(This is the concise one.) POLITICAL NOTEBOOK: Berkley basks in kickoff to first easy campaign
Congresswoman throws party in North Las Vegas
By ERIN NEFF
REVIEW-JOURNAL
....
On Thursday evening at the Cannery, Berkley showed just how different this year will be thanks to the GOP, which didn't come up with a standard bearer, or even a minor opponent.*4

With no need for aggressive fund raising or advertising, Berkley could throw a party.

And her campaign kickoff event appeared at times like a wedding, at times a rally and most of all like a good-old summer barbecue in a big ethnic neighborhood back East, complete with booze, huge burgers and the band Doo-Wop.com, playing a steady dose of '50s and '60s music.

The bride at this affair was thrilled to take the stage without any notable objections from across the aisle. She faces two grass-roots speed bumps in the Democratic primary before a general election bid against the winner of a three-person GOP primary.

Thursday was her coming out party, and she made it clear to the candidates she allowed microphone time, who was being feted.
....

Berkley, dressed in a shiny red pantsuit with matching shoes, told the crowd of hundreds they could "party all night."

"I wanted to do something different this year," she said from the stage of the North Las Vegas casino's The Club, which had opened its back door to the festivities outdoors.

The rally part came in her very brief stump speech, in which she said: "This election is the most important election in my lifetime, for this nation.*5

and the pleasantness of one's friend
springs from his earnest counsel,"
Proverbs 27:9 of the Bible taught us; and
"He who loves a pure heart
and whose speech is gracious
will have the king for his friend,"
Proverb 22:11 of the Bible inspired us again.

Tourism development and prosperity for Nevada inspired and encouraged by Governor Kenny Guinn and Lt. Governor Lorraine Hunt of Nevada
By Tiffany Chang and PAI of WBTI*1

"The Nevada Commission on Tourism (NCOT) has approved $1 million in grants to help rural communities promote attractions, adventures and special events that draw visitors and feed local economies," stated in the Press Release from the Office of Governor Kenny Guinn on July 1, 2004.*2

According to the above Press Release: "The Rural Tourism Grants make it possible for rural communities with limited resources to purchase advertising and promotional materials such as maps and brochures, create videos and DVDs, maintain Web sites, obtain professional services to develop visitor attractions, participate in travel industry trade shows and engage in other tourism-building activities."

"The success of the Rural Tourism Grants is remarkable," Lt Gov. Lorraine Hunt, NCOT chair, said.*3 "Visitor volume, convention business, and room occupancy have risen significantly in rural Nevada, and I am confident these grants will continue to enhance Nevada’s position as a global tourist destination."

Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*4

The annual "Governor's Conference on Tourism" was held by the Governor at Caesears Palace on December 15-17. He joined the members of the Commission on Tourism to examine the latest tourism industry issue and trends. The theme was "Celebrating Deversity". It was chosen to draw attention to Nevada's efforts to broaden both its tourism product and market. The Conference on December 15-17 was held in celebrating the diversity that would make the Silver State a perennial leader in worldwide tourism.

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*5

"I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."

In mid-October, the second top official of the State of Nevada and Nevada Commission on Tourism Exective Director Bruce Bommarito led an approximately 20-member delegation of state tourism, hotel, and private industry representatives on a ten days tour through Beijing, Hong Kong, Macau, and Shanghai.

Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*6

Lt. Governor Lorraine Hunt points out that she sees the will in the Chinese people and elected officials to make more opportunities and conviences for them to travel America. "They know they want to participate in the world economy," said the Lt. Governor.

In addition to the efforts of the City, County, and State of Nevada, Washington Business and Technology Institute (WBTI) has dedicated to help promote the cooperation and development of culture, education, and tourism among Asian countries and Nevada since its establishment on January 8, 1996. With Lt. Governor Lorraine Hunt's inspiration, WBTI and Sally Yu assisted successfully the establishments of the Sister States of Qinghai of China and Nevada, and the Sister Cities of Jiayuguan of China and North Las Vegas. WBTI has been honored by China Business Chain, Inc. (CBCI), Shangshai Development and Municipal Government Cooperation Office (SPMGCO), and China State Development and Planning Commission as Organzer of Nevada Expo Mission to China. WBTI is also invited by Xiamen, Fuchien, China to organize a team with high-ranking officials for both educational and business cooperation and development Between Nevada and Fukien. U. S. Congresswoman Shelley Berkely, Nevada Lt. Governor Lorraine Hunt, and Las Vegas Mayor Oscar Goodman have been invited as its honorable Chairpersons.*7

Lt. Governor Hunt also plans to work with Nevada's congressional delegation to improve the likelihood of opening the travel corridors between the United States and China. Members of the Civil Aviation Administration of China agreed to study the feasibility of direct air service to and from Las Vegas, as well as cargo flights through Reno/Tahoe International Airport. An Office in Beijubg will be opened by the Nevada tourism commission in March 2004 to further develop the Chinese market.

In reference to separate resort now being developed by Las Vegas Sands and Wynn Resorts, Lt. Governor Hunt pointed that, "With all of the Nevada gaming companies's casino projects going up in Macau, we're definitely on the Chinese radar."

Dr. Bill Eadington, Professor of University of Nevada, Reno, addressed the Governor's Conference on Tourism at Caesars Palace that the profitability of Wynn Las Vegas and the continuing transformation of the California tribal casino market are the biggest question marks facing the Las Vegas economy. "People are attracted to Las Vegas when there's something spectacular to see, " Professor Eadington said.*8

Impressed by the Chinese tourists' saying that "If you didn't visit Las Vegas, you didn't visit America," we need to put more efforts and wisdom together for the development and prosperity of our tourism through the multiple cooperation of construction industry, business organizations, cultural facilities, and educational institutions in Nevada.

"Through the perspectives by the nature and in reality, effective lauching for our tourism on the Chinese markets will be more practical with an enphasis on the cooperation and development of business, cultural, and education among China, Malaysia, Sigapore, and Taiwan. We can't just expect them to come for visit or gaming. Good programs such as CBM, CEH, CPAM, etc. in education and business for them by the time at their visiting will be reallly one of the strenuous and fruitful reasons for many people to come to Nevada," said Dr. Tony Lei, Peresident of Washington Business and Technology Institute.

EMERGENCY INFORMATION IMPROVEMENTS in Nevada, U. S. A.
By Kenny Guinn*1

Earlier this week, Nevada transitioned to the next generation of emergency information as radio and television stations began using a new series of activation codes for the Emergency Alert System (EAS). The new codes, effective on June 30, include the Child Abduction Emergency code for AMBER Alerts as well as codes for telephone system outages, releases of radiological material, and dust storm warnings. The Nevada Broadcasters Association is to be commended for its help to make this system a reality.

The operators of Nevada's radio and television stations have upgraded their EAS equipment, at a cost of up to $150 per unit, to carry these new codes, which are designed to meet specific emergencies. The new system will make it easier for television stations to provide this visual display of information of critical importance to the public.

