 "People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack  of  ability to influence others effectively," wrote  Dr. Ken Blanchard in the 'Foreword' of  the book  entitled  "Winning Ways,"  written by Dick Lyles.*2   "The business world has changed;  organizations are getting flatter and more networked.  Today, the key to success is one's ability to exercise peer leadership.  The most successful individuals shine because  of  their ability to influence, empower, and energize others.    In essence,  they embody the principles and practices of Winning Ways." "Rapid changes in technology and global competition have combined to reshape the corporate landscape.   Corporate management  has responnded to these changes by iniatating sweeping changes.                The introduction of new technology may  be touted as a productivity booster and turn out  instead to be  a total bust.     Whatever the problem may be,  you're the one  who has to deal with it on a daily basis.        Even when new ideas are well thought out,  there are still problems in putting them into practice  within your group,"   George  Fuller  wrote in the 'Introduction' of  his book,  "Win/win management: leading people in the new workplace."*3 There are lots of common headaches  most of supervisors and leaders have to confront.   "It's easy to understand how the broad scope  these problems can easily lead to a less than steller attitude toward your job.  However, adoping a sense of futility only serve to make matters worse.               On the other hand,  maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*4 To initiate our programs more effectively for the people and communities who are interested to participate the programs,  we need to emphasize the spirit of positive attitude and positive thinking.  Governor Kenny Guinn of Nevada announced today the appointment of Richard Burdette as his energy advisor and director of Nevada's Office of Energy.*2 "With Dick's background as an economist, engineer and his experience in the regulatory process, he will serve the citizens of Nevada well,"  Governor Guinn said. "I am looking forward to working with Dick on addressing the state's energy issues."  Burdette, 60, will earn $93,331.93. He replaces Carl Linvill, who was appointed by Governor Guinn to the Public Utilities Commission (PUC).  "It is a privilege to serve Governor Guinn," Burdette said. "I will work with the Governor to ensure that Nevada makes the right energy policy decisions."             Burdette comes to the Governor's office from the PUC staff, where he was the manager of resource and market analysis. He was responsible for review of electric utility resource planning, electric and natural gas purchasing practices, rate proposals and financial matters; telecommunications regulations; and the supervision of professional engineers and regulatory economists.  Prior to working for the PUC, Burdette was a consultant to several regulated industries and served as a Legislative Assistant in the U.S. Senate and as a public affairs officer and Acting Deputy Assistant Secretary in the U.S. Department of Transportation.  Burdette served in the U.S. Navy aboard the nuclear submarine Guardfish (SSN-612) and as an instructor and administrator at the Naval Nuclear Power School. He graduated from the U.S. Naval Academy, with merit, and completed graduate level training for his nuclear assignments. He also graduated from the University of Delaware with a Master of Arts degree in Quantitative Economics.   In 2001 the Nevada State Legislature created the Office of Energy (NSOE), including the naming of a Director.  The legislation, when combined with earlier statutes, provided for general duties including:  energy and energy conservation, preparation of petroleum allocation and rationing plans (including administration of federal allocation programs), authorization to create regulations regarding energy conservation in buildings, administration of federal energy grant programs, and general provisions related to conflicts of interest. During the past session, the Legislature authorized the NSOE to develop a program and distribute funds to install or improve net metering installations.  The 2003 Legislature also created the Task Force for Renewable Energy and Energy Conservation.*3   -------------------------------------References

 -------------------------------------------------------------------------------------------------A  Heritage of  Faith  for  Our Pepperdine University

