China-U.S. pact may help spur Sino-LV flights

So much for one Great Wall.

A landmark aviation agreement completed this weekend removed one of the last roadblocks to widespread travel between China and the United States. On Monday, the state's top tourism official said he now believes passenger and cargo flights could regularly connect Nevada and mainland China within the next two years.*2

"It's huge and exciting," Bruce Bommarito, executive director of the Nevada Commission on Tourism, said of Saturday's announced agreement between the two nations. "We didn't know the details, but we knew both governments have been working toward this. It really confirms ... that China is the next big market" for inbound international tourism within the United States.

While in Beijing this weekend, U.S. Transportation Secretary Norman Mineta and Civil Aviation Administration of China Minister Yang Yuanyuan finalized an accord to allow five additional airlines from each country to serve the U.S.-China market over the next six years.

No airline has yet committed to service between mainland China and Las Vegas' McCarran International Airport, but Bommarito believes such an announcement will come soon.

That confidence is based upon recent conversations between Nevada leaders, members of the Chinese government and various travel-related businesses in Asia. During a fall visit to China, Bommarito said a Civil Aviation Administration of China leader told him and Lt. Gov. Lorraine Hunt the start of passenger service here is inevitable.

"His closing comment to us was, `It's not a matter of if we will fly to Nevada. It's a matter of when,' " Bommarito said.

Visas remain a major obstacle to Chinese tourism, however. The United States does not place a hard limit on the number of Chinese travelers to enter the country, though visitor volume is effectively slowed by the government's requirement that all Chinese complete a visa interview prior to visiting the United States.

Bommarito said U.S. embassies in China are adding more workers to conduct those interviews, though the demand outweighs their current ability to quickly process applicants. Bommarito previously said pending requirements for biometric passports could ease the visa application process for Chinese citizens within the next few years.

In June, Nevada became the first state to open a government-sanctioned tourism office in China to better position the state should Chinese travel be liberalized.

Saturday's agreement will allow 195 new weekly flights for each country -- 111 by all-cargo carriers and 84 by passenger airlines -- growing to 249 weekly flights at the end of a six-year phase-in period, the Transportation Department said.

Fourteen such flights will be available for new U.S. passenger services on Aug. 1 this year, including Northwest Airlines' new daily service between Detroit and Guangzhou and United Airlines' new daily nonstop service between Chicago and Shanghai.*3

The annual "Governor's Conference on Tourism" was held by Governor Kenny Guinn of Nevada at Caesears Palace on December 15-17, 2003. He joined the members of the Commission on Tourism to examine the latest tourism industry issue and trends. The theme was "Celebrating Deversity". It was chosen to draw attention to Nevada's efforts to broaden both its tourism product and market. The Conference on December 15-17 was held in celebrating the diversity that would make the Silver State a perennial leader in worldwide tourism.*5

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*6

"I can't overstate the significance of China's potential as a visitor market for Nevada," Lt. Governor Hunt said. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism."*7

Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*8

Lt. Governor Lorraine Hunt points out that she sees the will in the Chinese people and elected officials to make more opportunities and conviences for them to travel America. "They know they want to participate in the world economy," said the Lt. Governor.*9

On May 18, 2000 Lt. Governor Lorriane Hunt of Nevada lead (led) a delegation from Nevada to Taipei of the Republic of China. "This is important to Nevada in areas beyond just our tourism industry. Taiwan enjoys a growing economy with considerable technological advancement and as such, they are one of the world's top 15 trading nations. And with Nevada's total exports exceeding one billion dollars in 1999 alone, our local businesses stand to benefit as the Taiwanese market continues to prosper and expand," Lt. Governor of Nevada Hunt pointed out in Taipei.*10

"The Nevada Commission on Tourism believes it is vital to establish a presence in Taiwan in order to represent our tourism destinations to this emerging world travel market. Taiwan's capital, Taipei, has a working population of four million, with a youthful, technologically oriented work force. There is tremendous potential for building tourism among this sector," said Hunt.*11

"Similar to the new direction of the government in Taiwan, we are seeking new horizons for the economy of Nevada. Building mutally beneficial relationships with Taiwan, and other foreign countries, will create the demand for direct, regularly scheduled flights. Our work will help Nevada establish contacts for lucrative business and convention visitors from around the world that will form the foundation for a new pillar in the Nevada economy."*12