Nevada's original system was put in place in January 1997. It is a voluntary program that is fully funded by the state¡¦s radio and television stations. Law enforcement and public safety officials have been encouraged to use EAS to quickly provide lifesaving information to the public at no expense to taxpayers. It has provided radio and television audiences with information about weather emergencies such as floods and flash floods, outages of local 911 phone systems, and AMBER Alerts. Assembly Bill 322 created the Committee for the Statewide Alert System, which is a voluntary partnership among state and local law enforcement agencies and broadcasters to assist in the search and safe return of abducted children.

The Nevada Broadcasters Association, through the leadership of president and CEO Robert Fisher, has played an important role in helping to ensure the speedy dissemination of emergency information to the public. Since the system was first implemented, ten statewide AMBER Alerts have aided law enforcement agencies in their search for abducted or missing children. The AMBER Alerts have also helped raise citizens¡¦ awareness of the effectiveness of this special type of communications tool. Examples include the recoveries of Kyle and Jenna Corcoran in Searchlight in August 2003; Sandra and Sarah Dilley in Lovelock in January 2004; Crystal Cuanas in Fallon in March 2004; and Donovan Bingham in Las Vegas in April 2004. In July, Nevada will become the third state, following the examples Arizona and Washington, to join the AMBER Alert Web Portal Consortium in an effort to further strengthen regional communication and cooperation.

The citizens of Nevada will benefit greatly from having access to immediate, life-saving information. I would like to congratulate those who have worked to develop and expand these vital systems, and I encourage all local agencies to continue to utilize and support this wise investment in our safety.

Wisdom is sweet to your soul;
if you find it, there is a future hope for you
By PAI of WBTI*1

From the KUN of "I Ching," somebody may learn that "It is smooth at the beginning. There is a foreboding that it is better to ride a mare. The gentleman travels, and even if he loses his way, he will work it out later. This trip will help you get treasures in the southwest, but you will miss treasures in the northeast. Still, it is auspicious if you keep calm and use your own mind to predict the future."*2

The following is my stetement on Passing of Former President Reagan:

Berkley statement on Passing of Former President Reagan
June 9, 2004

Mr. Speaker, I rise today to express my sincere condolences to former first lady Nancy Reagan and the entire Reagan family. And I join our Nation in expressing profound sorrow at the loss of our 40th President.*3

Ronald Reagan had a special place in the hearts of Nevadans. Long before he came to the White House, Ronald Reagan in a another life headlined on the Las Vegas Strip as an entertainer in the early 1950s. Later as Governor of California, he worked with his counterpart from Nevada, former U.S. Senator and Governor Paul Laxalt, to address environmental threats to Lake Tahoe.

While in the White House, Ronald Reagan would often turn to his old friend from Nevada, Senator Laxalt, who was one of his closest advisers during his time in our Nation's Capital.

Ronald Reagan served our Nation with honor and distinction. He will long be remembered for his warm wit, his quiet strength, and ability to inspire through his words and his deeds. His actions as President reshaped the course of the 20th century, and his unbridled optimism helped restore America's faith in itself.

Today we also remember Ronald Reagan for his leadership and for his unwavering vision that Americans remain for all a land of hope, promise, and opportunity.*4

It is important to have more "grass-roots support" for people to win. GSBPA would like our friends to share some idea of the following article:

Thursday, June 24, 2004
Copyright @ Las Vegas Review-Journal

JANE ANN MORRISON: In today's politics, grass-roots effort requires more seed money*5

The definition of "grass-roots support" is changing.

Years ago, it meant that a candidate's neighbors, friends and supporters got out and spread the word. Or volunteers from each party called and walked.

Then the unions made it more sophisticated, going door to door to their members, urging them to vote for union-friendly candidates.

Today you can buy grass-roots support, which is what Las Vegas City Councilman-elect Steve Wolfson did.

With his $100,000 war chest, he hired Billy Rogers' Southwest Group to walk door to door, find out the specific issues voters cared about and follow up with letters on those issues. It was part of a coordinated effort with Gary Gray, who handled the political and advertising strategies, including the nine Wolfson mailers.

One sign that it worked: After the only candidates' forum for the Ward 2 race, a man explained to me how he had been wavering between Gabriel Lither and Wolfson.

Wolfson won his support by coming to his door personally and talking issues with his wife, then soon afterward receiving a letter from the criminal defense attorney about those issues.

In addition, Wolfson would follow up with a personal phone call several days later. He spent six to seven hours on the phone toward the end, calling voters.

"I asked voters what's important to them and made them feel like I care," he said on the night of the election, before realizing that didn't sound quite right. Then he added, "Because I do care."

"It was very personal; it was grass roots for the 21st century," Wolfson consultant Gray said.*6

But it didn't come cheap.

The first campaign finance reports showed that Wolfson paid Southwest Group $38,000, and another $43,000 went to Gray & Associates. Those numbers probably will increase in the next report after final bills are paid.

But Lither, who was in second place trailing Wolfson by only 245 votes, has his own grass-roots support. The deputy attorney general, who had fought to limit the size of the Red Rock Station resort and most often is described as a neighborhood activist, had backing from walkers from the Culinary union Local 226, foes of the anti-union Station Casinos.

These walkers weren't hired by Lither; they were part of the union effort.

"This was not David and Goliath," Rogers said after Wolfson was the declared winner and Lither was in second place. "These were evenly matched operations doing everything they could to ID their voters and get them to the polls."

Sarah Jaffa, one of the 15 Wolfson walkers from Southwest Group, said she was nervous on Election Day when she overheard a Culinary walker say someone hadn't voted, "but she gets off at 3."

The Culinary effort to get out the vote was frightening, Jaffa said, because organizers knew details about potential union voters, such as what hours they worked, which made it easier to find potential voters and urge them to vote.

Jaffa called Rogers and said the main competition wasn't from commercial real estate agent Ric Truesdell, who had raised the most money next to Wolfson. It was from Lither, who had reported raising less than $4,000.

For Wolfson, it was a long, nerve-wracking evening. "At first, I was encouraged. I had a 10-point lead." But that lead started dipping. He finally won with a 4 percentage-point victory when final results rolled in at 9 p.m.

The 6 percentage-point drop as voting progressed showed that the Culinary effort helped, even if it didn't succeed.

(This marks the second City Council race in which the union's efforts failed to bring victory. In 2003, the union worked on behalf of Las Vegas Councilman Michael McDonald, who lost to Janet Moncrief. What does this bode for Democratic Assemblyman David Goldwater's union-backed challenge of Clark County Commissioner Lynette Boggs McDonald?)

"When I first started this, there were tons of stay-at-home moms, and you could get them to make calls all day," Gray said. "They don't exist anymore because the moms have full-time jobs, just like their husbands."

Now you hire your "grass-roots support."

If you have enough money.

