One of our positive thinking: With love we'll be like in the heaven

It is about two years since the feature article entitled "Judge Kolkoski honors Dr. and Mrs . Tony Lei with reunion dinner," written by Tiffany Chang, was published by "Nevada Examiner."*1 "We always think of our relatives and closed friends when it comes with the festival," is a famous idom in Chinese. A sample of this spirit may be revealled in the letters from Harry Reid, Archie Chang, Peter Wang, Bob Ni, among others to Dr. and Mrs. Tony Lei.

To a friend's house the road is never long. Let's share together with some of the golden words about firendship from the Bible: (1)Be devoted to one another in brotherly love. Honor one another above yourselved. --- Romans 12: 10 (2)A friend loves at all times, and a brother is born for adversity. --- Proverbs 17: 17 (3) He who loves a pure heart and whose speech is gracious will have the king for his friend. --- Proverbs 22: 11*2

As a sincere believer of God, we found that we can even live as in the heaven in this World at the present.*3 Whether people is living in the Heaven or in the Hell is up to his or her selection. With sincere love, you are likely to live in the Heaven. With cruel hate, you are likely live in the Hell. To fight and destroy each others for property and fame is where the place called Hell. To cooperate with each others to promote our quality of life will be the place where we people may make it as a Heaven.

Therfore, the Heaven is where the place full of love while the Hell is where the place full of hate. It is all depending on your heart to see whether you are in the Heaven or in the Hell. By using this standard, you may measure the quality or depth of yours in the Heaven or your in the Hell.

Accordng to the oriental (not Asian) ways of life, people would suspect the one who always find out and praise the good characters and accomplishment of others. In the
many thousand years of the past, it was one of the factor that hurt the encouragement for innovation and science development for the Asian people and countries.

After a full applause by the audience at his speech, a professor automatically spoke his mind: "The people who enthusiastically give a hand to others, will certainly one day get a lot of more applauses!"

Everytime when he was encouraged and praised by an individual, Dr. Tony Lei used to remind: "The one who knows how to praise other people, is the one herself or himself having certainly lots of more goodness which are worth for us to praise for!"*4

With honor as the Assistant Democratic Leader of U. S. Senate, Senator Harry Reid wrote Dr. and Mrs. Tony Lei on January 11, 2001 from his office in Washington, D. C. : "The holiday season is a time for remembering the good things that have happened during the year, for reflecting on the many blessings of our lives, and for renewing the bonds of love and friendship that make our lives special."*5

The famous political leader from Nevada continued his literary and intimate writing that, "This year has been eventful for the Reid family. Our first child, Lana, and our three grandchildren live in the Washington area. Roary and three more of our grandchildren live in Las Vegas. Leif is in Reno with two more grandchildren and have just told us another is on the way.

Josh just passed the bar, is living in Reno and also has announced our new daughter-in-law is expecting. Finally, our youngest, Key, lives in the Washington DC area with our newest grandchild. So, as you can see, we have the pleasure of grandchildren in each of our frequent stops, Las Vegas, Reno and Washington."*6

The Bible says: "Behold the fowls of the air: for they sow not, neither do they reap, nor gather into barns, yet your heavenly Father feedeth them. Are ye not much better than they?" (Matthew 6:26) Take what the Senator says to Dr. Lei in his letter that, "On behalf of Landra and our family, I want to thank you thinking of us during this holiday season. Each holiday greeting reminds us that we are truly fortunate to have so many friends and loved ones with whom to share this special time." And if a humble individual like Dr. Lei may be treated so friendly by our Senator Reid, obviously everyone of us in Nevada would be taken care by his extended kindness. And this be our mode: "In God is our trust!"

His love to his family and his friends revealled his dignified and humane spirit through his words in the letter. For a great and powerful person like him to have such a beautiful and kind heart is really the glory of God. "Love must be sincere. Hate what is evil, cling to what is good. Be devoted to one another in brotherly love. Honor one another above yourselves," says the Bible. (Romans 12:9-10) At the end of the letter, the famous U.S. Senator says that, "The Reid family has been richly blessed and we look forward to the years ahead. I hope that the season brings happiness and good fortune to you and your loved ones. With warmest regards."*7

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*8 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*9

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do." *10

To advance our projects more effectively for the people and communities who are interested to participate them, we need to emphasize the spirit of positive attitude and positive thinking.

"I agree with Judge Valorie Vega's idea to be honored as a Fellow of the Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI). She wrote: 'It will undoubtedly provide me with avenuess for exploring improvements in public services to which I am most dedicated.' I'm glad also to share the similar position as its faculty member--- Obligatory Legal Counselor of Pan Pacific and Asian American Forum (PPAAF).

