A Program of MBA/PKE
A large and growing population of public employees has been a trend of the expending business and institutional organizations since the participations of WTO by several Asian countries and the coming Olympic Games to hold in China. The Management Department of UNLV and the Graduate School of Business and Public Administration of WBTI thus offer a Degree Program in Management as Master of Business Administration for Presidents and Key Executives (MBA/PKE) to meet the increasing educational requirements of current small and medium business owners and the special educational needs for key executives and managers of companies. It orients to offer an awareness and understanding of the complex managerial and organizational contexts within which business owner, organizational executives, and institutional managers make and implement policy and decisions. It seeks also to provide general technical competence in using the tools of management through modern information management system, creative multimedia methodology, and innovative educational technology. This program has been designed through the American spirit of its MBA system and philosophy efficiently for the needs of both English and Chinese speaking people of China, Taiwan, and Singapore. Following the entrepreneourship help America become the world most leading and strong figure, the enphasis of this program is expecting to inspire and bring the boom of economic development of the countries all together arround the world!

A Creative Program of CPM

M.) to meet the increasing educational requirements of current business managers and the special educational needs of professional institutional administrators. It orients to offer an awareness and understanding of the complex managerial and organizational contexts within which business and institutional managers make and implement decisions. It seeks also to provide general technical competence in using the tools of management though modern information management system. This program has been designed efficiently for the needs of both English and Chinese speaking people of China, Taiwan, and Singapore.

I. Structure of the Program
Completion of the following seminar courses and professional paper leading to the C.P.M. are required for the participant to receive the Certificate:
1. Financial Analysis
Learn time value of money, cost of capital budgeting, role of risk, and financial policy.
2. Managerial Accounting
Learn to use accounting information to improve managerial decision-making and value creation for organizations.
3. Quality Management
Learn various tools for improving quality including statistiscal process control techniques.
4. Just-in-Time & Lean Operations
Learn to apply the philosophy of just-in-time and continuous improvement to eliminate waste and improve operations.
5. Supply Chain Management
Understand how effective supply chain management can satisfy customer needs, reduce costs, and improve delivery performance.
6. Information Technology
Learn how to create value using the key elements of IT function:people, process, and technology.
7. Applied Economic Analysis
Learn alternative approaches to pricing strategy.
8. Strategy formulation and Implementation
Learn the process of creating strategies and putting the strategies into action.
9. Seminar in Human Relations
Learn communication skills, perception, motivation, orgnaization change, and emotional intelligence quotient.

Eric Chen, Esq. is also a many years experienced Taiwanese merchant in China. His idea is to inspire people to build a world for China like what Dr. Charles Koa did for Taiwan. Dr. Koa is former Chairman and now Honorary Professor of University of Wisconsin. "I couldn't catch up Dr. Tony Lei's dinner party at his home in Ging Ling Mansion, but I'll have coffee hour with him and others professors eventually in the party," said Dr. Koa in Taipei early in the morning one day many years ago. Inspired by Dr. Tony Lei's many publications in business management presented on the Wine Closet in the parlor, he applaused, "Do it brightly and we may make the same excellency also. I'm interested in following Tony's creativeness to pioneer even a bigger economics and business world here soon after I come back from United States." Within ten years, he established the Empire of "Tien Shie" ("World" in Chinese) in Taiwan! His popularity and influence to the people in Taiwan have been offered him accomplishment much more than just his splendid academic title.
Dr. Lei transferred the MBA of America to Taiwan. Joined him were many professors, scholars, administrators, publishers, among others. All of them together, for many years, helped bring the Miracle of Economy of Taiwan realized. "Together with the successful experience of economic deveopment in Taiwan, now is the time for China to advance it even better!" said Eric Chen.

Diversify our economy with tourism and invesment

Commisionner Rory Reid has been recommended by WBTI as a Special Guest of Nevada Expo Mission to China. "I'm honored to be invited in this Mission. I believe it'll allow us to diversify our economy with tourism and investment and increase understading between our countries," Rory talked to Dr. Tony Lei at the time when the Commissionner was informed by him at his Law Office in Las Vegas on April 24, 2003.

"The creative design for my poiets by Washington Business and Technology Institute has won applauds from the public for its selfless contribution to the encouragement and promotion of the Chinese literature all around the World. I'm deeply impressed by its effort and wisdom of humane creed to community service and spiritual belief," said Dr. Reymond Yin at the Dinner Party with Dr. and Mrs. Tony Lei. The Party was held by him at the Buffet of Bellagio Casino and Hotel on September 15, 2003 in Las Vegas.

The art of management brought U.S. prosperity

"The art of management has made the United States a paradise of richfulness and prosperity. On the very top floor of the mension at the Graduate School of New York University, I was impressed by the crowded traffic and the brilliant night scenes down on the ground. And looking at the groups of mensions standing under the heavenly sky at this Fifth Street reminded me that: All these golden Squares and proserity at the time of the May Flower period was nothing but an empty land. For our Las Vegas, we've realized the same story of development and prosperity," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) on the Grand Openning of the Las Vegas City Park.
"It made me remember the story of the next dynasty King after the Emperor Ching. Impressed by watching the greatness of the Emperor with his large marching team on the road one day at his young age, the young boy said, 'Do it brightly and we should make it the same also, excellency! (Meaning explanation for 'Yu Wei Jer Yi Loi Hsie' in Chinese.)' Nowaday, the entrepreneurship made America great is not just important for individuals, but it is also critical for a company or a country."
The above initiative spirit of the United States is originated from the first paragraph of the Preface of a text book written by Tony Tung-tien Lei entitled Managemnt Behavior published by Buffalo Publishing Inc. in 1989 (2nd Edition).
Together with his text book Business Management , Management Behavior had been used by Dr. Lei as a reference book in National Taiwan University, National Chengchi University, and National Chungshsing University from 1975 through 1990.