Persons who master the power of computer exert a significant influence over her and his organization
By GSBPA of WBTI*1

*****To be more successful for your Web site, you need to be favored by the most famous search engine services like Google! (www.google.com), Yahoo! (www.yahoo.com), Aol! (www.aol.com), Infoseek! (www.infoseek.com), among others.*****

*****["Commit to the Lord whatever you do, and your plans will succeed."
--- Proverbs 16 : 3
"He who loves a pure heart and whose speech is gracious will have the king for his friend." --- Proverbs 22 : 11 of the Bible
"All hard work brings a profit." --- Proverbs 14 : 23 of the Bible.]*****

Indeed, business achievement is the new yardstick of success in today's society. Therefore, business has become not only the fastest growing major in undergraduate institutions but also in graduate school of famous universities, nationally and internationally. The emphasis of the online communication skills and the quantitative analysis techniques with computers is one of the most important study for the art of success to the business students, professionals, executives, and owners.

In many ways, business school is at the center of this cultural phenomenon. For some, the business school is the passport to the boardroom, the ticket to the top of the corporate ladder. these schools, nationally and internationally, pump out the new generation of business leaders by hundreds of thousands. "They are the pipeline of raw material with which the nation's --- and the world's --- leading business build the future. And MBAs are not limited to the traditional corporate world: From Wall Street to Madison Avenue, from Sand Hill Road to 1600 Pennsylvania Avenue, today's MBAs lead organizations large and small, in every conceivable industry. They are the executives and entrepreneurs who power the economy."*2

"UNLESS YOU'VE BEEN LIVING IN A CAVE, you've seen enormous changes in communications technology over the past two decades. From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*3

"And what could be better news? To keep in touch, there's nothing faster or cheaper than email. To gain access to information and people, the power of online communication expands your reach from the local to the global. To meet new friends and even romance a potential life partner, online venues provide rich opportunities (if you know the right things to say and the best way to say them). At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever."*4

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now-a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. (3) You should search the Web regularly for competitive and related sites, where you can attach a link to your site."*5 To be more successful for your Web site, you need to be favored by the famous search engine services like Yahoo! (www.yahoo.com), Aol! (www.aol.com), Google! (www.google.com), Infoseek! (www.infoseek.com), among others.

"There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*6

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.
"As a Financial Administrator of the Graduate School of Business and Public Administration (GSBPA)) of Washington Business and Technology Institute (WBTI), it's my precious opportunity to realize my potentiality of MBA expertise to work with all these outstanding faculty members of the Graduate School of WBTI under the encouragement and spiritual leadership by our Deans Dr. Keong Leong and Dr. E. Lee Bernick," said Lan Yun at the Dinner Party in celebration of the Moon Festival of Midautumn on September 11, 2003. The Party was held by
WBTI at the Gee Joon Chinese Restaurant of Horseshoe Casino and Hotel in Las Vegas.*7

Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. In order to keep the online universe a productive, safe, communicative environment, it is interesting and worth to post the ten commandments for computer ethics. They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *9

At the invitation of the Chinese Ministry of Labor and Social Security, U. S. Secretary of Labor, Ms. Elaine Chao, visited China from June 21 to 24 in 2004. The U. S. Secretary of Labor Elaine Chao said in Beijing on Thursday, June 24, 2004 that her visit to China was fruitful.

"Chao signed four agreements during her trip to enhance cooperation in raising the living standard and working conditions for employees. She also announced the US would donate 3.5 million US dollars to China to help combat AIDS through workplace education program," reported the Xinhua News Agency on Thursday, June 24, 2004.*12

"She hoped through exchanging information, the two sides can raise living standards for workers, foster safe working environment for workers, and protect workers' rights in accordance with relevant international labor principles while respecting the national laws of both the United States and China," the Agency continued.*13

U. S. Secretary of Labor Elaine Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*14

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky.

"Elaine L. Chao is the nation's 24th Secretary of Labor, representing a new generation of American leadership. Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives." *15

"When President George W. Bush nominated Elaine L. Chao, the first Asian-American woman appointed to a President's cabinet in U.S. history, he described her as an individual with “sstrong executive talent, compassion, and commitment to helping people build better lives."

According to the U. S. Department of Labor, Secretary Elaine Chao's compassionate nature stems from her own background as an immigrant to this country at the age of eight. Her family's experience transitioning to a new country, supported by one another and the kindness of friends and neighbors, taught her that encouragement is the key to fostering independence, and that Americans are naturally compassionate people. This inspired her to dedicate most of her professional life to ensuring that people have the opportunity to pursue lives of dignity and financial independence.

As Director of the Peace Corps, Ms. Elaine Chao was one of the first Americans to personally embrace the people of the former communist bloc into the family of democratic nations, establishing Peace Corps programs in the Baltic nations of Latvia, Lithuania, Estonia and the newly independent states of the former Soviet Union. Later, as President and Chief Executive Officer of United Way of America, she restored public trust and confidence after the organization was tarnished by mismanagement and financial abuse, thus preserving the nation's largest institution of private charitable giving.

The experience Ms. Elaine Chao gained at the United Way helping communities address their local needs prepared her to mobilize the Department of Labor to promote pathways to economic freedom for individuals and families working to achieve the American Dream. She describes her vision for America's workforce as “oone in which everyone can participate where jobs and opportunities are available for those leaving welfare, job training is accessible for those left behind, disability never bars a qualified person from the workplace, and where parents have an easier time balancing the responsibilities of work and home.

"Secretary Chao's previous government career includes serving as the Deputy Secretary at the U.S. Department of Transportation, Chairman of the Federal Maritime Commission, and Deputy Maritime Administrator in the U.S. Department of Transportation. She brings a wealth of business experience to the post, having worked as Vice President of Syndications at BankAmerica Capital Markets Group and a banker with Citicorp. Prior to her nomination as Secretary, she expanded her study of policy as a Distinguished Fellow at The Heritage Foundation, a Washington-based public policy research and educational institute. She was selected as a White House Fellow in 1983," states the Department.*16

"With the excellency of knowledge, humanity, and patriotism inspired by Elaine Chao, Washington Business and Technology Institute (WBTI) has continued its many years effort to community service and spiritual belief. Nevada is honor to have WBTI under her spiritual Chairpersonship and I am especially honor to be a M.I.S. Manager of the Graduate School of Business and Public Administration of WBTI," humble as he is, River Sun chatted excitedly during the celebration dinner party at the Gee Joon Chinese Restaurant of Horseshoe Club. The Moon Festival of Midautumn has been many thousand years celebrated as a day for patriotism by the Chinese people in the Far East and Southeastern Asia. The party was held by WBTI in Las Vegas on September 11, 2003.

Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. If a coolie and hard woker like him could dedicate to eduction by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? *17

"The mission of this School [Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI)] will emphasize the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of this School for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA.*17 Nina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B.. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of Nevada Senate. Dina is also a professor of Political Science in UNLV.*18

Moran tapped for Nevada Gaming Commission
Professor critical of move, calling it an 'industry-insider' appointment
By ROD SMITH
GAMING WIRE

John Moran ---Attorney named to Nevada Gaming Commission (Please check the photo with the paper.)

Gov. Kenny Guinn Friday named John Moran Jr. to the Nevada Gaming Commission, replacing three-term commissioner Augie Gurrola.*2

Moran will join the commission July 26 when he resigns from the state Board of Wildlife Commissioners, where he has served since July 2000 and is in his second term.

Moran was in a wildlife commission hearing Friday and unavailable to discuss his appointment to the $40,000 a year position.

Guinn, however, said Moran has been an excellent member of the wildlife commission and is looking forward to serving on the five-member gaming commission.

"He is a person of great integrity. As one of our state's finest attorneys, he has a level of understanding and sophistication regarding the gaming industry that will serve the citizens of Nevada very well," Guinn said.

However, the appointment and Moran's service are likely to raise conflict of interest issues, University of Nevada, Las Vegas professor and casino industry expert Bill Thompson said.

"The governor could have done better," he said. "Moran is a good person and is certainly knowledgeable, but it's such an industry-insider appointment, it's going to prove to be very, very controversial.

"To my knowledge, no governor has ever appointed an industry person to a board. This guy has represented so many casinos even in licensing matters, he'll be forever recusing himself," Thompson said.

"We don't appoint the head of Caesars (Entertainment) and expect him to recuse himself. This guy has been involved with every company in the industry and we're likely to (in effect) have a four-member commission," he said.

Thompson said Moran won't be another Gurrola, who has been widely respected as a maverick on the commission who represented the general public and the little guy.

Moran, a Las Vegas attorney for more than 25 years, is founding partner in the law firm of Moran & Associates, which bills itself as specializing in development and land use issues and representing clients before administrative boards and commissions.

He is a graduate of the University of Nevada, Las Vegas and the Loyola School of Law in Los Angeles, and is former member of the Colorado River Commission.

He is an investor with the group that is redeveloping the old Sears Building on Fremont Street in downtown Las Vegas. As an attorney, he has represented the Stratosphere in its controversial moves to add thrill rides and UNLV basketball coach Bill Bayno in his termination dispute, and he defended developer Bill Walters against money laundering charges.

Moran's father, John Moran, was Clark County sheriff from 1982 until 1994, and his son, John Moran III, is a pro tem judge in the Henderson municipal court.

The gaming commission meets monthly and generally takes final action on issues that have been initially considered by the Nevada Gaming Control Board.*3

U. S. SECRETARY OF LABOR ELAINE CHAO: "Giving people hope in their future is our job"
---She kicked off a National Hispanic Worker initiative with a $1.9 million grant
By PAI of WBTI*1

At the invitation of the Chinese Ministry of Labor and Social Security, U. S. Secretary of Labor, Ms. Elaine Chao, visited China from June 21 to 24 in 2004. The U. S. Secretary of Labor Elaine Chao said in Beijing on Thursday, June 24, 2004 that her visit to China was fruitful.

"Chao signed four agreements during her trip to enhance cooperation in raising the living standard and working conditions for employees. She also announced the US would donate 3.5 million US dollars to China to help combat AIDS through workplace education program," reported the Xinhua News Agency on Thursday, June 24, 2004.*2

"She hoped through exchanging information, the two sides can raise living standards for workers, foster safe working environment for workers, and protect workers' rights in accordance with relevant international labor principles while respecting the national laws of both the United States and China," the Agency continued.*3

"Incentives brings us with encouragement. Encouragement brings us with good work performance. In the 5:19 on Ecclesiastes of the Bible, it stated that 'When God gives any man (or woman) wealth and possessions, and enable him (or her) to enjoy them, to accept his (or her) lot and be happy in his (or her) work---this is a gift of God,'*4" said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).

Ms. Elaine Chao, U. S. Secretary of Labor, kicked off a National Hispanic Worker initiative with a $1.9 million grant on March 16, 2004. The grant is geared to recruit and motivate workers for Southern Nevada's gaming and hospitality industry.

U. S. Secretary of Labor Elaine Chao and Nevada Governor Kenny Guinn said that the new program and grants are as important to employers as they are to immigrant workers at the time when they spoke at Nevada Partners headquarters in North Las Vegas.

"New York - New York President Felix Rappaport, who serves on the board of the Culinary Training Academy that will oversee the grant, said the programs will help employers recruit workers. In addition, he said the new effort will help employers better motivate employees and improve the quality of hotel service, which he called key to the gaming industry."*5

Secretary Chao said that they looked at the need of Hispanic workers to access an array of programs when U. S. President Bush took office. "We looked at clusters where we could be of great service. We started a dialogue with (HERE) President (John) Willhelm. I came here and was very impressed with the programs he had put together. And really a confluence of factors and events (led to the program and grant) we announced today," Ms. Chao said.*6

"Getting people back to work is what this Department does. Giving people hope in their future is our job," said Secretary Elaine L. Chao.

Ms. Elaine Chao, the bright executive administrator of Bush's Reign, told the audience of several hundred Culinary workers that she remembers comings to the United States at her age of eight. She could not speak any English at that time. Secretary Chao said mastering the language was key to her success as a Peace Corps volunteer, head of United Way, and government service.

"She said the new program is designed to support immigrants with the same skills, help workers advance professionally and assist employers in matching placement needs with prospective workers." *7

Governor Guinn said the new programs will help employers find workers and help the employees quality for new jobs and advancement. He told the audience that the grant recognizes the success of the effective training programs that has been practiced and enjoyed here in Nevada.

"The technology that is helping to drive our robust productivity growth is changing the way we work and the types of jobs that are available. This Administration wants to ensure that our job training programs are relevant and that workers are encouraged to continually update their skills," pointed out Secretary Elaine Chao on the "Remarks Prepared for Delivery by
U. S. Secretary of Labor Elaine L. Chao
for AEI Conference --- The Benefits of Increased Productivity Growth for Workers," in Washington, D. C. on Wednesday, February 25, 2004. *8

"I recently returned from a trip to Washington and Oregon and talked with workers who were graduates of community college-based job-training programs. One young man told us that he lost his job in the California high-tech industry when the bubble burst and moved back home to Oregon. He learned about a special program at his local community college that partnered with a top Fortune 500 information technology company to train workers with skills in short supply. Today, thanks to that program, he is working for that company," said the Secretary.

"His story and those of many other workers around the country is the reason why the Labor Department's number one legislative priority this year is reforming the public workforce investment system that helps train workers. The goal is to bring this program into the 21st century so workers can be trained for real jobs in the real world."*9

At the age of 19, Elaine Chao was elected as a Scholar of the U. S. White House. U. S. Labor Secretary Chao was Chairperson of Federal Air Transportation and Vice President of Bank of American Main Office. In addition, she has contributed many years of community service and charity endeavor notably, as President of United Way, President of Peace Corps, and Senior Fellow of Heritage Foundation.*10

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*11

She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives."*12

"When President George W. Bush nominated Elaine L. Chao, the first Asian-American woman appointed to a President's cabinet in U.S. history, he described her as an individual with strong executive talent, compassion, and commitment to helping people build better lives."