 "Pepperdine People" is great! The Fall 2003 issue of "Pepperdine People" is here. "This  brings to my mind the urgency of our times.  We note the vanishing of a heroic generation that rebuilt the world after World War II.  But the best way to honor those who have gone before us  is to rise up and find the greatness in our own lives, the strength of character, the courage, the determination, the selflessness to adress  the challenges that still lay before us.   It is most appropriate to consider these thoughts within the context of our yearly theme, 'A Heritage of Faith,'" pointed out  Dr. Andrew Benton, President of Pepperdine University,  at the first page of  the beautiful magazine with elegant standard  of publication.*1     The magazine, "Pepperdine People,"  is  published to inform donors and friends of the development and accomplishments of Pepperdine University and its people.    A copy was sent to  Dr. Tony Tung-tien Lei, President  of Washington Business and Technology Institute  by Pepperdine  University in Malibu, California. "Young men and women of vision, tenacity,  and generosity are already taking their places in the work of continuing the legacy of those vanishing giants.    But more heroes are needed in order to advance our mission into the future," continued the President*2 "The question is:  How can we leave the world in a better condition than we found it ?    There may be many  answers to that,  but only a few make much sense.   Near the top of such answers is this:  Build a teaching institution that is grounded in timeless truths,  that makes it its business to offer solutions to the puzzles that young people ponder.    Or,  as our mission statement expresses it,  'Pepperdine  is a Christian university committed to the hightest standards of academic excellence and Christian  values,  where students are strenghtened  for lives of purpose, service, and leadership.'  that is a mission worth investing a  life in," concluded  Dr. Benton.*3 At the beginging of this Message,  Dr. Andrew Benton  stated that,  "We  have completed an academic year  that included notable successes."  He is the seventh President of Pepperdine University.   He is making the most impressive music of his life.  He is  a different kind of leader who harmonizes and improvises and leads a variety of wonderful "instruments" in an intricate and soaring symphony...whihc is Pepperdine University.*4     In the meantime,  Dr. Tony Lei  received a nice Christmas card  from  Dr.  Andy Benton  and his wife  Debby stating that, "May the warmth of this special season fill your heart with joy and hope.  "The Executive Meeting of Clark County District Attorney and Police Civil Commission (CCDPACC) of Washington Business and Technology Institute (WBTI)  was held at  the Zax Restaurant of Golden Nugget Casino and Hotel  in Las Vegas on July 9, 2003.     As  Secretary General of  this Commission,   I'm challenged to have good work performance on its creed to better the quality of life of all our residents and visitors of Nevada,"  said  Cheryl  Moss, Distrct Judge of Family Court  of  Nevada.   We are endeavoring to resume the booming tourism for our Silver State through educational, economic,  and cultural cooperation and development with foreign countries after the 911 and SARS.           Under the supports from the administrative,  juridical,  and legislative authorities of this State,   Deans of Graduate School of Business and Public Administration Dr. E. Lee Bernick  and Dr. G. Keong Leong,   Director of  Public Administration Institution  Dr.  William N. Thompson,  and Director of Culture Institution Dr. Sue Fawn Chung  together  with  all the faculty members of WBTI  will have a good potentiality to advance the contribution to our people of this Silver State.*1 In meeting with the large and growing population of public employees, Washington Business and Technology Institute (WBTI)  will open its training and graduate  programs for the increasing graduate study and research needs of  employees,  executives, administrators, and owners of the private and public companies, Institutions,  and organizations.   To emphasize the balance of the practicality and theoraticality of the programs,  the Graduate School of Business and  Public Administration  (GSBPA)  of  WBTI has supported by many high-ranking officials of Nevada in offering thier times, experiences, and knowledge to teach.*2 "The MPA/SME  Certificate Program are designed on the basis of  theoreticality and practicality for public administration.     This has marked again the milestone of practical and educational cooperation between UNLV and WBTI.        Learning through teaching is a good philosophy of a happy and successful life style.    It's my precious opportunity and honor to be an Adjunct Assistant Professor of GSBPA.  Dear Partner in Vision, I just wanted to write you a short note to thank you for your pledges to the 2020 Vision. Your giving enables us to touch America and the world.*2  As you know, we are believing for $330,000 to come in to fulfill our Missions commitments this year. So far, you have pledged over $300,000. Although we have not reached our goal, we are believing the Lord for the full amount and more! This last week, we went to a city in Northern California and spread the fire of revival. The first night alone, over 200 people gave their lives to Jesus! WOW! The Lord swept through the church, and many were touched, and healed. One young girl was delivered of an eating this order. She said "I have never felt this kind of peace." Thank you. Your giving is making an impact. If you have not had a chance to give, I want to encourage you to do so this Sunday.  The  Summer  2003 Symposium of  WBTI  was held at  the  Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas.    The theme of the mini symposium was:  The Entrepreneurship  of   MPA/SME Certificates Program  for the people of  English and Chinese Speaking. *1 Dr. E. Lee Bernick,  Congresswoman Shelley Berkly, State Senator  Dina Titus, Distrct Judge Valorie Vega, Clark County Commissioner  Rory Reid,  Las Vegas Judge  Bert  Brown,  and Clark County Chief Deputy District Attorney Abbi Silver  were invited as the Panelists of Honor  of the Event and Dinner party.  -------------------------------------------------------------------------------------- Learning how to run a succeessful business

 As business owners, we always ask ourselves how  do we do in our business? We usually judge our business based on the " numbers" such as how much revenue for the month; how much profit for the year; how much allowable expenses for each occasion. However, we forgot the basic element of successful business which is "people", not "numbers". Every business need people. Without client willing to buy the product and service, then it means no revenue; without employees willing to work for you, then it means there is a deficiency in the company. It is not surprising that nowadays, numerous companies have disregard this basic element.*2 People are the most important factor of running a successful business. Nevertheless,  most business have failed due to the poor relationship in the work place.  For example,  management treating their employees badly and unfairly; employees providing poor customer services;  lack of communication causing conflict among business owners.  Simple question to business owners, when was the last time they pay attention on their employees to ensure their satisfaction in their "job"?  I believe most of them would hesitate to answer the question. I have colleagues asked me, "how can you make sure employees happy to work for you at the same time you are not loosing money?"  I simply mentioned "numbers" does not equal to "people" Running business like "numbers" means you only focus on how you could make every dollar count for your "people" to work for you;  whereas;  "people"  bisiness means treating everyone with dignity and respect which are always the main factor for higher productivity and satisfaction in the work place. I practice this simple concept everyday.  The result has proven to bring outmost satisfaction to customers, associates, and myself.  Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) had been invited  to attend the celebration of Drescher Graduate Campus Dedication and Alumni Reunion  of  Pepperdine University  on  Novemver 1, 2003.           The new facility houses the Beckman Management Center for the Graziadio School of Business and Management (GSBM) as well as the Braun Center for the School of Public Policy and the Graduate School of Education and Psychology.       WBTI  is expecting to have its Graduate School of Business and Public Administration (GSBPA) cooperate with  GSBM  in  launching the  MBA/PKE program.*1 John Keats said that  a thing of beauty is a joy forever.              "By  following  the Congressional Recognition that  Congresswoman Shelley Berkley  recognizes  Washington Business and Technology Institute  (WBTI)  for  its outstanding accomplishment  to  its  Pan Pacific and  Asian American  Forum (PPAAF),   I'm  also heartily impressed  by its  effort to the publicity for the realease of  the  message and statement  of  U. S.  Senator Harry Reid and  Nevada Governor Kenny Guinn on the WBTI website.   The  work  performance of  WBTI  website is an accomplishment  of  the value  of the truth, the goodness, and the beauty through the creed  for  a  country  of  the people, by the people, and  for the people,"  Speaker of  the Assembly (House) of  Nevada  Richard Perkins  pointed out  at  the Event and Dinner Party  at  Harbor Palace Restaurant by the Asian American Community  on October 22, 2003 in Las Vegas.  The vision  for 2004 of Washington Business and Technology Institute (WBTI) is: (1).  To encourage and promote academic research, community service,humane spirit, and educational programs (2). To launch and participate events
 and projects for the development and cooperation  of tourism, education, business, and culture.      We did already good, moreover, we should go on doing better.*2

