As Integrated Services Digital Network (ISDN) lines are becoming increasingly popular, "an ISDN connection operates at speeds up to 128,000bps, which is about four times faster than a 28.8Kbps modem and about twice as fast as a 56Kbps modem. It's also more reliable."*2 If the Internet is becoming an increasingly significant part of your life, as it is for millions of people worldwide, the increased speed and reliability may well be worth it for your additional expense. "Search engines are tools you can use to search Web pages, newsgroups, and other things. They follow every link they can find, indexing every word along the way. Guinn announces successful implementation of new state mainframe computer*6 CARSON CITY - Gov. Kenny Guinn announced today that the Department of Information Technology (DoIT) has successfully implemented a new state mainframe computer and software operating system. "Our state depends on this technology to electronically process many different state services," Guinn said, "and this upgrade will provide reliable processing capability for many years. This is an excellent example of state agency teamwork in the public's favor." The mainframe computer is used by the state to process and maintain data for major programs such as the Welfare Division NOMADS system, the Division of Child and family Services UNITY system, DMV license and registration information, DETR employment information, and others. Funding for a major upgrade was approved by the Legislature in the 2003 session. According to Terry Savage, Chief Information Officer for the State, the upgrade project was completed under the authorized budget. "We were able to improve on the technology of the original upgrade plan, and also save approximately $2.4 million over the five-year projection," said Savage who attributed this savings primarily to continuing aggressive software contract negotiations. The new equipment has been operating without problem for three weeks, after six months of intensive work and planning by DoIT staff, according to Savage. Savage also lauded and thanked the major mainframe computer users. "Without the hard work and help of folks from DETR, DMV, Taxation, DCFS and Welfare, this transition would not have been seamless and transparent to the public." ESPOO, Finland (AP) -- The scientist credited with inventing the World Wide Web, Tim Berners-Lee, has been awarded the first Millennium Technology Prize.*2 The award, a euro1 million cash prize, equivalent to $1.2 million, is among the largest of its kind, and was awarded for the first time. It was established in 2002 and backed by the Finnish government. Berners-Lee is recognized as the creator of the World Wide Web while working for the CERN Laboratory in the early 1990s, the European center for nuclear research near Geneva, Switzerland. His graphical point-and-click browser, "WorldWideWeb," was the first featuring the core ideas included in today's Web browsers, including Internet Explorer, Netscape, Opera, and Mozilla. The prize committee on Thursday said Berners-Lee's contribution strongly embodied the spirit of the award. Pekka Tarjanne, chairman of the eight-member prize committee, underlined the importance of Berner-Lee's decision to never strive to commercialize or patent his contributions to the Internet technologies he developed. Guinn*1 Last week, while in Las Vegas, I had the pleasure of presenting a proclamation and speaking at a Nevadan's for Antibiotic Awareness partners' conference. Nevadans for Antibiotic Awareness, a statewide public-private partnership, is dedicated to reducing inappropriate antibiotic use. As a father and grandfather, I feel very strongly about the dangers of this problem. From the beginning of my administration, I have pledged to assist in educating the public about its inherent dangers. I need to thank those who have helped to get this important message out, such as the Nevada Broadcasters Association. I would like to tell you about some of the fine work this organization has accomplished since its inception in 2002.*2 Nevadans for Antibiotic Awareness was started by the Clark County Health District, Sierra Health Services, and HealthInsight in response to the Centers for Disease Control¡¯s concerns about increasing rates of antibiotic resistance. Nevadans for Antibiotic Awareness has been one of our state's great success stories, having grown into a statewide task force of more than 60 partners working together to promote appropriate antibiotic use. The partners involved are to be commended for their efforts. More than $100,000 in partner funding has been used for a statewide media campaign that has included up to 800 radio and television spots per month in both English and Spanish. In addition, educational materials have been distributed to all urgent care units, emergency rooms, and physician offices throughout the state. A number of healthcare professional educational activities have been implemented, and our schoolchildren are learning more about appropriate antibiotic use through educational games and activities. Nevadans for Antibiotic Awareness has had a remarkable reach over the past three years. Statewide tracking shows that since 2002, antibiotic usage has decreased in the 348,000-person population that was measured. And this year, a state-of-the-art data collection system will be implemented in southern Nevada to further track resistance rates. The CDC has recognized Nevadans for Antibiotic Awareness as one of the best and most active programs in the country. