*Senators Harry Reid and John Ensign met with Federal Trade Commission Chairman Tim Muris to get an update on an FTC investigation that Reid had requested into Nevada's high gas prices.

***Reid Urges Nevada Veterans to Register with WWII Memorial

*Senator Reid announced that the new World War II Memorial, between the Lincoln Memorial and Washington Monument in our nation's capital, is expected to open in mid-April, several weeks ahead of schedule. He urged veterans of WWII to enter their names on the Memorial's electronic Registry, which can be accessed on the Internet at www.WWIImemorial.com, or by calling the toll free number 800-639-4WW2.

***Working in Nevada

*Senator Reid will be working in Nevada next week while the Senate is in recess. He will hold a hearing on Homeland Security in Las Vegas, help dedicate a new water treatment plant in Fallon, and meet with seniors, PTA members and other groups.

***Reid Tours CIA Headquarters - As a senior member of the panel responsible for determining the CIA's budget, Senator Harry Reid toured the agency's headquarters, met with the Director of Central Intelligence and heard from top officials about the needs of the nation's intelligence community. After the meeting, Reid said he is committed to adequately funding our nation's intelligence needs, including the unmanned Predator spy plane that is based in Nevada.*4

***Pension Reform Bill Passes- The Senate on Thursday passed a bill that would give some short-term relief to companies operating traditional pension plans. The bill changes the way pension plans compute their liabilities. Airline, steel and other industries had argued that the existing funding formula was outdated, making their plans look worse off than they were, thereby unnecessarily boosting funding requirements. Under the measure passed yesterday, companies would be able use a revised funding formula that should provide some financial relief, while also providing a more accurate picture of the health of their pension plans.

***Agreement Reached on Corporate Tax Bill- Senate leaders agreed to the terms of debate on the FSC/ETI corporate tax bill that had been stalled for several weeks because of Republican objections to Democratic amendments. Under the agreement, dozens of Republican and Democratic amendments would be in order, including Senator Harkin's amendment to block the implementation of Labor Department rules changing requirements on overtime pay.

The Senate will be in recess next week.
The Senate will convene Monday, April 19, at 1:00 p.m., with a period of morning business. No roll call votes will occur on that day.
The Senate may consider the motion to proceed to S. 2290, the Asbestos bill on Monday. The Senate may also consider the FSC-ETI bill. A limitation on amendments to the bill has been agreed to.*5

To enhange this feature article, we are glad to have the most recent news about medicare in Nevada of the Press Release from the Office of Governor Kenny Guinn on April 8, 2004. The whole stetement was shown at the bottom of this article after the words of inspiration by U. S. Congresswoman Shelley Berkley that "I look forward to continuing my service in Congress and shall endeavor to serve in the manner that merits your confidence in me."

On Monday, April 12, 2004, U. S. Congresswoman Shelley Berkley will hold her next Senior Advisory committee meeting. The location of the meeting is at the new Leiburn Senior Center, 6230 Garwood Avenue, Las Vegas, Nevada.

"We plan on discussing the fllowing items: 1. the new Medicare prescription drug benefit. 2. Social security benefits (including privatization). 3. Notch baby legislation. and 4. Government pension offset." *2

BERKLEY VOTES TO PROTECT MEDICARE AGAINST PRIVATIZATION

Southern Nevada Seniors Could Face Thousands in Out-of-pocket expenses, Annual Premiums of $1,950.

(November 22, 2003 -- Washington, D.C.) U.S. Representative Shelley Berkley (D-NV) today voted against Republican-sponsored prescription drug legislation (H.R.1) that would open the door to Medicare privatization, force seniors to pay thousands of dollars in premiums and prescription drug costs and drive millions of older Americans into HMOs

"This plan promises more to HMO's and drug companies than it does to seniors faced with rising drug costs," said Congresswoman Berkley.

"I support a prescription drug plan under Medicare, but not one that showers billions of dollars on insurance companies while leaving seniors to face thousands of dollars in out-of-pocket costs," Berkley said, noting that the bill gives $17 billion to PPOs and HMOs to lure seniors away from traditional Medicare. "The real goal of the Republican prescription drug plan is to open the door to the privatization of Medicare, a program that has protected America's seniors for decades."

Berkley was one of 215 Representatives opposing the bill. A late-night vote on the legislation scheduled to last 15 minutes was held open for three hours by Republican leaders desperate to overcome an initial 216-218 loss.

"Republican leaders struggled for three hours to get this bill passed anyway they could and I can only imagine that deals that were cut and the arms that were twisted," said Berkley

Berkley also criticized provisions in the bill that would block re-importation of drugs from other countries at lower prices and prevent Medicare from negotiating better deals with drug makers to lower drug prices for seniors.

"Republicans bowed to drug industry pressure and are out to prevent Medicare from using the buying power of 40 million Americans to negotiate better prices. If the VA can bargain for better prices on medicine for our veterans, why are Republicans blocking Medicare's ability to use the same bargaining chip?," Berkley said.

The legislation also creates a gap in coverage, where seniors are left to pay 100% of their own prescription drug costs.

