SOUTHERN NEVADA ECONOMY: Season's Meetings
With cooler weather on the way, convention business about to pick up in Las Vegas

Though it's been slowed in recent weeks by the traditional summer doldrums, Las Vegas' convention industry is again poised to heat up once local temperatures cool down.

Business travelers largely avoid coming here in months when 100-plus degree temperatures are more conducive to dips in the pool than sales calls or marketing meetings.

But the local climate becomes a major advantage in the fall, winter and spring when Las Vegas seems downright balmy to travelers whose local weather often ranges from frequent rain and chilling winds to snowstorms.

"I think the weather is a big draw. It goes hand-in-hand with Vegas, which is an attraction in itself," said Leah Arnold, spokeswoman for the International Consumer Electronics Show, which is slated to bring 115,000 people here come January.

With summer's official end less than three weeks away, Las Vegas got a head start to its late-year rush of big conventions with last week's Men's Apparel Guild in California fashion expo, which brought an estimated 90,000 attendees to the Las Vegas Convention Center before it concluded Thursday.

And while that show's clean-up was interrupted late last week by a labor dispute between convention contractors and members of Teamsters Local Union 631, Las Vegas' convention industry still has big plans for a busy fall.

The city's next large show is the National Mining Association MINExpo International, which will bring 35,000 people to Southern Nevada when it opens Sept. 27.

October's calendar includes the 25,000-attendee Global Gaming Expo; the National Business Aviation Association, a 35,000-attendee private jet showcase; plus a National Association of Convenience Stores show, where more than 25,000 people will check out products soon to be sold at 7-Eleven and AM/PM stores across the land.

Although November's long-standing technology stalwart, Comdex, is taking at least one year off to reload its pocket protector, few expect Las Vegas will suffer from its absence.

"Because Comdex has been softening for so many years, the hotels have taken notice and began selling into those dates," Nancy Murphy, vice president of sales for the Las Vegas Convention and Visitors Authority, said last week. "Occupancy for this November looks to be as strong as it would have been during Comdex's final years."

Much of that growth stems from ingenuity in convention booking. For the first time since Mandalay Bay's expanded convention center opened in January 2003, Las Vegas' trio of 1 million-plus square-foot venues will simultaneously host complementary shows this fall.

The Specialty Equipment Market Association will bring 100,000 people to the Las Vegas Convention Center for its automotive parts showcase Nov. 2-5. A few blocks away, the concurrent Automotive Aftermarket Products Expo will draw another 88,000 to the Sands Expo and Convention Center adjacent to The Venetian.

On Nov. 3, Mandalay Bay will open the four-day International Autobody Congress & Exposition's NACE Expo, a 35,000-attendee show dedicated to auto body repairs. Each show is produced by a different company, but their organizers will allow those registered at one event to attend the others at no extra cost.

"It kind of makes for an `Automotive Week,' " Murphy said, citing the NACE Expo's decision to shift from its past December slot at the Las Vegas Convention Center.

"They made the change for the good of their membership, but what it did for the good of the city was create a concentrated auto week," Murphy added. "That's the first time I've seen that kind of cooperation, but it certainly won't be the last `industry week.' "

Paul Dykstra, whose GES Exposition Services builds displays, signs and other convention-related goods, said his company uses the summer slowdown to prepare for the fall and January, typically Las Vegas' busiest convention month.

After slow periods in June in July, he said his workers were happy to get back on the floor when GES' business reignited earlier this month.

"Most people would tell you they're in this industry because they like the show floor. It's show business, and they like to be interacting with their clients," said Dykstra, GES' president and chief executive officer. "But when we have (busy) runs like we're in now ... I think people are looking for that breather back in the office."

Last year was the best Las Vegas ever had for conventions, when nearly 5.66 million attendees left behind nearly $6.55 billion in nongaming spending. Through June, the city was on pace to attract 6.8 million conventioneers with an estimated economic impact of more than $8 million.

