculty members of WBTI will have a good potentiality to advance the contribution to our people of this Silver State.*1

In meeting with the large and growing population of public employees, Washington Business and Technology Institute (WBTI) will open its training and graduate programs for the increasing graduate study and research needs of employees, executives, administrators, and owners of the private and public companies, Institutions, and organizations. The Summer 2003 Symposium of WBTI was held by WBTI at Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of this mini symposium was: The Entrepreneurship of MPA/SME Certificates Program for the people of English and Chinese Speaking.

"To encourage the cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasize the value of educational excellence and academic entrepreneuship. We're forecating the smooth and efficient growth of this School together with the growth of the tourism industry and the economy of Nevada after 911 and SARS," Dr. E. Lee Bernick, Dean of GSBPA and Professor and Chair of the Public Administration Department of UNLV said at the Summer 2003 Symposium and Dinner Party held by WBTI at the Zax Restaurant of Golden Nugget Casino on May 19, 2003 in Las Vegas.

A large and growing populationn of business employees has been a trend of the expending business and institutional organizations since the participations of WTO by several Asian countries and the coming Olympic Games to hold in China. The Management Department of UNLV and the Graduate School of Business and Public Administration (GSBPA) of WBTI thus offer a Degree Program in Management as Master of Business Administration for Presidents and Key Exectives (MBA/PKE) to meet the increasing educational requirements of the small and medium business owners and the special educational needs for key executives and managers of companies. It orients to offer an awareness and understanding of the complex managerial and organizational contexts within which business owner, organizational executives, and institutional managers make and implement policies and decisions. It seeks also to provide general technical competence in using the tools of management through modern management information system, creative multimedia methodology, and innovative educational technology. This program has been designed through the American spirit of its MBA system and philosophy efficiently for the needs of both English and Chinese speaking people of China, Malaysia, Singapore, and Taiwan. Following the entrepreneourship help America become the world most leading and prosperous figure, the emphasis of this program is expecting to inspire and bring the boom of economic development of the countries all together arround the world!

"As a graduate school in business, I'll put more emphasis both on values of theoreticality and practicality for it," said Dean Keong Leong, Division of Business Administration of GSBPA in the Symposium.

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the lastest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling and hate crime, and immigration, among others. I'd like also to show my appreciation of all your accomplishments and contributions to the American way of life and your outstanding participation in the political, business, and educational processes. It's my pleasure to accept the honor as Professor of Administrative Strategies of the Graduate School of Business and Public Administration of Washington Business and Technology Institute," said Harry Reid, U. WBTI and the Chinese American Academic Association of Nevada (CAAAN) held a special reunion dinner party for its most extinguish website visitors at Zax Restaurant of Golden Nugget Casino and Hotel on May 29, 2003. The theme of the Event and Party was: The Advancement, Entrepreneurship, and Contribution of the communitylink of Las Vegas Review-Journal.com for Nevada. The newest number among its visitors has been owned by District Judge Valorie Vega at #44,821 on February 18, 2004. The Event and Dinner Party were sponsored and host by Dr. Tony Lei, President of WBTI and Chairman of CAAAN, and his wife.

"Visitors of the WBTI website (http://communitylink.koz.com/lvrj/ wbti) are rapidly climbing in numbers since the establishment of the Graduate School of Business and Public Administration (GSBPA) of WBTI on March 12, 2003. To date, visitors to the WBTI website have already exceeded 24,338. I'm pleased to own the visitors number of 23,337. I share the same idea as mentioned by Dr. E. Lee Bernick that 'To encourage the cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasizes the value of humane and administrative orientation. The creed of this School is both on the spirit of educational excellence and academic entrepreneurship, '" Theresa Malone, Elected Member of the Board of Education of Nevada said at the Dinner Party held by WBTI at the Carson Coffee Shop of Golden Nugget Casino and Hotel in Las Vegas on June 4, 2003.

"As Director of Public Administration Institution (PAI) of WBTI, it's my privilege to share a leadership role with Dr. Tony Lei and to have the wonderful cooperation of all the faculty since PAI's establishment. Innovative in integrating his experience in institutional management and spiritual value in education, Dr. Tony Lei's wisdom and efforts towards community service and academic endeador have been very valuable. We expect the forthcoming work performance of Pan Pacific and Asian American Forum founded by this Institute to help improve the quality of life of the people and contribue to he prosperity of this State," said Dr. William Thompson. Bill is former Chairman and now Professor of the Department of Public Administration of UNLV. His son married a beautiful Chinese girl in Mongloria years ago. He plans to write a book for WBTI to publish both in English and Chinese.

The Event and Party was held at the Charleston Height Arts Center on September 16, 200, co-sponsored by WBTI, Arcata Associates, Kids for a Better Society, among others.

Commissioner Rory Reid has been recommended by WBTI as a Special Guest of Nevada Expo Mission to China. "I'm honored to be invited in this Mission. I believe that it'll allow us to diversify our economy with tourism and investment and increase understanding between our countries," Rory talked to Dr. Tony Lei at the time when the Commissioner was informed by him at his Law Office in Las Vegas on April 23, 2003.*5

Your giving touches lives in America and throughout the world!

