"Clark County District and Police Civil Commission (CCDAPCC) is the first practical organization formed since the establishment of the Pan Pacific and Asian American Forum (PPAAF) in September 28, 2002 by Washington Business and Technology Institute (WBTI). "It's my great pleasure to be nominated by WBTI as its Honorary Chairman and Senior Advisor of CCDAPCC," said District Attorney Stewart Bell at the Dinner Party to the Nevada Examiner and Reviewjournal.com . "The significance of the creed of a County deserves to encourage administrative professionals to emphasize the value of the truth, goodness, and beauty in order to maintain it as a place of the people, by the people, and for the people. It's my honor to join the Commission." The Dinner Party was held by WBTI to celebrate Bell as Honorary Chairman and Senior Advisor of CCDAPCC at the Steak House of the Binion's Horseshoe Club on October 7, 2002.
"I'm glad to be an Advisor of Pan Pacific and Asian American Forum, where Governor Kenny Guinn is Chairman and Bud Cranor is Executive Director. We all endeavor to promote the quality of life of all our Nevadan residents and visitors," said Brian Sandoval on March 8, 2002 at the Event and Dinner Party held by the Asian American Community. Brian Sandoval is former Chairman of the Nevada Gaming Commission, now Attorney General of Nevada and Honorary Chairman of CCDAPCC.
"Freedom, democracy, and Justice have consitituted a legacy that we should keep, not because it is a legacy, but becuase it is right and just. It has made United States of America the freest and most prosperous country in history. Chief Justice Bill Maupin of the Nevada Supreme Court had a celebration Dinner Party held by WBTI at the Steak House of the Binion's Horseshoe Club on October 10, 2002 in Las Vegas. "Thank you so very much for appointing me as Fellow of the Public Administration Institution and as honorary Chair of the Clark County District Attorney and Police Civil Commission of the Washington Business and Technology Institute. I am very flattered and humbled by your kindness. Please know that I irrevocably stand by my personal commitment to diversity issues in this state and that my sense of patriotism and faith in America stems from its embrace of that diversity," A. William Maupin, Chief Justice of Nevada Supreme Court, wrote to Dr. Tony Lei at the time when he accepted the appointment on September 13, 2002.
"Asian Pacific Americans have made profound contribution to American life, including the arts, economy, education science, technology, politics, and sport. This community was here to help build trascontinental reilroad, to serve in the Civil War, and to develop the latest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. January 1, 2003

We need to do our best to present ourselves to God as we've been approved. As a sincere American coolie (hardworker), I need to know God's Words so I would not be ashamed to correctly handle His Word of truth. By doing what is good, we may remind the people to be subject to officials and authorities. We need to remind people also that we are ready to do whatever is good through righteousness and obedience to God's Words. We need to unite all our friends and groups to slander no one, to be peaceable and considerate, and to show true humility toward all our people. The significant thing we need to do this year is to unite and put all our wisdom and effort to the right direction of improving the quality of life for all our residents and visitors in Nevada.

Welcom to the Thai Performing Arts - Appreciation Day 2003, which is also our 10th anniversary. Time flies, and before we know it we have come to this fabulous milestone with proud and joy.
Thanks to the Cultural Division, City of Las Vegas, and the staff of Charleston Height Arts Center, who always helps to oversee that this annual event is running smoothly and successfully. Cannot fail to mention my long-time friends, from the Kids For A Better Society - Jehry Psmyth who is always there, any time I need him.
Dr. Tony Lei has innovated and encouraged good idea for program and event to help improve the quality of life of all our residents and visitors of Nevada. Dr. Tony Lei of WBTI and Mr. Tim Wong of the Arcata Associates, our best supporters for the last 10 years, (who never says no when I ask for help), contribute a great deal to the success of this
Event and Party of Thai Performing Arts - Appreciation Day. Asian Community has won recognition for contribution to Nevada by American Mainstream in Las Vegas. The main reason for this recognition is the great and cooperative wisdom and effort that Asian communities have continuously participated and offered to the mainstream society here in Nevada.

A paper published by the International Conference on Technology
and Education inspired experience for the Implementation of
Computer Education in Asian Public Schools

