Birgit Baker will succeed Florence as Director

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is pleased to release the following Press Release from the Office of Nevada Governor Kenny Guinn by Ms. Susan Coates*1:

Governor Kenny Guinn of Nevada announced today that Myla Florence will retire from the Department of Employment, Training and Rehabilitation (DETR), effective April 2. Birgit Baker, administrator of the Employment Security Division, will succeed Florence as Director of DETR. Baker, 50, will earn $107,433.

"I want to thank Myla for her more than 30 years of outstanding public service that began in Clark County," Gov. Guinn said. "Birgit has been a key member of Mylaˇ¦s team and Iˇ¦m confident she will continue to find new and innovative ways to help our citizens."

Governor Guinn appointed Florence the director at DETR in May 2000. During her tenure, Florence has overseen the implementation of the workforce system ˇV Nevada JobConnect, an overhaul of the job training and employment programs. While previously working in the Department of Human Resources, Florence oversaw welfare reform and created the Aging Services Community Home-based Initiatives Program (CHIP), which assists seniors to remain in their own homes rather than being forced to move into a nursing facility.

Baker, who has been in Nevada government for 24 years, has been an administrator at DETR since January 2000. Previously she was a program analyst in the fiscal analysis division of the Legislative Counsel Bureau. Baker received a degree in economics from the University of Nevada, Reno in 1987.

"Birgit brings strong fiscal and administrative skills to this position," Gov. Guinn said. "Like Myla Florence, Birgit Baker is respected by her peers and is a very capable and effective administrator."

DETR oversees a wide variety of employment-related programs including services for people with disabilities, the unemployment insurance compensation program and a trust fund with a balance of about $430 million. DETR has 850 employees with an annual operating budget of $136.4 million. About 95 percent of DETRˇ¦s budget comes from outside the stateˇ¦s general fund.

For the truth, the most important thing in this world is for any of the above people to recgnize and realize it:

A positive thinking: With love we'll be like in the heaven

As a sincere believer of God, we found that we can even live as in the heaven in this World at the present. Whether people is living in the Heaven or in the Hell is up to his or her selection. With sincere love, you are likely to live in the Heaven. With cruel hate, you are likely live in the Hell. To fight and destroy each others for property and fame is where the place called Hell. To cooperate with each others to promote our quality of life will be the place where we people may make it as a Heaven.

Therfore, the Heaven is where the place full of love while the Hell is where the place full of hate. It is all depending on your heart to see whether you are in the Heaven or in the Hell. By using this standard, you may measure the quality or depth of yours in the Heaven or your in the Hell.

According to the oriental (not Asian) ways of life, people would suspect the one who always find out and praise the good characters and accomplishment of others. In the
many thousand years of the past, it was one of the factor that hurt the encouragement for innovation and science development for the Asian people and countries.

After a full applause by the audience at his speech, a professor automatically spoke his mind: "The people who enthusiastically give a hand to others, will certainly one day get a lot of more applauses!"

Everytime when he was encouraged and praised by an individual, Dr. Tony Lei used to remind: "The one who knows how to praise other people, is the one herself or himself having certainly lots of more goodness which are worth for us to praise for!"

"I agree with Judge Valorie Vega's idea to be honored as a Fellow of the Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI). She wrote: 'It will undoubtedly provide me with avenuess for exploring improvements in public services to which I am most dedicated.' I'm glad also to share the similar position as its faculty member--- Obligatory Legal Counselor of Pan Pacific and Asian American Forum (PPAAF).

"It's significant. Dr. Tony Lei told me that for community service --- that based on 'love in action is service above self' --- the abundanct reward from one's humune love, spiritual excellence, and professionalism of expert are far more greater than solely his or her title," said Jackie Glass, Esq. on April 18, 2002. Jackie is now a famous District Judge of Nevada.*1

People asked another professor whether his speech was wonderful or not. He felt that sometime it was wonderful but sometime not. It all depended on luck. "Only if I've wonderful audience, my speech would be definitely wonderful!" he said.