"It's significant. Dr. Tony Lei told me that for comunity service --- that based on 'love in action is service above self' --- the abundanct reward from one's humune love, spiritual excellence, and professionalism of expert are far more greater than solely his or her title," said Jackie Glass, Esq. on April 18, 2002. Jackie is now a famous District Judge of Nevada.

People asked another professor whether his speech was wonderful or not. He felt that sometime it was wonderful but sometime not. It all depended on luck. "Only if I've wonderful audience, my speech would be definitely wonderful!" he said.

"It's my good experience, like Senator John Ensign's, to be introduced by Dr. Tony Lei to deliver a speech to our Nevadan seniors in the election year of 2000. I'm glad to have a friend like Tony who can merge the modern scientific methodology of management philosophy with the humane spirit and charitable love to the value and belief of religion. Intelectuals like Nancy Becker, I, Michelle Leavitt, Jessie Walsh, Lisa Brown, Cheryl Moss, Cedric Kerns, Besty Kolkoski, Ann Zimmerman, Natalie Tyrrell, among others in joing with this idea all won in the last election with highest votes within the juridical area. To add to the list including Dr. William Thompson, Dina Titus, and Mark Denton, they are all excellent faculty members of the Public Administraton Institution (PAI) of Washington Business and Technology Institute (WBTI)," said District Court Judge Valorie Vega on the event and dinner party held by Asian American Community on April 19, 2002 at the Harbor Palace Chinese Restaurant in Las Vegas.

On May 17, 2002, a dinner party was held by Asian American Community for a special tribute to Las Vegas Municipal Court Judge Michelle Leavitt and Justice of Peace Jennifer Togliatti. It was at the Harbor Palace Chinese Restaurant in China Town, Las Vegas. Kenote Speakers were Michelle and Jennifer. Guest of Honor was District Court (family) Judge Cythia Dianne Steel. Dr. Tony Lei, Chairman of Chinese American Academic Association of Nevada (CAAAN), and Dr. R. D. Prabhu, Chairperson of CAN-DO were Chairmen of the Event and Dinner Party.*3 Hosts were: David Amebury, Steve Kwon, Tonnie Sison, Mike and Rita Vaswani, among others.

"In this generation and society, we need economic growth, but we need also growth in rich ideals, in justice and compassion, in service above self, and in action of love and moral courage. There are two princeples athe the heart of the positive thinking road map: (1) the first principle is the truth in thinking. (2) The second principle is the 12 positive thinking traits," says Dr. Tony Lei.

"The following are 12 traits that charaterize a positive thinker: Optimism. Enthusiam, Belief, Intelligence, Courage, Integrity, Confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel. Each trait, when leveraged properly, produces powerful results to achieve our goals. These traits, when diligently and wisely applied together with the truh in thinking, allow us to ovecome obtacles and challenges in a positive manner in our lives for accomplishment."

"Develop a clear vision of our prefered future, then get forcused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful life. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of live," Dr. Tony Lei points out.

It is quite an impressive article which was published on the "Chinese Daily News" recently. The author pointed out that an unfavourable habbit of the Chinese people in America is probably the "unbearable to the good things for the other people to have in the Chinese community." A great deal of need for our Chinese people is to give more a big hand to the achievements of the people like Yin Sun Kuan (pronounced in Chinese) who won the 7th times of the World Championship of Skating in the United States. With positive thinking and love in action emphasized by Washington Business and Technology Institute (WBTI) for many years, we expect the best thing that we can do is to turn the above personal trait to the positive thinking of the Chinese "Yu wei tzer yi noi zie!" philosophy of life (If she or he can do it, I can do it also!) *11

Reid Announces $40 Million for Nevada First Responders*2

Police, firefighters and other first responders will be better prepared to protect Nevadans from terrorism, thanks to $40 million in grants announced this week by Senators Harry Reid and John Ensign. The funds will provide first responders with the equipment and training they need.

Reid Offers Proof of Gas Price Gouging

Continuing his fight to get relief for Nevadans who have been slammed by soaring gasoline prices, Senator Reid this week charged that big oil refiners are making windfall profits and called on the Federal Trade Commission to take action. The FTC can force oil companies to lower their prices through fines and other penalties if it finds that they have manipulated the supply of gasoline.

Reid Hails Funds for Clark County Shooting Range

Senator Reid announced this week that $15 million from the sale of federal land in southern Nevada will be allocated for a public shooting range in Clark County. The facility will be used by sportsmen, for recreation and for law enforcement training.