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993. In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas. In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others. Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association. Guinn announces $1 million settlement with the st. Paul*3 CARSON CITY - On behalf of Clark County physicians, Gov. Kenny Guinn announced today that the state of Nevada has reached a $1 million settlement with The St. Paul insurance companies. The St. Paul withdrew from the medical malpractice insurance market in 2002.*4 Under the settlement reached, The St. Paul agreed to refund within 60 days, a portion of the premiums charged to certain Clark County physicians. Approximately $900,000 will be refunded to those physicians whose policies were renewed during the months of July and August of 2001. In a separate action, The St. Paul has also agreed to pay an administrative assessment of $100,000 to the state's General Fund account. "I would like to commend Nevada Insurance Commissioner Alice A. Molasky-Arman for her effort, which alleviates a concern that I have shared with our doctors in Nevada," Gov. Guinn said. "This settlement represents a fair compromise to an impasse, which could have potentially turned into a lengthy court battle without resulting in any monies being refunded to policyholders. The settlement will result in immediate refunds to Nevada's physicians, which could not have been accomplished through a potentially lengthy and costly legal process." In a separate action related to a routine market conduct examination, St. Paul Fire and Marine Insurance Company agreed to pay, without admitting to the allegations or liability, a $75,000 administrative assessment, and St. Paul Medical Insurance Company agreed to pay a $25,000 administrative assessment. The agreements settle the initial complaint filed with the Commissioner in May 2002, and allegations from a Market Conduct Examination Report dated December 18, 2001. After earning her law degree at the University of San Diego School of Law in 1976, she returned to Las Vegas to begin her career. U. S. Congresswoman Shelley Berkley has successfully sought appointments that enable her to meet the needs of Southern Nevada, since she swore in as a Member of Congress on January 6, 1999. Shelley is a former Vice Chair of the Nevada University and Community College System Board of Regents. Appointed to the Board in 1990 by the Governor, she was then twice elected as a Regent by Las Vegas-area voters. She completed her second term on the Board in 1998. (November 22, 2003 -- Washington, D.C.) U.S. Representative Shelley Berkley (D-NV) today voted against Republican-sponsored prescription drug legislation (H.R.1) that would open the door to Medicare privatization, force seniors to pay thousands of dollars in premiums and prescription drug costs and drive millions of older Americans into HMOs "This plan promises more to HMO's and drug companies than it does to seniors faced with rising drug costs," said Congresswoman Berkley. "I support a prescription drug plan under Medicare, but not one that showers billions of dollars on insurance companies while leaving seniors to face thousands of dollars in out-of-pocket costs," Berkley said, noting that the bill gives $17 billion to PPOs and HMOs to lure seniors away from traditional Medicare. "The real goal of the Republican prescription drug plan is to open the door to the privatization of Medicare, a program that has protected America's seniors for decades." Berkley was one of 215 Representatives opposing the bill. A late-night vote on the legislation scheduled to last 15 minutes was held open for three hours by Republican leaders desperate to overcome an initial 216-218 loss. "Republican leaders struggled for three hours to get this bill passed anyway they could and I can only imagine that deals that were cut and the arms that were twisted," said Berkley Berkley also criticized provisions in the bill that would block re-importation of drugs from other countries at lower prices and prevent Medicare from negotiating better deals with drug makers to lower drug prices for seniors. "Republicans bowed to drug industry pressure and are out to prevent Medicare from using the buying power of 40 million Americans to negotiate better prices. If the VA can bargain for better prices on medicine for our veterans, why are Republicans blocking Medicare's ability to use the same bargaining chip?," Berkley said. The legislation also creates a gap in coverage, where seniors are left to pay 100% of their own prescription drug costs. "Some Las Vegas seniors will pay $4,000 out of their first $5,000 in drug costs under this plan -- that is not what I call comprehensive prescription drug coverage," said Berkley, describing the cost of the benefit to a senior earning more than $13,000 per year. Berkley also noted that a so-called "premium support" provision in the plan could leave Nevada seniors with some of the nation's highest annual premiums. "Under the GOP's prescription drug plan, seniors living in Clark County could be paying almost $2000 a year in Medicare premiums, while seniors in other parts of the U.S. would pay less than $700," she said. The premium support provisions in H.R.1 call for the selection of six demonstration projects nationwide. Las Vegas is one of the sites under consideration for this trial. A recent analysis by the Department of Health and Human Services shows that the premium support system would result in dramatic disparities in premiums for traditional Medicare within states and regions, and across the country. For instance, a senior in Clark County would pay $1,950 annually in premiums, while a senior in Davidson County, North Carolina would pay $675 annually. Finally, the plan would erode retiree coverage for almost three million seniors, including 15,000 Nevadans, who have good drug coverage now through retiree health plans. The GOP plan discriminates against seniors with retiree health coverage by excluding such coverage from counting toward spending for the catastrophic benefit.