Resume the booming tourism for our Silver State through educational, economic, and cultural cooperation and development with foreign countries

"The Executive Meeting of Clark County District Attorney and Police Civil Commission (CCDPACC) of Washington Business and Technology Institute (WBTI) was held at the Zax Restaurant of Golden Nugget Casino and Hotel in Las Vegas on July 9, 2003. As Secretary General of this Commission, I'm challenged to have good work performance on its creed to better the quality of life of all our residents and visitors of Nevada," said Cheryl Moss, Distrct Judge of Family Court of Nevada.

We are endeavoring to resume the booming tourism for our Silver State through educational, economic, and cultural cooperation and development with foreign countries after the 911 and SARS. Under the supports from the administrative, juridical, and legislative authorities of this State, Deans of Graduate School of Business and Public Administration Dr. E. Lee Bernick and Dr. G. Keong Leong, Director of Public Administration Institution Dr. William N. Thompson, and Director of Culture Institution Dr. Sue Fawn Chung together with all the faculty members of WBTI will have a good potentiality to advance the contribution to our people of this Silver State.*1

In meeting with the large and growing population of public employees, Washington Business and Technology Institute (WBTI) will open its training and graduate programs for the increasing graduate study and research needs of employees, executives, administrators, and owners of the private and public companies, Institutions, and organizations. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering thier times, experiences, and knowledge to teach.*2

"The MPA/SME Certificate Program are designed on the basis of theoreticality and practicality for public administration. This has marked again the milestone of practical and educational cooperation between UNLV and WBTI. Learning through teaching is a good philosophy of a happy and successful life style. It's my precious opportunity and honor to be an Adjunct Assistant Professor of GSBPA. In utilizing both of my knowledge and experience, I'm challenged and happy to share the learning and teaching process on Criminal Law together with our graduate students from China, Malaysia, Singapore, and Taiwan in the classrooms offered by UNLV," said Judge Bert Brown who has been voted as the best municipal judge.*3

" As a District Judge of Nevada, it's my honor to announce the installation of the adjunct faculty members of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) as in the following: Dean of the Public Administration Division: Dr. E. "It's really a challenge to me to integret my knowledge and experience for teaching. I'll have this precious opportunity to extend my effort for community service through my prfessionalism. "The mission of this School will emphasize the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of this School for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA.*4

The Summer 2003 Symposium of WBTI was held by WBTI at Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of this mini symposium was: The Entrepreneurship of MPA/SME Certificates Program for the people of English and Chinese Speaking.

"To encourage the cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasize the value of educational excellence and academic entrepreneuship. We're forecating the smooth and efficient growth of this School together with the growth of the tourism industry and the economy of Nevada after 911 and SARS," Dr. E. Lee Bernick, Dean of GSBPA and Professor and Chair of the Public Administration Department of UNLV said at the Summer 2003 Symposium and Dinner Party held by WBTI at the Zax Restaurant of Golden Nugget Casino on May 19, 2003 in Las Vegas.

A large and growing populationn of business employees has been a trend of the expending business and institutional organizations since the participations of WTO by several Asian countries and the coming Olympic Games to hold in China. The Management Department of UNLV and the Graduate School of Business and Public Administration (GSBPA) of WBTI thus offer a Degree Program in Management as Master of Business Administration for Presidents and Key Exectives (MBA/PKE) to meet the increasing educational requirements of the small and medium business owners and the special educational needs for key executives and managers of companies. It orients to offer an awareness and understanding of the complex managerial and organizational contexts within which business owner, organizational executives, and institutional managers make and implement policies and decisions. It seeks also to provide general technical competence in using the tools of management through modern management information system, creative multimedia methodology, and innovative educational technology. This program has been designed through the American spirit of its MBA system and philosophy efficiently for the needs of both English and Chinese speaking people of China, Malaysia, Singapore, and Taiwan. Following the entrepreneourship help America become the world most leading and prosperous figure, the emphasis of this program is expecting to inspire and bring the boom of economic development of the countries all together arround the world!

"As a graduate school in business, I'll put more emphasis both on values of theoreticality and practicality for it," said Dean Keong Leong, Division of Business Administration of GSBPA in the Symposium.

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the lastest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling and hate crime, and immigration, among others. I'd like also to show my appreciation of all your accomplishments and contributions to the American way of life and your outstanding participation in the political, business, and educational processes. It's my pleasure to accept the honor as Professor of Administrative Strategies of the Graduate School of Business and Public Administration of Washington Business and Technology Institute," said Harry Reid, U. S. Senator and Assistant Democratic Leader of the Senate at the Asian American Leaders Tea with United States Senator Harry Reid on May 31, 2003 at Korean Garden B. B. Q. House in Las Vegas.

