BERKLEY VOTES TO PROTECT MEDICARE AGAINST PRIVATIZATION

Southern Nevada Seniors Could Face Thousands in Out-of-pocket expenses, Annual Premiums of $1,950.

(November 22, 2003 -- Washington, D.C.) U.S. Representative Shelley Berkley (D-NV) today voted against Republican-sponsored prescription drug legislation (H.R.1) that would open the door to Medicare privatization, force seniors to pay thousands of dollars in premiums and prescription drug costs and drive millions of older Americans into HMOs

"This plan promises more to HMO's and drug companies than it does to seniors faced with rising drug costs," said Congresswoman Berkley.

"I support a prescription drug plan under Medicare, but not one that showers billions of dollars on insurance companies while leaving seniors to face thousands of dollars in out-of-pocket costs," Berkley said, noting that the bill gives $17 billion to PPOs and HMOs to lure seniors away from traditional Medicare. "The real goal of the Republican prescription drug plan is to open the door to the privatization of Medicare, a program that has protected America's seniors for decades."

Berkley was one of 215 Representatives opposing the bill. A late-night vote on the legislation scheduled to last 15 minutes was held open for three hours by Republican leaders desperate to overcome an initial 216-218 loss.

"Republican leaders struggled for three hours to get this bill passed anyway they could and I can only imagine that deals that were cut and the arms that were twisted," said Berkley

Berkley also criticized provisions in the bill that would block re-importation of drugs from other countries at lower prices and prevent Medicare from negotiating better deals with drug makers to lower drug prices for seniors.

"Republicans bowed to drug industry pressure and are out to prevent Medicare from using the buying power of 40 million Americans to negotiate better prices. If the VA can bargain for better prices on medicine for our veterans, why are Republicans blocking Medicare's ability to use the same bargaining chip?," Berkley said.

The legislation also creates a gap in coverage, where seniors are left to pay 100% of their own prescription drug costs.

"Some Las Vegas seniors will pay $4,000 out of their first $5,000 in drug costs under this plan -- that is not what I call comprehensive prescription drug coverage," said Berkley, describing the cost of the benefit to a senior earning more than $13,000 per year.

Berkley also noted that a so-called "premium support" provision in the plan could leave Nevada seniors with some of the nation's highest annual premiums.

"Under the GOP's prescription drug plan, seniors living in Clark County could be paying almost $2000 a year in Medicare premiums, while seniors in other parts of the U.S. would pay less than $700," she said.

The premium support provisions in H.R.1 call for the selection of six demonstration projects nationwide. Las Vegas is one of the sites under consideration for this trial. A recent analysis by the Department of Health and Human Services shows that the premium support system would result in dramatic disparities in premiums for traditional Medicare within states and regions, and across the country. For instance, a senior in Clark County would pay $1,950 annually in premiums, while a senior in Davidson County, North Carolina would pay $675 annually.

Finally, the plan would erode retiree coverage for almost three million seniors, including 15,000 Nevadans, who have good drug coverage now through retiree health plans. The GOP plan discriminates against seniors with retiree health coverage by excluding such coverage from counting toward spending for the catastrophic benefit.*7

Newly appointed Clark County Commissioner Lynette McDonald vowed to cut her finacial ties to Station Casinos before being sworn into office

Adrienne Packer of Las Vega Review-Journal reported Thursday, April 1, 2004 that the newly appointed Clark County Commissioner Lynette McDonald vowed to cut her finacial ties to Station Casinos before being sworn into office.*1

Governor Kenny Guinn of Nevada appointed Wednesday March 31, 2004 Lynette Boggs McDonald to the Clark County Commission to fill the vacant position in District F left by the resignation of Mark James.*2

"Boggs McDonald said Wednesday that she resigned from the local gaming giant's board of directors and that her attorney is working to rid her of stock options she was awarded." *3

McDonald's position on the Station Casinos board of directors had concerned some residents of District F, who for months fought Station over a proposed 300-foot hotal tower.*4

"Boggs McDonald accepted a position on Station's board of directors in July. She receives $50,000 a year and stock options from the gaming company." *5

"Ms. Boggs McDonald has been not merely a capable and competent member of the Las Vegas city council, she has arguable been among its brightest members --- certainly a leader of the field when it comes to possessing a strong moral compass. Her grasp and clear articulation of the issue of the separation of powers, when it comes to city employees serving in the Legislature, has stood in marked contrast to the muddled mewling of some of her cohorts." *6

Gov. Guinn names Boggs McDonald to Clark County COMMISSION

CARSON CITY - Gov. Kenny Guinn today appointed Lynette Boggs McDonald to the Clark County Commission to fill the vacant position in District F left by the resignation of Mark James.