She describes her vision for America's workforce as one in which everyone can participate where jobs and opportunities are available for those leaving welfare, job training is accessible for those left behind, disability never bars a qualified person from the workplace, and where parents have an easier time balancing the responsibilities of work and home.

She was selected as a White House Fellow in 1983," states the Department.*13

Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. If a coolie and hard woker like him could dedicate to eduction by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community?*14

To serve the community with wisdom and effort is the main creed of Washington Business and Technology Institute. It is our pleasure to post the Press Release from the Office of Governor Kenny Guinn on March 16, 2004 as in the following:*15

GOV. GUINN, SECRETARY OF LABOR CHAO ANNOUNCE HOSPITALITY INDUSTRY INITIATIVE FOR HISPANIC WORKERS

CARSON CITY - Gov. Kenny Guinn joined U.S. Secretary of Labor Elaine Chao in announcing a major hospitality industry grant for Hispanic workers in Las Vegas on Tuesday, March 16.

Secretary Chao awarded a federal grant to the Hotel Employees and Restaurant Employees (HERE) for their Hi-Demand program. HERE is partnering with its signatory hospitality industry employers and Nevada Partners, Inc., a community-based training provider. Together, they will help prepare Hispanic workers with the skills required for opportunities in the growing hospitality industry in Las Vegas, as well as in Atlantic City, N.J.

"This is an important initiative for Southern Nevada~{!&~}s largest industry and for the fastest growing segment of our population," Gov. Guinn said. "Training is a critical component of any economic development strategy. We appreciate the Department of Labor's support of this project."

The Hi-Demand project has several important objectives:

*** Increase the availability of qualified, skilled workers for entry-level and higher-skilled hospitality industry positions from the growing labor pool of immigrants, new citizens and workers with limited English proficiency.

*** Eliminate language skill barriers for limited English proficient new entrants to the workforce and eliminate career ladder barriers for limited English proficient incumbent workers in the hospitality industry.

*** Enhance the workforce development system's ability to prepare limited English proficient workers to enter the workforce.

*** Provide meaningful access to federally funded assistance for people with limited English proficiency.

*** Support the development of new training partnerships to satisfy demand in other major hospitality industry markets.

The Department of Labor, in response to President George W. Bush's Presidential Advisory Commission on Educational Excellence for Hispanic Americans, has supported collaboration between employers, community colleges and the public workforce system to help Hispanic Americans build the skills required in growing industries such as the hospitality sector. The Department of Labor has encouraged the development of language and occupational skills and is working to keep Hispanic youth on an educational path that leads to rewarding careers.*16

POSITIVE TREND CONTINUES:
UNEMPLOYMENT DOWN, JOBS UP
By Kenny Guinn*1

During the past week, President Bush and Vice President Cheney brought the attention of the national media to our state with visits. The national storyline for Nevada centers on job creation and low unemployment, and how our state continues to outpace most of the nation in these vital economic indicators.*2

According to the latest figures released June 18, Nevada's unemployment rate continued its downward trend in May, falling two-tenths of a percentage point over the month to 4.1 percent. Also in May, the state's four major labor markets recorded their lowest unemployment rates since 2000. This steady decline in rates over the past year confirms the strength of our state¡¦s economy. Overall, the statewide unemployment rate ranks us 12th-best, and is well below the national average of 5.6 percent. Our neighbors in California, in figures released earlier this month, are currently at a 6.2 percent unemployment rate.

The business community also continues to expand the job market for citizens. More than 8,200 new jobs were created in May. Remarkably, the employment market has increased by 47,600 positions in the past 12 months and by more than 112,000 since January 2002. Overall, through the first five months of 2004, Nevada's annualized job growth rate is about two percentage points higher than any other state in the country. Further, another aspect of Nevada's employment market is also trending in a positive direction, toward higher-paying rather than lower-paying industries.

As the nation's eyes continue to look to Nevada in the coming weeks and months, our economy will place us in a unique position on the national stage: our state will be seen as a leader in the nation's economic recovery. As we head into summer, it is important for us to recognize that our economy is strong and getting stronger.*3

Dr. Stephen Tong's USA/Canada Gospel Rally in Las Vegas
By Tiffany Chang

Rev. Stephen Tong led a team to have his "Dr. Stephen Tong USA/Canada Gospel Rally" in Las vegas on June 21, 2004. He had his speeches for the public and welcomed by overseas Chinese people on Monday and Tuesday. Rev. Tong will continue his final speech on "Wisdom of Life" today at the convention room of China Town. Before came to Las Vega, he had completed his Gospel Rally in Toronto, Canada and Atlanta, U. S. A. on 6/11-13 and 6/18-20, respectively. He will also have the Gospel Rally in New York, Vancouver, and Los Angeles on 6/25-27, 7/2-4, 9/20-22, respectively.

The Rev. Dr. Stephen Tong is an evangelist and a theology lecturer. He is also the founder of the Stephen Tong Evangelistic Ministeies International(STEMI) and the Reformed Institute of Christianity and the 21th Century. At the age of 17, Rev. Tong gave of himself to the Lord to serve Him in evangelism. To date, his ministry has lasted more than four decades, and he continues to travel widely, preaching for the sake of the name of the Lord, His Word and His church. By the power of the Lord, he has been fighting the good fight, battling with the fallen reason and corrupted souls of men, all in the hope to bring them back to Jesus Christ. Despite his age, his perseverance and tenacity are reasons why we often give thanks to God for him.*1

The following is the first song chosen by Rev. Tong for his Gospel Rally. It is entitled "We're Marching to Zion":

1. Come, we that love the Lord, and Let our joys be known; join in a song with sweet accord, joint in a song with sweet accord and thus surround the throne, and thus surround the throne.

2. Let those refuse to sing, who never knew our Gog; but children of the heav'nly King, but children of the heav'nly King may speak their joys abroad, may speak their joys abroad.

3. Then let our songs abound, and very tear be dry; we're marching thru Immanuel's ground, we're marching thru Immanuel's ground to fairer worlds on high, to fairer worlds on high.

We're marching to
Zion, beautiful, beautiful,Zion; we're marching upward to Zion, the beautiful city of God.*2

The Music Director of this Gospel Rally is Jahia Ling. He is a very famous music director with performances and grand prizes from many countries all around the world. His name in Chinese is Lin Wong Hja (by Chinese pronounciation). "I'd experience to invite him to peformance on our Gospel Rally at U. S. $20. 000.00 for just one night," said Rev. Tong in his speech on June 21, 2004 in Las Vegas. Jahia is now the Music Director of Copley Symphony Hall in San Diego, U. S. A.