Dear Partner in Vision,

I just wanted to write you a short note to thank you for your pledges to the 2020 Vision. Your giving enables us to touch America and the world.*2 As you know, we are believing for $330,000 to come in to fulfill our Missions commitments this year. So far, you have pledged over $300,000. Although we have not reached our goal, we are believing the Lord for the full amount and more!

This last week, we went to a city in Northern California and spread the fire of revival. The first night alone, over 200 people gave their lives to Jesus! WOW! The Lord swept through the church, and many were touched, and healed. One young girl was delivered of an eating this order. She said "I have never felt this kind of peace." Thank you. Your giving is making an impact.

If you have not had a chance to give, I want to encourage you to do so this Sunday.

Denise and I love you and we pray for God's richest blessings on your life.

Summer 2003 Symposium of WBTI was remarkable

The Summer 2003 Symposium of WBTI was held at the Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of the mini symposium was: The Entrepreneurship of MPA/SME Certificates Program for the people of English and Chinese Speaking. *1

Dr. E. Lee Bernick, Congresswoman Shelley Berkly, State Senator Dina Titus, Distrct Judge Valorie Vega, Clark County Commissioner Rory Reid, Las Vegas Judge Bert Brown, and Clark County Chief Deputy District Attorney Abbi Silver were invited as the Panelists of Honor of the Event and Dinner party. As Dean of the Graduate School of Business and Public Administration (GSBPA), WBTI, Dr. Bernick is also Chairman and Professor of the Department of Public Administration, UNLV.

The following individuals were invited as Special Guests of the Party : Dr. An-pny Sun, Associate Professor of Social Work of UNLV; Jimmy Hsu, Director of the Las Vegas Office of "Chinese Daily News;" Jean Gatchalian, General Manager of "Nevada Examiner;" Liane Lee, Regional Representative of U. S. Senator Harry Reid; Kathie Ambrosio, Regional Representative of U. S. Senator John Ensign, and Representative of the Communitylink of Las Vegas Review-Journal. com.

The Symposium functioned also as a celebration Dinner Party for the appointment of Dr. Bernick as Dean and the six famous professionals as Faculty Members of GSBPA. Chaired by Dr. Tony Lei, President of WBTI, the Symposium accompanied elegantly with a Champagne Dinner was sponsored and host by him and his wife at the Zax (Italian and Japanese) Restaurant of Golden Nugget Casino and Hotel.*2

The MPA/SME Certificates Program are designed on the basis of theoreticality and practicality for public administration. This has marked again the milestone of practical and educational cooperation between UNLV and WBTI. "Learning through teaching is a good philosophy of a happy and successful life style. It's my spacious opportunity and honor to be an Adjunct Assistant Professor of GSBPA. In utilizing both of my knowledge and experience, I'm challenged and happy to share the learning and teaching process on Criminal Law together with our graduate students from China, Malaysia, Singapore, and Taiwan in the classrooms offered by UNLV," said Judge Bert Brown who has been voted as the best municipal judge.*3

"As a District Judge of Nevada, it's my honor to announce the installation of the adjunct faculty members of the Graduate School of Business and Public Administration of Washington Business and Technology Institute as in the following: Dean of the Public Administration Division: Dr. E. Lee Bernick; Dean of the Business Administration Division: Dr. Keong Leong; Professors of Administratiive Strategies: Dr. Shelley Berkley, and Dr. Dina Titus; Associate Professor of Crimial Law: Dr. Valorie Vega; Associate Professor Social Work: Dr. An-pyng Sun; Assistant Professor of Business Law: Dr. Roy Reid; Assistant Professors of Criminal Law: Dr. Toy Gregory, Dr. Bert Brown, and Dr. Abbi Silver; Assistant Professor of Management Accounting: Oscar Jornaction, M.B.A., C.P.A.; and Honorary Director of Chinese Publicity: Jimmy Hsu," *3 Distrct Judge Valorie Vega announced during the Symposium by WBTI on May 19, 2003 in Las Vegas.

"The mission of this School will emphasize the humaniarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of this School for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA.

"To encourage the cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasizes the value of humane and administrative orientation. The creed of this School is both on the spirit of educational excellence and academic entrepreneurship. We're forecasting the smoth and efficient growth of this School together with the growth of the tourism industry and the economy of Nevada after 911 and SARS," Dr. E. Lee Bernick, Dean of GSBPA and Professor and Chair of the Public Administration Department of UNLV *4 said at the Summer 2003 Symposium and Dinner Party held by WBTI at the Zax Restaurant of Golden Nugget Casino on May 19, 2003 in Las Vegas.

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the latest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling, and hate crime, and immigration, among others. I'd like also to show my appreciation of all your accomplishments and contributions to the American way of life and your oustanding participation in the political, business , and educational processes.*5 It's my pleasure to accept the honor as Professor of Administrative Strategies of the Graduate School of Business and Public Administration of Washington Business and Technology Institute," said Harry Reid, U. S. Senator and Assistant Democratic Leader of the Senate at Asian American Leaders Tea with United States Senator Harry Reid on May 31, 2003 at Korean Garden B. B. Q. House in Las Vegas.
