Modern Stratagem

The Chairrman of Chinese American Academic Association of Nevada, Dr.Tony Lei received by air mail on February 22, 1997 a book named "Modern Stratagem" *1 The book was written and sent by Professor Tu Lin. The late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. They were also good friends for many years. Professor Tu was the Founder and Chairman od Taipei Marketing Research Association on a national basis. He was also Chairman of Board of China File and Micrographic Information Management Institute. In order to promote the collaboration of academy between both sides of China on the pacific ocean, Professor Tu was the Chairman and held the 1966 Seminar on File and Micrographic Academy of both sides of the Straits of Taiwan on November 4-11, 1996.

The book was prefaced by Dr. Ko-wang Mei, the former President of Tunghai University and now the President of Taiwan Regional Development Institute.

In the preface, Dr. Mei points out that: It is the person who uses strategem to face poblem and chellenge and to integrate a project or principle for processing of problem solving. Most of famous stratagems in the human history were used on politics and military. From its broad significance, in order for a person to successful both in production and human relations, he or she needs stratagem to attain his or her objectives. The Chinese idiom of "Action after taking stratagem" may show the good understanding of the above meaning.

"It is 'political strategy' when a stratagem is used in political affairs.It is 'war strategy' when a stratagem is used in military action. It is 'individual strategy' when a stratagem is used by personal affairs. It is 'business strategy' when a stratagem is used by business management. After the second half of 20 century, business management played a very important role around the world. The study of management emphasizes very much the importance of stratagem. Therefore, the world business is now full of the actions of 'Business Stratagem'," said Dr. Mei.

Dr. Mei believed that: The successful degree of a stratagem can not be depended only on individual's wisdom, knowledge,and experience. It has its team works, integrity, scientific background, and philosophic thought. Therefore, there never appears a stratagem in an emptiness. It needs deliberate planning and logic thinking. The large the area of stratagem and the deeper of the degree of a stratagem, the large and deeper the need for information collection and analysis. In the recent half of the century, it is one of the most important subject in 'The study of Administration'. In a practical and general speaking, 'stratagem' is 'decision making' in a promotional sense. In order to have a stratagem effective, efficient, and perfect, the conclusion of a stratagem should be attained through scientific collection, analysis, judgment, study of information. It is why the 'Stratagem' is an important and useful study.

Dr. Mei recommended that : The "Modern Stratagem" written by Professor Tu Lin is one of the best in the field. It can be a good reference text for persons in political affairs. It is a fine dictionary for military experts. And it can be also effectively used in business management. Finally, it is a very valuable book for an individual to use it as an electric power to brighten his or her career both in production and human relations.*2

U. S. Congresswoman Shelley Berkley honors with the third anniversary of LA Forum by WBTI

On February 8, 2001, it was disclosed by the Las Vegas Review-Joural that Congresswoman Shelley Berkley had been elected as a Member of International Relatons Committee of the Congress in Washington D.C. She expressed that she has received an excellent status as a member of the Committee to advance our economy and trade internationally. The most interesting area for her will be to put emphasis on the promotion of immigration, Asian and Pacific economy and trade, international enterprises, etc.*1

Berkley had big winning as a re-elected Representative of the U.S. Congress on November, 2002. Dr. Tony Lei has been also re-elected as a Member of her Senior Advisory Committee. Her achievement, in working to promote the quality of life of Nevadans at the time as a powerful voice in the Congress for Nevadans, has earned her a good reputation of conscientious and dedicated politician. Shelley received her Juris Doctorate degree from the University of San Diego School of Law in 1976.*2 She graduated in 1972 with honors from the University of Nevada, Las Vegas with a bachelor of arts degree in political science. She has served as Member of American Bar Association, Nevada State Bar Association , Nevada Gaming Attorneys Association, etc. She served as Regent of Nevada's University and Community College Systems Board and Lagislator of Nevada State Assembly. As a legislator, she was recognized by the National Manufacturers Recreational Vehicle as the recipient of the Golden Telephone Award.

