Senator John Ensign ENSIGN: INCLINE LAKE ON FAST TRACK TO APPROVAL Wednesday, August 10, 2005 Reno, NVSenator John Ensign announced today that the public acquisition of Incline Lake will be completed within one year, providing visitors with access to the 777-acre property and its trails, swimming, fishing, hiking, camping and picnicking. Ensign made the announcement during a tour of the property. The Incline Lake property is truly spectacular, Ensign said. By purchasing this beautiful site, we are giving future generations of Nevadans the opportunity to share in what has been a private oasis for more than 60 years. I have secured a commitment from the U.S. Forest Service that they will start laying the groundwork for this purchase immediately, allowing us to add this property to northern Nevadas must-visit list much faster than usual. The Incline Lake property was included on the most recent list of proposed public acquisitions under the Southern Nevada Public Land Management Act of 1998 (SNPLMA), legislation which Ensign authored. SNPLMA required that a disposal boundary be drawn around the Las Vegas valley and that the disposable land be auctioned to the highest bidder. The proceeds of those land auctions, which have generated more than $2 billion, go into a fund to acquire environmentally sensitive land in Nevada and for the states general education fund. Two years ago, Ensign authored a law setting aside $300 million of SNPLMA proceeds to fully fund the federal commitment of the Lake Tahoe Restoration Act. These funds are being used for environmental projects to help reverse the decline of Lake Tahoe's famous clarity. President Bush signed the legislation into law on November 11, 2003. We must work today to ensure that Lake Tahoe and the surrounding areas are here for future generations, Ensign said. The Southern Nevada Public Land Management Act has been extremely beneficial in furthering our shared goal of protecting Lake Tahoe. Labor Department Offers New Spanish-Language Compliance Assistance Resources WASHINGTONThe U.S. Department of Labor today announced the availability of two Spanish-language compliance assistance resources designed to help members of the Hispanic community understand and comply with federal employment laws and regulations.*1 "Hispanic-owned businesses are a significant force in our growing economy," said Veronica Vargas Stidvent, assistant secretary of labor for policy. "These new resources help clarify employers' responsibilities under federal employment laws and workplace regulations. They also identify where additional information can be obtained to answer compliance questions." The newly translated materials include a Frequently Asked Questions document that answers common queries about the Secretary of Labor's Compliance Assistance Initiative, such as Why did the Department launch the Initiative? and What specific compliance assistance tools are available? The other document, entitled Help from DOL, is a series of 14 ready-to-use news briefs about widely available compliance assistance tools. The Department encourages Hispanic outreach organizations to use these ready-to-publish Spanish-language articles in their newsletters, member e-mails and other communication channels. A majority of voters in Clark County approved Advisory Question 9 on Nov. 2, 2004, indicating their support for an increase in the sales tax of up to one-half of 1 percent for the purpose of employing and equipping more police officers to protect the residents of Clark County. AB 418 is good legislation, one that will help to further protect the citizens of Las Vegas, Gov. Guinn said. Kenny Guinn announced today that his $300 million vehicle registration rebate for the vast majority of Nevadans is not taxable income in any amount, based upon a letter he has received from the Internal Revenue Service (IRS). He said the IRS letter reaffirms his plan for the vehicle registration rebate, and that it is the best course of action for the greatest number of Nevadans. Conversely, the letter said another plan based upon a drivers license rebate is considered income in all circumstances for every recipient. All along I have felt that the rebate should be based on what Nevadans paid in vehicle registration, Gov. Guinn said. It is important that individuals who paid something in get something back. This is the best way to accomplish this. We must get this money into the pocketbooks of the citizens of Nevada. Gov. Guinn said he believed that the vehicle registration rebate continues to be the best avenue for rebating the most money to the most Nevadans, as it benefits most families and small businesses with