Mandalay Bay Vice President of Sales Danielle Babilino said her company's trade show clients have this year enjoyed increased attendance, booth sales and square footage -- all factors that point toward an improving U.S. economy.

"You can see it as it's rolling into 2005," said Babilino, whose upcoming large events include a September gathering of Toyota dealers, October's 20,000-attendee International Tile and Stone Show and the aforementioned NACE Expo.

George Smith, a gaming analyst with Richmond, Va.-based brokerage firm Davenport & Co., said conventions were a prime topic at his recent meetings with several local gaming companies. Most were confident 2004 will close out strong, setting the stage for additional growth next year after the industry's usual slowdown between Thanksgiving and New Year's.

"The convention schedule looks solid, looks strong, and that's helping with earnings," Smith said. "While I can't point toward the presence of a national gathering of bricklayers or some specific event, most do feel (earnings projections) are solid through the fall and into 2005" based in part on advance convention bookings.

Said Murphy: "We're very lucky to have so many anchor clients that come to us year after year, and the fall does have ... a lot of repeat customers."

Many large companies base their convention budgets for the following year based on economic conditions during the prior year's third quarter. Based on today's current economic optimism, 2005 could be an even bigger year for the U.S. convention industry, said David Ross, vice president with Roselle, Ill.-based show producer Exhibitgroup/Giltspur.

"We're seeing increased activity nationwide," Ross said. "And as we all know, as the trade show industry goes, so goes Las Vegas."

On his first campaign swing since the Republican National Convention, Vice President Dick Cheney stopped in Las Vegas Friday to fire up local supporters and continue his attack on Sen. John Kerry's record.

In a 30-minute speech before enthusiastic supporters at Cashman Center, Cheney touched on taxes, the economy and the war on terrorism, painting Kerry along the way as indecisive and disingenuous.

The art of management brought U.S. prosperity
By Tiffany Chang

--- There are also some skills of Managing Up and Modern Stratagem in the American and Asian worlds

***Jesus said, "Everyone who bears these words of mine and puts them into practice is like a wise man who built his house on the rock. The rain came down, the streams rose, and the winds blew and beat against that house; yet it did not fall, because it had its foundation on the rock." --- Matthew 7:24-25 of the "Bible"

"The art of management has made the United States a paradise of richfulness and prosperity. On the very top floor of the mansion at the Graduate School of New York University, I was impressed by the crowded traffic and the brilliant night scenes down on the ground. And looking at the groups of mensions standing under the heavenly sky at this Fifth Street reminded me that: All these golden Squares and proserity at the time of the May Flower period was nothing but an empty land. For our Las Vegas, we've realized the same story of development and prosperity," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), on the Grand Openning of the Las Vegas City Park.

"It made me remember the story of the next dynasty King after the Emperor Ching. Impressed by watching the greatness of the Emperor with his large marching team on the road one day at his young age, the young boy said, 'Do it brightly and we should make it the same also, excellency! (Meaning explanation for 'Yu Wei Jer Yi Loi Hsie' in Chinese.)' Nowaday, the entrepreneurship made America great is not just important for individuals, but it is also critical for a company or a country."*1

The above initiative spirit of the United States is originated from the first paragraph of the Preface of a text book written by Tony Tung-tien Lei entitled "Managemnt Behavior" published by Buffalo Publishing Inc. in 1989 (2nd Edition).

Together with his text book "Business Management", "Management Behavior" had been used by Dr. Tony Lei as a reference book in National Taiwan University, National Chengchi University, and National Chungshsing University from 1975 through 1990.

"MANAGING UP shows what you can learn when you keep your eyes and ears open and happen to work for/with a terrif boss. Great lessons for leaders here, managing up, down, and sideways," said Warren Bennis, Distinguished Professor of Business at the University of South Carolina about the book written by Rosanne Badowski in 2003. The book is entitled "How to Forge an Effective Relationship with Those Above You."

The Chairman of Chinese American Academic Association of Nevada, Dr. Tony Lei, received by air mail on February 22, 1997 a book named "Modern Stratagem" The book was written and sent by Professor Tu Lin.