The event and dinner party was held at the Harbor Palace Restaurant  by the Asian American Community  in  Las Vegas. To make Nevada  a wonderful place,  the GSBPA will emphasize the education and technology on  Management  Information  System (MIS).         Management systems will become the foundations for coordinated group effort.   Our policy makers and advisors will be interested in the treatment  of decision-making situation.                   Specifically,  the real-life situations in which there is little or no prior application experience.       And  in which there is partial applicable  experience in both  business and public administration.   Our mangers will be emphasized  on  her or his competency in conceptualization  of  systems and strategies. The Event  by  the Asian American Group with many high-ranking officials, community leaders, and business executives was held  successfully on October 22, 2003 in Las Vegas.    Early the next morning,  Dr. Tony Lei   received  an  email  from Judge Natalie Tyrrell,  Justice of  the Peace,  North Las Vegas.     Natalie wrote:   It was truly an honor to be chosen as one of the guests of honor at the Asian American Group's Event on Wednesday, October 22, 2003,  at the Harbor Palace Restaurant.  I am always so impressed by the commitment and cooperation of the participants in all the Asian organizations represented at last night's dinner.    It was so nice to have an opportunity to speak to the group and give everyone an update on recent happenings in  North Las Vegas.  It  was great to see many good friends,  including  Dr. Tony  and  Judy Lei.        I am looking forward  to  the next  event!" Nevada  State Senator  Dina Titus was  appointed  by  Washington Business and Technology  Institute  as a Fellow of  its Public Administration Institution  (PAI) on August 15, 2001.           She was very pleased to receive the congratulations call  from   Dr. Tony Lei  early that morning.       Having out of town for a couple of days,  the call reminded her that at  the suggestion  of  U. S.  Senator  Harry Reid,    former  Las Vegas Mayor  Jan Jones  had offered to step down as  Nevada's  Democatic  National  Committeewoman,   and Dina Titus  would  seek that job.            This would give her some Washington, D. C., connections and enhance her political  profile.               With  four trips  a year to Washington, D. C.,  the  committeewoman and committeeman  from each  state  are  expected to speak on party issues, raise money,  and help recruit candidates. "It's  really my honor to be a Fellow  of the Public Administration Institution of Washington Business and Technology Institute," said Senator  Dina  Titus to the readers of  "Nevada Examiner" and Las Vegas Review-Journal.com.      "I'm  also honor to be  invited by  Dr. Tony Lei  as a  Special Guest to the Event and Dinner Party  for  a Special  Tribute  to  U. S. She is also a  State  Senator  Democratic Leader.    On August 14, 2001,  she said that  she would  run for  Lieutenant  Govenor if Las Vegas  Mayor Oscar  Goodman  ran for  Nevada Governor.               "She's  brilliant,  and  she would be a great  governor,"  Mayor  Goodman  siad  of  Senator  Titus. To  her  new honor and appointment  as a Fellow of  Public Administration Institution (PAI)  of  WBTI  on  August 15, 2001,  Senator  Titus  agreed with District  Judge  Valorie  Vega   on    "This position will  undoubtedly  provide me with  avenues  for exploring improvements in public services to which   I'm  most  dedicated."           It  is really a valuable advancement  that  we may have such  an appropriate and achieved  individual  like  Dina  as a colleague to our Institution.       Senator  Titus'  expertise  and good  reputation  in political science has been known locally and nationally.   With her outstanding  professional  expertise and practical public administration experience,   Senator Titus'  acceptance  as a  fellow of  PAI  evidenced that  in supporting  Director  Dr.  William Thompason  with   Fellows Former Attorney General  Frankie  Sue Del  Papa,  Justice  of the  Supreme  Court   Nancy Becker, District Judge Mark Denton, among others,  they  would  form  an excellent  leadership team  launching  PAI   into  the next  milleunnium  for academic excellence and  administrative practicality.  Dear Chairman Burns and Chairman Taylor:  I am writing to urge you to break the funding impasse in Congress over wild horses.  As you know, Nevada is home to more than half of the nation's herd and we need your assistance with the removal of thousands of wild horses currently on the Nevada range.  The continuing overpopulation of wild horses has caused a decrease in the amount of available habitat and jeopardizes the long-term welfare of wildlife populations, ranching, and the sagebrush habitat in our state.  Additionally, the stress of long-term drought, wildfires and overpopulation has had a devastating effect on the wild horse and burro herd.  With the resultant poor rangeland conditions occurring over much of our state, it is imperative to relieve the elevated stress to the public rangelands associated with wild horses and burros in excess of the appropriate management levels (AML). Given the fragile conditions of ecosystems within the Great Basin, the detrimental impacts of horse numbers in excess of the AML is of significant concern to the people of Nevada.  I realize that you are very familiar with the problems the Bureau of Land Management (BLM) has experienced in the management of wild horse populations and appreciate your efforts to encourage the BLM to make responsible management changes to the program.  With more than 87 percent of the land in Nevada owned and managed by the federal government, Nevada's efforts to control its wild horse population cannot possibly succeed without an effective federal effort.  Currently, Nevada receives only 14 percent of the national budget for wild horse funding, in spite of more than half the herd living in our state.  The federal government has a responsibility to properly manage the resources on public lands in a manner that does not adversely impact its neighbors.  Effective management by the BLM requires adequate funding from Congress to do the job in Nevada. For this year, I understand the Department is recommending a reprogramming that would earmark $7 million toward horse gathers in Nevada.  Although this represents only a short-term solution, it would help defer declining environmental conditions this calendar year. It is my hope that your committees can work with Secretary Norton and the BLM to find a solution that will result in significant gathers of wild horses on Nevada's range before the end of the year.  I have resisted attempts by Nevada's own Wildlife Commission to sue the federal government over its management of horses, based on assurances by the Secretary of the Interior that plans are in place to begin to solve the problem. Therefore, I would appreciate your assistance in finding a speedy resolution. Please do not hesitate to contact me if Nevada can help to resolve this impasse.*3Sincerely,

A complete account of the POWs' case can be found at: www.stoppowtorture.org Marketing Blitz For Medicare Bill- Concerns about the President's Medicare bill continued to build this week after it was disclosed that the Administration is conducting a $22 billion marketing campaign, including TV ads, to counter negative public opinion about the measure. Just a few weeks ago the Administration revealed that the bill will cost at least one-third more than the original $400 billion price tag. "INSIDER'S CALENDAR" The Senate is in recess next week following the President's Day holiday.
 The Senate will convene on Monday, February 23 at 12:00 noon. At that time Senator John Breaux (D-LA) will be recognized to deliver George Washington's Farewell Address.
 Following the address, the Senate will resume consideration of the motion to proceed to S. 2061, the Medical Malpractice bill.
 No roll call votes will occur on February 23. Cloture was filed on the motion to proceed to the Medical Malpractice bill. This vote will occur on Tuesday, February 24, at 5:00 p.m. "Reid's Words" The Medicare bill that President Bush signed last year does nothing to curb runaway drug costs. Instead of working to fix this problem, the Administration is spending $22 million on a publicity campaign about the bill. We should use that money for better health care, not misleading TV ads.