"It's my good experience, like Senator John Ensign's, to be introduced by Dr. Tony Lei to deliver a speech to our Nevadan seniors in the election year of 2000. I'm glad to have a friend like Tony who can merge the modern scientific methodology of management philosophy with the humane spirit and charitable love to the value and belief of the religion. Intelectuals like Nancy Becker, I, Michelle Leavitt, Jessie Walsh, Lisa Brown, Cheryl Moss, Cedric Kerns, Besty Kolkoski, Ann Zimmerman, Natalie Tyrrell, among others in joing with this idea all won in the last election with highest votes within the juridical area. To add to the list including Dr. William Thompson, Dina Titus, and Mark Denton, they are all excellent faculty members of the Public Administraton Institution (PAI) of Washington Business and Technology Institute (WBTI)," said District Court Judge Valorie Vega on the event and dinner party held by Asian American Community on April 19, 2002 at the Harbor Palace Seafood Chinese Restaurant in Las Vegas.*2

On May 17, 2002, a dinner party was held by Asian American Community for a special tribute to Las Vegas Municipal Court Judge Michelle Leavitt and Justice of Peace Jennifer Togliatti. It was at the Harbor Palace Chinese Restaurant in China Town, Las Vegas. Kenote Speakers were Michelle and Jennifer. Guest of Honor was District Court (family) Judge Cythia Dianne Steel. Dr. Tony Lei, Chairman of Chinese American Academic Association of Nevada (CAAAN), and Dr. R. D. Prabhu, Chairperson of CAN-DO were Chairmen of the Event and Dinner Party. Hosts were: David Amebury, Steve Kwon, Tonnie Sison, Mike and Rita Vaswani, among others.

"In this generation and society, we need economic growth, but we need also growth in rich ideals, in justice and compassion, in service above self, and in action of love and moral courage. There are two princeples athe the heart of the positive thinking road map: (1) the first principle is the truth in thinking. (2) The second principle is the 12 positive thinking traits," says Dr. Tony Lei.

"The following are 12 traits that charaterize a positive thinker: Optimism. Enthusiam, Belief, Intelligence, Courage, Integrity, Confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel. Each trait, when leveraged properly, produces powerful results to achieve our goals. These traits, when diligently and wisely applied together with the truh in thinking, allow us to ovecome obtacles and challenges in a positive manner in our lives for accomplishment."

"Develop a clear vision of our prefered future, then get forcused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful life. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of live," Dr. Tony Lei points out.

Believe and Praise Our Lord and We Shall Succeed

"You have heard that it was said, 'eye for eye, and mouth for mouth.' But I tell you, Do not resist an evil person. If....." Mathew 5:38-39 "For if you forgive men when they sin against you, your heavenly Father will also forgive you." Mathew 6:14

Life is short, and love by God is eternity. As in our Christian belief and value world, we have enjoyed peace and happiness in surrendering all the peak glory to our beloved teacher and God, Jesus. To hate an enemy hurts one's health, let along to bring problems. Man can not fulfil his attemp by lying the facts. People may not see what you did the evil thing, but to God He knows it obviously. On the other hand, when we forgive our enemy even in secrecy, God knows it also. Reward is from our God to the people who believe Him and follow Him to love our friends and to forgive our enemies. "But I tell you that men will have to give account on the day of judgement for every careless word they have spoken. For by your words you will be acquitted, and by your words you will be condemned." Matthew 12:36-37

I believe God. I love God. And I trust God. Praise God that I have advanced knowledge and talents on my endeavor through the good education of American MBA and doctorate. It is not a funny thing to work for a peak accomplishment with both academic excellence and Christian value through humane endeavors in this World. I work hard. I build. I never attack other people. I serve (our friends and community) above self. "Therefore, everyone who hear these words of mine and puts them into practice is like a wise man who built his house on the rock. The rain came down, the streams rose, and the winds blew and beat against that house, yet it did not fall, because it had its foundation on the rock." Matthew 7:24-25

"The one who sowed the good seed is the Son of Man. The field is the world, and the good seed stands for the sons of the kingdom. The weeds are the sons of the evil one, and the enemy who sows them is the devil. The harvest is the end of the age, and the harvesers are angels." Matthew 13:37-39

To kill a mocking bird is not at all necessarilly. Why we need to attack someone who is so happy with our people by just having a 'cup of coffee' in serving others above self? We need more people to praise every good thing. We need also more people to praise every good leader. By this way we are really praising our God. It is because all these good things and peoples are created by God!

