S. A. By Kenny Guinn*1 Earlier this week, Nevada transitioned to the next generation of emergency information as radio and television stations began using a new series of activation codes for the Emergency Alert System (EAS). The new codes, effective on June 30, include the Child Abduction Emergency code for AMBER Alerts as well as codes for telephone system outages, releases of radiological material, and dust storm warnings. The Nevada Broadcasters Association is to be commended for its help to make this system a reality. The operators of Nevada's radio and television stations have upgraded their EAS equipment, at a cost of up to $150 per unit, to carry these new codes, which are designed to meet specific emergencies. The new system will make it easier for television stations to provide this visual display of information of critical importance to the public. Nevada's original system was put in place in January 1997. It is a voluntary program that is fully funded by the state¡¦s radio and television stations. Law enforcement and public safety officials have been encouraged to use EAS to quickly provide lifesaving information to the public at no expense to taxpayers. It has provided radio and television audiences with information about weather emergencies such as floods and flash floods, outages of local 911 phone systems, and AMBER Alerts. Assembly Bill 322 created the Committee for the Statewide Alert System, which is a voluntary partnership among state and local law enforcement agencies and broadcasters to assist in the search and safe return of abducted children. The Nevada Broadcasters Association, through the leadership of president and CEO Robert Fisher, has played an important role in helping to ensure the speedy dissemination of emergency information to the public. Since the system was first implemented, ten statewide AMBER Alerts have aided law enforcement agencies in their search for abducted or missing children. The AMBER Alerts have also helped raise citizens¡¦ awareness of the effectiveness of this special type of communications tool. Examples include the recoveries of Kyle and Jenna Corcoran in Searchlight in August 2003; Sandra and Sarah Dilley in Lovelock in January 2004; Crystal Cuanas in Fallon in March 2004; and Donovan Bingham in Las Vegas in April 2004. In July, Nevada will become the third state, following the examples Arizona and Washington, to join the AMBER Alert Web Portal Consortium in an effort to further strengthen regional communication and cooperation. The citizens of Nevada will benefit greatly from having access to immediate, life-saving information. GSBPA would like our friends to share some idea of the following article: Thursday, June 24, 2004 Copyright @ Las Vegas Review-Journal JANE ANN MORRISON: In today's politics, grass-roots effort requires more seed money*5 The definition of "grass-roots support" is changing. Years ago, it meant that a candidate's neighbors, friends and supporters got out and spread the word. Or volunteers from each party called and walked. Then the unions made it more sophisticated, going door to door to their members, urging them to vote for union-friendly candidates. Today you can buy grass-roots support, which is what Las Vegas City Councilman-elect Steve Wolfson did. With his $100,000 war chest, he hired Billy Rogers' Southwest Group to walk door to door, find out the specific issues voters cared about and follow up with letters on those issues. It was part of a coordinated effort with Gary Gray, who handled the political and advertising strategies, including the nine Wolfson mailers. One sign that it worked: After the only candidates' forum for the Ward 2 race, a man explained to me how he had been wavering between Gabriel Lither and Wolfson. Wolfson won his support by coming to his door personally and talking issues with his wife, then soon afterward receiving a letter from the criminal defense attorney about those issues. In addition, Wolfson would follow up with a personal phone call several days later. He spent six to seven hours on the phone toward the end, calling voters. "I asked voters what's important to them and made them feel like I care," he said on the night of the election, before realizing that didn't sound quite right. Then he added, "Because I do care." "It was very personal; it was grass roots for the 21st century," Wolfson consultant Gray said.