 ----------------------------------------------------------------------------------------A powerful tool in helping our business

 I want to tell you about the newly created mini-bond program in the Office of Business Finance and Planning (OBFP) because it is good for our state's business environment.  As many of you are aware, the OBFP assists manufacturers and other businesses looking to expand in or relocate to Nevada so that we can create more quality jobs and diversify our state economy. To help, the OBFP can issue industrial development revenue bonds (IDRBs) as a financing vehicle for businesses to utilize.*2    The IDRB program was always intended to benefit businesses with smaller financing projects.  However, the expense associated with issuing these bonds usually meant that projects needing less than $3 million could not be financed.  To help correct this, a mini-bond program was created to make it easier to get affordable financing for smaller projects.  While primarily used for manufacturing projects, mini-bonds can also be used for any project that qualifies for tax exempt financing, i.e., public health facilities, solid waste disposal sites, recycling projects, and education facility construction, including nonprofit projects.   Several steps have been taken to make the mini-bond program more attractive to businesses in our state.  Paperwork for the program has been standardized.  Reporting requirements for feasibility have been streamlined.  Contract bond counsel has also been retained for a set fee per transaction.  Further, the OBFP has partnered directly with institutional investors so that financing can be accomplished quickly for qualified projects.  As a result, financing is now available for projects as small as $500,000.    Last September, as Chairman of the State Board of Finance, I was pleased that we were able to approve the first mini-bond financing project for the Carson-Tahoe Hospital complex in Carson City.  With the proceeds from this bond issue, this facility was able to purchase medical equipment and, in turn, expand its medical services so that area patients will no longer have to travel to Reno for some types of medical care.  The state's ability to offer low-cost financing is a powerful tool in helping our businesses.  Global competition is mounting.  Because the huge increase in import penetration plus  the massive amounts of overseas investment,  firms of all sizes now face  competitors from everywhere in this world.        The trend of the increasing  internationalization  of  business and enterprise is requiring managers and executives to have a global business perspective gained through  experience, education, or both. In the recent years, it is apparently that American managements want their top executives  at company headquarters to have years of  foreign experience,  and they are sending young executives abroad to acquire that experience.    "There is no longer any such thing as a purely national economy.  The rest of the world is just too big to ignore,  either as a market or as a competitor.     If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task,"  said John Young, CEO, Hewlett-Packard.*1         Innovation is the key to success, managers are looking everywhere in the global organization for new ideas.  Modern companies  would view Information technology (IT)  as a major competitive differentiator.    Strategic businesses   emphazise  the ueses  of   information technology for management.         International companies  develop their  global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture.         Commuunication technology,  for example the teleconferencing and computer networks,  is making it possible for people from subsidiaries around the world to work together on project. Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters.    The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace.       The  e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers.   Information Technology is helping managers of e-business  to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge. The Graduate School of Business and Public Administration (GSBPA)  of  Washington Business and Technology Institute (WBTI)    is promoting the cooperation and development of  international trade, investment, and business.  To contribute the Asian countries with the spirit of innovation and entrpreneurship,  we need to emphasize our programs with our global e-business technology managemnt.             We are surrounded by lots of e-business entreprises in this 21th Century era of  businees world.      An e-busineess entreprise  is  a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners.   Dr. Tony Lei  was glad to know that Dr. Terry Young,  a professor  of economics,  had been appointed by Pepperdine University  as interim Associate Dean of Academic Programs for its Graziadio School of Business and Management.             "We are fortunate to leaverage Dr. Young's  international expertise to enhance and strengthen our MBA curriculum for a glabal economy,"  said Dr. Linda Livingstone, Dean of the Graziadio School.*3   Dr. Young served as director of the school's professional MBA and BSM  programs for seven years prior to overseeing its global programs.      She has an extensive background in finance, with consulting expertise in global  soucing and business start-ups.   "Globalization and innovations in technology are changing the way we teach today's business leaders," said Dr. Terry Young.*4                 "Just as economists must be equipped to forecast and regulate impending changes,  so, too,  must educators." Here in the Graduate School of Business and Public Administration (GSBPA)  of  WBTI,   one of   our purposes for the future development is to strenghten our business prgrams with the emphasis of  e-business technology management. We expect our e-business entriprises  will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives,  (2)managing the research and implementation of new information technologies and the development of e-business applications, and  (3)managing IT processes, professionals, and subunits  within company's IT organization and Information System (IS) function.*5 Computer and technology are as natural as the air  for the people in  today's workplace which is teeming wih individuals who have terrific idea and  a great deal to contribute.   Las Vegas is a famous international city.      Las Vegas has good international environment.            The international environment is the internatctions between the domestic environmental forces and the foreign environmental forces.              It is also the interactions between the foreign environmental forces of two countires when an affiliate in one country does business with customes in another.  The recent delegation of trade and investment  to  China led  by  Lt. Governor of Nevada Lorraine Hunt has launched a milestone for our cooperation and development of internatonal business ---business that involvesthe crossing of natinal boarders.         People are interested in  having programs cooperated by Pepperdine University's Graziadio School of Business and Mangement and WBTI  that  will enhance the multual cooperation in  investment,  trade,  and  global business among U.  ----------------------------------------------------------------------------------------U. S. Senator John Ensign brings a role for Nevada in the coming developing technology