Dr. Stephen Tong wrote the book entitled "Wisdom of Life" in Chinese on March 1984.*3 Glory to the God that we are pleased to post the following good words about wisdom from the "Bible":

If you call out for insight and cry aloud for understanding , and if you look for its as silver and search for it as for hidden treasure, then you willunderstand the fear of the Lord and find the knowledge of God. For the Lord gives wisdom, and from his mouth come knowledge and understanding. ---Proverbs 2:3-6

The fear of the Lord-- that is wisdom, and to shun evil is understanding. ---Job 28:28*4

Jesus said, "Everyone who bears these words of mine and puts them into practice is like a wise man who built his house on the rock. The rain came down, the streams rose, and the winds blew and beat against that house; yet it did not fall, because it had its foundation on the rock."
---Matthew 7:24-25*5

God bless you! Please join Rev. Dr. Stephen Tong of his Gospel Rally at 6:30 p. m. this evening at the convention room on the second floor in China Town of Las Vegas.

Money cut through the clutter of a crowded field in Tuesday's special election, winning criminal defense attorney Steve Wolfson a seat on the Las Vegas City Council.*2

Wolfson, who outspent each of his 11 opponents, won the Ward 2 council seat with 23 percent of the vote and edged out by 245 votes deputy attorney general and community activist Gabriel Lither.

"I'm going to treat Ward 2 residents like I like to be treated," said Wolfson, 50, who gathered Tuesday evening with about three dozen supporters at the Claim Jumper restaurant on West Charleston Boulevard.

Wolfson, the husband of District Judge Jackie Glass, raised $100,841 for his campaign, much of it from the legal community. He spent $80,603 on the race.*3

Wolfson, who said he had spent six hours on the phone Tuesday urging supporters to go to the polls, attributed his victory to the calls and an intense door-to-door campaign.

Several Ward 2 residents who voted for Wolfson said they were impressed by the amount of contact they had with the Wolfson camp. Grace Thorpe, who cast her ballot for Wolfson at the Veterans Memorial Leisure Service Center, said she was visited three times by Wolfson's representatives during the monthlong campaign.

"What dedication," she said. "I believe it probably transfers to the candidate."

Others, such as Victoria Brocato, said they voted for Wolfson because of endorsements he had received from police and firefighter groups.

The election was called to fill the term of Lynette Boggs McDonald after her appointment to the County Commission.

Wolfson was the first candidate in the nonpartisan race to send fliers. He erected roadside signs featuring him in front of Red Rock Canyon.

Lither had built his name as the leader of the fight to reduce the height of the proposed Red Rock Station casino tower, contending it would degrade the quality of life in the area and block views of Red Rock scenery.

After learning of his victory, Wolfson said one of his first meetings as a member of the City Council will be with Lither. He said he wanted Lither's ideas on what needs to be done in the district, bordered by Red Rock on the west, Torrey Pines Drive on the east, Charleston on the south and Summerlin Parkway on the north.

More than 17 percent of the district's 35,000 voters cast ballots Tuesday, a turnout similar to a typical municipal election and a much larger showing than political observers had expected.

Political consultant Jim Ferrence said the high turnout favored Wolfson.

"That favors the guy who sent out the most mail and did the most advertising," he said.

Consultant Dan Hart said Wolfson's money gave him a fast start in the campaign and afforded him a more sophisticated organization.

"I think organization played a far larger role in this election than others because of the timing of it," Hart said of the abbreviated campaign. "People are not used to voting in the middle of June."

Although political observers said the money Wolfson spent gave him a distinct advantage, it also made him a lightning rod for criticism.

Last week, Republican activist Tony Dane sent out a flier accusing Wolfson of "putting sex offenders and those who prey on children back out on the streets." Wolfson responded the accusations were "false or deliberately misleading."

Earlier in the race, Lither, who raised less than $4,000 for his campaign, had accused Wolfson of using one mailer to deceive voters into believing the attorney had worked on the fight to limit the height of the Red Rock Station tower. In fact, Wolfson wasn't involved in the grass-roots battle against the local gaming company.

Wolfson, who also defeated Bob Genzer, a city employee with three decades of experience, and Richard Truesdell, chairman of the city's Planning Commission, acknowledged he would have a lot to learn.

"There's going to be a learning curve," he said. "I know that. The Ward 2 voters know that. But the values I bring to the job are key here."

Wolfson promised his door would always be open to his constituents.

Tuesday saw a flurry of campaigning by the dozen candidates vying for the job.

Truesdell, who received 14 percent of the vote, visited the four polling sites throughout the day to greet voters. Later, despite trailing in votes, he said he was pleased with his effort.

"This wasn't a weekend excursion for me," he said. "We deserve a sharper focus on our community."

At the West Sahara Library, Nevada Stupak handed out doughnuts, coffee, bottled water and snow cones to voters.

"All we can do is pray," said his mother, Sandy, who joined him as he met voters. "He worked like you wouldn't believe."

Nearby, Joanne Levy, a real estate agent, also chatted up voters heading to the polls.

Culinary union campaign workers helped Lither with last-minute campaigning.

Several joined him at his Maryville Avenue home in the evening with community activists who worked with him in opposition to the Red Rock Station tower.

"Does Wolfson have this?" he joked to the crowd, serving a plastic container of shrimp cocktail. "This is from the Costco I tried to stop that now I own a little bit of stock in because they worked with me on the (landscaping)."

Later, with 16 of 49 precincts reporting, Lither had narrowed the gap to just over 100 votes.

"I feel remarkably at peace," Lither said. "What's that show, it's like `Dead Man Walking.' "

Just 20 minutes later, the phone rang, and he learned he had lost by 245 votes.

"Oh well," he said. "We tried."

Jerry Tao has a good reputation around the courthouse --- He said that 'With your help, I'd like to continue to serve our community as your County Coomissioner'

JANE ANN MORRISON: Campaign finance questions don't take Maxfield challenger off message

Deputy District Attorney Jerry Tao is indignant when asked whether his daddy is funding his challenge of Clark County Commissioner Chip Maxfield.

The political novice, while a prosecutor, doesn't think he needs to do any more than say: It ain't so.

The Democrat who wants to unseat the GOP incumbent obviously didn't listen to President Reagan's mantra, "Trust, but verify."

Tao moved here three years ago. He has a good reputation around the courthouse.*2

He also has an edgy Web site that features "The Chip Maxfield conflict-o-meter." It lists the specific votes on which Maxfield abstained and states: "On each of these votes, Chip couldn't do the job he was elected to do."

By Tao's count through February, Maxfield, an engineer with Southwest Engineering, abstained 175 times in the first three years of his term.

The financing of Tao's campaign came into question after he filed his campaign contribution report in February. He reported raising more than $187,000, which puts him within spitting distance of Maxfield's $233,000 war chest.