Shelley's noble and lovely personal traits together with her good human relations skills has made her a successful leader respected and followed by people in working for and with her since she has been an Executive Advisor of Washington Business and Technology Institute (WBTI). "Community participation is an asset for enhancing public service. True leadership comes from knowing one's expertise and others' knowledge. Leaders are individuals who help people understand their motivations for doing things. They set the direction and understand why the direction is important. In education, leadership is a call to help others. The leader has the quality that inspires people to do what needs to be done and to feel good about doing it," said Dr. Lei, President of Business and Technology Institute (WBTI). "Shelley's really our leader."

Some Good Skills for Executives and Leaders

"Better executives decision and the development of good leaders are important in any age or in any organization, but the changing face of business and government makes both more important today than perhaps they have ever been before. The decentralization of private companies, public agencies, and even community groups has spread the responsibility for decision-making more broadly at the same time that it has created greater accountability for each individual decision made," said President Dr. Tony Lei of Washington Business and Technology Institute.

"The following skills for executives and leaders are helpful: (1) When you are thrust into a responsible position with accentual warning and even less preparation, clearheaded thinking about why you have been appointed to an office and what those who have placed you there expect of you is prerequisite to clear-minded, if not predictable, decision making. (2) Ask what actions are called for in the position, what strategies have worked in the past, and how others have previously responded to the challenges you now face. (3) Realizing your leadership potential depends on making a match between your vision and an organization. The challenge is to find the right opportunity, pick the right moment, and make the right move. (4) Remember personal traits are important to executives and leaders, but such leadership skills as persuasive speaking, persistence in achieving one's agendas, and personal confidence can be developed in office; much of leadership is a learned capacity that need not be limited by birthright or prior experience. (5) Moving yourself through varied and increasingly responsible management experiences develops the personal confidence and diverse skills required to master different, more ambitious arrays of tasks. (6) Pick your associates well, back them fully, empower them with both accountability and responsibility, and they will produce far more than you ever will achieve on your own." *1

There are some more tips to be added: (1) Knowing where you want to go and what your values are can be essential to getting there, to ensuring that all of your interests and concerns are factored into fast-moving decision. (2) Recognizing people's diverse motives for participating is an essential first step in mobilizing their contributions. (3) If you expect those who work for you to exercise their own judgment, provide them with the decision-making experience now. (4) If your leadership depends on theirs, devolving responsibility and sharing stories is a foundation upon which it will reside. (5) A new position of leadership will engender the experience you lack on arrival, and seeking feedback on your performance in the position will ensure that you take advantage of the experience. (6) Thinking strategically when confronted with a crisis or challenge is a learned skill that requires sustained seasoning. *2

A Message (concised) from President Dr. Andrew Benton of Pepperdine University

Promise are important to our community. The promise we make today provide the foundation for the work we will do tomorrow. Faithfulness to our heritage ennobles and illuminates all that we do. I have not forgotten the pormise I made in my inaugural address as I took office in the year 2000.

Since beginning the leadership opportunity, I continue to believe that our greatest challenge are contained in the areas of resources, deversity, heritage, community, and scholarship. We have managed our resources well during this challenging period. We have increased our diversity.

I think our heritage provides light, really good light, for learning. We illumininate lives with immutable truths and notions of oughtness and rightness. We ask no quarter in our competition with the finest, shinning institutions of learning in America, and we offer the brilliance and the unique dimension of values in our classes. We invite the presence of God in the midst of all that we do: that, more than anything else, lights our way.

As much as I feel urgency about other things, I feel urgency about fidelity and constancy and stewarship in our heritage of faith. there is power in imagery, and there is power in words. Here are some of the most powerful works I've seen --- our mission statement:

Peace and cooperation between China and Taiwan urged by the Three Wise Men

The news of Three Wise Men of Taiwan, Wang, Lin, and Li, who urged the peace and cooperation between Taiwan and China, was hot before the 70 days of the presidential election of the Island. *1 The people on both sides of the Strait would be encouraged by the security concern for them from U. S. Congreewoman Shelley Berkerly's trip to that region.

"I thought this was a very important trip because it gave me perspective on how important that the United States is to the well being of that region," pointed the Member of the International Relations Committe of the Congress Shelley Berkley.*2

As an U.S. Congresswoman and a Member of the International Relations Committee of the Congress, Shelley Berkley's caucus task forces are in education, international cultural, economic and business cooperation, and promoting the quality of life. As a born and educated leader, Shelley's practice has been achieved since her college life. She set the direction and understand why direction is important. In education, her philosophy of leadership is a call to help others. In international relations, her wisdom and effort have been concentrated to the mutual prosperity among our freindly nations all around the world.