 It is really a good news at Nellis. "The Air Force plans to break ground in the next few weeks on a $26 million operations hangar for the Predator unmanned spy plans at the Indian Springs auxillary field, 45 miles north of Las Vegas," states on one of the editorials of   the "Opinion and Commentary" section of the Las Vegas Review-journal on February 10, 2004.*1 "And another allocation in the same amount in the upcoming fiscial 2005 budget is expected to fund four additional new maintenance buildings for the Predator program here, according to U. S. Senator John Ensign, a member of the Senate Armed Services Committee." Senator John Ensign fights for Nevada. He believes that  together we can make Nevada a  place for our and our future generations to have better quality of life both in education and economy.*2 The editorial continues to state that: Two operational Predator units --- the 11th and 15th reconnaissance squadrons --- are based at Idian Springs.  A third squadron, the 17th, is envisioned to handle medium altitude MQ-1 models and advanced versions being designed to carry heat-seeking missiles and selellite-guided smart bombs.  Nevada's Predator fleet could end up growing from 40 planes to as many as 88 by 2007 or thereafter, according to Air force officials.
 We agree with the editorial that this is good news not only because it means more jobs and a strengthened  military cash stream in the Las Vegas valley, but also because it demonstrates the value the Air Force puts on the 44,500-square mile Nellis Air Force range, where the Air force conducts development and training flights for Predator and other aircraft as noted by Senator John Ensign. The Pentagon estimates that one-third of America's combat planes will be robotic  by 2020.  By making it all the more important that Nevada has found a role in this developing technology at such an early stage, it is really a good news at Nellis.*3 -------------------------------------------------------------References

 Kenny Guinn, Governor of Nevada, U. S. A.,  today named John Trent to serve as his Deputy Press Secretary.*2 "I'm excited to have a writer of John Trent's caliber join our staff," Gov. Guinn said. "John will prove to be a valuable asset in our communications' efforts."  Trent, 41, will earn $69,000 annually. He comes to the Office of the Governor from the University of Nevada, Reno where he was the Special Assistant to the President for University Relations. In addition to being the Executive Editor of the Nevada Silver & Blue alumni magazine, Trent is an instructor in the Donald W. Reynolds School of Journalism. He replaces Victoria Oldenburg, who left the Governor's office in July for a position in the Attorney General's office.   "I have long admired Governor Guinn and it will be an honor to serve him,"Trent said. "I look forward to helping articulate the Governor's agenda." Trent holds three degrees from the University of Nevada, Reno, which includes undergraduate degrees in both education and journalism. He earned a master's degree in journalism in 2000.  Trent was an award-winning writer and editor at the Reno Gazette-Journal where he spent 11 years. He was named the Outstanding Young Journalist for the State of Nevada by the Nevada State Press Association and was twice awarded the Nevada Sportswriter of the Year.  To educate executives and managers with innovative knowledge and modern technology is a core competency of the Graziadio School of Pepperdine University.  "Indeed, this year  has marked a number of significant benchmarks for the Graziadio School.  This fall we welcomed the largest class of full-time M.B.A. students in our school's history," said Dr. Linda Livingstone.  "In a time when many business schools have been challeged by decreasing student enrollment, this drasmatic increase  --- up more than 305 from last year --- was both a testment to the quality of our curriculum as well as the hard work of our committed staff and faculty.  This year's class boasts an average GMAT score of 636 and includes students from more than a dozen countries."*1  A distiguished group of professors and consultants joined corporate human resource professionals to discuss wide-ranging issues in leadership development at The Graziadio School's second annual Executive Learning Forum in Pepperdine University.  The event was created and facilitated by Dr. Robert Fulmer, Virtue Professor of Management at The Graziadio School.    It  was held at the Malibu Campus  of Pepperdine  Univesity  on March 16-17, 2001. The Forum has faciliated  the  "real-world"  management  practice  for the  School's MBA programs. One of them is designed for  experienced managers, while the other  is designed for  presidents and key executives (MBA/PKE).  "One of  the Graziado School's core is its ability to successfully  address the unique challenges of executive learning. This forum is an important part of an effort to extend Pepperdine's reputation and recognition in this arena.             It  provides an opportunity for world-class thought leaders in knowledge creation, knowledge dissemination, and knowledge utilization to come together in an informal setting to discuss the key challenges of executive learning and leadership development ,"  said Dr. Robert Fulner.*2 The program of  MBA/PKE  is made available  exclusively to executives  in senior management positions and to entrepreneurs.  This is an integrative academic program of professional  education directed toward substantial gains in executive competence.    The Forum may become a creative design as a mentor for   lauching the program locally, nationally, and internationally. Professor Fulmer  opened the forum by asking participants to share what major insights or learning they had acqires during the past year along with the changes that had impacted their industries since the previous year's forum. For many, technology and the impact of Web-based intelligence had been instrumants of change. Other participants note challenges due to mergers and organizational changes. The participans  of the Forum included:  Nancy Adler, McGill University professor and author; John Alexander,  president of the Center for Creative Leadership; Doug Anderson,  founder and managing partner of the Center for Executive Development;  Jay Conger,  professor of leadership at The London Business School and the University of Southern California;  Linda Doyle,  president and CEO of Havard Business School Publishing;  Bob Fogel,  president of Harvard Business School Interactive;  John Humphrey, chairman of the Forum Corporation;  Marshall Sashkin, author and George Washington University professor;  Edgar Schein,  MIT professor, author, and leadership consultant;   Steve Stumpf,  author, professor, and former dean of professional development at Booz Allen Hamiton.   The Graziadio School was represented by  its Dean Otis Baskin and  eight  faculty members. Questions such as "What are the new partnership that we need to create, and how can these be structured?" and "What would it be like if our work were truly important to the world?" were asked by him  for the participants to give responses.   These themes,  woven throughout the forum, triggered lively exchanges among the panelists.   At  the conclusion, many were already anticipating the next forum.*3 "Rapidly accelerating change is the critical challenge in virtually every industry today.           The complexities of our world  demand managers and workers with dramatically increased capavilities.      The Grsaziadio School has been developing value-center leaders for mor than a quater century.  The new Deans; Dr. Linda Livingstone of the Graziadio School, and Dr. Margaret Weber of  the Graduate School of Education and Psychology; had completed the move of the schools to the West Los Angeles business center.   Deans Weber and Linvingtone of Pepperdine University  were embracing the moves with a sure-footness that instilled confidence at every turn.  In preparation for the move to West Los Angles, the two schools adopted a slogan, "United, We Move," refleting an enhanced spirit of cooperation and rapport.*1 As Dr. Linvingstone oversees now the new facilities and new departments of the Graziadio School, she remains forcused on the core strength of it -- which is to provide practical, relevant knowledge to help develop value-centered business leaders. "Ethics, values, leadership, and  trust are issues of immense important to executives attempting to recover from a substantial downturn in the national and global economics," said Dr. Linvingstone. Sackmann, Ph.D. Application: In today's global economy, managers must be able to identify and work with the many types of cultures that exist simultaneously within an organization or a business network.  Successful managers in the new global business reality will be able to deal with multiple cultural differences. Those who are truly effective will also understand that these multiple cultures exist simultaneously. Not only are there national cultures, there are ethnic, religious, and professional cultures ¡V to name just a few. However, rather than considering cultural differences as a problem with which one must cope, practitioners can take this new understanding of reality as a challenge to develop special skills that will help them deal with this multicultural context and handle the differences in sensitive and synergistic ways. If they can do this, they have a chance to be a step ¡V or more ¡V ahead of the competition. It must be admitted that this new reality has challenged conventional thinking in a number of areas. For example, if an organization is doing business globally, it obviously must be concerned about cross-cultural management, but what ¡V exactly ¡V does that mean? And, is it only those businesses that have international divisions that need to be concerned?  On February 19, Senator Harry Reid will meet with Nevada's veterans to discuss his work on concurrent receipt and other important legislation affecting vets. Nevada Postmasters Marsha Holden of Goldfield, Frances Sullivan of Beatty, Barbara Lewis of Moapa, and Margaret Daniels of Gardnerville visited with Senator Reid to discuss retirement fund issues for postmasters. Nevada School Boards Association members Joan Westover of Battle Mountain and Denise Brodsky of Las Vegas, along with executive director Randy Robison, met with Senator Reid to discuss the No Child Left Behind law and its implications for teachers. "INSIDER'S CALENDAR"The Senate will convene Monday, February 9, and resume consideration of S. 1072, the surface transportation reauthorization bill.
 No roll call votes will occur on Monday.
 The Senate is expected to work on the transportation bill throughout the week in an attempt to complete action prior to the Presidents' Day recess.
 Senator Reid meets with Clark County Sheriff Bill Young. They discussed Homeland Security issues, including Senator Reid's work to secure more resources for first responders in Nevada.  "Week in Review"  UN Secretary General Briefs Senate Leadership - UN Secretary General Kofi Annan briefed Senator Reid and other members of the Senate leadership Tuesday regarding reconstruction efforts in Iraq. Annan said the security situation in Iraq remains precarious and presents a major obstacle to the planned transfer to Iraqi sovereignty, now scheduled for July. The Secretary General's assessment came as President Bush announced the formation of a commission to evaluate Iraqi pre-war intelligence. The panel will be chaired by former Virginia Governor and Senator Chuck Robb and retired federal judge Laurence Silberman. Ricin Scare Doesn't Stop Transportation Bil- Senate office buildings were closed for most of the week following the discovery of the toxin ricin in Senator Bill Frist's personal office. The Senate remained open for business, however, as members and staff crowded into makeshift offices in the Capitol in order to keep the surface transportation bill moving forward and on schedule.  "Reid Addresses Financial Roundtable"-- Senator Reid spoke at the winter meeting of the Financial Roundtable, which represents the financial services industry. He talked about the need for compromise and bipartisan consensus to enact important legislation such as the Fair Credit Reporting Act, which he was instrumental in passing last year.  "Reid's Words" "Congress needs to pass the new transportation bill as quickly as possible. Not only will it improve our lives and reduce traffic, it will also create as many as two million much-needed jobs."