GOV. GUINN SEEKS FEDERAL ASSISTANCE
FOR WATERFALL FIRE

CARSON CITY ¡V Gov. Kenny Guinn today announced that he is requesting a federal Preliminary Damage Assessment (PDA) team through the Federal Emergency Management Agency (FEMA) for a thorough assessment of the damages and economic impact experienced as a result of the Waterfall Fire earlier this month in Carson City. The PDA team will determine if the state will qualify for a federal Presidential Declaration of Emergency for the July 14 fire.*2

¡§The fire caused significant destruction of private and commercial properties, roadways and drainage infrastructure,¡¨ Gov. Guinn said. ¡§While the initial response has primarily been concluded, the post-fire, long-term recovery will be extensive in order to prevent further damages to homes, commercial properties and public infrastructure resulting from excessive water runoff, debris flows and potential mud slides.¡¨

The PDA team will arrive on Wednesday morning. The team is anticipated to spend the rest of the week visiting the affected areas and compiling data. The team will be accompanied by the State of Nevada¡¦s PDA team through the Nevada Division of Emergency Management and members of the Nevada Division of Forestry. If the assessment determines that the State of Nevada qualifies for a federal declaration, the state will receive a federal Public Assistance grant for recovery of emergency response costs and restoration of lost or damaged public infrastructure. Additionally, the state will receive post-disaster mitigation funds that will assist with the post-fire rehabilitation of the affected areas.*3

*****One of the most inportant goodwill of Wasington Business and Technology Institute (WBTI) is its Advisory and Faculty members and friends.

The following is the Mission Statement on 2004 of Washington Business and Technology Institute (WBTI):

(1). To encourage and promote academic research, community service,
humane spirit, and educational programs.

(2). To launch and participate events
and projects for the development and cooperation of tourism, education, business, and culture.*1

Dr. Linda Livingstone has been the Dean of Graziadia School of Business and Management of Pepperdine University since June 1, 2002. She received her B. S., M. B. A., and Ph. D. from Oklahoma State University. Dr. Livingstone would bring an international perspective to Pepperdine University. She had helped develop and teach courses in an MBA program in Jinan, China.*2

At the time of Dr. Linvingstone's appointment, Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), wished her endeavor to lead the Graziadio School into the millennium with academic excellence, practicality expertise, and spiritual values. A special program of MBA/PKE designed for presidents and key executives internationally is in ugent need for the cooperation of the Graziadio School of Business and Management of Pepperdine University and the Graduate School of Business and Public Administration of WBTI. "On December 3, 2003, Drs. Mark R. Denton and Valorie J. Vega were appointed Vice Presidents of Washington Business and Technology Institute (WBTI) by our President Dr. Tony Lei. Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduate with disinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U. S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge. Currently sits as a civil judge on the Eighth Judicial District Court, Mark has been re-elected in the general election of November 5, 2002.*4 Vice President Mark Denton and his wife 27 years, Alice, have four children: Leslie Marie, 24, Marianne Yvette, 20, Jacqueline, 16, and Patrick, 11.

Valorie J. Vega is a holder of Juris Doctorate degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in International/Translation from UC Santa Barbara.

Vice President Valorie Vega was appointed on February 21, 1999 by Governor Kenny Guinn then had her winning as District Judge of Nevada on May 15, 2000. She has over a dozen years of experience as a jurist prior to which time she practiced in both criminial and civil law arenas. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, procecuting felony cases, and was instrumental in implementing the office's first Sexual Assault and Child Abuse Team.

Disrict Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce and the Latino Bar Association. She is a member of the American Judges Association, the Nevada District Court Judges Association, the Nevada Supreme Court's Committees on Public Trust and Confidence, Hispanics in Politics, among others. Valorie was honored with the 1992 "Women of Achievement Award" from Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995.*5 Vice President Valorie Vega is married, has one child and has been a resident of Southern Nevada since 1978.*6

Mark Denton and Valorie Vega as Vice Presidents of the Institute on December 8, 2003 at the Steak House of Binion's Horseshoe Club in Las Vegas. "Washington Business and Technology Institute has contributed already very much to help improve the quality of life of all our residents and visitors of Nevada since its establishment on January 8, 1996. As one of the Vice President of this Institute, I'm challenged to integrate my best knowledge and professionalism for its development and prosperity . I'm very appreciative to have this position appointed by Dr. Tony Lei, since it will undoubtedly provide me with avenues for exploring improvements in public and community services to which I'm most dedicated.