WBTI and the Chinese American Academic Association of Nevada (CAAAN) held a special reunion dinner party for its most extinguish website visitors at Zax Restaurant of Golden Nugget Casino and Hotel on May 29, 2003. The theme of the Event and Party was: The Advancement, Entrepreneurship, and Contribution of the communitylink of Las Vegas Review-Journal.com for Nevada. The newest number among its visitors has been owned by District Judge Valorie Vega at #44,821 on February 18, 2004. The Event and Dinner Party were sponsored and host by Dr. Tony Lei, President of WBTI and Chairman of CAAAN, and his wife.

"Visitors of the WBTI website (http://communitylink.koz.com/lvrj/ wbti) are rapidly climbing in numbers since the establishment of the Graduate School of Business and Public Administration (GSBPA) of WBTI on March 12, 2003. To date, visitors to the WBTI website have already exceeded 24,338. I'm pleased to own the visitors number of 23,337. I share the same idea as mentioned by Dr. E. Lee Bernick that 'To encourage the cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasizes the value of humane and administrative orientation. The creed of this School is both on the spirit of educational excellence and academic entrepreneurship, '" Theresa Malone, Elected Member of the Board of Education of Nevada said at the Dinner Party held by WBTI at the Carson Coffee Shop of Golden Nugget Casino and Hotel in Las Vegas on June 4, 2003.

"As Director of Public Administration Institution (PAI) of WBTI, it's my privilege to share a leadership role with Dr. Tony Lei and to have the wonderful cooperation of all the faculty since PAI's establishment. Innovative in integrating his experience in institutional management and spiritual value in education, Dr. Tony Lei's wisdom and efforts towards community service and academic endeador have been very valuable. We expect the forthcoming work performance of Pan Pacific and Asian American Forum founded by this Institute to help improve the quality of life of the people and contribue to he prosperity of this State," said Dr. William Thompson. Bill is former Chairman and now Professor of the Department of Public Administration of UNLV. His son married a beautiful Chinese girl in Mongloria years ago. He plans to write a book for WBTI to publish both in English and Chinese.

"Our spirit of endeavor is to help Southern Nevada be a country of the people, by the people, and for the people where our and our future generations may have a better opportunity to live a happy and successful life," said Rory Reid, Clark County Commissioner, at the Event and Party held by WBTI at the Zax Restaurant of Golden Nugget Casino and Hotel on September 17, 2003. To pay a special tribue to Nevada Controller Kathy Augustine; Justice of Supreme Court Bill Maupin; Commissioner of Clark County Rory Reid; Sheriff of Southern Nevada Bill Young; District Judges Mark Denton, Valorie Vega, Jessie Walsh, and Jackie Glass; and Chief Judge of Las Vegas Toy Gregory; the Event and Party was held by WBTI. The theme was: Light Candles along the Silver Stream of Southern Nevada with Clark County District Attorney and Police Civil Commission (CCDPACC).

"Freedom, democracy, and Justice have constituted a legacy that we should keep, not because it is a legacy, but because it is right and justice. It has made the United States of America the freest and most prosperous country in history. It's our responsibility to join the effort together in making Nevada one of the peaceful, happy, and prosperous state of America through the cooperation and development of culture, tourism, business, and education with our foreign countries." said Lorraine Hunt, Lt. Governor of Nevada, for the Thai Performing Arts - Appreciation Day 2003. The Event and Party was held at the Charleston Height Arts Center on September 16, 200, co-sponsored by WBTI, Arcata Associates, Kids for a Better Society, among others.

Commissioner Rory Reid has been recommended by WBTI as a Special Guest of Nevada Expo Mission to China. "I'm honored to be invited in this Mission. I believe that it'll allow us to diversify our economy with tourism and investment and increase understanding between our countries," Rory talked to Dr. Tony Lei at the time when the Commissioner was informed by him at his Law Office in Las Vegas on April 23, 2003.*5

Your giving touches lives in America and throughout the world!

Dear Partner in Vision,

I just wanted to write you a short note to thank you for your pledges to the 2020 Vision. Your giving enables us to touch America and the world.*2 As you know, we are believing for $330,000 to come in to fulfill our Missions commitments this year. So far, you have pledged over $300,000. Although we have not reached our goal, we are believing the Lord for the full amount and more!