"'Master,' said John, 'we saw a man driving out demons in your name and we tried to stop him, because he is not one of us.' 'Do not stop him,' Jesus said, 'for whoever is not against you is for you.' " Luke 9:49-50 If a man worked for community service and God by using your name, why you need to stop him immedeately? In God we trust! "Do not answer a fool according to his folly, or you will be like him yourself. Answer a fool according to his folly, or he will be wise in his own eyes." Proverbs 26:4-5 In another case, if someone struke down your devil for you and for most of our people in your name, do you need to stop him? In God we trust!

Matthew 13:52 I am humble. Everything is decided by God. I read Bible every day. I believe the Bible. I love my greatest teacher and truth--Jesus Christ. I am one of the persons who glorify and thank the Almighty. I believe that we trust God will be with those who honor Him. Without Him, I am nothing, let alone to forgive our enemies!
In our same community, love makes everything better. It is very easy to find how happy are those birds in my backyard. I believe that it is because they do not hate. How beautiful it is if I am joyful as one individual among lots of them! "Glory to God in the highest. Spirit of service and humanity -- a message from Nevada Governor Kenny Guinn*1

One of the greatest characteristics of Americans is their dedication to volunteerism. That is why I strongly support Nevadaˇ¦s Commission for National and Community Service, Inc. It promotes the service ethic in its members, while rewarding those individuals with college scholarship funds. The 2003 regular legislative session adjourned without funding the commission, and I subsequently asked the legislators during a special session to consider a bill that would invest $364,000 in the commissionˇ¦s activities. After passage, I signed into law Assembly Bill 12, which will generate almost $3 million in federal matching funds to benefit Nevada.

Locally known as AmeriCorps, this is a win-win program. Its 192 members statewide served 141,667 of their fellow citizens in 2003. These volunteers participate by supplying a wide range of services, including such activities as feeding and counseling homeless veterans, tutoring at-risk children, providing medical counseling to the under-insured, promoting youth service, building trails, and pruning and clearing fire fuel hazards in our forests. In 2003 our stateˇ¦s 192 AmeriCorps members worked a total of 178,938 hours. Moreover, they actively recruited another 3,578 citizens from around the state who volunteered an additional 25,576 hours of service, which is valued at more than $1.5 million.

I initiated the Governorˇ¦s Points of Light Award to recognize individuals and organizations for their dedication, commitment, and determination in promoting and supporting volunteerism throughout Nevada. The four individuals honored in 2003 were AmeriCorp members Forrest Dunaetz, Fran Goodyear, Julia Occhiogrosso, and David Parsons. The two organizations that were recognized were the Business Bank of Nevada and Planned Parenthood Mar Monte. For further information about the Points of Light Award, visit www.americorpsnevada.org.

Fran Goodyear, an AmeriCorp Vista volunteer and recipient of my Points of Light Award, experienced the benefits of the program first hand. Her mother fell and lay on the kitchen floor for hours before getting medical help. Fran became determined that this would not happen to other frail seniors. So she and other volunteers from the Retired and Senior Volunteer Program are installing Lifeline emergency response units in Mineral County. Lifeline is an easy-to-use personal response service that ensures that older adults get quick assistance whenever it is needed.

In a time of tight budgets, volunteers are an effective and vital resource for our citizens. These volunteers deserve our gratitude and recognition. Nevada is our state and our home. Volunteering is one chance we all have to make it better. AmeriCorps is but one of many valuable volunteer organizations in Nevada. I thank all of you who donate your time and resources to help these organizations. *2

Take care on the few days before the lunar new year please

"Soi Shea" was said to be a festival for the Chinese people to watch out all the night untill the dawn of the lunar new year to take care about the "Shea" ( Meaning of the "Beast" in English). Joyful lauds will be applauded after it is over for the "Shea." Greetings of new year is bring people with good luck and prosperity for each other by saying "Koon Shie Phai Tsai." Therefore, it is valuable to reprint the following article in wishing everybody a safety and happy new year's eve!