In the preface, Dr. Ko-wang Mei pointed out that: It is the person who uses stratagem to face problem and chellenge and to integrate a project or principle for processing of problem solving. Most of famous stratagems in the human history were used on politics and military. From its broad significance, in order for a person to successful both in production and human relations, he or she needs stratagem to attain his or her objectives. The Chinese idiom of "Action after taking stratagem" may show the good understanding of the above meaning.

The book entitled "Modern Stratagem" was written by a Chinese, while the book entitled "How to Forge an Effective Relationship with Those Above You" is written by an American. The latter talks about "Managing Up" in a business. The following are some of its principles:

Principles of Managing Up
"* Managing is not the exclusive property of MBA grads.
* At times we are all managers, and we are all support staff; managers have to roll up their sleeves and get in the trenches.
* Those who manage up have to think--and act-- like managers.
* A good managers is a student of cause and effect.
* It's not good enough to be aware of what's happening around you; you have to know why it's happening.
* If you're not helping, you're hindering.
* Ask yourself: Did the work I performed today help achieve a goal?
Common Sense Takeaways
* Your boss's agenda comes first. Period.
* When those above you win, you win.
* It's people! Organizations don't run on money, products, or procedures.
* Trust your instincts-- they are based on a lot of experience. Then again, don't always trust instincts.
* Go ahead, take a swing: Better to be too bold than too timid."*2

The first of the above two books was prefaced by Dr. Ko-wang Mei, the former President of Tunghai University and now the President of Taiwan Regional Development Institute.

Dr. Mei believed that: The successful degree of a stratagem can not be depended only on individual's wisdom, knowledge, and experience. It has its team works, integrity, scientific background, and philosophic thought. Therefore, there never appears a stratagem in an emptiness. It needs deliberate planning and logic thinking. The large the area of stratagem and the deeper of the degree of a stratagem, the large and deeper the need for information collection and analysis. In the recent half of the century, it is one of the most important subject in 'The study of Administration'. In a practical and general speaking, 'stratagem' is 'decision making' in a promotional sense. In order to have a stratagem effective, efficient, and perfect, the conclusion of a stratagem should be attained through scientific collection, analysis, judgment, study of information. It is why the 'Stratagem' is an important and useful study.

Its good to have some inspiration on the findings of some of the chapters of the second book:

"Preparedness Takeaways
* By seeing thing from someone else's perspective, you'll be better able anticipate what will be needed in the future.
* Share what you know. This was the centerpiece of Jack Welch's GE. We shared ideas, best practices, and information.

People who hoard knowledge hunt the company.
*Be ready to improvise.
*Stay on top of current events, not just concerning your company but the international business community. It will help give context to what you do, and it's a good conversation starter.
Communication Takeaways
*Communication is more than a management tool--it is a catalyst for change.
*Don't be afraid to ask. And then ask again.
*Question yourself constantly; if you don't like your answers, do something about it.
*Be a loudmouth--one whose ideas and messages get spread through every level of your business.
*Nagging doesn't mean you have to be a pain in the neck--but timed correctly, it's very effective.

Teamwork Takeaways
*Celebrate--you deserve to recognize accomplishments.
*Take a central role as team member and team builder.
*Get off your pedestal--no job or task should be dismissed as unimportant or not worthy of attention.
*Share everything--information, knowledge, skills, risk."*3

The author of the first book, late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. The author of the second, Rosanne Badowski, was an executive assistant of Jack Welch who retired from GE in September 2001 as its CEO.