This last week, we went to a city in Northern California and spread the fire of revival. The first night alone, over 200 people gave their lives to Jesus! WOW! The Lord swept through the church, and many were touched, and healed. One young girl was delivered of an eating this order. She said "I have never felt this kind of peace." Thank you. Your giving is making an impact.

If you have not had a chance to give, I want to encourage you to do so this Sunday.

Denise and I love you and we pray for God's richest blessings on your life.

Summer 2003 Symposium of WBTI was remarkable

The Summer 2003 Symposium of WBTI was held at the Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of the mini symposium was: The Entrepreneurship of MPA/SME Certificates Program for the people of English and Chinese Speaking. *1

Dr. E. Lee Bernick, Congresswoman Shelley Berkly, State Senator Dina Titus, Distrct Judge Valorie Vega, Clark County Commissioner Rory Reid, Las Vegas Judge Bert Brown, and Clark County Chief Deputy District Attorney Abbi Silver were invited as the Panelists of Honor of the Event and Dinner party. As Dean of the Graduate School of Business and Public Administration (GSBPA), WBTI, Dr. Bernick is also Chairman and Professor of the Department of Public Administration, UNLV.

The following individuals were invited as Special Guests of the Party : Dr. An-pny Sun, Associate Professor of Social Work of UNLV; Jimmy Hsu, Director of the Las Vegas Office of "Chinese Daily News;" Jean Gatchalian, General Manager of "Nevada Examiner;" Liane Lee, Regional Representative of U. S. Senator Harry Reid; Kathie Ambrosio, Regional Representative of U. S. Senator John Ensign, and Representative of the Communitylink of Las Vegas Review-Journal. com.

The Symposium functioned also as a celebration Dinner Party for the appointment of Dr. Bernick as Dean and the six famous professionals as Faculty Members of GSBPA. Chaired by Dr. Tony Lei, President of WBTI, the Symposium accompanied elegantly with a Champagne Dinner was sponsored and host by him and his wife at the Zax (Italian and Japanese) Restaurant of Golden Nugget Casino and Hotel.*2

Learning how to run a succeessful business

As business owners, we always ask ourselves how do we do in our business? We usually judge our business based on the " numbers" such as how much revenue for the month; how much profit for the year; how much allowable expenses for each occasion. However, we forgot the basic element of successful business which is "people", not "numbers". Every business need people. Without client willing to buy the product and service, then it means no revenue; without employees willing to work for you, then it means there is a deficiency in the company. It is not surprising that nowadays, numerous companies have disregard this basic element.*2

People are the most important factor of running a successful business. Nevertheless, most business have failed due to the poor relationship in the work place. For example, management treating their employees badly and unfairly; employees providing poor customer services; lack of communication causing conflict among business owners. Simple question to business owners, when was the last time they pay attention on their employees to ensure their satisfaction in their "job"? I believe most of them would hesitate to answer the question.

I have colleagues asked me, "how can you make sure employees happy to work for you at the same time you are not loosing money?" I simply mentioned "numbers" does not equal to "people" Running business like "numbers" means you only focus on how you could make every dollar count for your "people" to work for you; whereas; "people" bisiness means treating everyone with dignity and respect which are always the main factor for higher productivity and satisfaction in the work place.

I practice this simple concept everyday. The result has proven to bring outmost satisfaction to customers, associates, and myself. I believe that by learning how to run a "people" business will bring a successful business at the end.*3

A thing of beauty is a joy forever

Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) had been invited to attend the celebration of Drescher Graduate Campus Dedication and Alumni Reunion of Pepperdine University on Novemver 1, 2003. The new facility houses the Beckman Management Center for the Graziadio School of Business and Management (GSBM) as well as the Braun Center for the School of Public Policy and the Graduate School of Education and Psychology. WBTI is expecting to have its Graduate School of Business and Public Administration (GSBPA) cooperate with GSBM in launching the MBA/PKE program.*1

"By following the Congressional Recognition that Congresswoman Shelley Berkley recognizes Washington Business and Technology Institute (WBTI) for its outstanding accomplishment to its Pan Pacific and Asian American Forum (PPAAF), I'm also heartily impressed by its effort to the publicity for the realease of the message and statement of U. S. Senator Harry Reid and Nevada Governor Kenny Guinn on the WBTI website. The work performance of WBTI website is an accomplishment of the value of the truth, the goodness, and the beauty through the creed for a country of the people, by the people, and for the people," Speaker of the Assembly (House) of Nevada Richard Perkins pointed out at the Event and Dinner Party at Harbor Palace Restaurant by the Asian American Community on October 22, 2003 in Las Vegas.