"Because Lynette is currently an elected official and working directly on many of the most pressing issues facing Southern Nevada, I believe she will be able to hit the ground running on the Clark County Commission," Gov. Kenny Guinn said. ¡§This commission is far too important to appoint a caretaker. Having an experienced person who intends to run for the post in the fall election was also very important in my decision. Lynette gives us the best chance to retain District F as a Republican seat.

"I would also like to thank everyone who expressed an interest in serving District F as a replacement for commissioner James."

Boggs McDonald will step down from Las Vegas City Council Ward 2, effective April 20, the same day she is scheduled to take her commission post. She is the first woman to lead a Las Vegas City Council ward. She was appointed on June 28, 1999 and was elected outright on April 3, 2001, receiving 70 percent of the vote in the primary election.

The Councilwoman also announced that she has stepped down from the board of directors at Station Casinos Inc.

"I resigned immediately from Stations Casinos because the Governor and I didn¡¦t want any appearance of impropriety or conflict of interest," Boggs McDonald said. "I am honored to be chosen by Gov. Guinn to serve on the County Commission. I am looking forward to working on the issues that face the residents of Clark County and my constituents in District F."

Boggs McDonald serves on the Las Vegas Metropolitan Police Department Fiscal Affairs Committee, the Clark County Debt Management Commission, and the Regional Jail Commission. She is the immediate past president of the Nevada League of Cities and Municipalities and currently serves on the National League of Cities Homelessness Task Force and the Community and Economic Development Steering Committee. She serves on the State of Nevada Commission on Aging and is a trustee of Catholic Charities of Southern Nevada.

Boggs McDonald is a business graduate of the University of Notre Dame, attended the University of Oregon Graduate School of Journalism and received a Master's of Public Administration degree from the University of Nevada, Las Vegas.

PROTECTING THE PUBLIC AGAINST UNSCRUPULOUS INSURERS

In recent years I've become increasingly concerned about unscrupulous or fraudulent insurance companies that have successfully slipped under the radar of state regulators across the country. These companies have bilked millions of dollars from consumers as they move from state to state. They often collect premiums and then, without the proper reserves, refuse to pay for legitimate claims or disappear altogether when their services are needed most. In Nevada we are not only taking steps to shut them down, we are also preventing them from getting started in the first place.*2

Through a multi-media campaign, which is spearheaded by Nevada's Insurance Commissioner and conducted with the support of legitimate insurers and concerned media groups, we're telling Nevadans to beware of these fraudulent groups and to report them to our regulators in the Division of Insurance of the Department of Business and Industry.

With our partners, the Nevada Independent Insurance Agents, the Nevada Broadcasters Association, and the Nevada Surplus Lines Association, we launched an aggressive two-phase program to stop the victimization of unwitting consumers and well-intentioned small business operators.

The first phase of the program targets small businesses, while the second phase, due to begin soon, will expand the message to the individual insurance consumer. We began with business operators because of the large number of employees that can be affected if an employer chooses a fraudulent health insurer.

We attempted to reach as many businesses as possible in this first phase through billboards, newspaper and magazine ads, and a brochure that went to nearly 70,000 Nevada business operators. In addition, a website and a special toll-free number was established so businesses could easily check to verify that an insurer is licensed. This program has been recognized by the National Association of Insurance Commissioners and may be used as a model nationally. To check on an insurer, you can either call 888-467-4195 or visit the website at www.nvinsurancealert.com.

Our second phase will broaden the efforts to reach consumers directly with television and radio announcements. Specifically targeting the insurance-buying public, messages will tell consumers how to detect and avoid fraudulent insurers and their attractive schemes. As individuals hear the broadcast messages during the second phase, the interest in and activity on the website and the toll-free line will undoubtedly increase.

We're proud of the efforts of the state¡¦s Division of Insurance to apply the best methods available in its regulatory practices, and to protect the insurance-buying public from companies that may look good on the surface, but have only bad intent. By working together, we are eliminating the opportunity for these deceitful operators to take advantage of Nevada citizens.*3

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.

Las Vegas nicer with community service through cultural arts and performance

The City of Las Vegas and Thai Cultural Arts Association of Las Vegas(TCAA-LV) presented Thai Performing Arts Appreciation Day 2002 at Charleston Heights Arts Center on September 17, 2002.*1 It was co-sponsored by Mr. Jheri Psmyth - Kids for a Better Society; Dr. Tony Lei - President, Washington Business and Technology Institute (WBTI); Mr. Tim Wong - CEO, Arcata Associates; Mr . Raymond Lam - Vice President, Chinese American Citizen Alliance of Las Vegas; among others. Thai Cultural Arts Association of Las Vegas (TCAA-LV) on the occassion of the 9th anniversary saluted three awardees with Awards from U. S. Senator Harry Reid and U. S. Congresswoman Shelley Berkley: Dr. and Mrs. Tony Lei, Mr. Tim Wong, and Mr. Raymond Lam.