"It is 'political strategy' when a stratagem is used in political affairs. It is 'war strategy' when a stratagem is used in military action. It is 'individual strategy' when a stratagem is used by personal affairs. It is 'business strategy' when a stratagem is used by business management. After the second half of 20 century, business management played a very important role around the world. The study of management emphasizes very much the importance of stratagem. Therefore, the world business is now full of the actions of 'Business Stratagem'," said Dr. Mei.*4

As a conclusion on her book, Rosanne summerized it in the following:

The Fun of Managing Up
"Over the years, people have approached me wanting to know what it was like to work for Jack Welch. Did he have some secret to success? And that's why I've tried hard to keep the "bow" of this book pointed into the wind of real life.
Was it a smooth fourteen years? No way.
Was it interesting, exhilarating, and rewarding? For sure."*5

The first book was foreworded by Jack Welch, while in the second book, Dr. Mei recommended that : The "Modern Stratagem" written by Professor Tu Lin is one of the best in the field. It can be a good reference text for persons in political affairs. It is a fine dictionary for military experts. And it can be also effectively used in business management. Finally, it is a very valuable book for an individual to use it as an electric power to brighten his or her career both in production and human relations.

Rosanne continued on her conclusion that "Under the circumstances, managing up was, for me, a survival skill mastered on the job and on the run. But it was not one based on secrets, luck, or genius. For me, managing up came right off the rack, right off the shelf, and right off a list of basic ingredients that are as commonplace as they are priceless:

Chemistry. It's what got us off to a good start and kept us going.

Trust. Trust was what our partnership was built on--and what made our partnership last.

Confidence. The key term to describe Jack--something that propelled his every action.

Impatience. It appears to be a negative, but it gave us the speed to accomplish as much as we did in limitd time.

Energy. It kept us buoyant and helped us persevere.

Resilience. The ability to keep going when a roadblock got in the way.

Humor. It made every day fun, no matter what the circumstances.

Common sense. A lifesaver when it came to tough decisions.

Preparedness. This gave us the edge to rise above the pack.

Adaptability. The ability to embrace change.

Simplicity. In other words, keeping things uncomplicated and easy to understand.

Fairness. Treating people in a way we like to be treated.

Communications. The determination to tell the world and each other what was going on.

Teamwork. It let us bring our friends along--they helped us bail out the boat when the water was rising, and they were there in the end for the party.

Passion and purpose. They are what life, and business, are all about."6

She concluded finally that "Together, these fifteen managing-up ingredients produced an extraordinarily effective working partnership-- and a whole lot of sheer fun. Yes, there I go again--fun. If work isn't fun, there's some-thing wrong. Well-paid drudgery is still drudgery. It's painful and demeaning. By managing up you make an investment that pays a handsome dividend in satifaction and self-respect."7

Dr. Mei recommended that : The "Modern Stratagem" written by Professor Tu Lin is one of the best in the field. It can be a good reference text for persons in political affairs. It is a fine dictionary for military experts. And it can be also effectively used in business management. Finally, it is a very valuable book for an individual to use it as an electric power to brighten his or her career both in production and human relations.*8

The late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. Dr. Ko-wang Mei, Professor Tu Lin, and Dr. Tony Lei were good friends for many years. Professor Tu was the Founder and Chairman of Taipei Marketing Research Association on a national basis. He was also Chairman of Board of China File and Micrographic Information Management Institute. In order to promote the collaboration of academy between both sides of China on the pacific ocean, Professor Tu was the Chairman and held the 1966 Seminar on File and Micrographic Academy of both sides of the Straits of Taiwan on November 4-11, 1996.*9

"Our knowledge, wisdom, and professionalism are all achieved by our sincere love to God!" said President Dr. Tony Lei of Washington Business and Technology Institute (WBTI).*10

LABOR DAY WEEKEND: Heavy traffic anticipated
Some 287,000 Nevadans expected to travel 50 miles or more from home, most by car

Southern Nevadans trying to squeeze in one last summertime road trip during Labor Day weekend can expect swarms of cops, road work zones and stubbornly-high gasoline prices on Interstate 15 and elsewhere.

About 287,000 Nevadans are expected to travel 50 miles or more from home during the three-day holiday weekend which begins Friday night.

Of those, about 235,000 are expected to go by car, according to the American Automobile Association.

"It's going to be crowded. A lot of people will be on the road," Michael Geeser, a spokesman for AAA, said Wednesday.