The vision for 2004 of Washington Business and Technology Institute (WBTI) is: (1). To encourage and promote academic research, community service,
humane spirit, and educational programs (2). To launch and participate events
and projects for the development and cooperation of tourism, education, business, and culture. We did already good, moreover, we should go on doing better.*2

"It's my honor to be recommended as an Advisor of Pan Pacific and Asian American Forum. I'm glad to have opportunity to join the intellectuals and facaulty members of Washington Business and Technology Institute to endeavor the work performance in making Nevada a wonderful place for home living, business development, and internatonal tourism," said Bobby Siller, Member of the Nevada Gaming Control Board, at an Asian American Event on October 22, 2003. The event and dinner party was held at the Harbor Palace Restaurant by the Asian American Community in Las Vegas.

To make Nevada a wonderful place, the GSBPA will emphasize the education and technology on Management Information System (MIS). Management systems will become the foundations for coordinated group effort. Our policy makers and advisors will be interested in the treatment of decision-making situation. Specifically, the real-life situations in which there is little or no prior application experience. And in which there is partial applicable experience in both business and public administration. Our mangers will be emphasized on her or his competency in conceptualization of systems and strategies.

Manager of the Graduate School of Business and Public Administration of WBTI," humble as he is, River Sun chatted excitedly during the celebration dinner party at the Gee Joon Chinese Restaurant of Binion's Horseshoe Club. The Moon Festival of Midautumn has been many thousand years celebrated as a day for pariotism by the Chinese people in the Far East and Southeastern Asia. The party was held by WBTI in Las Vegas on September 11, 2003.

The Event by the Asian American Group with many high-ranking officials, community leaders, and business executives was held successfully on October 22, 2003 in Las Vegas. Early the next morning, Dr. Tony Lei received an email from Judge Natalie Tyrrell, Justice of the Peace, North Las Vegas. Natalie wrote: It was truly an honor to be chosen as one of the guests of honor at the Asian American Group's Event on Wednesday, October 22, 2003, at the Harbor Palace Restaurant. I am always so impressed by the commitment and cooperation of the participants in all the Asian organizations represented at last night's dinner. It was so nice to have an opportunity to speak to the group and give everyone an update on recent happenings in North Las Vegas. It was great to see many good friends, including Dr. Tony and Judy Lei. I am looking forward to the next event!"

"The significance of the creed of a State deserves to encourage administrative professionals to emphasize the value of the truth, the goodness, and the beauty in order to maintain a country of the people , by the people, and for the people. I'm glad to have the challenge in cooperaton with the faculty members of the Public Administration Institution
of Washington Business and Technology Institute to endeavor the promotion of the quality of life for all our residents and visitors of Nevada," said Nancy Saitta, District Judge of Nedava, at the Harbor Palace Chinese Restaurant in Las Vegas, where an Asian American Event was held by the Asian American Community on October 22, 2003.*4

Senator Dina Titus Appointed by WBTI as a Fellow of Public Administration

"On the publications of WBTI through multimedia locally, nationally, and internationally, we have featured many of our own: U. S. Secretary of Labor Elaine Chao, U. S. Senators Harry Reid and John Ensign, U. S. Representatives James Gibbons and Shelley Berkley, Governor of Nevada Kenny Guinn, Pepperdine University President Andrew Benton, Chief Federal Judge Lloyed Geroge, Dr. Charles Runnels, Former Chief Justice and now Justice of the Nevada Supreme Court William Maupin, Dr. William Thompson, Dr. Lee Bernick, Dr. Keong Leong, Las Vegas Mayor Oscar Goodman, among others."

Nevada State Senator Dina Titus was appointed by Washington Business and Technology Institute as a Fellow of its Public Administration Institution (PAI) on August 15, 2001. She was very pleased to receive the congratulations call from Dr. Tony Lei early that morning. Having out of town for a couple of days, the call reminded her that at the suggestion of U. S. Senator Harry Reid, former Las Vegas Mayor Jan Jones had offered to step down as Nevada's Democatic National Committeewoman, and Dina Titus would seek that job. This would give her some Washington, D. C., connections and enhance her political profile. With four trips a year to Washington, D. C., the committeewoman and committeeman from each state are expected to speak on party issues, raise money, and help recruit candidates.