"According to Jeff German's column entitled 'Burlaries alarm Asian community' on "Las Vegas Sun" at October 6, 2002, a secret intelligence memorandum being circulated with Metro says 16 homes have been hit from June through August in the area south of Desert Inn Road and West of Rainbow Boulevard. In most of the cases, passports, green cards, Social Security cards and other forms of idenfication were taken from homes along with cash, jewelry and small eletronic items. He points out that if the wave of burglaries has done nothing else, it has awakened at least some local Chinese to the benefits of cooperating with law enforcement. Maybe these Asian groups one day will see the value of working with authorities.

The establishment of Clark County District Attorney and Police Civil Commission (CCDAPCC) by Dr. Tony Lei on August 5, 2002 has received overwhelming participation from the high ranking officials of our goverment. We need also the enthusiastic and sincere support from the civil community. The mutual understanding and coorperation for the enforcement of authorities and the security of community are critical for our efficiency and management. We encourage such a good phylosophy and practice of the organization of CCDAPCC for all our residents and visitors in Southern Nevada. Dr. Tony Lei has been welcomed by us as a Senior Advisor of our Office. The District Attorneys Office represents all elected and appointed county officials and all county agencies. Effectively functioning government is responsive to the needs of the people. Those needs can only be understood if government listens closely to what the people are saying. Nevada Governor Kenny Guinn names Togliatti Public Safety Director*1

We are pleased to receive the following Press Release from the Office of Governor Kenny Guinn by Ms. Susan Coates on January 8, 2004:

Governor Kenny Guinn announced today the appointment of George Togliatti as the Director of the Nevada Department of Public Safety. Togliatti, 57, will earn $107,433.

"The State of Nevada is very lucky to have an individual such as George Togliatti, who has an extensive background in law enforcement and corporate security," Governor Guinn said. "He is very well established in our own law enforcement community and is nationally respected."

As the Director of the Department of Public Safety, Togliatti will oversee the Nevada Highway Patrol, Division of Emergency Management, State Fire Marshal Division, Investigation Division, Division of Parole and Probation, Capitol Police Division, State Board of Parole Commissioners, Office of Criminal Justice Assistance and the Office of Traffic Safety.

Dave Kieckbusch, who has been acting director since May 1, will return to his previous post as deputy director.

"I want to thank Dave for doing a excellent job overseeing Public Safety for the past several months and look forward to his continued service," Governor Guinn said.

Togliatti is the Regional Vice President of Government, Community Relations, and Regulatory Compliance for Harrahˇ¦s Entertainment Inc. He was formerly Vice President of Corporate Security, Government and Community Relations for Caesars World Inc.

A former Supervisory Special Agent of the Federal Bureau of Investigation, Togliatti managed the organized crime and drug units in Las Vegas and had also served as the white-collar crime supervisor. He spent more than 23 years in the FBI, distinguishing himself as an investigator and manager, becoming an internationally recognized expert on gaming and organized crime.

Togliatti is a former U.S. Navy Aviator with service in Vietnam and throughout Asia. He has a Bachelor of Arts degree in Economics from Iona College in New Rochelle, New York and a Master of Arts degree in Criminal Justice Administration from the University of Detroit, Detroit, Michigan.*2

The American dream realized by John Ensign and his great grantfather

"America is a stronger and better nation because of the hard work and the faith and the entrepreneurial spirit of immigrants," said President Bush of the United States of America on Wendesday, January 7, 2004. "Our nation needs an immigration system that serves the American economy and reflets the American dream." *1

"Elaine Chao and John Ensign are two of the most comtemporary heroes who have realized the Ameican Dream which was encouraged for a long time by U. S. Senator Harry Reid. Under the spiritual leadership of them, WBTI has a bright endeavor for its proclamation and creed on the belief that the encouragement and promotion of academic research, community service, and humane spirit will bring our effort for a peaceful and prosperous community," said Christine Hu at the time when she was informed of her appointment by WBTI on December 16, 2003.*2

People are interested in having a little more understanding about the successful story about U. S. Senator John Ensign after they read the above expression by Christine. It's our pleasure to offer our viewers more about it by reprinting the following two articles:

John Ensign honored as Vice Chairman of the Advisory Board of WBTI

North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children to accomplish their contributions to our country.