 PAL to open Las Vegas flights

 -----------------------------------------Our State works to protect our citizen's health care needs

 It has been almost two years since I directed our state's Division of Insurance to establish the Medical Liability Association of Nevada,*2 which is now more popularly known as "MLAN".  As most of you remember, MLAN was created in record time 45 days to respond to the public health crisis that was brewing in southern Nevada because of skyrocketing costs for doctors' medical malpractice coverage.  MLAN was originally funded with $250,000 from state emergency funds for start‑up costs, and its first board was appointed by Nevada's Commissioner of Insurance, Alice Molasky-Arman.  This swift action helped stabilize the state's medical liability insurance market because doctors soon had the opportunity to obtain affordable medical liability insurance.  MLAN has grown steadily since that time and now serves over 700 physicians and generates more than $17 million in annual premiums.  It has also repaid the state's initial investment, removed all liability claims from the state, and is now independent of state management or financial obligation.  MLAN has since continued to evolve to meet the needs of the medical community it serves.  It has made refinements in its classification rate structure, revised its policy language to avoid coverage gaps, and has made a commitment to allow doctors' input into settlement offers.  Last week I learned that MLAN has begun offering coverage to certified registered nurse anesthetists who, like physicians, have experienced difficulty in finding coverage.  In addition, MLAN has announced plans to offer coverage to employed ancillary medical professionals, such as nurses and technicians.   MLAN is now one of seven insurance providers available to health care professionals in our state.  As MLAN's two-year anniversary approaches, it is good to look back and see that this process has furnished an option to health care professionals and helped to stabilize the medical malpractice insurance market, thereby assisting in the protection of our citizen's health care needs.  to pay a special tribute to Justice Myron Leavitt