Of special interest to police will be I-15 between Las Vegas and Los Angeles, an always-busy corridor which has seen an upswing in the number of traffic-related deaths this year.

At least 78 people have died as a result of accidents on I-15 between Las Vegas and Barstow, Calif., so far this year, compared to 84 in all of 2003.

The latest deaths were late Tuesday, when three people died after being thrown from a van near Barstow, police said.

Highway patrols in both Nevada and California plan to put extra patrol cars on I-15 and surveillance planes in the air while coordinating a crackdown on speeding and other dangerous driving habits.

"We're actually working together as opposed to working our side separately," said Officer Adam Cortinas of the California Highway Patrol. "It makes it a little more effective when both sides of the state line are doing the same things at the same time."

Said Trooper Angie Chavera of the Nevada Highway Patrol: "If you commit a violation on our side, we'll go into their state to give you a citation. It's not a magic line."

Police in both states plan to keep an eye on seat belt use. In California, a driver can be pulled over and ticketed just for that violation, Cortinas said.

In Nevada, a driver can only be ticketed for failure to use a seat belt if they are first stopped for another traffic offense.

Traffic jams on major highways like I-15 are expected to develop as early as tonight.

"(Tonight) is going to be potentially heavy. Most people are going to try to make it (out) after work," Cortinas said. Friday from mid-morning on and all day Monday are also expected to be heavy highway travel times.

"You're going to see a ton of aggressive driving," Cortinas said. "You're going to see people in a hurry to get to where they're going."

I-15 road work zones have been particularly accident-prone, something police blame on drivers who speed or follow others too closely rather than the work zone itself.

"It's an inanimate object. It doesn't move. It's driver behavior in a construction zone that's the problem," Cortinas said.

In California, I-15 work zones include a 54-mile stretch between Barstow and Baker, and a 26-mile stretch northeast of Baker, according to the California Department of Transportation.

In Nevada, lane reductions may be in effect on I-15 toward Salt Lake City between five miles south of the Valley of Fire exit to three miles north of the Logandale exit, the Nevada Department of Transportation said.

Authorities urge drivers to avoid pushing themselves while on the go.

"You need to get plenty of sleep (beforehand). That's what's killing most of these people," Cortinas said. "They get sleepy, they drift off the road and they crash."

Not only will some drivers be tired from hitting the road after work, others will be weary while returning home after days of partying.

"That counts as being impaired on the roadway," Geeser said. "What gets overlooked over the holidays is how tired people are while on the road."

Travelers in Nevada or California will likely be paying more for gasoline than elsewhere.

This week, California and Nevada had the highest average gasoline prices among the lower 48 states, averaging $2.13 and $2.08 per gallon, respectively, for regular-grade gasoline, according to AAA.

In the Las Vegas Valley, prices for that grade of gasoline averaged $2.08 per gallon Wednesday, up four cents from one week ago, AAA said.

Google's big winning for upgrading its status more than 100 billions in value(through google.com --- King of the famous searching engines).

Google

Nevada in GOP election spotlight
Republican delegates see state as must-win for Bush campaign
By ERIN NEFF
REVIEW-JOURNAL

Nevada Republicans hope to use the opening line of New York City's signature Sinatra-sung anthem this week at the Republican National Convention to tell voters back home why President Bush deserves four more years.

"We went from the battleground state to a must-win state," said Nevada Republican Chairwoman Earlene Forsythe. "We must deliver our state to our president."

Nevada's 33 delegates will undoubtedly get some of the Big Apple's limelight, with breakfast speakers, invitations to parties and a matinee showing of one of this year's biggest musicals.

Cabs honked in the background as Forsythe spoke by cell phone as she made her way up Broadway last week before the Republican National Committee's summer meeting.

"They're really catering to us," Forsythe said. "The whole point is to go back to our state and stimulate the grass-roots work to get the president re-elected."

Delegates today are supposed to take in "Aida," the Elton John-Disney version of Verdi's love triangle opera, at the Palace Theater, not far from their midtown Manhattan hotel, the Righa Royal.