Week in Review

Discussions on Asbestos Bill Continue - Negotiations are continuing as Senate leaders seek a compromise solution on the issue of asbestos liability. A bill to replace the current litigation system with a trust fund for victims of asbestos-related illnesses is stalled after a motion for cloture failed to get the necessary votes Thursday.

Bill to Strengthen Victims' Rights Passes- A bill to guarantee that victims of crimes are informed about developments in criminal cases easily passed the Senate Thursday. The measure had originally been offered as a bipartisan constitutional amendment.

Reid Seeks Fair Coverage on Contraceptive Drugs- A bipartisan "Putting Prevention First" bill to reduce unintended pregnancies was introduced in the Senate this week. One provision of the bill is a measure that Senator Reid has sponsored since 1997, which would require health insurance policies that cover prescription drugs to include coverage of prescription contraceptives. By eliminating the high out-of-pocket costs that many women must pay for prescription contraceptives, unintended pregnancies could be reduced.

Reid Addressing BYU Law School Grads- Senator Reid is delivering the commencement address today at the J. Reuben Clark Law School at Brigham Young University. Reid will remind the graduates that practicing law is a privilege and urge them to use their knowledge to help their neighbors and fellow citizens.

The Senate will convene Monday, April 26 at 1:00 p.m., with a period of morning business until 2:00 p.m.
At 2:00 p.m., the Senate will resume consideration of the motion to proceed to S. 150, the Internet Tax Moratorium bill.
The Senate will vote on cloture on the motion to proceed at 5:30 p.m.
During the remainder of the week, the Senate may consider the Budget Resolution Conference Report. Under the budget act, debate on the conference report is limited to 10 hours.

GOV. GUINN ANNOUNCES PLAN FOR DISCOUNTS ON PRESCRIPTION MEDICINES

GOV. GUINN ANNOUNCES PLAN FOR DISCOUNTS ON PRESCRIPTION MEDICINES, SAVING NEVADANS UP TO $5 MILLION PER YEAR

CARSON CITY: Gov. Kenny Guinn announced today that the State of Nevada has entered into a plan with several other states to pool their collective purchasing power to gain deeper discounts on prescription medicines for their state programs. Once the plan is fully implemented, it will save Nevadans up to $5 million per year.*2

The multi-state purchasing pool plan, approved by U.S. Department of Health and Human Services Secretary Tommy Thompson, involves Nevada, Michigan, Vermont, Alaska and New Hampshire. It is the first time in the history of the Medicaid program that states have worked together in this manner.

"This is an historic agreement, one that will mean a great cost savings to our taxpayers," Gov. Guinn said. "All of the states involved worked extremely hard to make the purchasing plan a reality. I'd like to thank Secretary Thompson for his support for this initiative. Because of this plan, the citizens of Nevada will be able to purchase prescription medicines at a lower cost; this is so often a critical need for our low-income Nevadans who are on Medicaid."

While states are not required to offer prescription drugs through Medicaid, all states do. Continued escalation in the cost of providing prescription medicines has strained many state Medicaid budgets, however, and today's announcement gives states unprecedented leverage in negotiating with drug manufacturers for lower prices. The Centers for Medicare and Medicaid Services (CMS) will soon provide guidance to states on forming new purchasing pools and joining existing purchasing pools.

CMS has worked with all of the participating states to assure effective implementation of price negotiations, including appropriate consideration of clinical impact. In determining what drugs are on the preferred drug list, states use a committee of clinicians and pharmacists to review medical needs before considering the discounts offered by drug manufacturers. The review ensures that the preferred drug list will provide Medicaid beneficiaries access to all drugs needed. All five of the states in today's announcement have signed agreements with First Health Clinical Services, Inc., a pharmaceutical benefit manager, to negotiate lower prices on their behalf with manufacturers.

U. S. SECRETARY OF LABOR ELAINE CHAO kicked off a National Hispanic Worker initiative with a $1.9 million grant---Giving people hope in their future is our job

"Incentives brings us with encouragement. Encouragement brings us with good work performance. In the 5:19 on Ecclesiastes of the Bible, it stated that 'When God gives any man (or woman) wealth and possessions, and enable him (or her) to enjoy them, to accept his (or her) lot and be happy in his (or her) work---this is a gift of God,'*1" said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).

Ms. Elaine Chao, U. S. Secretary of Labor, kicked off a National Hispanic Worker initiative with a $1.9 million grant on March 16, 2004. The grant is geared to recruit and motivate workers for Southern Nevada's gaming and hospitality industry.

U. S. Secretary of Labor Elaine Chao and Nevada Governor Kenny Guinn said the new program and grants are as important to employers as they are to immigrant workers at the time when they spoke at Nevada Partners headquarters in North Las Vegas.