"It's really my honor to be a Fellow of the Public Administration Institution of Washington Business and Technology Institute," said Senator Dina Titus to the readers of "Nevada Examiner" and Las Vegas Review-Journal.com. "I'm also honor to be invited by Dr. Tony Lei as a Special Guest to the Event and Dinner Party for a Special Tribute to U. S. Senator Harry Reid on August 24, 2001," she continued.*2 Dina Titus brought her husband Dr. Wright to attend the Party at the Asia Palace Chinese Restaurant on the Friday evening. Dr. Wright is a Senior Professor in the Department of History at UNLV. The Event and Dinner Party was initiated by Dr. Tony Lei and Ms. Nancy Diaz. It was chaired by Dr. Tony Lei, Dr. R. D. Prabhu, Dr. Ram Singh, Mr. Tonie Sison, and Ms. Rita Vaswani. Joined with more than 36 hosts of the Dinner Party by community and organizational leaders, business exevutives and owners, and government officials, we had guests and participants more than 384 people.*3

As a Professor of Political Science of UNLV, Dina Titus is now a famous Senator of the State Nevada. She is also a State Senator Democratic Leader. On August 14, 2001, she said that she would run for Lieutenant Govenor if Las Vegas Mayor Oscar Goodman ran for Nevada Governor. "She's brilliant, and she would be a great governor," Mayor Goodman siad of Senator Titus.

To her new honor and appointment as a Fellow of Public Administration Institution (PAI) of WBTI on August 15, 2001, Senator Titus agreed with District Judge Valorie Vega on "This position will undoubtedly provide me with avenues for exploring improvements in public services to which I'm most dedicated." It is really a valuable advancement that we may have such an appropriate and achieved individual like Dina as a colleague to our Institution. Senator Titus' expertise and good reputation in political science has been known locally and nationally. With her outstanding professional expertise and practical public administration experience, Senator Titus' acceptance as a fellow of PAI evidenced that in supporting Director Dr. William Thompason with Fellows Former Attorney General Frankie Sue Del Papa, Justice of the Supreme Court Nancy Becker, District Judge Mark Denton, among others, they would form an excellent leadership team launching PAI into the next milleunnium for academic excellence and administrative practicality.

Dina Titus is now also an Adjunct Professor of Administrative Strategies in the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute.

"The maturity of citizens society is the fundamental guarantee for the normal processing of democratic politics. In a citizens society, it depends highly on the team of public intellectuals. A good public intellectual interates peoples' opinion, analyze rationally, and points out wise perspectives and notice. Governor Kenny Guinn of Nevada asks U. S. Congress for wild horse funding

A. stated on February 13, 2004 that, "Governor Kenny Guinn today sent the following letter to Senator Conrad Burns and Congressman Charles Taylor regarding federal funding to deal with Nevada's wild horse issue:"*2

Dear Chairman Burns and Chairman Taylor:

I am writing to urge you to break the funding impasse in Congress over wild horses. As you know, Nevada is home to more than half of the nation's herd and we need your assistance with the removal of thousands of wild horses currently on the Nevada range.

The continuing overpopulation of wild horses has caused a decrease in the amount of available habitat and jeopardizes the long-term welfare of wildlife populations, ranching, and the sagebrush habitat in our state. Additionally, the stress of long-term drought, wildfires and overpopulation has had a devastating effect on the wild horse and burro herd. With the resultant poor rangeland conditions occurring over much of our state, it is imperative to relieve the elevated stress to the public rangelands associated with wild horses and burros in excess of the appropriate management levels (AML). Given the fragile conditions of ecosystems within the Great Basin, the detrimental impacts of horse numbers in excess of the AML is of significant concern to the people of Nevada.

I realize that you are very familiar with the problems the Bureau of Land Management (BLM) has experienced in the management of wild horse populations and appreciate your efforts to encourage the BLM to make responsible management changes to the program. With more than 87 percent of the land in Nevada owned and managed by the federal government, Nevada's efforts to control its wild horse population cannot possibly succeed without an effective federal effort. Currently, Nevada receives only 14 percent of the national budget for wild horse funding, in spite of more than half the herd living in our state. The federal government has a responsibility to properly manage the resources on public lands in a manner that does not adversely impact its neighbors. Effective management by the BLM requires adequate funding from Congress to do the job in Nevada.

For this year, I understand the Department is recommending a reprogramming that would earmark $7 million toward horse gathers in Nevada. Although this represents only a short-term solution, it would help defer declining environmental conditions this calendar year. It is my hope that your committees can work with Secretary Norton and the BLM to find a solution that will result in significant gathers of wild horses on Nevada's range before the end of the year.