However, he said $150,000 was a loan from himself and his father, Louis Tao, an attorney living in McClain, Va.

Separately, Tao listed a $10,000 contribution from his dad, which is no problem since the maximum contribution in Nevada is $5,000 for the primary and $5,000 for the general election.

But family members can't loan candidates money. Such a loan might be a violation of state law. The Maxfield campaign kindly brought it to my attention.

Tao had initially told the Las Vegas Sun the money was from a home equity loan.

In 1993, he and his parents bought a home for him to live in in Manhattan Beach, Calif. It is now a rental.

Later, he told me he obtained a $250,000 second mortgage on that home in January 2003 and that's the source of the $150,000 loan. He said he mistakenly included his father's name when reporting the loan on his campaign finance report.

The original purpose of the loan, he said in an e-mail, was to improve his Las Vegas home. However, legally, he said he can spend the money however he likes. County records show his residence in Las Vegas is 100 percent owned by his parents.

No records could be found of the second mortgage.

When I asked to see the mortgage documents to prove the loan is from a bank and not his dad, the 36-year-old Tao made an offer.

"I'll make a deal with you: I will gladly show you documents relating to my mortgage, if Chip agrees to show you documents revealing how much of his personal income as an engineer is derived from businesses that have matters pending before the commission and which are creating all of those conflicts of interest."

The prosecutor never proved it wasn't a loan from pop but managed to get back on message that Maxfield is too close to developers.

His point: Are developers hiring Maxfield's engineering firm to buy influence?

Maxfield, a civil engineer for 25 years and a partner in Southwest Engineering for 18 years, said out of about 600 items a month he votes on, he discloses and sometimes abstains if his firm does work for the applicant. He said his firm does no work with Clark County or any of the other boards he sits on, such as the Regional Transportation Commission. However, it does do work for other governments he doesn't oversee, such as North Las Vegas.

"If your firm represents them on projects in Clark County, we have an ethical obligation to disclose, and that's exactly what I do," Maxfield said.

Told of Tao's "deal," Maxfield said Friday, "I am disinclined to acquiesce. ...

"Jerry Tao has been unable to convince us he's innocent, so now he's desperately trying to confuse the voters," the commissioner said. "He's a deputy district attorney. He should know the importance of avoiding even the appearance of any impropriety. I'd hope he'd provide all the information, so that everybody would feel comfortable that he hasn't broken any campaign laws."

Since Tao decided against offering the evidence showing the $150,000 loan wasn't from family, this won't be the last time you'll hear about his financing.

But neither will Tao let go of his contention that Maxfield is too close to developers.*3

Global reunion for Tunghai University alumni
By PAI of WBTI*1

It's our pleasure to post the following interesting information for our Tunghai University alumni through their courtesy (for alumni and community service only but not for advertising):

Dear Dorothy(,)

Replying to your recent concern, we can make changes on the second day to Hoover Dam, Lake Mead fish feeding, and we can even add a stop at the M&M chocolate factory for free. Try and visit the beautiful Cactus Garden in front of the chocolate factory. Begin the day by pick everyone up from the hotel at noon for lunch. Afterward we will proceed to Hoover Dam for a 4.5 hours tour. We should be back at the hotel before 6:00pm. That will allow time for everyone to participate in one of the chosen show.*2

Since the meeting space is quite expensive in any of Las Vegas hotel. We suggest for you to utulize the space at the outsdie restaurant. Example: welcome dinner start at 6:00pm, our pick up is at 2:30pm when the restaurant is nice and quite we can reserve a meeting space just for your group. Then, we will start the and wine at 5:00pm, then the dishes will follo(w) at 6:00pm. We then proceed a night tour starting at 7:30pm.

During the Mini Circle, we can create some breakfasts and lunch for the group. We will get more into the detail of it somewhere down the line. It would probably $7 for breakfast and $9 for lunch.

Please comment on this and we will discuss further.*3

Truely yours
David Huang

FATHER'S DAY: King of the Grill

Is it primal Laziness (?) Whatever the reason, men are drawn to cooking outdoors

Today, as Americans celebrate both Father's Day and the official arrival of summer, the odds are good that the valley will be peppered with plumes of smoke rising from backyard barbecues.*2

It's safe to say, most of these burning pits o' charcoal or gas-spewing barbecue jets will be manned, as it were, by men.

Men and open fire. The link is probably as old as both fire and the Y chromosome.

What is it that makes a guy who's all thumbs in the kitchen a self-styled aficionado of slapping steaks around on an outdoor grill?

One school of thought says it's an atavistic instinct that dates back to man's history as hunter-gatherer.

Another says that, well, it's just about the taste of food that's cooked outdoors.

But the truth probably lies, as it often does, somewhere in-between.

First, though, make no mistake that Father's Day is a big one for America's barbecue-loving menfolk.

Father's Day is "a very, very big day for us," says Ed Fisher, manager of Barbeques Galore, 1124 W. Sunset Road, Henderson. "I'll be working my regular days off to help my guys."

Each year, in the days leading up to Father's Day, "you notice the wives buying barbecue grills for husbands and kids coming in to buy (barbecue) tools for dad," Fisher says.

According to the Hearth, Patio & Barbecue Association, about two-thirds of American men serve as their households' grillmeisters, even if the woman of the house is more likely to decide when dinner will be prepared outdoors and choose the menu.

"The wives love it," Fisher says. "It gets them out of the kitchen, and it keeps the kitchen clean."

Fisher figures he has been grilling since the age of 8 or 9.

"My dad was really into grilling," he explains. "As a child, I remember when he had his barbecue going, he had a little tailgate-type barbecue and I'd do some hot dogs on there, trying to imitate dad."

For Fisher, barbecuing takes men "back to the essentials."

The tending of an open fire. The choreography of flipping and turning. The primitive carnivorous instincts ignited by smelling a roasting piece of meat.

There is, Fisher says, a "mystique about barbecuing."

Jeff Special, owner of Bob Taylor's Ranch House, 6250 Rio Vista St., doesn't completely discount any of that. But he has a more simple explanation of why men find backyard grilling so appealing.

"For me, especially owning a steakhouse, it's just the flavor of a grilled steak," he says.

"I even grill shrimp and scallops on the grill. I don't know, grilling is just such a great way to cook and give great flavor."

"And, for me, it's convenient," Special adds. "I'd rather throw a steak on the grill than cook stuff in the kitchen and have to clean up the kitchen."

Granted, laziness and an aversion to cleaning up can be considered male traits, too. But does Special give any credence to that whole primitive playing-with-fire thing?

"I don't see that," he says.

"For me, it's the food and the smell. And the end result is such a great product."

Some might even ascribe a more selfish basis to maledom's love of outdoor cookery. Calor, a liquid propane gas supplier in the United Kingdom, says two-thirds of women questioned in a survey earlier this year believe men take control of the family barbecue out of pure ego: They just like to be the center of attention.