The Association saluted also four awards from TCAA-LV: Ms Joanne Lentino, Ms. Jeanne H. Johnson, Mr Tim Wong, and Ms. Jennifer Schember.

During the Performing Arts Appreciation Day 2002, Dr. Tony Lei was very pleased to welcome so many government officials, community leaders, business owners, among others. High-ranking government officials who participated the Event and Dinner Party included: Lorraine Hunt, Kathy Augustine, Erin Kenny, Bill Maupin, Stewart Bell, Mark Denton, Valorie Vega, Jennifer Elliotts, Valorie Adair, Dianne Steel, Lisa Brown, Anthony Del Vecchio, Cheryl Moss, Natalie Tyrrell, Mike Davison, David Roger, David Wall, Bobby Gronauer, Herb Brown, Bill Young, among others. In his welcome speech, Dr. Lei believes that all of us share a sense of cooperation for the supporting of cultural richness. He pointed out that "this is a significant milestone of the contribution for the mutual cooperation of cultural and social service between American and Asian communities." *2

Lt. Governor Hunt was introduced by Dr. Tony Lei to the public to deliver her greeting speech to all the audiences and participants. The enthusianstic participants were overwhelming including important officers, leaders, and media executives: Brian Sandoval, John Hunt, Nancy Wong, Tim Wong, Nancy Diaz, Kathie Ambrosio, Judy Ray, Gerry Schroder, Francis Allen, Mike Malone, Geny Del Rosario, Teresa Woo, Richard Dennison, Mike Vaswani, Patty Blakeman, Aldo Aguirre, Auroea Maskall, Raymond Lam, Jessica Hwang, among others.*3

Full with enthusianstic attendants in the Hall of the Arts Center, all of them enjoyed a big night out with many elected officials, appointed officers, business executives, and communiry leaders through the atmosphere of elegant and classic dance and music from Thailand.

TCAA-LV's Outstanding Performers Awards were Pannee Connolly, Robert Ashton, Nina Singchai, Kemika Sriprom, and Shirley Kaeratana.

WBTI has supported Thai Cultural Arts Association of Las Vegas (TCAALV) already more than ten years for its annual Thai Performaning Arts - Appreciation Day.*4 It is a vivid example for its proclamation and creed which are for the encouragement and promotion of academic research, community service, and humane spirit. "He who loves his brother abides in the light, and there is no cause for stumbling him. My little children, let us not love in word or in tongue, but in deed and in truth. Beloved, let us love one another, for love is of God, and everyone who loves is born of God and knows God. Beloved, if God so loved us, we also ought to love one another," said the Bible.*5

The following is another example of what we would like to do for related and concerned associations in performance and publicity:

"Dear Tony, Thank you very much for your support of the Singapore Association of Nevada (a non-profit organization) during our launch year of 2003. It is with your support and encouragement that SAN has become a highly respected organization within the State of Nevada and the Republic of Singapore. When I founded SAN in 2003 it was with my strong passion and belief in the Republic of Singapore and the opportunity it provides for Singaporeans and can also provide for Nevadans (including businesses based in Nevada)... Kindest Regards," wrote Jonathan Galaviz, President of Singapore Association of Nevada.*6

Dr. Tony Lei has innovated and encouraged good idea for program and event to improve the quality of life of all our residents and visitors of Nevada. United we stand, not just for our Asian Community only but for all our people and nation as a whole. Asian Community has won recognition for contribution to Nevada by American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that the Asian communities have continuously participated and offered to the mainstream society.

"As the Director of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI), I've shared a pleasant leadership with Dr. Tony Lei cooperated by all the Faculty members of this Institution since it's establishment on January 18, 2000. Innovated in integreting his expertise in institutional management and spiritual value in education, Dr. Lei's effort and wisdom for the community service in Nevada in the recent eight years have been very valuable. We expect Pan Pacific and Asian American Forum (PPAAF) founded by this Institute in September 28, 2001 will contribute to improve the quality of life of the people and the prosperity of this State of Nevada," said Dr. William Thompson, UNLV Professor of Public Administration, at the Gee Joon Chinese Restaurant of Horseshoe Club on January 28, 2002 in Las Vegas.*7