"Some Las Vegas seniors will pay $4,000 out of their first $5,000 in drug costs under this plan -- that is not what I call comprehensive prescription drug coverage," said Berkley, describing the cost of the benefit to a senior earning more than $13,000 per year.

Berkley also noted that a so-called "premium support" provision in the plan could leave Nevada seniors with some of the nation's highest annual premiums.

"Under the GOP's prescription drug plan, seniors living in Clark County could be paying almost $2000 a year in Medicare premiums, while seniors in other parts of the U.S. would pay less than $700," she said.

The premium support provisions in H.R.1 call for the selection of six demonstration projects nationwide. Las Vegas is one of the sites under consideration for this trial. A recent analysis by the Department of Health and Human Services shows that the premium support system would result in dramatic disparities in premiums for traditional Medicare within states and regions, and across the country. For instance, a senior in Clark County would pay $1,950 annually in premiums, while a senior in Davidson County, North Carolina would pay $675 annually.

Finally, the plan would erode retiree coverage for almost three million seniors, including 15,000 Nevadans, who have good drug coverage now through retiree health plans. The GOP plan discriminates against seniors with retiree health coverage by excluding such coverage from counting toward spending for the catastrophic benefit.*7

GOV. GUINN ANNOUNCES state receives $6.4 MILLION FEDERAL GRANT for people living with hiv/aids

CARSON CITY - Governor Kenny Guinn announced today that the Nevada State Health Division's Bureau of Community Health has received continuation grant funding of $6.4 million for the Ryan White Title II program.*13

The grant allows the State of Nevada to provide significant funding throughout the state for drug assistance to individuals infected with HIV/AIDS who meet eligibility criteria. The program, AIDS Drug Assistance Program (ADAP), will help Nevada provide medical care, support services and prescription drugs.

"I am proud to say that currently, the Nevada ADAP continues to serve clients without a waiting list," Gov. Guinn said. "Because of this important funding, no client goes without their HIV medication."

The funding supplements more than $4.4 million that Las Vegas received in an earlier grant. The grant to Nevada is part of a $1.03 billion award shared among all states and U.S. territories from the U.S. Department of Health and Human Services.

In addition to medical care, the grant enables participants to receive direct services, such as case management and outreach activities. These services are provided in a variety of environments, including correctional settings, local health districts and community providers.

"After an investigative research on a person's character, scholars found that personal traits play a very important role in helping business executives and leaders to be successful. They found out that persons who are leaders should have wisdon and talent. These people have a broader interest and aptitude. They are good in self expression and public communication. Possibly, the most vivid fact to be felt by everyone is that, these persons all have a strong inner desire to pursue business accomplishment and have their good performance recognized," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).

" Among various business organizations, a research was conducted on the work performance of the American college graduates. It revealed that the following personal traits are important for the success of their business: (1) Ability to get along with people. (2) Ability to get things done. (3) Intelligence. (4) Desire for advancement. (5) Human relations skills. (6) Leading and administrative abilities. (7) Communication skills. (8) Ability to take important task. (9) Judgment. (10) Responsibility. (2) Identify yourself and your company immediately. (3) Be friendly. (4) Have all your necessary resources available. (5) Indicate your regret or appreciation when applicable. (6) Use caller's name if it's offered. (7) Express your willingness to help. (8) Don't interrupt your customer. (9) Get as much information as you can. (10) Be understandable in your communication. (11) Be accurate and complete when giving information. (12) Be easy to deal with."*2

We would also like to list 12 effective and 13 ineffective telephone techniques in business. A. 12 effective talent : (1) Smile. (2) Speak clearly and concisely. (3) Be enthusiatic. (4) Lower your voice pitch (5) Talk positive. (6) Be prepared for objections. (7) Talk directly into the mouthpiece. (8) Consider your customer's personality. (9) Speak in terms of benefits. (10) Discuss rather than tell. (11) Always thank the listener for his time. (12) Follow up if necessary."*3

B. 13 ineffective telephone skills are: (1) Frowning. (2) Muttering. (3) Sounding tired.(4) Speaking in monotone. (5) Being negative. (6) Being over confident. (7) Holding the telephone under your chin. (8) Rambling. (9) Making accusatory remarks. (10) Arguing. (11) Hanging up abruptly. (12) Forgetting to thank the listener. (13) Try to talk and do something else at the same time."*4

To be successful in business, we need to have positive thinking traits. There are 12 personal traits that characterize a positive thinker: Optimism, Enthusiam, Belief, Intelligence, Courage, Integrity, confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel.*5

Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful practice. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives in business.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) has put effort in spreading the golden words of wisdom for positive thinking in the business and public administration world.*6

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*7 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*8

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*9

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. ENCOURAGING NEWS REGARDING STATE'S ECONOMY

I would like to take the opportunity to let you know about promising economic gains our state has made. Last week, it was announced that Nevada again leads the country in job growth. Figures released by the Department of Employment, Training and Rehabilitation show that Nevada has added nearly 44,000 jobs in the past year, an increase of 4.1 percent.*2

We have received equally encouraging news in another area. Nevada's unemployment rate is currently at a three-year low, having decreased from 5.1 percent to 4.4 percent between February 2003 and February 2004. This is the lowest level since January 2001. Considering the economic upheaval that our country suffered in the wake of the 9/11 attacks, this is noteworthy news for a state that bases its economic health on tourism. Remarkably, since January 2002, our state has added 87,700 jobs. Among these new jobs we are seeing significant increases in the construction industry, where 10,700 jobs have been added in the past year; in professional and business services, which reported a gain of 8,700 new jobs; and in the trade, transportation, and utilities sectors, which grew by 7,800 jobs.