Unlike the Democratic delegates in Boston, GOP delegates are expected to be greeted by protesters everywhere they go, including the Broadway shows, where a "Mouse Bloc" is set for Disney shows such as "Aida" and "The Lion King." The show will go on, regardless of whether delegates can get there for the freebie.

Delegates aren't worried about protesters or terrorism during the event. They see terrorism only as a national issue facing the country.
....................................
The convention theme, "Fulfilling America's Promise: Building a Safer World and a More Hopeful America," focuses on the war on terror and homeland security, Bush's strongest issue in national polls.

The first day of the convention will include a tribute to those killed on Sept. 11, 2001, with former New York City Mayor Rudy Giuliani and Arizona Sen. John McCain discussing the nation's challenges.

Tuesday is compassion day, featuring first lady Laura Bush and California Gov. Arnold Schwarzenegger.

Sen. Zell Miller, D-Ga., will deliver the convention's keynote address Wednesday, offering the same role he played for Bill Clinton in 1992's Democratic National Convention.

Vice President Dick Cheney will speak Wednesday, and Bush is scheduled to lay out his vision for the next four years during his speech Thursday.

In Nevada, local Republicans will gather to watch the president's speech at a number of parties across the state, including one hosted by U.S. Rep. Jon Porter and others at Sunset Station and one for the Clark County Republican Party at Arizona Charlie's on Decatur Boulevard.

Nevada Democrats plan to counter the parties with their own events, including one by the local Kerry campaign highlighting Republicans who support the Democratic nominee.

"We're hoping that he (Bush) addresses his plans to address the growing health care needs of this country and reverse the trends in the ranks of the uninsured," said Democratic Party spokesman Jon Summers.

"We want to hear about his plans to make prescription drugs more affordable, and as the death toll nears 1,000 in Iraq, we want to hear his plans to bring the troops home safely," Summers said.
...........................................
Two-thirds of the delegation is over 50. Three delegates have Hispanic roots, but all 33 consider themselves white.

Five couples are attending as delegates, just under one third of the total. Five elected officials are delegates, and Gov. Kenny Guinn's wife, Dema, and his sister, Shirley Blair, are delegates.
...................................
Attorney General Brian Sandoval will have a prime-time speaking gig Wednesday night.

Porter, R-Nev., who is not a delegate, will speak at the convention early Monday.

Republican national committeeman Joe Brown said he thinks voters will be impressed with what they see in New York.

"They're going to get to compare the Republican ticket with what they saw in Boston, and I think they're going to be impressed that they've got great leadership," Brown said.

In addition to the 33 delegates, a large contingent of alternates will travel to the convention for a host of activities. Two interns were selected from Nevada to assist the Republican National Committee in hosting the convention.

The Democratic National Convention put Yucca Mountain front and center, as Democrats passed a party platform opposing the nuclear waste repository.

The Republicans plan to approve their party platform Monday.

Draft versions of the platform, approved last week in meetings in New York, have not been released to the public.

GASOLINE ATTACK: DA takes over case in slaying
Cabdriver burned in Friday robbery dies in hospital
By GLENN PUIT
REVIEW-JOURNAL

James Scholl appears Tuesday in Justice Court on charges of burning cabdriver Pairoj Chitprasart in a Friday night robbery. Chitprasart died early Tuesday morning.

District Attorney David Roger said Tuesday he personally will prosecute the man accused of burning a cabdriver to death.

"It is a very bizarre case, and I believe the district attorney of Clark County should prosecute it," Roger said.

The driver, Pairoj Chitprasart, 51, died early Tuesday at University Medical Center from burns suffered in a Friday night robbery on Las Vegas Boulevard.

Chitprasart picked up a passenger in front the Olympic Garden strip club and during a subsequent robbery was doused with gasoline and set ablaze.

Authorities have charged James Scholl, 33, in the attack. Scholl made his first court appearance Tuesday morning in front of Justice of the Peace Deborah Lippis.

A prosecutor told the judge the state would file a murder charge, and Lippis ordered Scholl held without bail.