*6 But it didn't come cheap. The first campaign finance reports showed that Wolfson paid Southwest Group $38,000, and another $43,000 went to Gray & Associates. Those numbers probably will increase in the next report after final bills are paid. But Lither, who was in second place trailing Wolfson by only 245 votes, has his own grass-roots support. The deputy attorney general, who had fought to limit the size of the Red Rock Station resort and most often is described as a neighborhood activist, had backing from walkers from the Culinary union Local 226, foes of the anti-union Station Casinos. These walkers weren't hired by Lither; they were part of the union effort. "This was not David and Goliath," Rogers said after Wolfson was the declared winner and Lither was in second place. "These were evenly matched operations doing everything they could to ID their voters and get them to the polls." Sarah Jaffa, one of the 15 Wolfson walkers from Southwest Group, said she was nervous on Election Day when she overheard a Culinary walker say someone hadn't voted, "but she gets off at 3." The Culinary effort to get out the vote was frightening, Jaffa said, because organizers knew details about potential union voters, such as what hours they worked, which made it easier to find potential voters and urge them to vote. Jaffa called Rogers and said the main competition wasn't from commercial real estate agent Ric Truesdell, who had raised the most money next to Wolfson. It was from Lither, who had reported raising less than $4,000. For Wolfson, it was a long, nerve-wracking evening. "At first, I was encouraged. I had a 10-point lead." But that lead started dipping. He finally won with a 4 percentage-point victory when final results rolled in at 9 p.m. The 6 percentage-point drop as voting progressed showed that the Culinary effort helped, even if it didn't succeed. (This marks the second City Council race in which the union's efforts failed to bring victory. In 2003, the union worked on behalf of Las Vegas Councilman Michael McDonald, who lost to Janet Moncrief. What does this bode for Democratic Assemblyman David Goldwater's union-backed challenge of Clark County Commissioner Lynette Boggs McDonald?) "When I first started this, there were tons of stay-at-home moms, and you could get them to make calls all day," Gray said. "They don't exist anymore because the moms have full-time jobs, just like their husbands." Now you hire your "grass-roots support." C.:*2 * Eighty-seven percent of Nevada land is managed by the federal government. * Area 51, a top secret area of Nellis Air Force Range and Nuclear Test Site, is rumored to have housed the development of the first Stealth bomber and alien and UFO research facilities. * Nevada is the seventh largest state in size. * The nation's largest silver deposit, the Comstock Lode, was found in Nevada in 1859. * Nevada is the driest state in the nation with an average annual rainfall of seven inches. * Nevada has the only complete skeleton of an Ichthyosaur, an extinct marine reptile measuring 55 feet. * Nevada is the largest gold-producing state in the U.S. and third in the world behind South Africa and Australia. * Gambling was reinstated in the State in 1931. * Hoover Dam is the largest public works project ever undertaken in the U.S. and has a greater structural volume than the largest Egyptian pyramid. * Virginia City, founded when the Comstock Lode was discovered, was home to 20,000 people at its peak in 1870. Now only about 800 people live in this modern ghost town. * Nevada is the gambling and entertainment capital of the U.S. * Las Vegas has more hotel rooms than any other place on earth. * Nevada means "snowcapped" in Spanish. * On average, 150 couples are married each day in Las Vegas. * In 1899, Charles Fey invented a slot machine called the Liberty Bell, which became the model for all slots. * Nevada has 205,726 slot machines, one for every 10 residents. * In Death Valley, the kangaroo rat can live its entire life without drinking a drop of liquid. * Nevada has more mountain ranges than any other state. * Nevada's Humboldt River has no outlet to the ocean; the river sinks into the ground, feeding a massive underground aquifer.*3 Governor Kenny Guinn of Nevada expressed that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*4 U.S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*5 On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Year Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello.*6 Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader. "Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. He has achieved many years accomplishments to improve the quality of life of all Nevadans and help people realize the American Dream, " said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), who was invited with his wife as guests to the Event by Congresswomen Shelley Berkley, County Commissioner Yvonne Atkinson Gates, and former Las Vegas City Mayor Jan Laverty Jones. Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Harry is now not just our senior Senator of Nevada in the Senate, he's one of the influential and important U. S. Senator for all our country in Washington, D. C.!" the Honorable U.S. Senator Richard Bryan pointed out during his short speech to the great awarding Event of the Club.