"New York - New York President Felix Rappaport, who serves on the board of the Culinary Training Academy that will oversee the grant, said the programs will help employers recruit workers. In addition, he said the new effort will help employers better motivate employees and improve the quality of hotel service, which he called key to the gaming industry." *2

Secretary Chao said that they looked at the need of Hispanic workers to access an array of programs when U. S. President Bush took office. "We looked at clusters where we could be of great service. We started a dialogue with (HERE) President (John) Willhelm. I came here and was very impressed with the programs he had put together. And really a confluence of factors and events (led to the program and grant) we announced today," Chao said.*3

"Getting people back to work is what this Department does. Giving people hope in their future is our job," said Secretary Elaine L. Chao.

Ms. Elaine Chao, the bright executive administrator of Bush's Reign, told the audience of several hundred Culinary workers that she remembers comings to the United States at her age of eight. She could not speak any English at that time. Secretary Chao said mastering the language was key to her success as a Peace Corps volunteer, head of United Way, and government service.

"She said the new program is designed to support immigrants with the same skills, help workers advance professionally and assist employers in matching placement needs with prospective workers." *4

Governor Guinn said the new programs will help employers find workers and help the employees quality for new jobs and advancement. He told the audience that the grant recognizes the success of the effective training programs that has been practiced and enjoyed here in Nevada.

"The technology that is helping to drive our robust productivity growth is changing the way we work and the types of jobs that are available. This Administration wants to ensure that our job training programs are relevant and that workers are encouraged to continually update their skills," pointed out Secretary Elaine Chao on the "Remarks Prepared for Delivery by

"I recently returned from a trip to Washington and Oregon and talked with workers who were graduates of community college-based job-training programs. One young man told us that he lost his job in the California high-tech industry when the bubble burst and moved back home to Oregon. He learned about a special program at his local community college that partnered with a top Fortune 500 information technology company to train workers with skills in short supply. Today, thanks to that program, he is working for that company," said the Secretary.

"His storyand those of many other workers around the countryis the reason why the Labor Department's number one legislative priority this year is reforming the public workforce investment system that helps train workers. The goal is to bring this program into the 21st century so workers can be trained for real jobs in the real world."*6

At the age of 19, Elaine Chao was elected as a Scholar of the U. S. White House. U. S. Labor Secretary Chao was Chairperson of Federal Air Transportation and Vice President of Bank of American Main Office. In addition, she has contributed many years of community service and charity endeavor notably, as President of United Way, President of Peace Corps, and Senior Fellow of Heritage Foundation.*7

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*8

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Assistant Majority Leader of the United States Senate, Senator Mitch McConnell of Kentucky.

"Elaine L. Chao is the nation's 24th Secretary of Labor, representing a new generation of American leadership. Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives." *9

"When President George W. Bush nominated Elaine L. Chao, the first Asian-American woman appointed to a President's cabinet in U.S. history, he described her as an individual with 搒strong executive talent, compassion, and commitment to helping people build better lives."

According to the U. S. Department of Labor, Secretary Elaine Chao's compassionate nature stems from her own background as an immigrant to this country at the age of eight. Her family's experience transitioning to a new country, supported by one another and the kindness of friends and neighbors, taught her that encouragement is the key to fostering independence, and that Americans are naturally compassionate people. This inspired her to dedicate most of her professional life to ensuring that people have the opportunity to pursue lives of dignity and financial independence.

As Director of the Peace Corps, Ms. Elaine Chao was one of the first Americans to personally embrace the people of the former communist bloc into the family of democratic nations, establishing Peace Corps programs in the Baltic nations of Latvia, Lithuania, Estonia and the newly independent states of the former Soviet Union. Later, as President and Chief Executive Officer of United Way of America, she restored public trust and confidence after the organization was tarnished by mismanagement and financial abuse, thus preserving the nation's largest institution of private charitable giving.

The experience Ms. Elaine Chao gained at the United Way helping communities address their local needs prepared her to mobilize the Department of Labor to promote pathways to economic freedom for individuals and families working to achieve the American Dream. She describes her vision for America's workforce as 搊one in which everyone can participate where jobs and opportunities are available for those leaving welfare, job training is accessible for those left behind, disability never bars a qualified person from the workplace, and where parents have an easier time balancing the responsibilities of work and home.

"Secretary Chao's previous government career includes serving as the Deputy Secretary at the U.S. Department of Transportation, Chairman of the Federal Maritime Commission, and Deputy Maritime Administrator in the U.S. Department of Transportation. She brings a wealth of business experience to the post, having worked as Vice President of Syndications at BankAmerica Capital Markets Group and a banker with Citicorp. Prior to her nomination as Secretary, she expanded her study of policy as a Distinguished Fellow at The Heritage Foundation, a Washington-based public policy research and educational institute. Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. CARSON CITY - Gov. Kenny Guinn joined U.S. Secretary of Labor Elaine Chao in announcing a major hospitality industry grant for Hispanic workers in Las Vegas on Tuesday, March 16.