I have resisted attempts by Nevada's own Wildlife Commission to sue the federal government over its management of horses, based on assurances by the Secretary of the Interior that plans are in place to begin to solve the problem. Therefore, I would appreciate your assistance in finding a speedy resolution. Please do not hesitate to contact me if Nevada can help to resolve this impasse.*3

Congressional Youth Leadership Council students Aaron Theis and Katie Serrano met with Senator Reid during their visit to Washington, DC.

Students from Centennial High School visited with Senator Reid as part of the Close-up program.

Senator Reid will be working in Nevada this week while the Senate is in recess. He will meet with veterans, senior citizens, firefighters and other groups, and will address the Las Vegas League of Women Voters on the issue of health care.

"Week in Review"

Transportation Bill Passes - Despite veto threats by the White House, the Senate on Thursday passed a $318 billion surface transportation bill by a vote of 76 to 21. The House version of the bill stands at $375 billion, some $122 billion more than the White House's preferred number. Negotiations on how to bridge the differences with the House and the Administration will continue over the coming weeks.

Veterans Panel Issues Report- A federal commission deciding the fate of veterans medical facilities across the country issued its long-awaited report on Friday, and all but assured southern Nevadans the construction of a new veterans medical center, long-term seniors center and outpatient clinic. Prisoners of War Continue to Fight- American prisoners of war who were brutally tortured by Saddam Hussein during the first Gulf War continued to press their case for just compensation from the assets of the former Iraqi regime. Meeting with lawmakers this week, the POWs recounted the latest attempts by the U.S. Justice Department to have the lawful judgment obtained by the soldiers thrown out. Shocked lawmakers filed an amicus brief with a federal appeals court to uphold the rights of U.S. prisoners of war and all Americans victimized by terror. Marketing Blitz For Medicare Bill- Concerns about the President's Medicare bill continued to build this week after it was disclosed that the Administration is conducting a $22 billion marketing campaign, including TV ads, to counter negative public opinion about the measure. Just a few weeks ago the Administration revealed that the bill will cost at least one-third more than the original $400 billion price tag.

The Senate is in recess next week following the President's Day holiday.
The Senate will convene on Monday, February 23 at 12:00 noon. At that time Senator John Breaux (D-LA) will be recognized to deliver George Washington's Farewell Address.
Following the address, the Senate will resume consideration of the motion to proceed to S. 2061, the Medical Malpractice bill.

No roll call votes will occur on February 23.

Cloture was filed on the motion to proceed to the Medical Malpractice bill. This vote will occur on Tuesday, February 24, at 5:00 p.m.

"Reid's Words"
The Medicare bill that President Bush signed last year does nothing to curb runaway drug costs. Instead of working to fix this problem, the Administration is spending $22 million on a publicity campaign about the bill. We should use that money for better health care, not misleading TV ads.

A powerful tool in helping our business

I want to tell you about the newly created mini-bond program in the Office of Business Finance and Planning (OBFP) because it is good for our state's business environment. As many of you are aware, the OBFP assists manufacturers and other businesses looking to expand in or relocate to Nevada so that we can create more quality jobs and diversify our state economy. To help, the OBFP can issue industrial development revenue bonds (IDRBs) as a financing vehicle for businesses to utilize.*2

The IDRB program was always intended to benefit businesses with smaller financing projects. However, the expense associated with issuing these bonds usually meant that projects needing less than $3 million could not be financed. To help correct this, a mini-bond program was created to make it easier to get affordable financing for smaller projects. While primarily used for manufacturing projects, mini-bonds can also be used for any project that qualifies for tax exempt financing, i.e., public health facilities, solid waste disposal sites, recycling projects, and education facility construction, including nonprofit projects.

Several steps have been taken to make the mini-bond program more attractive to businesses in our state. Paperwork for the program has been standardized. Reporting requirements for feasibility have been streamlined. Contract bond counsel has also been retained for a set fee per transaction. Further, the OBFP has partnered directly with institutional investors so that financing can be accomplished quickly for qualified projects. As a result, financing is now available for projects as small as $500,000.

Last September, as Chairman of the State Board of Finance, I was pleased that we were able to approve the first mini-bond financing project for the Carson-Tahoe Hospital complex in Carson City. With the proceeds from this bond issue, this facility was able to purchase medical equipment and, in turn, expand its medical services so that area patients will no longer have to travel to Reno for some types of medical care.