The company's press release quotes a psychologist who opines that modern males' "obsession with controlling the barbecue could stem from a primeval obsession with fire as well as an attempt at regaining power in today's female empowered society."

To which the average American male might say: Huh?

Then, quickly regaining his wits, the average American male might counter that he has so, too, evolved.

Consider, he might say, the fact that newfangled gas-powered grills have become the standard among America's backyard chefs, replacing all that fire-tending business with the simple modern turn of a switch.

According to the Hearth, Patio & Barbecue Association, 69 percent of American grill owners have a propane or natural gas grill, while 47 percent own a charcoal grill.

Fisher happens to be one of the 18 percent of Americans who own both a charcoal and a gas grill. That, he says, is a popular option among barbecuers who value both the flavor of charcoal or wood grills and the convenience of gas.

Women also seem to value the convenience of gas grills, he adds, not to mention such features as side burners that allow the preparation of an entire meal outdoors.

However, says Special -- who also has both a gas and a charcoal grill -- "me, personally, I never used the side burner on those. I just bought a new (gas) grill and didn't even get a side burner."

In his charcoal grill, Special uses mesquite rather than charcoal.

"I'm so used to it in the restaurant," he says, even if, for convenience, "I'll use gas."

American men also have evolved in terms of what to put on the grill. While surveys say hamburgers, steak, hot dogs and chicken breasts remain the most frequently barbecued items, Fisher says his perfect Father's Day cookout menu would consist of "some type of seafood."

"Pretty much everybody can do a steak," he says. "Everybody's gotten to where they can put a chicken on the rotisserie.

"I love doing south of the border cooking on the grill. I love doing the fajitas on the grill, the quesadillas. Or Philly steak on the grill."

"You can do turkey, dressing, pie, pretty much anything you can do in the oven you can do in the grill now," Fisher notes.

Even noncarnivores are, figuratively speaking, embracing the backyard grill.

"I have noticed in the last few years we do have people come in who are hard-core vegans," Fisher says. "We do a lot of grilling of vegetables and different things outside that you can enjoy just as much as steaks."

But even as Southern Nevada's men head out to their grills today for their Father's Day feasts, they may listen for the light tapping of feminine footsteps behind them.

"I've got to say that in the last five years, women have really been coming into the market," Fisher says.

Manufacturers even are -- horrors! -- beginning to cater to the distaff market by creating barbecues with softer edges, Fisher says.

"I know, in some of the European markets and Australian markets, some barbecues actually come in pastel colors," he adds.

It's as if, Fisher jokes in mock indignation, the womenfolk are "taking clubs out of our hands."

So enjoy it while it lasts guys, and try to have a happy, if relatively evolved, Father's Day anyway.*3

GSBPA of WBTI's slogan for business and tourism--- To become more effective online communication in every online venue!

On June 11, 2004, Nevada officials opened the first U.S. tourism office in China, hoping to boost the number of foreign visitors to the Silver State. Lorraine Hunt, Lt. Gov. of Nevada, led a delegation of state tourism and hotel representatives to China to celebrate the opening.

"The state hopes to attract five million Chinese tourists a year," said Bruce Bommarito, executive director of the Nevada Commission on Tourism,

He believes that China is the greatest potential market force in the world. "It's mind-boggling. The Chinese tourist is the highest-spending tourist in the world," said Bruce Bommarito.*2

Nevada is the only state in the country to obtain the required certification by the China National Tourism Administration to operate an office.

"Nevada is a popular destination for Chinese tourists. Officials there say over 90% of the 250,000 people who travel to the United States from China stop in Nevada, primarily Las Vegas."*3

They are the executives and entrepreneurs who power the economy."4

"UNLESS YOU'VE BEEN LIVING IN A CAVE, you've seen enormous changes in communications technology over the past two decades. From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*5

At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *6

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. (3) You should search the Web regularly for competitive and related sites, where you can attach a link to your site."*7 To be more successful for your Web site, you need to be favored by the famous search engine services like Yahoo! (www.yahoo.com), Aol! (www.aol.com), Google! (www.google.com), Infoseek! (www.infoseek.com), among others.

"There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*8

Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.*9

Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *10

To serve the community with wisdom and effort is one of the creed of Washington Business and Technology Institute (WBTI). The following is a post of the news in Chinese about the coming trip of U. S. Secretary of Labor Elaine Chao to China:

She hoped that she could contribute to our society and nation.*13

She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives." *14

She was selected as a White House Fellow in 1983," states the Department.*15

Dina is also a professor of Political Science in UNLV.

GSBPA of WBTI's slogan for business and tourism--- To become more effective online communication in every online venue!
By GSBPA of WBTI*1

*****To be more successful for your Web site, you need to be favored by the most famous search engine services like Google! (www.google.com), Yahoo! (www.yahoo.com), Aol! (www.aol.com), Infoseek! (www.infoseek.com), among others.*****

At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *6

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days.

Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture.

Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *10

She hoped that she could contribute to our society and nation.*13

She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives." *14

She was selected as a White House Fellow in 1983," states the Department.*15

Governor Kenny Guinn of Nevada announces his message on "CORRECTIONS MAKES IMPORTANT PROGRESS IN PROGRAMMING, FACILITIES"
By Kenny Guinn*1

CORRECTIONS MAKES IMPORTANT PROGRESS IN PROGRAMMING, FACILITIES

The Nevada Department of Corrections has been working diligently during the course of my administration to bring our state correctional system into line with nationally accepted principles and practices. Research proves that inmates who receive institutional programming while in prison, and guidance and support as they re-enter communities, are less likely to return to prison.*2

On June 16, the legislature's Interim Finance Committee approved two projects that should help further the goal of delivering a responsive and efficient correctional system for our citizens. The first project is the Casa Grande Transitional Housing Center in Las Vegas, which could open as early as June 2005. This facility will be a comprehensive community-based residential facility that will assist offenders in the custody of the Department of Corrections as they re-enter mainstream society. Casa Grande will provide a more cost-effective, program-intensive alternative to the traditional prison environment, and the department is hopeful that this program will lower the number of repeat offenders.

The second project marks a policy change with respect to the Southern Nevada Women's Correctional Facility in North Las Vegas. For seven years, this facility has been operated and run by a private company. As a result of the action taken by Interim Finance Committee, the state Department of Corrections, starting on October 1, will take over operation of the Women's Correctional facility. By doing so, the department of corrections will be able to utilize existing resources within the department to improve institutional programming, the continuity of care, and better prepare female offenders to succeed as they are released into the community.

The risk to public safety is greater when offenders are released from prison without re-entry planning, transitional services, or community support. By investing in Casa Grande and taking over control of the Southern Nevada Women's facility, our state is paving the way for a safer and more cost-effective tomorrow. The State of Nevada is indeed fortunate to have an innovative Department of Corrections, ably led by Director Jackie Crawford and her excellent staff.*3