The following is the main context of a papper by Dr. Tony T. Lei after his research of the implementation of computer education in U. S. public schools. The former paper on the computer education in U. S. public schools was published by the International Conference on Technology and Education for its ICTE New Orleans 1996 Conference:
"To implemente computer education to public schools has been very interested by several Asian countries. In this era, there are three ingredients for a successful economy and business in the knowledge economy world: (1) continually advancng technology, (2) entrepreneurship, and (3) innovation. To learn and to imitate is one of the practical ways fo entrepreneurship. By following this philosophy, American experience and practice may play a role to increase the possibility of success for our implementation.
A study has tried to discuss several major pitfalls that have prevented planned changes in computer education from being successful. To cope with those obstacles, Agoura High School had a successful experience in implementing compute education. Research result revealed that the computer group surpassed the non-computer group in post-test mathematics scores after they were adjusted for initial differences in pre-test mathematics scores and for actual days of attendance. Microcomputes has been considered to be an effective tools for learning by Agoura High.
The following pitfalls were the reasons why funds were ceased fo its ineffectiveness of the implementation of computer education though superficial success was reported by East Vermont Elementay School:
(1) Ineffective Communication
Teachers who were responsible for the implementation of the change were not informed adequately and fully. Institutional members wee mostly lacking clarity about the change that they were being requested to implement. More than half of the teachers influenced by the innovation did not have a clear image of the role play and work performance expected of them.
(2) Lack of Developed Constituencies
Before the implementing of the computer class, few effort was devoted to establish constituencies, neither it was there during the implementing. The high frequency of fail in efforts at change could in part be attibuted to the failure to see teacher as a constituency.
(3) Ignorance of the Organizational Dynamics
A review of the Vermont's story could let us know that one of the obstacles was that organizational conditions existing prior to and during the innovation's introduction were imcompatible with the innovation. Information were not provided by management in advance concerning the change, the need for it, and the way in which it would influence the people involved.
(4) Lack of Effective Evaluation
There was no formative evaluation before the implementation of the computer class program. Summative evaluation was also weak without the using of any proper achievement test.
In short, there is no doubt for us to agree that pitfalls must be considered in implementing and sustaining changes in a public school."
Dr. Tony Lei, President of Washington Business and Technology Institute, pointed out, "Computer education has been an urgent need for many schools in Asia.
It is clever for us to learn entrepreneurship which has brought America the leading, prosperous, and advanced country in this world. It will help our implementation of the computer education better by using entrepreneurship with modern knowledge and technology."

Nevada is honor to have WBTI under her spiritual Chairpersonship and I am especially honor to be a M.I.S. Manager of the Graduate School of Business and Public Administration of WBTI," humble as he is, River Sun chatted excitedly during the celebration dinner party at the Gee Joon Chinese Restaurant of Horseshoe Club. The Moon Festival of Midautumn has been many thousand years celebrated as a day for patriotism by the Chinese people in the Far East and Southeastern Asia. Successful and innovatory practice of community service by WBTI --- A special tribute To U.S. Senator Honorable Harry Reid in becoming the Majority Whip of U.S. Senate

On Last Friday May 25, Nancy Diaz, Repesentative for U. S. Senator Harry Reid confimed with Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) that the Senator's office has agreed with WBTI to hold a grand celebrating party in August for Harry. The party will be hold under the unifying by WBTI with CAN-DO, ACC, among others. Special guests will include VIP from Nevadan high ranking officials, scholars and experts, business owners, and organizational leaders, with WBTI's faculty and members of Advisory Board as their basic resources. The decision has been made after Diaz's trip to the Senator's Office in Washington D. C. and the outstanding and successful practice of the event for the Justice of Supreme Court Nancy Becker by WBTI on May 23, 2001. The theme and function of the coming August event for our Senator is A Special Tribute to U. S. Senator Honorable Harry Reid in Becoming the Majority Whip of U.S. Senate. The Keynote Speaker is U. S. The landslide success and victory of the Event held by WBTI for Justice Nancy Becker was a significant accomplishment of our Asian American community in Nevada. We had so many high ranking officials from the political and judicial area of Nevada together with the participating characters from the offices of our four representatitives of Nevada for the Washington Scene: Harry Reid, John Ensign, James Gibbons, and Shelley Berkley. The Guest of Honor was Grant Ashley, Special Agent in Charge, FBI. The Presentation Guest was Bud Granor, Southern Nevada Director for Governor Kenny Guinn. Special guests included most of the famous persons on the list of the previous second paragraphy ( where Lillian Wallace was not shown), plus Bert Brown, Michael Cherry, Michael Douglas, Nadia Juradi, Robert Lueck, Nancy Saitta, Jennifer Togliatti, among others.
Dr. Tony Lei, the main found raiser of this dinner party and Chairman of the Event spoke to thank Nancy Becker for agreeing with him to hold the event by WBTI three months ago. He thanked also Dr. Peter Lok's diligent and effective work performance for this party. Dr. Lok received an award from Nancy duirng the party. Finanlly, Dr. Tony Lei thanked heartily all the special guests, hosts, participating guests, and a host of friends in the party and event. After announcing the name list of the Faculty of Public Administration Institution (PAI) of WBTI, he introduced Nancy Becker and invited her to deliver a speech. Nancy performed a marvelous speech with good apperance and achieved content. Faculty memmbers of PAI with its Director and Fellow Dr. William Thompson were installed.
Cranor was introduced by Dr. Joey Villaflor to speak. Bud Cranor is Director of the Las Vegas Office of Governor Kenny Guinn, who praised the accomplishment of community service by Dr. Tony Lei and all our Asian Americans in Nevada. The highlight of this event is the presentation by Bud Cranor of the Speicial Award of Outstanding Community Involvement to Dr. Tony Lei given by Governor Kenny Guinn. Thunder of applause in the great hall of Harbor Palace Seafood Restaurant with more than one hundred fifty of attendants from government, business, academic, and professional expertises brought an enjoyable and pleasent reunion as long as three hours. Most of the people participatedwith their friends in the dinner and party were hesitated to say farewell.
Harry loves heartily our country, our people, and our community. He wishes us to enjoy working together. United we stand, devided we fall. Together we can GROW (Go Reach Our World). Knowledge calls, ultimately, for a life of service. We are happy to continue to work for the prosperity and healthy of our society more effectively through mutual coorperation and trust.