*7 On February 23, 2004, U. S. The location is at the Cheese Factory in Summerlin. The party is held by Judge Kolkoski in celebrating of Easter for the two famillies. The Summerlin of Las Vegas has been elected as the First Place in among 12 ranking communities nationally of United States the ideal and best selling homes for big builders in 2000 again.*1 South Shores is one of the important district of Summerlin together with Desert Shores, Sun City, among others. The beautiful lakes centered in this area are one of the greatest attractive- ness of Las Vegas for millions of visitors all around the world. People would enjoy dreamly the sun rising and sun setting of the calm, clean, and nice scenes of these artificial and great work on the lilltle bridges. These bridges are built above the golden and beautiful waves of the lakes which are surounded by elegant residences. People love Summerlin. People love this Las Vegas' mighty fine! Dr. Tony Lei has been re-elected as a Director of South Shores Community Association with the highest poll by voters in December 2002. Judge Betsy Kolkoski of Las Vegas Minicipal Court did also invite Dr. and Mrs. Tony Lei with a reunion dinner at Village Pub and Casino in Summerlin on February 28, 2001. Accompanied by her husband to the dinner, the Judge was bright and pleasent. In 1971, Judge Kolkoski graduated from the University of Cincinnati College of Law with Juris Doctorate degree. As Nevada's Elder Rights Atnorney, an Associate Fellow of the Culture Institution (CI) and Chairperson of the Aging Services Study Committee of Washington Business and Technology Institute (WBTI), she advocated statewide for the legal rights of senior and elder abuse prevention. Her research projects and papers presented together with former Attorney General Frankie Sue Del Papa to the national conferences were publicized by WBTI locally and internationally. CI has been led by Dr. Sue Fawn Chung as its Director and Fellow. She is an Associate Professor and former Chairman of the History Department at UNLV. Dr. Chung was also named one of the two Nevada advisors to the National Trust for Historic Preservation in 2000. "PAI is exploring such themes as computer and quantitative analysis for administration, seniors power by voting, economic renewal, educational technology, elder abuse, social security and Medicare, and the important relationship between faith and public policy," Dr. Lei noted. "We have worked to provide a setting of ideas in which the principles and perspective of the program come into contact with leading issues of the day in order to improve the quality of life of all our Nevadans." The value of an academic institute should also put an eye on community service aside from its academic research. Take only one example, for the positive effort of the research and promotion of the seniors benefit, the Institute has done sizable works and received valuable results. At the end of 20th and in the very early of this 21st century, Associate Fellow of the Public Administration Institution (PAI) of WBTI, Elder Rights Attorney Besty Kolkoski of the Nevada Division for Aging Services (NDAS), with Juris Doctor degree of University of Cincinnati College of Law held the Forth Anniversary Meeting of the Nevada Elder Abuse Prevention Council (NEAPC) as Co-Chairpersons with Nevada Attorney General Frankie Sue Del Papa. Betsy did a research paper on elder abuse prevention through quantitative methodology. Both of them had received a fruitful consequence on the prevention of elder abuse with their cooperation of the NDAS and the Office of the Nevada Attorney General. Associate Fellow Sheri Vogel of PAI, a Juris Doctor degree holder of Detroit College of Law, Detroit, Michigan, has been the Project Administrator of the City of Las Vegas Senior Citizens Law Project since 1986. Sheri has obligatory assisted to and solved the concrete benefits and difficulties of seniors for many thousand cases. Her effort to help Las Vegas Seniors has won a lot of applauses. The President of Washington Business and Technology Institute (WBTI), Dr. Tony Lei, had been a member of the Las Vegas Senior Citizens' Advisory Board. The famous political leader from Nevada continued his literary and intimate writing that, "This year has been eventful for the Reid family. Our first child, Lana, and our three grandchildren live in the Washington area. Roary and three more of our grandchildren live in Las Vegas. Leif is in Reno with two more grandchildren and have just told us another is on the way. Josh just passed the bar, is living in Reno and also has announced our new daughter-in-law is expecting. And if a humble individual like Dr. Lei may be treated so friendly by our Senator Reid, obviously everyone of us in Nevada would be taken care by his extended kindness.