Arriving January 13, 2003 in Taipei, Republic of China, Congresswoman Berkley and six other House lawmakers accepted invitations to participate at the four-day meeting of legislators from Japan, Republic of China, South Korea, and Canada. Observers are expected to be sent by Great Britain and the European Union countiries. "Berkley is scheduled to take part in panel discussions at the International Inter-Parliamentary Conference on Asian Pacific Security being held in Taipei, the island's capital," said Michael O'Donovn, Spokesman of Shelley Berkley. "The lawmakers will discuss security issues raised by the standoff in North Korea over nuclear weapons development as well as nuclear nonproliferation and missile technology in general, human rights, and trade in the region." The visitors were scheduled to meet with leading government officials of the Republic of China: President Chen Shui-bian, Vice President Annette Lu, and Premier Yi Shyi-kun. The Congresswoman also was to meet with American business groups based in Taiwan before returning on January 19, 2003.

U.S. Congresswoman Berkley visits the Republic of China

According to the report entitled "FACT-FINDING TRIPS" by Las Vegas Review-Journal on January 22, 2003, also completing a trip overseas, Rep. Shelley Berkley, D-Nev., returned from Taiwan with a view that China poses a military threat to the island nation-Republic of China, but both side of the country benefit from trading goods with each other.

Berkley departed for Republic of China on January 12, 2003. She was accompanied by seven other House members and two former congressmen. All of them are members of the 119-member Taiwan Caucus. The Caucus for the Republic of China was formed in the U. S. Congress in 2002.

The visiting team of the U. S. congressional delegation participate Asian Pacific Security Conference in Taipei. Congresswoman Berkley was a member of a panel on trilateral relations among the United States, Japan, and Taiwan. With Berkley the national lawmakers also met with leaders of the Republic of China.

The Congresswoman recognized that it is no secret that the Chinese mailand has 400 missiles aimed at Taiwan and Taiwan is also very concerned about the Korean peninsula, but Taiwan wants to maintain its robust trade with China. "It brought in $60 billion last year," said Berkley.

"The visiting trip for me joined by my husband Larry cost our taxpayers nothing, because it was paid by an independent group supporting them. I thought this was a very important trip because it gave me perspective on how important the United States is to the well being of that region," Congresswoman Berkley points out.*4

Shelley Berkley, the famous U. S. Congresswoman, has been honored by Washington Business and Technology Institute (WBTI) with Literature and Academic Forum (LAF) and
Chairperson of Nevada Expo Mission to China.

Joined with the invitation by Xiemen, Fukien, China for the cooperation of education and business between Fukien and Nevada, Dr. Lei will organize a sound team joined by many high-ranking officials both of Nevada and California. U. S. Congresswoman Shelley Berkley, Nevada Lt. Governor Lorranine Hunt, and Las Vegas City Mayor Oscar Goodman have been honored by WBTI, CBCI, and SPMGCO as Honoray Chairpersons of Nevada Expo Mission to China.*2

On March 11, 2003, Dr. John Wang, Spokesman of WBTI announced WBTI's appointment of Dr. E. Lee Bernick and Dr. G Keong Leong as deans of its Graduate School of Business and Public Administration. Faculty members of the Graduate School include U. S. Senator Harry Reid, U. S. Cogresswoman Shelley Berkley, and UNLV Professor of Political Science and Nevada Senator Dina Titus as Adjunct Professor of Administrative Strategies.

"The Mission of this School will emphasize the humanized orientation of public administration and social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of ths School for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," Said Dr. Dina Titus, Professor of Administrtive Strategies in GSBPA.*3

"To encourage he cooperation and development of English and Chinese speaking countries with Nevada has been particularly important to our country at this critical period of time. The establishment of GSBPA will launch our effort that emphasizes the value of humane and administrative orientation. The creed of this School is both on the spirit of educational excellence and academic entrepreneurship. We're forecasting the smoth and efficient growth of this School together with the growth of the tourism industry and the economy of Nevada after the 911 and SARS," Dr. E. Lee Bernick, Dean of GSBPA and Professor and Chair of the Public Administration Department of UNLV said at the Summer 2003 Symposium and Dinner Party held by WBTI at the Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas.*4