Secretary Chao awarded a federal grant to the Hotel Employees and Restaurant Employees (HERE) for their Hi-Demand program. HERE is partnering with its signatory hospitality industry employers and Nevada Partners, Inc., a community-based training provider. Together, they will help prepare Hispanic workers with the skills required for opportunities in the growing hospitality industry in Las Vegas, as well as in Atlantic City, N.J.

"This is an important initiative for Southern Nevada~{!&~}s largest industry and for the fastest growing segment of our population," Gov. Guinn said. "Training is a critical component of any economic development strategy. We appreciate the Department of Labor's support of this project."

The Hi-Demand project has several important objectives:

*** Increase the availability of qualified, skilled workers for entry-level and higher-skilled hospitality industry positions from the growing labor pool of immigrants, new citizens and workers with limited English proficiency.

*** Eliminate language skill barriers for limited English proficient new entrants to the workforce and eliminate career ladder barriers for limited English proficient incumbent workers in the hospitality industry.

*** Enhance the workforce development system's ability to prepare limited English proficient workers to enter the workforce.

*** Provide meaningful access to federally funded assistance for people with limited English proficiency.

*** Support the development of new training partnerships to satisfy demand in other major hospitality industry markets.

The Department of Labor, in response to President George W. Bush's Presidential Advisory Commission on Educational Excellence for Hispanic Americans, has supported collaboration between employers, community colleges and the public workforce system to help Hispanic Americans build the skills required in growing industries such as the hospitality sector. The Department of Labor has encouraged the development of language and occupational skills and is working to keep Hispanic youth on an educational path that leads to rewarding careers.*13

STATE MADE SAFER THROUGH HOMELAND SECURITY NETWORK

Earlier this week in Las Vegas, I helped Homeland Security Secretary Tom Ridge unveil a new counter-terrorism communications network. The Joint Regional Information Exchange System is part of the Bush Administration's Homeland Security Information Network Initiative that will expand computer-based counter-terrorism communications systems into major urban areas.*2

This new system improves the flow of real-time threat information to all users so that a major city like Las Vegas can now rapidly collect and disseminate information among federal, state, and local agencies. This is a critical step forward for high profile areas like Las Vegas, which is one of the world’s most recognizable destinations.

The Joint Regional Information Exchange System is also changing its focus from a law enforcement heritage to a civilian homeland security function to provide for real-time information sharing. Multiple jurisdictions, disciplines, and emergency operation centers will now be able to receive and share the same intelligence information and tactical information - so that all users can have the same overall situational awareness.

I am proud to say that by sharing information through this secure counter-terrorism computer system, we are making our state more safe and secure. I would like to thank Secretary Ridge for helping to bring Nevada a Homeland Security grant of more than $37 million - including $10.7 million that will go directly to Clark County. This secure system will enable constant dialogue between officials at all levels of government, intelligence and law enforcement. Federal, state, and local agencies will now be dealing with potential terror threats in a matter of minutes and seconds rather than in a matter of days and hours.*3

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

To encourage a good writing and to inspire a good idea, you must have good readers and sincere friends!*1 One of the example has been shown at the bottom paragraphs of this feature article.

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*2 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*3

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*4

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. The following are our golden words of wisdom which are worth reading collected by the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI):

The scientist credited with inventing the World Wide Web, Tim Berners-Lee, has been awarded the first Millennium Technology Prize.*1

"Berners-Lee is recognized as the creator of the World Wide Web while working for the CERN Laboratory in the early 1990s, the European center for nuclear research near Geneva, Switzerland. His graphical point-and-click browser, "WorldWideWeb," was the first featuring the core ideas included in today's Web browsers, including Internet Explorer, Netscape, Opera, and Mozilla."*2

The chairman of the eight-member prize committee, Pekka Tarjanne, underlined the importance of Berner-Lee's decision and spirit to never strive to commercialize or patent his contributions to the Internet technologies he developed.

The prize is administered by the Finnish Technology Award Foundation. Berners-Lee, who is originally from Britain, continues to work at the standard-setting World Wide Web Consortium at Massachusetts Institute of Technology, U. S. A..

Today, one of the important slogan of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is: To become more effective online communication in every online venue!