 On  Wendesday,  January 4, 2004,    the Asian American Group of Asian  American Community  in Nevada  will hold  an event and dinner party.*1              At 7:00 - 9:30 p. m.,  the location  will be at the Harbor Palace Restaurant , China Town, Las Vegas.    The Event  is  for a Special Tribute to Justice Myron Leavitt. It  planned to invite  Chief Justice  Debra Agosti  of the Nevada Supreme  Court and   District Judge  of Nevada  Michelle Leavitt   as Keynote Speakers.    The following individuals  had been planned as Event Chairpersons:  David Amesbury, Esq., General Counsel  --- CAN-DO;  Benson Lee, Esq., President, Chinese American Citizens Alliance of Las Vegas;  Raj Chanderraj, MD, Founder, Friends of India;    R. D. Prabhu, MD, Chairperson, CAN-DO;  among others.  It planned to have Event Hosts:  Dolly DeLeon, Past President,  Philippine Chamber of Commerce, and Editor-in-Chief,  "US  Asian Chronicle";   Romeo Jurani, Past President, Philippines Bisayans Society of Nevada;  Steven Kwon, Past President & Founder,   Asian Chamber of Commerce;   Vimla Lendway, Exceptional Travel Service;   L. Kristopher Raft, Esq.;   Rita Vaswani;  Joey Villaflor, MD, Chairman, Board of Health;  among others. All of the guests will be about 200 people.   Attire for the event and party  is business.     Guests who invited by Dr. Tony Lei, Chairman of Chinese American Academic Association of Nevada  and his wife Judy  are:  Miss Agnas Chan,  Ms.  Helen Hsueh,  Mr.  Jimmy Hsu,  Miss Christine Hu,  Mr.  Xiao-sheng Huang ,  Mr.  Reymond Lam,  Mr. Mark Meng, Mr.  Ja Pu,  Dr. An-pyng Sun, and  Mr. Yuan Chuan Tsai. It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials,    but most of them were   civil administratives or  civic representatives. Dr. Tony Lei   initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals  through elections in Nevada.   Justice Nancy Becker was the first one  selected by him to pay a  tribute.   A successful  event and dinner party  was held  for  her on  May 23, 2001   at  Harbor Palace Restaurant  in Las Vegas.  It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI);  Theresa Malone,  Member of    Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO;  and Dr. Joey Villaflor, Member of  Nevada  Board of Health.  We  the Asian American communities have continuously achieved the efforts   for other  judicial  professionals since then.
 "To dedicate to the creed of Washington Business and Technology Institute,  it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI)   to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002.         The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti   at the Harbor Palace Seafood Restaurant  in Las Vegas. Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism.    She has been a bright Associate Fellow of PAI since 2000.  "Thanks to Dr.  Tony Lei,  Dr. R. D. Prabhu, and Attorney  David Amesbury to chair this  Event and Party.      Together with knowledge as the power of rightiousness,  we may build  a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life,"  said  Judge  Michelle Leavitt  at  the Dinner Party.*2 We  are  deeply regret  and sorry  that  Judge  Michelle Leavitt's father passed  away  weeks ago on a Friday.    Myron Leavitt,  73,  a Justice of  the Nevada Supreme Court,  who had a long political career in Nevada.  He  was born in Las Vegas.       Myron was a football and track athlete at the University of  Nevada at Reno,   where he earned a journalism degree.      He worked a year as sports editor of the Las Vegas Review-Journal  before studying law at the University of Utah.*3 Myron  had private law practice for 28 years.   He served as a  Councilman of Las Vegas,  a  Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of  Nevada  from 1979 to 1983. Leavitt served as a Clark County District Court  Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*4         The late  Myron Leavitt  is  honored  as  a Memorial Fellow  of  the Public Administration Institution (PAI)  of  Washingoton Business and Technology Institute (WBTI)  on  February 4, 2004. "I can't help thinking about Justice Myron Leavitt,  our long time Asian American friend of Nevada,  who died so unexpectedly.   This brings to my mind the urgency of our times in Las Vegas.       We note the vanishing of many heroes that  built the world of Nevada after  1963.  We recognize  that the  best way to honor those who have gone before us  is to rise up and find the greatness in our own lives, the strength of charater,  the vision and courage,  the determination and selflessness  to address the challenges  that still lay before us,"  says  Dr. Tony Lei,  President of WBTI,   for  the Event and Dinner Party  held by the Asian American Community of  Nevada  on  February 4, 2004  in Las Vegas.  Asian American Community has won recognition for contribution to Nevada by the American Mainstream.     The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*5 ------------------------------------------------------------------------References

 ----------------------------------------------------------------------------------------A message from the United Board for Christian Higher Education in Asia