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U.S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.

People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U.S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect.

In community service, Dr. Lei's hero is the great servant who has given all for the betterment of others' lives. Let our candles fuel a fire that will fan out an ever-lasting circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy. The Bible teaches: "...let us not love with words or tongue but with actions and in truth (1 John 3:18)." District (Family) Court Judge-elect Cheryl Moss wrote Dr. Lei, "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Thank you for this opportunity to serve, and I hope to gain more knowledge, insight and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom and guidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishments and achievements have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support and encouragement." Power in politics should have a direction that the power based on knowledge is the power of righteousness. We wish that a pure fountain may prosper and enrich our spendid and golden country through the spirit that knowledge calls, ultimately, for a life of service. "In God we trust. Life is for the purpose to serve our lovely society," Dr. Lei stated.

John Ensign: a born-again Christian

It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end.

John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. John's wife, Darlene, encouraged him into his first political race for Congress. Earned a Doctor of Veterinary Medicine degree from Colorado State University in 1995, his scholarstic and gentle appearance has won lots of applause and respect from knowledgeable ladies in social activities. It was when he was attending veterinarian school that John became a born-again Christian. He was urging by Darlene to become involved in a men's Christian group.

Binion's Horseshoe Casino forced and remained to close

The following is a combined and concised report from Las Vegas Review-Journal on January 9 - 10, 2004:

Horseshoe Casino was in a growing mountain of debt. The Binion's was forced to close. U. S. marshals entered the property of Binion's in seeking $1.9 million in cash.

Deputy U. S. marshals entered Binion's Horseshoe late Friday armed with two court orders authorizing them to seize up to about two million dollars in cash from the casino, an action that forced the closure of the property's casino which was operating for more than 52 years. "District Judge Roger Hunt authorized the seizure to satisfy debts owed to the Southern Nevada Culinary and Bartenders Pension Trust Fund and the Hotel Employees and Resetaurant Employees International Union Welfare Fund," expressed the U. S. marshal for Nevada, Richard Winget.*1

"The action is believed to signal the end of the five and half years ownership of Becky Binion Behnen, who has been operating the downtown property under a growing mountain of debt," said the industry insiders.

There are two sources that believe Behnen would not be able to reopen the casino. Another source agreed, saying it would be highly unlikely for Behnen to be able to raise the needed cash to stave off creditors.

The closure began when about ten agents with the Nevada Gaming Control Board's enforcement and audit division accompanied the marshals and lawyers for the union funds as they announced the order authorizing the cash seizure and the casino's closure.*2

Unable or unwilling to raise the money required to maintain her casino bankroll, Binion's Horseshoe Casino owner Becky Binion Behnen agreed Saturday to keep her casino closed.

Her deal, approval by an emergency Saurday afternoon meeting of the Nevada Gaming Commission, requires Behnen to keep her casino closed until state regulators agree that it has sufficient funds on hand to cover gamblers' winnings.

With the casino and its hotel closed, fate of more than one thousand employees remained unclear after Beckey Behnen agrees to keep landmark shut.*3

The Horseshoe's hotel was allowed to remained open Friday, but on Saturday the remaining guests were ordered to leave the historic downtown fixture, which was almost empty except for a handful of Binion's workers and security guards.

"It's got a lot of history," Frances McKissick told the Associated Press. "It's going to take away from the traditional of Fremont (street)." *4

"The Horseshoe has been a prominent, world-renowned licensee for many, many years," the gaming commission Cahirman Pete Bernahrd said after the emergemncy meeting. "Any time a licensee is in finacial difficulty it's a sad situation."

Commission member Art Marshall added the Horseshoe has a special place in the memories of longtime Las Vegans. "The Horseshoe is an institution," Marshall said. "It's a sad day for the industry, for downtown and for the Binion family. I hope they can work their way out of this." *5

Remembering those prosperous periods before Beckey took in charge of the Horseshoe, management and customer relations are important to the sucessful operation of a casino as stated in "Casino Customer Service -- The WIN WIN Game." The book was written by the famous advisor, authority of the gaming industry, Dr. William Thompson and Michele Comeau.