Starting from 1980, the author had been benefitted deeply from two main courses of the program of Doctorate Degree of Education (Ed. D.) in Institution Management of Pepperdine University.*3 They were: (1) ED 740 Computer Utilization in Institutional Management; and (2) ED 730 Methodological Approaches to Educational Research and Evaluation. The technical skills and knowledge of information management had sharpened my abilities of the research, management, and teaching in an national organization of information management and the graduate school of business administration. After many years of administrative resposibility in higher policy-making organization and teaching business school of famous universities, the author concentrated effort to study and acquire the knowledge and utilization of information management in the United States of America ten years after I received M. B. A. from Pepperdine. My two years of computer consulting job at the Computer Laboratory of the Graduate School of Education and Pshchology and the School of Business and Management of Pepperdine University advanced the practical experience for me to complete my dessertation entitled "A Study of the Impact of Enrollment in a Computer Science Class on Mathematics Scores and Attendance in a Secondary School". I taught information management for five years at the Graduate School of Business Administration of National Chunghsing University.

Indeed, business achievement is the new yardstick of success in today's society. Therefore, business has become not only the fastest growing major in undergraduate institutions but also in graduate school of famous universities, nationally and internationally. The emphasis of the online communication skills and the quantitative analysis techniques with computers is one of the most important study for the art of success to the business students, professionals, executives, and owners.

In many ways, business school is at the center of this cultural phenomenon. For some, the business school is the passport to the boardroom, the ticket to the top of the corporate ladder. these schools, nationally and internationally, pump out the new generation of business leaders by hundreds of thousands. "They are the pipeline of raw material with which the nation's --- and the world's --- leading business build the future. And MBAs are not limited to the traditional corporate world: From Wall Street to Madison Avenue, from Sand Hill Road to 1600 Pennsylvania Avenue, today's MBAs lead organizations large and small, in every conceivable industry. They are the executives and entrepreneurs who power the economy."4

"UNLESS YOU'VE BEEN LIVING IN A CAVE, you've seen enormous changes in communications technology over the past two decades. From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*5

"And what could be better news? To keep in touch, there's nothing faster or cheaper than email. To gain access to information and people, the power of online communication expands your reach from the local to the global. To meet new friends and even romance a potential life partner, online venues provide rich opportunities (if you know the right things to say and the best way to say them). At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *6

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. (3) You should search the Web regularly for competitive and related sites, where you can attach a link to your site." *7 To be more successful for your Web site, you need to be favored by the famous search engine services like Yahoo! (www.yahoo.com), Aol! (www.aol.com), Google! (www.google.com), Infoseek! (www.infoseek.com), among others.

"There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*8

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

In order to keep the online universe a productive, safe, communicative environment, it is interesting and worth to post the ten commandments for computer ethics. They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *10

Some valuable skills for people and associations to have a more successful and happy life

It is a general understanding that: If we are able to excel in a particular field of professional career, we will definitely have a better chance of gaining a foothold into society. Outstanding professional accomplishments enhanced with good community service is a practical and sincere way for us to integrate into American society and win the recognition by our mainsteam society and American people.*1

In this generation and society, we need economic compassion, in service above self, and in action of love and moral courage. Some people are of the "tell me what you wear, tell me what kind of car you drive, tell me what cards you carry, and I'll tell you who you are" culture. What do the people we admire have in common? These individuals have faith, respect and love, unabashed love. Love always transcends self. In its purest form, love is unconditional and an appreciation. The Greeks had a saying: People are known by the heroes they crown." Tell me whom you admire, and I will tell you who you are. Your choice of heroes reveals your personal traits.

"By the act of love itself, we are enriched. Love in action is service above self. Make service part of our characters and experience the abundanr rewards that come from serving others. Let our heroes be the great servants who have given all for the bettement of other's lives, Let our candle fuel a fire that will fan out an ever-increasing circles. With these circles together we can close our eyes and evision a community that is safe, peaceful, and healthy," says Dr. Tony Lei, President of Washington Business and Technology Institute.*2

We can work alongside each other. We can absorb each other's energy and discipline and commitment to inspire us and motivate us. Service beyond self is love in action. This is our creed and our calling. We stumble and splinter when we forget that goal. We unite and prosper when we remember it.

There are three major drives pushing and pulling us into the 21st century. (1) The neccessity and speed of change: Change is unavoidable for improement and innovation. Most of the change we face are permanent, pervasive, and profound. It is permanent, because few of us would want to uninvent microchip, to use a train instead of an airline as a business transportation from Los Angeles to New York, or abandon the medical advances that have extended and enhanced our lives. It is pervasive because the information highway has change our lives. Few parts of the way we live and work have escaped the effects of change. It is profound because we must reassess the sharing of our planet's resources. As individuals, we must reassess our values, ideals, and prejudices. As associations we must have effective actions to decrase the force of resistance-to-change successfully.