Another bright spot that shows promise is revenue generated by taxable sales. The $2.8 billion in statewide taxable sales for January 2004 represents an 11.4 percent increase over January 2003, and a 10.9 percent increase over forecasts for the first seven months of fiscal year 2004. Although these figures do not fully compensate for reduced gaming revenues, I am encouraged by the direction we are heading in collections for our next budget cycle. In addition, state corporate filings are up, having increased more rapidly during this fiscal year than in the previous year. Moreover, many of our counties and cities are experiencing continued expansion in the number of new business permits and housing starts.

Overall, consumers are showing confidence in our economy. Our citizens are finding good jobs and our revenues are improving, which underscores an impressive economic recovery for Nevada in 2004. It is no wonder that, when compared with other states, Nevada ranks at or near the top in a number of important economic indicators.

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

Barbara Buckley appoints Adjunct Associate Professor of the GSBPA of WBTI

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) was established early in 2003. Drs. E. Lee Bernick and Keong Leong were appointed as Deans of the School by WBTI on March 11, 2003. "The mission of this School will emphasize the humanitarian orientation of public administration adn social responsibility of business management . Throuugh academic entrepreneurship, we may expect the endeavor of this school for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA. Dina is a Senator of Nevada Senate and Adjunct Professor of Political Science of UNLV.*1

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*2

Barbara E. Buckley was born in November 23, 1960; Philadelphia, Pennsylvania. She received her B. A. with honors from University of Nevada, Las Vega. Her education has enhanced with University of Arizona, J.D., Summa Cum Laude.*3

Barbara's Legislative Service include: Nevada Assembly, 1995-2003 -- two special and five regular sessions; Majority Floor Leader, 2001; Assistant Majority Floor Leader, 1997-1999. She is now the Majority Leader of Nevada Assembly.

On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO. It's our pleasure to listen to Kristine for the publicity of the following enents on Asian Pacific American Heritage Month by the Asian Community in Las Vegas and Clark County:

The Las Vegas-Clark County Library District will feature free public events that highlight Asian and Pacific cultures in celebration of Asian/Pacific American Heritage Month throughout the month of May. We invite you to participate with us in this month-long celebration as a member of the Las Vegas community. Your organization can participate in the following ways:*2

Our Asian Pacific American Culture Fair and Food Festival will be held on
Saturday, May 8th from 11am-4pm at the Sahara West Library. Over 2000 people are expected to attend this event. Confirm your space or participation by completing the attached Culture Fair Application and return it to me by April 1, 2004(Please confirm with Kristine to see if there is an extended date.). We encourage you to feature traditional costumes, foods, crafts, and entertainment.

Attending the special events scheduled during the month of May at the
local public libraries throughout the valley. We are also looking for participants for:

Resurrection month is here!

HE IS ALIVE!

Dear 2020 Vision Partners,

Resurrection month is here! We can celebrate like never before the risen Lord that we serve. He is not dead!! He is ALIVE! Ever since I saw the Passion of the Christ I have a new appreciation for the suffering of Christ and the power of the resurrection. Paul was so convinced that the resurrection power was unique that he made it one of his primary goals to become intimate with it: ?(We)œI want to know Christ and the power of his resurrection and the fellowship of sharing in his sufferings, becoming like him in his death (Phil 3:10)

Do you want that type of power in your life? I can assume that you do. Let?™s ask Him everyday for that type of Power! Power to win our family, and friends this Easter. Power to overcome fears of inviting people to church. Power to conquer the challenges that we face.

Power to prosper in every area of my life. Power to heal the sick. Power to change cities and nations.

(Doesn't)™t the word tell us that where 2 or 3 agree on one thing, it will be done for them in Heaven (Matthew 18:19) Power flows when believers come into agreement.

Power flows when we stand on the Word.

This month, make it your #1 goal to walk in resurrection power. Let (us)™s take new territory together! Enclosed you will find our April calendar. Please take a moment and review all the exciting things going on this month. On Easter Sunday we will be having 3 morning services, one at 8AM, one at 10AM and one at 12 Noon. Also, make sure to note the schedule for the Time Machine II! Please pray for strength for all volunteers. Pray for 500 new souls April 4th through the 11th.

We also want to highlight that Chuck Pierce will be with us on April 21st and 22nd. This prophet of God will bring a wealth of information and insight to all of us.

I hope that you realize the impact that your support makes to the work of God. Your giving, prayers, and love keep us energized for His service!