Gov. Guinn appoints Ken Cory
to Eighth Judicial District Court, Department One

Carson City - Gov. Kenny Guinn announced today the appointment of Kenneth C. Cory to serve on the Eighth Judicial District Court, Department One, in Clark County. Cory replaces the Honorable Gene Porter.

"Ken will be a tremendous addition to the Clark County Bench," Gov. Guinn said. "He is a well-respected attorney and has been a pillar of the legal community. I am proud to be able to appoint him to the bench."

Gov. Guinn continued, "I also want to commend Troy Peyton and Elizabeth Gonzalez for their interest in this judicial seat. They are fine young attorneys with promising careers ahead of them."

Cory, 60, graduated from Las Vegas High School and went on to attend Long Beach State University and Brigham Young University, where he received his Bachelor of Arts degree. He received his Juris Doctorate from the American University, George Washington College of Law in Washington D.C. in 1971 and in the same year, was admitted to the Nevada Bar. He has also been admitted to practice law in the United States District Court, District of Nevada, and the Fifth and Ninth Circuit Courts of Appeals. For the past 13 years, Cory has been a sole practitioner in Las Vegas, where he has handled civil and criminal litigation.*2

"The art of management has made the United States a paradise of richfulness and prosperity. On the very top floor of the mension at the Graduate School of New York University, I was impressed by the crowded traffic and the brilliant night scenes down on the ground. And looking at the groups of mansions standing under the heavenly sky at this Fifth Street reminded me that: All these golden Squares and proserity at the time of the May Flower period was nothing but an empty land. For our Las Vegas, we've realized the same story of development and prosperity," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) on the Grand Openning of the Las Vegas City Park.
"It made me remember the story of the next dynasty King after the Emperor Ching. Impressed by watching the greatness of the Emperor with his large marching team on the road one day at his young age, the young boy said, 'Do it brightly and we should make it the same also, excellency! (Meaning explanation for 'Yu Wei Jer Yi Loi Hsie' in Chinese.)' Nowaday, the entrepreneurship made America great is not just important for individuals, but it is also critical for a company or a country."
The above initiative spirit of the United States is originated from the first paragraph of the Preface of a text book written by Tony Tung-tien Lei entitled "Managemnt Behavior" published by Buffalo Publishing Inc. in 1989 (2nd Edition).
Together with his text book "Modern Business Management ," "Management Behavior" had been used by Dr. Tony Lei as a reference book in National Taiwan University, National Chengchi University, and National Chunghsing University from 1975 through 1990.*3

The biggest credit of Washington Business and Technology Institute (WBTI) is its people

At the dawn of this new era, the emphasis has shifted from the physical and mechanical labor required by the Industrial Revolution to the mental labor needed to sustain the new Information Revoluation. In an organization, the people and minds have become the most pracious assets for its development, innovation, and prosperity.

Since the beginning in the fall of 1937, Pepperdine University has experienced remarkable progress and achievement the realm of higher education. The faculty of the University seek to instill not only a will to achieve excellence, but also a spirit of philanthrophy and servanhood. Designed nicely, the Malibu campus of Pepperdine has frequently been described as the most beautiful one in the world. Washington Business and Technology Institute (WBTI) was created as an inspirational medium for academic research and community service under the affirmation and creed of Pepperdine University.*1

Thank you for this honor and the wonderful dinner celebration." Natalie is now a Justice of the Peace of the Clark County Justice Court.

Community participation is an asset for enhancing public service. True leadership comes from knowing when one needs to depend on other's knowledge. Leaders are individuals who help people understand their motivations for doing things. They set the direction and understand why the direction is important. Dr. Tony Lei believes that in education leadership is a call to help others. He has the quality that inspires people to do what needs to be done and to feel good about doing it. Balanced with his outstanding academic expertise, he is a servant of God for community service, sincere and humble but not weak.*3

By loving, we are enriched. Love in action is service above self. Make service a part of character and experience the abundant reward that comes from serving others. Let us fan the flame of service in ever-increasing circles. With this, we can envision a community that is safe, peaceful, and healthy. District Judge of the Family Court Cheryl Moss said that, "I've remained dedicated to serving the community, and I've been inspired by the leadership, wisdom, and guidance of WBTI's Prsident Dr. Tony Lei. I recognized that Dr. Tony Lei's accomplishments have demonstrated that taking part in the community with ones kindness and selfless service can contribute excellence as well as make a difference in the society."