(2) Emphases of partnerships and alliances. Highly successful organizations have become circliar instead of flat. Each function is a link in a chain whose strength depends on the whole. Each is an alliance or partner with all the others. We need strong, supportive alliances because we need quick access to resources whether they are human, informational, financial, or material by nature.

(3) Member service to member focus: One of the important purposes of an association is all about having satisfied, happy, loyal, referral-bearing members. Our members' success is our success. We should put attention to the thre areas of members focus. The first one is member servicing, which is the operations part that we should do the task well. The second one is member relations, which is the human part that we may be better to have the one-on-one actions. The third one is member development which is the coordinating and retention part that brings satisfaction to every activity.
There are two principles at the heart of the positive thinking road map. (A) the first principle is truth in thinking uncover and eliminate self-limiting belief and attitudes. We need to establish "truth in thinking" by focusing on the facts and avoiding negative self-talk. Challenge our unrealistic belief by reorienting them in a more realistic, positive manner. We will think, feel, and act more confidently, thereby increasing the likehood for success.

(B) The second principle is the 12 positive thinking traits. "The following are 12 traits that characterize a positive thinker: (1) Optimism (2) Enthusiam (3) Belief (4) Intelligence (5) Courage (6) Integrity (7) Confidence (8) Judgement (9) Persistence (10) Liveliness (11) Vision (12) Desire to excel. Each traits, when leveraged properly, produces powerful results to achieve our goals. These traits, when diligently and wisely applied together with the truth in thinking, allow us to overcome obstacles and challenges in a positive manner in our lives for accomplishment," Dr. Tony Lei points out.

"In righteousness you will be established."*2 "In this 21th Century new era and society, we need economic growth, but we also need to establish and promote creativity, fairness and justice, serve and love, educational knowledge, and spirit engineering. We wish that a pure spring may prosper and enrich our splendid and golden country through: the power of public service that based on 'knowledge is the power of righteouness,'; the advancement of technology, entreneurship, and innovation; and the spirit that 'knowledge calls, ultimately, for a life of service'," Dr. Tony Lei points out.

"Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goal and have a happier, more successful life. By pursuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives," he continues.*3

"Because of his sincere and effective work performance in community service beside his academic endeavor, Dr. Tony Lei has received many important awards for his outstanding asccomplishments from U. S. Senators, U. S. Representatives, Las Vegas Mayor, Clark County Chairman, among others. It is significant that Dr. Kenny Guinn(, now the Governor of Nevada, U. S. A.,) wrote Dr. Tony Lei: 'It is only with the dedication and commitment of good people like yourself that I will achieve my goal of becoming Governor of this great state. Dema and I can't thak you enough for your assistant and your positive activeties in the community,'" Lillian and Julian Wallace wrote a feature article entitled "We Prodly Present to You Two of the Dearest People in the World -- Dr. and Mrs. Tony T. Lei." At the time, Lillian was President of Senior United, while Julian is its CEO. The article was published by the famous "Highlights Magazine" by Seniors United on October, 1999.*4

"As you know, I've begun to learn and practise leading skills through my college life. I'm deeply impressed by the valuable practicality and theoreticality of the leading skills proclaimed and inspired by Washington Business and Technology. During my three victories of the past elections since he moved to Las Vegas from Los Angeles, Dr. Tony Lei has been one of my great supporter with his outstanding knowledge and wisdom," said U. S. LAS VEGAS SENIOR CITIZENS CENTER

Las Vegas Senior Citizens Center, 451 E. Bonanza Road, is open 9 a.m.-10 p.m. Mondays through Saturdays (229-6454).

Classes and activities include beading and knitting, painting, pinochle, exercise classes, blood-pressure checks, monthly birthday parties and living will workshops. Aerobics classes are at 9 a.m. Mondays through Fridays.

A Chicago-style lunch featuring hot dogs and Chicago-style pizza will be at 11:30 a.m. Thursday.

EDITORIAL: 'I have a very bad temper'

Colorful Mayor Oscar Goodman seems a bit on edge lately

The mayoralty -- especially the mayoralty of a "show biz" town such as Las Vegas -- does not require the sober demeanor of an undertaker.

Mayor Oscar Goodman has been known to host appearances by the California Raisins and aging do-wop groups at his weekly news conferences. Many a visiting television show and even some appropriate motion picture productions have invited the city's colorful chief executive to put in a cameo appearance.