multiple vehicles. Gov. Guinn said he was pleased the IRS was deliberate and thoughtful in its ruling. We thought the best avenue for defining the tax consequences for our citizens was to speak directly with the IRS, he said. Were very appreciative that the IRS has given us their guidance. They were extremely helpful and I cant thank them enough for their assistance. Nevada led the nation in housing appreciation last year at 32.4 percent, according to the Office of Federal Housing Enterprise Oversight. Hawaii had 24.6 percent appreciation and California had 23.4 percent. Las Vegas showed a 36.2 percent increase, highest among major metropolitan statistical areas. "We all saw the average price of a home in Las Vegas double in the last couple of years," said Ken Lowman, principal broker for Luxury Homes of Las Vegas. "I know for a fact that the average worker did not double their paycheck in that last couple of years. Naturally, that makes it more difficult to purchase a home here." A "big-ticket item" like housing carries a lot of weight in the cost-of-living index, said Keith Schwer, director of the Center for Business and Economic Research at the University of Nevada, Las Vegas. It's 29 percent of the ACCRA index. "It's interesting. If you look at the 20 MSAs with the biggest price gains in real estate, 14 of the 20 are in California and four are in Florida. That leaves Hawaii and Las Vegas," he said. "We're relatively new to this rapid price increase and the level of (home) prices in Las Vegas is still below major urban areas in California." Rising housing prices are not a problem just for cities like Las Vegas and Los Angeles. Housing has become prohibitively costly in many of America's best-known tourist communities, with two popular destinations in the Reno-Lake Tahoe area near the top of the list, according to a new study by The Wyndham Financial Group, a Connecticut-based consulting organization that focuses on housing and community development. With the excellent and informative publications of 'Next Weekly' (壹週報) and among others, high-ranking officials of Nevada have been inspired to help realize the creed for community service and humane spirit of WBTI," expressed Justice Michael Douglas at the Event and Dinner Party in the Emperor's Garden Restaurant on February 4, 2005 in Las Vegas. It was held by the Committee to implement the ART EXHIBIT of Mr. QIN QUAN XIONG. Justice Michael Douglas, the first African American justice in Nevadas history, was appointed to the Court in March 2004 to fill the vacancy that resulted from the death of Justice Myron E. Leavitt. Justice Douglass appointment to the Supreme Court is the culmination of a 22-year legal career in Nevada that began by chance when he accepted what he thought was going to be a temporary job with Nevada Legal Services. Michael was elected in November 2, 2004 as Justice of the Nevada Supreme Court. Justice Douglas, a native of Los Angeles, came to Las Vegas in 1982 from Philadelphia, Pa., where he had been working in private practice. The justice said he chose Las Vegas because he wanted to move back west and had a cousin living in the city. After two years at Nevada Legal Services, Justice Douglas was hired by the Clark County District Attorneys Office and served in the Civil Division until 1996. In January 1996, he was appointed to the Eighth Judicial District Court bench and was retained in the election later that year, serving until his appointment to the Supreme Court. At the District Court, he served as Business Court judge along with handling a variety of civil and criminal cases. He was elected Chief District Judge in October 2003. A graduate of California State College, Long Beach, in 1971 and the University of California Hastings College of Law in 1974, Justice Douglas has been a member of the Judicial Council of the State of Nevada and Vice President of the Nevada District Judges Association. He is president of the Nevada American Inns of Court, an organization of judges, lawyers and law students that promotes excellence and civility in the legal profession. ................................... The highlight of the dinner party was the Senatorial Recognition Award from U. S. Senator John Ensign to Mr. QIN QUAN XIONG, which was presented by his representative Miss Kathie Ambrosio to Mr. XIONG. Mr. QIN QUAN XIONG painted a serial of writings to participants for donation. All the donation will be given the people with recent disasters in Southeast Asia. A good news was announced by Judge Betsy Kolkoski during Mr. QIN QUAN XIONG's presentation: Immedeate source shows that she has no opponants and won the re-election as a judge.