 While the beautiful Christmas card from the United Board for Christian Higher Education in Asia to Dr. Tony Lei has been  designed and posted to the WBTI website last December,  we are also pleased to quote some idea of the letter from its Director of Alumni Giving and Communication  in order to advance their effort for the higher education  in Asia  from America. The letter begun with a warmest Christimas wish to all  dear friends of the United Board.  Director of the Department  Nan Hawkins wrote  that "This season is such a delightful time of anticipation and joy.  It's  also, of course, a time for reflection, especially about our faith, which forcuses on the realizatiion of the extraordinary promise God made through Babriel to Mary, and to all of us: that with the birth of Jesus, God, fully divine, would become fully human...fully present in our world."
 The late Dr. Paul T. Lauby,  United Board's president emeritus, made the daring decisions that led us to expand our work to new schools and new regions, and he oversaw  our return to our original roots in mainland China.  He was the prime mover in launching the alumni rpogram, which has become so important to the schools, the United Board, and , of course, to you. "You, Dr. Lei and all our dear friends, too, are wonderful examples of God's presence in the world, especially in the many ways you demonstrate your loyalty to your alma matters in Asia.  We are deeply  grateful for your support for those schools and their work, your caring commitment validates and confirms the work of the United Board, which was so much a part of Dr. Lauby's life," wrote  Hawkins. The Director hoped that  all our friends  would consider making a  contibution  to the United Board to honor Dr. Lauby's memory, for your schools in Asia, for another  aproved project, among others.   "We will remit the full amountof your gift to the school you specify, with never a reduction for our overhead costs or any other fees," he added.  "With God's grace, the seeds of understanding, knowledge, and tolerance that Dr. Lauby sought to sow through his ministry in the U. S., Asia, and at the United Board will continue to flourish at this season and in the new year," Nan concluded the letter. As one of  the first Class of Tunghai University, Dr. Tony Lei was deeply impressed by and  heartily appreciated   to the Mission and efforts of the United Board for its great  love, contributions, and accomplishments to  many  of  the students, schools, educations, and countries in Asia.  Nevada State and CAAAN welcome and commend TEFA and Tunghai ReunionBy Tiffany Chang
 Starting from July 4th, Independence Day, to 8th  of 2001 were a long holiday season for casinos and tourist industries  in Las Vegas.     Numerious visitors were crowing  to here, yet Tunghai University had brought good conference and reunion news  for Chinese American academic and educaton community of Nevada.*3 On July 6,  gathering to Las Vegas  had been the directors and members of  Tunghai Endowment Fund for Academic Advancement  (TEFA)    and 12 - 13th classes of Tunghai Reunion.     VIPs were invited by Dr. Tony Lei,  President of Washington Business and Technology Institute (WBTI) having champagne dinner at    Gee Joon Chinese Restaurant  of Horseshoe Casino and Hotel.         Gerri Schoder brought  the certificates of award  by Congresswoman Shelley Berkley to the dinner party.     TEFA returned  with the best Taiwanese  box of tea to Shelley.         After the pleasent dinner,  all the  members of party group were treated to enjoy  the famous show "Naked Angeles"    by Dr. Lei.   On the 8th of July,  a Welcome Tea Party  was held by Dr. Tony T. Lei, Chairman of Chinese American Academic Association of Nevada (CAAAN)  and Mrs. Judy K. Lei.       It  was held  for the celebrating  of the incorperation of   TEFA  USA    and the Global Tunghai Reunion in Las Vegas.   In the conference,  Dr. Lei expressed sincere welcome  in his short speech  to both  the Corperation and Reunion.       He then introduced  Theresa Malone, Member of the Nevada Board of Education, and Denise Brodsky, Las Vegas  School Board of Trustees to deliver  welcome speeches.   Malone spoke for  U.S. Senator Harry Reid's  welcome  to the Conference and announced Reid's  certificates of commendation to TEFA and CAAAN.          "Yet, with our differences we have a goal that is the same: to provide many opportunities for our citizens to learn and develop their knowledge, skill, mind, and character by formal scholling," Malone said.         "With support of organizations as the Tunghai Endowment Fund for Academic Advancement, and the Washington Business and Technology Institute, but most  importantly You, we will fulfill our goal to promote opportunities for  education.  On behalf of the Nevada education community, thanks you for sharing  your time and goals with us," she added.   Brodsky announced in her welcome speech  that  U. S. Congresswoman Berkley  was giving TEFA and CAAAN each a  certificate of  Congessional commendation.     She recognized that  the Mayor, WBTI, among others are  sharing  their same legacy  to include building  Las Vegas a community where  future generations will have even more opportunities and advantages to live a prosperous life.   The highlight of the tea party at  Bellagio was the Congressional Recognition by Congresswoman Shelley Berkley  presented through Malone and Brodsky to TEFA and CAAAN .*4      On behalf of the TEFA, Chairman Wu and  Dr. Wang President of Tunghai University  received the Certificate.         Dr. Lei  also received the Award  for CAAAN from  Berkley.       Thunders of applause from all the guests and participants brought  a climax of this event  in the Conference Room of Renoir 2 during the presentation of the awards.   Chairman Wu gave a thanks speech to appreciate  Senator Reid, Congresswoman Berkley, and Chairman  Dr. Lei.  for their hospitable  welcome and supports.  He was acknowledged  with the invitation  by  Reid to meet the Senator through Dr. Lei.       President  of WBTI  Dr. Tony  T. Lei, Chairman of CAN-DO  Dr. R. D. Prabhu,  among others are going to hold a significant theme party and dinner  at  August  24, 2001   in Las Vegas for  Harry Reid  in congratulating his being the U. S.  Senator and  Majoity Whip of U.S. Senate.    Dr. Kang-pei Wang, President of  Tunghai University, was also invited to give a speech.    He thanked  the nice welcome and supports by the Washington, D.C. Scene, Nevada State, Las Vegas City, and Clark County.      Acknowledgement  is that  this has been one inspired revelation that  Dr. Lei's long years of honest and excellent efforts to encourage and promote the  academic research and coummunity service  in Nevada are significant and fruitful.            He said that Tunghai University*5  is a developed university with many departments, graduate schools, and colleges.      The diligent attitude of teaching by professors and the concrete research accomplishment of the graduate schools have launching  this University to one of the famous educatonal institutions in the wold.  The Drecher Graduate  Campus of Pepperdine University

 After decades of dreaming, planning, and preparing, Pepperdine University  was on the brink of an historic achievement. The University has added the final jewels to its crown of Malibu facilities: the Drescher Graduate Campus.*1 The 90,000-square-foot campus has become home to the Beckman Management Center,  the Graduate Executive Center, and the Center for Learning and Technology.  The Campus serves the Graziadio School, the Graduate School of  Education and Psychology, and the School of Public Policy.   President Andrew Benton of Pepperdine University  took the opportunity to give the Grduate Schools Board of visitors a sneak preview of the campus in last May.  The president, along with  Dean of the  business school  Dr.  Linda Livingstone,  hosted  several special guests  including David Mount, Mrs Reva Graziadio, who was accompanied by her daughter and son-in-law, Aliva and Stevan Calvillo. In Addition,  President  Andrew Benton welcome former U. S. President  Gerald Ford.   "It is so right that he is here today, becuase when he serve on our Board of Regents we were envisioning this project,"  President Benton remarked.*2   President Ford understood what the completion of the Drescher Graduate School meant.  More importanly  he understood that the project reprents all that is good about a generation of people who continue to build a great America.   "I think our country should be proud of the fact that we proved that free enterprise, free election opportunities, free economic systems could prevail over state-run, governmen controlled nations," said President Ford. "How  can we leave the world in a better conditiion than we found it?  Near the top of such answers is this: Build a teaching institution that is grounded in timeless truths.  Or, as our mission statement expresses it, 'Pepperdine is a Christian unversity committed to the highest standards of academic excellence and Christian values, where students are strengthened for lives of purpose, service, and leadership.'