Whether or not Mr. Goodman should plan on a third career before the cameras (don't give up the day job, Mr. Mayor), his antics can be entertaining. He has a die-hard following among the public who argue that even when these extracurricular activities border on the outrageous -- so long as it's all in good fun -- anything that keeps our town in the public eye is all to the good.

All true, up to a point.

But since the state Ethics Commission decided back on April 2 that the evidence is sufficient to justify holding hearings to determine whether the mayor improperly used his office to promote his son's business, Mr. Goodman's behavior has given cause for concern.

The mayor lashed out at the Ethics Commission members during a hastily called April 2 news conference, and then stormed out of a subsequent April 8 press conference after only a few minutes, refusing to answer questions about the ethics allegations.

He has appeared combative, bombastic and barely under control.

The mayor seems to believe the ethics charges are a petty matter, blown out of proportion by prospective rivals who are manipulating the process to damage him or keep him out of the 2006 gubernatorial race.

Even if that were true (and leaving aside whether such a statewide bid would be politically wise, which is a whole 'nother question), the mayor couldn't be serving his opponents any better than by his current behavior.

Incumbent politicians will always draw criticism, attacks and inquiries, some justified and some not.

The mayor seems to be aware of the underlying problem. "I lost my temper the other day," he says. "I have a very bad temper. I see it as a fault."

A competent attorney in his own right, the mayor surely knows the old adage that a lawyer who represents himself has a fool for a client. He would be well advised to find some counsel to do an independent evaluation of the assertions against him, and to give him some professional advice as to the best response.

His public has a large capacity for forgiveness, should the time come for him to admit errors in judgment -- especially if they were motivated by concern for his family.

But the worst error in judgment would be to continue on his present course.

For his own good, Mr. Goodman would be well advised to tone it down a notch.

New prescription drug benefit won't save seniors money, Democrats tell crowd

turned into a partisan event to bash Republicans on Friday.

Nevada Democrats U.S. Sen. Harry Reid and Rep. Shelley Berkley told a roomful of seniors at the Coleman Senior Center on East Lake Mead Boulevard that the program pushed by Republicans isn't reliable, won't save them much money, and is intended to help drug companies instead of the elderly.

Their speeches were the highlight of the Families USA Medicare Road Show. The group, a liberal consumer advocacy nonprofit organization, is touring the country and presenting a video that includes testimonials from senior citizens lamenting the ineffectiveness of the new prescription drug benefit. The presentation is intended to explain details of the Medicare Modernization Act of 2003.

Republicans later Friday argued that partisan Democrats for decades have refused to add a prescription drug benefit to the Medicare program. They said the added benefit might not be perfect, but it is more than seniors have ever been offered.

Reid accused Republicans and the Bush administration of working to dismantle Medicare through programs like the prescription drug benefit.

"We have people who want to destroy Medicare, passing Medicare to the private sector so HMOs (health maintenance organizations) control what's going on," he said.

Reid promised to introduce legislation to allow the government to negotiate directly with drug companies for lower drug prices, a point he said is prohibited by the current law. He also plans to introduce a bill to ensure any savings generated from the program go to Medicare recipients.

The program is expected to cost more than $500 billion over the next 10 years.

The debate over changes in Medicare programs has been raging in Washington, D.C., for months.

"It's an election year and it's partisan politics getting in the way of providing help to seniors," said Rep. Jon Porter, R-Nev.

Porter, who voted for the bill, acknowledged that, as with any new program, there will be room for improvement. "But it's an outstanding start."

The Families USA program focused on the areas needing improvement, such as the "doughnut hole," a gap in coverage that seniors will experience once they hit the $2,250 coverage limit. From that point, seniors are responsible for all their prescription drug costs until they have spent up to $5,100 of their own money and qualify for catastrophic coverage, which will pay 95 percent of prescription drug costs.

"This is a sham of a piece of legislation, voted on and passed in order to perpetrate a fraud on older Americans, dare I say all Americans," Berkley said. "They can give you a discount card or whatever they want, but there will be no relief for senior citizens."

Several seniors at the event said they participate in Clark County health management organizations, such as Senior Dimensions, and that the new benefit wouldn't offer them anything they don't already get from their current program.

But Ola Watkins, 82, said she had "mixed feelings" about the new benefit.

"I hope I don't have to rely on it," she said at the end of the presentation.

Ruth Mills, 71, said the presentation "told the truth about the way it is."

"We don't need to be messing around with a doughnut hole," she said. "Anybody with a brain would be appalled by this."

Porter, in a telephone interview, said the Congressional Budget Office calculated that 70 percent of seniors who sign up for the voluntary drug coverage program will not be affected by the gap.

"At least we're helping 70 percent more than were being helped before," he said. "We can work to fix the program for the other 30 percent."*3