One of the important accomplishment of Dr. Tony Lei as a famous Professor of Management is the research and findings on computer education, institutional management, and the art of leading of his three notable books entitled "Information Management", "Business Management", and " Management Behavior". "A good leader should acquire the ability of and execute the following seven management functions: 1. Planning: to plan important task project of this unit; 2. Organizing; to master the organoizational system of this unit; 3. Staffing: to recruit the appropriate staff members; 4. Directing: to direct the people on the staff of this unit; 5. Coodinating: to coordinate the benefits and conflicts of this unit in order to attain sound cooperation; 6. Representing: to reprent this unit in order to coordinate outside concerns and relationships; 7. Budgeting: to establish and control the budget of this unit; 8. Systematizing: to use management information system throuh computers and multimedia for our modern business," says Dr. Tony Lei.

"There are three models of leadership that a good leader, especially the leader of an association, may emphasize: A. Creative Leadership: The leader takes the most importance of holding the great principles to develop the future endeavor of this unit. (1) Sense of Mission -- to make the members not work as a job but high degree of the "concept of value"; (2) Foresightness -- to develop the future blueprint for this unit; (3) Teamwork Spirit -- to motivate the cooperation and success of the whole group; (4) Orientation by Objectives -- to encourage all the members unit put full effort on its clear and definite objectives," continues Dr. Tony Lei.

"B. Humanity Leadership: the leader emphasizes the importance of his or her relationship with the abordinates. He or she motivates their work morality and spirit. Therefore, he or she should understand, emphasize, and hold of humanity in order to promote everyone's potentiality to endeavor for this unit. The key points are: 1. Trust; 2. Delegation of authority; 3. The Second Chance Theory (to pardon your subordinate);
4. Encouragement; 5. Help and Care; 6. Support and Assistance; 7. Training and Education.

"C. Democratic Leadership: The leader respects humanity and allows individual development to make his or her group members cooperate and work by division of labor with self-motion and self-revelation. Its specialties are:
1. The leader endeavors to win followers by himself or herself with good personality and emphasizes knowledge and experience as the foundation of leading. 2. Subordinates have a full opportunity to participate decisionmaking and to suggest good idea. 3. The leader puts attention to the benefit of the subordinates, understand their needs, focuses the importance of the people. 4. The leader gives only some direction on the work planning, and leave the details of the work processing to the subordinates. 5. The leader has full opportunity to participate in employees activities, and they get along with each other very well. 6. The communication between the leader and subordinates is fully in good condition, and they enjoy fruitful accomplishment with good understanding. 7. The division of labor is decided by the group and the subordinates have the right selecting their work accompanists with the direction and coordination of their leader by their side. 8. The leader evaluates the performance of his or her subordinates objectively and renders fair judgement in giving prize or punishment."

"In practically, the effectiveness of the above leadership can be attained by its flexible application in accordance with the right time, place, matter, people, and objective situation, " Dr. Lei points out.*4

In righteousness, the poeple who cares about community service by the time of her or his professionalsim will alway winning the support by the citizens here in Nevada. Most of the faculty members in the Public Administration Institution (PAI) have been the revelators of this special trait during their elections. Many of them won the highest votes at their judicial and general elections. In joining the Institute as a faculty member she or he enjoys the rebounded and fruitful experience of academic research and community service. "This position (Fellow of the PAI of WBTI) will undoublely porvide me with avenues for exploring improvements in public services to which I am most dedicated," said District Judge Valorie Vega after the winning of election in 2000.*6

"As Director of Public Administration Institution (PAI), it's my privilege to share a leadership role with Dr. Tony Lei and to have wonderful cooperation of all the faculty since PAI's establishment. Innovative in integrating his expertise in institutional management and spiritual value in education, Dr. Tony Lei's wisdom and efforts towards community service and academic endeavor have been very valuable.
